[00:00:07]
WE HAVE -- IT IS 6 P.M. TONIGHT. MOVING TO AN EARLIER BOARD MEETING TIME BECAUSE WE HAVE TWO BOARD MEMBERS WHO HAVE KIDS IN THE MARCHING BAND AND BAND IN GENERAL.
A HOLIDAY PERFORMANCE SO WE ARE WORKING WITH ONE ANOTHER TO TRY TO? SQUEEZE SOME TIME FOR THEM TO SEE THEIR FAMILIES THIS EVENING. WITH THAT, PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. AND TO THE REPUBLIC FOR WHICH IT STANDS. ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
SO WE HAVE ONE BOARD MEMBER NOT ABLE TO BE HERE THIS EVENING.
SHE IS SICK AND THE OTHER IS IN AN ADJACENT ROOM ON A WORK CALL
[2. Snapshots of Success]
AND WILL START WITH THE QUORUM OF FIVE.THE FABULOUS FIVE IS HERE. SO, WITH THAT, LET'S START OFF WITH OUR SNAPSHOTS OF SUCCESS WITH MISS EMILY ABBOTT.
>> FOOD EVENING, EVERYONE. I AM SO EXCITED BECAUSE AS YOU KNOW SNAPSHOTS OFTEN WE HIGHLIGHT WINS THAT HAPPEN IN OUR GYMNASIUMS, ON THE FIELD EVEN THE STATEHOUSE WHERE WE, THE PEOPLE ARE. A LOT OF OUR WINS GO IN OUR CLASSROOMS. MISS BENEL TOLD US OF A FABULOUS WIN WITH ONE OF THEIR TEMPS, MISS KELSEY RENBARGER THAT CREATED THIS AWESOME LESSON I GOT TO SEE AND HEAR FROM HER STUDENTS AND YOU GET A BIG WIN FOR HER CLASS AND HOPEFULLY OTHER TEACHERS WILL BE ABLE TO WATCH AND GLEAN SOME IDEAS FROM
WHAT WE HAS DONE. >> I DO NOT CARE WHAT THAT MEANS. I TAKE OFF RUNNING.
>> CREATING A LESSON THAT GETS STUDENTS TALKING, EXCITED, ALL WHILE EXPOSING THEM TO NUMEROUS REQUIRED LEARNING STANDARDS IS A
WIN FOR ANY TEACHER. >> SO I WANTED TO START OUR NATIVE-AMERICAN UNIT FOR SOCIAL STUDIES WITH THAT DEEP-ROOTED SURVIVAL THEME. AND I REALLY WANTED A GOOD BOOK TO CAPTURE THAT. I STARTED LOOKING AND I DIDN'T COME ACROSS ANYTHING THAT WOULD CAPTIVATE THEM UNTIL "THE WOLF CALLED WONDER" WHICH IS WRITTEN FROM A WOLF'S POINT OF VIEW AND A TRUE STORY THAT HAPPENED IN THE PACIFIC NORTHWEST WHICH IS A REGION WE STUDY IN OUR SOCIAL STUDIES UNIT.
>> KELSEY RENBARGER TEACHES FIFTH GRADE HUMANITIES AT SAND CREEK MEADE. HER DISCOVERY OF USING A "A WOLF CALLED WANDER" TO ENGAGE HER STUDENTS HAVE BECOME A CATALYST
FOR SO MUCH MORE. >> THEY HAVE GROWN AS LEADERS.
THEY HAVE GROWN AS RESPONDERS OF THESE DEEP QUESTIONS WITHOUT JUST SAYING YES AND NO. THEY ARE DIGGING INTO THE WHY.
>> PEOPLE TODAY HAVE A LOT COULD COVER IN A SHORT AMOUNT OF TIME PRESIDENT HISTORY SOCIAL STUDY STANDARD FOR THE NATIVE-AMERICAN REGION. FOR WRITING STANDARDS AND A BIG
SOCIAL STUDIES STANDARD. >> FINDING UNIQUE WAYS TO INCORPORATE MULTIPLE SUBJECTS IN A SINGLE LESSON, RENBARER IS NOT ONLY MEETING THIS CHALLENGE BUT NOTICING INPUT IN STUDENT
OUTCOMES. >> NOT ONLY DOES IS SHE HAVE US LEARN THE BASICS BUT TAKES WHAT THE GOVERNMENT TELLS US AND SPICE IT UP IF YOU WANT TO CALL IT THAT.
>> YOU HAVE FUN AND LEARN AT THE SAME TIME.
>> TO CONTINUE THE MOMENTUM, RENBARGER'S CLASS RECENTLY EXPERIENCED A ONE MACHINE HOUR VIRTUAL WRITER WORKSHOP WITH THE
AUTHOR HERSELF. >> I REALLY, REALLY LIKED IT.
I DEFINITELY WOULD GO READ IT. >> UNLIKE THE BOOK, THIS
ADVENTURE KEEPS GOING. >> THIS IS HUMANITIES, WE WILL STUDY EVERYTHING IN ONE AND IT ALL DOES RELATE TO ONE ANOTHER.
>> HI, THERE. THAT IS SOME FAST-TALKING THERE.
>> I KNOW, SO MUCH TO COVER. PROBABLY WHAT THEY HEAR ME SOMET SOMETIMES.
>> WELL, FIRST OF ALL, I THOUGHT THAT WAS PRETTY IMPRESSIVE AND I READ ABOUT WHAT YOU HAVE DONE AND I THOUGHT IT WAS REALLY OUTSTANDING HOW YOU PUT IT TOGETHER FOR THE CLASS AND TO SEE HOW EXCITED THEY WERE ABOUT IT.
I COMMEND YOU ON YOUR STYLE OF TEACHING AND BRINGING THAT FORTH FOR YOUR CLASS. GREAT JOB.
[00:05:01]
YOU GUYSES HAD FUN WITH IT, RIGHT?>> YES! >> I WOULD LOVE TO ASK THE QUESTION OF SOME STUDENTS, ANY OF THAT YOU FEEL -- NONE OF YOU HAVE TO TALK IF YOU DON'T WANT TO, BUT IF ANY OF YOU ARE COMFORTABLE ENOUGH I WOULD LIKE TO HEAR YOUR ANSWER.
WHAT YOUR FAVORITE PART OF THIS LEARNING EXPERIENCE WAS FOR YOU?
>> MY FAVORITE PART WAS PROBABLY EITHER THE BEGINNING OR THE ENDING. BECAUSE IN THE BEGINNING, IT GIVES YOU, LIKE, THE BASICS. AND AT THE END IT KIND OF GIVES YOU A WARMING FEELING THAT HE GOT TO DO WHAT HE WANTED AND AFTER ALL THAT, IT WAS LIKE A RELIEF FOR HIM.
>> IT REALLY HELPED ME UNDERSTAND WHAT, LIKE, THE NATIVE-AMERICANS HAD TO DO TO SURV
SURVIVE. >> I LIKED IT BECAUSE, LIKE, WHEN -- IT, LIKE, MADE YOU EXCITED TO READ THE BOOK MORE BECAUSE SO MANY CHALLENGES HE HAD TO FACE AND I WAS JUST, LIKE, SO EAGER TO KEEP READING ON, LIKE, AFTER WE ENDED A
CHAPTER. >> ONE OF MY FAVORITE PARTS IS WHEN SWIFT WAS OUT IN THE WILD AND HE WAS SURVIVING FOR HIMSELF. AND THEN HE FINDS WARM AGAIN,
WHICH IS HIS BROTHER. >> HIS SISTER.
[LAUGHTER] >> I LOVE TO HEAR THEM.
IT MEANS YOU GUYS WANT TO KEEP READING.
THAT IS AWESOME. >> MY FAVORITE PART OF IT WAS LIKE THE WHOLE BOOK. BECAUSE IT HAD SO MUCH DETAILS AND YOU, LIKE, GOT TO FEEL WHAT HE WAS FEELING EMOTIONALLY.
>> I DID SEE THOSE WERE ACTUAL PHYSICAL BOOKS? DID YOU HANG OUT AND READ TOGETHER IN CLASS? DID THE KIDS READ ALOUD OR MORE THEY GO HOME AND READ?
>> SO WE WERE ABLE TO WITH A VERY GENEROUS DONATION, WE WERE ABLE TO PURCHASE A CLASS SET FOR THE CLASS.
>> FANTASTIC. >> NOW WILL BE IN THE LIBRARY.
THAT WAS EXCITING. THEY EACH HAD THEIR OWN BOOK AND ABLE TO FOLLOW ALONG. WE KIND OF HAD A SCHEDULE SO WE COULD DIVE INTO ALL THE COMPREHENSION AND STANDARDS WE
SO, LIKE, AFTER WE READ A CHAPTER ON "A WOLF CALLED WONDER," WE HAD THESE JOURNALS THAT WE WOULD WRITE, LIKE, VOCAB WORDS AND COMPREHENSION. WE WROTE WHAT THE NEXT CHAPTER WAS GOING TO BE ABOUT. AND YEAH, THAT'S IT.
OH, NAY. >> DID IT MAKE ANYONE WANT TO GO
VISIT THE PACIFIC NORTHWEST? >> YEAH.
