[1. Meeting Opening]

[00:00:08]

GOOD EVENING, EVERYONE. WE WILL GET STARTED. PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS. ONE NATION, UNDER GOD, WITH LIBERTYAND JUSTICE FOR ALL .

>> THANK YOU ALL SO MUCH FOR BEING HERE. WE ARE HAVING TECHNICAL DIFFICULTIES TONIGHT WITH RECORDING LIVE. WE ARE RECORDING IT AND IT WILL BE POSTED AFTER THE BOARD MEETING TONIGHT. I BELIEVE, TOMORROW.

FOR THOSE THAT WANT TO GO BACK AND REWATCH THE RECORDING PLEASE CHECK EVENT.

[2. Snapshots of Success]

FOR THOSE AT HOME, UNFORTUNATELY, THEY WILL NOT BE ABLE TO SEE IT UNTIL TOMORROW.

WITH THAT MOVING TO SNAPSHOTS OF SUCCESS. HAMILTON SOUTHEASTERN COUNTY.

THIS EVIDENCE.

>> THAT EVENING, BOARD MEMBERS AS YOU KNOW AT OUR LAST JULY 12 MEETING WE ARE SOME WONDERFUL STEPS IN OUR CLASS OF 2023 AND SOME OF THE GREATEST WE HEARD ABOUT FROM OUR SECTOR SOME GREAT EDUCATION CAME FROM NONE OTHER FOR THE HAMILTON SOUTHEASTERN FISHER'S ACADEMY.

I THOUGHT IT WOULD BE A REALLY WONDERFUL TIME TO INVITE SOME GRADUATES FROM OUR ACADEMY ALONG WITH THE ALTERNATIVE EDUCATION DIRECTOR SO INVITE MR. CLOUD HERE TO, AND INTRODUCE HIS STUDENTS.

>> GOOD EVENING. I WILL TAKE A FEW MINUTES HERE TO INTRODUCE A COUPLE STUDENTS TO YOU AND THENIF YOU HAVE QUESTIONS . OUR FIRST STUDENT I WANT TO INTRODUCE IS ELLA. WE WILL NOT DO A DEEP DIVE WAS OVER HERE.

ELLA CAME TO THE ACADEMY SHE HAD SOME KIND OF LIFE STUFF GOING ON LIKE ALL OF US CAN RELATE TO THAT ONCE WE GET TO KNOW ELLA WE REALIZED REAL QUICKLY SHE WAS A VERY GIFTED STUDENT, ACADEMICALLY. WE FEAR THAT HER STRENGTH WAS ACTUALLY TRADITIONAL ACADEMIC EXPERIENCE THAT'S WHAT WE PUT TOGETHER FOR HER. ELLA I AM HAPPY TO SAY JUST GRADUATED AND DID SO A YEAR EARLY. AND IS NOW HEADED TO COLLEGE WHERE SHE WILL MAJOR IN BUSINESS. I COULDN'T BE MORE HAPPY FOR ELLA SHE IS SUCH A SWEETHEART AND IT REALLY GOT PAST THAT STUFF AND IS NOW HEADED IN THE RIGHT DIRECTION. OUR SECOND STUDENT IS AVIAN. AVIAN IS A TOTALLY DIFFERENT PATH THAN WHAT ELLA. AVIAN CAME TO US THE TRADITIONAL SCHOOL SETTING JUST WASN'T IT WAS LIKE A SQUARE PEG IN A ROUND HOLE. AVIAN NOW HAS A WORK ETHIC SECOND TO NONE. ONCE I GOT TO KNOW AVIAN STEP BACK TO WORK WITH HIM REALIZED IT SOMETHING WE HAVE TO CAPITALIZE ON. WE GOT TO THE ACADEMIC STUFF ALTHOUGH IT WAS A LITTLE HARDER ACADEMICALLY WITH AVIAN THAT WAS WITH ELLA BUT WE CAPITALIZED ON HIS WORK ETHIC AND GOT INTO THE PARTITION WHERE IS NOT AN APPRENTICE WITH GABRIEL ELECTRIC. IN A FEW YEARS HE'LL BE A MASTER ELECTRICIAN AND PROBABLY MAKING PAYCHECKS WE ALL WOULD BE JOSEPH. JOSEPH OF

>> I WANT TO HIGHLIGHT THIS IS TO STUDENTS OF THE SENIOR CLASS WE JUST GRADUATED.THERE ARE LOTS OF STORIES AND LOTS OF KIDS WE WORKED WITH AND THEY ALL HAVE ALL KINDS OF DIFFERENT UNIQUENESS ABOUT THEM WE CAN APPRECIATE RATHER THAN GO THROUGH DATA AND DATA AND DATA WHAT BETTER THAN TO BRING THE COTTON PRODUCT HERE TODAY. I WILL OPEN UP TO THIS DAVID TO ANSWER QUESTIONS AND I CAN, TOO. FIRE AWAY.

>> I WILL START. FIRST OF ALL, CONGRATULATIONS TO BOTH OF YOU AMAZING STORIES OF TWO DIFFERENT PATHWAYS JUST SHOWS WHAT SUCCESS IS IN A DIESEL SCHOOLS SO CONGRATULATIONS TO BOTH OF YOU ON THAT. SAME QUESTION.

YOU WHAT WOULD YOU SAY IS YOUR FAVORITE PART OF BEING PART OF THE ACADEMY?

>> I WILL GO FIRST. I THINK MY FAVORITE PART OF THE ACADEMY WAS THE FAMILY ENVIRONMENT. IT WAS DEFINITELY MORE OF A FAMILY STRUCTURE THAN A SCHOOL STRUCTURE IT FELT MORE LIKE YOU ARE GOING TO A JOB YOU REALLY FEELING CONNECTED WITH AND YOU JUST WANT TO BE THERE AND SET OF ALL, I JUST HAVE SCHOOL. IT WAS REALLY FUN TO SEE THE PEOPLE I CONNECT WITH AND THE TEACHERS I CONNECTED WITH AND THE STAFF I CONNECTED WITH.

EVEN IF THE THERAPIST MRS. SCOTT I REALLY CONNECTED WITH EVERY SINGLE PERSON I WAS WITH THEM AND I FELT LIKE I WAS AT HOME. SO YEAH.

>> I JUST FELT LIKE IT WAS REALLY FAMILY-FRIENDLY PLACE AND I COULD BE MYSELF THERE.

AND I ENJOYED IT A LOT. THERE WASN'T WE DO NOT HAVE THE PRESSURE I HAD AT SCHOOL I COULD JUST RELAX AND GET MY WORK DONE ON TIME. YEAH, I REALLY ENJOYED BEING

[00:05:04]

THERE. I LOVE ALL THE PEOPLE AND THE STAFF MEMBERS.

GOT ME THROUGH A LOT. I ENJOYED IT.

>> THANK YOU TO BOTH OF YOU AND CONGRATULATIONS.

>> I LOVE THE PROGRAM HELPS IDENTIFY YOUR STRENGTHS AND RATHER THAN ASK MR., TO ASK THAT TALK ABOUT WHAT YOUR EXPERIENCE WAS AS THEY WORK WITH YOU TO IDENTIFY YOUR STRENGTHS AND HOW TO BEST FIT YOU INTO THE PROGRAM THAT MAXIMIZED THEIR STRENGTHS.

>> I THINK THE WAY THEY DID FIVE HOURS STRENGTHS I THINK ONE OF THE MAIN WAYS WAS SEEN OUR WORK ETHIC. I THINK THE COUNTY IS A BIG PROGRAM OF JUST SEEING HOW YOU WORK AND HOW HARD YOU WORK. IT'S MORE OF A, I DON'T KNOW, PUSHING YOURSELF OUT THERE AND SEEING HOW FAR YOU WANT TO WORK INSTEAD OF HOW HARD YOU'RE FORCED TO WORK.

IF YOU WANT TO GRADUATE EARLY YOU CAN GRADUATE EARLY YOU CAN WORK HARD TOWARDS IT INSTEAD OF KIND OF FALLING FOLLOWING A SCHEDULE AND DOING THIS AND THAT.

YOU ARE STILL FOLLOWING A SCHEDULE WHAT YOU DO ON YOUR OWN TIME AND IF YOU WANT TO FINISH EARLY YOU FINISH EARLY AND I REALLY LIKE THAT ABOUT IT.

>> I FEEL LIKE THEY HELPED ME FIGURE OUT HOW TO WORK THE RIGHT WAY AND HELP ME FIGURE OUT WHAT IS BEST FOR ME. BECAUSE I HAD A REALLY POOR WORK ETHIC.

THEY GOT ME UP TO WHERE I AM NOW TODAY.IT WAS A LOT. THEY, WHAT IS IT CALLED? THEY WERE MAKING ME FEEL COMFORTABLE TO BE ABLE TO DO WHAT I HAVE TO DO.

I REALLY ENJOY IT.

>> I THINK THAT'S AWESOME. I KNOW A LITTLE BIT ABOUT THE PROGRAM JUST GETTING TO KNOW MR. CLOUD AND I THINK IT'S FANTASTIC HOW THE PROGRAM IS REALLY HELPING YOU ALL REALLY BE SUCCESSFUL AND FIND YOUR OWN PATHWAY. WHILE SOME MAY SAY IT'S NONTRADITIONAL IT'S REALLY UNIQUELY YOU THINK THAT'S A REALLY HUGE BENEFIT AND OPPORTUNITY THIS PROGRAM HAS FOUR STUDENTS. IT'S NOT A ONE-SIZE-FITS-ALL IT'S REALLY TAKING WHAT YOU HAVE TO OFFER YOUR TALENTS AND YOUR GIFTS AND ENLARGING THAT.

>> I HAVE A QUESTION AND OF COURSE I HAVE BEEN TO THE ACADEMY.

IF YOU HAD TO GIVE ADVICE TO A STUDENT WHO THEM AND THEIR FAMILY WERE CONSIDERING THE ACADEMY AND THEY WERE NOT SURE, WHAT WOULD YOU SAY TO THEM?

>> I THINK I WOULD START BY SAYING THE STAFF ISN'T JUST THERE TO BE A TEACHER OR A PRINCIPAL OR A VICE PRINCIPAL THEY ARE THERE TO BE THERE FOR YOU.

THEY ARE THERE TO BE YOUR FAMILY. KNOW MR. CLOUD WASN'T SUPPOSED TO TALK DEEP INTO OUR SITUATIONS BUT IN JANUARY THIS YEAR I HAD A STROKE.

THEY WERE ONE OF THE FIRST PEOPLE TO REACH OUT TO ME AND I THINK THAT REALLY SHOWED HOW MUCH OF A FAMILY THEY WERE TO ME AND HOW MUCH THEY REALLY CARE ABOUT ME.

