THERE IS A NEW PARTNERSHIP THIS YEAR BETWEEN THE INDIANA DEPARTMENT OF EDUCATION AND A NONPROFIT ORGANIZATION CALLED NATIONAL MATH STARS. WHAT HAPPENED THIS YEAR AS THE DEPARTMENT OF EDUCATION REVIEWE THE PERFORMANCE OF ALL THIRD-GRADERS IN THE ENTIRE STATE ON THE THREE I LEARN MATH CHECKPOINTS THIS YEAR. THEY SELECTED AS NOMINEES THOSE WHO SCORED IN THE TOP 2 PERCENT OF THE ENTIRE STATE ON MATH DEMONSTRATING EXCEPTIONAL ACHIEVEMENT.
WE ARE SO EXCITED. THEY HAVE HAD 23 THIRD-GRADERS.
[APPLAUSE] WE HAD 23 THIRD-GRADERS WHO SCORED IN THE TOP 2 PERCENT OF THE ENTIRE STATE NOW NOMINEES FOR THE NATIONAL MATH STARS PROGRAM WHICH THEY CAN APPLY FO AND GET ASSISTANCE WITH ADVANCE MASK MATH COURSEWORK, ENRICH AN OPPORTUNITIES IN JUST GENERAL COMMUNITY AROUND MATHEMATICS.
WE WANT TO SAY THIS RECOGNITION NOT ONLY REFLECTS THE HARD WORK OF OUR STUDENTS, BUT IT ALSO SPEAKS TO THE SUPPORT OF THEIR FAMILIES AS YOU CAN SAY. AND ESPECIALLY TO THE DEDICATIO OF OUR ELEMENTARY TEACHERS.

I WANT TO START WITH JUST A QUESTION, IF TITLE II FUNDS CAN LEGALLY BE USED TO RETAIN EFFECTIVE TEACHERS AND REDUCE CLASS SIZES, WHY ARE WE LAYING OFF EFFECTIVE TEACHERS WHILE CONTINUING TO EXPAND PROGRAMS LIKE NIE T? ACCORDING TO THE INDIANA DEPARTMENT OF THE FUNDS WILL BE USED FOR FUTURE RECRUITMENT AND RETENTION, PROFESSIONAL DEVELOPMENT AND CLASS-SIZE REDUCTION.
YET, DURING THESE RIFFS, WE ARE USING LOSING EXPERIENCED EFFECTIVE EDUCATORS. DURING HIS TIME IN THE CLASSROO HE COACHED SEVERAL FOOTBALL, WRESTLING AND TRACK TEAMS INCLUDING A STINT AS THE VARSIT WRESTLING COACH.
HE LATER EARNED HIS MASTER'S DEGREE FROM BALL STATE UNIVERSITY AND WENT ON TO HOLD ADMINISTRATIVE POSITIONS AT BOT SAND CREEK IN ROMANIA AND RIVERSIDE INTERMEDIATE AND MOST RECENTLY SERVING AS THE INTERIM PRINCIPAL AT RIVERSIDE INTERMEDIATE. MR. FARRELL IS A LIFETIME LEARNER, PUBLISHED JOURNAL FOCUSED ON STEM LEARNING IN APPRENTICESHIPS, BUT HE'S ALSO CLOSE TO COMPLETING HIS PHD THROUGH THE FOR YOU DO YOU UNIVERSITY LEADERSHIP AND INNOVATION WITH A POSSIBLE DISSERTATION DEFENSE LATER THIS SUMMER, NO PRESSURE. MR. FARRELL AND HIS WIFE, WHO I ALSO AN HSE ALUMNA, HAVE FOUR CHILDREN ALL FOUR CHILDREN ATTENDED THE SCHOOLS WITH TWO GRADUATING FROM FISHERS HIGH SCHOOL AND ONE FROM HAMILTON SOUTHEASTERN HIGH SCHOOL.

I ALSO PICKED UP A LITTLE BIT THROUGH PODCASTS AND HELPING DECORATE HER CLASSROOM. I WANT TO RECOGNIZE THE IMPACT OF HSE TEACHERS AND STAFF AND COACHES WHO HAVE HAD HUGE IMPAC ON MY OWN CHILDREN, AS THE DOCTOR SAID, WE HAVE THREE YOUN ADULT CHILDREN, AND ONE WHO IS STILL IN HIGH SCHOOL.
WE WE WERE HOUSE DIVIDED, WE HAVE TO FISHERS GRADUATES AND ONE HSE GRADUATE THAT FOLLOWED ALONG WITH HIS PARENTS, BUT THE GENUINE LOVE AND COMMITMENT FRO THE SCHOOL DISTRICT HAS HELPED HIM THEM THROUGHOUT THEIR JOURNEY INTO BE SUCCESSFUL ADULTS. HE ALSO TOOK NEIGHBORING SCHOOL AND LIKE SCHOOLS EVALUATION INSTRUMENTS AND HAD THE COMMITTEE SYNTHESIZE WHAT WE LIKE, WHICH WE THINK AND GET INTO A COMMITTEE OVER TIME PEOPLE HAVE DIFFERENT OPINIONS ABOUT EVALUATION BUT OVER THAT LONG PROCESS, WE WERE ABLE TO LAND ON SOME THINGS THAT I FEEL LIKE THE COMMITTEE ALL KIND OF ENDORSED AS COMPONENTS THEY WOULD SUPPORT AND AN EVALUATION PLAN.

HIGHLY EFFECTIVE FOR EFFECTIVE THREE, IMPROVEMENT NECESSARY TO AN EFFECTIVE ONE. WE NO LONGER NEED TO DO THAT.
IN THE INDIANA CODE RIGHT NOW, WHAT IS REQUIRED IS THAT WE HAV AN ANNUAL EVALUATION OF EVERY CERTIFIED STAFF MEMBER THAT EVALUATION INSTRUMENT IS PUBLISHED AND THE BOARD APPROVE IT. SCHOOL LETTER GRADE EVEN THOUGH ALL OF OUR SCHOOLS WILL BE ASSIGNED A LETTER GRADE THIS YEAR, THE COMMITTEE INTEREST, W DON'T THINK THAT SHOULD HAVE TO FACTOR INTO OUR EVALUATION. AND THEN, INSTEAD OF THOSE FOUR DIFFERENT CATEGORIES WE CURRENTLY HAVE, LANDING ON THRE CATEGORIES, THOSE CATEGORIES BEING EXEMPLARY, PROFICIENT, OR INEFFECTIVE. SO MOVING FROM FOUR TO THREE.
