[00:00:14]

>> MEETING TO ORDER. AS WE STAND FOR THE PLEDGE OF ALLEGIANCE I WOULD ENCOURAGE ALL OF US TO REMEMBER WHAT HAPPENED TO OUR COUNTRY 23 YEARS AGO AND THE LIVES LOST IN THE HORRIFIC ATTACK ON OUR NATION. PLEASE STAND FOR THE

PLEDGE OF ALLEGIANCE. >> THANK YOU. I WILL NOW OPEN

[2. Public Comment]

FOR PUBLIC COMMENT. ANY MEMBER OF THE COMMUNITY WHO SIGNED UP ACCORDING TO BOARD POLICIES AND PROCEDURES MAY ADDRESS THE BOARD REGARDING ANY POSTED AGENDA ITEM. REMEMBER YOU HAVE A LIMIT OF THREE MINUTES TO SPEAK AND PLEASE ADDRESS THE BOARD AS A WHOLE, AND NO ONE SPECIFICALLY. THE FIRST PERSON

ON OUR LIST IS SARAH --. >> GOOD EVENING. I AM A PARENT OF A STUDENT AT -- SCHOOL AND I AM READING THIS FOR AN ANONYMOUS TEACHER. I AM SPEAKING TO YOU REGARDING THE SECOND READING ON THE POLICY ABOUT STAFF AND STUDENT COMMUNICATION. I AM EXTREMELY DISAPPOINTED TO SEE THAT THE ONLY ACCEPTABLE FORMS OF COMMUNICATION BETWEEN A STUDENT AND AN EDUCATOR, BUT MORE IMPORTANTLY A PLAYER AND A COACH, IS EMAIL OR PHONE CALL. THE RELATIONSHIPS COACHES MAKE WITH THEIR ATHLETES CANNOT LAST LONG PAST HIGH SCHOOL. THE SAME CAN BE TRUE ABOUT TEACHERS AND STUDENTS. I WAS A STUDENT ATHLETE IN THE 1990S. I STILL REMEMBER GETTING NEWSPAPER CLIPPINGS IN THE MAIL FROM MY KINDERGARTEN TEACHER ANYTIME AN ARTICLE WAS WRITTEN ABOUT ONE OF MY GAMES. SHE WOULD ALWAYS INCLUDE A HANDWRITTEN NOTE. I STILL REMEMBER THE PHONE CALLS I WOULD GET FROM MY HIGH SCHOOL COACHES DURING THE SUMMER WHEN THEY WOULD HEAR ABOUT HOW I PLAY IT IN THE TOURNAMENT OR TO LET ME KNOW THAT A COLLEGE COACH HAD REACHED OUT TO FIND OUT WHEN I WOULD BE PLAYING SO THEY COULD COME AND WATCH. MY HIGH SCHOOL COACH WAS ONE OF THE FIRST PHONE CALLS I MADE WHEN I WENT TO --. HAD IT BEEN TODAY THAT WOULD'VE LIKELY BEEN A TEXT MESSAGE. I'M IN MY 40S AND STILL REMEMBER THOSE INTERACTIONS. I STILL HAVE RELATIONSHIPS WITH THOSE PEOPLE. I WENT INTO TEACHING AND COACHING BECAUSE OF THOSE PEOPLE. THEY MEANT SOMETHING TO ME. FAST FORWARD TO THE YEAR 2024, THOSE INTERACTIONS WOULD LIKELY BE A TEXT MESSAGE SENT TO AN ATHLETE SHARING A NEWS ARTICLE ELECTRONICALLY. A TEXT MESSAGE OF ENCOURAGEMENT AFTER BAD GAME OR PUMP UP TEXT AFTER A GOOD GAME. I HAVE KIDS GOING TO -- SCHOOLS. STUDENTS TELL ME WHEN ONE OF THEIR FORMER STUDENTS -- COACHES REACH OUT TO ENCOURAGE THEM THOSE RELATIONSHIPS MATTER. TEAMS DON'T READ EMAILS AND THEY DON'T TALK ON THE PHONE. BUT THEY DO TEXT EACH OTHER. THAT HANDWRITTEN NOTE WOULD'VE BEEN THE EQUIVALENT OF A TEXT MESSAGE TODAY. THAT PERSONAL PHONE CALL WOULD BE THE EQUIVALENT OF A TEXT MESSAGE TODAY. SOMETIMES QUICK COMMUNICATION IS NEEDED DURING RECRUITING. THE ATHLETE NEEDS A START OR VIDEO CLIP QUICKLY.

NOT EVERYONE HAS HER SCHOOL EMAIL ON THEIR PHONES. ASK MY OWN CHILD ABOUT STUDENT SQUARE AND THEY DON'T EVEN KNOW WHAT THAT IS. BUT EVERYONE HAS THEIR PHONES AND TEXT MESSAGES. BOTH OF MY KIDS HAS SENT THEIR COACHES MESSAGES TO GET ADVICE.

THEY RESPECT AND VALUE THE OPINION OF COACHES. OF THIS POLICY GOES INTO EFFECT AS WRITTEN WE ARE TAKING AWAY THE RIGHTS FROM OUR STUDENTS. I AS A PARENT DO NOT WANT THAT TAKEN AWAY. AS A PARENT I WANT TO -- JUST WENT OUT TEACHERS AND COACHES. I VALUE THE RELATIONSHIPS MY CHILDREN ARE BUILDING. I WANT TO MAKE SURE WE AS A DISTRICT ARE NOT WRITING POLICY THAT WOULD DISCOURAGE THEM. WHY WILL WE NOT LET THIS BE A PARENT DECISION? BECAUSE I AND MANY MEMBERS OF THE CURRENT BOARD CAMPAIGN FOR PARENTAL RIGHTS WHY CAN'T WE MAKE A POLICY FOR THE PARENTS TO DETERMINE WHAT MODES OF COMMUNICATION THEY GET EDUCATOR OR COACH TO HAVE.

THANK YOU. >> NEXT IS CRAIG FARLEY.

>> HI. WE ARE UP HERE TOGETHER. BOTH MEMBERS AND HOPEFULLY WILL

[00:05:01]

ALLOW US TO SPEAK TOGETHER. I AM CRAIG FARLEY AND WE ARE THE CO-CHAIRS OF THE MARKETING TEAM FOR --. TONIGHT WE ARE SEEKING ITEM 3.03. IN FOUR INCH PER STATE LAW FORMAL BARGAINING CAN BEGIN. FOR THOSE WHO DON'T KNOW, THE STATE ALLOWS SCHOOL DISTRICTS AND ASSOCIATIONS TO BARGAIN FROM SOME PASSIVE TIMBER FOR OCTOBER 15TH. THIS YEAR -- A CULTURAL SHIFT AWAY FROM NORMS OF LONGTIME PRACTICES AND BARGAINING .

