[1. Meeting Opening]
[00:00:13]
GOOD EVENING EVERYONE, THANK YOU FOR JOINING US FOR OUR SECOND BOARD MEETING OF THE EVENING, WE ARE GOING TO GET THIS THING STARTED, PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE.
DC)JC VU, RIGHT? THANK YOU ALL FOR BEING HERE,
[2. Snapshots of Success]
STARTING OFF WITH SNAPSHOTS OF SUCCESS.MISS EMILY ABBOTTS COME FORWARD.
>> I WAS THINKING WHAT A GREAT SNAPSHOTS FOR TONIGHT'S MEETING BECAUSE WE HAVE OUR FFA HERE AND AS WE WERE TALKING AND HEARING FROM THE PARENTS TALK ABOUT THE SPECIAL PROGRAMS FFA OBVIOUSLY IS ONE OF OUR MOST SPECIAL AND UNIQUE PROGRAMS WE ARE BOTH VERY LUCKY TO HAVE THEM HERE AND SOME STUDENTS I'M GOING TO TURN THE MICROPHONE OVER TO THEM THEY WILL TALK A LITTLE ABOUT SOME OF THE AWARDS THE DIRECT UP MAYBE THE FUTURE
COMPETITIONS AT THE FAIR. >> WE PROUDLY REPRESENT THE HAMILTON SOUTHEASTERN FFA CHAPTER WE WENT UP TO PURDUE FOUR WEEKS AGO AND WHO COULD AND COMPETED IN THE INDIANA FFA STATE COMPETITION SO I'M HANNAH RAYFORD.
>> I'M JEFFREY HENRY, I'M LAUREN RAYFORD.
>> JONI HANCOCK. >> WE COMPETE IN A BUNCH OF CAREER DEVELOPMENT AND LEADERSHIP DEVELOPMENT EVENTS I COMPUTED AND ADD THE COMMUNICATIONS AND I WAS ALSO SELECTED TO E A DELEGATE SO I WAS ABLE TO SIT IN AND VOTE ON
A BUNCH OF. >> I'M LAUREN AYFORD A FEW WEEKS AGO IN THE STATE CONVENTION I COMPUTED AGRICULTURAL COMMUNICATIONS AS A CAREER DEPARTMENT COMPETITION AND IT WAS A REALLY GOOD EXPERIENCE TO LEARN ABOUT THE DIFFERENT WAYS OF COMMUNICATION THROUGH THE AGRICULTURAL
INDUSTRY. >> I WAS ALSO AN AGRICULTURAL COMMUNICATIONS AND WHEN WE STARTED OUT DOING AGRICULTURAL COMMUNICATIONS WE CREATED A MEDIA PLAN WHICH JUST LIKE ANY OTHER MEDIA PLAN HE WOULD USUALLY MAKE A SECOND FORM OF COMMUNICATION AND WE CREATED LIKE A HYPOTHETICAL EVENT OUR CHAPTER WOULD HOST TO HELP BRING PEOPLE TO OUR CHAPTER OUR HSC CHAPTER AND I ALSO COMPETED IN THE HORSE JUDGING COMPETITION WHICH WE PLACED THIRD IN FIRST TODAY.
I WILL GO INTO SOPHOMORE YEAR IT WILL BE SECOND YEAR AS I HAD A TIMEFRAME OF 3 TO 5 MINUTES I PLACED THIRD IN THE STATE
OVERALL FROM ALL 12 DISTRICTS. >> WE COMPETED IN VETERINARY SCIENCE YOU HAVE TO DO A LOT OF STUDY AND RESEARCH ABOUT THE VETERINARY THEORY HOLDS WHERE WE WOULD PRACTICE DIFFERENT PROCEDURES THAT WOULD PERFORM. WE WOULD HAVE TO PRESENT THOSE PROCEDURES IN FRONT OF THE JUDGE WHERE THEY WOULD GIVE US A SCORE BASED ON HOW WELL WE DID.
>> THE MARKETING TEAM WON THEY WILL BE GOING TO NATIONALS THE
UPCOMING YEAR. >> ARE THERE ANY QUESTIONS? (APPLAUSE)
>> CAN YOU SHARE ALL THE GROUPS YOU GUYS ARE IN AT FFA.
[00:05:07]
IS THERE A LONG LIST OF DIFFERENT PARTICIPATION, HE.>> THERE'S A BUNCH OF DIFFERENT COMPETITIONS YOU CAN PICK FROM WHEN YOU TALK TO THE ADVISORS THEY GUIDE YOU AND WHAT THEY THINK YOU WOULD DO BEST AND SO YOU COULD TRY TO WIN.
>> HOW MANY ARE IN THE FFA HSC GROUP, 15 KIDS?
50 KIDS? >> ABOUT 100 MEMBERS PER YEAR.
>> THAT'S AWESOME. THIS YEAR YOU GOT FOR SURE HAVE
A GROUP STARTING IN 23/24? >> YES.
>> THANK YOU.CONGRATULATIONS. >> CAN YOU TELL ME WHAT YOUR TOPIC YOU ENDED UP PICKING FOR YOUR COMPETITION WAS.
>> MY TOPIC WAS HOW TO INFORM AMERICANS ABOUT THE AGRICULTURAL INDUSTRY AND I GOT TO PICK THREE MAIN TOPICS I WANTED TO TALK ABOUT I SHOWED STATS AND SHOWED THEM ALL THINGS THAT I WOULD INFORM AMERICANS ABOUT THE AGRICULTURAL INDUSTRY AND HOW TO GET INVOLVED.
>> WHEN YOU HAVE THE RESEARCH WANT TO GET YOUR TOPIC YOU PICK YOUR TOPIC AND GET THE 30 MINUTES TO PREPARE DO YOU HAVE YOUR LAPTOP GOING ON THE INTERNET AND FINDING YOUR SOURCES TO FORMULATE HER SPEECH AT THAT POINT?
>> YES. LUCKY FOR ME HAVE DONE MANY PRACTICE ALMOST THE SAME TOPIC I DID A PRETTY GOOD IDEA OF WHAT I WANTED TO TALK ABOUT WHEN I WAS IN THERE.
>> AWESOME. HAVE ONE MORE QUESTION.
CAN YOU TELL ME ABOUT THE HORSE JUMPING JUDGING, YOU ARE ACTING AS THE JUDGES OR ARE YOU THE HORSE JUMPERS?
>> WE JUDGE THE HORSES BASED ON APPEARANCE AND ALSO SOME PERFORMANCE HORSES WHERE THEY DO THERE WAS MANY JUMPING THEY GO AROUND ON A TRACK AND JUMP OVER DIFFERENT OBSTACLES WE HAVE TO GIVE THEM A SCORE AND JUDGE THEM BASED ON HOW WELL THEY DID. THERE'S OFFICIAL JUDGES OF THE COMPETITION TO GIVE THE OFFICIAL SCORING AND WHOEVER'S CHAPTERED IS THE BEST JUDGING THE HORSES WILL PLACE HIGHER IN
THE COMPETITION. >> INTERESTING.