I WOULD SAY TO THE FAMILIES THAT ARE CONSIDERING THE ACADEMY I WOULD SAY THEY REALLY DO CARE ABOUT YOU AND CARE ABOUT YOUR WORKETHIC AND CARE ABOUT YOU GRADUATING .

I JUST REALLY APPRECIATE HOW FAR THEY LET ME COME AND HOW ARE ALLOWED ME TO COME.

I DON'T THEY HAVE JUST BEEN A HUGE PART OF MY LIFE FOR ME AND THEY REALLY HELPED ME ACCOMPLISH MY GOALS. SO THAT'S PRETTY MUCH WHAT I WOULD SAY.

>> THANK YOU.

>> FOR FAMILIES COMING IN THEY GENUINELY CARE ABOUT YOU. GENUINELY.

THERE WERE TIMES I DID NOT GO IN THEY MIGHT SEND ME A TEXT AND SAY ARE YOU DOING ALL RIGHT? I WOULD BE LIKE, YEAH. BUT I REALLY LIKED IT.

I BUILT A CONNECTION WITH ALL OF THEM. WE ARE CONVERSATIONS AND UPS AND DOWNS BUT ALL GENUINELY CARE ABOUT YOU AND WHAT YOU DO YOUR BEST.

SO THEY ARE GENUINE.

>> THANK YOU.

>> I DON'T THINK I HAVE ANY QUESTIONS I ECHO WITH THE OTHER BOARD MEMBERS AND DOCTOR STOKES SAID. I WANT TO SAY CONGRATULATIONS TO BOTH OF YOU, ALL THE UNDERGRADUATES, IT'S NEAT TO HEAR WE HAVE SUCH A HUGE SCHOOL SYSTEM AND SOMETIMES THAT'S ALL YOU HEAR 21,000, 22,000 STUDENTS AND THOUSANDS OF TEACHERS WHEN YOU BREAK IT DOWN TO A BUILDING LEVEL THEY ARE LIKE LITTLE FAMILIES. I HAVE EXPERIENCED THAT WITH MY OWN KIDS SO I LOVE THAT I THINK IT'S NEAT TO HEAR FROM PEOPLE LIKE YOURSELVES THAT YOU FIND THE PEOPLE IN THE BUILDING REALLY CARE ABOUT YOUR SUCCESS NOT JUST ACADEMICALLY BUT IN ALL DIFFERENT ASPECTS. TAKE YOU FOR BEING HERE, CONGRATULATIONS.

>> THANK YOU ALL.

[00:10:52]

>> LETTING EVERYONE KNOW WE ARE NOW STREAMING LIVE WE WERE ABLE TO GET THE TECHNOLOGY BACK UP.

FOR THOSE WATCHING AT HOME, WELCOME. MOVING ON TO THE CONSENT AGENDA. WE HAVE THREE ITEMS PRESENTED ON THE CONSENT AGENDA ITEM 4.0 MINUTES, ITEM 4.02.

[3. Public Comment]

>> ARE YOU GOING TO COMMUNITY COMMENTS?

>> THANK YOU, YES. BEFORE WE GO TO THE CONSENT AGENDA WE GO TO COMMENTS FIRST.

I HAVE MY TEAM APPEAR TO KEEP ME HONEST. WE HAVE THREE PEOPLE THAT ARE REGISTERED TO SPEAK THIS EVENING JUST AS AREMINDER . THE PURPOSE OF PUBLIC COMMENT IS GIVING MEMBERS AS MUCH NOT TO ENGAGE IN DEBATES. PUBLIC COMMENT IS LIMITED TO THREE MINUTES TO SPEAK PERSON. THE BOARD WILL NOT TOLERATE INAPPROPRIATE LANGUAGE OR STATEMENTS THAT ARE THREATENING, HARASSING OR OBSCENE AND COMMENTS SHOULD BE DIRECTED TO THE BOARD AND NOT AN INDIVIDUAL BOARD MEMBER. WE HAVE THREE INDIVIDUALS THAT ARE REGISTERED AND ASSIGNED OF THE FIRST INDIVIDUAL SIGN UP IS CAROLINE (NAME?).

>> GOOD EVENING CAROLINE (NAME?) HS CA VICE PRESIDENT OF ELEMENTARY THANK YOU FOR LET ME SPEAK THIS EVENING. WE ARE WANTING TO MAKE A STATEMENT ABOUT THE DRESS CODE IN THE HANDBOOK. HS CA CONTINUES TO ASK THE PROPER PROCESSES AND PROCEDURES TO BE FOLLOWED IN REGARDS TO THE STUDENT HANDBOOK. HS CA ADMINISTRATION AND OTHER STAKEHOLDERS VALUE THE PROPER PROCESS AS IT GIVES NECESSARY VOICES A CHANCE TO BE HEARD.

AND CONCERNS TO BE ADDRESSED. IN REGARDS TO THE DRESS CODE CONSTANT CHANGES TAKING DOWN AND PUTTING UP INFORMATION, CHANGING AGENDAS AND THEN ASKING TEACHERS TO HAVE INTIMATE CONVERSATIONS ABOUT THEIR ADDRESS FURTHER ERODES THE TRUST TEACHERS HAVE IN DECISION-MAKING IN THE DECISION-MAKERS. UNILATERAL DECISIONS THAT DIRECTLY REFUTE THE PROCESS ERODE TRUST IN A DECISION MAKERS.

WE SAY OVER AND OVER AGAIN THAT POSITIVE RELATIONSHIPS ARE BUILT ON TRUST.

AND UNDERSTANDING. WE HOPE THAT LISTENING TO STAKEHOLDERS AND FOLLOWING THE PROPER PROCESSES WILL BUILD TRUST RATHER THAN FURTHER ERODE IT.

IT'S EXTREMELY DIFFICULT TO CONTINUE TO RECRUIT AND MAINTAIN HIGH-QUALITY PERSONNEL WHEN PROCEDURES ARE NOT FOLLOWED AND VOICES ARE NOT HEARD.

WE MUST DO BETTER. THANK YOU.

>> NEXT INDIVIDUAL IS CHRISTINE (NAME?).

>> GOOD EVENING. HSCA SCHOOL BOARD MEMBERS, SUBORDINATE STOKES AND MEMBERS OF THE AUDIENCE. I WAS A CLASSROOM TEACHER SPECIALIST, DISTRICT PROGRAM SPECIALIST AND PRINCIPAL IN THE MAJOR SCHOOL DISTRICT IN SOUTHERN CALIFORNIA.

ACTUALLY, THE DISTRICT WAS LONG BEACH SCHOOL DISTRICT WITH 72,000 STUDENTS FOR 30+ YEARS.

DURING THAT TIME I OBSERVED THE VALUE PROVIDED TO STUDENTS AND FACULTY BY A STRONG DRESS CODE WHICH RESULTED IN IMPROVEMENT IN SCHOOLS ACADEMIC ACHIEVEMENT.

AFTER SEEING OVER FOR NEWS ARTICLES IN THE STAR ABOUT HSCA STUDENT HANDBOOK DRESS CODE I THOUGHT I SHOULD PROVIDE APPROVE SOMEONE WHO IS SEEN IN THE DEVELOPMENT OF A STRONG DRESS CODES ON STUDENT POPULATIONS. THE 23-24 STUDENT HANDBOOK AND THE IMPROVED HSCA DRESS CODE SHOULD BE APPROVED BY THE SCHOOL BOARD THIS EVENING.

THE MAIN AND BASIC REASON EACH STUDENT COMES TO HSCA SCHOOLS WHETHER AN ELEMENTARY, MIDDLE, JUNIOR OR HIGH SCHOOL IS TO RECEIVE THE PREMIER ACADEMIC LEARNING EXPERIENCES THEY CAN

[00:15:03]

DAILY GET. FOR THAT TO OCCUR HSCA STUDENTS SHOULD NOT BE DISTRACTED BY INAPPROPRIATE AND DISTRACTING CLOTHING WORN BY OTHER HSCA STUDENTS.

THINK OF THE SCHOOL DRESS CODE LIKE BUSINESS CASUAL DRESSING IN ANY COMPANY.

NOTHING FORMAL BUT PLAYING CLEAN AND PRESSED CLOSE AND MODEST ATTIRE BOTH MALES AND FEMALES. EXPOSING PARTS OF THEIR BODIES OR DRESSING IN A PROVOCATIVE MANNER WOULD NOT BE CONDONED IN A BUSINESS WORLD AS IT IS A DISTRACTION AND DOES NOT REFLECT THE SERIOUSNESS OF THE JOB AT HAND. STUDENTS THOUGHTS SHOULD ONLY BE UNDER SCHOOL JOB WHICH IS TO LEARN BY PAYING ATTENTION TO WHAT THIS TEACHER IS PROVIDING THEM IN THE CLASSROOM IN THE WAY OF ACADEMIC LEARNING. NEED THE HSCA STUDENT HANDBOOKS TO BE APPROVED FOR THE NEW ACADEMIC SCHOOL YEAR. ALSO, AS IS SUGGESTED AT THE LAST SCHOOL BOARD MEETING PERHAPS ADDING TO SCHOOL BOARD MEMBERS AND FISHERS COMMUNITY MEMBERS ON THE STUDENT HANDBOOK COMMITTEE SHOULD BE DONE STARTING THIS YEAR.

IN LATE AUGUST. ACADEMIC LEARNING REQUIRES DISCIPLINE.

WE AFFIRM AND HONOR A SCHOOL DRESS CODE THAT ENSURES STUDENTS ARE FOCUSED ON THEIR STUDIES AND INSTRUCTIONAL LEARNING. STUDENTS SHOULD NOT BE DISTRACTED OR FOCUSED ON WHAT OTHER STUDENTS ARE WEARING FOR IT TAKES AWAY FROM THE KEY ELEMENT IN THE PURSUIT OF ACADEMIC EXCELLENCE. HSCA STUDENTS COME TO HSCA SCHOOLS TO LEARN SO THEY CAN BECOME SOCIALLY AWARE, RESPONSIBLE AND PRODUCTIVE STUDENTS. HELPING THEM LEARN WITH A FIRM HSCA DRESS CODE IS A GOOD FIRST STEP. THANK YOU FOR YOUR TIME.

>> THANK YOU. NEXT UP IS STEPHANIE HUNT.

>> HELLO DOCTOR STOKES AND SCHOOL BOARD MEMBERS. THIS EVENING I JUST WANT TO REITERATE THE MESSAGE OF SEVERAL PARENTS AND MYSELF FOR TWO WEEKS AGO.

WE ASK YOU LISTEN TO THE EDUCATORS WERE IN THE CLASSROOMS WITH OUR STUDENTS.