AFTER SEEING OVER $30,000 WITH THE LAW FIRM IN THE MONTH OF AUGUST WE CANNOT IMAGINE THE COST IN LEGAL FEES THE SHIFT AND BARGAINING WILL INCUR. LAST YEAR HE SPENT APPROXIMATELY 16 HOURS AT THE TABLE USING INTEREST-BASED BARGAINING. THE PROCESS WAS FINISHED IN JUST TWO DAYS. UPON RATIFICATION MEMBERS OF THIS BOARD, DISTRICT COMMUNICATION, MEMBERS, COMMUNITY MEMBERS PRAISED THE PROCESS. INCREDIBLY COLLABORATIVE WAY OF ACHIEVING BARGAINING GOALS THAT WERE MUTUALLY BENEFICIAL FOR ALL PARTIES. THE LAWYER WHO SOUGHT COMMENTED HOW CORDIAL EVERYONE WAS AND HOW CLICK THE QUICK AND CLEAN THE PROCESS WAS. WE'VE BEEN TOLD WE WILL NOT BE USING THAT MODEL. THERE/DELETED POSITIONAL BARGAINING WE ESTIMATED WE SPENT OVER 30 HOURS COMPARED TO THE 60 HOURS LAST YEAR. JUST THE TIME OF THE TABLE WITH ADMINISTRATION AND DOES NOT INCLUDE THE TIME SPENT DRAFTING, DEVELOPING PROPOSALS, MEETING AS A TEAM. WE'VE BEEN TOLD WE MAKE GOING BACK TO THE STYLE OF POSITIONAL BARGAINING, THAT IS NOT TIMELY AND WILL NOT BE COST-EFFECTIVE OF HIGH-PRICED ATTORNEYS BEING PAID BY THE HOUR ON TOP OF RETAINER FEE ALREADY PAID BY

THE DISTRICT. >> THE SUPERINTENDENT HAS SAID BARGAINING FINANCES ARE NOT THE GOOD THIS YEAR. HSE OFFICERS WERE TOLD NOT TO EXPECT MUCH. IF WE ARE IN SUCH DIRE FINANCIAL STRAITS WHY ARE WE HAVING THE PEOPLE WHOSE VERY JOB IT IS TO BARGAIN WITH THE ASSOCIATION CHAIRS COST US THE -- WHEN ALLOW THOSE WHO BEEN PART OF THE BARGAINING PROCESS WHO ULTIMATELY KNOW THE INS AND OUTS OF THE -- WHY ARE WE NOT ALLOWING ADMINISTRATORS TO CONTINUE THE CONVERSATION WITH HSE. THERE WAS TRUST BUILT THROUGH THIS PROCESS. THOUSANDS OF EXTRA DOLLARS TO HAVE A HIGH-PRICED LAWYERS AGAINST THE TEACHERS. IS THE MONEY ONLY NOT GOOD WHEN IT COMES TO SALARIES AND BENEFITS? THOUSANDS OF DOLLARS IN MORE LEGAL FEES TELLING TEACHER THERE IS NO MONEY FOR THE SALARIES AND BENEFITS IS FURTHER DISHEARTENING FOR OUR COMMUNITY. AGAIN, BARGAINING STARTS IN FOUR DAYS.

ASSOCIATION HAS RECEIVED IN THE FINANCIAL INFORMATION. WE HAVE NO DATE SET FOR BARGAINING IN PREVIOUS YEARS ALL OF THIS WOULD'VE BEEN SCHEDULED AND COMMUNICATED THE END WORRIED ABOUT THE BARGAINING TIMELINE, THE OVERALL HEALTH OF THE DISTRICT. I WAS AT THE TIME TO HAND OVER THE PROCESS TO THOSE WHO HAVE NEVER BARGAIN. TIME TO TAKE OUR DISTRICT SERIOUSLY AND ARE TEACHERS MARK TEACHERS MATTER TO OUR BOARD, AND STUDENTS FROM OUR COMMUNITY. OUR TEACHERS DESERVE FAIR BARGAINING AND A FAIR CONTRACT.

>> STEPHANIE HUNT. >> I HAVE BEEN COMING AS A INAUDIBLE ] PRIDE AND DESIRE FOR CONTROL CANNOT BE TAMED RIGHT NOW. THE RESIGNATION OF THE ASSISTANT -- IS A GREAT START TO HEALING THE FRACTURES. I HOPE NO PART OF NEGOTIATED INAUDIBLE ] I HOPE THIS CAN BE THE START OF THE BOARD ACTUALLY LISTENING TO THE ENTIRE COMMUNITY, AND NOT JUST THEIR ECHO CHAMBER. OUR COMMUNITY WANTS OPPORTUNITIES FOR THE SCHOOL -- KIDS, BUT NOT THE PROPOSED CHARTER SCHOOL

[3. Consent Agenda]

[00:10:07]

COMMENTS. GOING TO THE CONSENT AGENDA. THERE ARE ITEMS PRESENTED ON TONIGHT'S CONSENT AGENDA. 3.01 BOARD MINUTES.

INAUDIBLE ] 457, SALARY REDUCTION AGREEMENTS. AND INAUDIBLE ] DO I HAVE A MOTION TO APPROVE THE ENTIRE AGENDA AS

PRESENTED? >> MADAM PRESIDENT, HE ASKED THE QUESTION OF THE PRESENTATIONS I JUST HEARD IN PUBLIC COMMENT? CAN WE PLEASE BACKUP TO THE TWO SPEAKERS THAT SPOKE PRIOR TO OUR LAST GROUP. CAN YOU PLEASE TELL ME MORE ON WHAT YOU ARE SPEAKING ABOUT TONIGHT.

>> STUDENTS CRAIG FARLEY AND BREE FARLEY SPOKE TOGETHER

INAUDIBLE ] >> THANK YOU. YES.

>> MOTION TO APPROVE CONSENT AGENDA AS PRESENTED.

>> ANY COMMENTS OR QUESTIONS. I WILL NOW CALL THE QUESTION, ALL THOSE IN FAVOR OF APPROVING SAY AYE . ANY OPPOSED? PASSES 7-0.

[4. Action Items]

ONTO PULMONARY DETERMINATION HEARING . MATT SHOEMAKER.

>> THE PURPOSE OF THIS PULMONARY DETERMINATION HEARING IS WHICH IS OBVIOUSLY A PRIORITY.

