[00:00:11] >>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. [2. Public Comment] >> NEXT ON THE AGENDA IS PUBLIC COMMENTS BY THE PUBLIC AND WE HAVE THREE TONIGHT. I WOULD ASK THAT YOU LIMIT YOUR COMMENTS TO THREE MINUTES. THE FIRST IS >> THERE WE GO, SO SORRY. GOOD EVENING BOARD MEMBERS AND SUPERINTENDENT. MY NAME IS AN EIGHTH GRADER AT JUNIOR HIGH THIS MONTH, WE MOVED FROM LEXINGTON , KENTUCKY TO SERVE A LOCAL CHURCH NINE YEARS AGO AS THE CHURCH IS LOCATED IN INDIANAPOLIS AND FISHERS WE COULD HAVE CHOSEN TO LIVE ANYWHERE, WE MOVED TO HAMILTON SOUTHEASTERN SCHOOL DISTRICT FOR THE SCHOOLS. OUR DAUGHTER HAS HAD ONLY GREAT TEACHERS WHO TAKE THEIR VOCATION, THEIR CALLING SERIOUSLY. THEIR FOCUS HAS BEEN SOLELY ON STUDENT SUCCESS WHICH REACHES BEYOND TEST SCORES BUT INCLUDES SOCIAL EMOTIONAL LEARNING AS TEACHERS MUST ALSO BE SEL PROVIDERS AS WELL ESPECIALLY NOW. COVID AFFECTED US ALL AND YET TEACHERS PIVOTED AND PROVIDED THE BEST LEARNING ENVIRONMENT POSSIBLE GOING ABOVE AND BEYOND , WORKING WELL BEFORE AND WELL PAST THE BELL. THE GRACE THAT TEACHERS AND STAFF HAVE SHOWN OUR DAUGHTER AND THE GRID AND DETERMINATION INSTILLED IS INDICATIVE OF THE DEDICATION AND PASSION OF OUR EDUCATORS. THEY DO NOT DO THE JOB FOR THE MONEY. AS IS EVIDENCED IN THE JUNE PAYROLL. THOSE WHO EARN WELL BEYOND DOUBLE THE MAJORITY OF THOSE ON THE PAYROLL AND BOARD MEMBERS SHOULD BE PROUD AND CELEBRATE OUR TEACHERS, PERIOD. TEACHERS SHOULD BEGIN RESOURCES SO THEY ARE NOT STRESSED PHYSICALLY, EMOTIONALLY, FINANCIALLY. THEY AND I SHOULD NOT HAVE TO SPEND HUNDREDS OF DOLLARS ON PENCILS, ERASERS, DRY ERASE MARKERS, BLEACH WIPES, YET THOSE AND THOSE WHO TRULY SUPPORT TEACHERS SHOW UP AND GET OUT OF THEIR OWN TREASURE, NOT TO MENTION THEIR TIME AND TALENT. WE MOVED HERE FOR THE SCHOOLS AND I WILL NOT STAND BY AS TEACHERS ARE DISRESPECTED, DISMISSED AND SILENCED. I WILL DO EVERYTHING I CAN TO SUPPORT TEACHERS. I PRAY THE SAME FOR YOU, THANK YOU. >> >> NEXT IS STEPHANIE HUNT . >> HELLO SCHOOL BOARD, SUPERINTENDENT, TONIGHT I AM SPEAKING ABOUT AGENDA ITEM 3.03 I AM SPEAKING ABOUT AGENDA ITEM 3.032 WEEKS AGO MANY OF US IN THIS ROOM THOUGHT WE WERE ATTENDING A SPEECH ABOUT THE VISION FROM THE NEW SUPERINTENDENT FOR OUR SCHOOL DISTRICT, INSTEAD IT WAS A OPEN FORUM FOR NASTY INSINUATIONS ABOUT FORMER EMPLOYEES AND A FLEX TO CONTINUE FEAR TACTICS DIRECTED AT TEACHERS, I NOTICED IN SPENDING INCREASED TO OUR ATTORNEY'S PLACE OF EMPLOYMENT. I WOULD ASK FOR CLARIFICATION ON THOSE CHARGES, BUT I ALREADY KNOW THIS BOARD AND ADMINISTRATION ARE ANYTHING BUT TRANSPARENT WITH THIS COMMUNITY. I KNOW THE ADDITIONAL FEES ARE LIKE HE RELATED TO THE PENDING LEGAL ISSUES THIS ADMINISTRATION AND BOARD HAVE CAUSED. THE BEHAVIORS AND APPROACH THIS BOARD HAS ALLOWED AND ENCOURAGED ARE COSTING US THOUSANDS OF DOLLARS AND POTENTIALLY EVEN MORE EXCEPTIONAL EDUCATORS. OUR SCHOOLS WERE PERFORMING WELL LONG BEFORE THIS BOARD OR SUPERINTENDENT CAME HOWEVER MANY OF THE PEOPLE IN THE CLASSROOMS AND BUILDINGS HAVE DEVOTED YEARS TO OUR COMMUNITY AND CHILDREN CONTRARY TO WHAT WAS SAID IN THE LAST MEETING THEY DO NOT NEED TO FIND A JOB AND LIFE SATISFACTION FROM TEST SCORES OR CHILDREN SUCCESS. THOSE ASPECTS HELP ENCOURAGE THEM, BUT JUST LIKE THE REST OF THE WORLD THEY DESERVE ADEQUATE COMPENSATION FOR THE TIME, TALENTS, EDUCATION AND DEDICATION TO THIS DISTRICT. THEY DESERVE RESPECT FROM LEADERS AND TO BE TREATED AS THE PROFESSIONALS THAT THEY [00:05:03] ARE. THEY MOST DEFINITELY DO NOT DESERVE A LEADER WHO TALKS DISRESPECTFULLY ABOUT THEM AS THEY HAD TO WITNESS AT THE LAST MEETING. OUR COMMUNITIES HAVE COME TOGETHER TO SHOW OUR SUPPORT FOR THE TEACHERS OF HSE, WE WILL CELEBRATE THEM IN A COMMUNITY SPONSORED TEACHER APPRECIATION NIGHT ON FRIDAY BECAUSE THAT IS HOW YOU EXPRESS APPRECIATION, GRATITUDE AND RESPECT FOR WHAT TEACHERS DO FOR OUR COMMUNITY. SADLY WE HAVE TEACHERS AFRAID OF PUBLICLY ACCEPTING INVITATION TO THIS EVENT SUPPORTED BY MANY PEOPLE THROUGHOUT OUR COMMUNITY FROM FEAR OF RETALIATION FROM THIS ADMINISTRATION. STOP FIGHTING OUR TEACHERS, TREAT THEM WITH RESPECT, STOP SPENDING LEGAL FEES FOR A PROBLEM YOUR CREATING AND CONTINUE PUSHING. LET'S MAKE SURE WE DON'T KEEP SPENDING NEEDLESS LEGAL DOLLARS SO WE CAN PUT EXCESS FUNDS WHERE THEY SHOULD GO TOWARD OUR STUDENTS AND TEACHERS POURING INTO THEM EVERY DAY. THANK YOU. >> NEXT IS ABBY TAYLOR. >> GOOD EVENING. MY NAME IS ABBY TAYLOR AND I AM THE HSE PRESIDENT. ON TONIGHT'S CONSENT AGENDA THE BOARD IS VOTING TO APPROVE DISTRICT SPENDING ON PAYMENTS TO A VARIETY OF VENDORS, I WANT TO FOCUS ON ONE PART OF THIS SPENDING SPECIFICALLY THE LEGAL FEES INCURRED BY THE DISTRICT. INSTEAD OF WORKING COLLABORATIVELY WITH HSEA, THE EXCLUSIVE VOICE OF TEACHERS TO RESOLVE ISSUES TO THE MUTUALLY BENEFIT OF THE DISTRICT, TEACHERS AND MOST IMPORTANTLY STUDENTS THE DISTRICT HAS CHOSEN TO TURN A DEAF EAR TO THE TEACHERS WHO WORK MOST DIRECTLY WITH STUDENTS. AS IT RELATES TO THE MOUNTING LEGAL FEES THE DISTRICT WENT ONE STEP FURTHER CHOOSING TO BREAK THE LAW AND TRAMPLING ON LEGAL RIGHTS OF TEACHERS. IN DOING SO, TEACHERS WERE LEFT WITH NO CHOICE BUT TO SEEK TO ENFORCE THEIR RIGHTS BY FILING AN UNFAIR LABOR COMPLAINT INSTEAD OF WORKING WITH HSEA TO SOLVE ISSUES IMPACTING SCHOOLS THE SCHOOL DISTRICT ESCALATED TO AND THE HIGH-PRICED ATTORNEYS ONLY INCREASING THE SPENDING ON LEGAL FEES WHILE DIVERTING MONEY FROM THE CLASSROOM. THIS RUNS COUNTER TO EVERYTHING THE COMMUNITY WAS TOLD IN NOVEMBER, 2022 . TO NOT WORK WITH HSEA TO COME TO A RESOLUTION PRIOR TO LEGAL ACTION IS NEITHER FISCALLY