I KNOW IT HAS BEEN MENTIONED THAT TEACHERS ARE REACHING OUT TO BOARD MEMBER OR TWO THESE REMARKS ARE NOT QUANTIFIABLE. THERE IS NO DATA TO SUPPORT THESE CLAIMS. THE TEACHERS UNIONS CAN AND HAS SENT OUT SURVEYS SO VOICES CAN BE HEARD AND COUNTED.

THE RESPONSES CAN BE SHOWN TO THE PARENTS SO WE BETTER UNDERSTAND THE NEED FOR CHANGE.

IF I CAME TO A MEETING AND INFORMATION WAS SHOWN THAT MAJORITY OF TEACHERS WERE PRESSURED BY HOODIES OR AIR POTS AS A PARENT I WOULD ACKNOWLEDGE AND SUPPORT THE EDUCATORS WHO NEED AND WANT TO MAKE THAT CHANGE. AS A SCHOOL BOARD MEMBERS AND SOME OF YOU AS PARENTS THE CHANGES YOU WANT TO MAKE MIGHT BE YOUR OWN PARENTING STYLES OR HOW YOU WOULD RUN A CLASSROOM IF YOU HAVE ONE. THE TEACHERS HAVE SPOKEN AS HAVE THE STUDENTS AND PARENTS THROUGH SURVEYS.PLEASE FOLLOW PROTOCOL THAT HAVE BEEN IN PLACE LONG BEFORE YOU TOOK YOUR POSITIONS. AS A PARENT I WOULD HAPPILY SUPPORT YOU IN YOUR PROPOSED CHANGES IF YOU WOULD JUST STOP MICROMANAGING THE DISTRICT AND RESPECT THE PROCESSES OF OUR DISTRICT. WE WILL AGREE ON EVERYTHING BUT I WILL SUPPORT A BOARD THAT DOES ITS JOB TRANSPARENTLY AND NOT THROUGH PROBABLE OPEN-DOOR VIOLATION, LISTENS TO PARENTS OF STUDENTS IN THE DISTRICT AND DOES NOT IGNORE THE WANTS AND NEEDS OF THE VERY PEOPLE WHO HAVE TO ENFORCE THE POLICIES IN THE SCHOOL.

>> MADAM PRESIDENT, DOCTOR STOKES, I KNOW I AM TALL. IS THAT BETTER? MADAM PRESIDENT, DOCTOR STOKES AND BOARD. I AM HERE TODAY TO PUT FORWARD FOR THE BOARD APPROVAL BY A VOTE THE CHANGES, RECOMMENDED CHANGES AND PROPOSED CHANGES OR REVISIONS TO THE HANDBOOK 2023 AND 24. ALSO, I'M LOOKING TO GET APPROVAL ON QUEER CLARIFICATIONS AS WELL AS ITEMS TO BE REVIEWED FOR 2024 AND 25 WHICH ARE POSTED ON BOARDED DOCKS.

>> I AM WAITING FOR THEM I DON'T KNOW IF THEY WANT TO PULL IT UP.

[00:25:03]

>> JIMMY OR JEFF ANY OF YOU CAN PULL THEM UP, PLEASE.

>> SO THESE ARE THE PROPOSED CHANGES AND REVISIONS FOR 2023-24.

HERE IS THE CHANGES PROPOSED, PROPOSED CHANGES AND REVISIONS, AGAIN, RELATED TO STUDENT DRAFTS.

>> VERY QUICKLY AS WE LOOK AT THE CHANGES THAT ARE BEING REQUESTED BY SOME OF THE BOARD.

I DO WANT TO JUST MENTION A FEW THINGS ABOUT THE HOODIES AND THE HATS.

WE HAVE HAD A GREAT CONVERSATION WITH OUR ADMINISTRATORS WHO ARE RESPONSIBLE FOR OVERSEEING ANY PROCEDURE AROUND THE HOODIES, THE HATS, AND ONE OF THE THINGS THAT WE WANT TO MAKE SURE WE AT LEAST EMPHASIZE BEFORE YOU VOTE ON THIS CHANGE IS THAT THESE ARE SOME OF THE CONCERNS THAT SOME OF OUR ADMINISTRATORS HAVE STATED.

WHEN WE ENGAGE STUDENTS, STAFF AND PARENTS IN THE HANDBOOK REVISION PROCESS NONE OF THESE PSTAKEHOLDERS BROUGHT FORWARD A CONCERN ABOUT THIS POLICY RELATED TO THE HOODIES AND THE HAT.ANOTHER CONCERN IS THAT WE HAVE EXPERIENCED AN ENTIRE YEAR ALLOWING STUDENTS TO WEAR HATS AND HOODS WITHOUT ANY DISRUPTION TO THE LEARNING ENVIRONMENT.

GOING BACK ON THIS POLICY SENDS A CONFUSING MESSAGE TO OUR STUDENTS AND OUR STAFF AND WILL BE A VERY DIFFICULT SELL. ALLOWING HATS AND HOODS HAS ELIMINATED UNNECESSARY NEGATIVE INTERACTIONS WITH STUDENTS. IT HAS GIVEN US INCREASED TIME TO CONCENTRATE ON OUR CORE PURPOSE WHICH IS LEARNING. WE ALSO HAVE OUR ADMINISTRATORS WHO HAVE STRESSED THAT UNDER OUR CURRENT HANDBOOK LANGUAGE THAT TEACHERS HAVE THE AUTONOMY TO ASK STUDENTS TO REMOVE THEIR HOOD OR HAT IF IT IS DISRUPTIVE IN THE LEARNING ENVIRONMENT. AND THEN, LASTLY, IT WILL CREATE A CONTENTIOUS RELATIONSHIP BETWEEN OUR STAFF AND OUR STUDENTS.

AND SO, I THOUGHT IT WAS FAIR IF WERE NOT GOING TO HONOR THE PROCESS THAT I AT LEAST HONOR THE WORDS OF OUR ADMINISTRATORS.

>> ALL RIGHT, THANK YOU FOR THAT INFORMATION. DO I HAVE A MOTION?

>> I MOVE THAT WE ACCEPT THE 2023-2024 HANDBOOK AS PRESENTED.

ASK DO I HAVE A SECOND?

>> SECOND.

>> ANY FURTHER DISCUSSION?

>> I JUST WANT TO NOTE THAT PREVIOUSLY DOCTOR PETTIGREW ALLUDED TO IT BUT IT WAS THE STAKEHOLDERS WHO BROUGHT THAT TO US AS A PREVIOUS BOARD THAT THE HATS AND HOODIES COULD BE WORN. IT WAS NOT A DECISION OF THE BOARD.

WE APPROVED IT PREVIOUSLY BUT IT WAS BROUGHT TO US BY THE STAKEHOLDERS THAT THEY WANTED THE STUDENTS TO BE ABLE TO DO THAT. THEY DIDN'T WANT TO HAVE THOSE CONTINUOUS NEGATIVE INTERACTIONS. I JUST WANTED TO NOTE THAT, AS WELL.

>> NOTED. ANY OTHER DISCUSSION?

>> I WOULD JUST LIKE TO POINT OUT THAT SOME POINT WE WENT THE REFERENDUM I WOULD LIKE TO HAVE A CONVERSATION ADDRESSING PROVIDING SCHOOL UNIFORMS. CIRCLING BACK ON THAT.

>> NOTED. ANY FURTHER DISCUSSION? ALL RIGHT CLOSING DISCUSSION CALLING FOR A VOTE.

>> BEN ORR >> YES

>> I WOULD LIKE TO EXPLAIN MY VOTE WITH CONVERSATION WITH MULTIPLE PRINCIPLES I AM GOING TO SUPPORT OUR ADMINISTRATORS AND WENT TO VOTE NO.

>> TIFFANY PASCOE >> YES

>> DR. JUANITA ALBRIGHT >> YES

>> SARAH PARKS-REECE >> BECAUSE WE DID NOT FOLLOW THE PROPER PROCEDURES FOR ALL STAKEHOLDERS I VOTE NO .

>> SUZANNE THOMAS >> YES

>> I AM A YES. MOTION PASSES 5-2. MOVING ONTO ITEM A 5.03 RIGHT-OF-WAY DEDICATION FOR FIRE STATION 97.

[00:30:01]

>> KATIE, DO YOU WANT ME TO TAKE THIS? BEFORE YOU IS A RIGHT-OF-WAY DEDICATION REQUEST FROM THE CITY OF FISHERS. THIS IS IMMEDIATELY ADJACENT TO FIRE STATION 97. I HAVE WORKED WITH MATT WRAP ON PERFORMING THIS DEDICATION FOR THOSE OF YOU WHO ARE ON THE BOARD LAST YEAR YOU MIGHT RECALL WORKING WITH THE CITY TO HELP DEDICATE AN EASEMENT ALONG THIS PROPERTY LINE AS THE CITY ESTABLISHED ITS FIRE STATION.

NOW THE DUKE UTILITIES IS MOVING FROM THE NORTH SIDE OF THE ROAD TO THE SOUTH SIDE OF THE ROAD AND THERE COULD GO INTO THE CITY'S RIGHT-OF-WAY SO THE CITY HAS REQUESTED THE SCHOOL HAS DEDICATED EQUAL PORTION RIGHT-OF-WAY TO CLEAN UP THE PROJECT AND MOVE FORWARD. MATT WAS A SUPPORTIVE OF IT AND I'M NOT GOING TO ANSWER ANY QUESTIONS YOU MAY HAVE ON IT.

>> ALL RIGHT, MOTION TO APPROVE THE RIGHT-OF-WAY DEDICATION.

>> I MOVED TO APPROVE THE RIGHT-OF-WAY DEDICATION AS PRESENTED.

>> SECOND? BOX 2ND.

ITEM 5.04 SECOND PRELIMINARY DETERMINATION HEARING ON GO BONDS.

THIS THE PUBLIC HEARING PORTION OF THE MEETING TONIGHT. AS WE LOOK TO HOLD THE PROJECT PRELIMINARY HEARING ON THE PROPOSED PROJECTS TO BE FUNDED BY GENERAL OBLIGATION BONDS THE SURE IF YOU'RE INTERESTED IN SPEAKING IN THE HEARING MAKE SURE YOU HAVE SIGNED IN AND THE SIGN IN SHEET. AFTER THE PRESENTATION BY THE MINISTRATION AND HIS ADVISORS TO BE AN OPPORTUNITY FOR THE PUBLIC TO MAKE THREE COMMENTS ABOUT THE PROJECT.