>> GOOD EVENING. GOOD TO SEE YOU ALL AGAIN. SAME PRESENTATION WE HAD A COUPLE WEEKS AGO. I WILL WALK FAIRLY QUICKLY. HAPPY TO ANSWER ANY BOARD THAT QUESTIONS ABOARD REPUBLIC MAY HAVE. FIRST PAGE WE ARE LOOKING AT HERE, ALL OF THE OUTSTANDING DEBT OBLIGATIONS COLOR-CODED BY ISSUE. CURRENTLY WHERE WE STAND IN TERMS OF PAYMENT. YOU SEE THEM GOING TO INCREASE SLIGHTLY BECAUSE OF ASSESSED VALUE GROWTH. AS WE TALKED ABOUT A COUPLE WEEKS AGO, SCHOOL CORPORATIONS IN A GREAT POSITION WHEN IT COMES TO THE DEBT SERVICE FUND. ABLE TO TAKE CARE OF THE SIGNIFICANT PROJECTS, BUT DO SO IN A WAY PAIN QUICKLY WHEREAS A LOT OF SCHOOLS PAIN THIS BACK OVER 10, 15, OR EVEN 20 WE GO TO THE NEXT PAGE THIS IS THE PROPOSED 2024 BONDS, HOW THE PAYBACK COULD LOOK. CURRENTLY CONTEMPLATING PAYBACK FOR THESE BONDS KEEP THE TAX RATE 24 TO 25. PAY THE REMAINDER OF THE BONDS BACK IN 2026. EVEN WITHOUT YOU SEE YOUR SEWING: GREAT POSITION IN TERMS OF TAX RATE AND KEEPING INAUDIBLE ] ALWAYS THE LEGAL PARAMETERS YOU SEE IN FRONT OF YOU, I WILL WALK THROUGH THESE QUICKLY. -- NOT TO EXCEED NUMBER OR ANY NUMBER UP TO THAT CANNOT GO ABOUT THAT. ESTIMATED COST OF ISSUANCE. CONSERVATIVE NUMBER. I'M VERY CONFIDENT WILL COME IN LESS THAN THIS. AS WE TALKED ABOUT TWO WEEKS AGO THESE ARE REALLY THE WORST CASE PARAMETERS. A LOT OF THESE WILL END UP COMING DOWN IF AND WHEN THIS PRODUCT -- PROJECT MOVES FORWARD PEERLESS OF THE $200,000. $6.5 MILLION FOR THE REIMBURSABLES MR. BROWN PREVIOUSLY TALKED ABOUT.

MAXIMUM TERM OF THE BONDS FIVE YEARS. WE TALKED ABOUT THIS A COUPLE WEEKS AGO. PURELY FOR FLEXIBILITY IF SOMETHING CHANGES BETWEEN NOW AND YOU WISH YOU THE BOND YOU HAVE THE FLEXIBILITY TO PAY THIS BACK OVER A LONGER PERIOD OF TIME.

AS IT STANDS TODAY WE THINK IT CAN BE PAID BACK IN TWO YEARS.

[00:15:03]

MAXIMUM AVERAGE INTEREST RATE. LISTED AT 7%. AGAIN, A VERY CONSERVATIVE NUMBER. IF YOU WERE TO SELL THESE TODAY PROBABLY IN THE 4 1/2% RANGE. NOT SELLING IT TODAY. THINGS CAN HAPPEN. HOPEFULLY COME DOWN BETWEEN NOW AND ONLY SELL THE BONDS. WE DON'T KNOW HOW THAT WILL PLAY OUT. ESTIMATED TOTAL INTEREST COST AT $1,470,283 BASED ON THE $6.7 MILLION 7%.

IF THESE BONDS WERE ISSUED AT A LOWER INTEREST RATE THAT COST WILL COME DOWN, AS WELL. MAXIMUM ANNUAL PRINCIPAL PLUS INTEREST MAXIMUM AMOUNT YOU CAN MAKE IN ANY ONE YEAR. IN TERMS OF PAYMENT 7,130,000 MAXIMUM AGGREGATE PRINCIPAL PLUS INTEREST. THE MOST YOU CAN PAY OVER THE TERM OF THE BONDS.

$8,170,283. 23 PAIN 24 THAT SERVICE ON IS A CURRENT BUDGET YEAR. -- INCREASED TO $72,620,039. AGAIN, GOING PROPORTIONALLY SO EVEN THOUGH THE LEVY IS GOING UP ITS REMAINING NEUTRAL. ESTIMATED INCREASE IN TAX RATE. TALKED ABOUT IT SEVERAL TIME. THERE WILL BE NO INCREASE IN THE TAX RATE. PERCENT OF OUTSTANDING AND OVERLAPPING THAT PLUS ALL OF THE OVERLAPPING

YOU MAY HAVE. >> ONE QUESTION. SIMILAR QUESTION TO ASSESSED VALUE. THEY'VE OBVIOUSLY GONE UP.

I'VE HAD CONCERNS ABOUT WHAT POSITION WE PUT OURSELVES IN IF

THEY GO BACK DOWN. >> GREAT QUESTION. SOMETHING WE'RE TALKING ABOUT RIGHT NOW. A LOT OF TALK AROUND PROPERTY VALUES RIGHT NOW. BOTH FROM PEOPLE RUNNING FOR GOVERNOR INAUDIBLE ] UNIQUELY POSITIONED EVEN IF VALUES GO DOWN IN THE FUTURE LONG-TERM PLANNING WAS THAT YOU WOULD APSLEY BE ABLE TO REACT TO THAT IN A WAY WE WOULD NOT EXPECT YOUR TAX RATE TO GO UP. CERTAINLY DRAMATIC THINGS CAN HAPPEN . AS WE TALKED ABOUT, YOU GUYS ARE IN A FANTASTIC POSITION. EVEN IF ASSESSED VALUES DO COME DOWN YOU SHOULD BE ABLE TO REACT TO THAT IN A WAY THAT DOES NOT INCREASE THE TOP TAX RATE THAT IS STILL THE GOAL AT THAT TIME.

>> SOMETHING TO DO IS WE PAY THEM BACK SO QUICKLY WHEN WE COULD EXTEND UP TO FIVE YEARS

>> JUST EXTEND OUT OUR REPAYMENT?

>> ABSOLUTELY. LOOK AT THIS PAGE FROM 25 TO 26 THE WAY STAND RIGHT NOW SCHEDULED TO GO FROM 14 INSTEAD OF DOING ONE OR TWO YEAR PAYBACK IN A LITTLE BIT MORE CONSERVATIVE. DEAL WITH THAT

>> EVEN IF THAT WERE TO HAPPEN YOU ARE WELL-POSITIONED TO REACT THE OPPORTUNITY TO CONTINUE TO DO WHAT YOU ARE

DOING >> THE GO BONDS IN PARTICULAR ARE SO IMPORTANT.

>> YOU ARE HANDCUFFED OR SOMETHING OUTSIDE THESE DOORS COULD HAPPEN TO CHANGE PLANS. I THINK OF SOMETHING DOES OCCUR YOU CAN CONTINUE DOWN THE PATH AND DO SO .

>> WE WILL NOW OPEN PUBLIC HEARING. IF ANYONE HAS COMMENTS OR QUESTIONS PLEASE APPROACH THE PODIUM. HEARING ON WE WILL CLOSE THE PUBLIC HEARING. DO I HAVE A MOTION TO APPROVE THE PRELIMINARY DETERMINATION RESOLUTION.

>> MOTION TO OF THE SECOND DETERMINATION HEARING.

[00:20:04]

>> SECOND. >> ALL THOSE IN FAVOR OF APPROVING ITEM 4.01 AS PRESENTED SAY AYE. ANY OF JOSE NAY. PASSES , 7-0. MOVING ON TO REVISE 260 DAY HOLIDAY SCHEDULE

PRESENTATION BY TIM BROWN. >> LOOK SPECIFICALLY AT 260 DAY -- LOOKING AT THE GAP BETWEEN THE CHRISTMAS HOLIDAY. THE PROPOSAL ESSENTIALLY RECOGNIZES IN THIS CALENDAR YEAR THE THREE DAYS BETWEEN --

>> FURTHER EXAMPLES OF HOW INCLUDES FOR 260 DAY EMPLOYEES.

