IT IS THOSE OF US PRIVILEGED AND HAVE POWER WHO ARE CALLED TO REPRESENT AND RESPECT THOSE IN THE CLASSROOMS AND CAFETERIAS AND COUNSELORS OFFICES . IT IS THOSE WHO DISTRIBUTE WEALTH WHO ARE CALLED TO SUSTAIN JUSTICE FOR TEACHERS IN SCHOOL LEADERS.

IT IS THOSE WHO HOARD AND MISTREAT FUNDS WHO WILL BE HELD ACCOUNTABLE AND CALLED OUT BY THOSE IN THE COMMUNITY WHO CARE ABOUT NOT JUST US BUT JUSTICE. MAY WE LEAD AND GUIDE WITH WHOLENESS AND EQUITY. THANK YOU.

>> NEXT IS JESSICA. >> GOOD EVENING. I'M HERE TO SPEAK ON THE 2025 BUDGET TIMELINE. I WANTED TO START BY SAYING I AM A LICENSED TEACHER WITH A MASTERS DEGREE IN OF TAUGHT FOR SEVERAL YEARS AT A PUBLIC UNIVERSITY BOTH OUTSIDE OF INDIANA BUT I DID GROW UP IN GRADUATE FROM A TOWN NEARBY.

CURRENTLY I'M HAPPILY SUBSTITUTE TEACHING AND AN ELEMENTARY SCHOOL IN THE DISTRICT AS NEEDED WHERE, AS OF THIS YEAR, ALL THREE OF MY CHILDREN ARE ATTENDING IN THIRD GRADE 1ST GRADE AND KINDERGARTEN. MY KINDERGARTNERS ARE PART OF THE CHANGING DEMOGRAPHICS WE SERVE AS SHE IS AUTISTIC AND REQUIRE SUPPORT FROM OUR AMAZING RESOURCE STAFF. BACK TO THE 2025 BUDGET TIMELINE WHEN I SAW THE DOCUMENT POSTED I WAS APPALLED BY THE LAST SENTENCE, OCTOBER 23RD 2024 PASSED RESOLUTION ESTABLISHING THE MONTHLY TRANSFER AMOUNTS FROM EDUCATION FUND OPERATION FUND. I'VE BATTLED AROUND THE RANGE OF EMOTIONS EVER SINCE LEADING THIS LESS THAN ONE YEAR AFTER THE PUBLIC VOTED TO PASS A REFERENDUM TO PAY ADDITIONAL TAXES TO BENEFIT THE EDUCATION FUND. HOW CAN ANY MEMBER OF THE BOARD OR ANY OF EMPLOYEE PLANE LESS THAN ASKING FOR ADDITIONAL DOLLARS. UNDERSTAND COSTS LIKE ELECTRICITY AND GAS HAVE GONE UP. IT'S ALSO CONIFER EMPLOYEES AT THEIR HOMES AND FOR SUPPLIES NOT PROVIDED BY THE DISTRICT THEY PURCHASE OUT-OF-POCKET. AT THE JUNE 26 MEETING I BELIEVE I HEARD MOVING MONEY AROUND IS A DANGEROUS GAME. THIS IS MORE DANGEROUS TO MOVE MONEY THE PUBLIC VOTED TO PAY FOR THE EDUCATION FUND AND MOVE IT TO THE OPERATIONS FUND. SOMETHING WILL GIVE AND IT WILL BE TEACHERS AND STAFF. THAT IS NOT FISCALLY RESPONSIBLE ON YOUR PART. ANOTHER YOU WILL LOSE IS THE PUBLIC TRUST. YOU ASKED FOR MORE MONEY VIA OUR TAXES FOR THE EDUCATION FUND TO ENSURE THINGS LIKE STAFFING, AT THE JUNE 26 MEETING IT WAS ASKED TO START SUPPORTING OUR SCHOOLS AND THE PUBLIC ALREADY HAS VOICED SUPPORT BY INCREASING THE EDUCATION FUND. SUPPORTING TEACHERS DIRECTLY OR WHAT WAS SUPPOSED TO SUPPORT TEACHERS IN THE CLASSROOM NOT JUST HIRING MORE ADMINISTRATORS AND TEACHER COACHES WITH LAVISH SALARIES. IF THEY NEED MORE MONEY IN THE