AT THE HEARING WILL ASK EACH PERSON TO LIMIT THE COMMENTS IN THE PROMISE TO BE LIMITED TO THE PROJECT ORGANIZATION. THE PRELIMINARY DETERMINATION HEARING WAS PUBLISHED AS LEGALLY REQUIRED. THE FIRST PRELIMINARY DETERMINATION HEARING FOR THIS PROJECT WAS HELD ON JULY 12, 2023. AT THIS TIME WE ASK MS. DOWNEY EXPLAIN THE PURPOSE OF THE HEARING IN THE PROCESS OF COMMUNICATING TO THE COMMUNITY AND THE NEED FOR THE PROJECT. ABOUT HOW THE PROPOSED PROJECTS MEET THE SCHOOL CORPORATIONS NEEDS AND ALSO ABOUT HOW THE PROPOSED PROJECTS WILL BE FINANCED AS WELL AS INFORMATION ABOUT THE EFFECT ON THE TYPICAL PROPERTY TAX PAYER. MS. ALLEN.

>> THANK YOU. MADAM PRESIDENT AND BOARD AND DOCTOR STOKES.

PURSUANT TO INDIANA CODE 2026 7-37 SCHOOL CORPORATION BEFORE THEY CAN SPEND $1 MILLION TO REPAIR THE SCHOOL BUILDING TO BE FINANCED BY THE SCHOOL BONDS AND MUST HOLD A PUBLIC HEARING THAT EXPLAINS THE VALUE OF THE SCHOOL CORPORATION TO THE COMMUNITY ARE GIVEN.

THIS IS OUR SECOND PRELITERATE DETERMINATION HEARING WE HAD OUR FIRST ONE JULY 12 MEETING AND SO THIS MEETING THE CITY WILL HAVE RESOLUTIONS FOR CONSIDERATION BY THE BOARD.

AT THE END. THIS IS PART OF OUR ANNUAL GO BOND PROCESS.

HOW WE GOT OUR PRESENT SCENARIO AND THE NEED FOR THE PROJECT THE LONG-TERM PLANS FOR ALL OF OUR EQUIPMENT, OUR FACILITIES, OUR BUSES, TECHNOLOGY AND EVERYTHING WE HAVE AND THAT'S REALLY THE BASIS FOR ALL THESE BONDS THE BEGINNING BASED ON RENOVATION PLANS, PROJECTS, USEFUL LIFE OF EQUIPMENT AND THOSE PLANS ARE ALL INPUTTED THROUGH AND THAT'S HOW WE COME UP WITH WHAT WERE ABLE TO DO WITH IN A GIVEN YEAR. A DESCRIPTION OF THOSE IS ACTUALLY ATTACHED TO THE BOARD AGENDA THAT THE PUBLIC CAN HAVE VIEW OF AS WELL AND IT WAS UP THERE AS WELL FOR THE, TWO WEEKS AGO FOR OUR FIRST PRELIMINARY.

SHOULD IT BE. BOND PLAN. 2023 BOND PLAN.

7-12-2023. IT LOOKS MUCH BETTER ONLINE BUT THIS IS A LIST OF ALL OF OUR PROJECTS. MANY OF THOSE ARE SELF EXCITED AS YOU GO DOWN IT WILL SHOW YOU ALL THE PROJECTS THAT WE ARE DOING AND THEN THESE ARE YOUR MAJORS AS WE GET DOWN TO LITTLE FURTHER YOU CAN SEE THE MULTIYEAR SLIP FOR THE RESERVATION WITH THE ROAD AS WELL AS THE SPLIT ON TRANSPORTATION PROJECT, DESIGN, SOLAR, THINGS THAT WILL BE COMING DOWN THE PIPE FOR US. THEN YOU CAN SEE MEP IT'S THE MECHANICAL, ELECTRICAL, PPLUMBING I THINK IT IS. THE ROOFING, BUS REPLACEMENT WE TALKED ABOUT AS WELL AS YOU KNOW THAT THE RED BUS FLEET IS OVER THE 12 YEAR SCHEDULE FOR USEFUL LIFE AND WE ARE ALLOWED

[00:35:03]

TO REPLACE AND THAT'S CAUSED US TO HAVE A LOT OF INCREASE IN OUR MAINTENANCE COSTS.

THEY'RE ALL SAFE BUSES THERE'S JUST A LOT OF MAINTAINING ESPECIALLY BECAUSE WE STORE OUTDOORS SO THAT'S NEW THIS YEAR AS WELL AS THE PLAYGROUND REPLACEMENTS AND ATHLETIC FACILITY UPGRADES ARE BASED ON AN ASSESSMENT THAT WERE DONE CORPORATION WIDE FOR PLAYGROUNDS WITH THE DISTRICT WILL FUND THOSE ON A ROTATING BASIS.

THE ASSESSMENT OF THE ATHLETIC FACILITIES IS UNDERWAY BUT THAT WILL DETERMINE HOW THOSE FUNDS ARE SPENT. ALSO, STUDENT DEVICES YOU CAN SEE ON THERE, AS WELL.

THAT'S NEW FOR US BASED ON THE CHANGE FROM THE STATE. WE CANNOT ESSENTIALLY THE HIGH SCHOOL THE MACBOOK FEE IS $130 PER YEAR AND ALLOCATION IS ONE DOLLARS PER STUDENT SO WE NEED TO DIVERT SOME OF THE PRICE OF THAT COST THERE. THE REST OF THESE ARE PRETTY PERFUNCTORY FOR US. I WOULD ALSO TELL YOU FOR MOST EVERYTHING ON HERE THE PLAYGROUNDS, THE FACILITIES, IF IT WERE SOLAR THE DESIGN CONTRACTS THOSE ITEMS ALL COME BACK TO THE BOARD. WHAT THE BOARD IS APPROVING TODAY IS SIMPLY THE INTENT TO ISSUE BONDS TO FUND THESE, NOT GIVING US APPROVAL TO DO THEM WITHOUT GOING INTO THE REGULAR BOARD APPROVAL PROCESSES WE ALREADY HAVE IN PLACE. ASKING TO ISSUE AN RFP, WORKING AN RFP, THOSE THINGS WILL STILL HAPPEN. FOR THE THINGS THAT DON'T NECESSARILY LIKE THE BUS PURCHASE BECAUSE WE USE A PURCHASING METHOD THROUGH A SERVICE CENTER. THOSE ARE SOMETHING WE WOULD SHARE WITH DOCTOR STOKES WITH THE BOARD OF THE WITH A PRETTY ROUTINE FOR US. SO THIS ISN'T AUTHORIZING EXPENDITURE PER SE ON EVERYTHING IN YOUR MANY OF THESE THINGS WILL COME BACK TO YOU AND SOME ALREADY HAVE COME TO YOU. THAT'S WHAT I WOULD SAY WHEN IT COMES TO THE TIMING, MOST OF THIS WILL GO ON FOR THE NEXT, ROAD IN PARTICULAR IT'S A MULTIYEAR PROJECT I KNOW OF TRANSPORTATION WILL BE DONE BUT THE REST WILL HAPPEN OVER THE NEXT 6-24 MONTHS DEPENDING ON LEAD TIMES FOR EQUIPMENT TO BE ORDERED YOU KNOW THOSE FUN THINGS. WHEN WE LOOK AT THE FINANCIAL IMPACT WE ARE SETTING WE ARE LOOKING AT ISSUING A MAXIMUM OF $35 MILLION FOR THESE PROJECTS. THAT AMOUNT WILL BEREPAID THE FOLLOWING YEAR SO IT WILL BE REPAID OFF IN 2024 . THAT MINIMIZES THE INTEREST EXPENSE TO US WE SET A MAXIMUM OF SIX PERCENT INTEREST TAX RATE AND THERE'S ACTUALLY NO INCREASE TO TAXES. HOW WE WORK THIS IS ITS REPLACEMENT DEBT FOR US.

IF THE ASSESSED VALUE AND WHAT WE HAVE RETIRED OFF COMES IN IN A PLACE WHERE MAYBE WE CAN ONLY ISSUE 33 MILLION AND WE WOULD ADJUST THE PROJECT SCOPES AND WE WOULD MAKE THAT ADJUSTMENT DOWNWARD SO IT WILL NOT RESULT IN AN INCREASE TO THE OVERALL DEBT SERVICE TAX RATE.

IT'S RATE NEUTRAL IN THAT RESPECT. AND THAT CONCLUDES FOR THIS PART, AT LEAST. THERE'S ALSO FINANCIAL TERMS AND MORE INFORMATION IN THE BACK THERE ARE HARDCOPIES IF SOMEONE WANTED THEM, AS WELL.

>> ALL RIGHT, THANK YOU SO MUCH. WE WILL NOW OPEN THE PUBLIC HEARING. REMEMBER IF YOU LIKE TO SPEAK PLEASE STATE YOUR NAME AND ADDRESS LIMIT YOUR COMMENTS TO THE PROPOSED PROJECT AND FINANCING KEEP ANY COMMENTS TO THREE MINUTES OR LESS AND AVOID BEING REPETITIVE, IF POSSIBLE. LEASE STEP FORWARD IF YOU'RE INTERESTED IN SPEAKING. BEING THAT THERE ARE NO COMMENTS.

MOVING INTO A MOTION. CAN I PLEASE HAVE A MOTION?

>> I MOVED TO APPROVE THE PRELIMINARY DETERMINATION RESOLUTION OR ISSUANCE OF THE 2023 GENERAL OBLIGATION BONDS AS PRESENTED.

>> IS THERE A SECOND?

>> SECOND.

>> ANY FURTHER DISCUSSION?

>> I DIDN'T JUST HAVE ONE COMMENT AND IS JUST A COMMENT BUT I WANTED TO THANK OUR CFO FOR THE LETTER OF DETAIL AND EXPLAINING THE STUFF TO THE BOARD AND EVERYONE ELSE IN THE COMMUNITY. AGAIN, FOR ANYONE FOLLOWING ALONG THE ATTACHMENTS ON HERE ARE REALLY HELPFUL. IT GOES INTO QUITE A BIT OF DETAIL WE HAD A LITTLE EXTRA HELP MR. THOMAS AND I SITTING ON THE FACILITIES COMMITTEE GETTING REALLY INTO SOME OF THESE NUMBERS AND THE. IT'S NICE TO KNOW WORKING IN A TIGHT WATCH ON OUR FUNDING, OUR EXPENSES, THE DIFFERENT CREATIVE THINGS THAT YOU HAVE DONE AS FAR AS GIVING US FLEXIBLY TO DO THINGS LIKE THE PLAYGROUNDS, FOR EXAMPLE. SOME OTHER PROJECTS THAT ARE COMING UP THE PIPE ARE TRULY NICE SO I WANTED TO SAY THANK YOU.

>> THANK YOU ALSO FOR PROVIDING DOCUMENTS FOR THE COMMUNITY, AS WELL.

>> ALL RIGHT, NO FURTHER DISCUSSION ALL IN FAVOR SAY AYE.

[00:40:02]

>> AYE.

>> OPPOSED SAY NAY. ALL RIGHT, PASSES I CAN HAVE AN ZERO.

>> I MOVE TO IMPROVE THE GENERAL OBLIGATION BONDS AS PRESENTED.

>> SECOND.