>> EVERYONE IN ADMINISTRATION OFFICES. BUILDING STAFF ARE NOT PRESENT. THOSE EMPLOYEES THAT RUN PAYROLL AND RUN CRITICAL INFRASTRUCTURE. THINK ABOUT WHO WE ARE COMMUNICATING TO OUT IN THE PUBLIC OR IN BUSINESSES OR OTHER SCHOOLS. NEARLY ALL BUSINESSES ARE SHUTDOWN DURING THAT TIME. THOSE RESOURCES WE WOULD HAVE WOULD BE WORKING ALONGSIDE

>> THANK YOU. >> ANYONE ELSE? THANK YOU VERY MUCH. DO I HAVE A MOTION TO APPROVE ITEM 4.02 AS PRESENTED?

>> MOTION TO APPROVE. >> SECOND.

>> I WILL CALL THE QUESTION. ALL THOSE IN FAVOR OF APPROVING ITEM 4.02 AS PRESENTED SAY AYE. ANY OF JOSE NAY. PASSES, 7-0.

WE WILL NOW MOVE ON TO 4.03 POLICY SECOND READING. G0 2.14 COMMUNICATION BETWEEN STAFF AND STUDENTS.

>> IN A VAN. I COME BEFORE YOU FOR A SECOND READING OF THE PROPOSED POLICY G 02 .1 FOR MEDICATION BETWEEN STAFF AND STUDENTS. SINCE THE LAST TIME I WAS BEFORE YOU IN A BOARD MEETING THIS POLICY WAS TABLED AND WE WENT BACK TO THE POLICY COMMITTEE. I WILL TALK ABOUT SOME ADDITIONS WE'VE MADE TO THIS PROPOSAL HERE IN JUST A SECOND. WANT TO COVER A FEW HIGHLIGHTS BEFORE I ANSWER ANY QUESTIONS YOU HAVE. THIS POLICY IS INTENDED TO PROVIDE GUIDELINES FOR THE INTERACTION BETWEEN STAFF AND STUDENTS AND MAKE SURE THAT IS CLEAR, RESPECTFUL, AND CONDUCIVE TO A POSITIVE LEARNING ENVIRONMENT.

ELECTRONIC COMMUNICATION SHOULD BE TRANSPARENT, ACCESSIBLE, AND PROFESSIONAL. SIMPLY PUT WE ARE WORKING TO CREATE ELECTRONIC COMMUNICATION ENVIRONMENT THAT IS SAFE FOR BOTH STUDENTS AND EMPLOYEES TO SHARE IMPORTANT COMMUNICATION. WITH THE ADDED BENEFIT OF CREATING AND KEEPING A RECORD OF THE COMMUNICATION , DECREASING THE NUMBER OF COMMUNICATION AVENUES FOR FAMILIES, AND ALLOWING IMPORTANT COMMUNICATION TO BE TRANSLATABLE FOR FAMILIES WHO NEED THAT SERVICE. UNDER THIS POLICY PROPOSAL PARENTS SQUARE OR STUDENT SQUARE IT WOULD REPLACE OTHER ELECTRONIC COMMUNICATION PLATFORMS OBVIOUSLY EXCEPT FOR EMAIL IN CANVAS. STAFF MEMBERS WHO HAVE SOCIAL MEDIA ACCOUNTS WOULD NOT BE ALLOWED TO CONNECT WITH CURRENT STUDENTS ON ANY SOCIAL MEDIA PLATFORM OR INTERACT WITH POSTS SUCH AS LIKING HER COMMENTING. IF AN EMPLOYEE RUNS A SPORT, COACHES A SQUARE, RUNS A CLUB, SPONSORS A CLUB, ET CETERA, AND THE SOCIAL MEDIA ACCOUNT CONNECTED TO THE SCHOOL EMAIL THEN THEY COULD COMMENT AND PROMOTE STUDENT ACTIVITIES.

[00:25:04]

SINCE OUR FIRST READING IN OUR MEETING LAST WEEK AS A POLICY COMMITTEE WE'VE INCLUDED A SECTION THAT SAYS PARENTAL EXCEPTIONS AND EMERGENCY SITUATIONS BASED ON FEEDBACK WE'VE RECEIVED FROM STAFF. NOTHING IN THIS POLICY PREVENTS EMPLOYEES FROM COMMUNICATING WITH FAMILY MEMBERS VIA ANY METHOD THEY CHOOSE. AN EXAMPLE WOULD BE YOU NEED TO TEXT YOUR SON, DAUGHTER THAT YOU WILL PICK THEM UP FROM PRACTICE TONIGHT WHEN THAT WASN'T THE INTENDED PLAN. CERTAINLY AS A PARENT YOU CAN DO THAT. IT DOES NOT PREVENT PARENTS FROM COMMUNICATING USING ANY METHOD WITH STUDENTS THIS HAS HAPPENED BEFORE. I COMMUNICATE WITH THIS PERSON VIA TEXT MESSAGE. I DO IT AFTER WORK HOURS. THAT IS ACCESSIBLE VIA THIS ARRANGEMENT. IT ALSO INCLUDES ANY EMERGENCY SITUATION OR UNFORESEEN CIRCUMSTANCE EMPLOYEES AND STUDENTS COULD USE IN THE ABOVE METHOD FOR QUICK AND IMMEDIATE COMMUNICATION. IF THIS PROPOSAL PASSES THIS EVENING I WOULD RECOMMEND THAT WE HAVE AN EFFECTIVE DATE OF JANUARY 1ST, 2025. THE REASON FOR THIS, IT WOULD ALLOW FOR COMMUNICATION OF THE POLICY SO THAT EVERYONE IS CLEAR. IT ALLOWS FOR TRAINING OF STAFF AND STUDENTS ON THE USE OF PARENT TO SQUARE AND STUDENT SQUARE, PARTICULARLY IN AREAS THEY MAY NOT HAVE USED IN THAT CAPACITY PREVIOUSLY. IT ALSO ALLOWS TIMES FOR CLUBS, SPORTS, OTHER ORGANIZATIONS TO MIGRATE TO THAT PLATFORM FROM OTHERS THEY CURRENTLY MIGHT BE USING AND IN THE FUTURE. A COUPLE OTHER POINTS, PARENT SQUARE AND STUDENT SQUARE IS AN APP JUST LIKE OTHERS, LIKE TEXT MESSAGING, THAT ARE CURRENTLY USED FOR ELECTRONIC COMMUNICATION. ONCE GROUPS ARE SET UP FOR COMMUNICATION IT CAN BE EASILY -- USED AS EASILY AS SENDING A MESSAGE VIA TEXT. HSE EMAIL ACCOUNTS ARE AVAILABLE FOR LAY COACHES IF THEY NEED THEM, BUT THOSE INDIVIDUALS CAN ALSO BE SET UP WITH AN ACCOUNT IN PARENT SQUARE THEY WOULDN'T NECESSARILY HAVE TO HAVE A HSE EMAIL ACCOUNT. THAT IS ALL OF MY PREPARED COMMENTS THIS EVENING. I WOULD LIKE TO ENTERTAIN QUESTIONS AND THOSE THINGS RELATED TO PARENT SQUARE IN PARTICULAR I WILL REFER TO JEFF HARRISON ON BECAUSE HE IS THE RESIDENT GIRL ON THAT