FUND AND THEY SHOULD GO TO THE SAME EFFORTS TO PASS THE REFERENDUM AND EXPLAIN WHAT THE MONEY IS NEEDED FOR AND WHAT CUTS WILL HAVE TO BE MADE IF THE REFERENDUM HAS NOT PASSED AS YOU DID WITH THE EDUCATION FUND. INDIANA CODE DICTATES TRANSFER NOT MORE THAN 50% OF TOTAL REVENUE DEPOSITED INTO THE OPERATION FUND IN ONE CALENDAR YEAR. THAT MAY NOT SEEM LIKE A LOT BUT WHY WAS THE ADDITIONAL MONEY FROM THE EDUCATION FUND REFERENDUM ASKED OR IF NOT GOING DIRECTLY TOWARD STUDENT LEARNING INSTRUCTION? MY HEART BREAKS FOR HOW DECEPTIVE I FEEL THINGS HAVE BEEN IN THE FIELD OF EDUCATION AND THE AMOUNT OF MICROMANAGEMENT. I LOVE TEACHING BUT CANNOT CONSIDER GOING BACK TO THE FIELD FULL-TIME DUE TO HOW MUCH I KNOW IT WILL IMPACT MY MENTAL HEALTH THEREFORE IMPACTING MY FAMILY LIFE. I REPEAT WHAT WAS SPOKEN TO THE PUBLIC AT THE LAST MEETING. MOVING MONEY IS A DANGEROUS GAME AND THIS TIME THE STAKES ARE HIGHER. IN

>> LAST MONTH I STOOD BEFORE YOU REQUESTED OUR ADMINISTRATION AND THE DISRESPECTFUL TOXIC WORK ENVIRONMENT IT HAS CREATED FOR TEACHERS . INSTEAD THE NARRATIVE WAS CREATED IT AND PUSHED OUT THIS WAS AN ISSUE BETWEEN TWO PEOPLE AND NOT SOMETHING OUR SUPERINTENDENT NEEDS TO WORRY ABOUT. THE LEADER OF OUR DISTRICT MADE A STATEMENT IN AN INTERVIEW I GAVE HER COMMUNITY INSIGHT TO THE CHILDISH AND DISRESPECTFUL ENVIRONMENT ARE TEACHERS AND STAFF ARE TRULY WORKING IN. IT LEADS ME TO WONDER HOW MANY EDUCATORS AND STAFF AND BUS DRIVERS WHO LEFT BECAUSE THEY WANTED TO WORK WITH LEADERSHIP WHO SUPPORTS THEM AND WHAT THEY ARE DOING FOR OUR STUDENTS. INTERESTINGLY IN THIS FIRST WEEK OF SCHOOL MY CHILDREN HAVE NOT COME HOME TALKING ABOUT THE DIFFERENCE ANY ADMIN TEAM HAS MADE IN THEIR DAY OR LIVES. I HAVE HEARD ABOUT MY DAUGHTER BEING COMFORTED BY HER TEACHERS WHEN SHE WAS SAD. I SENT SOME COMFORT FROM PATIENTS OF HIS TEACHER WHILE LEARNING TO USE HIS LOCKER. HE IS ALSO PUMPED UP ABOUT SCIENCE AND ALL THE PROJECTS THEY WILL COMPLETE THIS YEAR . THIS MORNING MY TWINS WERE RUNNING TO THE BUS TO SEE THE TEACHERS WHO MADE A MAJOR IMPACT IN THEIR LIVES.