>> ANY FURTHER DISCUSSION? ALL RIGHT, ALL THOSE IN FAVOR SAY AYE.

AYE.

>> OPPOSED? PASSES 7-0.

>> I MOVED TO APPROVE THE INTENDED TO REIMBURSE EXPENDITURES RELATED TO THE 2023 GENERAL OBLIGATION BONDS ONCE BONDS ARE SOLD AS PRESENTED.

>> IS THERE A SECOND?

>> SECOND.

>> ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR PLEASE SAY AYE.

>> AYE. X OPPOSED SAY NAY. PASSES 7-0.

>> I BELIEVE YOU DID PRELITERATE TERMINATION PROJECT RESOLUTION AN INTENT TO ENFORCE REIMBURSE, IS THAT RIGHT? BOARD DOCS IN MY NOTES. I HAD WRITTEN WRONG.

>> I HAVE FOUR.

>> THERE'S A PRELIMINARY BOND RESOLUTION, AS WELL.

>> OPPORTUNITY BOND RESOLUTION IT'S NOT UP THERE SO IT'S NOT YOUR FAULT, SUSIE.

PRELIMINARY BOND RESOLUTION CONTAINS THE COST FOR THE PROJECT MAXIMUM INTEREST RATE AND OTHER FINANCIAL TERMS SUCH AS THE FIRST INTEREST PAYMENT DATE AND THE MATURITY OF THE BONDS. THIS IS THE PART THAT YOUR APPROVING WILL REPAID THIS NEXT YEAR HERE ARE THE MAXIMUM AMOUNTS, THE THINGS WEDISCUSSED , AND THEN FROM THERE IS WHERE WE ISSUE NOW WE HAVE TO ADVERTISE THAT WE PRELIMINARY DETERMINE WE HAVE A 30 WEEK DAY WAITING PERIOD.WAS THE TITLE?

>> IS A PRELIMINARY BOND RESOLUTION.

MOVING ONTO ITEM 5.05 2023 MEAL PLAN FOR ADULTS AND STUDENTS.

>> GOOD EVENING. > GOOD EVENING.

>> EACH YEAR FOOD SERVICE DEPARTMENT MUST COMPLETE A PAID LUNCH EQUITY TOOL ALSO KNOWN AS

THE PLE. >> EXCUSE ME, CAN YOU GET CLOSER TO THE MICROPHONE, PLEASE?

>> IS REQUIRED BY THE USDA. AFTER THE TOOL IS COMPLETED AND IF THE FOOD SERVICE FUND HAS A POSITIVE OR A ZERO BALANCE A WAIVER CAN BE SUBMITTED TO THE DOD TO NOT INCREASE LUNCH PRICES FOR THAT YEAR. THIS YEAR WE ARE NOT REQUIRED TO INCREASE OUR LUNCH PRICES.

HOWEVER, WE ARE ASKING TO INCREASE OUR BREAKFAST PRICES BY $0.10.

BREAKFAST PRICES ARE CALCULATED DIFFERENTLYTHAN A LUNCH . THEY ARE THE COST OF WHAT WE ACTUALLY HAVE OUR STUDENTS PAY FOR BREAKFAST, SORRY, PLUS THE REIMBURSEMENT FOR PAID BREAKFAST. WHICH WOULD TOTAL $1.78. CURRENTLY, WE ARE CHARGING $1.40. WE ARE ASKING TO OF IT TO $1.50.

WE HAVE A MINIMUM INCREASE OF $0.10 EACH YEAR TO BE ABLE TO MEET OUR REQUIREMENTS THROUGH THE STATE. WE ASK THE BOARD TO APPROVE.

>> IS THERE ALSO AN ADULT PRICE INCREASE THAT SHOULD BE NOTED HERE, AS WELL?

>> YES, BOTH BREAKFAST, STUDENT BREAKFAST AND ADULT BREAKFAST.

[00:45:05]

AND SPEAKING IS MISS STEPHANIE MADISON.

>> GOOD EVENING. > GOOD EVENING.

>> DO I HAVE A CONTROL? NEW FOR THIS SCHOOL YEAR LEGISLATION DECIDED THAT THEY WOULD GRANT POWER TO THE SCHOOL CORPORATION TO PURCHASE CURRICULAR MATERIALS AND TO FURNISH THOSE WITHOUT COST. YOU GUYS CAN READ THE END PART I WILL NOT BORE YOU WITH THAT.

IN DOE IN A VERY SHORT TIME TO IMPLEMENT THIS AND GUIDANCE WAS SLOW TO COME OUT AND NOT QUITE COMPLETE. I THINK THEY WERE LITTLE OVERWHELMED WITH ALL THE SCHOOLS EMAILING THEM THEY CREATED A SPECIAL EMAIL ADDRESS FOR THOSE I THINK AND THEN IT LANDED ON SPEAK WITH YOUR COUNSEL. SO WE HAVE WORKED THERE A LOT OF THESE COURSES. AND I THINK IT MIGHT BE EASIER TO SHOW YOU WHAT CHARGES ARE ALLOWABLE RATHER THAN LIST ALL THE CHARGES WE CANNOT ISSUE. E ARE ALLOWED TO CHARGE FOR FIELD TRIPS THAT ARE EXTRACURRICULAR. WE CAN CHARGE FOR PRESCHOOL MATERIALS AND THOSE WILL BE THE SAME AMOUNT AS PREVIOUSLY APPROVED BY THE BOARD.

WE CAN CHARGE FOR LOST OR SIGNIFICANTLY DAMAGED MATERIALS AND THAT DOES INCLUDE LAPTOP DEVICES AND IPADS. WE CAN CHARGE FOR DUAL ENROLLMENT COURSE MATERIAL AND WE CAN CHARGE FOR DUAL CREDIT AND ADVANCED IS THE TESTING FEES BUT ONLY THE FEES, TESTING FEES, WE WILL STILL PROVIDE THE CURRICULAR MATERIALS. THESE NUMBERS 23-24 IS IMPOSSIBLE TO SEE WHAT THE FEES WILL LOOK LIKE UNTIL ENROLLMENT AND SCHEDULES SHAKE OUT.

WHAT WE DID IS USE THE 22-23 FEE STATEMENTS AND THIS WAS CAPTURED AS OF THE LAST DAY OF SCHOOL TO ESTIMATE THIS. THIS DOES NOT INCLUDE ANY TRANSFERS OUT BEFORE THE LAST DAY. SO THIS IS THE TOTAL AMOUNT OF FEES THAT WE BUILT.

THE STATE IS ESTIMATING THAT THEY WILL PROVIDE US 151 88 PER STUDENT.

I USED THE STUDENT COUNT AS OF THE LAST DAY ALSO TO BE CONSISTENT SO THAT SHOWS YOU WHAT OUR REIMBURSEMENT WOULD BE SO WILL BE SURE ON THIS $1 MILLION.

I WOULD ALSO LIKE TO POINT OUT OUR LOSS OF REVENUE. NOT INCLUDED IN THOSE BILLS FEES RPE UNIFORMS THAT WE NORMALLY COLLECT AT THE BUILDING WE CAN NO LONGER DO THAT. THAT'S ADDITIONALLY ADDITIONAL 60,000 WILL NOT BE ABLE TO COLLECT. DEBT SERVICE LEVY. WE HAVEN'T BEEN ABLE TO, WE APPLY EVERY OCTOBER TO GET REIMBURSEMENT FOR FREE AND REDUCED TEXTBOOK AND CONSUMABLE MATERIALS. THEY HAVE A SET AMOUNT PER STUDENT THAT THEY USUALLY GIVE IT TO THE STEW SCHOOLS SO WERE THEN ALLOWED TO USE THAT SHORTFALL AND LEVY IT AND OUR DEBT SERVICE FOR THE FOLLOWING YEAR. IF WE WERE ABLE TO DO THAT FOR 2024 IT WOULD BE OVER $400,000 WE COULD LEVY IN OUR DEBT SERVICE.

I THINK THE UNFORTUNATE PART OF THIS IS THAT THE SHORTAGE FROM 22-23 SCHOOL YEAR BUT SINCE THEY HAVE CHANGED THE FEES IN 24. THAT'S ADDITIONAL REVENUE WE ARE LOSING.

>> WE HAVE SOME CAVEATS HERE BECAUSE I KNOW WAS PORTRAYED AS A COVERING EVERYTHING AND I THINK THE IMPORTANT THING TO NOTE IS THAT ALTHOUGH THE STATE USE ESTIMATES ARE THINGS THAT WE CHARGE FOR THAT WERE NOT NECESSARILY ELIGIBLE REDUCED BY THE STATE SO THERE IS A GAP.

AND THEN GIVEN THE CONVERSATION ABOUT HANDBOOKS, FOR EXAMPLE, UNIFORMS YOU HAVE TO PAY FOR AS A SCHOOL CORPORATION. WHEN WE SAY THAT, I MEAN, IF IT'S $68,000 FOR 7 TO 12 I WOULD BE CONCERNED THAT I WOULD NOT WANT TO USE REFERENDUM FUNDS FOR THAT ANYWAY BECAUSE IT'S JUST NOT THE TYPE OF EXPENSE BUT IT WOULD BE BY THE SCHOOL CORPORATION BECAUSE YOU CANNOT MANDATE IT. JUST TO BE CLEAR THIS DOES NOT PREVENT PTOS FROM HAVING THEIR SUPPLY FUNDRAISERS. THEY CANNOT DO THAT. MANY PARENTS WANT TO DO THAT DOES NOT PREVENT BUILDINGS FROM HAVING CLASS LIST OR A NOTEBOOK OR WHATEVER PENS, PENCILS, ETC.

IT JUST CANNOT BE MANDATED.E HAVE COMMUNICATED TO THAT BUILDING TREASURERS TOMORROW WILL BE HAVING THIS CONVERSATION, AS WELL. WITH OUR ADMINISTRATIVE ALL

[00:50:04]

DISTRICTWIDE ADMINISTRATORS BUT ALSO CREATES A SITUATION FOR US FOR HOW A LOT OF PURCHASES ARE HAVING AT THE BUILDING LEVEL NOW HAVE TO GO TO THE BUSINESS OFFICE BECAUSE NOW THAT MONEY COMES FROM THE STATE SO THE TEXTBOOK RENTAL FUND IS HERE SO IT IT HAS ADDED SOME A BURDEN, AS WELL. BUT REALLY IT WE HAVE SOME THINGS OUTSTANDING NEED TO PURCHASE INSURANCE FOR DEVICES THAT WE CAN OR ARE WE GOING TO CHARGE FOR REPAIRS BUT THEN WHAT IS A SIGNIFICANTLY DAMAGED? AND DO WE WANT TO GET INTO THOSE WEEDS? THOSE ARE THINGS WERE TRYING TO WORK OUT IN THE NEXT SEVEN DAYS AND PROBABLY WON'T HAVE IT RESOLVED BUT WHAT WE HAVE COMMUNICATED WITH STAFF AND I THINK MS. ABBOTT'S IS WORKING ON A RELEASE AFTER IS WE JUST NEED TO SEE HOW THE FIRST YEAR GOES SWITCH REGIMEN MUST THE IMPACT OF THE TEXTBOOK RENTAL FUND.