TOPIC. >> CAN YOU REMIND ME WHY HE WAS BEING IMPLEMENT IT AND MY OTHER SCHOOL DISTRICTS ARE ADDRESSING

THIS VERY ISSUE? >> WE ARE NOT ALONE IN SCHOOL DISTRICTS TACKLING THIS. --, WESTFIELD, -- REACHED OUT TO A GROUP OF FOLKS THAT APPEARS IN OTHER SCHOOL DISTRICTS. AS I HIGHLIGHTED AT THE BEGINNING, IT IS A WAY FOR US TO BE ABLE TO MAKE SURE THAT WE HAVE A RECORDABLE TRANSCRIPT, IF YOU WILL, IF IT IS EVER NEEDED, TO MONITOR THE COMMUNICATION THAT GOES ON BETWEEN STAFF AND STUDENTS AND VICE VERSA. IT PROTECTS ALL PARTIES INVOLVED HONESTLY. I THINK THE ADDED BENEFIT PROVIDES TRANSLATION. A STUDENT CAN WRITE A MESSAGE TO A SPONSOR IN THEIR HOME LANGUAGE AND THAT SPONSOR COULD RECEIVE IT IN ENGLISH IF THAT IS A PREFERRED OR VICE VERSA.

JUST AN ADDED BENEFIT. >> I HAVE A QUICK QUESTION, REGARDING PARENT SQUARE AND THE APPS USED, IS VERY SEE IT -- IS

THERE A FEE ASSOCIATED? >> IT IS PRICED PER STUDENT. I DO NOT HAVE THE EXACT PRICING. FOUR, FIVE DOLLARS A KID. WE

WOULD PAY FOR THE ANNUALLY. >> THANK YOU.

>> AND THIS DOESN'T INCREASE OUR FEE IN ANY WAY. WE WOULD JUST BE ADDING A FEATURE OR USING A FEATURE NOT CURRENTLY

BEING USED. >> THANK YOU.

>> MY QUESTION IS THE EFFECTIVE DATE BEING JANUARY 1. WE HAVE SOME ACTIVITIES THAT START THE END OF THE FIRST SEMESTER. HIGH SCHOOL BASKETBALL FOR EXAMPLE. IT WILL BE IN THE VERY MIDDLE OF THEIR SEASON WHEN WE IMPLEMENT THIS SO WE ARE ASKING TO CHANGE A COMMUNICATION METHOD MIDSEASON. SPECIFICALLY FOR THOSE EXTRACURRICULAR ACTIVITIES I THINK IN PAST THE END OF THE YEAR

[00:30:22]

WAIT TO IMPLEMENT AT LEAST THOSE PARTS THAT DEAL WITH EXTRACURRICULAR ACTIVITIES UNTIL THE BEGINNING OF THE NEXT SCHOOL YEAR WHERE EVERYONE IS DONE OR SPORTS THAT HAVEN'T STARTED COMMUNICATION, HAVEN'T STARTED ANY OF THAT STUFF UNTIL SECOND SEMESTER INSTEAD OF LETTING THE ONES THAT ARE SORT

OF MIDSTREAM FINISH? >> CERTAINLY IF THE BOARD WISHES TO CHANGE THE EFFECTIVE DATE THAT IS YOUR CALL TO DO SO. I WILL TELL YOU THAT WHEN I WAS UP HERE FOR FIRST READ WE TALKED ABOUT AN EFFECTIVE DATE FOR SPRINGS TOWARDS -- SPORTS.

IF WE DO IT IN THE SCHOOL YEAR SOMEONE WILL BE AFFECTED AT SOME POINT. EVEN IF YOU HAVE CLUBS THAT MEET ALL YOUR LONG.

EVEN IF WE DON'T JUST THINK ABOUT SPORT SEASON. SO THEY WOULD HAVE TO DO SOME MIGRATION AT SOME POINT. IF YOU MAKE THE DECISION TO PASS THIS TONIGHT WITH A JANUARY 1ST, FEBRUARY 1ST YOU PICK THE DAY IMPLEMENTATION IT DOES ALLOW RAMP UP TIME FOR THOSE FOLKS BEFORE THEY GET STARTED TO GET OVER TO PARENT SQUARE AS OPPOSED TO USING TEXT

MESSAGING. >> I HAVE TO DITTO HER COMMENT IN TERMS OF A LOT OF THE THINGS I WENT AHEAD AND EMAILED THE ADMINISTRATION WITH SEVERAL CONCERNS I HEARD FROM VARIOUS MEMBERS OF OUR COMMUNITY AND THE COACHES, CLUB SPONSORS, TEACHERS, UNFORTUNATELY THEY FELT THEY DIDN'T REALLY KNOW THIS WAS COMING UP OTHER THAN IT WAS A COMMUNICATION CHANGE.

I AM A LITTLE DISAPPOINTED WE DIDN'T GET A LITTLE BIT MORE INPUT FROM THE FULL GROUP. I RESPECT THAT WE HAD OUR CENTRAL ADMINISTRATION AND CHANGING REPRESENTATIVES THERE, BUT I FEEL LIKE IT DIDN'T GET ALL THE WAY OUT. I'M GLAD THESE QUESTIONS GOT ANSWERED AND ABLE TO GET TO IT TODAY, BUT ANY NEW FORMAT WE USE, EVEN WHEN PEOPLE FIRST STARTED EVERYTHING IS NEW AND IT WILL TAKE TIME TO GET USED TO WHATEVER THAT NEW APP IS AND WHEN THEY GET USED WITH THEM TO BECOME SECOND NATURE. I AM SURE THAT WILL BE HOW THIS IS. BUT WHAT MISS DONSBACH IS SAYING, I TEND TO AGREE WE START FOR THE PEOPLE THAT NEED TO START BUT NOT OFFICIALLY STARTING UNTIL THE END OF THE SCHOOL YEAR. MY RECOMMENDATION PIGGYBACKING THAT IS THAT THE PROGRAMS IN PLACE THIS YEAR WITH THE FORMAT THEY HAVE TO CONTINUE THAT COMMUNICATION WITH THE OFFICIAL START DATE AS STAFF TRAINS. YOU HAVE COACHES THAT HAVE NOT USED IT. CLUB ADVISERS I HAVEN'T BEEN USING IT OR MAYBE TEACHERS THAT DON'T USE IT VERY MUCH. I THINK IT GIVES THEM THAT TIME TO GET INTO THE PROGRAM AND INTO THAT USAGE SO THAT WE CAN SAY, HEY, HERE IS YOUR CUT OFF DAY. JUNE 1ST EVERYONE NEEDS TO BE ON BOARD DOING THIS. I KNOW THERE CLUBS, ACTIVITIES, LIKE YOUR BOOK WAS ALL YEAR. GOING BACK TO ONE OF THE POINTS YOU STATED EARLIER ABOUT IMMEDIATE CONTACT. I LOVE FINDING OUT THAT IF THERE WAS COMMUNICATION THAT NEEDS TO BE DONE IT WORKS JUST LIKE TEXTING, CORRECT? JUST PULL UP YOUR OUTFIT MAKE THE COMMENT. SO FINALLY FOR FOOTBALL PRACTICE AND I HAVE A FLAT TIRE CAN PULL UP THE OFTEN SAY, COACH, ON THE WAY, GOT A FLAT TIRE AND HE WILL GET THAT INSTANTLY TO HIS CELL PHONE OR

TO HIS EMAIL? >> TO HIS PHONE -- BOTH.