CONSERVATIVE OR RESPONSIBLE. LOOK AT THE TEACHERS IN RED WHO FILLED THE ROOM TODAY AND OTHER NIGHTS. WE HAVE BEEN SHOWING UP IN LARGE NUMBERS TO EVERY BOARD MEETING THIS SUMMER. IT IS TIME TO RESPECT US IN THIS CONVERSATION AGAIN. IT IS TIME FOR US TO BE HURT, THANK YOU. >> [3. Consent Agenda] >> ALL RIGHT, MOVING ON. WE WILL MOVE ON TO NUMBER THREE, CONSENT AGENDA THERE ARE FIVE ITEMS PRESENTED ON TONIGHT'S CONSENT AGENDA, 3.01 BOARD MINUTES, 3.02 PERSONNEL REPORTS, 3.03 CLAIMS, PERILS 43 B AND 357 SALARY REDUCTION AGREEMENTS, 3.0 FOR ONE YEAR FIELD USE AGREEMENT EXTENSION AND 3.05 SPECIAL EDUCATION EXCESS COST CONTRACT. DO I HAVE A MOTION TO IMPROVE THE ENTIRE CONSENT AGENDA AS PRESENTED. >> I MOVED TO APPROVE THE CONSENT AGENDA AS PRESENTED. >> SECOND. >> MOTION AND A SECOND I WILL CALL THE QUESTION. ALL THOSE IN FAVOR OF APPROVING THE CONSENT [4. Action Items] AGENDA SAY AYE. ANNUAL POST? WE WILL NOW MOVE ON TO 4.01 OR ONTO ACTION ITEMS AND 4.01 IS THE FISHERS HIGH SCHOOL MARCHING BAND TRAILER SURPLUS. >> CONTACTED BY THE FISHER HIGH SCHOOL MARCHING BAND AND ONE OF THE TRAILERS THEY HAVE IS BEYOND REPAIR AT THIS POINT AND TIME SO WE WANT TO DECLARE THAT SURPLUS IN ORDER FOR THEM TO BE ABLE TO DISPOSE OF THAT AND TAKE MONIES TO HELP PURCHASE NEW BAND TRAILERS AND MATERIALS THEY WOULD NEED SO I RECOMMEND WE APPROVE THE SURPLUS ITEM IN DONATING IT BACK TO FISHER HIGH SCHOOL MARCHING BAND. >> ANY QUESTIONS OR COMMENTS? HEARING NONE TO HAVE A MOTION TO APPROVE THIS ITEM AS PRESENTED? >> MOTION TO APPROVE 4.01 [00:10:01] FISHERS HIGH SCHOOL MARCHING BAND TRAILER SURPLUS. >> SECOND. >> EXCUSE ME WAS THAT MISS LANG? THANK YOU. >> I WILL CALL TO QUESTION ALL THOSE IN FAVOR OF APPROVING ITEM 4.01 AS PRESENTED SAY AYE. ANY OLD POST SAY NAY. PASSES 7-0. WE WILL NOW MOVE ON TO 4.02 COMMUNITY HEALTH CONTRACT PRESENTED BY EVENING MEMBERS OF THE BOARD THERE ARE TWO CONTRACTS FROM COMMUNITY HEALTH WHICH ARE LIKELY EXTENSION CONTRACTS WE HAVE FOR THE SCHOOL CORPORATION. THE FIRST IS SCHOOLS HEALTHCARE SERVICES AGREEMENT WHEREBY COMMUNITY PROVIDES SUPPORT TO THE SCHOOL CORPORATION FOR TWO COURSE SERVICES. NURSING SCHOOL PROGRAM AS WELL AS SPORTS MEDICINE PROGRAM. WITH RESPECT TO NURSING, COMMUNITY PROVIDES AT LEAST ONE SCHOOL NURSE AT EACH BUILDING. BASED ON LAST YEAR'S SERVICE LEVELS THAT IS EQUATED TO APPROXIMATELY 29 FULL-TIME OR PART-TIME NURSES IN ALL OF OUR BUILDINGS. TWO PERMANENT FLOATING NURSES AND FIVE SUBSTITUTE NURSES AS NEEDED. COMMUNITY EXPECTS THAT SAME LEVEL OF SERVICE TO BE GIVEN THIS YEAR SO THERE IS NO CHANGE IN THAT. THE COST OF THE NURSING SERVICE PROGRAM IS LARGELY BORNE BY COMMUNITY WHICH INCLUDES ASSESSING TEACHING, TREATING AND ADMINISTERING THE CARE OF ALL HEALTH CONDITIONS. WE OF COURSE PAY FOR THE DIRECTOR OF HEALTH AND ADDITIONALLY SHARE THE COST WITH RESPECT TO STALKING EMERGENCY MEDICATIONS IN ALL THE SCHOOL BUILDINGS. THAT IS THE NURSING PROGRAM, WITH RESPECT TO THE SPORTS MEDICINE PROGRAM, COMMUNITY PROVIDES SIX ATHLETIC TRAINERS, TWO AT EACH EYE SCHOOL AND TWO COVERING JUNIOR HIGHS , AS WELL AS STRENGTH COACHES FOR THE HIGH SCHOOLS. THE SCHOOL PAYS FOR TWO ADDITIONAL ATHLETIC TRAINERS TO BE SHARED AMONGST THE JUNIOR HIGH LEVEL. SERVICES PROVIDED BY COMMUNITY INCLUDE ON-SITE PHYSICIAN COVERAGE FOR SELECTED SPORTING EVENTS, WEEKLY INJURY CHECKS, ET CETERA THE ONLY SIGNIFICANT CHANGE WITH EITHER CONTRACT IS REALLY JUST THE TERM. UNDER OUR CURRENT CONTRACT WE JUST ENDED A THREE-YEAR ARRANGEMENT WITH COMMUNITY FOR BOTH OF THE SERVICES. WE HAVE AGREED TO EXTEND THE CONTRACT FOR AN ADDITIONAL ONE YEAR TERM SO WE CAN CONTINUE TO REVIEW THE PROGRAM WITHIN ALL BUILDINGS BEFORE BRINGING BACK A BIGGER OR LONGER TERM CONTRACT. FOR THE BOARD , FOR ITS CONSIDERATION. THE SECOND ITEM THAT IS BEFORE YOU WITH RESPECT TO COMMUNITY. YOU HAVE NURSING AND SPORTS MEDICINE, WE ALSO HAVE SCHOOL-BASED LITTER AGREEMENT WHICH IS EXTENSION OF BEHAVIORAL HEALTH SERVICES THAT THE COMMUNITY PROVIDES FOR OUR STUDENTS. COMMUNITY PROVIDES THE SCHOOL 22 THERAPISTS AND TWO LIFE SKILLS CLINICIANS, THE COST OF WHICH IS SHARED BETWEEN COMMUNITY AND SCHOOLS. SO WITH THAT, HAPPY TO ANSWER ANY QUESTIONS. AGAIN THESE ARE JUST EXTENSIONS OF THE AGREEMENTS WE HAVE ON FILE. >> CAN I ASK ONE QUESTION? HAVE WE COME IN THE PAST, CORRECT ME IF I'M ASKING THIS AND IT HAS BEEN ADDRESSED. HAVE EVER DONE AN RFP PROCESS ACROSS THE BOARD? >> I DON'T THINK SO. >> I WOULD ASSUME WHEN COMMUNITY CAME ON THE FIRST PART OF THE CONTRACT THERE WAS SOME TYPE OF RFP THAT WAS DONE. IN ORDER TO SELECT AND THEN WE LOOKED DURING THIS YEAR TO START THE RFP FOR THE CONTINUING SERVICES FOR THE NEXT TWO OR THREE YEARS. >> OKAY THANK YOU. I CANNOT FIND THE PREVIOUS RFP ON ANYTHING SO I WANTED TO CONFIRM. >> IT IS MY UNDERSTANDING LIKE WE HAVE HAD HEALTH BEFORE AND OTHER ARRANGEMENTS BUT CURRENTLY THIS IS A CONTRACT WITH COMMUNITY AND IF I AM CORRECT IN SAYING THIS IS JUST AN EXTENSION OF SOMETHING WE ALREADY HAD AND WE ARE REVIEWING FOR ONE MORE YEAR. IS THAT CORRECT? THANK YOU. >> ANY FURTHER COMMENTS OR QUESTIONS? HEARING NONE. GO BACK. TO HAVE A MOTION TO APPROVE THIS ITEM AS PRESENTED? >> I MOVED TO APPROVE THE COMMUNITY HEALTH CONTRACT AS PRESENTED. >> SECOND. >> I WILL CLOSE DISCUSSION ALL THOSE IN FAVOR PLEASE SAY AYE, ANY OPPOSED SAY NAY. PASSES 7-0. 4.03 THIS HAS BEEN REMOVED FROM THE AGENDA WITH NO PRICE CHANGE FOR THE MEALS FOR 24-25 SCHOOL YEAR. 4.04. DANIEL THOMPSON. >> GOOD EVENING . I AM PLEASED TO COME BEFORE YOU WITH A RECOMMENDATION FOR A NEW SCIENCE ADOPTION FOR OUR KINDERGARTEN THROUGH SIXTH GRADES. A LITTLE BIT ABOUT THE [00:15:02] PROCESS. WE HAD SEVERAL REPRESENTATIVES FROM EACH OF OUR 17 SCHOOLS. 