THE TEACHERS MATTER FAR MORE THAN ANY SUPERINTENDENT OR SUPERINTENDENT OF HR. OUR COMMUNITY HAS SHOWN HOW MUCH THEY VALUE TEACHERS AND STAFF. WE HOPE THIS EVENT THAT BROUGHT THOUSANDS OF DOLLARS WORTH OF DONATIONS IN FOOD, GOODIE BAG ITEMS AND DOOR PRIZES WE THEN JUMPED TO FULFILL AMAZON WISH LIST ITEMS TO SUPPORT OUR TEACHERS JUST STARTING OUT AND TO ADD TO THE ALREADY PURCHASED WITH THEIR OWN MONEY ITEMS TO OUR VETERANS STAFF AND TEACHERS. I CAN ONLY IMAGINE THE TOTAL DOLLAR AMOUNT OF DONATED ITEMS. WE SUPPORT OUR TEACHERS. WE HAVE HER TEACHERS BACKS. WE WANT THIS ADMINISTRATION TO DO THE SAME. YOUR COMMUNITY DOES NOT BACK THE ADMIN IN THIS FIGHT YOU HAVE CREATED. STOP GAMES, WE HAVE MESSAGES IN THE UL P AND LISTEN TO VANCE ON A VOICEMAIL.

WE WANT THIS SETTLED IN THE BEHAVIOR OF THOSE WORKING WITH HER UNION REPRESENTATIVES TO CHANGE DRASTICALLY. WE WANT RESPECT FOR TEACHERS, CONTRACT NEGOTIATIONS THAT ARE FAIR, BALANCED AND HONEST. WE WANT INSINUATIONS ABOUT PREVIOUS EMPLOYEES TO STOP . WE WANT A SUPERINTENDENT WHO DOESN'T JUST SAY PRETTY WORDS ABOUT HIS SUPPORT FOR TEACHERS BUT SHOWS RESPECT WITH HIS ACTIONS AND SETTLEMENT OF HIS UL P ESPECIALLY AS THOSE LEGAL FEES KEEP CLIMBING. MY FAMILY ATTENDED TWO DIFFERENT BACK-TO-SCHOOL NIGHTS AND WE WERE BOTH IN ALL OF WHAT WE SAW AND RECEIVED A BACK-TO-SCHOOL NIGHT. TEACHERS DID SAMPLE LESSONS , SHARE DETAILED INFORMATION ABOUT THEIR CLASSES , THEY WENT ABOVE AND BEYOND THE BASIC HERE IS OUR GRADING POLICY. THAT'S BECAUSE THE TEACHERS IN HSE ARE OF THE HIGHEST QUALITY. IT SAYS THEY WILL ADOPT THE BUDGET AND BUS REPLACEMENT PLANS AND PASSED A RESOLUTION ESTABLISHING THE MONTHLY TRANSFER AMOUNTS FROM EDUCATION FUND TO THE OPERATIONS FUND. I WANT TO FOCUS ON THE RESOLUTION TO ESTABLISH A MONTHLY TRANSFORM FROM THE EDUCATION FUND TO OPERATIONS FUND. IN JANUARY 2019 THE FUNDS OF SCHOOL FINANCE WERE DIVIDED INTO TWO MAIN FUNDS. EDUCATION FUND AND OPERATION. THE EDUCATION FUND IS THE FUND MOST DIRECTLY IMPACTING STUDENTS. IT PAYS FOR TEACHERS, COUNSELORS, SPEECH PATHOLOGISTS MEDIA LIBRARY STAFF, PRINCIPLES, SUPPORT STAFF AND CLASSROOM SUPPLIES AND EQUIPMENT . WHEN THIS OCCURRED IN 2019 THE STATE DID SAY A CORPORATION MAY TRANSFER SOME MONEY FROM EDUCATION FUND INTO THE OPERATION FUND. BE THAT AS IT MAY THE PROBLEM THAT ARISES ME AS THE UNION SEE IT AS JUST ONE MORE WAY THE HSE CENTRAL OFFICE ADMINISTRATION IS PRE-DETERMINING MONEY AVAILABLE FOR BARGAINING. OVER THE LAST TWO YEARS THE TEACHERS OF HSE WERE FINALLY HEARD REGARDING SOME OF THE BIGGEST ISSUES AT THE BARGAINING TABLE. THE FIRST WAS OUR CALENDAR FOR INCREASES RAN ON A JANUARY START DATE AS OPPOSED TO JULY, A RARITY FOR SCHOOL DISTRICTS. THE SECOND IS TEACHERS WHO RECEIVED THEIR MASTERS AFTER BEING HIRED DID NOT OBTAIN ANY PAY INCREASE FOR DOING SO WHILE NEW HIRES WERE REWARDED IF THEY HAD ALREADY OBTAINED THEIR MASTERS. BOTH OF THESE FINANCIAL ISSUES WERE SOLVED BECAUSE OF GOOD FAITH BARGAINING AND COLLABORATION THE UNION AND CENTRAL OFFICE PARTICIPATE IN. PRIOR TO THE MANY CHANGES IN ADMINISTRATION HSE EIGHT AND ADMINISTRATION WERE WORKING ON FIXING AN ISSUE OF LONGTIME AGENCY TEACHERS BEING LEAPFROGGED A NEW HIRES.