THAT'S REALLY COOL. >> I WANT TO THANK YOU FOR COMING IN TONIGHT AND TALKING TO US ABOUT WHAT YOU DO AND SUCH A GREAT PROGRAM IT'S SO DIVERSE I THINK A LOT OF PEOPLE WHEN THEY THINK OF FFA IT'S JUST FORMS STAFF, TRACTORS, YOU DO SPEAKING COMPETITIONS MARKETING THINGS YOU DO TECHNOLOGY AGRICULTURE, VETERINARY SCIENCE, ALL THESE DIFFERENT THINGS IT'S SO COOL TO HAVE THESE OPPORTUNITIES AND I'M SO GLAD WE CAN AT LEAST IN SOME PART PROVIDE A PLACE AND RESOURCES HOW DO YOU ALL FEEL AS FAR AS WHEN YOU GO TO SOME OF THESE STATEWIDE COMPETITIONS NATIONAL COMPETITIONS HOW DO YOU FEEL OUR PROGRAM STACKS UP COMPARED TO THE REST OF THE WORLD? DO YOU FEEL WE ARE ADEQUATELY HAVE SOME RESOURCES? WHAT CAN WE USE? THIS IS YOUR TIME WHAT ELSE COULD WE DO TO HELP YOU?
>>. >> SOME CHAPTERS ARE BETTER IN OTHER AREAS BECAUSE SOME ARE MORE BETTER THAN ME JUDGING BECAUSE THEY ARE MORE OUT WHERE PEOPLE DO MOST OF THE FARMING THINGS BUT WHERE WE ARE IN MORE OF A SUBURBAN AREA ALL THE RESOURCES WE HAVE ARE FAIRLY WHAT WE NEED THEY'VE DONE A
GOOD JOB ON THAT. >> DO PARTNER AT ALL WITH THE
AGRO PARK? >> WE HAVE HAD DONE A COUPLE
THINGS AT THE AGRO PARK. >> THANK YOU AGAIN.>> WITH FFA HEADQUARTERED IN THE STATE YOU FEEL LIKE YOU HAVE ACCESS TO MORE RESOURCES AND OPPORTUNITIES?
>> IF YOU LIKE IT KIND OF SWITCHES.
WE ARE THE NATIONAL COMMISSION IS HELD IT SWITCHES THROUGHOUT THE YEARS SO I THINK IT DOESN'T REALLY GIVE US AN ADVANTAGE PER SE BUT IT IS NICE AND CONVENIENT TO HAVE IT SO CLOSE BY SO WE DON'T HAVE TO TRAVEL ACROSS THE STATE TO GET TO
NATIONAL CONVENTION. >> WHAT INFLUENCE YOUR DECISION
TO GET INVOLVED IN FFA? >> FOR ME PERSONALLY OUR LOCAL FFA CHAPTER CAME TO MY MIDDLE SCHOOL WHEN I WAS IN EIGHTH GRADE THEY STARTED TALKING ABOUT THE AGRICULTURAL CLASSES YOU CAN TAKE COMING INTO A FRESHMAN I PERSONALLY JOIN BECAUSE I HEARD THAT THE JUNIOR YEAR WE COULD BASE CHICKENS I SIGNED UP FOR THE CLASS FOR THAT REASON.
MY FIRST DAY IN MY CLASS MR. YACHT STARTED TALKING ABOUT FFA AND TO GET INVOLVED AND JOIN MY FIRST THROUGH EVEN THOUGH I WASN'T TOTALLY A PART OF IT WAS GOING TO THE DAIRY BARN WHICH WE ARE HOLDING AUGUST 19. THAT WAS MY FIRST ACTUAL VOLUNTEER OPPORTUNITY AFTER THAT I WAS HOOKED ON FFA AND EVER SINCE THEN I'VE BEEN A PROUD MEMBER.
>> I WANTED TO ASK IF YOU HAD ANOTHER STUDENT ASKING YOU WHY YOU LOVE THAT FFA SO MUCH WHAT WOULD YOU SHARE WITH THEM?
[00:10:04]
>> I WOULD SHARE ABOUT HOW DIFFERENT.
OBVIOUSLY LIVING IN THE CITY I LIKE THE DIFFERENCE OF IT.
A LOT OF PEOPLE THINK IT'S JUST FARMING BUT ALSO YOU CAN EXCEL IN DIFFERENT THINGS LIKE MARKETING AND YOU CAN GET BETTER AS A PERSON. I ALSO ENJOY THE COMMUNITY ASPECT OF IT SINCE THERE IS NOT MANY FFA MEMBERS IN OUR SCHOOL IT CREATES OUR SCHOOL AS A SMALLER PLACE FOR ME BECAUSE I CAN WALK AROUND WHERE I DON'T USUALLY RECOGNIZE ANYONE IN OUR SCHOOL I CAN RECOGNIZE PEOPLE FROM FFA I LIKE HOW ARE YOU DOING TODAY? IT'S A GOOD COMMUNITY TO BE IN AND I REALLY ENJOY OUR ADVISORS WHO HELP US THROUGH.
>> I WAS GOING TO BRING UP A QUESTION FROM WHAT YOU ANSWERED BEFORE. ANY OF THE THINGS THAT YOU DO FOR FFA IS THAT PART OF YOUR 7:00 A.M. TO 3:30 P.M. DATED YOU GET TO TAKE CLASSES OR IS EVERYTHING BEFORE OR AFTER
SCHOOL? >> MOST ARE AFTERSCHOOL OR BEFORE SCHOOL BUT WE HAVE ONE CLASS SAE SUPERVISED AGAAG
EXPERIENCE. >> I WANTED TO GIVE EVERYBODY ELSE AN OPPORTUNITY TO ANSWER THAT QUESTION.
WHAT YOU LOVE MOST OF YOUR TALKING TO SOMEBODY WHO HAS NOTHING NO BACKGROUND UNDERSTANDING OF FFA WHAT YOU
LOVE MOST ABOUT IT. >> I LOVE WHAT LAUREN SAID THE COMMUNITY IS A HUGE THING. GOING INTO FRESHMAN YEAR IN A HUGE SCHOOL LIKE HAMILTON SOUTHEASTERN IT'S REALLY SCARY BUT SINCE I JOINED THE FIRST FFA MEETING I CREATED CLOSE BONDS. I WOULDN'T KNOW THESE FOUR PEOPLE IF IT WASN'T FOR FFA AND THE AGRICULTURAL CLASSES.
ANOTHER IS BEING INVOLVED IN THE AGRICULTURAL CLASS.