>> THAT WOULD BE GREAT. IT COMMON TO HAVE BOOKS FOR EVERY KID, PHYSICAL BOOKS LIKE THAT OR SOMETHING UNIQUE AND
SPECIAL THROUGH A DONATION? >> WE TRY TO USE -- THERE IS CLASS SETS IN THE LIBRARY FOR BOOK CLUBS.
THIS BOOK JUST -- IT JUST -- I LOVED IT SO MUCH WHEN I READ IT I THOUGHT THAT THEY NEEDED ONE AND I REACHED OUT AND FOUND SOMEONE GENEROUS TO HELP OUR CLASS LIVE OUT THEIR DREAM.
IT WAS AWESOME. >> DO YOU KIDS LIKE USING YOUR REAL ACTUAL BOOK FOR USING YOUR IPADS.
A REAL BOOK? >> GIVES YOU MORE EXPERIENCE.
>> PICTURES. >> DOES IT HELP YOU UNDERSTAND READING WHEN YOU LOOK AT OTHER BOOKS? BECAUSE IT SOUNDS LIKE YOU WERE ABLE TO REALLY BREAK IT DO YOU KNOW AND UNDERSTAND THE CHARACTERS.
AND AS YOUR TEACHER SAID THE WHY.
YOU KNOW, WHY THE STORY -- ABOUT THE STORY.
DOES IT HELP YOU WHEN READING ADDITIONAL BOOKS IN YOUR OTHER CLASSES TO HELP KIND OF BETTER EARNED STAND AND COMPREHEND WHAT THE BOOK IS TRYING TO TELL YOU THROUGH STORY? YEAH? THAT IS AWESOME.
THAT IS AWESOME. >> THANK YOU ALL.
THANK YOU SO MUCH. >> THANK YOU SO MUCH.
[9. Board President]
[00:10:27]
I KNOW WE DON'T HAVE PUBLIC COMMENT THIS EVENING, I WANTED TO MAKE -- DO MY PRESIDENT'S STATEMENT EARLY.THIS IS IN REGARDS TO THE SUPERINTENDENT SEARCH AND THE COMMUNITY FOCUS MEETING. THE HAMILTON SOUTH SOUTHEASTERN BOARD'S PRIORITY TO HAVE A FAIR AND COMPREHENSIVE SUPERINTENDENT SEARCH ULTIMATELY TO FIND THE BEST CANDIDATE TO LEAD HSE TO ITS BRIGHT FUTURE. THE COMMITMENT TO COLLABORATION WITH COMMUNITY LEADERS, RESIDENTS AND PARTNERS THROUGHOUT THIS PROCESS REMAIN RESOLUTE.
WE ARE GRATEFUL FOR ALL W PARTICIPATED IN THE RECENT COMMUNITY FOCUS GROUP AND PROVIDED THEIR FEEDBACK.
TUESDAY, NOVEMBER 28, A COMMUNITY FOCUS GROUP MEETING WAS HELD OF THE STANDARDS OF WHICH THE HSE SUPERINTENDENT WILL BE SELECTED. EXPERTS FROM ADMINISTRATIVE ASSISTANTS, THIRD-PARTY FIRM FACILITATED THE FOCUS GROUP SESSION. IT WAS TO ENCOURAGE HONEST INPUT AND GUARD AGAINST BIASES. AND NO BOARD MEMBERS WERE PRESENT OTHER THAN ME WHO JOINED THE OPENING PART OF THE DISCUSSION TO WELCOME EVERYONE, THANK COMMUNITY MEMBERS FOR THEIR INVOLVEMENT AND INTRODUCE THE CONSULTANTS THAT WERE CONDUCTING THE SESSION. I THEN STEPPED OUT AND ALLOWED THEM TO START WITHOUT ME. A GROUP OF 30 COMMUNITY MEMBERS REPRESENTING PARENTS, BUSINESS PROFES PROFESSIONALS, TEACHERS AND COMMUNITY LEADERS.
COMMUNITY PARTICIPANTS WERE SELECTED BY INDIVIDUAL BOARD MEMBERS, THE MAYORS OF FISHERS AND NOBLESVILLE AND PRESIDENT OF T THE HAMILTON SOUTHEASTERN SCHOOLS ASSOCIATION. MAYOR JENKINS SELECTED TWO REPRESENTATIVES EACH. AND THE HSE PRESIDENT SELECTED THREE TEACHERS REPRESENTING BOTH MEMBERS AND NONMEMBERS.
TWO ADMINISTRATION REPRESENTATIVES WERE ALSO PRESENT. PARTICIPANTS SAT AT TABLES OF FIVE FOR BREAKOUT DISCUSSION WHERE THEY REVIEWED THE INDIANA CON TENT FOR SCHOOL LEADERS AT THE IT IS STRICT LEVEL AND THE SKILLS IS THAT THE BOARD IDENTIFIED AS PRIORITY FOR HSE CANDIDATES. EACH GROUP AND INDIVIDUAL AN OPPORTUNITY TO PROVIDE ADDITIONAL INPUT OFTEN STANDARD AND SKILLS BOTH IN THEIR TABLES AND VIA A COMMENT SESSION WITH THE IPADS THEY HAD AT EACH TABLE.
FOLLOWING THESE BREAKOUT DISCUSSIONS, EACH GROUP WAS PROVIDED FEEDBACK AND RANKED ACCORDING PRIORITIES, PROVIDE EXPLANATION, COMMENTS OR ADDITIONAL CONCERNS FOR EACH OF THE TARGETED SKILLS. FOLLOWING THE COLLECTION OF FEEDBACK, THE RESULTS IN THEIR ENTIRETY WAS PRESENTED TO THE BOARD DURING AN EXECUTIVE SESSION BY ADMINISTRATIVE ASSISTANCE. BOARD MEMBERS WILL USE THESE RESULTS TO FORM QUESTIONS AND DECISION MAKING AS THEY DELIBERATE CANDIDATES FOR THE SUPERINTENDENT SEARCH.
WHERE WE ARE IN THE PROCESS? BOARD RECEIVED TEN APPLICATIONS FOR THE SUPERINTENDENT POSITION WITH MANY GREAT CANDIDATES IN THE POOL. WE HAVE DECIDED TO MOVE FORWARD WITH INTERVIEWING FIVE OF THE TEN CANDIDATES.
WE WILL HAVE TWO ROUNDS OF INTERVIEWS BOTH INTERVIEW ROUNDS WILL TAKE PLACE IN JANUARY. IF TIMELINES GO AS PLANNED, WE LOOK FORWARD TO MAKING AN OFFER BY THE END OF JANUARY.
ONCE AN OFFICER IS ACCEPTED, WE WILL POST NOTICE OF PUBLIC HEARING ON THE PROPOSED CONTRACT AND POST THE CONTRACT ON THE SCHOOL'S WEB SITE TEN DAYS PRIOR TO THE HEARING.
CONTRACT POSTING WILL HAD BEEN MID TO END OF FEBRUARY WITH START DAY THAT IS NEGOTIABLE BUT NO LATER MAN IN JULY 31, 2024.
THE COMMUNITY QUORUM WILL BE LISTED AS WELL AS THE NAMES OF THE PARTICIPATE OF PARTICIPANTS AND AVAILABLE TO THE PUBLIC AFTER INTERVIEWS WITH CANDIDATES HAVE BEEN CONCLUDED.
THIS IS TO PRESERVE THE INTEGRITY OF THE SEARCH PROCESS.
THIS IS BEING BROUGHT FORWARD AS THERE HAVE BEEN MANY QUESTIONS RAISED TO BOARD MEMBERS IN GENERAL ABOUT THE QUORUM AND THE INFORMATION THAT WAS GATHERED. SO WE WANTED TO MAKE SURE AND
[4. Consent Agenda]
TAKE THAT AVAILABLE AND COMMUNICATE WHERE WE ARE IN THE PROCESS. SO WITH THAT, MOVING TO SECTION 4 ON THE CONSENT AGENDA, AS THERE ARE NO INDIVIDUALS SIGNED UP TO SPEAK THIS EVENING. THERE ARE FIVE ITEMS PRESENTED ON THE CONSENT AGENDA. ITEM 4.01, BOARD MINUTES.4.02, CERTIFIED AND STAFF REPORTS.
4.03, CLAIMS, PAYROLL, WERE SALARY REDUCTION AGREEMENT, 4.04, TEACHER APPRECIATION GRACE GRANT AUTHORIZATION AND 4.05, PAYMENT AUTHORIZATION. I WOULD LIKE TO TAKE A MOTION TO APPROVE EACH ITEM BY CONSENT. A MOTION 4.01 BY CON SPENT I

IT PASSES 5-0. MOTION TO APPROVE ITEM 4.04 BY CONSENT. DO I HAVE A MOTION.
>> I MOVE TO APPROVE 4.04 AS PRESENTED.
>> SECOND. >> ALL IN FAVOR OF APPROVING 4.04, SAY AYE? OPPOSED, SAY NAY.
MOTION PASSES 5.0. MOTION TO APPROVE ITEM 4.05 BY

>> ALL RIGHT. ALL IN FAVOR, SAY AYE.
OPPOSED, SAY NAY. MOTION PASSES 5.0.
