I AM CONCERNED ABOUT THE DIRECTION THE DISTRICT IS HEADING IN AND I'M WILLING TO SPEAK OUT EVEN THOUGH IT IS SCARY FOR ME. WHAT IS MUCH MORE SCARY IS THE IDEA THAT MY CHILD'S EDUCATION WILL LOSE ONE DIME TO A CHARTER SCHOOL IN THE FUTURE. CHARTER SCHOOLS ARE TROJAN HORSES INTENDED TO SIPHON MONEY AWAY FROM TRADITIONAL PUBLIC SCHOOLS HERE THEY ARE TYPICALLY ONLY BROUGHT INTO FAILING DISTRICTS AS A LAST-DITCH EFFORT FOR INTERVENTION. OUR NEIGHBORS TO THE WEST RECENTLY FINISHED FIGHTING ANOTHER CHARTER SCHOOL NETWORK TOOTH AND NAIL AND WON.

THEY CLEARLY KNEW THE THREAT THAT CHARTER SCHOOLS POST TO A DISTRICT. I'M ALSO HERE BECAUSE I HEARD A LOT OF TALK THE LAST FEW MONTHS FROM THE CFO ABOUT HOW ENROLLMENT IS DECLINING ESPECIALLY WITH KINDERGARTEN FAMILIES . I AM HERE AS ONE OF THOSE KINDERGARTEN FAMILIES THAT OPTED NOT TO SEND MY CHILD TO THE DISTRICT THIS YEAR. I THINK IT IS IMPORTANT THAT YOU HEAR FROM THE FAMILIES AND WHY WE

ARE CONSIDERING OTHER OPTIONS. I PROMISE, THIS DOES TIE BACK TO WHAT I WAS TALKING ABOUT EARLIER. OVER THE SUMMER I REACHED OUT TO CENTRAL OFFICE ADMINISTRATORS AND ASK MY CHILD TO BE ALLOWED TO OPT OUT OF IPAD USAGE AND RENTAL IN AT LEAST THE ELEMENTARY LEVEL TO ENCOURAGE BRAIN DEVELOPMENT AND I WAS COMPLETELY DISMISSED. MY LAST TWO EMAILS HAVE GONE UNANSWERED. I WAS ADVOCATING FOR A FAMILY CHOICE WHEN WE ARE INDEED HEMORRHAGING FAMILIES TO SCHOOLS THAT ARE LOW-TECH SUCH AS MONTESSORI ACADEMY, ANOTHER CHARTER SCHOOL. THE DISTRICT CLAIMS THEY WANT TO GIVE FAMILIES MORE OPTIONS IN EDUCATION AND SO THAT IS THE ADVANTAGE OF A CHARTER SCHOOL.

I WAS SIMPLY ASKING FOR MY OWN CHILD TECH REEXPERIENCE DISPROVES THAT. I ASKED FOR A TECH FREE OPTION FOR MINE WHO ARE OVERSTIMULATED BY IPADS AND APPS. I PROPOSE ONE CLASSROOM AND EVERY GRADE LEVEL SHOULD BE TECH FREE. I'M BAFFLED THAT WE ARE NOT STARTING WITH THREE OPTIONS TO ATTRACT MORE FAMILIES FOR ENROLLMENT INSTEAD OF PULLING OUT THE NUCLEAR OPTION THAT A CHARTER SCHOOL IS. THE DISTRICT SHOULD NOT BEMOAN DECLINING ENROLLMENT AS A TEACHERS NEED TO TIGHTEN THEIR BELTS BECAUSE OF IT IF THEY ARE NOT EXPLORING LOW-COST OPTIONS TO ENCOURAGE ENROLLMENT. TO MAKE ANALOGY THIS WOULD BE LIKE SEEING MY HOUSE NEEDS A NEW COAT OF PAINT BUT INSTEAD OF DOING ACTUAL WORK I GO OUT AND BUY IT ENTIRELY NEW HOUSE. IF YOU WANT TO TALK TO ME ABOUT CHARTER SCHOOLS, TALK TO ME ABOUT HOW THE DISTRICT IS FAILING AND DID TELL ME ALL THE FREE OPTIONS YOU HAVE GIVEN FAMILIES TO INCREASE ENROLLMENT FOR KINDERGARTEN FAMILIES BECAUSE OF CHARTER SCHOOLS AND VOUCHERS, SCHOOL ENROLLMENT IS MORE COMPETITIVE THAN EVER. TIM BROWN. >> THANK YOU VERY MUCH NUMBERS OF THE BOARD, YOU HAVE BEEN THROUGH TWO PRELIMINARY DETERMINATION HEARINGS FOR FALL CREEK INTERMEDIATE HIM AT THIS IS THE NEXT STEP. BECAUSE THIS IS A LEASE BOND IT DOES INVOLVE THE BUILDING CORPORATION. WE MET WITH THEM BEFORE THE MEETING TONIGHT TO REESTABLISH THEM AS A BUILDING CORPORATION AND ESTABLISH ARTICLES OF INCORPORATION AND THE INTENT TO MOVE FORWARD PENDING THE LEGAL PROCESS THAT WE ARE STILL GOING FOR. THIS IS JUST A INTERMEDIATE STEP, I KNOW WE HAVE TO HAVE A HEARING BUT CONTINUING THE PROCESS TO SUPPORT THE RENOVATION OF FALL CREEK DID JUST AS A REMINDER WE ANTICIPATE THIS TO BE $35.5 MILLION IT IS A COMPLETE RENOVATION OF THAT SPACE AND HAS BEEN MOVING FORWARD THROUGH