MR. YACHT DOES A GOOD JOB INCLUDING WHAT FFA IS SO I WOULD SAY TAKE THE AGRICULTURAL CLASS IT'S REALLY FUN AND EASY CLASS TO GET AN A AS LONG AS YOU PUT THE WORK AND EFFORT
INTO IT. >> I LIKE BEING ABLE TO STOP THE IDEA OF EVERYONE THINKING IT'S JUST FARMING AND ALL WE DO IS ON THE FARM IF SOMETHING EVERYONE CAN HAVE A PLACE IN IT EVERYONE IS VERY WELCOMING I FEEL IT DOESN'T MATTER WHAT YOUR BACKGROUND IS I'M VERY GRATEFUL FOR THIS CLUB BECAUSE OF THE ADVISORS THEY ARE PUSHING EVERYONE IN OUR ORGANIZATION. TO BE BETTER LEADERS IN OUR
COMMUNITY. >> THANK YOU ALL SO MUCH I APPRECIATE YOU. MOVING ON IN OUR AGENDA TO THE
[3. Public Comment]
PUBLIC COMMENTS SECTION. WE HAVE NINE INDIVIDUALS THAT ARE SIGNED UP TO SPEAK. AS A REMINDER, THE PURPOSE OF PUBLIC COMMENT IS TO GIVE BOARD MEMBERS AS MUCH INFORMATION AS POSSIBLE AND NOT ENGAGE IN DEBATE.PUBLIC COMMENT IS LIMITED TO TWO MINUTES TO SPEAK PER PERSON AND THE BOARD WILL NOT TOLERATE INAPPROPRIATE MIGRATORY STATEMENTS THAT ARE THREATENING, HARASSING, AND ALSO, COMMENTS SHOULD BE DIRECTED TOWARD THE BOARD AND NOT INDIVIDUAL BOARD MEMBER. AS I CALL YOUR NAME I'M GOING
[00:15:10]
TO GET THE FIRST PERSON WHO SCHEDULED TO SPEAK ANOTHER PERSON ON DECK. BE READY FOR THE NEXT PERSON UP.IRST UP IS SHANNON FIELDS ON DECK AS CAROLYN Ã THAT'S A HUMOR FROM THE PREVIOUS BOARD MEETING.>> THE FIRST RELATES TO ELEMENTARY ÃÃSCHOOLS CONSISTENTLY SEEKING PARENT ENGAGEMENT AND THE CDC ENCOURAGES PARENTS TO ENGAGE IN THE CHILDREN'S SCHOOL.
AND GUIDANCE ON PARENT ENGAGEMENT IN SCHOOLS HAVING LUNCH WITH THE STUDENT AS A WAY TO SHOW THEIR CHILD THEY ARE IMPORTANT ROLES IMPORTANT. MANY PARENTS ARE NOT ABLE TO MAKE MORE SUBSTANTIAL THEY MAY BE ABLE TO OCCASIONALLY TAKE AN HOUR TO VISIT THE SCHOOLS I'M NOT SURE THE RATIONALE FOR POTENTIAL CHANGE BUT I HAVE TO ASK OF THE NEXT STEPS TO LIMIT PARENT PARTICIPATION ON FIELD TRIPS ARE PRICING CHILDREN WHOSE PARENTS ARE INVOLVED TO GET BETTER GRADES I KNOW THE DISTRICT OFTEN TALKS ABOUT ITS PROGRAMS AND EFFORTS TO PREPARE STUDENTS FOR LIFE AFTER HIGH SCHOOL WHETHER THE WORKPLACE OR COLLEGE AND ASK WHAT COULD BE MORE FUNDAMENTAL AND THE GOAL AND EMPHASIZING THE IMPORTANCE OF SHOWING UP AND DRESSING APPROPRIATELY. VIRTUALLY ALL EMPLOYERS HAVE ADDRESS CLOSE THEY ENFORCE INCLUDING GUIDELINES FOR HAIR MAKEUP FACIAL HAIR AND NAILS. HSE ÃÃALL STUDENTS ARE ABLE TO LEARN WITHOUT DISRUPTION AND INTERFERENCE.
TEACHERS CAN TEACH AND STUDENTS CAN LEARN.
ALL STUDENTS SHOULD BE EXPECTED TO BEHAVE IN A WAY THAT DOES NOT DISRUPT OR INTERFERE WITH EDUCATION OF FELLOW STUDENTS.
THANK YOU. >> NEXT UP, CAROLYN, ON DECK AS
MAC LAB. >> I WOULD LIKE TO COMMENT ON THE STUDENTS HANDBOOK. THIS MORNING'S WORK SESSION DISTRICT FOR RICHER DIALOGUE ABOUT A LITANY OF CHANGES TO THE CURRENT HANDBOOK. THE TONE OF THESE CONVERSATIONS LEFT TEACHERS FEELING DISHEARTENED.
AGAIN. THE HANDBOOK CHANGES PROPOSED THIS MORNING HAVE NOT GONE THROUGH THE PROCESS IN WHICH ALL STAKEHOLDERS ARE HEARD. THIS CONTINUOUS PATTERN OF MICROMANAGEMENT AND LACK OF TRANSPARENCY SPEAKS VOLUMES.
IT SENDS A MESSAGE OF DISRESPECT TO STAFF.
AND NOW, DISRESPECT TO STUDENTS AS THEY ARE THE ONES THAT WILL BE IMPACTED THE MOST BY SOME OF THE UNNECESSARY CHANGES THAT WERE PRESENTED. RELATIONSHIPS ARE BUILT ON TRUST. ONCE AGAIN, TRUST IS BROKEN.
WHAT TEACHERS ARE HEARING, AS I WANT, OR WHAT WAS SAID THIS MORNING, BECAUSE I CAN. THIS SHOWS A LACK OF TRUST AND ALL THE STAKEHOLDERS ESPECIALLY THOSE IN THE CLASSROOM.
ONCE AGAIN, WE ASK THE BOARD TO FOLLOW THE PROCESS AND RESPECT THE TEACHERS IN THE CLASSROOM AS WELL AS THE STUDENTS, TEACHERS ARE THE PROFESSIONALS AND ARE BEGGING TO BE HEARD TO HELP THEIR STUDENTS. AND OUR COMMUNITY, THANK YOU.
>> MAC LAB IS UP, ON DECK IS AMANDA WELLS.
>> GOOD EVENING, MY NAME IS MACK LAB I GRADUATED FROM FISHERS HIGH SCHOOL A FEW WEEKS AGO.
WHILE THE DECISIONS MADE AT THE BOARD MEETINGS NO LONGER AFFECT ME PERSONALLY, I LEAVE I'M THOROUGHLY YOUNGER BROTHER, PEERS AND STAFF I KEEP IN CONTACT WITH AND DEEPLY CARE FOR. FEDERAL STUDY WAS CONDUCTED BY THE GOVERNMENT ACCOUNTABILITY OFFICE THIS PAST YEAR ON STTHE DRESS CODE. I WOULD LIKE TO REMIND THE
[00:20:10]
BOARD OF THE SUPREME COURT'S RULING IN THE 1959 CASE OF TINKER V DES MOINES. THE OPINION OF THE COURT WAS THAT STUDENTS DO NOT "SHED THEIR CONSTITUTIONAL RIGHTS OF FREEDOM AT THE SCHOOLHOUSE GATE.THIS DECISION IS UPHELD IN COURTS ACROSS THE COUNTRY TODAY. ALL VIEWS MUST BE TREATED EQUALLY SO LONG AS THEY ARE NOT SEEN AS DISRUPTIVE.