NOW PRESIDENT KEGLEY. >> I WILL ASK MR. TAYLOR TO COME FORWARD. PART OF THE CERTIFIED AND STAFF REPORT OF HIRING A NEW PRINCIPAL AT FALL CREEK JUNIOR HIGH.
FILL YOU IN ON MR. RYAN. THANK MR. TIM MAKIN FOR COMING OUT OF RETIREMENT. HE WENT NINE WEEKS LONGER THAN HE THOUGHT HE WAS GOING TO BE, BUT WE CERTAINLY APPRECIATE HIM LEADING THE BUILDING WHILE WE FOUND A PERMANENT LEADER.
THANK YOU, IN MAKIN. MR. TAYLOR.
>> OUR HONOR TO BRING FORWARD A REINTRODUCTION OF MICHAEL RYAN.
HE WAS IN HERE A COUPLE OF YEARS AGO AS GOT HIM OVER TO FALL CREEK JUNIOR HIGH AS ASSISTANT PRINCIPAL AND BROUGHT EXPERIENCE FROM BROWNSVILLE SCHOOL. HE WAS A TIGER AT FISHERS HIGH SCHOOL BEFORE THAT. AND BEFORE THE TIGER TOWN, PIKE WITH A NUMBER OF DIFFERENT LEADERSHIP EXPERIENCES.
HE BRINGS A WEALTH AND KNOWLEDGE AND EXPERIENCE, AND WE ARE VERY EXCITED TO HAVE HIM AS OUR NEW FALL CREEK JUNIOR HIGH FRANKLIN PAL. I ASKED HIM TO COME FORWARD.
HE DOESN'T HAVE TO SAY A SPEECH, BUT I THOUGHT IT WOULD BE A GOOD
WELL, THANK YOU FOR THE OPPORTUNITY.
I AM REALLY EXCITED. I ENJOYED BEING IN THE SCHOOL FOR THE LAST COUPLE OF YEARS AND LOOK FORWARD TO GOING INTO THIS NEW ROLE. UP CAN'T ECHO WHAT DR. KEGLY SAID ENOUGH. I ENJOYED WORKING FOR MR. MAKIN AND WE GAVE ME THE OPPORTUNITY TO LEARN UNDER HIM AND HOPEFULLY MAKE FOR A SMOOTH TRANSITION AND I APPRECIATE YOUR CONFIDENCE FOR
LETTING ME DO THIS. >> DO I SEE YOUR FAMILY BACK
TWO BUYS IN SPORTS THIS EVENING. BUT ANY NINE-YEAR-OLD AND MY WIFE IS HERE. AND WILL MAKIN IS ALMOST LIKE FAMILY TO US. UNCLE TIM.
>> HE IS LIKE THAT FOR ALL OF US.
>> CONGRATULATIONS. >> YOU ARE WELCOME.
[5. Information Items]
>> MOVING ON TO INFORMATION ITEMS, 5.01.
POLICY FIRST READ. YOU GET TO COME BACK UP, MR.
RYAN TAYLOR. >> I HAD TO GET THE READERS.
ALL RIGHT. SO LAST WEEK WE MET IN POLICY COMMITTEE AND PRESENTED TWO POLICIES FOR A FIRST READ.
THE FIRST ACTUALLY ORIGINATED FROM OUR BARGAINING THIS FALL.
AND THAT WAS DEALING WITH MILEAGE.
AS WE WERE PEELING THAT BACK, WE HAD UNCOVERED THAT OUR MILEAGE RATE WAS $.45 PER MILE AND THAT WASN'T SOMETHING WE COULD NECESSARILY BARGAIN. WE THOUGHT THAT WOULD BE APPROPRIATE TO BRING FOR A FIRST READ AND OUR GOAL IS TO BRING OUR MILEAGE REIMBURSEMENT RATE TO THE PUBLISHED IRS CHART, STANDARD. CHANGING THE WORDAGE AS WE HAVE DONE IN THE PROPOSED FIRST READ, THIS WILL MAKE IT SO WE DIDN'T HAVE TO GO BACK TO THAT YEAR AFTER YEAR AFTER YEAR.
DID A LITTLE RESEARCH WITH OUR BUSINESS FOLKS TO SEE WHAT THE NET EFFECT OF THIS WILL BE. AND ROUGHLY BE -- IF WE WERE TO
[00:20:04]
HAVE THE SAME MILEAGE THAT WE DID LAST YEAR WITH THE PUBLISHED IRS RATE, THAT WOULD HAVE COST AN ADDITIONAL $12,000 JUST FOR POINT OF REFERENCE. THAT IS PRESIDENT.BUT -- SO WE WANTED TO MAKE SURE WE PRESENTED THAT FOR FIRST READ. IF YOU HAVE ANY QUESTIONS.
>> JUST TO CLARIFY, WE ARE TAKING THE ACTUAL NUMBER OUT.
SO WE WILL -- SO THE LANGUAGE -- IF IT CHANGES, WE AUTOMATICALLY WILL CHANGE WITH THAT. THAT'S CORRECT?
>> WE WANTED TO MEET THAT INDUSTRY STANDARD.
THAT WILL AFFECT TEACHERS WHO WE HAVE TRAVELING FROM BUILDING A BUILDING. THAT WILL AFFECT OUR PERSONAL SUBS, GEOGRAPHIC LOCATION WHERE THEY DEPLOY FROM AND GET DEPLOYED IN THE MORNING. AND ANYONE DOING PROFESSIONAL DEVELOPMENT. SAY THEY WENT TO DOWNTOWN INDY, THAT WILL AFFECT YOU FOLKS AS WELL.
SO WHEN ANYBODY IS REQUESTING REIMBURSEMENT, THAT WILL IMPACT.
>> AND REAL QUICK, WHAT IS THE CURRENT RATE RIGHT NOW?
THE NEXT ITEM UP FOR A FIRST READ DEALS WITH THE TEXTBOOK RENTAL FEES. OBVIOUSLY WE ARE COMPLIANT WITH THE LAWS. WE DID NOT CHARGE STUDENTS FOR TEXT BOOK RENTAL OR RENTAL FOR LAPTOP OR SIMILAR TYPE MATERIALS AND WHAT THE PURPOSE OF THIS POLICY FIRST READ HERE AND THE RECOMMENDATIONS WOULD BE -- WE ARE COMPLIANT IN PRACTICE.
NOW WE WILL BE COMPLIANT WITH THE LAW.
SO BASICALLY TAKING SOME OF THAT STATE STATUTE AND MAKING THAT EMPHASIS THAT IT IS AT NO COST AND WE CAPTURED THAT INTO THE
RECOMMENDED POLICY. >> CAN WE REITERATE WHAT THOSE ITEMS ARE. ANYTHING HAVING TO DO WITH MATERIALS IN THE CLASSROOM? SO BOOKS, TEXTBOOKS -- THAT IS THE SAME THING, TEXTBOOKS, BOOKS, MAGAZINES.
IS IT ALL THE ELECTRONIC STUFF AS WELL?
ALL OF IT? >> YEAH, AND THERE WILL BE SOME EXCEPTIONS BECAUSE OF THAT WITH CERTAIN CLASS SELECTIONS AND VOLUNTARY COURSEWORK AND ANYTHING ON THE EXTRACURRICULAR KIND OF THING. SOME EXPENSES OUT THERE BUT GENERALLY SPEAKING THE MAJORITY OF OUR PARENTS NOT PAYING
MATERIAL FEES. >> WHAT ABOUT LAB WORK AND, FOR EXAMPLE, I KNOW -- SOME CLASSES YOU HAVE TO HAVE -- LIKE WELDING. I KNOW IT IS A CLASS IN OUR SCHOOL. THEY GOT TO GET, LIKE, JACKETS AND ALL THAT KIND OF STUFF. IS THAT COVERED OR AN ADDITIONAL
COST TO THE FAMILIES. >> SPECIFICS, I BOO HAVE TO GET
HONESTLY DETAILS. >> GYM UNIFORMS BECAUSE REQUIRED TO PARTICIPATE IN P.E. ANY ELECTRONIC TEXTBOOK THAT IS LOADED ON THE IPAD THAT WILL BE INCLUDED IN THE YEARLY TEXT BOOK RENTAL FEES THAT YOU WOULD HAVE GOTTEN BEFORE TO GET THE LICENSES FOR THOSE THINGS ARE ALL INCLUDED AS WELL.
>> AND SO I KNOW SOME CLASS ALSO SAY, HEY, WE WILL USE THIS APP.
BUT I AM JUST ASKING BECAUSE I DON'T KNOW DR. KEGLEY OR MR. TAYLOR, DO THEY HAVE THAT THEY HAVE TO PAY FOR APPS OR THEY DON'T USE THEM IN OUR SCHOOL DISTRICT.
>> NO. NO APPS, LIKE A TEACHER SAYS YOU HAVE TO BUY THIS. NO, WE DON'T DO THAT.
>> IN GENERAL, MISS MADISON, YOU CAN CHIME IN AS NEEDED, BUT ANY MATERIAL THAT IS REQUIRED FOR THE STUDENT TO HAVE THEIR EDUCATIONAL EXPERIENCES WHAT IS COVERED UNDER THE NEW STATE LAW AND THE NEW FUNDING THAT THE STATE PROVIDES.
SO THE PARENTS DON'T EXPERIENCE COST.