WE WORRY NONE OF THAT EXAMINED IN THE BARGAINING PROCESS WILL BE CONTENTIOUS. WE WILL PAY ATTENTION TO THE BUDGET AND STATEMENTS OF DECISIONS MADE CONCERNING IT. I'M GOING TO GO THROUGH THIS PRESENTATION FORMAT AND THIS IS THE MOST I'VE EVER TALKED ABOUT AN OPPORTUNITY BUT TO FRAME THE CHALLENGES HSE SCHOOL FACES FOR SCALING CAREER EXPLORATION INITIATIVES SHARE WHAT WE HAVE LEARNED ABOUT OPPORTUNITY EDUCATION THUS FAR AS AN ORGANIZATION, SHARE A RAW VISION OF ELEMENTS OF THIS PARTNERSHIP AND EXPLAIN THE ACTUAL CONDITIONS OF THIS PROPOSED MOU ARTICULATED NEXT STEPS AND ASK FOR THE BOARD ACTION. JUST TO BRING YOU UP TO SPEED ON ONE OF THE ELEMENTS IT'S DIRECTLY TO INCREASE EXPLORATION OPPORTUNITIES FOR ALL 22,000 STUDENTS. ALTHOUGH WE HAVE DOUBLED THOSE NUMBERS AS OF THIS YEAR SINCE I'VE BEEN WORKING AT THIS -- EXCUSE ME. WE ARE CURRENTLY ONLY SERVING 7% OF OUR HIGH SCHOOL STUDENTS WITH THESE EDUCATION OPPORTUNITIES. WE KNOW FROM OUR STUDENTS AND THE STATE OF INDIANA AND DEPARTMENT OF EDUCATION WE WILL DEMAND MORE OPPORTUNITIES MOVING FORWARD. IF WE ARE ONLY SERVING 7% AND ALIGN THOSE WITH STATE ACCOUNTABILITY TARGETS WE NEED TO INCREASE PROGRAM CAPACITY BUT ARE LIMITED BY THE SPACES ON HER CURRENT HIGH SCHOOL CAMPUSES . WE ARE LIMITED BY FUNDING FOR FACILITIES AND MAINTENANCE COSTS AS WELL AS STAFFING BOTH CAPACITY AND COMPENSATION WITH THAT. THE SCHOOLS NOTED IN YELLOW, THE STATE HAS A GOAL. 95% IS WHERE THEY WANT ALL SCHOOLS TO BE, ALL DISTRICTS TO BE AND THESE FOUR SCHOOLS , DEER CREEK, LANTERN ROAD ALL OBVIOUSLY ACHIEVED THE 95% OR HIGHER STATUS LAST SCHOOL YEAR AND WE HAD AN OPPORTUNITY TO ASCEND FOR THAT. I'M HAPPY TO REPORT THIS IS 2024 IN COMPARISON. WHAT YOU SEE ON THE RIGHT IF THEY ARE IN GREEN THEY INCREASED FROM THE PREVIOUS YEAR. EVERYTHING IN YELLOW ALSO I THINK ALL BUT ONE INCREASED BUT WE WENT FROM FOUR SCHOOLS TO FIVE . THAT REACHED THAT 95% THRESHOLD. FALL CREEK , SOUTHEASTERN ALL WENT INTO THE 95% THRESHOLD AND TO HAVE AS A POINT OF REFERENCE I WILL SAY AGAIN IN TWO WEEKS TO HAVE 94% OF OUR KIDS IN THIRD GRADE PASS THAT'S A REALLY REMARKABLE BENCHMARK . I DON'T CARE WHO YOU COMPARE THIS TO, THAT'S A GREAT PIECE. WANT TO DEFINITELY NOTE THAT. LOOKING AHEAD TO THIS SCHOOL YEAR , AS YOU KNOW THIS WAS THE FIRST YEAR WE GAVE TO OUR GRADE 2 STUDENTS AND 58% OF THE STUDENTS HAVE PASSED ALREADY. WHAT THAT MEANS FOR US IS THEY WON'T TAKE THE TEST IN THE SPRING. WHAT IT REALLY MEANS FOR US IS IT PROVIDES US REALLY ALMOST AN ENTIRE SCHOOL YEAR WHEN WE LOOK AT THE 26% THAT ARE IN THE AT RISK CATEGORY AND 15% THAT ARE ON TRACK WE KNOW WHO THOSE KIDS ARE. SO DO OUR TEACHERS. THEY'VE GOT THE BALANCE OF THIS SCHOOL YEAR UNTIL STUDENTS TAKE TO REALLY LOOK AT WHERE THE AREAS OF IMPROVEMENTS FOR THE STUDENTS WE KNOW WHO THEY ARE SO WE ARE LOOKING FORWARD TO HOPEFULLY EVEN HIGHER SCORES. KUDOS TO OUR KIDS, TEACHERS AND PARENTS FOR THEIR SUPPORT AT HOME TO GET OUR KIDS WHERE THEY NEED TO BE FOR IREAD-3. OUR PROFESSIONAL DEVELOPMENT ALL 13 SCHOOLS ARE NOW PART.