IT HAS TO PERMIT THEM NO MATTER WHAT MESSAGE IT EXPRESSES.
DRESS CODES ARE ALSO SUBJECTIVE AND LEAVE JUDGMENT UP TO TEACHERS TO DECIDE WHAT'S APPROPRIATE FOR KIDS TO WHERE.
NOT ONLY IS IT DISTURBING TO HAVE ADULTS TELL KIDS THEIR BODY IS NOT APPROPRIATE FOR THE CLASSROOM IT'S ALSO DISRUPTIVE TO THE STUDENTS LEARNING ENVIRONMENT WITH EVIDENCE THAT INSTANCES SUCH AS THESE MAKE STUDENTS FEEL LESS SAFE IN THE CLASSROOM. DURING MY TIME AT ÃÃMY LEARNING WAS NEVER DISRUPTED BY SOMEONE ELSE'S CLOTHING CHOICES BUT ONLY BY TEACHERS HAVING TO STOP CLASS TO EXCUSE ONE OF MY PEERS BECAUSE THEY BELIEVED I WAS GOING TO BE DISTRACTED.
THE CENTER OF THE CONVERSATION SHOULD BE ABOUT RESPECT SHOULD BE ABOUT RESPECTING OTHERS BUT INSTEAD IT'S TURNED INTO A CONVERSATION ABOUT GIRLS SHOULD COVER UP OR BE LEFT TO FEEL ASHAMED OF WHO THEY ARE. THANK YOU FOR YOUR TIME.
(APPLAUSE) >> AMANDA WELLS IS UP.
. JANELLE STILLWELL IS ON THAT.
>> HIM ACTUALLY READING SOMETHING THAT SOMEBODY ELSE WROTE THEY COULDN'T READ IT TONIGHT.
I'M A VESSEL. I'M JUST THE MESSENGER TONIGHT.
IT SAYS, AS THE PARENT OF AN EIGHT-YEAR-OLD DAUGHTER I HAVE SIGNIFICANT CONCERNS ABOUT THE PROPOSED AMENDMENTS THE DRESS CODE SECTION OF THE HANDBOOK. NOT ONLY TO THE GUIDELINES DISPROPORTIONATELY AFFECT FEMALE STUDENTS AND INADVERTENTLY SEXUALIZE YOUNG GIRLS THEY ALSO PROMOTE A CULTURE OF MICROMANAGEMENT AND CREATE UNDUE BURDEN ON TEACHERS AND ADMINISTRATORS TO I FIND IT INTERESTING THAT SEVERAL MEMBERS OF THE SCHOOL BOARD HAVE CONCERNS ABOUT TEACHERS TALKING TO STUDENTS ABOUT THEIR FEELINGS OR GIVING BOOK RECOMMENDATIONS BUT HAVE NO ISSUE WITH THEM MAKING DECISIONS ABOUT THE APPROPRIATENESS OF CLOTHING BEYOND WHAT'S ALREADY ADDRESSED IN THE HANDBOOK.
FOR THOSE WHO ÃÃTO LEAVE IT UP TO THE PARENTS TO MONITOR THEIR OWN CHILDREN'S APPAREL WITHIN THE CURRENT HANDBOOK GUIDELINES ALLOW THE TEACHERS TO SPEND THEIR TIME TEACHING.
ENCOURAGE YOU TO FOLLOW THROUGH WITH THE HANDBOOK PROCESS.
ANYONE WHO HAS SPENT TIME IN CORPORATE AMERICA KNOWS AND RESEARCH HAS PROVEN THAT TO SUCCESSFULLY IMPLEMENT ORGANIZATIONAL CHANGE STAKEHOLDERS MUST BE GIVEN A VOICE. ON FEEDBACK PROVIDES THEM WITH THIS OPPORTUNITY. IF THE BOARD DECIDES TO MAKE UNILATERAL DECISIONS BASED ON THE OWN PERSONAL PREFERENCES OR THOSE OF A SPECIFIC VOTING BLOCK, THE LACK OF TRANSPARENCY AND TRUST WILL CONTINUE TO DETRIMENTALLY AFFECT OUR
>> JANELLE STAIRWELL IS UP, KATHY LOZANO IS ON DECK.
>> WE MOVED HERE FOR THE SCHOOLS.
HSE HAS AMAZING TEACHER STAFF AND LEADERS.
MY DAUGHTER HAS THRIVED HAVING A 4.0 GPA AND ACTIVELY INVOLVED IN BOTH SPORTS AND EXTRACURRICULAR ACTIVITIES.
VERY CONCERNED WITH SOME OF THE SUGGESTIONS FOR THE HANDBOOK SPECIFICALLY CELL PHONES WITH A NUMBER OF SCHOOL SHOOTINGS SCHOOLS SHOULD BE ABLE TO ÃÃ STUDENTS SHOULD BE ABLE TO HAVE THEM AT ALL TIMES. THEY COULD BE OF THE BACKPACKS DURING CLASS BUT NOT THE LOGGERS THEY DON'T USE THE LOCKERS. DRESS CODE, WHERE DO I START, SLIPS? DID I WAKE UP IN 1950? THIS IS BEYOND RIDICULOUS. SHORTS, BRIEFS, IF ANYONE IS GOING TO CHECK AND MAKE SURE THAT MY DAUGHTER IS WEARING SOMETHING UNDER HER DRESS, THERE WILL BE CONSEQUENCES FOR THE SCHOOL BOARD THE SCHOOL AND WHOEVER DOES THE CHECKING BECAUSE THAT'S APPALLING. I NEVER UNDERSTOOD WHY WOMEN'S SHOULDERS MAKE MEN UNCOMFORTABLE.
IF THAT'S THE CASE I SUGGEST GET SOME COUNSELING BECAUSE THAT'S DISGUSTING. I DON'T EVEN UNDERSTAND WHY SPAGHETTI STRAPS ARE A PROBLEM. WITHOUT DISCUSSING WITH THE WRESTLERS AWARE, THE CHEERLEADER'S VOLLEYBALL UNIFORMS TRACK, CROSS-COUNTRY, BOYS SHIRTLESS JUST FOR PRACTICE, GIRLS RUN IN SPORTS BRAS AND THEIR SHIRTS.