IS THAT FAIR? >> YES, THEY ARE ONLY RESPONSIBLE FOR EXTRACURRICULAR ACTIVITIES AND ALSO ANY DAMAGED
THANK YOU. >> IS THIS -- IS THE LANGUAGE HERE AS FAR AS THE DEFINITION IN THE FIRST PARAGRAPH, THAT COPIED DIRECTLY FROM THE STATE, THE LAW?
WE WORKED FROM ONE CH CHRIS GREISEL, OUR BOARD
ATTORNEY TO CRAFT THIS FOR US. >> GREAT.
THANK YOU FOR YOUR TIME. >> THANK YOU SO MUCH.
NEXT UP, 5.02, FARM LEASE INFORMATION AND TIMELINE UPDDAT.
>> I THINK I AM GOING TO DO THIS IN PLACE OF KATIE TONIGHT.
AS SOME OF THE BOARD MEMBERS MAY KNOW, WE HAVE A HISTORICAL PRACTICE OF FARMING OUT CERTAIN LAND THAT WE OWN.
WE HAVE TWO PROPERTIES. ONE AT 136TH STREET BET BETWEEN SINTHEON AND PRAYER BAPTIST THINKS AND ANOTHER BETWEEN DURBIN AND PRAIRIE BAPTIST.
[00:25:05]
HISTORICALLY WE PUT THEM OUT TO BID, AND ALLOW FARMERS TO CROP FOR TWO-YEAR PERIODS FOR CASH RENT LEASES AND THE LAST LEASE WE HAVE IN PLACE WAS EXPIRING, SO WE ARE STARTING THE PROCESS OF PROVIDING NOTICE, COLLECTING INFORMATION FROM FARMERS WITH THE INTENT OF BRINGING IT BACK TO THE BOARD BEFORE THE FEBRUARY BOARD MEETINGS SO IT WILL BE IN PLACE FOR THE MARCH THROUGH THE END OF THE YEAR SEASON. IF YOU HAVE ANY QUESTIONS, I WILL BE HAPPY TO ANSWER THEM TO THE EXTENT WE CAN.WANT TO LET YOU KNOW STARTING TO KICK OFF THE PROCESS AND BEGINNING THE NEXT TWO-YEAR HUR
HURDLE. >> ANY QUESTIONS FROM THE BOARD? ALL RIGHT. ITEM IS TABLED.
MR. DOWLING IS OUT SICK. ANY FINANCIAL INFORMATION IS ONLINE. LOADED ON BOARD DOC AND WE WON'T
[6. Action Items]
HAVE A PRESENTATION UNLESS SOMEONE ELSE IS DOING THE PRESENTATION THAT WE ARE NOT AWARE OF.NO. ACTION ITEMS. 6.01. REQUEST PERMISSION TO SOLICIT BIDS FOR E-RATE NETWORK UP GRADES.
MR. JEFF HARRISON. >> GOOD EVENING, EACH YEAR PART OF OUR TEN-YEAR TECHNOLOGY PLAN, WE GO AHEAD AND UPGRADE NETWORK EQUIPMENT THROUGHOUT OUR BUILDINGS.
THIS COMING SUMMER, OUR PROJECT TO UPGRADE THE WIRELESS AT FISHERS HIGH SCHOOL. WE ARE COMING TO YOU TO ASK PERMISSION TO REQUEST OUT BIDS FOR THIS PROJECT.
THIS IS JUST FOR BID TO REQUEST THE BIDS.
ONCE WE HAVE THE BIDS AND ALL COMPILED PROBABLY IN JANUARY, FEBRUARY, WE WILL BRING THEM TO YOU, THE BID THAT WE ARE GOING TO RECOMMEND FOR YOU TO TAKE ACTION ON.
WE ARE EXPECTING THIS WILL BE ABOUT A $ 50,000 PROJECT THAT IS BUILT INTO OUR TEN-YEAR PLAN. A E-RATE PROJECT, 40% OF THAT WILL BE REFUNDED BACK TO US AFTER WE PAY THE BILLS AND SUBMIT IT FOR REIMBURSEMENT. WE EXPECT TO GIVE $100,000 BACK WHICH HELPS US WITH THE TEN-YEAR PROJECTS.
>> CAN YOU -- CAN YOU GET INTO THAT A LITTLE BIT MORE OR MISS DONSBOT OF THE REIMBURSEMENT AND HOW ARE WE
REIMBURSED? >> IT IS A FEDERAL PROGRAM.
AND THE 40% IS BASED ON OUR FREE AND REDUCED LUNCH POPULATION AND THAT THE THRESHOLD WE ARE AT. WE WORK AND SUBMIT OUR PROJECTS AND SUBMIT THEM AHEAD OF I AM OF WHAT WE ARE EXPECTING TO DO AND AFTER THAT WE CAN TAKE THE BIDS OUT.
AND IT GOES THROUGH A REVIEW PROCESS.
WE TAKE TRUE BR--RUBRICS TO ANALYZE THE BRIDGE AND GET ACTION TO REIMBURSEMENT. TIMINGS IT IS DELAYED.
>> THIS IS DUE TO CONNECTIVITY. WI-FI.
I DON'T KNOW IF WE USE ETHERNET BOARDS BUT JUST THE CONNECTION?
>> THIS IS JUST THE WIRELESS ACCESS POINTS.
NEXT YEAR WE WILL BRING FORWARD BIDS FOR UPGRADING NETWORK GEAR SUCH AS THE SWITCHES -- ETHER, BUT THIS IS SPECIFICALLY WIRELESS ACCESS POINTS AT FISHERS HIGH SCHOOL.
>> WHEN WAS THE LAST TIME WE DID THE ACCESS POINTS FOR HSE HIGH SCHOOL? WAS THAT WHEN.
>> COUPLE OF YEARS AGO. WE HAVE EVERYTHING STAGGERED TO TAKE -- ONE HIGH SCHOOL IS A PROJECT ITSELF SO WE HAVE
EVERYTHING STAGGERED OUT. >> SURE.
>> THE HIGH SCHOOLS GET REPLACED EVERY FIVE OR SIX YEARS.
FISHERS HSE HIGH SCHOOL IS RIGHT BEHIND US NEXT YEAR TO.
>> ALL RIGHT, THANKS. >> DOES THIS HAVE ANYTHING TO DO -- I AM NOT TECH SAVVY -- DOES THIS HAVE ANYTHING TO DO WITH
THE TOWERS WE HAVE AROUND? >> NO.
>> DO I HAVE MOTION TO APPROVE THE ITEM 6.01 AS PRESENTED?
>> I MOVE TO APPROVE ITEM 6.01, THE PERMISSION TO SOLICIT BRIDGE FOR E-RATE NETWORK UPGRADES AS PRESENTED.
ANY FURTHER DISCUSSION? SEEING NO FURTHER DISCUSSION.
CALLING FOR A VOTE. ALL IN FAVOR OF APPROVING ITEM 6.01, REQUEST FOR PERMISSION TO SOLICIT BIDS FOR E-RATE NETWORK UPDATES SAY AYE. OPPOSED, SAY NAY.
MOTION PASSES 6-0. JUST RECOGNIZING THAT MISS SARAH PARKS-REESE HAS ENTERED THE ROOM AND SITTING AT THE DAIS AND SIX REPRESENTATIVES OF THE BOARD REPRESENTING OF 6.02.
NEW COURSE PROPOSAL WITH MICHELLE -- MISS MICHELLE
[00:30:01]
BRITMON IT. >> THIS AUTO EVENING WE ARE REQUESTING APPROVAL OF NEW COU COURSES. AND CHANGES IN THE COURSE GUIDES AND PREPARATION FOR SCHEDULING WHICH WILL BEGIN NEXT MONTH FOR THE FOLLOWING SCHOOL YEAR. INDIANA HAS FULLY LAUNCHED THE NEXT LEVEL PROGRAMS OF STUDY WITHIN 2022-'23 SCHOOL YEAR.
CONSISTENCY, QUALITY AND INTENTIONALITY OF CTE INSTRUCTION ACROSS INDIANA AND SUPPORTS THE GRADUATION PATHWAYS REQUIREMENTS NEXT LEVEL PROGRAMS OF STRUCTURE TO DELIVER THE BENEFITS AVAILABLE THROUGH CTE REDESIGN THAT CAN LEAD TO INDUSTRY CERTIFICATION AND TECHNICAL HONORS DISTINCTIONS.
DETAILED INFORMATION HAS BEEN PROVIDED PERTAINING TO EACH COURSE AS OUTLINED BY NEW GUIDANCE FROM IDOE AND NEXT LEVEL STUDY REQUIREMENTS. A MASTER PATHWAY DOCUMENT O ON IDOE WEB SEATS. IT IS IMPORTANT TO NOTE THAT BOTH SCHOOLS HAVE INTENTIONALLY COLLABORATED TO MAKE SURE STUDENTS HAVE OPTIONS FOR GRADUATION AND PATHWAY REQUIREMENTS. THE COURSES THAT HAVE BEEN PRESENTED FOR REVIEW FOR HSE SOUTHEASTERN HIGH SCHOOL AND WILL BE THE COOL WITH THE EARLY CHILDHOOD PATHWAY.
FISHERS HIGH SCHOOL WILL OFFER THE EDUCATION CAREER PATHWAYS.