13 ELEMENTARIES AND FOUR INTERMEDIATES. WE INVITED A PARENT FROM EACH BUILDING AS WELL. WE HAD REALLY GOOD TURNOUT FROM OUR PARENTS WAS REALLY EXCITING AND THEY WERE ABLE TO GIVE GREAT INPUT. WE PILOTED THREE VENDORS IN EACH OF THE CLASSROOMS OF THOSE TEACHERS ON THAT COMMITTEE AND WE ENDED UP WITH MCGRAW-HILL, INDIANA INSPIRE SCIENCE. THERE IS THAT RATIONALE FOR THE SELECTION. IT DOES COVER THE MAJORITY OF THE STANDARDS WHICH WAS A PRIORITY FOR THE COMMITTEE. AND WE ARE ASKING FOR YOUR APPROVAL. >> THIS CAME TO US IN FINANCE COMMITTEE AND I WANTED TO TALK A LITTLE BIT ABOUT WHAT ALL WE GET WITH THIS, IT INCLUDES PROFESSIONAL DEVELOPMENT, WORK OAKS, PHYSICAL BOOKS, IN THE PAST IT WAS AN ONLINE RESOURCE CAN YOU TALK ABOUT THAT? >> YEAH, THE PREVIOUS RESOURCE WE USED FOR SEVERAL YEARS WAS AN ONLINE RESOURCE AND WE PURCHASED CONSUMABLES AND TEACHERS CREATED LESSONS TO GO ALONG WITH THIS, THIS IS MUCH MORE ROBUST. THERE ARE KITS SO STUDENTS CAN DO HANDS-ON LAB AND INQUIRY PROJECTS. THERE ARE LAB BOOK WORKS THAT GO WITH THAT AND A DIGITAL COMPONENT. THERE IS PROFESSIONAL DEVELOPMENT THAT WILL BE PROVIDED TO TEACHERS AND AS SOON AS WE GET APPROVAL FROM YOU WE WILL BEGIN THAT PROCESS. >> WITH NO COST FOR THAT PROFESSIONAL DEVELOPMENT. >> CRACKED, NO COST FOR THE PROFESSIONAL DEVELOPMENT IS PART OF THE AGREEMENT WE MADE. >> ANY OTHER QUESTIONS OR COMMENTS? >> BACK TO THE SELECTION PROCESS AND YOU TALKED ABOUT PILOTING IT. CAN YOU EXPOUND ON THAT? WHERE WAS IT, HOW MANY CLASSROOMS, TEACHER INPUT AND THEN WHAT DID YOU DO WITH THAT TO MAKE THE SELECTION? >> WE PILOTED THREE VENDORS, THE TEACHERS ON THE COMMITTEE HAD AN OPTION TO PRIORITIZE WHICH OF THE THREE WE WANTED AND WE DID OUR BEST TO MATCH WITH THAT. THEY HAD ABOUT SIX WEEKS WHEN THEY GOT ALL MATERIALS THAT TRICKLED IN. AND THEN WE MET MADE A PILOT AND DECIDED IF WE NEEDED TO ABANDON ANYONE AT THAT POINT SO WE WERE NOT MISSING ANY STANDARDS. AT THE END OF THE PILOT THE COMMITTEE CAME TOGETHER. WE TALKED STRENGTHS, CONCERNS AND DEFICITS AND WE CAME DOWN TO A COUPLE JUST TWO OF THEM SO THAT WAY THEY WOULD BE COMFORTABLE WITH THE COMMITTEE THAT ASKED WE SEND IT OUT TO TEACHERS FOR THE VOTE. WE DID SEND THAT OUT AND MCGRAW-HILL CAME TO THE TOP. >> THANK YOU. >> ANYONE ELSE? ALL RIGHT DO I HAVE A MOTION TO APPROVE ITEM 4.04 AS PRESENTED? >> I MOVED TO APPROVE ITEM 4.04 SCIENCE TEXTBOOK ADOPTION AS PRESENTED. >> SECOND. >> I WILL NOW CALL THE QUESTION. ALL THOSE IN FAVOR OF APPROVING ITEM 4.04 AS PRESENTED SAY AYE. ANY OPPOSED SAY NAY. PASSES 7-0. MOVING ON 4.05 STUDENT HANDBOOKS. DANIEL THOMPSON YOU ARE UP AGAIN. >> OF THE PRIVILEGE TO BRING FORWARD HANDBOOKS FOR APPROVAL FOR THIS YEAR. WE HAVE GONE TO THE PROCESS AND SHARED REVISIONS AND WE ASK FOR YOUR RECOMMENDATION TO BE APPROVED. >> OF OPEN FOR QUESTIONS AND COMMENTS. >> CAN YOU TALK THROUGH SOME OF THE CHANGES? I KNOW THERE'S NOT A LOT, SPECIFICALLY I KNOW ONE THAT HAS RAISED A LOT OF QUESTIONS, THE NEW STATE LAW DEALING WITH ELECTRONIC DEVICES. CAN YOU SPEAK TO HOW WE HAVE ADDRESSED THAT IN THE HANDBOOK? >> CELL PHONE OR ELECTRONIC DEVICES WENT INTO LAW JULY 1. THERE WERE NOT VERY MANY CHANGES. BECAUSE OUR POLICY ALREADY ALLOWED FOR TEACHERS TO BE ABLE TO HAVE THAT PREROGATIVE IN THE CLASSROOM TO ASK STUDENTS TO PUT THEM AWAY , SO THAT WAS JUST REFLECTED IN EACH OF THE LEVELS OF THE HANDBOOK. >> I WAS ALSO GOING TO ASK ABOUT THE CELL PHONES. ONE OF THE MOST COMMON COMPLAINTS WE HEAR FROM STAFF AND PARENTS I SUPPOSE IS THE PREVALENCE OF CELL PHONES AND ELECTRONIC DEVICES. WHEN YOU TOOK THIS TO THE TEACHERS AND ANYONE ELSE WHO LOOKED AT IT, DID THEY FEEL THIS WAS STRONG ENOUGH THAT THEY HAVE THE ABILITY TO SAY PUT THE PHONES AWAY DON'T GET THE PHONES OUT? WAS EVERYBODY COMFORTABLE WITH THIS LANGUAGE? >> WE KNEW IT WAS PART OF A BILL WHEN I WENT TO THE PROCESS TO GETTING INPUT FROM THE BUILDINGS AND EACH OF THE LEVELS RECEIVED THAT FROM THEIR DISCUSSION COMMITTEE. WE KNEW WHATEVER WENT INTO LAW IS WHAT WE WOULD NEED TO IMPLEMENT IN THE CLASSROOMS. >> I WANT TO REITERATE FOR YOURSELF AND ANYONE LISTENING AND WE HAVE MANY TEACHERS IN THE ROOM. THAT WE DO HAVE WHAT APPEARS TO BE WHEN I READ THIS, POLICY IN PLACE TO WHERE IF A CELL PHONE OR ANY OTHER [00:20:03] ELECTRONIC DEVICE IS A DISTRACTION, A TEACHER, STAFF MEMBER, FACULTY, ANYBODY FROM THE SCHOOL CAN SAY PUT THE PHONE AWAY UP TO AND INCLUDING CONFISCATION. I SUPPORT THAT AND I WANT EVERYONE TO KNOW THAT I THINK AS WE ARE ABOUT TO VOTE HOPEFULLY EVERYONE SUPPORTS THAT AND I WILL BE BACKED UP THROUGH ADMINISTRATION. IF YOU ARE AN EDUCATOR HAVING TROUBLE WITH CELL PHONES AS A DISTRACTION WE HAVE EVERYTHING WE NEED HERE. FEEL FREE TO TELL THE KIDS TO PUT THEM AWAY. EASIER SAID THAN DONE, I KNOW. >> I WANT TO MAKE ONE CLARIFICATION. I KNOW I HAD MULTIPLE ACQUAINTANCES SORRY MY MICROPHONE IS NOT LOUD TODAY. THERE ARE EXCEPTIONS FOR THOSE STUDENTS WITH MEDICAL CONDITIONS SUCH AS DIABETES WHO MIGHT USE THAT TO MONITOR LIKE SUGAR AND ALSO KIDS WITH IEP'S OR 504'S THAT HAVE THOSE WRITTEN INTO THE PLANS. THAT IS AN EXCEPTION AND IS WRITTEN NOW IN THE HANDBOOK. JUST FOR CLARIFICATION FOR PARENTS WHO MAY HAVE A KID WHOSE DIABETIC OR HAS A HEART CONDITION SO THEY NEED THEIR PHONE OR SMART WATCH TO MONITOR THAT. THAT WILL BE ALLOWED. >> THAT'S THE YELLOW HIGHLIGHTED THERE AS THE ADDITION. >> ANYONE ELSE? >> YOU WANT TO ASK IF MR. SUPERINTENDENT MAPES OR REPRESENTATIVES CAN SPEAK MORE ON THE