WE TRIED TO KEEP THINGS STATUS QUO. WE HAVE NOT TOLD THE BUILDINGS YOU HAD A SEVEN DOLLARS SCIENCE FEE. YOU CAN'T HAVE THAT.

IT'S STILL ALL HAPPENING THE WAY IT DID WE JUST HAD TO CHANGE AROUND HOW THOSE FUNDS COME THROUGH AND WHAT OUR PRACTICES ARE LIKE. SO IT'S NOT LIKE HAVING TWO CLASSROOMS OR STAFF WERE NOT ABLE TO ORDER THINGS OR THAT WE HAVE SAID HERE'S A SUPPLY OF MONEY WE ALREADY GAVE YOU BUT ALSO THIS IS TO COME OUT OF HERE TOO.

THIS IS BEING UTILIZED IN A MANNER IT WAS INTENDED WITH THE STUDENTS IT JUST LOOKS A LITTLE

DIFFERENT FOR US. >> DO YOU HAVE ANY QUESTIONS?

>> I HAVE ONE QUESTION TO MAKE SURE I AM SEEING THE NUMBERS RIGHT.

IT LOOKS LIKE THE LEGISLATURE CHANGED RESULTED IN A SHORTFALL OF ABOUT JUST UNDER $1 MILLION, 985,000, THAT'S BECAUSE WE USED TO BE ABLE TO COLLECT ALMOST 4 MILLION? WE ARE NO LONGER ALLOWED TO DO THAT AND THEN THEY ARE REIMBURSEMENT TO US WAS ABOUT 3.2 MILLION. JUST TO MAKE SURE THAT'S CORRECT.

>> CORRECT, THAT'S OFF THE ESTIMATE OF 151 88 PER STUDENT.

>> AGAIN, WE CANNOT PREDICT.

>> IN OCTOBER I'LL HAVE TO REPORT TO THE STATE TOTAL COST OF CURRICULAR MATERIALS AND THEN ALL SCHOOLS IN THE STATE INCLUDING NON-PUBS WILL BE DISMISSED THEM AND THEY HAVE 160 MILLION DOLLARS APPROPRIATION AT THE STATE THEY WILL THEN DIVIDE THOSE CURRICULAR MATERIAL COSTS BY THE NUMBER OF STUDENTS THAT ARE REPORTED AND WE WILL GO FROM THERE. SO IT COULD BE LESS OR IT COULD BE MORE.

>> SO THEY WON 5188 PER STUDENT THAT WILL CHANGE BUT THE REPORTING OF THE MOMENT?

>> THE 151 88 COULD CHANGE TO. AND WHAT IS REPORTED TO THE STATE FROM SCHOOLS.

>> OKAY, BUT OUR BEST GUESS IS THAT THIS CHANGE CREATES ABOUT $1 MILLION SHORTFALL IN AROUND NUMBERS?

>> YES.

>> THANK YOU.

>> ONE OTHER QUESTION IS THERE A STANDARD PROCESS THAT HAS TO BE UTILIZED TO IMPLEMENT REIMBURSEMENT IN SIMPLEMINDED DEVICES OR CAN WE CREATE OUR OWN INTERNAL WHAT DOES THAT LOOK LIKE FOR US? THE PROCESS OF IMPLEMENTING.

>> YOU MEAN AS FAR AS THE ONE TO ONE?

>> CORRECT, FOR EXAMPLE, IPADS. DO WE HAVE A SYSTEM IN PLACE THAT HAS TO BE UNIFORM ACROSS ALL DISTRICTS PROCESS THEY OPT IN OR OPT OUT TOGETHER? HOW DO WE CREATE THAT INTERNALLY SEPARATELY CUTE?

>> RECRUIT THAT INTERNALLY WE SET OUT A DOCUMENT FOR PARENTS THAT WILL TELL US ARE YOU RUNNING OR BRING YOUR OWN DEVICE AND ASK OUR TECHNOLOGY FOLKS TO GET THE DEVICES IN ON TIME WE HAVE AN IDEA OF WHO'S RUNNING. DOES THAT ANSWER YOUR QUESTION?

>> I HAVE ONE QUESTION. WHEN THE SCHOOLS THEMSELVES ARE DOING THEIR SUPPLY LIST FOR EACH GRADE THAT WOULD BE BOOKS, SCISSORS, CRAYONS, MARKERS, ALL THOSE THINGS AND IF A STUDENT DOESN'T SHOW UP WITH ANY OF THOSE THINGS AND UNDER THIS NOW ARE PROVIDING THAT, RIGHT, THAT WILL ALL BE EXTRA THINGS THAT WE IN THE DISTRICT WILL NOT BE PAYING FOR THAT WE WERE NOT PAID FOR BEFORE?

>> CORRECT. DANIELLE MIGHT BE ABLE TO ANSWER THIS BETTER.

PROBABLY ALREADY PROVIDED THOSE DOCUMENTS.

>> IN SOME CASES WE WERE, IN SOME CASES WE WORKED. WE WERE NOT GENERALLY CHARGING AN OVERALL SUPPLY FEE, IF YOU WILL, OR GENERAL CLASSROOM SUPPLIES.

THERE IS NO FEE THAT EXISTS RIGHT NOW THAT WE WERE CHARGIN .

IN A PRIOR DISTRICT WE DID HAVE A FEW LIKE THAT SO WE ELIMINATED CLASSROOM LIST BUT YOU CAN'T CHARGE THAT FEE ANYMORE. THERE IS NOTHING THAT SAYS THEY

[00:55:04]

CANNOT PUT THE SUPPLY LIST OF AND THAT'S WHAT THEY HAVE DONE BECAUSE FRANKLY THE TURNAROUND WAS SO SHORT THIS IS WHY THERE WERE REQUESTS FOR THIS LEGISLATION TO BE IMPLEMENTED 7-1-24 SO WE CAN HAVE SOME TIME. I WOULD MAKE SURE THAT EVEN WHEN PRIOR TO THIS WE, NO, WE WERE NOT GONNA TEACH YOU BACK TODAY BECAUSE YOU DIDN'T BRING YOUR GREEN FOLDER FOR THE SUPPLY LIST. WE WERE ALWAYS PROVIDING THIS IT WAS NOT BEEN PROVIDED BY THE FAMILIES.

>> IN THE PAST I KNOW MY KIDS ARE OLDER AND HAVE AN ELEMENTARY AND MIDDLE IT WAS RUN BY PTOS THEY HAVE LIKE IN THE SPRING IT WAS CALLED SOMETHING, SOMETHING SUPPLIES AND YOU GOT A BOX YOU COULD ORDER THEM AND THEN WHEN YOU SHOWED UP IN THE FALL IT WAS LIKE $35 FOR FIRST. AND $20 FOR SECOND OR WHATEVER IT WAS BUT IT WAS NOT MANDATOR . PEOPLE COULD GO OFF THE SUPPLY LIST.

IS THIS SOMETHING WE CAN LOOK INTO FOR SOMETHING ALL ACROSS THE BOARD SO PEOPLE HAVE A BETTER COST FOR THEIR SUPPLY LIST?

>> I THINK I MENTIONED THE SUPPLY KIT FUNDRAISERS THEY PTOS ARE DOING THIS DOESN'T PROHIBIT THEM FROM DOING THAT THEY HAVE CONTINUED TO DO THOSE THE WAY THEY HAVE IN PRIOR YEARS.

>> OKAY. I HEARD THAT. WHAT I MEANT IS THERE A WAY WE CAN UNILATERALLY DO IT ACROSS THE DISTRICT SO ALL OF OUR ELEMENTARIES HAVE THAT CAPABILITY OR IS THAT SOMETHING THAT HAS TO GO THROUGH THE PTOS?

>> THE PTOS HAVE DONE IT AS A FUNDRAISER FOR THEIR ORGANIZATION I THINK IS WHY.

BUT, I MEAN, WE ARE NOT GOING TO STANDARDIZE, I MEAN, IF THE BUILDINGS DECIDE GOING FORWARD WE NEED TO ORDER WHAT THOSE THINGS ARE I THINK THAT WOULD BE SOMETHING WE WILL BE TALKING ABOUT FOR NEXT YEAR THERE SIMPLY IS NOT TIME TO DO THAT FOR AN IMPLEMENTATION THIS YEAR. BUT, WE ALSO HAVE TO REMEMBER WHO IS GOING TO BE HANDLING THAT KIND OF STUFF. YET, THE USE SUPPLY LISTS WE MAY GET GUIDANCE IN SIX MONTHS WE CANNOT USE THOSE ANYMORE SO WE WILL WORK ON IT WHERE THERE IS A DOLLAR AMOUNT ASSIGNED TO THAT SO I THINK THAT'S WHAT WERE PROBABLY LOOKING AT GOING FORWARD ABOUT RIGHT NOW, NO, THERE'S A SUPPLY KIT FUNDRAISERS THEY HAVE THAT THEY PTOS HALF AND A SUPPLY LIST AND THEN WE WILL EVALUATE THIS YEAR AND SEE WHAT WE CAN DO FOR FOLLOWING YEARS.

>> I WOULD SAY THAT WE DON'T WANT TO PUT OURSELVES IN A POSITION TO HINDER THE PTOS BECAUSE WE CAN PROVIDE PENCILS FOR KIDS BUT IF THEY WANT A LITTLE FLUFFY ONE WITH THE CUTESY HAIR ON THE END THAT THE PTO PROVIDES THEN BY ALL MEANS AS LONG AS IT MEETS OUR NEEDS IN TERMS OF CURSIVE WRITING OR OTHER THINGS BE REQUIRED AT GRADE LEVELS.

>> RIGHT, FOR CLARITY, WHAT I WAS TRYING TO POINT OUT SO WITH THE YEARS MY KIDS HAVE BEEN IN SCHOOLAND I HAVE HEARD OTHERS IN THE DISTRICT FOR 28 YEARS THERE'S BEEN DIFFERENT TYPES OF REDISTRICTING . I'VE BEEN LUCKY ENOUGH TO GO TO FIVE DIFFERENT ELEMENTARIES.

WITH THOSE DIFFERENT ELEMENTARIES I CAN TELL YOU FIRSTHAND IT WAS DEFINITELY A LOT EASIER AND VERY COST-EFFECTIVE JUST TO SAY I WILL TAKE THAT BOX FOR THIRD GRADE AND IT WAS DONE AND YOU HAD YOUR SUPPLIES AND YOU ARE CORRECT IF SOMEONE WOULD LIKE TOBUY A FLUFFY PEN , CUTELITTLE SCISSORS WITH THE GLITTER STUFF , BY GOLLY THAT'S GREAT.