>> THERE WAS A LOT OF CONVERSATION ABOUT COME ARTERY, BUILDING CHARACTER WITH MEN AND WOMEN TO BUILD STRONG INDIVIDUALS THAT SOMETIMES IT IS OUTSIDE OF SPORT SEASON LIKE CONGRATULATION ON THE A+ OR CONGRATULATION ON GETTING ACCEPTED TO THE COLLEGE. AGAIN, ASIDE FROM THE BLASTS WERE THEY WOULD SAY, HEY, PRACTICE TOMORROW GOT MOVED TO 9:00 A.M., 4:00 OR WHATEVER, CAN THEY REACH OUT TO A STUDENT FROM THIS APP TO SAY CONGRATULATIONS ON THE HONORS AWARD, AS A ONE-ON-ONE EVEN THOUGH IT IS NOT PERTAINING TO THEIR SPORT, BUT IT PERTAINS TO SCHOOL?

>> YES. NO ONE IS TRYING TO GET IN THE WAY OF SUPPORT FOR STUDENTS OR ATHLETES IN THEIR LIVES. WE KNOW THE ROLE THAT ALL THE TEACHERS, MENTORS, COACHES, CALLED SPONSORS PLAY IN THAT ROLE. THIS IS NOT TRYING TO GET IN THE WAY OF

[00:35:02]

THAT. >> EXCELLENT. EXACTLY WHAT I WANTED TO HEAR. NOT JUST IN IMPLEMENTATION OF IMMEDIATE CONTACT, BUT THERE IS ONE-ON-ONE COMMUNICATION. AND JUST TO I WOULD SAY HAVE THAT -- ONTO ONE OF THE BIG CONCERNS I HEARD WAS GETTING TRAINED ON THIS. I KNOW YOU SAID THEY ARE.

THAT IS FANTASTIC. BUT TO SAY THEY WILL ALL BE TRAINED BY JANUARY 12 ME DOESN'T SEEM FEASIBLE FOR MY RECOMMENDATION, I DON'T KNOW IF IT COMES UP WHEN WE MAKE THE MOTION.

>> WANT TO MAKE A MOTION TO AMEND?

>> WE DON'T HAVE A MOTION YET.

>> IS NOT AN EFFECTIVE DATE RIGHT NOW IN THE POLICY. I THINK THAT IS SORT OF FLUID. NOTHING IN THERE THAT NEEDS TO BE CHANGED. I WILL FLIP-FLOP A LITTLE BIT ON WHAT I JUST SAID.

TO THE POINT OF SAYING FOR OUR CLUB SPONSORS TRAINED ON MISTAKEN GET USED TO USING IT, GET IT DONE BY JANUARY 1, FANTASTIC. THAT IS GREAT. I GUESS MY ASK IS THAT WE ARE VERY DILIGENT ABOUT HOW WE ARE TRAINING OUR STAFF AND THAT WE ARE USING OPPORTUNITIES, WHETHER IT BE HIGH SCHOOL TI TIME, ONE OF THOSE MANDATORY EXTRA THINGS THEY'LL HAVE TO ATTEND. I DON'T KNOW HOW WE DO THAT AT THE JUNIOR HIGH LEVEL.

WERE MY KIDS GO TO CALLED RIVER TIME. BUT TEACHING STUDENTS HOW TO USE THIS APP. SO EVERYBODY KNOWS HOW TO USE IT. I HAVE NO PROBLEM IN THAT DATE AS LONG AS EVERYONE BEING AFFECTED BY IT FEELS COMFORTABLE USING AND WE'VE DONE THE PROPER TRAINING

FOR EVERYONE. >> I KNOW COACHES HAVE ALREADY STARTED THE PROCESS OF MIGRATING.

>> IF WE CAN DO IT THAT IS GREAT. AS LONG AS WE CAN ALL AGREE AND HERE WE WILL BE FLEXIBLE IF THERE ARE HICCUPS AND THINGS THAT HAPPEN, THAT WE ARE FLUID WITH IT WITH A GOAL OF JANUARY 1. AND IF IT DOESN'T WORK WE COME TO THAT

AS WE GO. >> I JUST HAD A COUPLE COMMENTS, I GUESS QUESTIONS. BACK TO THE ORIGIN OF THIS TO MY UNDERSTANDING THIS CAME FROM THE ASSOCIATION TO

ADMINISTRATION -- >> WE BROUGHT IT TO DISCUSSION AND THE ASSOCIATION WAS SUPPORTIVE AND WE CONTINUE TO HAVE CONVERSATIONS ABOUT IT. WENT BACK A SECOND TIME BECAUSE THERE WERE ADDITIONAL COMMENTS AND CONCERNS THEY SHARED WITH

US. WE HOPE TO ADDRESS THOSE. >> I SAY THAT BECAUSE IT APPEARS A LOT OF THE CONCERN IS AROUND ATHLETICS. WE HAVE TO REMEMBER THE VAST MAJORITY OF THE COMMUNICATION IS TEACHERS AND STUDENTS. IT SOUNDS LIKE OUR ASSOCIATION IS IN FAVOR OF THIS AS IT STANDS RIGHT NOW. IS THAT FAIR TO SAY?

>> THAT IS MY UNDERSTANDING. >> I WILL PIGGYBACK ON THAT.

>> ASSESS ROLLS OUT AND POLICY A COUPLE TIMES WAS THERE WAS NO DIRECT ENFORCEMENT MECHANISM OR PENALTY TO THIS. IT IS A POLICY, BUT THERE IS NO DIRECT CONSEQUENCE FOR BREAKING THE RULE AT LEAST FOR NOW. SO HE GIVES US THE TIME TO IMPLEMENT, SEE HOW IT GOES, IF SOMEONE DOES SOMETHING OUT OF LINE WITH THE POLICY THERE CAN BE A DISCUSSION AND THERE IS NOT ANY PUNITIVE ISSUE GOING ALONG WITH THIS. IT IS A, WE WOULD LIKE IT TO BE THIS WAY, BUT IF THERE ARE CONCERNS OR ISSUES NO ONE WILL GET IN TROUBLE. WE WILL LEARN AS WE GO.