ATHLETIC PROCEDURES . CURRENTLY, WE HAVE MADE SOME CHANGES ON THE ATHLETIC PROCEDURES AND THEN I HAVE A LITTLE BIT OF CONCERN ON THE ATHLETIC APPEAL PROCESS. WE WERE JUST GIVEN THE REVISED OR THE DRAFT COPY OF THE APPEALS PROCESS , THE PROCEDURE AND IF YOU LIKE THAT IS BEING ADDED IN HERE TODAY. I THINK , FOR ME, I HAD A LITTLE BIT MORE QUESTIONS ON HOW WE ARE HANDLING THE ATHLETIC PROCESS WHEN IT COMES TO THE STEPS, I THINK MOST OF THOSE CHANGES WERE PRESENTED BY SOME BOARD MEMBERS, THE ADMINISTRATION TOOK THAT INTO CONSIDERATION AND MADE THOSE CHANGES. BUT I THINK THERE'S LITTLE BIT OF ON CLARITY WHEN IT COMES TO THE APPEAL PROCESS AND I FEEL STUDENTS AND FAMILIES DESERVE MORE CLARITY. IT WAS JUST BROUGHT TO OUR ATTENTION TODAY AT 2:45 IN THE AFTERNOON. A DRAFT COPY AND I WOULD LIKE TO MAYBE MOTION OR MOVE TO DIVIDE THIS QUESTION ON ITEM 4.05 STUDENT HANDBOOKS INTO TWO PARTS TO BE VOTED ON SEPARATELY. FIRST A PART OF CONCERN 4.05 PART -AID THE STUDENT HANDBOOK EXCLUDING ATHLETIC APPEAL PROCESS. THE SECOND PART OF CONCERN 4.05 PART B ATHLETIC APPEAL PROCESS SECTION OF THE STUDENT HANDBOOK. >> YOU PRESENTING IS A MOTION? >> TO HAVE A SECOND? >> SECOND. >> COMMENT OR DISCUSSION ON THAT MOTION? >> AS THE MOVER I WILL SAY I WOULD LIKE TO REITERATE THAT THERE HAVE BEEN SOME QUESTIONS ON THE DRAFT THAT IS NOT FINISHED YET, IT IS NOT A FINAL VERSION AND SINCE WE DON'T HAVE A FINAL VERSION WE ARE TALKING ABOUT TODAY, I WOULD ASK THAT WE PULL THIS OUT FOR TODAY'S VOTE SO WE CAN VOTE ACCORDINGLY ON THE REST OF THE STUDENT HANDBOOK AND APPROVE THAT PART. ONCE WE GET THE FINAL VERSION AS A BOARD WE CAN BRING IT UP AT THE NEXT MEETING. >> MAY I ASK, IS THE MOTION TO DIVIDE AND VOTE ON BOTH OR IS THE MOTION TO PULL OUT B AND TABLE AND THEN VOTE ON THE REMAINDER? >> CURRENTLY RIGHT NOW JUST TO DIVIDE THIS SO WE HAVE TWO ITEMS. >> SO WE HAVE A SECOND. DID YOU WANT TO SAY SOMETHING? >> I SECOND IT. >> MY COMMENT AND SUGGESTION WOULD BE TO TABLE THE SECOND REGARDING THE ATHLETIC APPROVAL PROCESS SINCE THERE IS ADDITIONAL DISCUSSION THAT NEEDS TO BE HAD INTERNALLY WITH ADMINISTRATORS ON THE INFORMATION SHARED WITH THE BOARD BY MR. MAPES YET TO HAVE EYES BY OTHER ADMINISTRATORS AND ATHLETIC DIRECTORS IN THE DISTRICT. >> SINCE WE HAVE A MOTION ON THE FLOOR LET'S VOTE ON THAT AND THEN WE CAN MOVE FORWARD. SO, THE MOTION IS TO DIVIDE THE STUDENT HANDBOOK INTO 43 SORRY FOR WAS .05 A AND B MAKE, B THE AUTHENTIC APPEALS PROCESS AND A IS EVERYTHING ELSE IN THE HANDBOOK. NO FURTHER DISCUSSION OR COMMENTS , I WILL CALL THE QUESTION. ALL THOSE IN FAVOR SAY AYE. ALL THOSE OPPOSED SAY NAY. [00:25:01] >> CAN WE TAKE A ROLL CALL? >> LET'S DO OKAY. YES. >> ORR >> I DO NOT SEE AN ISSUE I WAS HAPPY WITH THE APPEALS PROCESS EVEN THOUGH WE GOT IT AT A LATE HOUR SO I WILL VOTE NO. >> SUZANNE THOMAS? >> YES. >> PASCOE >> NO. >> DONSBACH >> YES >> LANG NO >> PARKS-REESE >> YES. >> SORRY, NO. THE MOTION DOES NOT PASS. MOTION FAILS. SO WE WILL NOW TAKE A MOTION TO APPROVE THE HANDBOOKS AS PRESENTED IN ENTIRETY. DO I HAVE A MOTION? >> I WILL MOTION TO APPROVE 4.05, 2024-2025 STUDENT HANDBOOKS AS PRESENTED. >> SECOND. >> ANY FURTHER DISCUSSION OR COMMENT? >> I WOULD STILL LIKE TO AMEND THAT WE POSTPONE THE VOTE ON THE APPEAL OF THE APPEAL PROCESS. >> SINCE THAT MOTION HAS FAILED . >> THIS IS A SEPARATE MOTION TO AMEND THAT MOTION TO PASS THROUGH. >> OKAY. WE HAVE A MOTION ON THE TABLE NOW AND SUZANNE IS MAKING A MOTION TO AMEND THAT. LET'S TAKE A SECOND AND CALL THAT INTO QUESTION AND THEN WE CAN GO BACK TO THE ORIGINAL. >> YOU I HAVE A SECOND? >> TO AMEND THIS TO AMEND THE MOTION TO ACCEPT THIS AS PRESENTED TO AMEND TO MOVE THE APPEAL PROCESS TO BE POSTPONED. >> SUZANNE THE AMENDMENT WOULD BE TO STRIKE THE ATHLETIC PORTION FROM THE STUDENT HANDBOOK RIGHT NOW. WE HAVE HAD THE MOTION ALREADY TO SEPARATE AND THAT FAILED. YOU CAN PRESENT A MOTION TO AMEND THE STUDENT HANDBOOK BY DELETING THE ATHLETIC IS A RIGHT NOW TO ACCOMPLISH THAT. IS THAT A FAIR MOTION? >> YES, TO AMEND THE CURRENT MOTION TO STRIKE THE APPEAL PROCESS. >> DO I HAVE A SECOND? >> SECOND. >> COMMENT OR DISCUSSION? >> FOR THE SAME REASON WE HAVE NOT HAD AMPLE TIME TO REVIEW. ONLY THING IN FRONT OF US IS A DRAFT COPY THAT IF I REPRESENT STUDENTS AND FAMILIES AND REPRESENT MY ROLE AS A BOARD TRUSTEE I WOULD LIKE TO HAVE PROPER AMOUNT OF TIME IN GETTING 2:45 TODAY TO PROVE SOMETHING THAT'S NOT FINAL DRAFT I STRONGLY RECOMMEND WE POSTPONE THAT. >> OKAY FURTHER COMMENT OR QUESTIONS? >> IT WAS A WE AMENDED THE SECTION 2 YEARS AGO TO ADD A COMMITTEE PROCESS TO THE ACTUAL SORT OF CONSEQUENCES THAT WERE COMING AND THIS IS WHEN WE FOUND OUT WHAT WE WERE DOING IN THEORY AND PRACTICE WAS SOMEWHAT IMPRACTICAL AND WAS REALLY BURDENSOME. SO THIS IS, I THINK WHAT WE ATTEMPT TO DO IS AN ATTEMPT TO SCALE BACK, BUT ALSO KEEP A COMMITTEE PROCESS IN THE APPEALS SO I WOULD SUPPORT THE MOTION BECAUSE I THINK WE NEED TO WORK THAT OUT AND I DON'T WANT TO DELETE THE WHOLE PROCESS FROM THE HANDBOOK WITHOUT A REPLACEMENT OF A COMMITTEE PROCESS AND THE APPEALS. IT IS COLLOCATED. SO I WOULD PREFER WHEN WE DO VOTE ON IT , WE VOTE ON SOMETHING CLEAR AND WE DON'T MAKE ONE CHANGE NOW AND A MONTH FROM NOW MAKE ANOTHER CHANGE. WE LEAVE IT AS IT IS WRITTEN UNTIL WE COME BACK AND CHANGE AS A HOLE. >> TO BE CLEAR, WHAT HAS BEEN PRESENTED IS WHAT HAS BEEN THE WHOLE TIME FROM THE POLICY COMMITTEE. WHAT YOU RECEIVED TODAY IS NOT PART OF THIS. IT IS A GUIDELINE THAT WILL COME LATER BECAUSE THERE HAVE BEEN QUESTIONS ABOUT THE PROCESS. AND THE DRAFT WAS ABOUT THE PROCESS ABOUT