EARLY CHILDHOOD WOULD BE AND THAT THE DIFFERENCE BETWEEN THE COURSES. IN ADDITION TO THESE COURSES, YOU ALSO NOTED -- SHOULD -- CAN YOU CONTROL THAT UP.
IT ALSO SHOULD BE NODED THAT THIS COURSES LISTED HERE HAD A TITLE CHANGE AND OR A CODE CHANGE.
AND WE WANTED TO MAKE OUR COMMUNITY AWARE THAT THESE CHANGES HAVE OCCURRED WITH THE NEW GUIDANCE FROM NEXT LEVEL PROGRAMS OF STUDY. AND YOU WILL ALSO SEE THAT THESE COURSES ARE TWO CREDITS. THE STUDENTS WILL EARN ONE CREDIT PER SEMESTER FOR EACH OF THESE COURSES.
>> THAT'S IT. >> THESE WERE ALL THINGS WE WERE GENERALLY DOING BEFORE AND COMPLY WITH STATE STANDARDS, THINGS FOR DUAL CREDIT IF THEY ARE WORKING TOWARD A PATHWAY FOR A COLLEGE CREDIT. I THINK WE ARE FAIRLY LIMITED ON WHAT WE CAN DO AND CALL THEM AND ALL THAT KIND OF THING AND GETTING A LOT OF GUIDANCE FROM THERE, RIGHT.
THIS IS TO COMPLY ESSENTIAL. >> CORRECT.
>> THE SOFTWARE DEVELOPMENT COURSE WILL ALLOW A -- THE PRINCIPAL'S COURSE FOR THOUGH STUDENTS WHO CHOOSE TO GO DOWN THAT PATHWAY FOR THEIR GRADUATION REQUIREMENT.
THE CHILDHOOD CURRICULUM COURSES LISTED WILL SUPPORT HAMILTON SOUTHEASTERN HIGH SCHOOL AND PATHWAY FOR THOSE STUDENTS WHO
ARE DOING THE EARLY CHILDHOOD. >> THAT ARE GOOD THINGS TO OFFER. MY ONLY ROLE IS BECAUSE IT SOUNDS LIKE THEY WERE SOMEWHAT EXISTING BEFORE, THERE SHOULDN'T BE CHANGE TO FINANCIAL CONSIDERATIONS AND STAFF.
ALL OUR OWN PEOPLE ARE IN PLACE. >> NO ADDITIONAL COSTS.
AS OF RIGHT NOW NO REQUIREMENTS ADDED DUE TO THE CHANGE.
SO WE ANTICIPATE EVERYTHING REMAINING STATUS QUO.
WE HAVE SOME TEACHERS THAT WILL BE SEEKING CERTIFICATION TO CHANGE THESE DOWN THE ROADS A COUPLE OF THESE CLASSES DOWN ITS ROAD TO DUAL CREDIT TO CHANGE IT AS AN OPTION.
>> THAT WAS MY QUESTION. THE ONES, THE EARLY CHILDHOOD CLASSES, THOSE WILL NOT BE DUAL CREDIT AS WE START, BECAUSE WE HAVE TEACHERS THAT NEED TO GET THE CERTIFICATION, BUT THE INTENTION IS TO GET THEM TO BECOME DUAL CREDIT CLASSES ONCE THEY HAVE THE CERTIFICATIONS THEY NEED TO TEACH THE DUAL
THESE ARE ELECTIVE COURSES OF STUDENTS WHO NEED A FILL A SPOT ON THEIR SCHEDULES AND REQUIREMENTS FOR STUDENTS THAT NEED TO GO DOWN THE ROAD FOR THEIR PATHWAY.
>> HAVE WE HAD ANY DISCUSSIONS YET WITH UNIVERSITIES TO SPONSOR
THE DUAL CREDIT. >> I BELIEVE IVY TECH.
[00:35:05]
>> SHE STOLE MY QUESTION. [LAUGHTER] I WAS GOING TO ASK A COUPLE QUICK QUESTIONS.
DR. KEGLEY AND YOURSELF ANSWERED MY QUESTIONS EARLIER IN THE WEEK. WHAT IS THE PROCESS TO GET TO WHERE WE ARE. THE STATE CHANGES STANDARDS AND HOW DO WE KNOW TO GET TO WHERE WE ARE.
I AM ASSUMING YOU DON'T JUST WALK THROUGH THE DOOR AND SAY WE WILL CHANGE THIS. HOW DO YOU GET TO THIS.
I LOOK AT IT WE ALREADY HAVE CHILD DEVELOPMENT.
CHILD DEVELOPMENT AND ADVANCED CHILD DEVELOPMENT.
AND IF I PUT IT IN LAYMAN'S TERMS, IT IS LIKE WE ALREADY HAD IT. WE ALREADY OWNED THE CAR.
IF WE ARE GOING TO CHANGE OUT THE TIRES, WHY NOT PUT THE TIRES INSTEAD OF REMOVING THE PROGRAM AND GETTING THE WHOLE NEW CAR.
I KNOW THAT SOUNDS SILLY, BUT THAT IS THE WAY I CAN RELATE TO IT. I JUST WANTED CLARITY ON THAT WHY WE GET RID OF IT AND THEN PUT IN A NEW ONE FOR THE
PATHWAY. >> WE REALLY DIDN'T GET RID OF IT. THE TITLE CHANGED TO THE COURSE ACCORDING THE REQUIREMENTS OF THE PROGRAM OF STUDY.
ONCE THAT INFORMATION IS FILTERED DOWN FROM THE DEPARTMENT OF EDUCATION, THAT INFORMATION IS GIVEN TO -- WELL, BASICALLY ANYONE CAN ACCESS THAT BUT OUR PRINCIPALS ARE VERY SAVVY AND STAY ON TOP OF THOSE THINGS AND WORK WITH OUR DEPARTMENT CHAIRS AND MAKE THEM AWARE OF THOSE THINGS.
MOST OF THE TITLE AND BUILDING LEADERS, THEY ARE ALREADY AHEAD OF THE GAME WITH THAT. MOST SITUATIONS WHERE THINGS ARE CHANGING LIKE THIS, THE STATE WILL EXTEND AN OPPORTUNITY FOR TEACHERS AND LEADERS TO PARTICIPATE ON THEIR PANELS.
AND BE A PART AND HAVE THEIR VOICE HEARD AS THESE CHANGES ARE HAPPENING. BUT ONCE THOSE THINGS FILTER DOWN TO THE BUILDING LEVEL, THE DEPARTMENT THAT IT IMPACTS WILL GENERALLY HAVE CONVERSATIONS ABOUT WHERE WE ARE.
YOU NOVEMBER, HOW THIS ALIGNS WITH REQUIREMENTS.
AND THEN THEY WILL DISCUSS THAT AS A DEPARTMENT.
AND THEN THE DEPARTMENT AT THAT TIME WILL TAKE THAT INFORMATION TO DISTRICT DISCUSSION AND MAKE THE LARGER POPULATION AWARE OF THE CHANGES. AND THEIR INTENTIONS ON MOVING FORWARD OR ADDING OR WHAT THAT LOOKS LIKE FOR THAT PARTICULAR BUILDING. AND THEN AT THAT POINT, THAT INFORMATION IS SHARED AT THE DISTRICT LEVEL, THEIR THIS IS THE NEXT STEP IN THAT PROCESS. THEY SUBMIT A PROPOSAL TO MY TOS. WE REVIEW IT.
AND TALK THROUGH IT. A MAKE SURE WE HAVE OUR DUCKS IN
THE ROW AND PRESENT IT. >> THANK YOU FOR SHARING THAT.
THAT IS PRETTY MUCH THE PROCESS OF ALL OF OUR STUFF UNLESS IT IS A BRAND-NEW ONE. THEN IT COMES IN FOR INFORMATION, WE DISCUSS IT AND COMES NEXT TIME.
>> CORRECT. >> THE FACT THAT WE HAVE THIS AND CHANGING THE TITLE, THAT IS WHY THIS IS AN ACTION ITEM,
NO NEW DEVELOPMENT. NO TEACHER DECIDED TO TEACH BASKET WEAVING. LET'S ADD THAT.
>> THANK YOU FOR THAT. CLARIFY AGAIN AND YOU DID EXPLAIN IT, BUT IF I AM IN ENGINEERING -- AND JSE HAS DIFFERENT THINGS, THE BEST OR PROJECT LEAD THEWAY, BUT I WANT TO TAKE A CHILD DEVELOPMENT CLASS, THEY STILL HAVE THE OPPORTUNITY TO TAKE THAT AS AN ELECTIVE.
NOT JUST PART OF THE PATHWAYS, RIGHTS.
BOTH SCHOOLS, FISHER HIGH SCHOOL AND HSE.
YOU CAN TAKE CHILD DEVELOPMENT. >> IT IS NOT CALLED CHILD DEVELOPMENT ANYMORE. CALLED PRINCIPLES OF EARLY CHILDHOOD. IT IS NOT OFFERED AT ONE SCHOOL BUT HAVE THE OPPORTUNITY TO TAKE IT TO THE OTHER.