BUT, FOR ANYONE WHO WANTS TO GET THE STANDARD SUPPLIES I AM JUST SAYING THAT SOMETHING THAT WOULD BE GOOD TO LOOK INTO BECAUSE I KNOW IT WAS DEFINITELY A LOT LESS EXPENSIVE TO BUY THE BOXES AS OPPOSED TO GETTING THAT SHOPPING LIST AND GOING TO THE VARIOUS STORES.

THAT WAS TWO CENTS I'M ADDING THAT MAYBE WE CAN LOOK INTO IT MORE.

>> I THINK AS I SAID A LITTLE BIT THIS WAS NOT WE DO NOT HAVE AMPLE TIME TO PLAN FOR EVERY SCENARIO BUT I WHAT I WOULD ALSO SAY IS MS. FETTERS THOMPSON AND I HAD THIS CONVERSATION WE STANDARDIZE EVERYTHING WE ARE DOING THAT MEANS WERE SAYING THAT EVERY TEACHER IN THE THIRD GRADE IS CAN HAVE THE SAME SUPPLIES AND HOW THEY HANDLE THEIR CURRICULUM.S DANIELLE POINTED OUT TO ME IT'S NOT THE CASE.

THERE'S SOME LEVEL OF AUTONOMY BECAUSE YOU MIGHT BE INSTRUCTED ON LESSON A AND PUBLISHING THE MAIN PIECES OF WHAT STUDENT LEARNING IS SUPPOSED TO BE HOW YOU GET THERE IS A LITTLE BIT DIFFERENT. I THINK THAT'S WHERE THE DIFFICULTY COMES IN AND SO IF WE DO THAT THAT MEANS WE ARE SAYING YOU HAVE NO AUTONOMY OR GIVE YOU A GREEN FOLDER FOR EVERY STUDENT A PURPLE THIS AND THIS LESSON PLAN THIS WAY I THINK THAT'S PROBABLY WHY WE WOULDN'T. I THINK OF THE PTOS THEY HAVE A NICE WAY THEY DO IT THAT'S REALLY EFFECTIVE THAT WOULD BE MY CONCERN IS IF WE STANDARDIZE IT IT'S GOING TO BE VERY

[01:00:04]

REGIMENTED IN A MATTER I AM NOT SURE CAROLYN MIGHT DO SOMETHING AVERAGE.

>> FOR CLARITY, I'M NOT ASKING THE SCHOOL DISTRICT TO DO IT. I'M NOT SAYING TO DO THIS HAD TO TAKE IT ON I WAS JUST TRYING TO SAY IS THERE A WAY WE CAN MAKE SURE THOSE OF FUNDRAISERS THAT THOSE PTOS GET TO DO THAT IN ALL OF OUR ELEMENTARIES AND THEY DO THE FUNDRAISING AND WAS JUST AN EASY PURCHASE. IT WAS SOMETHING TO LOOK INTO I'M NOT SAYING FOR THIS YEAR I'M SAYING I KNOW FIRSTHAND THAT IS WAY LESS EXPENSIVE TO PURCHASE THOSE BOXES THEN GOING TO THE SHOPPING LIST.

>> I WAS CONFUSED BECAUSE I KNOW I CORRECT WHAT I JUST TALKED ABOUT CERTAIN THINGS THAT COULD STILL HAVE WE DON'T DICTATE THE PTO ACTIVITY IF THEY DO IT THEY DO ON THEIR OWN VOLITION. SO DOCTOR STOKES HAS HER ADVISORY COMMISSION THAT ME WITH PTOS AND THAT'S PROBABLY A TOPIC IN GENERAL BECAUSE THEY DO THOSE FUNDRAISERS.

AND THAT'S ALL I AM SAYING I'M COMMITTING THOSE PTOS AND SCHOOLS THAT ARE DOING IT AND AGAIN IS A LESS EXPENSIVE COST TO THE PARENT AND I WOULD LIKE TO SEE IT BE INTRODUCED TO ALL THE PTOS. THANK YOU.

[7. Board Members ]

>> THANK YOU. AS WE CONTINUE ON MOVING TO BOARD REPORTS.

BOARD MEMBERS WILL REPORT ON THEIR PERSPECTIVE COMMITTEES. LET'S START DOWN THE LINE BEN ORR, ANY UPDATES?

>> NO UPDATES.

>> SARAH DONSBACH.

>> YOU ASKED ME TO TALK ABOUT SOME OF THE OTHER LEGISLATION THAT PASSED.

SOME OF WHICH WENT INTO EFFECT ON JULY 1, SOME WILL NOT GO TO INTO EFFECT UNTIL NEXT YEAR.

SOME NOT UNTIL THE FOLLOWING YEAR AFTER THAT. I JUST KIND OF PICKED UP A HANDFUL OF BILLS THAT ARE MORE RELEVANT THAN SOME OF THE OTHERS.

SOME IF THE BOARD NUMBERS HAVE QUESTIONS OTHER THAN THOSE OF A HAPPY TO ANSWER THEM.

I WILL START WITH SENATE BILL 167 WHICH IS DEALT WITH FAFSA AND THE CHANGE THERE IS ALL OF OUR HIGH SCHOOLS WILL HAVE TO HAVE THE STUDENTS COMPLETE THE FAFSA APPLICATION.

THOSE THAT ARE REQUIRED TO DO SO BY APRIL 15, 2024. SO THAT WOULD BE THIS SCHOOL YEAR. AND THAT IS NOW A MANDATORY REQUIREMENT FOR A LARGER GROUP OF STUDENTS THAN IT WAS BEFORE. I CAN TELL MATT IS THRILLED BY THAT.

THE NEXT IS SENATE BILL 342 WHICH DEALS WITH THE TEACHER HIRING THEY CLEANED UP SOME LANGUAGE REGARDING BACKGROUND CHECKS AND WHEN TEACHERS MOVED BETWEEN DIFFERENT SCHOOL CORPORATIONS AND OTHERTHINGS . REVEALED SOME LANGUAGE AND ADDED SOME OTHER THINGS JUST TO MAKE THINGS MORE CLEAR AROUND HIRING PRACTICES OF TEACHERS IN THE STATE.

SENATE BILL 486 WHICH TALKS ABOUT TEACHER PERFORMANCE EVALUATIONS AND CHANGES WILL BE NEEDED TO BE THERE AND ALSO CHANGED MANDATORY TEACHER DISCUSSION TO A MAIN PROVISION I KNOW DOCTOR STOKES IN HER REPORT WILL TALK MORE ABOUT THAT SO I'M NOT GOING TO STEAL THE THUNDER ON THAT PIECE. NEXT, HOUSE BILL 1001 WHICH IS THE BUDGET AND STUDENT FEE THAT KATIE AND STEPHANIE JUST GAVE US AN UPDATE ON. HOUSE BILL 1382 WHICH DEALT WITH HIGH SCHOOL ROBOTICS PROGRAM WHICH OPEN UP SOME GRANT FUNDING FOR HIGH SCHOOL ROBOTICS FUNDING WHICH ARE FOR BOTH HIGH SCHOOL OPPORTUNITY TO APPLY FOR COMPETITION FUNDS WHICH WILL HELP BOTH OF THEM IN THEIR FUNDRAISING. HOUSE BILL 1400 WERE STILL WITH BULLYING. THERE ARE SOME CHANGES THERE SOME OF THOSE CHANGES WERE JUST IN THE HANDBOOK AND SOME WILL BE IN THE POLICIES TO ALLOW US TO BE COMPLIANT WITH THE LAW.

IN THE LAST ONE WHICH IS MY FAVORITE ONE I WILL TALK ABOUT IS HOUSE BILL 1558 WHICH TALKS ABOUT LITERACY AND THE SCIENCE OF READING WHICH LIMITS THE USE OF THREE CUEING MODEL FOR TEACHING AND ENCOURAGES AND MANDATES DISTRICTS TO ALIGN TO THE POSSIBLES OF THE SIGNS OF READING WHEN IT COMES TO THEIR CURRICULUM BY THE 2024-25 SCHOOL YEAR.

AND WE AS A DISTRICT ARE ALREADY WELL ON OUR WAY OF DOING THAT.

ACTUALLY, WE ARE AHEAD OF THE GAME WITH OUR LITERACY ADOPTION BUT WE DID LAST YEAR.

OUR SCHOLASTIC LITERACY PROGRAM WE ADOPTED BOTH ARE ALIGNED WITH THE SCIENCE OF READING SO THAT'S ONE CHANGE WE DON'T HAVE TO MAKE BECAUSE WE DID IT BEFORE THEY TOLD US TO.

AND THAT IS ALL I HAVE. IF ANYONE HAS QUESTIONS I WILL BE HAPPY TO ANSWER THEM.

[01:05:08]

>> THANK YOU. TIFFANY PASCOE, ANY UPDATES?

>> NO.

>> DR. JUANITA ALBRIGHT >> NO

>> SARAH PARKS-REECE >> NONE AT THIS TIME.

>> SUZANNE THOMAS >> TWO QUICK UPDATES A REPEAT FOR THE FOUNDATION HAMILTON SCHOOL DISTRICT HAS THE FOUNDATION AND WE WILL BE MEETING ACTUALLY THIS NEXT MONTH IN AUGUST FORTUNATELY WE HAVE A JULY OFF AS A REMINDER THE FALL GRANT APPLICATION IS CURRENTLY OPEN TO ALL DISTRICT STAFF THROUGH MIDNIGHT ON SEPTEMBER 20. ENCOURAGING YOU TO APPLY FOR YOUR GRANT AND GET THAT APPLICATION IN AND IF YOU GO ONLINE YOU CAN SEE THE LINKS THATARE POSTED .

THE SECOND PART OF THE FOUNDATION UPDATE WOULD BE, AGAIN, WE HAVE THE MUD SOCK FOOTBALL GAME AT THE HIGH SCHOOLON SEPTEMBER 8 . THAT'S A BIG FUN ARRIVAL GAME BETWEEN HSCA AND THE FISHERS TIGERS AND THE FOUNDATION AGAIN WILL BE HOSTING THE VIP AND IS ON THE FUNDRAISER AT THAT MUD SOCK GAME AND TICKETS WILL GO ON SALE IN AUGUST.

FOLLOWING UP WITH FACILITIES WE DO NOT GET OUR MINUTES DONE YET BUT WE SHOULD BE POSTING THOSE WITHIN THE NEXT FEW DAYS. JUST TO RECAP WE TALKED A LITTLE BIT ABOUT SOLAR UPDATES, KATIE DID THE PRESENTATION ON GO BONDS AS YOU ARE TONIGHT AND WE DID A LITTLE QUICK UPDATE ON THE TENURE PLAN AND A MINOR PROJECT. WE MEET THE THIRD WEEK OF EVERY MONTH AT 930. THANK YOU.