WHAT HAPPENS WITHIN THE SCHOOLS IF THERE IS AN APPEAL. RIGHT NOW WHAT YOU HAVE IN FRONT OF YOU IS THE LANGUAGE THAT HAS GONE THROUGH THE POLICY COMMITTEE AND THE BECAUSE OF QUESTIONS FOR CLARITY , WE ARE DRAFTING SOMETHING TWO THE PROCESS MORE CLEAR SO WE CAN COMMUNICATE THAT TO PARENTS AND STUDENTS THAT WE WOULD BRING BACK TO THE BOARD IN AUGUST. >> CORRECT, I UNDERSTAND. WHEN IT CAME THROUGH, THE POLICY COMMITTEE, I WAS NOT IN FAVOR OF THE LANGUAGE AS WRITTEN NOW. >> ANY OTHER COMMENT OR DISCUSSION? OKAY. >> GO AHEAD AND TAKE A ROLL CALL ON THE AMENDMENT. >> I WILL CALL THE QUESTION. WE ARE AMENDING THE MOTION TO STRIKE THE . >> TO APPROVE THE STUDENT HANDBOOK, STRIKING THE ATHLETIC [00:30:02] PROCEDURE. >> WE WILL DO A VOICE VOTE. >> NO. >> YES. >> NO. >> YES. >> NO. >> YES. >> NO. THAT MOTION FAILS AND WE WILL NOW MOVE BACK TO THE ORIGINAL MOTION. SO YES. HAVE A MOTION ON THE TABLE SECONDED SO NOW IF THERE'S FOR THE DISCUSSION WE NEED TO TAKE A VOTE. >> ANY FURTHER DISCUSSION OR COMMENT? >> I WILL SAY A SHORT COMMENT BECAUSE I THINK WE'RE GETTING A LITTLE BIT LOST IN WHAT WE VOTED ON ORIGINALLY. I AGREED AT THE POLICY COMMITTEE THAT THERE SHOULD BE SOME TYPE OF COMMITTEE INVOLVED SO IT'S NOT A STRAIGHT LINE OF APPEALS FROM THE ATHLETIC DIRECTOR DIRECTLY TO THE PRINCIPAL. I UNDERSTAND THAT THERE IS A CONFLICT OF INTEREST. THERE SHOULD BE MORE PEOPLE INVOLVED, I THOUGHT OUR SUPERINTENDENT HAS PUT A PROCEDURE IN PLACE BEHIND THE POLICY THAT ACCOMPLISHES THAT.'S WE DO HAVE A COMMITTEE PROCEDURE, IT IS NOT FINALIZED AS POINTED OUT IT IS A DRAFT COPY, BUT I AGREE WITH THE SHORT DISCUSSION FROM POLICY COMMITTEE. I APPRECIATED THE SUPERINTENDENT 'S EFFORTS SO FAR. SO I AM COMFORTABLE WITH THAT. >> FOR CLARITY FOR MR. MAPES. CURRENTLY WHAT IT SAYS ON THE POLICY IS THE PROCEDURE THAT SUPPORTS POLICY 4.0 IS 4.01 AND IF WE ARE CLARIFYING TODAY THAT THE PROCEDURE IN PLACE IS WHAT WE HAVE IN THE PROCEDURE NOW 4.01 IS THAT CORRECT? >> CORRECT. >> THANK YOU. >> I WILL NOW CALL THE QUESTION WITH A VOICE VOTE. ORR YES THOMAS NO PASCOE YES DONSBACH NO LANG YES PARKS-REESE YES AND I AM A YES. MOTION PASSES 4-3. THANK YOU. WE WILL NOW MOVE ON [5. Information Items] TO INFORMATION ITEMS 5.01 JOURNEY OF A STUDENT PORTRAIT OF A GRADUATE. THAT WILL BE >> AM I CONTROLLING FROM HERE? OKAY. ARE YOU PULLING UP THE ATTACHMENTS THEN? OKAY. THAT'S FINE, YOU ARE GOOD. ALL RIGHT. GOOD EVENING BOARD MEMBERS AND MR. MAPES THE PURPOSE OF OUR TIMES TO SHARE FINALIZED PORCH IT OF A GRADUATE NOW CALLED JOURNEY OF A STUDENT AS WELL AS PROVIDE A BRIEF OVERVIEW OF NEXT STEPS IN OUR TRANSFORMATION. HERE BEFORE YOU HAVE WHAT IS NOW THE FINALIZED VERSION OF WHAT WE ARE NOW CALLING A JOURNEY OF A STUDENT. UP TO THIS POINT IN THE PROCESS WE WERE CREATING A PORTRAIT OF A GRADUATE THAT HAS EVOLVED INTO NOW THE JOURNEY OF A STUDENT, NO DECISION MADE IN THIS OFFICE OR BY MYSELF, THAT WENT TO THE PROCESS WHERE WE ENGAGED COMMUNITY MEMBERS OF TO HUNDREDS OF MEMBERS IN THAT. WHAT THEY REALLY SUGGESTED AS THEY DID NOT LIKE THE TERMS PORTRAIT OR GRADUATE, IT SOUNDED FINAL AS A SECONDARY FOCUS AND WANTED TO FOCUS MORE ON TERMS LIKE A PATH OR JOURNEY OR STUDENT OR LEARNER THAT'S HOW WE LANDED AT THIS TERM THE JOURNEY OF A STUDENT. TO REMIND EVERYONE PORTRAIT OF A GRADUATE IS A FOCUS ON THE SKILLS, KNOWLEDGE, ATTRIBUTES AND EXPERIENCES WE WANT TO GUARANTEE EVERY SINGLE STUDENT WITHIN HSE SCHOOLS, A NATIONAL INITIATIVE ADOPTED BY STATES, ADOPTED BY DISTRICTS AND THIS HAS BEEN PART OF THE PROCESS TO CRAFT THIS. HERE BEFORE YOU, I'M SORRY CAN YOU GO BACK? A COUPLE DESIGN FEATURES. BEHIND YOU HAVE A HISTORICAL MAP OF FISHERS IN THE BACKGROUND OF THIS IMAGE WHERE YOU WILL SEE I'M NOT SURE WHEN THIS DATES BACK, BUT I PULLED THIS FROM SOME ARCHIVES. I TALKED ABOUT THE JOURNEY , THERE IS A PASSPORT THAT SUGGESTS EVIDENCE IN DEVELOPMENT OF THESE ELEMENTS NOT JUST THAT A GRADUATION DESTINATION, BUT KIDS WILL DEVELOP THESE THINGS. AND GROW SKILLS AS THEY MOVE THROUGH. THERE IS A QR CODE AT THE BOTTOM AND I WAS SOMETHING THE COMMUNITY VOICED. THEY DID NOT WANT TO BUSY IMAGE OF A BUNCH OF WORDS THAT WOULD TAKE 15 MINUTES TO READ. THE QR CODE WILL GO TO OUR WEBSITE, TO WHERE THE INFORMATION IS HOUSED [00:35:02] AND THAT THINGS WILL TALK ABOUT DEVELOPING AS WE GO. NEXT SLIDE PLEASE. YOU CAN SEE THESE ON THE WHOLE VISUAL. THESE ARE THE KNOWLEDGE SKILLS AND ATTRIBUTES THAT OUR COMMUNITY VOICED INTO THROUGH THE NEXT GENERATION LEARNING PROCESS WITH A COUPLE OF AND VISION DAYS, 250 PEOPLE IN A ROOM, STUDENTS, TEACHERS AND PARENTS. COMMUNITY STAKEHOLDERS VOICING INTO THE KNOWLEDGE SKILLS AND ATTRIBUTES THAT ALL STUDENTS SHOULD HAVE AND THAT'S HOW WE LANDED ON THE LIST. WE STARTED WITH 50 PLUS AND THEY HAVE DWINDLED DOWN TO GET TO THIS PART HERE. JUST SOME OTHER HIGHLIGHTS ON THESE. I TALKED ABOUT HOW COMMUNITY MEMBERS AND STUDENTS STRESSED THE NEED FOR OPPORTUNITIES TO EXPLORE THEIR PASSION AND PURPOSE IN ORDER TO DEMONSTRATE THESE THAT WILL BE SOMETHING WHERE BUILDING IN THE EXPERIENCES. IT IS ABOUT STUDENTS FINDING THEIR PASSION AND PURPOSE THROUGH CLASSROOM LEARNING THAT GO TO THE SKILLS. THE TERMS ACADEMICALLY PREPARED, EFFECTIVE COMMUNICATOR, WORK ETHIC, THOSE ARE ASSESSED BY EMPLOYABILITY SKILLS SO WE ARE IN ALIGNMENT. THE OTHERS WE FOCUSED ON MORE AS A COMMUNITY TO SAY THIS IS A UNIQUE GRADUATE OR STUDENT THAT HSE PRODUCES. THROUGH SOME PAINSTAKING WORK WITH ENGLISH TEACHERS EACH TERM IS AN ADJECTIVE THAT IS DESCRIBING STUDENTS AND WILL HELP US IN THE NEXT PHASE OF MEASURING THESE WHICH THAT'S WHAT WE WILL SPEND