I DON'T HAVE A PROBLEM WITH THAT, I DON'T SEE WHY IT'S SUCH A BIG DEAL WHY ARE WE FOCUSING ON KIDS BODIES AND NOT THEIR MINDS? I JUST POINTING OUT THE HYPOCRISY. RESTROOMS. WE TALKED ABOUT RESTROOM BREAKS THIS MORNING, IT MIGHT MAKE SOME OF YOU UNCOMFORTABLE BUT THE FACT OF LIFE, GIRLS HAVE PERIODS AND SOMETIMES THE PERIODS ARE NOT REGULAR, TIMES THERE ARE NOT 5 TO 7 DAYS SOMETIMES A FEW WEEKS, THEY NEED MORE FREQUENT BATHROOM BREAKS SOMETIMES THEY ARE VERY HEAVY, CAN YOU IMAGINE A FEMALE STUDENT HAVING TO ASK A MALE TEACHER TO EXPLAIN WHY WHY SHE HAS TO GO TO THE BATHROOM SO
[00:25:01]
OFTEN WHAT'S NOT FAIR TO HER OR HIM.MOST IMPORTANTLY SUGGESTED THIS MORNING TO CIRCUMVENT THE PROCESS TO MAKE CHANGES AND DO IT ANYWAY SINCE WE ARE HERE TO OFFER PUBLIC COMMENTS. COMMENTS I DOUBT YOU LISTEN TO BUT I HOPE YOU DO. DON'T IGNORE THE STAKEHOLDERS.
THE STUDENT HANDBOOK IS FINE JUST HOW IT IS, PERHAPS MAYBE THE FOCUS SHOULD BE ON UNDERPAID AND OVERWORKED TEACHERS GUN VIOLENCE AND BOOK BAN.
>> KATHY (NAME?) IS UP. MARIANNE (NAME?) IS ON DECK.
>> MY NAME IS KATHY LASALLE, I'M THE PARENT OF TWO 'S HSE STUDENTS. I'M COMING AS A COMMUNITY MEMBER AND PARENT TO EXPRESS CONCERNS ABOUT THE HANDBOOK.
GOOD EVENING MADAM PRESIDENT AND THANK YOU FOR YOUR SERVICE AND TO THE ENTIRE BOARD FOR YOUR SERVICE I APPRECIATE IT AND DOCTOR STROKES, THANK YOU FOR YOUR SERVICE.
I WANT TO ALSO CONGRATULATE YOUR TEAM YOU GUYS HAVE DONE A GREAT JOB AT EVERY MEETING I'VE HEARD AND ATTENDED IN ANSWERING ALL THE QUESTIONS AND PROVIDING INFORMATION IN A WAY THAT ALL OF US CAN UNDERSTAND. I KNOW YOU'VE BEEN SCURRYING TO GET INFORMATION YOU'VE DONE A GREAT JOB LEADING THE SCHOOLS EVEN THOUGH THIS HAS BEEN IN YOUR WAY, THANK YOU VERY MUCH FOR YOUR HELP. AS A COMMUNITY MEMBER AND A MOM OF TWO I'M A STRONG ADVOCATE OF PUBLIC EDUCATION AND HOW IT HELPS OUR COMMUNITY. HELPS EVERY PART OF OUR COMMUNITY. I'VE SEEN AS A CLASSROOM TEACHER HOW MY INFLUENCE IN THE CLASSROOM HELPS OUR COMMUNITY YEARS FROM NOW. INVESTING IN THE FUTURE WITH EVERY MINUTE IN THE CLASSROOM. AND YOU ARE TOO.
AND YOU CAN'T FORGET THAT THAT WHAT YOU ARE DOING NOW IS IMPACTING THE FUTURE. I TRUST OUR SCHOOL ADMINISTRATORS AND OUR TEACHERS AND MY SON'S EXPERIENCE IN SCHOOLS AND HSE HAS TAUGHT ME TO TRUST OUR TEACHERS AND OTHER SCHOOL ADMINISTRATORS. THEY UNDERSTAND THE CLIMATE OF THE SCHOOL AND THE CLASSROOM AND MY CHILDREN.
I APPRECIATE THAT AND HOW OPEN THEY ARE TO PARENT QUESTIONS AND CONCERNS. YOU GUYS FOCUSING ON THE DRESS CODE RIGHT NOW OR CELL PHONES IS PARTICULARLY UNUSUAL CHALLENGE FOR YOU TO CHOOSE. I SUGGEST INSTEAD THAT YOU FOCUS YOUR TIME AND ATTENTION ON WAYS TO SUPPORT STUDENTS, TEACHERS AND ADMINISTRATORS INSTEAD OF MICROMANAGING AND TRYING TO DO SOMEBODY ELSE'S JOB THERE ARE PEOPLE HIRED TO DO THIS THERE IS A PROCESS IN PLACE.
>> PLEASE WRAP UP, YOUR TIME IS OUT.
>> I URGE YOU TO USE THE POWER OF PUBLIC OFFICE APPROPRIATELY TO SUPPORT STUDENTS, ALL STUDENTS, USE YOUR POWER TO PLISTEN TO EDUCATORS AND ASKED WHAT THEY NEED.
WORK SO YOU CAN FIND WHAT THEY NEED AND SUPPORT THEM AND USE HER POWER TO ADVOCATE FOR OUR COMMUNITY TO LISTEN TO THE COMMUNITY AND CONTINUE SUPPORT OUR SCHOOLS.
>> MARIANNE KERCHIEF AND STEPHANIE HUNT IS ON DECK.
>> DOCTOR STROKES, MEMBERS OF THE BOARD, THANK YOU FOR LETTING ME SPEAK. I WANT TO SAY I'M DISAPPOINTED, I'M DISAPPOINTED IN THE CONVERSATION I HEARD THIS MORNING WHILE I WAS WORKING AND LISTENING TO THE WORKPIECE ONLINE, YOUR WORK SESSION. I'M DISAPPOINTED WE ARE FOCUSED ON HOODIES AND HATS. FIRST OF ALL, THERE'S NOTHING WRONG WITH A HOODIE, SECOND OF ALL, ONE OF YOU I DON'T REMEMBER WHICH ONE WITHOUT RE-LISTENING TO THE VIDEO, MADE A COMMENT THAT IN A WORK OFFICE YOU WOULDN'T WEAR A HOODIE.
GUESS WHAT, I DID AT ROCHE MANY DAYS AND WHEN THE AIR CONDITIONER BLEW ON MY NECK, UP WENT THE HOODIE.
THAT'S AN INCORRECT STATEMENT. AND YOU BELONG LOOKING AT WHAT YOU CAN DO TO SUPPORT THE TEACHERS.
YOU ARE NOT SUPPORTING THE TEACHERS BY TRYING TO TAKE AWAY THE PROCESS AND GO, WE CAN DO WHATEVER WE WANT TO MAKE UP OUR MIND FOR WHAT SHOULD BE IN THE BOOK.
I UNDERSTAND YOU WANT TO TRY TO PUT SOME CORAM INTO WHAT'S GOING ON IN THE SCHOOLS OR WHAT YOU PERCEIVE IS GOING ON IN SCHOOLS BUT I CAN TELL YOU RIGHT NOW THAT MY DAUGHTER ACTUALLY YEARS AGO WAS ACTUALLY DRESSED CODED FOR HOLES IN HER SHORTS, THERE WERE NO HOLES, THERE WAS A RIP.