BY LAW THIS IS A PUBLIC HEARING IN THE PROCESS. THE APPLICATION ARE ATTACHED TO THE BOARD DOCUMENTS. CHIEF OF SCHOOLS OF OPPORTUNITY OF EDUCATION WILL BE PRESENTING SHOWING HIGHLIGHTS OF THE PROPOSAL AND FIELDING QUESTIONS FROM THE BOARD. I WANT TO FRAME SOME ITEMS FOR YOU AND THE COMMUNITY BEFORE HE SPEAKS. MAINLY THE PROPOSED STRUCTURE OF THE TWO INSTITUTIONS IN THE PARTNERSHIP , OUR TIMELINE AND THE PROPOSED GOVERNMENT STRUCTURE OF THIS PARTNERSHIP. I WANT TO START THIS EVENING BY CHALLENGING THE CONCEPT OF CHARTER SCHOOL. I HAVE CANDIDLY SHARED AND OTHER INFO SESSIONS WHEN I SPOKE WITH THE PUBLIC HOW I HAD MY OWN IMPLICIT BIAS TOWARD CHARTER SCHOOLS IN THE CHARTER SYSTEM. EVEN THOUGH CHARTER SCHOOLS ARE PUBLIC SCHOOLS, THEY ARE OFTEN SEEN AS TOOLS TO PRIVATIZE EDUCATION AND SOME BELIEVE CHARTERS ARE IN PLACE TO PUT PROFITS AHEAD OF STUDENTS, TEACHERS AND COMMUNITIES. SOME SEE CHARTERS AS ESTABLISHING TO COMPETE WITH TRADITIONAL SCHOOL DISTRICT THREATENING RESOURCES OR UTILIZE MY DISTRICTS AND COMMUNITIES TO SAVE FAILING SCHOOLS. I'M NOT GOING TO PRETEND THAT THERE ARE NOT STORIES AND EXAMPLES TO SUPPORT THIS, THERE ARE PLENTY OF WHAT I CALL NON-EXAMPLES, ENOUGH THAT SHIFTING PERSPECTIVE CAN BE CHALLENGING. AS YOU AND THE COMMUNITY CONSIDER THE OPPORTUNITY, I CHALLENGE YOU TO CONSIDER HOW HSE SCHOOLS CAN CREATE STUDENT EXPENSES THROUGH THE CHARTER INNOVATION NETWORK SCHOOL. I CHALLENGE YOU TO SEE HOW THIS CAN PROVIDE OPPORTUNITIES QUICKLY IN THE CONTEXT OF A CHANGING DIPLOMA AND LOCAL WORKFORCE DEMAND. HSE SCHOOLS ARE FAR FROM FAILING, WE CAN GROW AND PROVIDE STUDENTS EDUCATIONAL OPPORTUNITIES AT EXPENSES THAT ENRICH THEIR LEARNING AND PROVIDE THEM WITH MULTIPLE OPTIONS WHEN THEY GRADUATE TO PURSUE COLLEGE, A CAREER IN THE MILITARY. BY DOING SO SAVE STUDENTS AND FAMILIES TIME AND MONEY. JUST TO DEFINE A COUPLE OF PIECES OF THE PROGRAM, I CAN DO THIS. JUST TO FRAME A LITTLE BIT OF THE CHALLENGE FOR OUR COMMUNITY. WE HAVE TALKED THROUGH DATA AND PUBLIC MEETINGS ABOUT THIS, THIS OPPORTUNITY REALLY WAS SPEARED BY THE TRANSFORMATION WORK. OUR COMMUNITY CHALLENGED OUR SCHOOLS TO PROVIDE OPPORTUNITIES TO EXPLORE A RANGE OF CAREER OPTIONS FOR EVERY STUDENT , THE GRADUATION PATHWAYS INCLUDES COLLEGE CREDITS AND IT SHOULD BE PROVIDED AND REAL-WORLD LEARNING EXPERIENCE WILL PREPARE THEM FOR SUCCESS IN COLLEGE CAREER OR MILITARY. WE HAVE CURRENT CAPACITIVE STAFFING FACILITIES AND CTE PROGRAMS THAT ARE A CHALLENGE TO THIS. WE KNOW FROM THE FORECAST THE NEEDS TO PROVIDE MORE OPPORTUNITIES FOR STUDENTS TO EXPLORE CAREER OPPORTUNITY FOR CTE WORK, WE ARE PAYING THIRD-PARTY PROVIDERS FOR SOME OF THESE OPPORTUNITIES, THIRD-PARTY PROVIDERS DO NOT SHOW THE CAPACITY TO MEET THAT OVERTIME AND WE NEED TO DEAL WITH THAT CHALLENGE. ALSO NOTE OTHER HAMILTON COUNTY SCHOOL DISTRICTS ARE BUILDING OUT PROGRAMS, AS I WORK WITH THOSE SCHOOL DISTRICTS, IT DOES NOT APPEAR THAT THEY WILL EVER HAVE THE CAPACITY TO SERVE ALL OF THE STUDENTS. THERE IS LIMITED SPACE ON THE HIGH SCHOOL CAMPUSES JUST IN TERMS OF FACILITIES. THE HIGH COST OF THOSE PROGRAMS, THE STATE LAWS THAT REQUIRE FACILITY MANDATES TOWARDS THOSE PROGRAMS, THE STAFFING, EQUIPMENT ARE A PROBLEM THAT WE WILL ADDRESS WHETHER WE MOVE FORWARD WITH THIS OR NOT I JUST WANTED TO FRAME THAT. A BIG DISTINCTION HERE , THERE ARE TWO PROPOSALS ON THE TABLE HERE. ONE SIDE IS THE FISHERS PREP, THAT IS IN QUOTES BECAUSE THAT WILL BE NAMED IF WE CONTINUE THROUGH THE PROCESS BY THE COMMUNITY, PUBLIC CHARTER INNOVATION NETWORK SCHOOL. THE FOCUS OF TONIGHT IS LARGELY ON THIS SIDE. FISHERS PREP CHARTER INNOVATION SCHOOL THAT WOULD SERVE STUDENTS NINE THROUGH 12 WITH A DIFFERENT HIGH SCHOOL EXPERIENCE. THE STUDENTS WOULD ATTEND FISHER PREP FOR THE ENTIRE HIGH SCHOOL COURSEWORK.