TWO OF THEM ARE IN YEAR TWO AND THE OTHER 11 ARE IN YEAR ONE.

OVER THE SUMMER OUR COACHES ATTENDED A FIVE DAY INTENSIVE SUMMER WORKSHOP AND TWO OF THOSE DAYS ARE PRINCIPLES ATTENDED. DIANE SWEENEY, SHE IS THE GURU OF STUDENT CENTERED COACHING AND SPOKE WITH THEM ON THOSE TWO DAYS ARE PRINCIPLES CAME AND DID SOME PROFESSIONAL DEVELOPMENT WITH THEM. THAT KICKED OFF A PHENOMENAL YEAR OF PROFESSIONAL DEVELOPMENT UNDER HER THOUGHT PROCESS AND SUCH. OUR COACH COLLABORATIVE NETWORK IS TWICE A MONTH THAT OUR COACHES RECEIVE PROFESSIONAL DEVELOPMENT VIRTUALLY THROUGH AND THEY IMMEDIATELY TAKE THAT INFORMATION TO OUR TEACHERS TO HELP THEM GROW AND IMPROVE OUR INSTRUCTIONAL PRACTICES. OUR PRINCIPALS GET TO ATTEND TO IN PERSON DAYS DURING THE SCHOOL YEAR WHEN THEY GET TO WORK WITH THEM SPECIFICALLY IN THE LAST ONE IS THE FREE RESOURCES. IF YOU WOULD RECALL LAST SPRING THEY DID HAVE AN ADOPTION FOR A PROGRAM AND WE ALREADY HAD IT AT K-1. WE DO HAVE THAT IN PLACE. THANK YOU FOR THAT APPROVAL. I REMEMBER THEM STANDING OUTSIDE NEW BRITAIN SCHOOL TOGETHER. I HAD PUT THEM ON THE BUS LIKE I WAS TOLD TO BUT I DROVE OVER THERE REALLY FAST AND STOOD THERE AND SAW THEM STANDING OUTSIDE THE SCHOOL. SCARED, DIDN'T KNOW QUITE WHERE TO GO. NOW THEY ARE CONFIDENT YOUNG MAN WHO WENT OFF TO THEIR LAST YEAR OF HIGH SCHOOL DRIVING THEMSELVES. THEY COMMUNICATE WITH THEIR TEACHERS, MANAGE THEIR SCHEDULES. KUDOS TO ALL THE TEACHERS AND ADMINISTRATORS WHO BROUGHT THEM TO THIS PLACE BECAUSE IT CERTAINLY TAKES A VILLAGE FOR ALL OF US AND WE LOOK FORWARD TO A SUCCESSFUL SCHOOL YEAR.