BUT THAT'S HOW IT WAS MADE. BEHIND IT WAS A PIECE OF CALICO. EVEN AFTER IT WAS SHOWN TO THE DEAN WHO WAS MALE SAID THAT'S OKAY IT'S A WHOLE.
[00:30:01]
THEY HAVE TO HAVE THREE HOURS OF DETENTION ON A FRIDAY BECAUSE THAT. WHEN YOU ARE MAKING UP THESE RULES AND LOOK AT THE HANDBOOK ALL YOU ARE DOING IS MAKING IT MORE DIFFICULT FOR THE KIDS TO BE IN CLASS THE KIDS TO PAY ATTENTION BECAUSE NOW THEY ARE GOING TO BE WORRIED ABOUT WHAT THEIR ADDRESS IS AND WHETHER IT'S APPROPRIATE BECAUSE YOU FORCE THE TEACHERS TO BE OUT THERE PICKING ON THINGS EVEN IF THEY'RE NOT REAL. AS FAR AS HEADINGS AND HATS THERE IS ONE CHILD I WILL NOT TELL YOU WHICH SCHOOL BUT IT'S A HIGH SCHOOL THAT I KNOW IS OUT THERE WITH ALOPECIA, YOUR GONNA MAKE IT SO THAT CHILD CAN NO LONGER WEAR A HAT, HAS TO WALK THROUGH THE HALLS, WHAT DO YOU THINK THAT HAPPENS AT IEP BECAUSE IT'S A MEDICAL CONDITION AND THEN THAT CHILD IS GOING TO HAVE TO EXPLAIN THAT TO EVERY SINGLE SUBSTITUTE THAT TRIES TO STOP THEM IN THE MIDDLE OF THE HALLWAY.I'M JUST VERY DISAPPOINTED, I'M DISAPPOINTED AT THE CONVERSATION WITH THE WAY THIS MORNING AND I HOPE YOU DO THE RIGHT THING AND I HOPE YOU ACTUALLY GO BACK TO YOUR PROCESS AND LET THE TEACHERS AND THE ADMINISTRATION BE PART OF THE PROCESS FOR THE HANDBOOK LIKE IT SHOULD BE.
>> THANK YOU. >> NEXT UP IS STEPHANIE HUNT ON
TECH IS JENNY CLOUD. >> HELLO.
YET AGAIN WE FIND OURSELVES IN A SITUATION WHERE THE BOARD IS NOT HEARING OUR ADMINISTRATION OR TEACHERS IN REGARDS TO THE HANDBOOK. THE PROFESSIONALS WHO WENT TO SCHOOL TO TEACH CHILDREN OR THOSE WITH HIGHER EDUCATION DEGREES TO BETTER BE ABLE TO SUPPORT AND SERVE IN THE POSITIONS THEY DESERVED YOU PREVIOUSLY PUSHED THROUGH A POORLY PLANNED AGENDA REGARDING MICRO AGENDA ÃÃTHE EDUCATORS WHO HAVE STUDIED RESEARCHED AND FOUGHT THEIR WAY THROUGH SCHOOL TO BE THE MOST KNOWLEDGEABLE ABOUT WHAT IS NEEDED FOR OUR KIDS AND OUR SCHOOLS. SPECIFICALLY, AS MOTHER OF YOUNG GIRLS I HAVE A MAJOR ISSUE WITH THIS PANTY POLICE CONCEPT. WHETHER THEY HAVE ELEMENTARY MIDDLE SCHOOL OR HIGH SCHOOL TO BE SURE MY CHILD HAS SHORTS ON OR A THONG WITH HER LEGGINGS. I WILL ALSO NOT TOLERATE A RESTROOM POLICY IN THE HANDBOOK.
MY CHILDREN DO NOT NEED TO EXPLAIN TO SOMEONE THAT THEY HAVE AN UPSET STOMACH OR ON THEIR PERIOD AND THAT'S WHY THEY NEED TO HEAD TO THE RESTAURANT.
I CAN BE ON BOARD WITH EMPOWERING TEACHERS TO ALLOW HOODS IN THE CLASSROOM AS LONG AS CHILDREN WITH EXEMPTIONS FROM THE POLICY ARE NOT CONSTANTLY HARASSED IN THE HALLWAYS BECAUSE HOW CAN EVERY TEACHER KNOW EACH SITUATION THERE ARE THOUSANDS OF KIDS IN THE HIGH SCHOOLS.
THE NARROW DIVERSE POPULATION DOES NOT NEED AN UNDUE FOCUS PUT ON THEM OR STUDENTS POINTING THEM OUT AS A WAY TO ARGUE FOR SOMETHING THAT'S NOT A BIG DEAL IN THE HALLWAY.
>> YOUR TIME IS UP. >> STOP ALLOWING PERSONAL OPINIONS MISCONCEPTIONS AND POLITICS GET IN THE WAY OF THEM BEING THE PROFESSIONALS THEY ARE EDUCATED TO BE.
>> NEXT UP, JENNY CLOUD. >> GOOD EVENING MY NAME IS JENNY CLOUD AND THE MOTHER OF AN HSC ELEMENTARY STUDENT LAST MONTH A FRIEND CAME INTO TOWN AFTER THE LIFELONG FRIEND PASSED AWAY AS WE WERE GOING TO PICTURES SHE RECALLED THE TIME SHE AND ANOTHER FRIEND WERE CALLED TO AN ADJACENT CLASSROOM IN SEVENTH GRADE BY THE MALE TEACHER AND ASKED TENNILLE TO HAVE DISPUTES MEASURED. 25 YEARS LATER AND SHE STILL FEELS SHAME AND HUMILIATION FROM THIS EXPERIENCE.
I'VE SEEN MANY PEOPLE IN THIS COMMUNITY YOUR CHOICES MATTER.
AS A PEDIATRIC OPERATIONAL THERAPIST ONE OF THE FIRST THINGS WE TALK ABOUT IS WHAT ACCOMMODATIONS WE CAN TAKE WHEN THE WORLD FEELS TOO OVERWHELMING, SMALL CHANGES SUCH AS AIR PODS OR HOODS CAN FILTER BUT NOT COMPLETELY SILENCED THE SENSORY STIMULI THAT'S OVERWHELMING TO THESE KIDS BASED ON ALLOWING TO REMAIN IN COMPLIANCE WITH THE DRESS CODE CAN BE THE DIFFERENCE BETWEEN A STUDENT ARRIVING CLASS READY TO LEARN VERSUS BEING THROWN INTO A FIGHT OR FLIGHT RESPONSE DUE TO THE OVERWHELMING STIMULI OF THE PASSING PERIOD. IMAGINE A WORLD YOU HAVE ONLY 5 TO 10 GARMENTS YOU CAN WEAR WITHOUT TRIGGERING YOUR AUTONOMIC NERVOUS SYSTEM. THIS MAY SEEM LIKE HYPERBOLE FOR THIS IS THE WORLD OF MANY OF THE KIDS I SEE IN MY
[00:35:01]
PRACTICE. REQUIRING IEP'S AND 504 FOR ALL STUDENTS NEEDING SIMPLE ACCOMMODATIONS WERE OVERTAXED THE TEACHERS AND STAFF WILL EASILY ALLOW THESE IN THE DISTRICT DRESS CODE POLICY RATHER THAN FOR THE STIGMATIZING END OF THE RING THE STUDENTS.PLEASE CONSIDER FOLLOWING THE PROCEDURES ALREADY IN PLACE FOR AMENDING AND ADAPTING THE HANDBOOK RATHER THAN MAKING RASH DECISIONS WITHOUT PROPER FEEDBACK.