BUT, YES, THEY HAVE THE OPPORTUNITY TO TAKE IT AT THE OTHER. DEPENDING ON WHAT PATHWAY, BUT AN ELECTED CLASS, THEY WOULD TAKE THAT ENTRY LEVEL COURSE
OFFERED AT THEIR LOCATION. >> AT THEIR REGULAR SCHOOL.
>> SO TELL ME -- I KNOW YOU PRESENTED IT.
I WAS TRYING TO WRITE IT DOWN. CAN YOU SCARE THE DIFFERENCE BETWEEN THE HSE AND THE FISHERS ONE.
HSE WAS EARLY DEVELOPMENT? >> EARLY CHILDHOOD PATHWAY.
>> EARLY -- >> EARLY CHILDHOOD.
NO DEVELOPMENT. >> WHAT IS THE FISHERS ONE?
>> EDUCATION CAREERS. >> THAT IS ALREADY THERE OR NOT
>> MISS THOMAS, IF YOU REMEMBER OUR STUDENT WE HAD A LITTLE WHILE BACK THAT CAME IN AS PART OF THAT APPRENTICESHIP PROGRAM.
>> THAT WAS GOING TO BALL STATE? >> CORRECT.
SHE WOULD BE IN THE K-12 PATHWAY, NOT IN THE EARLY
SO I GUESS MY LAYMAN BRAIN LOOKS BACK TO THE CHILDHOOD DEVELOPMENT CLASSES WHERE THE KIDS THIS TO TAKE I CARE OF AN EGG OR THE ELECTRONIC -- I REMEMBER MY DAUGHTER BROUGHT HOME AN ELECTRONIC BABY FOR THE WEEKEND AND LITERALLY -- AND ALL
[00:40:04]
THOSE THINGS. ARE THOSE SKILLS AND THINGS THAT THE CHILDREN LEARNED IN THE PAST ARE STILL GOING TO BE GOING FORWARD. WE ARE JUST NOT DOING IT AS CHILD DEVELOPMENT. THAT'S CORRECT?>> CORRECT. A LOT OF THOSE SKILLS ARE STILL TRANSFERABLE TO THE NEW TITLE AND THE DOCUMENT THAT DR. KEGLEY SHARED FOR YOU ARE WHAT THE TOPICS ARE FOR THOSE COURSES.
>> I DID ANSWER YOUR QUESTION? >> I THINK SO.
THIS IS MANDATORY. WE HAVE TO SWITCH IT OVER BECAUSE IT IS THE STATE STANDARD.
>> CORRECT. THEY CREATE THIS TO MAKE A PATHWAY WHOLE. FOR OUR STUDENTS TO GRADUATE, THEY -- AND STARTING IN '24-'25, OUR SOLE PATHWAY THROUGH T THE NLPS, THE NEXT LEVEL PROGRAM OF STUDIES.
TO FULFILL THE CONCENTRATORS THAT ARE REQUIRED FOR OUR STUDENTS TO GRADUATE, THEY WILL HAVE TO COMPLETE A PATHWAY.
AND SOME STUDENTS MAY CHOOSE EARLY CHILDHOOD AS ONE OF THOSE.
>> AND WE -- YOU HAVE ALREADY CONFIRMED FOR ME.
I COULD BE ON ANOTHER PATHWAY AND WANT THE ELECTIVE.
YOU CAN TAKE THE PRINCIPALS AND THE FIRST LEVEL AND HAVE THAT.
YOU GUYS ANSWERED THEM ALL. THANK YOU.
>> ALL RIGHT. DO I HAVE A MOTION TO APPROVE
THIS ITEM AS PRESENTED? >> I MOVE TO APPROVE ITEM 6.02, NEW COURSE PROPOSAL AS PRESENTED.
>> SECOND. >> ANY FURTHER DISCUSSION OR QUESTIONS FROM THE BOARD? NO?
ALL RIGHT -- >> JUST A REAL QUICK ONE ON -- WE JUST TALKED ABOUT THE EARLY -- THE OTHER ONE WE JUST ADDED IN, THE TECHNOLOGY ONE. IS THAT ALSO AVAILABLE AS AN
>> OKAY, THANK YOU. >> CALLING FOR A VOTE.
ALL IN FAVOR, SAY AYE OF APPROVING ITEM 6.02, NEW COURSE PROPOSAL AS PRESENTED, PLEASE SAY AYE.
OPPOSED, SAY NAY. MOTION PASSES 6-0.
>> THANK YOU. >> THANK YOU SO MUCH.
>> THANK YOU FOR THE FULL DESCRIPTION, I APPRECIATE.
2024 LIABILITIES INSURANCE RENEWAL.
MR. JIMMIE LAKE. >> GOOD EVENING.
>> GOOD EVENING. SO OVER THE FAST FEW MONTHS, ME AND THE CFO, MISS DOWLING HAS BEEN WORKING ON RENEWAL INFORMATION FOR LIABILITY INSURANCE; HOWEVER, WE HAVE NOT RECEIVED A FINAL QUOTE AS OF THIS BOARD MEETING.
OUR INSURACE AGENT HAS PROVIDED AN ESTIMATED QUOTE OF WHAT IT WOULD BE APPROXIMATELY WE ARE SEEKING IMPROVEMENT TO UTILIZE THIS NUMBER FOR 2024-'25 SEEKING YOUR APPROVAL.
IF WE GET THE FINAL APPROVAL OR QUOTE, WE WOULD LIKE TO BRING IT BACK BEFORE YOU ALL IN JANUARY ON A CONSENT AGENDA.
AND LOOK FORWARD TO GET IT APPROVED THEN IF IT IS A DIFFERENT NUMBER. SO I AM SEEKING TODAY TO GET YOUR VOTE OF APPROVAL FOR THE $1.6 MILLION.
>> I THINK I CAN HELP SHED A LITTLE LIGHT ON THIS BECAUSE I HAVE BEEN INVOLVED WITH SOME OF THESE DISCUSSIONS.
FIRST OFF, INSURING A SCHOOL CORPORATION LIKE THIS IS AN UNBELIEVABLE AMOUNT OF WORK, 23 BUILDINGS, 310 BUSES, WITH ALL THESE THINGS. YOU CAN IMAGINE WHAT IT IS LIKE IF YOU JUST TRY TO INSURE YOUR CAR, YOUR HOUSE OR A BUSINESS.
TO WORK ON THESE THINGS REQUIRE AT LEAST 90 DAYS MINIMUM.
SO THANK YOU TO OUR ADMINISTRATIVE STAFF.
>> HE IS NOT. HE IS IN FLORIDA.
>> I WILL LEAVE THAT THERE. [LAUGHTER] BUT I DO HAVE -- I HAVE SOME CONCERNS OF THE LAST-MINUTE NATURE OF THIS. UNDERSTANDING WHAT IT TAKES.
I DON'T THINK THAT IS ALL FROM OUR SIDE.
THERE WERE SOME PHYSICAL CHANGES TO THE DISTRICT THAT CHANGED THE TRANSPORTATION CENTER. WE ARE PARKING BUSES IN ONE LOCATION THAT CAUSES MORE LIABILITY ISSUES, PROPERTY ISSUES AND OTHER THINGS. WE COULD BE MORE PROACTIVE ON THIS KNOWING THAT APPROVAL -- APPROVAL IS NEEDED BY A BOARD.
THIS IS REALLY OUR DUE DATE. BEFORE WE EXPIRE ON DECEMBER 31.
[00:45:06]
I BELIEVE IT IS NECESSARY TO APPROVE REGARDLESS OF WHAT THAT FINAL NUMBER IS. I BELIEVE WE WILL HAVE SOMEFINAL NUMBERS IN, CORRECT? >> YES, BEING COMPILED.
I SHOULD HAVE THAT INFORMATION WITHIN THE NEXT DAY OR SO.
>> AS FAR AS WE LOOKED AT IT, IT SEEMS IN LINE WITH WHAT RATES ARE DOING OVERALL. WE SAID IN THE PAST THAT PROPERTY RATES ARE UP 21%. OVERALL, THINGS ARE UP 18% TO 20%. THAT IS JUST THE WORLD WE LIVE IN RIGHT NOW. EVERYBODY WILL EXPERIENCE THAT WHEN HOME AND AUTO INSURANCE WILL COME UP FOR RENEWALS.
I THINK WE HAVE ABOUT A 17% TO 18% INCREASE.
I THINK THAT IS IN LINE WITH EVERYTHING.
I WOULD STILL LOVE TO SHOP AND HAVE MORE OPTIONS.
WE HAD A SHEET THAT I THINK IS ON BOARD CADOCS FOR MARKETING EFFORT. THERE WERE NO OPTIONS AT THIS TIME. I WANT TO CONTINUE TO LOOK AT THAT. SOME SPECIFIC AREAS THAT WE COULD HAVE REACHED OUT TO THAT WOULD HAVE GIVEN US SOME OPTIONS. MAY NOT BE A BETTER OPTION BUT THEY WOULD BE OPTIONS. WITH ALL THAT SAID I THINK WE UNFORTUNATELY HAVE BEEN PUT IN A POSITION WHERE WE NEED TO APPROVE THIS BECAUSE WE CAN NOT OPERATE FOR -- FOR JANUARY 10.
TEN DAYS WITHOUT INSURANCE IF WE DON'T APPROVE THIS.