THE NEXT YEAR DOING. CONTINUING TO WORK WITH THE COMMUNITY, HOW DO WE DEFINE THE ELEMENTS, HOW WOULD STUDENTS PRODUCE EVIDENCE THAT THEY HAVE THESE AND WHAT IS ARTICULATING THE DEVELOPMENT APPROPRIATENESS FOR A COMMITTEE GETTER IN SECOND GRADE OR IN HIGH SCHOOL OR SOMETHING TO THAT EFFECT. WE WILL ARTICULATE THE GROWTH OF EACH OF THESE THROUGHOUT THE JOURNEY WHEN THEY ARE IN OUR CLASSROOMS. NEXT SLIDE. I WANT TO KIND OF FRAME THIS AND WHERE WE ARE IN THE PROCESS DEFINED BY THE NEXT GENERATION PROCESS. WE WRAPPED THE MASTER PLANNING PROCESS ON JUNE 4 FULFILLING THE OBLIGATE OF THE GRANT THAT SUPPORTED THIS WORK. THE GRANT REALLY SUPPORTED THE FIRST THREE PHASES. WE HAVE EXECUTED THAT TO RECAP THAT QUICKLY WE DID SOME EXPLORING VISITS IN OUR BUILDINGS, COACHES PROVIDED A REPORT TALKING TO COMMUNITY STUDENTS AND PARENTS ABOUT HOW PRIMED WE WERE FOR THE TRANSFORMATION. WE THEN CALLED THE COMMUNITY TOGETHER TO ENVISION THAT PORTRAIT OF A GRADUATE WHICH HAS BECOME THE NORTH STAR AND WE HAVE EXECUTED A MASTER PLAN. HOW WE WOULD MOVE THAT VISION INTO IMPLEMENTATION. THAT EXIST AS A 70 SOME PAGE DOCUMENT WE NOW HAVE TO MOVE TOWARD AND TO LOOK AT PUBLISHED IN THAT WEBSPACE SHORTLY. TO KIND OF RECAP WHERE THAT GOES. WANT TO SHOW YOU HOW WE DELIVER ON THE THREE YOU GRANT THAT SUPPORTED THIS. NEXT SLIDE. WE DELIVER WHAT WE COMMITTED TO. WE HAVE DEVELOPED A PORTRAIT OF A GRADUATE NOW CALLED THE JOURNEY OF A STUDENT. WE HAVE WRITTEN A MASTER PLAN AND THE GOAL OF THE 3E TO BRING THIS TO FOCUS AND WHAT IS A BENEFITTO OUR STUDENTS IS INCREASE STUDENTS EARNING HIGH VALUE POST SECONDARY CREDENTIALS, PARTICIPATING IN HIGH-QUALITY WORK IS LEARNING AND INCREASING INNOVATIVE EXPLORATION AND ENGAGING OPPORTUNITIES THAT LEADS TO THOSE THINGS. WE HAVE DELIVERED ON THAT, WE CONTINUE TO MOVE TOWARD THE IMPLEMENTATION OF THAT. 24-25 STILL PLANNING ON HOW WE DO THAT FOR 22,000 KIDS WHICH IS NO TASK. NEXT SLIDE PLEASE. SOME NEXT STEPS. THE BENEFIT AND LOOKING AROUND THE ROOM TO TEACHERS AND COMMUNITY MEMBERS I THINK THERE'S 15 OR 20 PEOPLE IN THE ROOM BEHIND ME THAT WERE PART OF THIS WORK WHERE WE ENGAGED THE COMMUNITY TO VOICE INTO THAT AND WE WILL SUSTAIN THAT. WE WILL UTILIZE A SECOND GRANT WE JUST EARNED AND I WILL TALK ABOUT THE DETAILS OF THE CAREER COACHING GRANT TO CONTINUE TO ENGAGE THE COMMUNITY AND FOCUSING ON PORTRAIT OF A GRADUATE NOW JOURNEY OF A STUDENT TO TALK ABOUT HOW THAT MEETS WHAT HAPPENED IN THE CLASSROOM. HOW ARE STUDENTS GOING TO DEVELOP THOSE SKILLS, HOW ARE TEACHERS GOING TO ASSESS AND GIVE PARENTS AND KIDS FEEDBACK ON DEVELOPMENT OF EACH OF THOSE THINGS THAT MAKE THEM UNIQUELY A HSE STUDENT. 24-25 IS A PLANNING YEAR. ARE LOOKING AT BUILDING NETWORKS AT THE HIGH SCHOOL LEVEL SO IF THOSE ARE PART OF THE PROCESS, STUDENTS WILL HAVE A CAREER FOCUSED LENS TO LOOK THROUGH ON THEIR HIGH SCHOOL EXPERIENCE CREATING A SENSE OF RELEVANCY. KAY EIGHT WOULD EXPOSE STUDENTS TO WHAT OPTIONS THERE ARE AT THE HIGH [00:40:02] SCHOOL AT THAT POINT. RE-ENVISIONING THE FRESHMAN EXPERIENCE. THIS IS PLANNING NEXT YEAR FOR 25-26. IMPLEMENTATION WOULD BE PHASED-IN STARTING WITH THE FRESHMAN CLASS IN 25-26 AND I WILL HAVE PLENTY MORE UPDATES AS WE MOVE. NEXT. I WANT TO TAKE THIS OPPORTUNITY KNOWING THE CAREER COACHING GRANT IS NOW SUPPLEMENTING THE WORK WE HAVE GONE SO FAR. THIS IS ANOTHER GRANT AUTHORED AS THE 3E GRANT WE WERE PART OF WAS STARTING IN JUNE AND WE WILL GO THROUGH DECEMBER 25. THE GOAL OF THIS IS EACH STUDENT DEVELOPS A SECONDARY PLAN THAT'S A BEST FIT WITH KNOWLEDGE SKILLS AND PASSIONS. SOME OVERLAP THERE. KNOWLEDGE, SKILLS AND PASSION ATTRIBUTES OF THE PORTRAIT OF A GRADUATE, JOURNEY OF A STUDENT SUPPORTING TALENT NEEDED IN THE REGION, STATE AND COUNTRY. WE HAVE ENGAGED A TON OF ECONOMIC STAKEHOLDERS IN THIS WORK , THEY HAVE BEEN PART ENVISIONING THIS AND THAT'S WHERE WE WILL POINT TOWARD ONE OF THE WORKFORCE DEVELOPMENT TALENT RETENTION OPPORTUNITIES IN OUR COMMUNITY. 11 DISTRICTS ARE PART OF THE GRANT, ALL COUNTY DISTRICTS ACCEPT NOBLESVILLE IN THE GRANT JUST WANTED TO POINT THAT OUT. THIS IS ANOTHER OPPORTUNITY. WRITTEN IN THE GRANT IS FURTHER INVESTIGATION WITH HAMILTON COUNTY. THEIR CHART WITH PROVIDING RESOURCES A NETWORK TO IMPLEMENT AND SUSTAIN A CAREER COACHING SYSTEM. THEY HAVE BEEN PART OF THE WORK FROM DAY ONE ZONE ONE CONNECTED WITHIN HAMILTON COUNTY SO IT STARTS TO EVOLVE TO TAP INTO THE PULSE OF ECONOMIC DEVELOPMENT AND TALENT RETENTION AND HOW ENGAGE STUDENTS THROUGH THE LEARNING EXPERIENCES AS WE MOVE THERE. NEXT SLIDE. I DID WANT TO POINT OUT, CIESC IS USING SOME FORD NEXT-GENERATION LEARNING PD LISTED IN THE GRANT. IT IS COMING NEXT STEPS. PART OF THAT WHICH IS AWESOME IS BRINGING THE POG TO LIFE, THAT'S WHERE WE ARE WHAT I SHARED WITH YOU. NINE THROUGH 12 CONFERENCE IS ALIGNING DIPLOMAS TO THE CAREER COACHING FRAMEWORK STARTING AFTER AUGUST, BUT WE WILL BE WORKING WITH OTHER DISTRICTS TO DO THAT. 10 TO 12 COUNSELOR TRAINING. A LOT OF THIS WORK HAPPENS THROUGH COUNSELORS AND THAT IS A BIG SUPPORT. WE HAVE BEEN TROUBLESHOOTING AND PLANNING AROUND THAT FOR MONTHS, BUT REALLY GEARING UP FOR THAT. ACADEMY COACH TRAINING, DISTURBING LEADERSHIP TRAINING, HOW DO YOU SHARE THAT AND THEN A TEAM PIECE WE WILL LOOK AT THE PD'S AND FURTHER DETERMINE HOW TO IMPLEMENT AND INTEGRATE THOSE INTO WHERE SCHOOLS ARE GOING. JUST WANT TO PUT IT ON YOUR RADAR. NEXT. OKAY, THANK YOU. QUESTIONS ? >> I JUST WANT TO SAY HOW PHENOMENAL OF A JOB YOU HAVE DONE WITH THE WHOLE THING. I HAVE BEEN INVOLVED IN THE PROCESS THROUGHOUT THE DEVELOPMENT OF THIS. STEVE, YOU HAVE DONE