THANK YOU. >> CLOSING PUBLIC COMMENT
[4. Consent Agenda]
MOVING TO OUR CONSENT AGENDA. THERE'S FOUR ITEMS PRESENT ON THE CONSENT AGENDA. CLAIMS PAYROLLS AND SALARY REDUCTION AGREEMENTS AND 404 RECLASSIFICATION OF CATERING POSITION. DO I HAVE A MOTION.>> I MOVED TO APPROVE THE CONSENT AGENDA AS æ
>>. >> ALL IN FAVOR OF APPROVING
THE CONSENT AGENDA SAY AYE. >> AYE.
>> MOTION PASSES 7 Ã0 WITH THAT, AS PART OF THE CONSENT AGENDA WAS THE ACCEPTANCE AND INTRODUCTION OF IF WE WOULD LIKE TO INTRODUCE FIRST TO DO THAT IS DOCTOR KEGLEY.
I WANT TAKE IT UNDER. >> WITH YOUR VOTE THIS EVENING WE ARE HAPPY TO WELCOME TO OUR TEAM OUR NEW MENTAL HEALTH AND SCHOOL COUNSELING FOR NADER MRS. MOLLY KERWIN.
MOLLY IS A GRADUATE MOLLY IS A GRADUATE OF BOTH INDIANA UNIVERSITY AND NORTHWESTERN UNIVERSITY AND BEGAN HER WORK AT MOST RECENTLY COMING TO US FROM COMMUNITY HEALTH NETWORK WHERE SHE STARTED IN 2014. FIRST AS A SCHOOL-BASED THERAPIST EVENT PROGRAM MANAGER MOLLY IS NOT A NEW PHASE TO MOST OF US IN ADMINISTRATION BECAUSE WE WORKED WITH MOLLY OVER THE YEARS IN HER ROLE AS THE LIAISON WITH COMMUNITY HEALTH AS WELL AS SHE ASSISTED US GREATLY THROUGH VARIOUS CRISIS SITUATIONS THAT WE'VE HAD THAT FACED HER SCHOOL OVER THE YEARS. WE ARE THRILLED TO HAVE MOLLY JOIN OUR TEAM.
>> THANK YOU SO MUCH FOR THE OPPORTUNITY TO JOIN HSE SCHOOLS I'M EXCITED TO WORK ALONGSIDE OUR STUDENTS PARENTS, STAFF AND THE SCHOOL BOARD TO UNDERSTAND WHAT'S WORKING WELL WHEN IT COMES TO STUDENT MENTAL HEALTH WHAT NEEDS WE STILL NEED TO ADDRESS AND WHAT CHANGES WE CAN MAKE TOGETHER AND EAGER TO LEARN FROM ALL OF YOU AND PRIMARILY STUDENTS PARENTS AND
>> BEFORE WE JUMP IN WILL BUMP ONE ACTION ITEM TO THE TOP OF THE LIST AHEAD OF INFORMATION ITEMS WE CAN MAKE THE EMOTION AND THE ACTION THEN THEY CAN GO ON ABOUT THEIR EVENINGS.
TAKING ACTION ITEM 6.01 SOUTHEASTERN ELEMENTARY SCHOOL MATCHING PLAYGROUND PROBLEMS TALKING NOT TO THE TOP WITH US IS ÃÃAND PTO PRESIDENT WHO WILL PRESENT INFORMATION ON THE PLAYGROUND MATCHING FUNDS PROJECT.
>> GOOD EVENING. I'M DANIELLE CHASTAIN ON THE PRINCIPAL AT SOUTHEASTERN ELECTRIC.
WE ARE EXCITED TO BE HERE TONIGHT TO SHARE OUR STORY OF PLANNING FOR EXTENSION FOR OUR PLAYGROUND WITH ME I HAVE ARE COPRESIDENTS CANDLE HER BONDAGE AND CAROL DALTON AND DEAN OF STUDENTS TYLER ROBERTS AND THESE THREE REALLY TOOK THE LEAD ON THE COLLABORATION AND PLANNING AND HEAVY WORK THAT WENT WITH IT SO I'M GOING TO TURN IT OVER TO THEM.
AS MANY OF YOU MAY KNOW THE BUILDING OPENED IN 2019 AND BY OUR DECEMBER 2019 PTO BOARD MEETING WE ALREADY HAD A GROUP OF FOURTH GRADERS WHO HAD RESEARCHED AND PLANNED AND DONE BUDGETING FOR US ON EXPANDING OUR PLAYGROUND.
[00:40:01]
WE ARE FORTUNATE ENOUGH TO HAVE A BEAUTIFUL NEW BUILDING WAS A GORGEOUS PLAYGROUND, HOWEVER, DUE TO OUR CAPACITY THERE'S NOT ENOUGH ROOM FOR STUDENTS. ON AVERAGE, WE HAVE 160 TO 180 STUDENTS ON THE PLAYGROUND AT ONE TIME.IT'S A LOT OF KIDS AND NOT A LOT OF PLAYGROUND.
THE NEED TO EXPAND THE SPACE SO ALL STUDENTS ARE ABLE TO UTILIZE THE PLAY STRUCTURES THE BUILDING OPEN WE STARTED LOOKING INTO THE FUNDRAISING IN 2019 AND UNFORTUNATELY DUE TO COVID WE HAD TO PUT IT ON PAUSE AS MANY PTO'S HAD TO DEAL WITH THE FUNDRAISING. THANKFULLY LAST YEAR AND OVER THE LAST FEW YEARS WE BEEN ABLE TO HAVE OUR CARNIVAL AND EXPLORE A PHONE AND WE NOW RAISE ENOUGH MONEY TO MAKE THIS HAPPEN. THE SPRING OF 2022 ANOTHER GROUP OF FOURTH-GRADERS DID RESEARCH ON SPECIFIC WANTS AND NEEDS FOR THE PLAYGROUND EXPANSION WHICH WE USED AND CAROL WILL TALK ABOUT WITH THE COMPANY COMPOUND TO DESIGN THE PLAYGROUND WHO WE WERE STILL ABLE TO FULFILL OUR OTHER PTO NEEDS WITHOUT THE PLAYGROUND TAKING AWAY FROM THE NORMAL PTO
WORK. >> I WOULD LIKE TO ECHO THE GRATITUDE FOR HAVING US HERE THIS EVENING AND ALLOWING US TO SPEAK ON IT SO THANK YOU VERY MUCH.