AND I TOLD DR. KEGGLEY, I WOULDN'T DRIVE A CAR CARPOOL OR
310 BUSES. >> THEN I GOT TO ASK TOO.
I REACHED OUT -- THROUGH COMMERCIAL REAL ESTATE, TALKED WITH MR. ORDA TO GET -- HOW DO WE GET HERE? BECAUSE I LOOK AT -- YOU HAVE FED EX, UPS, SEMI -- YOU KNOW, CR LEADERSHIPS THAT HAVE THEIR BIG FLEETS AND BIG LOTS HAVE INSURANCE AND WHAT I UNDERSTAND AND, CORRECT ME IF I'M WRONG, IT WASN'T THE DISTRICT PART OF IT, THE LIABILITY, AND KNOWING NOW WE HAVE THE NEW BUS LOTS THAT NOW WE HAVE TO INSURE.
I HAVE A TWO-PART QUESTION. HOW DO WE GET THERE WHEN I KNOW BIG PLACES -- LIKE I SAID ATLAS VANS OR WHATEVER.
THEY HAVE TO HAVE INSURANCE. WHAT DO THEY GET TO DO AND WHY ARE WE COMING AT THE 11TH HOUR, WHETHER OUR CARRIER OR OUR AGENT OR HOW DOES THAT HAPPEN THAT WE ARE HERE AND THAT WASN'T DONE THREE TO SIX MONTHS AGO. THE SECOND PART IS AS MY UNDERSTANDING BEFORE THE BOARD APPROVED THE RENOVATIONS FOR THE BUS LOT, SOME OF THAT QUESTIONS WAS ASKED FROM OUR DISTRICT TO OUR AGENT THAT WE SHOULDN'T HAVE ANY PROBLEMS TO CORRECT GETTING THAT INSURED AND THE ANSWERS WERE, YES, NO PROBLEM.
WE SHOULDN'T HAVE A PROBLEM. SO AGAIN, SORRY TO PUT YOU ON THE SPOT HERE. BUT HOW ARE WE HERE TODAY
WITHOUT A BONDABLE NUMBER? >> THAT WAS A QUESTION WE HAD AS WELL. AND WHAT IT CONCENTRATION OF THE BUSES THAT LIBERTY WAS LOOKING AT.
THAT WAS THE ANSWER WE GOT. WE DID PROVIDE THE INFORMATION 90 DAYS PLUS LIKE-LIKE SEPTEMBER.
THAT INFORMATION -- INFORMATION WAS PROVIDED.
ANSWERS WERE PROVIDED. AND FOR SOME REASON, THE REINSURANCE PART FOR THAT LOT AND THEY CONSIDERED THAT ALMOST A FLOOD PLAIN AS WELL. THAT CONCERNED THEM SO THEY WENT OUT TO KIND OF SHOP FOR COVERAGE FOR THAT LOT.
THOSE ARE THE ANSWERS WE GOT. AND THAT'S HOW WE GOT THERE.
WE ARE WAITING ON LIBERTY, THE CARRIER.
>> I WOULD JUST ADD THAT YOU ARE CORRECT.
WE -- PRECONSTRUCTION SOUGHT OUT, YOU KNOW, ARE WE GOING TO BE OKAY WITH THIS AND DID WE SEE APPROVAL ON THAT BEFORE WE EVER
DID SOMETHING. >> WHO GIVES US THAT APPROVAL,
THE AGENT THAT WE WORK WITH? >> THAT IS MY UNDERSTANDING,
YES. >> ANOTHER PART OF THIS IS -- AND, AGAIN, CORRECT ME IF I'M WRONG -- WE CURRENTLY AS YOU ARE SPEAKING TO US TODAY, WE DON'T HAVE ANYTHING BINDABLE.
WE HAVE THE QUOTES. IF WE LEAVE HERE TODAY GIVING APPROVAL TO GO -- TO MOVE FORWARD AND THEY COME BACK AND SAY, SORRY, IT'S NOT $1.6 MILLION.
AFTER WE RUN THE NUMBERS 2.9 MILLION.
I AM JUST MAKING UP A NUMBER. TONIGHT, WE JUST APPROVED YOU TO
ACCEPT THAT, THAT'S CORRECT? >> WELL, NO, I HAVE TO BRING IT
>> I BELIEVE IF WE WE VOTE TO APPROVE THIS, THE INSURANCE RENEWAL, WE WILL GIVE YOU AUTHORIZATION OR MISS DOWLING OR ANYBODY TO SIGN IT AND SAY, YES, PINED IN QUOTE.
SPA BECAUSE DECEMBER 31 AT 11:59 AT NIGHT.
[00:50:02]
ONCE IT SWITCHES TO 12:00, WE HAVE NO INSURANCE.BUT AS FAR AS I KNOW, NONE OF US IS COMING BACK OVER CHRISTMAS
BREAK FOR A BOARD MEETING. >> JUST MY OPINION.
I BELIEVE WE NEED TO GIVE -- GIVE OUR ADMINISTRATION THE AUTHORITY TO BIND WHATEVER COMES IN.
I KCAN'T EMPHASIZE ENOUGH WE AR IN A BAD POSITION.
WE NEED TO AUTHORIZE SOMETHING. WHATEVER THAT NUMBER IS.
AND THEN WE NEED TO CONTINUE TO WORK.
AND WE HAVE ONE QUESTION WHEN WE SPOKE EARLIER.
ANY MINIMUM PREMIUM TERMS? ESSENTIALLY ARE WE LOCKED INTO THIS THING FOR A SET AMOUNT OF TIME.
SOME WILL BE 90 DAYS AND FLOUNDER, THAT KIND OF THING.
>> I WILL HAVE TO GET BACK TO YOU.
I DON'T KNOW THE ANSWER TO THAT. >> HOPEFULLY NOT, BUT THERE IS A CHANCE AS SOON AS WE SAY YES, OWE 25% WHICH WOULD LIMIT US -- NOT TERRIBLY BECAUSE TAKE THREE MONTHS TO SHOP IT ANYWAY, BUT I WOULD RECOMMEND THAT WE CONTINUE TO LOOK.
>> I UNDERSTAND THAT. BUT I WOULD LIKE TO POINT OUT, THOUGH, TOO. EVEN IN MEDICAL -- AND I KNOW IT IS DIFFERENT -- IF YOU END UP LOSING YOUR INSURANCE YOU FALL INTO A COBRA FOR A PERIOD OF TIME.
THEY DON'T OFFER? I AM PUTTING IT OUT THERE SO THE PUBLIC UNDERSTANDS WE CAN'T JUST PAUSE AND TRY -- THERE IS NO OTHER OPTION. OUR HANDS ARE PRETTY MUCH TIED TODAY THERE IS NO OTHER OPTION AND EVEN IF WE SAID, HEY, LET'S PUT A CAP ON IT AND IF IT COMES BACK TO US AT $2 MILLION.
CAN'T GO ANY FURTHER, IT DOESN'T MATTER, WE WILL COME BACK AND VOTE ON IT. WE WILL HAVE TO ACCEPT IT ANYWAY BECAUSE WE CAN'T RUN OUR DISTRICT WITHOUT INSURANCE, CORRECT? CORRECT.
>> PUTTING OUT THERE SO EVERYBODY LISTENING UNDERSTAND WHEN WE APPROVE THIS TODAY -- KNOCK ON WOOD -- WE ARE DOING IT -- I AM DOING IT BEGRUDGINGLY, I AM JUST GOING TO SAY.
>> JEFF, SISTER POSSIBLE TO PULL UP THE INSURANCE PARTNERS? SHOW THERE ARE 11 CARRIERS QUOTED.
OF THE 11, NINE OF THEM DECLINED.
THEY COULDN'T COMPETE WITH LIB BETTER MUTUAL PRICING.
ONLY TWO THAT OFFERED OUT PRICING.
NOT LIKE WE DIDN'T SEARCH OUT SHY AND LOW FOR VARIOUS OPTIONS
ON THE TABLE. >> SOME OF THEM, TOO, JUST TO BE CLEAR DON'T DO THIS KIND OF INSURANCE BUT UNFORTUNATELY THEY
COULDN'T TAKE IT ON. >> NO, EVERYONE CAN.
>> EVERY ONE THAT WAS ASKED DOES THIS TYPE OF OPERATION.
I THINK THERE IS ONE -- >> I MEAN THE WHOLE DISTRICT? I THOUGHT IT WAS -- I UNDERSTAND.
BUT WHAT I AM SAYING THAT WHOLE LIST AND THEN, CORRECT ME IF I'M WRONG, THAT WHOLE LIST OFFERS INSURANCE, YES.
BUT DO THEY DO THE WHOLE ENTIRE PACKAGE OR SOME OF THEM WILL
ONLY DO THE TRANSPORTATION PART? >> ALL OF THEM ACCEPT ONE DOES THE WHOLE PACKAGE. ONE OF THEM DOES WORKER'S COMP
ONLY. >> THANK YOU FOR CORRECTING ME.
>> EVERY INSURANCE AGENCY REPRESENTS OVER 100 CARRIERS.
THEY ARE GOING TO PULL OUT THE TOP TEN OR 12 THAT THEY THINK COULD WRITE THIS. THEN YOU GIVE THEM A PREMIUM GOAL. 1. 3 LAST YEAR.