A FANTASTIC JOB. IT IS A HEAVY LIFT, PULLING THE COMMUNITY TOGETHER AND STAKEHOLDERS TOGETHER ACROSS THE DISTRICT. TEACHERS AND ADMINISTRATORS, THE COMMUNITY AND BUSINESS OWNERS. EVERYBODY IS SO ONBOARD AND WANTS TO RUN FASTER TO MAKE IT HAPPEN WHICH IS A GOOD THING, A GOOD PROBLEM TO HAVE. BUT I KNOW THE SUPPORT COMING TO HELP THE DISTRICT AND YOU AS WELL SO I'M EXCITED ABOUT THAT WITH WHAT HAMILTON COUNTY IS BRINGING FORWARD. SO I LOOK FORWARD TO CONTINUING TO SUPPORT AND I AM EXCITED FOR THE DISTRICT. IT IS A FANTASTIC THING. >> I WOULD ECHO THE SAME THINGS. FRANKLY WE HAVE BEEN THROUGH THIS FOR SO LONG I DON'T THINK I HAVE A LOT OF QUESTIONS LEFT. THANK YOU FOR ALL YOUR DONE. ALMOST ALL OF US HAVE EITHER PARTICIPATED IN ONE OF THE PLANNING DAYS OR TRIPS TO NASHVILLE OR AKRON. WE HAVE SEEN THE WHOLE COMMUNITY COME TOGETHER FROM THE CITY FOLKS TO THE EXPERIENTIAL LEARNING AND OBVIOUSLY TEACHERS HAVE BEEN INVOLVED. YOU POINT OUT SEVERAL IN THE ROOM HAVE BEEN THROUGH THAT. MEET TO SEE IT TAKE SHAPE, YOU SAID SOMETHING TO ME IN NASHVILLE. IT SEEMED SO FAR AWAY AT THE END IF THIS FELL APART YOU WOULD END UP WITH A REALLY COOL THREE RING BINDER YOU COULD PUT ON A SHELF. THAT WAS PROBABLY IT. >> I HAVE A THREE RING BINDER RIGHT NOW AND I NEED ALL THESE PEOPLE BEHIND ME IN THE ROOM AND ACROSS THE DISTRICT TO GET THAT DONE INCLUDING YOU GUYS, SO THANK YOU. >> IT FEELS LIKE IT'S COMING TOGETHER. WE HAVE A WAYS TO GO, BUT THANK YOU AND THANK YOU TO THE TEACHERS WHO AT THE END OF THE DAY WILL IMPLEMENT THIS AND I THINK WE NEED TO SEE THAT THROUGH ALL THE WORK WITH COMMUNITIES, 200 PEOPLE OR MORE A COUPLE DIFFERENT TIMES THIS SHAPES WHAT IT MEANS TO BE A [00:45:05] GRADUATE OF HSE AND THAT IS SOMETHING SPECIAL. I MOVED HERE FOR THE SCHOOLS TOO FOR MY KIDS. IT IS A NEAT THING TO KNOW THAT WHEN YOU BECOME A HSE GRADUATE OR FISHERS GRADUATE, HSE DISTRICT GRADUATE THAT MEAN SOMETHING. YOU'RE NOT A ROUND BIRD, ZIONSVILLE OR IN NOBLESVILLE YOU CAME FROM HSE OR FISHERS. THAT MEAN SOMETHING TO THE COMMUNITY AND STATE AND EVEN OUTSIDE. I APPRECIATE THE WORK YOU ARE DOING AND THE WORK ALL THE TEACHERS DO TO GET KIDS TO THAT POINT. >> ONE THING I DID NOT GO IN DEPTH WITH THAT I WANT TO SHARE. AT THIS POINT I TALKED ABOUT THE FIRST THREE PHASES OF THE GRANT MOVING INTO PHASE 4 ARE YOU JOIN THE NETWORK. WE HAVE EVALUATED THE OPTION AND WHERE ELECTING TO NOT BE PART OF THE NETWORK BUT I DID SHARE HOW THE TEACHERS, THE BUILDINGS AND PRINCIPLES WILL SEE A LOT OF FORD PD TO PLAN WHERE WE ARE HEADED. SO WE HAVE ULTIMATELY MADE THAT DECISION AS WE LOOK AT THE MODEL AND THE COMMITMENT FINANCIALLY AND THE PROCESS. WE THINK WE HAVE ENGAGED THE COMMUNITY TO A LEVEL THAT IT IS HERE AND WE WANT TO GO OUR OWN PATH AND WE WANT TO GO THE SPEED WE WANT TO GO IN A WAY SUSTAINABLE, BUT HANG ON TO THE REINS AND I SUMMARIZE. I GET THE MAGICAL JOB OF COLLABORATION AND COMPROMISE. IT IS NOT EASY, BUT IT IS REALLY AWESOME TO SEE PEOPLE IN THE COMMUNITY COMING TOGETHER AROUND BUT WE AGREE KIDS NEED TO KNOW AND DO AND HOW THEY CAN BETTER SERVE US AND THEMSELVES. OTHER QUESTIONS? >> I WANT TO ECHO WHAT THEY HAVE SAID AND THANK YOU FOR YOUR LEADERSHIP AND PASSION AND ENERGY AND PAPERS FLYING EVERYWHERE. SUPER INFECTIOUS SO THANK YOU. >> I WANT TO SAY I WENT TO THE FIRST VISIT TO AKRON BEFORE YOU WERE EVEN IN THE ROLE AND TO WATCH WHAT YOU HAVE DONE FROM WHEN WE FIRST GOT THE GRANT TO WHERE WE ARE NOW. THAT SAME ENERGY YOU HAVE ENGAGED THE COMMUNITY WITH. I HAVE GONE TO EVERY PLANNIN MEETING AND WHEN THINGS LIKE THIS HAPPEN SOMETIMES THE ATTENDANCE SORT OF DWINDLES AS YOU GO AND EVERYONE IS LIKE I DON'T HAVE MUCH TO GIVE TO THIS ANYMORE BUT THAT DID NOT HAPPEN. MORE PEOPLE SHOWED UP. MORE PEOPLE WANT TO BE PART OF IT. >> THAT'S WHY YOU SEE IS GOING OUR OWN WAY A LITTLE BIT. >> TO SEE WHAT THE FORD FRAMEWORK WAS I COULD SEE THE VISION MY WE ARE CHOOSING TO GO OUR OWN WAY NOW BECAUSE THE PLACES WE VISITED, THEY ARE NOT THE SAME AS HSE. NUMBER OF BUILDINGS TEACHERS, STUDENTS THE FUNDING SOURCES ARE DIFFERENT SO I COMMEND YOU FOR BEING BOLD AND TAKING YOUR OWN PATH AT THIS POINT. THE LAST PIECE AS WE HAVE GONE TO THE PROCESS IT HAS BEEN REALLY GREAT TO SEE KIDS FROM EVERY GRADE LEVEL PARTICIPATE. WITH STUDENTS FROM ELEMENTARY THROUGH HIGH SCHOOL PRESENTING IN FRONT OF ROOMS IN FRONT OF 200 ADULTS THEY DON'T KNOW AND IT IS INCREDIBLE AND YOU ARE MAKING SURE ALL THE POPULATIONS WHETHER SPECIAL NEEDS OR ENGLISH LANGUAGE LEARNERS, NONE OF THESE SUBPOPULATIONS ARE BEING FORGOTTEN IN THE PROCESS WHICH IS ALSO REALLY SPECIAL AND REALLY SORT OF ALL BECAUSE OF YOU AND YOUR VISION TO MAKE SURE NOBODY GETS LEFT BEHIND. SO I THINK THAT'S WHAT'S GOING TO MAKE IT SUCCESSFUL, THANK YOU. >> INSTEAD OF REPEATING ALL OF THAT, I WANT TO SAY I ECHO THAT. I DID GET TO TAKE A TRIP SO THAT WAS GREAT. I MOSTLY WANT TO POINT OUT THE LAST PART ABOUT INVOLVING ALL THE KIDS AND I THINK IT IS SO IMPORTANT THOSE FAMILIES , THE COMMUNITY, TEACHERS AND KIDS. EVERYONE HAS HAD A SAY IN IT HAS GROWN. I WILL GO ON FROM THERE OTHER THAN TO SAY YOU HAVE DONE AN AMAZING JOB AND WE VALUE YOU AND THANK YOU. >> THANK YOU, STAY TUNED FOR DATES AND TIMES FOR THAT TO CONTINUE. >> THANK YOU VERY MUCH, THANK YOU FOR THE PRESENTATION. MOVING ON 5.02 THE 2025 GRADUATION DATE TO CHANGE FROM SUPERINTENDENT MAPES . >> ACTUALLY, I WILL KIND OF DIFFER THIS TO TO THE FISHERS EVENT CENTER FOR GRADUATION FOR THE CLASS OF 25 AND HE HAS BEEN WORKING WITH THEM AND HIGH SCHOOL PRINCIPALS TO SET UP SOME DATES. >> YES, WE HAVE LOOKED AT STAYING WITH THAT, TRYING