YOU WILL SEE HOW THIS FOCUSES ON ATTRACTING STUDENTS BACK TO THE SCHOOL DISTRICT . THE REASON WE WILL FOCUS ON THIS

PART OF THE PARTNERSHIP IS THAT STATE LAW REQUIRES CHARTER SCHOOL APPLICATIONS TO HAVE SPECIFIC OPPONENTS COMPONENTS THAT STRUCTURE FOR THIS KIND OF SCHOOL. AT A LATER DATE SHOULD THIS MOVE FORWARD WE WILL DEVELOP INNOVATION NETWORK SCHOOL CHARTER AGREEMENT WHICH ALLOWS THE SCHOOL DISTRICT AND THE CHARTER OPERATOR TO BE MUCH MORE COLLABORATIVE AND RESPONSIVE TO COMMUNIY INPUT. I JUST WANT TO GIVE YOU, THE BOARD, A HEADS UP THAT THE VISION FOR THE FISHERS PATHWAYS THE OTHER SIDE OF THE DIAGRAM IS OUT OF FOCUS THIS EVENING.

WE ARE DOING THAT BECAUSE WHAT IS REQUIRED BY LAW. SHOULD YOU ACCEPT THE CHARTER APPLICATION WE WOULD COLLABORATE TO FIND THOSE DD PATHWAYS IN THE SCHOOLS THAT THE COMMUNITY NEEDS. JUST TO ARTICULATE THE DIFFERENCES AND WE WILL LARGELY TALK ABOUT THE LEFT SIDE OF THIS TONIGHT, WE ARE TALKING ABOUT A SCHOOL THAT SERVES NINE THROUGH 12, NOT K-12. IT BUILDS 125 SCHOOLS EACH SCHOOL YEAR STARTING WITH FRESHMAN THAT WAS STARTED AT 26-27 SCHOOL YEAR WITH THE GOAL OF BEING 500-600 STUDENTS BY 2028. THIS WOULD BE STAFFED BY OPPORTUNITY EDUCATION, SERVICES LIKE FOOD SERVICES AND TRANSPORTATION COULD BE CONTACTED WITH HSE . THE DIPLOMA WOULD BE INNOVATION NETWORK DIPLOMA PROVIDED BY OPPORTUNITY ED. THE VISION WOULD BE THAT THE DISTRICT COMMUNITY CREATE ACTION RESEARCH INNOVATION SPACE FOR TEACHERS THAT WOULD PILOT BEST PRACTICES BEFORE THEY ARE IN THE HIGH SCHOOL SPIRIT A BIG NOTE AND A SHIFT IN THE PRESENTATION, IT WILL TARGET STUDENTS NOT CURRENTLY ENROLLED IN HSE SCHOOLS AND DEVELOP A DIFFERENT HIGH SCHOOL EXPERIENCE FOR STUDENTS TO THRIVE. JUST TO NOTE THE OTHER SIDE, BRIEFLY, YOU WANT TO THINK ABOUT THE OTHER OFFER THAT WE WILL DEFINE AND ARTICULATE LATER AS A CAREER CENTER. IT WILL BE SIMILAR TO JDL OR TBI WITH STUDENTS ON A HALF-DAY SCHEDULE ENGAGING WITH THOSE PROGRAMS. IT WOULD FOCUS ON CTE PROGRAMS THAT OFFER CURRENTLY ON OUR CAMPUSES AND IT WOULD SCALE TO 500 PLUS STUDENTS AND HAVE OPPORTUNITIES. THERE ARE ONLY 22 GOLD LEVEL CLUBS IN USA SWIMMING ACROSS THE UNITED STATES AND ONLY TWO IN INDIANA. FAST RANKED 17TH IN THE U.S.