OUR GOAL IS 1.3 MILLION. AND WE WILL RUN THE INITIAL NUMBER, AND IF THEY CAN HIT 1.3 OR LOWER, THEY WILL BE DECLINED.
AND THEY DON'T WANT TO WASTE THEIR TIME.
THERE IS A CHANCE THEY COULD HAVE WRITTEN IT FOR $1.6 MILLION, $177 MILLION, AND $1.8 MILLION.
IF THE TARGET IS $1.3 MILLION, AND IF THEY SAY $1.5 MILLION, IT IS A LOT OF WORK. WE NEED TO ASK OUR AGENT.
>> GOING FORWARD AND HOPEFULLY WORKS OUT TO THAT $1.6 MILLION THAT YOU ARE SAYING. IF WE ARE STILL SHOPPING AFTER JANUARY, WHAT IS THE PENALTY. A PENALTY IF WE PULL OUT OR STUCK WITH THIS FOR THE FIRST YEAR AND HOW DO WE NOT GET TO
THIS SPOT NEXT YEAR. >> THAT IS A GOOD QUESTION.
I AM GOING TO GET BACK TO YOU ON THAT.
>> SO IN 2024, NEXT YEAR, WE ARE GOING TO PUT THIS OUT FOR RFP, THE ENTIRE BOOK OF BUSINESS ON OUR LIABILITY INSURANCE SO WE DON'T GET INTO THIS SITUATION THIS TIME NEXT YEAR.
I THINK BEN ALREADY ALLUDED A LENGTHY PROCESS FROM A LIABILITY TO WALK EVERY BUILDING TO ASSESS ALL OF THE EQUIPMENT WE HAVE, EVERYTHING FROM SOUP TO NUTS TO PUT A PRICE TAG TO IT AND INSURER IT. IT IS GOING TO BE A LAB BORE RUSS PROCESS AND SOMETHING IF WE SAVE ADDITION SAL MONIES FOR OUR DISTRICT, THAT -- THAT IS DEFINITELY KEY AND TOP IN MIND.
DOLLAR SAVING PREMIUM, WE HAVE AN AGENT THAT UNDERSTANDS SCHOOLS AND OUR RISKS AND GIVING US EVERYTHING FROM CYBER LIABILITY TO EMPLOYMENT PRACTICES AND ALL THE THINGS
[00:55:01]
THAT WE NEED THAT ARE KIND OF UNIQUE TO SCHOOLS.AND I CAN'T PRETEND I EVEN KNOW ALL OF IT.
I DON'T INSURER THIS TYPE OF THINGS, AND THERE ARE EXPERTS THAT DO. I AM NOT SAYING THAT OUR AGENT IS NOT ONE OF THOSE -- HE COULD BE.
I AM FINE. WISH WAS HERE TO ANSWER SOME OF THOSE QUESTIONS BUT I THINK WE NEED TO SHOP IT, DO A RFP AND
CHECK THE MARKET. >> MADAM PRESIDENT, MAY I ASK THAT YOU TAKE OUR VOTE ONE AT A TIME FOR THIS ITEM, PLEASE.
>> I SURE CAN. DO WE HAVE A MOTION TO PRESENT -- TO APPROVE 6.03, LIABLE INSURANCE RENEWAL AS PRESENTED?
>> I WILL MOTION TO APPROVE THE 2024 LIABILITY INSURANCE RENEWAL
ANY FURTHER DISCUSSION OR QUESTIONS?
>> I JUST WANT TO CLARIFY, AGAIN, AS FAR AS MY CONVERSATIONS WITH OUR ADMINISTRATION THAT THEY HAVE DONE EVERYTHING IN THEIR POWER TO GET THIS DONE.
THEY HAVE DONE AN EXCELLENT JOB. THEY FOLLOWED UP.
THEY ASKED ALL THE QUESTIONS WE HAVE.
I BELIEVE THIS -- THIS GOES BACK MORE TO THE AGENCY AND THE CARRIER ARE MY CONCERNS. I WANTED TO MAKE IT CLEAR OUR ADMINISTRATION HAS DONE EVERYTHING THAT THEY CAN DO.
>> I JUST WANT TO THANK YOU, MR. ORR FOR SHARING YOUR EXPERTISE ON THE SUBJECT AND ALL THAT.
ALL RIGHT, GOING TO CLOSE DISCUSSION AND CALL FOR A VOTE.
>> YE /* /* YES. >> SUZANNE THOMAS.
>> I WANT TO SAY ONE THING. THANK YOU TO MR. ORR AND OUR ADMINISTRATION FOR HARD WORK TO GET US TO THIS POINT.
I AM VERY MUCH BEGRUDGINGLY VOTING YES BECAUSE I KNOW WE CAN'T HAVE OUR DISTRICT WITHOU INSURANCE, BUT I AM COMPLETELY AGAINST THE POSITION THAT WE ARE IN RIGHT NOW.
SO MY VOTE IS YES. >> UNDERSTANDABLY SO.
I AM A YES. MOTION PASSES 6-0.
FJH CHILLED WATER REPLACEMENT LABOR CONTRACT.
>> THANK YOU FOR LET ME HERE TO PRESENT THIS PACKAGE.
TWO CHILLERS AT FISHERS JUNIOR HIGH THAT ARE AT THE END OF THEIR CYCLE. INSTALLED IN 1978.
THE FEDERAL GOVERNMENT HAS BANNED THE REFRIGERANTS USED IN THESE CHILLERS AND THESE CHILLERS ARE 45 YEARS OLD.
AUGUST OF THIS YEAR, THE BOARD PERMITTED ME TO PURCHASE TWO CHILLERS THROUGH THE OMNI CO-OP THAT I DID WITH ROUGHLY $350,000. I'M HERE TONIGHT TO -- THAT WE REQUESTED BIDS FOR IN PROJECT, AND LEACH AND RUSSELL LOWEST RESPONSIVE BID AT $508,000. THIS PROJECT IS GOING IN CONJUNCTION WITH THE ENDING OF THE RENOVATION.
THROUGH THE RENOVATION THEY ALSO PURCHASED A COOLING TOWER.
AND AT THIS SCHOOL, IT'S A LITTLE TOUGH DESIGN WITH THE WAY THEY INSTALLED IT. SO ALL THREE ARE IN LINE.
SO YOU HAVE A CHILLER, CHILLER, COOLING TOWER.
AND SO IT MAKES SENSE TO DO IT ALL AT THE SAME TIME, BECAUSE IF WE CHANGED ONE CHILLER AT THIS TIME, WE STILL HAVE TO MOVE THE COOLING TOWER. IF WE CHANGED THE OTHER -- SO THAT'S WHY WE DID IT IN CONJUNCTION.
I'M HERE TO REQUEST YOUR APPROVAL TO ISSUE THE INSTALLATION CONTRACT TO LEACH AND RUSSELL TONIGHT.
>> ALL RIGHT, DO WE HAVE A MOTION TO APPROVE THE CHILLED WATER REPLACEMENT LABOR CONTRACT?
>> I MOVE TO APPROVE LEACH AND RUSSELL MECHANICAL FOR THE CHILLED WATER PLANT AT FISHERS JUNIOR HIGH SCHOOL AS PRESENTED.
>> SECOND. >> I HAVE A SECOND.
CALLING FOR A VOTE. ALL THOSE IN OF APPROVING 6.04 SAY YAEA. OPPOSED, SAY NAY.

LAST WEEK CHILLER ONE WAS REPLACED.
THE END OF ITS LIFE CYCLE. INSTALLED IN 1988 WHICH IS 35 YEARS OLD. THE FEDERAL GOVERNMENT HAS BANNED THIS REFRIGERANT ALSO. IN MAY OF THIS YEAR, THE BOARD PERMITTED ME TO BUY THE CHILLERS THROUGH THE CO-OP WITH TRAINE

THE TOTAL -- TOTAL COST WITH THE HARD AND SOFT IS 581,632.

I DON'T HAVE ANYTHING NEW TO REPORT BUT LAST FACILITIES MEETING AND A COUPLE OF TIMES AGO WAS SOMEWHAT RELATED AND I THAT OUT I WOULD SHARE IT WITH THE PUBLIC. I REALLY APPRECIATED GOING THROUGH THE PROCESS OF HOW WE BID LARGER FACILITY PROJECTS.
IT IS NOT JUST THE LOW BIDDER. SOMEBODY WAS APPARENT LOW BIDDER AND CORRECT ME IF I'M WRONG, ONLY 50% OF THE WAY.
SO THE OTHER 50% IS THEIR -- IS THEIR EXPERIENCE.
THEIR EXPERIENCE WITHIN THE DISTRICT.
THEIR INVOLVEMENT WITHIN THE COMMUNITY.
A WHOLE SET OF OTHER FACTORS. I KIND OF WANTED TO POINT THAT OUT. I ENCOURAGE EVERYBODY TO GO TO OUR FACILITIES MEETINGS. THEY ARE FANTASTIC.
IF YOU CAN'T, THERE ARE SOME GREAT THINGS.
THE OTHER PART WAS, TALKED ABOUT LOSING BIDDERS WITH THE PROCESS.
AND MR. WRAP AND WENT OUT AND MET WITH THEM.