>> I WILL AGREE WITH YOU THAT IT IS PRIMARILY FOR TEACHER-STUDENT COMMUNICATION WHICH IS VALID AND IMPORTANT, BUT WE HAVE SEVERAL TEACHERS THAT ALWAYS -- ALSO TUTOR OR WORK WITH KIDS BEFORE AND AFTER SCHOOL. I APOLOGIZE FOR NOT BRINGING IT UP. BUT THAT IS ALSO THE CONCERN TOO. IF THEY NEED TO THEY CAN OPEN THE APP AND GET TO IT. I APPRECIATE YOU EXPLAINING THAT. I WOULD LIKE TO MOTION THAT WE APPROVE -- I

APOLOGIZE. GO AHEAD. >> I'VE JUST BEEN WAITING PATIENTLY. I JUST HAVE QUESTIONS, KELLER VACATIONS. TO GO BACK TO THE PUBLIC SPEAKER. TO THAT POINT. EDUCATORS THAT

[00:40:03]

ARE NOT TIED TO THAT STUDENT ABLE TO SEND A MESSAGE SO WITH A KINDERGARTEN TEACHER BE ABLE TO MESSAGE THE HIGH SCHOOL

ATHLETE? >> CURRENTLY THEY'LL BE ABLE TO MESSAGE THOSE OF THE SCHOOL THEY ARE ASSOCIATED WITH. THEY DO NOT HAVE ACCESS DISTRICTWIDE TO ALL 22,000 STUDENTS. THEY WOULD BE ABLE TO SEND AN EMAIL TO PERIODS

>> WE'VE ALL ESTABLISH THEY RARELY CHECK. OKAY. I APPRECIATE THAT THIS IS MAKING IT SAFE FOR STUDENTS AND TEACHERS. I LIKE THE RECORD OF IT. I LIKE THAT IT TRANSLATES IN ENGLISH AND OTHER LANGUAGES. I HATE THAT WERE GOING TO MISS PARTS LIKE THAT IN SOME OF THAT RELATIONSHIP BUILDING ACROSS SCHOOLS AND GRADES BECAUSE THAT IS IMPORTANT. THAT MAKES ME A LITTLE BIT SAD. I DO HAVE ANOTHER QUESTION OR CLARIFICATION. I MAKE IT A LITTLE EMOTIONAL. A FEW YEARS AGO THERE WAS A CHILD THAT TOOK HER LIFE AT FISHER JUNIOR HIGH, WHO WOULD'VE GRADUATED THIS PAST JUNE. MY DAUGHTER WENT TO THE SCHOOL A FEW YEARS AFTER HER AND ONE OF THE TEACHERS WOULD GIVE UP HIS PHONE NUMBER AND SAY IF YOU CALL ME FOR ANY OTHER REASON I WILL HANG UP ON YOU, BUT IF YOU CALL BECAUSE YOU ARE GOING TO HARM YOURSELF AND DON'T HAVE ANYONE ELSE TO TALK TO AND YOU NEED SOMEONE TO TALK TO I WILL BE THERE AND I WILL TALK TO YOU. DOES THIS POLICY PROHIBIT TEACHERS FROM

DOING THAT? >> I WOULD SAY AS IT IS

WRITTEN, YES. >> THAT IS WHAT I FEEL TOO.

SOME PEOPLE SEEM TO THINK IT IS INCLUDED IN EMERGENCY SITUATION, BUT THINK ABOUT YOUR PHONE NUMBER ANYMORE.

>> I THINK IF YOU DO THAT YOU ARE INVITING ANY KIND OF

SITUATION. >> CAN THEY -- THE STUDENT

REACH OUT DIRECTLY? >> YES.

>> REPEAT YOUR QUESTION TO ME TOO.

>> IF THEY OPEN UP THEIR APP AND SIX GRADE, NINTH WHEN, WHATEVER, IF I HAVE MY APP CAN REACH OUT TO A TEACHER I FELT SAY TO THAT I WANTED TO REACH OUT DIRECTLY.

>> ONLY IF IT IS IN YOUR BUILDING, JEFF JUST SAID. IF IT IS NOT CLEAR BUILDING ANYMORE, BUT YOU STILL HAVE A RELATIONSHIP WITH THEM AND YOU FEEL SAFE AND COMFORTABLE WITH THEM YOU CAN NO LONGER CONTACT THEM.

>> IS THAT SOMETHING THAT CAN BE ADJUSTED FOR US TO CONTACT? IF WE ARE SAYING STUDENTS CAN REACH OUT TO THEIR FAVORITE TEACHER OR TEACHERS QUESTION -- CHECKING ON A STUDENT THAT AMY HAD TOUGH TIMES IN THE MOVE FROM SCHOOL TO SCHOOL, IF THERE IS A CONNECTION, HOW IS YOUR CLASSES GOING. IS IT SOMETHING THAT IS POSSIBLE TO BE OPEN AS A DISTRICTING -- DISTRICT

THING. >> INSIDE PARENT SQUARE? I THINK WHAT JEFF IS SAYING IS NO.

>> IT CAN'T BE OR WE DON'T? >> STUDENTS ARE LIMITED TO THE SCHOOL THEY ARE ASSOCIATED WITH.

>> BEFORE WE GO DOWN THE AVENUE OF MENTAL HEALTH, AND WE CAN CERTAINLY TALK ABOUT THE RESOURCES THAT ARE AVAILABLE NATIONWIDE I WILL LET HER FINISH ANSWERING -- ASKING ALL

HER QUESTIONS. >> THAT IS ALL.

>> UNDERSTAND WHAT WE ARE SAYING. TEACHERS ONLY HAVE ACCESS TO THE STUDENTS IN THE BUILDING AND STUDENTS WILL HAVE ACCESS TO THE TEACHERS IN THE BUILDING. IS NOT A LIMITATION OF THE APP OR IS NOT A SELF-IMPOSED LIMITATION?

>> STUDENTS BE LIMITED TO THEIR SCHOOL IS A LIMITATION OF THE.

THE TEACHERS BEING LIMITED TO JUST THEIR SCHOOLS, I THINK

THERE IS A WAY AROUND THAT. >> OKAY. SO THERE MAY BE A WAY FOR TEACHERS TO HAVE ACCESS TO MESSAGE ANY STUDENT , THE TEACHER MAY BE ABLE TO FIND THAT STUDENT IN PARENT SQUARE

[00:45:08]

IF THERE IS A SETTING TO BE CHANGED, BUT THERE IS NOT ONE WHERE THE STUDENT WOULD BE ABLE TO FIND OR MESSAGE THE TEACHER.

