THEY CALLED FOR THE COMMUNITY TO COME TOGETHER IN THE BEST INTEREST OF OUR KIDS. I HATE TO BE THE BEARER OF TRUTH BUT YOUR ACTIONS SPEAK LOUDLY TO OUR COMMUNITY AND YOU ARE BRINGING OUR COMMUNITY TOGETHER, BUT NOT THROUGH ALIGNING WITH YOUR DEMANDS. FOR MONTHS WE HAVE BEEN TOLD THE DISTRICT IS IN FINANCIAL TROUBLE, THERE'S NO MONEY FOR RAISES, NO MONEY FOR SUMMER SCHOOL CLASSES YET WE FIND A WAY TO CHECK UP OUR LEGAL FEES TO $72,000 IN DECEMBER. THIS ADMINISTRATION, WITH HER BULLYING TACTICS THAT HAVE LED TO LAWSUITS FOR TEACHERS, AND THEIR LACK OF RESPECT FOR OUR TEACHERS WHICH LED TO COSTLY BARGAINING NEGOTIATIONS FOR OUR DISTRICT SPENT AN ENTIRE TEACHER'S SALARY IN ONE MONTH.

A STUDENT WHO IS REQUESTING TO TRANSFER INTO HAMILTON SOUTHEASTERN SCHOOLS WOULD COMPLETE AN APPLICATION FOR TRANSFER AND THAT WOULD BE DUE TO OUR OFFICE BY APRIL 1ST. THAT WOULD BE A PROPOSED DEADLINE FOR THE SCHOOL YEAR. IN BETWEEN THE TIME FROM APRIL AND MAY 1ST WE WOULD SPEND TIME REVIEWING THE APPLICATIONS THAT CAME IN AND DETERMINING WHETHER OR NOT THERE WOULD BE A NEED TO HOLD A LOTTERY. THE LOTTERY WOULD ONLY BE NEEDED IF THE SPACES WE DETERMINED WE HAD CAPACITY FOR AND DEMAND EXCEEDED THOSE SPACES. THEN WE WOULD HOLD IN PUBLIC HEARING A LOTTERY TO DETERMINE WHICH TRANSFER APPLICATIONS WOULD BE ACCEPTED. FOR EXAMPLE, LET'S SAY BROOK SCHOOL ELEMENTARY IN SECOND GRADE WE DETERMINED WE HAD 10 SPACES AND WE HAD 15 APPLICATIONS THAT CAME IN PRIOR TO THE APRIL 1ST DEADLINE. WE WOULD THEN ON OR BEFORE MAY 1ST HOLD THE LOTTERY TO DETERMINE WHICH OF THOSE 15 APPLICATIONS OR STUDENTS WOULD GET TO OCCUPY THOSE 10 SPACES AT BROOK SCHOOL ELEMENTARY IN THE SECOND GRADE. THAT'S ONE RUDIMENTARY EXAMPLE

THE REASON WE WOULD CONTINUE TO TAKE THOSE APPLICATIONS IS IT IS VERY POSSIBLE FOLKS WHO PUT IN FOR A TRANSFER BEFOREHAND CHANGE THEIR MIND SO WE WOULD JUST GO TO THE NEXT PERSON IN LINE AND BE ABLE TO FILL THAT SPOT. WE WILL HAVE A HARD AND FAST CUTOFF OF JUNE 30TH IN WHICH NO NEW APPLICATIONS WOULD BE ACCEPTED SO WE CAN GET EVERYTHING SOLIDIFIED AND BE READY FOR THE START OF THE NEXT SCHOOL YEAR. A VERY IMPORTANT TO POINT OUT TRANSPORTATION

WOULD BE PROVIDED BY THE PARENT OR GUARDIAN FOR ALL OF THE TRANSFERRED STUDENTS. EACH YEAR, STUDENTS OR FAMILIES WOULD NEED TO RENEW THEIR APPLICATION TO REMAIN HERE AT HSE. UNDER SECTION B ARE THE QUALIFICATIONS FOR TRANSFER STUDENTS. I WANT TO POINT THESE OUT BECAUSE THESE WILL BE A PART OF THE APPLICATION PROCESS. IF A STUDENT WAS SUSPENDED OR EXPELLED YOU ARE GOING TO NOTICE THE FIRST THREE HAVE TO DO WITH SUSPENSIONS AND EXPULSIONS IN SPECIFIC CASES.TWO, THREE, FOUR HAVE TO DO WITH THAT AND THEN FIVE IS SPECIFIC TO THE HISTORY OF UNEXCUSED ABSENCES. THOSE WOULD BE REASONS WHY WE COULD DENY SOMEONE THE OPPORTUNITY TO TRANSFER INTO THE DISTRICT. THOSE WOULD BE PART OF THE APPLICATION AND THEY WOULD KNOW THAT GOING IN. IN SECTION 4 WE WANTED TO MAKE SURE WE DID HIGHLIGHT THE FACT AS WE DO NOW WE HAVE MANY STUDENTS IN OUR DISTRICT WHO ARE CHILDREN OF AGENCY STAFF AND DO NOT LIVE IN OUR DISTRICT. THOSE INDIVIDUALS AS WELL AS FAMILIES WHERE THERE IS A SIBLING THAT ATTENDS HSE SCHOOLS BUT ANOTHER SIBLING WANTS TO ATTEND THEN THOSE WOULD BE TAKEN AHEAD OF ANY TRANSFER APPLICATIONS AND WE WOULD TAKE THOSE OFF THE TOP AND THEY WOULDN'T BE A PART OF THE LOTTERY SYSTEM, THOSE WOULD BE FOLKS WE WOULD HAVE A PLACE FOR. WE CURRENTLY DO THIS PROCESS NOW WITH OUR EMPLOYEES EVERY YEAR THEY RENEW THE PAPERWORK AND EVERY YEAR WE CONTINUE TO FIGURE OUT WHERE THEY NEED TO BE ON THEIR PATH AND EDUCATION PROCESS. QUESTIONS?