TO GET THE GAP WE HAVE AROUND MEMORIAL DAY. ORIGINALLY WE TALKED ABOUT EXTENDING GRADUATION TO THE LLOWING WEEKEND. WITH THE OPTION TO COME TO THE FISHERS EVENT CENTER NOW EVEN AS EARLY AS THIS UPCOMING GRADUATION YEAR. WE ARE MOVING GRADUATION TO A [00:50:08] WEDNESDAY AND THURSDAY EVENING. EACH SCHOOL, EACH HIGH SCHOOL WOULD HAVE THEIR OWN DAY SO WE WOULD HAVE FISHERS ON WEDNESDAY, HSE ON THURSDAY AT 7:00 , BOTH EVENINGS IN THE FISHERS EVENT CENTER. WE LOOK FORWARD TO BEING IN OUR BACKYARD. WE HAVE CORRESPONDING DATES THAT WE ARE SEEKING TO RESERVE FOR THE NEXT THREE YEARS IN THAT SAME TIMEFRAME. >> WITH IT BEING WEEKDAYS AS OPPOSED TO A SATURDAY. I KNOW FOR YEARS WE HAD SATURDAY, CAN YOU GIVE SOME EXPLANATION OF WHY, I MEAN I LOVE THE IDEA OF EACH SCHOOL HAVING ITS OWN DAY, BUT I ALSO LOOK AT WEEKENDS WITHOUT A TOWN GUESTS AND TEACHERS, SATURDAY AND I'M TRYING TO UNDERSTAND DIDN'T WE ALREADY PROVE WE HAD A SATURDAY SO WHAT WAS THE REASON WE HAD TO PULL IT OUT? >> IT WAS NOT A HAVE TO. >> WHAT MADE US CHANGE IT? >> WITH THE MOVEMENT OF VENUES WE SAW IT AS AN OPPORTUNITY TO DO THIS DIVINELY NOT HAVING BOTH OF THEM WITH THE INS AND OUTS OF BOTH SCHOOLS COMING IN ONE DAY. SO WE LOOKED AT OPPORTUNITIES TO DO IT DIFFERENTLY AND THAT'S WHY WE ARRIVED AT IT. >> ANOTHER BENEFIT TO THAT , WE HAD TO HAVE PARKING FOR SURE. WE HAD TO HAVE A MIDWEEK GRADUATION FOR STUDENT ATHLETES WHO ARE GOING TO BE INVOLVED IN ATHLETIC ACTIVITIES ON THE DAY OF GRADUATION. SO THAT ELIMINATES THAT . I THINK IT'S NICE THAT EVERYBODY GETS TO GRADUATE TOGETHER. >> THAT IS A GOOD POINT. >> THAT WAS A DRIVER BECAUSE WE KNOW THAT THE LAST, I CAN THINK BACK TO EVEN WHEN I WAS PRINCIPAL AT HSE. WE STARTED THE ALTERNATE GRADUATION BECAUSE OF THE SUCCESS MANY SPRING SPORTS HAVE WHERE GRADUATION DATES HAVE BEEN CHAMPIONSHIP GAMES REGARDLESS OF THE LEVEL , ALMOST ALWAYS ON THE WEEKEND. SO WE HAVE GROUPS THAT HAVE TO MISS GRADUATING WITH THEIR PEERS BECAUSE OF THOSE EVENTS. WE CERTAINLY WANT TO, WE THINK DOING THIS WILL HELP TO AVOID MANY OF THOSE COMPLEX. >> I APPRECIATE YOU POINTING THAT OUT. BEING HERE 30 YEARS ALMOST AND KNOWING WHAT HAS BEEN TRADITION, I WANTED TO GET THAT INFORMATION OF WHAT SPARKED THE CHANGE SO I APPRECIATE THAT AND THANK YOU FOR SHARING. >> I APPRECIATE THAT INSIGHT OF THE ATHLETICS BEING ABLE TO HAVE THE GRADUATION. MY CONCERN IS STILL THAT FAMILIES MAY HAVE TO WORK AND CANNOT CONTROL WHAT TIME THEY GET OFF WORK IN THE EVENING. I HAVE HAD FEEDBACK COMING TO A BOARD MEETING, IT'S VERY DIFFERENT FROM GOING TO GRADUATION, BUT EVEN JUST MOVING BOARD MEETINGS UP TO 6:00, I HAVE HAD PEOPLE SAY THEY CAN'T MAKE IT . I KNOW THAT IS A ONE-TIME EVENT, BUT I [6. Board Members] HOPE THAT IS NOT CAUSE ANY PROBLEMS FOR THOSE FAMILIES. >> ALL RIGHT VERY GOOD. WILL NOW MOVE ON 6.01 BOARD MEMBER REPORTS. >> WE HAD THE FINANCE COMMITTEE MEETING TUESDAY, THOSE NOTES ARE ON THE BOARD DOCUMENTS. FOR THE PUBLIC. MOST OF THOSE ITEMS WERE COVERED TODAY. THE ONLY THING TABLED WAS STUDENT FEES SO THAT WILL COME BACK NEXT TIME. SOON. NEXT MEETING. OTHER THAN THAT YOU CAN SEE THE NOTES AND I WILL TRY TO POST THOSE. >> WE DID NOT HAVE FACILITY MAINTENANCE MEETINGS FOR JUNE AND JULY, WE WILL RESUME IN AUGUST. I CAN SAY THAT MAY MEETING NOTES ARE ON BOARD DOCS ALSO AND IT WAS BROUGHT TO MY ATTENTION WE ARE ON TRACK WITH MINUTES AND INFORMATION SHARED IN THAT MEETING MOVING THROUGH THE SUMMER. BROKE GROUND ON FISHERS ELEMENTARY PUTTING THAT OUT FOR EVERYONE, VERY EXCITED ABOUT THAT. >> NONE, THANK YOU. >> OUR NEXT POLICY COMMITTEE IS THURSDAY OUR NEXT POLICY COMMITTEE IS THURSDAY, AUGUST 8 AT ARCTIC 30. >> NOTHING. >> WE DID NOT HAVE A JUNE NOBLESVILLE COMMISSION MEETING [7. Superintendent's Report] BUT JULY WILL BE TOMORROW. >> AND WE WILL NOW TURN IT OVER TO MR. MAPES FOR THE SUPERINTENDENTS REPORT. >> HAPPY TO ANNOUNCE RETURN OF BEFORE THE BELL WHICH WILL BE HELD THURSDAY, AUGUST 1 AT THE FISHERS NICKEL PLATE AMPHITHEATER ON MUNICIPAL DRIVE FOR ALL HSE STUDENTS AND FAMILIES FROM PRESCHOOL TO GRADE 12 TO ATTEND ALL 22 [00:55:01] SCHOOLS. SOME DEPARTMENTS WILL HAVE BOOTHS SET UP AS WE GET READY FOR THE 24-25 SCHOOL YEAR. IN ADDITION TO THAT THERE WILL BE GAMES FOR STUDENTS, INFLATABLE'S, HANDS-ON ACTIVITIES, A SCHOOL BUS FOR THE KIDS TO GET COMFORTABLE AS THEY GET READY TO GET ON THE BUS. WE WILL HAVE STUDENT PERFORMANCES AND GIVEAWAYS FOR COMMUNITY PARTNERS AS WELL. THE EVENT IS 5:30 UNTIL SEVEN TECH 30, RAIN OR SHINE ONCE AGAIN THURSDAY, AUGUST 1. THERE WILL BE FOOD TRUCKS AND VENDORS AVAILABLE. PEOPLE WOULD LIKE TO PURCHASE THINGS FROM THEM, THIS EVENT WE WANT TO STRESS COULD NOT HAPPEN WITHOUT OUR HAMILTON SOUTHEASTERN EDUCATION FOUNDATION AND FISHERS PARKS AND RECREATION HELPING TO SPONSOR THAT FOR THE COMMUNITY. WE WANT TO THANK THEM AHEAD OF TIME AND LOOKING FORWARD TO [8. Board President] ANOTHER GREAT EVENT. THE NEXT ITEM I HAVE TO FINISH UP AS A REMINDER THE FIRST STUDENT DATE IS AUGUST TO ANOTHER GREAT EVENT. THE NEXT ITEM I HAVE TO FINISH UP AS A REMINDER THE FIRST STUDENT DATE IS AUGUST 7. >> I HAVE NOTHING OF GREAT IMPORTANCE TO SHARE, SEEMS LIKE SUMMER IS RUSHING BY. FOR ME, THIS WILL BE A YEAR OF LESS AS MY TWINS START THEIR LAST YEAR OF HIGH SCHOOL. SO I WOULD ENCOURAGE EVERYONE TO ENJOY THE LAST WEEKS OF SUMMER AND WE WILL LOOK FORWARD TO WELCOMING EVERYONE BACK TO SCHOOL IN AUGUST. ENJOY THE REST OF THE SUMMER AND WE WILL SEE YOU AT THE NEXT BOARD MEETING. I BELIEVE AUGUST 14, WE WILL NOT HAVE A SECOND BOARD * This transcript was compiled from uncorrected Closed Captioning.