>> CORRECT. >> IF I COULD REALLY QUICKLY, I WOULD LIKE TO READ THAT IN THE POLICY BECAUSE I DO READ AS BEING ACCEPTABLE IN THE EVENT OF AN EMERGENCY SITUATION OR UNFORESEEN EXTENUATING CIRCUMSTANCE SCHOOL EMPLOYEES AND/OR STUDENTS MAY USE THE ABOVE METHODS FOR QUICK AND IMMEDIATE COMMUNICATION. THAT SEEMS TOTALLY ALL-ENCOMPASSING,

VERY PURPOSELY VAGUE TO ME. >> A TEACHER GIVING OUT HIS

PHONE NUMBER? >> BUT IF THEY DON'T ALL OVER -- ALREADY HAVE THE NUMBER I AS AN EDUCATOR FEEL LIKE I CAN NO

LONGER GIVE IT TO THEM. >> DOESN'T SAY SOMEWHERE THEY CANNOT DASHES AS YOU CANNOT USE IT. THE NOT I DON'T SEE

ANYWHERE IN HERE >> TYPICALLY HAVE THEIR PHONE NUMBER AND EMAIL ON THERE.

CANNOT NO LONGER? >> I'M SORRY. I WAS READING A SECTION TO ANSWER YOUR QUESTION. ON THE SECOND PAGE FIRST BULLET, WAY DOWN, COOL DISTRICT EMAIL SYSTEM, IF A STUDENT SENDS AN EMAIL MESSAGE IN A STAFF MEMBER

>> IT MAY NOT BE USED, BUT THEN UNDER EMERGENCY EXCEPTIONS IT SAYS YOU MAY USE IT FOR QUICK AND IMMEDIATE COMMUNICATION.

THAT LAST LINE VOIDS EVERYTHING ABOVE IN AN EMERGENCY.

>> COMPLETELY UP TO THE STAFF. THEY DO NOT HAVE TO. I WOULD AGREE THAT IF YOU DO HAVE A DISCUSSION ON WHAT IS AN EMERGENCY. I HAVE KIDS, THEY CALL LOTS OF DIFFERENT THINGS EMERGENCIES. BUT TO SARAH'S POINTS, THERE ARE SOME LEGITIMATE ABSOLUTELY REAL EMERGENCIES. THAT IS GOING TO HAVE TO BE SETTLED CASE-BY-CASE. I DON'T SEE ANYTHING IN HERE THAT COME AGAIN, I WILL GO OUT TO THE IDEA THAT THE END OF ALL OF THIS THERE IS NO PUNITIVE MEASURE TO ANY OF THIS. I CAN'T IMAGINE SOMETHING LIKE

THAT WOULD SOMEHOW BE -- >> SEE WILL BE DISCIPLINED IF YOU VIOLATE THIS PROCESS -- POLICY. IF YOU ARE BLATANTLY VIOLATING DANCELIKE THERE IS FOR ANY POLICY YOU VIOLATE. WE NEED TO BE VERY CLEAR WITH STAFF THAT A VIOLATION OF THIS

POLICY CAN AND MOST LIKELY WILL >>

>>

[00:50:07]

FIND IT WITHIN THE REALM OF GRABBING A PHONE IMMEDIATELY AND INSTANTLY LEARNED. IS IT SOMEONE THE CLASSROOM INAUDIBLE ] HOW HARD IS A STUDENT HAVE TO LOOK TO IT THAT

CONTACT? >> I CAN'T EXPLAIN WHERE IT IS IN EVERY CLASSROOM BUT I AM CONFIDENT OUR STAFF AND SOCIAL WORKERS ARE WORKING VERY HARD TO ENSURE ALL OF OUR STUDENTS

HAVE THE TOOLS THEY NEED. >> I THINK IT IS ON THE BACK OF

THEIR I.D.S. >> YOU ARE CORRECT.

>> DON'T KNOW VERSUS SOMEONE YOU TRUST IS VERY DIFFERENT.

>> IF A TEACHER THE FIRST DAY OF SCHOOL WHATEVER HAS THEIR CONTACT INFORMATION AND SAYS THIS IS A SCENARIO AND IF IT IS AN EMERGENCY I WILL RESPOND THEN THEY CAN DECIDE WHETHER IT'S WORTH RESPONDING IF IT IS AN EMERGENCY, CORRECT?

>> THIS WOULD BE A LITTLE DIFFICULT TO SAY, BUT WITH SOME OF MY BACKGROUND IN THOSE SITUATIONS MAY BE WOULD MOST WANT TO HAVE THAT CONVERSATION -- MONITORED IS THE WRONG WORD, BUT SOMETHING THAT CAN'T BE DOCUMENTED. IF YOU WERE TO HAVE AN EXCHANGE WITH A STUDENT AND GOD FORBID SOMETHING HORRIBLE HAPPENED TO HAVE THAT OUTSIDE OF THE BOUNDS OF ANY KIND OF DOCUMENTED AREA IT IS A LIABILITY FOR EVERYBODY INVOLVED. I THINK THAT IS A LOT OF WHAT WE ARE TRYING TO AVOID HERE. AGAIN, THIS IS TOUGH TO TALK ABOUT, I AGREE. IF YOU ARE A STUDENT AND A TEACHER COMMUNICATING AND SOMETHING HORRIBLE HAPPENS THERE ARE GOING TO BE A LOT OF PEOPLE WHO WANT TO KNOW HOW LONG WERE YOU INVOLVED IN THIS, TALKING FOR HOW LONG, WHAT EXACTLY DID YOU SAY TO THE STUDENT, WHEN WAS YOUR LAST COMMUNICATION. THAT DOES REMOVE SOME OF THAT BURDEN FROM OUR STAFF. AS MUCH AS WE WANT THEM ALL TO BE THERE FOR EVERYONE WE HAVE TO ALSO UNDERSTAND THAT OPENS A LOT OF LIABILITY IN THAT ROLE. IT IS IMPORTANT TO SEE BOTH SIDES OF THAT I THINK. WHEN WE WERE INITIALLY PRESENTED WITH THIS'LL -- THIS THERE IS A LOT OF TALK ABOUT PRESENT -- PROTECTING STAFF. IT'S A TOUGH ONE. I THINK WE'VE MADE ENOUGH CONSIDERATIONS IN THIS THING TO HAVE A BROAD AND OPEN AND THEY CAN DEVELOP IN THINGS. I AM LEANING TOWARDS BEING OKAY WITH IT. BUT THAT IS THE OTHER SIDE.

>> I DO APPRECIATE THAT PERSPECTIVE. LIKE I SAID FROM THE BEGINNING, I DEFINITELY WANT TO PROTECT THE STAFF AND OUR STUDENTS. THANK YOU FOR BRINGING THAT UP.

>> WE WILL NOW CLOSE THE DISCUSSION. DO I HAVE A MOTION TO APPROVE ITEM 4.03 HAS PRESENTED?

>> MOTION TO APPROVE ITEM 4.03 AS PRESENTED.

>> SECOND. >> ANY FURTHER QUESTIONS? I

WILL CLOSE -- >> EXCUSE ME. THIS IS WITH AN IMPLANTATION OF JANUARY 1 -- IMPLEMENTATION OF JANUARY 1.

>> I WILL CALL THE QUESTION. ALL THOSE IN FAVOR OF PRESENTING ITEM -- APPROVING ITEM 4.03 SAY AYE. ANY OPPOSED?