AND ONE OF THREE CLUBS THAT ACHIEVED GOLD STATUS BY EARNING BOTH OVERALL POINTS 29,409 AND PLACING AN ATHLETE IN THE 2024 PARIS OLYMPIC TEAM. OVER THE LAST MONTH, 48,000 MEMBERS OF OUR SCHOOL COMMUNITY WENT TO THE POLLS TO CAST THEIR VOTES FOR THE THREE -- AS EVERYONE KNOWS , MY NAME WAS NOT ON THE BALLOT WHICH MEANS MY TIME ON THE SCHOOL BOARD WILL COME TO AN END NEXT MONTH. I WANT TO TAKE THIS OPPORTUNITY TO SHARE SOME PARTING THOUGHTS TO OUR COMMUNITY , STATE, AND COUNTRY HAVE DRAMATICALLY CHANGED IN THE LAST FOUR YEARS AND THIS ELECTION CYCLE PROVED TO BE ONE OF THE WORST, THE VENOM AND DEEPLY PERSONAL ATTACKS WE WAGED AGAINST EACH OTHER ONLINE AND MOST RECENTLY IN AN EFFORT TO WIN ELECTIONS HAVE ONLY POLLUTED AND DIVIDED OUR COMMUNITY AND DISTRICT .

FRANKLY, WE ARE ALLOWING IT TO DESTROY OUR STABILITY. IF THERE IS NOTHING ELSE I REVIVED AFTER MY FOUR YEARS ON THIS BOARD, ALLOW ME TO LEAVE THIS MESSAGE TO THOSE WHO HAVE THE PRIVILEGE OF REMAINING AT THIS TABLE. THE BEHAVIOR THIS MORNING AS MEMBERS WAS ENGAGED IN OVER THE LAST FOUR YEARS CANNOT BE PRESENT WE SET FORTH FOR OUR YOUTH. THIS BOARD CANNOT CONTINUE TO SHOW OUR STUDENTS THAT PARTISANSHIP AND PROMISES TO OUTSIDE GROUPS ARE MORE VALUABLE THAT STATESMANSHIP, HONESTY , AND RESPECT. THE GOAL OF THIS BOARD IS IN FACT TO DO THE HARD WORK NECESSARY TO IMPROVE STUDENT OUTCOMES THAT I IMPLORE ALL OF YOU TO TUNE OUT THE NOISE AND WORK HARD TO EARN BACK THE TRUST OF THE STUDENTS, TEACHERS, STAFF , AND COMMUNITY BY PUTTING STUDENTS AND THE LEARNING ABOUT INDIVIDUAL NEEDS TO WIN OVER OTHERS . THE ONLY VICTORIES YOU SHOULD BE FOCUSED ON ARE THE WINDS STUDENTS AND TEACHERS ACHIEVE EVERY DAY IN OUR CLASSROOMS. I KNOW I HAVE SHARED THAT I WAS LUCKY EARLY IN MY CAREER TO LEARN FROM A CREDIBLE ROLE MODELS AND MENTORS. ONE OF THE BEST WAS RICHARD LUGAR, I DO HAVE VISUAL AIDS.