>> THANK YOU SO MUCH. I DIDN'T, I WILL DO ON MIND WHEN WE DO THE PRESIDENT

[8. Superintendent's Report]

UPDATE. DOCTOR STOKES.

>> I BELIEVE MS. OGDEN IS STILL HERE. MS. OGDEN SHARED THAT FOR OUR SUMMER FEE PROGRAM WHICH WE TALKED A LITTLE BIT ABOUT WE HAD 1888 LUNCHES WE SERVED TO STUDENTS 18 AND UNDER AND 207 ADULT LUNCHES, IS THAT CORRECT? OKAY, I WANTED TO SHARE THAT WE BELIEVE THAT'S REALLY GOOD CONSIDERING THAT THIS WAS OUR FIRST YEAR DECIDING TO DO THE SUMMER FEE. OUR PLANS ARE TO CONTINUE WITH SUMMER FEE, IF ALLOWED.

I JUST WANTED TO SHARE SOME INFORMATION, IS THERE ANYTHING ELSE YOU WANT TO SHARE ABOUT THE SUMMER FEE?

>> NOT A WHOLE LOT MORE THAN THAT. IT REALLY WE WERE VERY PLEASED WITH OUR TURNOUT. WE HAD A LOT OF FAMILIES, MOMS, DADS, REFERENCE COMING MEETING THERE HAVING LUNCH AND LETTING THEIR KIDS PLAY. WHEN WE HAD OUR REVIEW FOR THE STATE SHE WAS VERY SURPRISED IT WAS THE MOST PARENTS PURCHASING ADULT MEALS SHE HAD SEEN IN ANY OTHER DISTRICT WHICH IS THAT A LOT BECAUSE THE PARENTS COULD TASTE WITH THE KIDS ARE HAVING.

WE HAD A LOT OF REALLY NICE REVIEWS FROM APPEARANCE OF KINDERGARTNERS, INCOMING KINDERGARTNERS, THAT COULD GO THROUGH THE LINE AND SEE WHAT IT WAS GOING TO BE LIKE AND GIVE A REVIEW OF WHAT IT WILL WHAT TO EXPECT.

>> THANK YOU, MS. OGDEN. AND SO, JEFF IF YOU COULD PUT UP BEFORE THE BILLS WOULD GET MY LAST SHOUT OUT ABOUT BEFORE THE BILLS. IT IS A THURSDAY, AUGUST 3, FROM 5:30 PM TO 7:30 PM. EVERYONE IS WELCOME WE HOPE TO SEE YOU OUT.

MS. ADMITS IN HER DEPARTMENT HAVE WORKED HARD WITH ADDITIONAL ADMINISTRATIVE FROM A CENTRAL OFFICE AND SOME OF OUR BUILDING STAFF LEADERS TO PROVIDE ACTIVITIES AND EVENTS WE BELIEVE YOU ALL WILL APPRECIATE SO WE WANT YOU TO COME OUT AND LEARN MORE ABOUT OUR INDIVIDUAL SCHOOLS AND HAVE A GOOD OLD TIME WITH US. WE LOOK FORWARD TO SEEING YOU THURSDAY, AUGUST 3, 5:30 PM TO 7:30 PM. AND THEN IF YOU WILL PUT UP INFORMATION ABOUT THESUMMER . IF YOU COULD PUT THAT SITE UP. OUR HR DEPARTMENT HAS WORKED DILIGENTLY TO TAKE A LAST MINUTE STAB, LAST-MINUTE PUSH AT FILLING VACANCIES AS WE HEAD INTO OUR SCHOOL YEAR. WE WILL HAVE REPRESENTATIVES FROM EACH OF OUR DEPARTMENTS, FOR EXAMPLE, TRANSPORTATION WILL HAVE SOME REPS PRESENT TO TALK ABOUT SOME OF OUR NEEDS, FOR EXAMPLE, BUS ATTENDANTS AND THINGS OF THAT NATURE. REPS FROM SPECIAL EDUCATION DEPARTMENT WE NEED ASSISTANCE. WE WANT TO MAKE SURE THAT WE HAVE MEMBERS COME OUT WHO ARE

[01:10:08]

WILLING TO WORK. IF YOU'RE WILLING TO WORK TELL A NEIGHBOR, TELL A FRIEND.

IF YOU CAN BELIEVE THE DATE CAN YOU PUT WHERE THEY CAN SEE THE DATE THERE? IT'S TUESDAY, AUGUST 1, 3 PM TO 6 PM AND IT'S AT THE AGE AS EASY BUILDING WHICH IS BUILDING WE ARE IN. I WANT TO SAY ONE GOOD THING ABOUT THIS IS WE ALWAYS HAVE PARTNERSHIPS. THE FOUNDATION IS PROVIDING CERTIFICATES TO HELP FAMILIES WITH BACK-TO-SCHOOL SHOPPING SO IF YOU SHOW UP AND HAVE AN OPPORTUNITY TO POTENTIALLY WIN SOME MONEY TO GO AND SHOP AND CLOTHING IS IMPORTANT. WE THINK OUR PARTNERS WHO IS HELPING WITH US WE THINK OUR HR DEPARTMENT THANK YOU MS. (NAME?) FOR LEADING THE CHARGE WE HOPE THIS WILL BECOME SOMETHING WE CAN DO TWICE A YEAR DURING THE SUMMER OF COURSE A LITTLE EARLIER AND THEN AGAIN TOWARD THE DECEMBER TIMEFRAME WHEN WE HAVE TO HIRE FOR SECOND SEMESTER. LAST BUT NOT LEAST IF YOU COULD PUT SOME INFORMATION REGARDING HSE A WHICH IS OUR HAMILTON SOUTHEASTERN ASSOCIATION AND OUR HAMILTON SOUTHEASTERN SCHOOLS ADMINISTRATION. YOU HEARD MRS. SARAH DONSBACH TALK ABOUT THE BILL THAT SAYS WE MAY HAVE A DISCUSSION. WE AS A DISTRICT BELIEVE IN THE IMPORTANCE OF HEARING THE VOICE OF OUR TEACHERS AND AS SUCH WHILE THE OPTION IS IN THE MAY WE PLAN TO HAVE DISCUSSIONS SO FOR US WE WILL HAVE A DISCUSSION. WE BELIEVE THAT IS IMPORTANT.

WE HAD A DISCUSSION PROCESS ALREADY THAT WE REALIZE SO THAT PEOPLE, TEACHERS VOICES COULD BE HEARD AT EACH BUILDING LEVEL AND THEN WHERE NECESSARY INFORMATION IS BROUGHT TO THE DISTRICT LEVEL AND WE CAN INVENT THINGS FURTHER. I JUST WANT TO AFFIRM WITH OUR TEACHERS ASSOCIATION AND WITH OUR INTERNAL ADMINISTRATION IT IS OUR GOAL TO CONTINUE DISCUSSION. AND WITH THAT I YIELD.

[9. Board President ]

>> THANK YOU, DOCTOR STOKES. MY UPDATE I WANT TO COMMENT ON TWO THINGS.

ONE COMMENT IS ON COMMITTEES. PURSUANT TO AGENCY POLICY ZERO POINT, 04.00 ON COMMITTEES.

WE HAVE THE CAPACITY TO GENERATE A COMMITTEE OR CREATE AN AD HOC COMMITTEE WITH THAT WITH A REFERENDUM COMMITTEE WERE DISCHARGING THE COMMITTEE BECAUSE THE PURPOSE AND INTENT OF THE COMMITTEE HAS ALREADY SATISFIED AND FULFILL THOSE REQUIREMENTS WHICH WAS TO REPORT THE REFERENDUM BALLOT LANGUAGE AT A RATE TO BE VOTED ON BY THE BOARD OF TRUSTEES WHICH WAS COMPLETED IN OUR LAST MEETING ON JULY 12, 2023. ALSO, ESTABLISHING A BUDGET AND FINANCE COMMITTEE MEMBERS INCLUDE, TIFFANY PASCOE AND BEN ORR.

THE OBJECT OF THE COMMITTEE TO WORK WITH THE CFO, SUPERINTENDENT AND OTHER ADMINISTRATORS IN THE DISTRICT IN EFFORTS TO PROVIDE FINANCIAL REVIEW FOR THE AGENCY AND SCHOOLS $280 MILLION BUDGET. THE COMMITTEE WILL MEET MONTHLY OR AS NEEDED FOR THE NEEDS OF THE DISTRICT AND FINANCIAL STABILITY. REGARDING THE NEXT ITEM I HAVE A HANDOUT I CAN GO AHEAD AND PUT OUT. SCHOOLS THIS IS THE BOARD OF TRUSTEES HAS BEEN WORKING WITH ESTABLISHING WE RECOGNIZE THAT THE PRIMARY RESPONSIBLY LEADERSHIP OF THIS SCHOOL CORPORATION BETWEEN THE BOARD OF TRUSTEES AND ALSO OUR ADMINISTRATION IS TO GIVE GUIDANCE AND THE STRATEGY AND GOALS AND OBJECTIVES FOR THE DISTRICT AND LEADERSHIP. WE WILL IS IN ALONG WITH THE ONE THE PUBLIC FORUMS. IN ALLOWING ITS POLICY I TO I ON THE FACT THAT WE ALL HAVE A COMMON VISION AND A COMMON GOAL FOR THIS DISTRICT AND WE FOCUS ON THE THINGS WE DO A LINE ON. WITH THAT WE RECOGNIZE WE ARE STRONGER TOGETHER. AND WORKING TOGETHER TOWARDS THIS COMMON GOAL AND THROUGH THAT PROCESS THIS IS THE FIRST PASS OF WHAT WE HAVE DEVELOPED AS A RESULT.

AND SO, WE STILL HAVE A COUPLE MORE MEETINGS TO GO THE CURIOUS THOSE FOR THE FOURTH WHERE ADMINISTRATION WILL TAKE THIS CONFLICT OF WHAT THIS WILL ACTUALLY LOOK LIKE TO COME UP WITH SOMETHING MORE SPECIFIC AND DETAILED. AFTER WORKING ON BEHALF OF THIS DISTRICT AND BEHALF OF THE STUDENTS AND THE COMMUNITY TO REALLY BRING A STRONG SCHOOL

[01:15:02]

DISTRICT FORWARD FOR OUR STUDENTS, OUR COMMUNITY AND OUR STAPLERS WHICH IS EVERYONE IN THIS ROM AND BEYOND. WITH THAT, THANK YOU ALL SO MUCH FOR BEING HERE.

THANK YOU FOR JOINING US ONLINE
