TONIGHT, WE HAVE ONE ACTION ITEM FOR OUR CONSIDERATION AND THEN WE WILL ADJOURN INTO OUR WORK SESSION, WHERE WE LOOK FORWARD TO RECEIVING AN UPDATE REGARDING THE SCHOOL'S 10 YEAR FACILITIES PLAN. MOVING ON TO
[3. Consent Agenda]
PUBLIC COMMENTS, WHICH THERE ARE NONE, WE WILL MOVE ON FROM THAT. WE WILL MOVE ON TO THE CONSENT AGENDA, THERE ARE TWO ITEMS ON THE CONSENT AGENDA. 3.01, BOARD MINUTES AND 3.02, CERTIFIED AND SUPPORT STAFF REPORTS. DO I HAVE A MOTION TO APPROVE THE ENTIRE CONSENT AGENDA AS PRESENTED CUSTOMER[4. Action Items ]
>> I MOVED TO APPROVE THE ENTIRE CONSENT AGENDA AS
>> I WILL CALL THE QUESTION. ALL THOSE IN FAVOR OF APPROVING THE CONSENT AGENDA SAY AYE. ANY OPPOSED STAY NAY. WE WILL MOVE ON TO OUR ACTION ITEM, 4.01, APPROVAL OF GMP FOR FISHERS ELEMENTARY PROJECT FORFEITURES ELEMENTARY . MATT RAPP IS GOING
TO PRESENT. >> THANK YOU FOR ME TO COME HERE AND TALK TO YOU TONIGHT. BACK IN MARCH OF 23, THE SCHOOL BOARD OF US PERMISSION TO HIRE THE CMC FOR THE NEW RENOVATION FOR FISHERS ELEMENTARY SCHOOL. WE SENT OUT FOR PUBLIC BIDS ON PACKAGES. THAT WAS BACK IN FEBRUARY. WHEN THEY CAME BACK, WHAT WE FOUND OUT, THERE WERE FIVE PACKAGES THAT DIDN'T MEET THE REQUIREMENTS OR THERE WERE FLAWS. WE SENT THOSE PACKAGES BACK OUT AND WE GOT THOSE A WEEK AGO, TWO WEEKS AGO.
TONIGHT, I WOULD LIKE TO GET THE SCHOOL BOARD APPROVAL FOR TOTAL COST FOR GUARANTEED MAXIMUM PRICE OF $45 MILLION FOR THIS. THAT IS 5 MILLION IN SOFT COST AND $40 MILLION IN HARD COST. I AM OPEN TO ANY QUESTIONS.
>> CAN YOU TALK ABOUT SOME OF THE, WHAT WAS, HOW DID THE BIDS
CHANGE? >> WE HAD SOME GO UP AND SOME GO DOWN. WHAT WE FOUND, ONE OF THE BID PACKAGES WAS WE HAD ORIGINALLY ESTIMATED $3.5 MILLION AND IT CAME IN AT 7 AND WE HAD ONE BIDDER. WHEN WE HAVE SITUATIONS LIKE THAT, WE KNOW THEY DIDN'T EVEN READ THE SPECS ON IT OR THEY DIDN'T HAVE TIME. WHAT WE DID WAS SEND THAT BACK OUT AND WE ENDED UP GETTING MORE BEANS. THEY GOT A LITTLE MORE TIME AND WERE ABLE TO READ THE PACKAGE THOROUGHLY AND CAME BACK WITHIN OUR NUMBERS WHERE WE WERE ABLE TO GET DOWN TO THE $45 MILLION. WE DID, THE FIRST AND IT ALL WENT OUT, WE WERE $10 MILLION OVER.
WE HAD TO VALUE ENGINEER A FEW THINGS.
>> CAN YOU TALK TO ME ABOUT WHAT THOSE THINGS ARE
SPECIFICALLY? >> YES, IT IS NOT UNCOMMON TO PULL PACKAGES OUT LIKE FURNITURE AND NORMALLY WE WOULD PULL OUT THE PLAYGROUND. THIS ONE, WE COULD AND BECAUSE IT IS RIGHT IN THE CENTER OF THE CONSTRUCTION. WE DID PULL OUT THINGS LIKE FURNITURE AND I HAVE MONEY SET ASIDE IN MY BOND ISSUE FOR 2024 AND 2025 TWO PURCHASE THESE THINGS. SO, IF YOU ARE LOOKING AT THE GRAND SCHEME, THE TOTAL PACKAGE IS MORE THAN $45 MILLION, PROBABLY 47. THOSE ARE SOME OF THE THINGS WE PULLED OUT. IT IS EASY TO PULL OUT WITHIN THE RAMIFICATIONS OF THE LAW SOMETHING LIKE FURNITURE AND PLAYGROUND. ANOTHER ONE, IF YOU ARE LOOKING FOR ANOTHER ONE, WE WENT WITH A LATER REGULAR PARKING LOT THICKNESS FOR THE CARS WHERE THE TEACHERS AND VISITORS ARE. WE STUCK WITH THE LARGER THICKNESS OF THE ASPHALT IN THE BUS PARKING LOT.
[00:05:03]
>> LOOKING AT THE LIST HERE, THANK YOU FOR MAKING THIS BIG FOR US TO READ SO I DON'T HAVE TO PULL OUT MY BABY EYES AND LOOK AT IT FAR AWAY. THE ONE I SEE HERE, THAT IS ONE OF THE BIG ONES IS THE SYNTHETIC TURF PLAY AREA.
>> IT IS ALMOST MISNAMED. WHAT THAT WAS WAS THERE IS A LARGE AREA BACK THERE, A LARGE GRASS GREEN AREA AND YOU ALSO HAD THE PLAYGROUND. THE PLAYGROUND GETS SYNTHETIC TURF BECAUSE THAT IS KIND OF OUR STANDARD, WHAT WE ARE GOING TO AND THAT IS WHAT THE INDUSTRY IS PUSHING FOR PLAYGROUNDS THAT HAVE THE THICK UNDER PADDING AND THE TURF. THAT AREA IS OF THE LARGE GREEN AREA. IT WILL BE NATURAL GRASS. WHAT IS UNDERNEATH, WE CAN'T BUILD ANYTHING ON TOP COULD WE DID AN UNDERGROUND WATER STORAGE FOR RUNOFF. WE CAN'T BUILD ON IT BUT IT WILL HAVE NATURAL GRASS AND IT WILL DRAIN JUST FINE AND THOSE AREAS.
>> MATT, FROM THE BEGINNING, THE COST ESTIMATE FOR THIS PROJECT ORIGINALLY WAS 46 MILLION. RIGHT NOW, THE HARD COST WE HAVE IS 45, ISN'T THAT CORRECT ?
>> THE TOTAL COST IS 45. THE HARD COST IS 40 AND THE SOFT
COST IS 45. >> IN 2022 WHEN WE BEGAN THIS PROJECT, IT ALL STARTED, THE NUMBERS WERE AT 46 IN TOTAL,
>> OKAY, THANK YOU. >> ANYONE ELSE? I HAVE A MOTION TO APPROVE THIS ITEM AS PRESENTED ?
>> I MOTION TO APPROVE. ITEM 4.01 AS PRESENTED.
>> SECOND. >> I WILL NOW CALL THE QUESTION. CLOSE DISCUSSION AND CALL THE QUESTION. ALL THOSE IN FAVOR OF APPROVING ITEM 4.01 AS PRESENTED TO SAY AYE. ALL OPPOSED SAY NAY. PASSES 7-0.
>> THANK YOU VERY MUCH.