KEEPING WITH THE GOALS OF THE STUDENTS WE STARTED MEETING WITH MELISSA GAFFNEY FROM COMPOUND ABOUT 18 MONTHS AGO TO DISCUSS AND DESIGN AND EXPANSION PROJECT THAT FIT THE NEEDS OF THE STUDENT BODY. OVER THE LAST YEAR AND AND A HALF WE MET MULTIPLE TIMES AND EXCHANGED COUNTLESS EMAILS.
OUR LIST OF NEEDS INCLUDED INCREASING PLAYER CAPACITY STUDENT SAFETY AND INCLUSIVITY. WE WANTED TO ENSURE WE CHOSE PLAY STRUCTURES THAT CAN BE UTILIZED BY ALL ABILITIES AND AS MR. ROBERTS WILL REFERENCE THIS NEEDS LIST ALSO INVOLVED TO INCLUDE TURF SERVICING. OUR WANTS LIST INCLUDED INCREASING AVAILABILITY AND OPTIONS FOR CURRENT POPULAR RESOURCE STRUCTURES SPECIFICALLY THE SWINGS FROM MY FIRST GRADER AND THIRD GRADER I HEAR ABOUT THE LINES FOR THE SWINGS REGULARLY. WE CHOSE ITEMS BASED ON THOSE NEEDS AND OUR CURRENT STRUCTURE HAS MANY ITEMS BUT INCLUDES EIGHT STANDARD SWINGS ONE BASKET SWING AT A SPICA ARE EXPANSION INCLUDES TWO AA SWINGS AN ADDITIONAL BASKET SWING THOSE WERE SELECTED SPECIFICALLY BECAUSE THEY INCREASE THE SWING CAPACITY BY OVER 50% AND TAKE UP LESS SURFACE AREA THAN TRADITIONAL SWING.
WE ENCOURAGE TEAMWORK AND GROUP PLAY THROUGH THOSE AS WELL AND WE LOOK AT ITEMS THAT HAVE FURTHER BENEFITS TO THE STUDENT SUCH AS INCREASED SHAWL DID YOU KNOW SPELLING IS A SOOTHING SENSORY ACT FOR THOSE WITH ADDITIONAL SENSORY NEEDS.
ON THE SLIDE HE CAN SEE THE PIECES OF EQUIPMENT WE SELECTED ALL YOU CAN SEE HOW THEY FIT THE NEEDS AND WHAT INCREASE CAPACITY BY 36 STUDENTS IN ADDITION TO THE SWINGS AND SPIKE REFERENCING CHOSE CAROUSEL, INCLUSIVE TWISTER AND TRIPLES.
EXPANDED SERVICE AREA WILL INCLUDE EVEN MORE ROOM PER PLAY CAPACITY I'M GOING TO TURN IT OVER TO PULL DISCUSS THE COST
BREAKDOWN FURTHER. >> HERE YOU HAVE THE BUDGET THAT WE WOULD WORK WITH THE CONTRACTOR AND INVOLVE MANY CONVERSATIONS WITH MAX AND KATIE AS WELL TO MAKE SURE WE ARE MEETING THE FACILITIES REQUIREMENTS FOR THE PLAYGROUND EXPANSION PROCESS. ONE OF THE THINGS WE LEARNED EARLY IN THE PROCESS WAS MOVING TO TURF IS MUCH MORE EXPENSIVE THAN TRADE ROUND MULCH. IT'S ABOUT UPFRONT COST THAT SAVES MONEY IN THE LONG RUN THE DISTRICT CURRENTLY SPENDS OVER $1 MILLION A YEAR ON PLAYGROUND MULCH MAINTENANCE THAT WILL NOT NEED TO BE DONE IN THE FUTURE. YOU CAN SEE THE COST BREAKDOWN THE PTOS RAISED OVER $88,000 TO EXPAND THE PROJECT IT'S BEEN A LONG HAUL I CAN WORK WITH IT FOR THE LAST TWO YEARS I ECHO THAT WE HAD A LOT OF STUDENT ENGAGEMENT ON THIS MY OWN SECOND-GRADE DAUGHTER TALKS ABOUT THE SWINGS ESPECIALLY THE BASKET SWING IS VERY POPULAR AND WE LOOKED AT THINGS THAT COULD REALLY EXPAND CAPACITY AND FROM A STUDENT SAFETY ASPECT ON OUR BUILDING OPEN ITS ROUGHLY 700 CAPACITY RUN ABOUT 860 GOING INTO THIS YEAR WE HAVE KIDS ON THE PLAYGROUND STARTING AT 9:15 AM ALL THE WAY TO THE END OF THE DAY.
WHEN THE BUSES ARRIVED. WE ARE CRAMMED ON THE
[00:45:03]
PLAYGROUND AND THE EXPANSION IS NECESSARY TO KEEP OUR STUDENTS SAFE AND GIVE MORE STRUCTURED PLAY ACTIVITIES TO THE STUDENTS. WE HAVE THE HSC MATCH TO APPROVE FOR 30,000 AN ADDITIONAL 12,000 THROUGH THE BONDS WHICH KATIE WILL SHARE I THINK THAT WAS SHARED PLAYGROUND RENOVATIONS WILL BE FUNDED THROUGH THE SCHOOLS WITH THE PTO IS A UNIQUE SITUATION WE BEEN FUNDRAISING FOR SEVERAL YEARS AND PROMISE TO FAMILIES THE PROJECT WE ASK THAT YOUAPPROVE THIS. >> IT MIGHT BE FOR MATT BUT WHERE ARE WE ON THE TIMEFRAME THAT IF WE APPROVE THIS IS IT
PLANNED TO START AND FINISH? >> WE PLAN TO WRITE A CHECK TO THE SCHOOL TOMORROW MORNING IF THIS IS APPROVED WE ARE PREPARED AND READY TO DELIVER THAT THEY WOULD BE ABLE TO ISSUE THE PO AND WE LOVE TO GET STARTED WITH THAT AS SOON AS WE ISSUE THE PO AND SELECT COLORS WHICH WE ARE READY TO DO PRETTY
MUCH IMMEDIATELY. >> DID YOU EVER GET A PRELIMINARY THAT TELLS YOU THIS IS A THREE MONTH ONE YEAR
NINE-MONTH PROJECT OR ANYTHING. >> WE TOLD OUR CONTACT WE ARE
MEETING HERE TONIGHT. >> DOESN'T DISPLAY STUDENTS IN ANY WAY THAT WHILE THEY ARE DOING THIS WHAT THE EXISTING STUDENTS IN THE AREA WHAT ARE THEY DOING?
>> IT WILL SOLVE A PROBLEM. THIS WILL GO BEHIND THE GAGA PITS WE WILL COVER UP THE MUD BRINGING IN SOME CLEANER STUDENTS INTO THE BUILDING BUT ALSO MORE SPACE.
>> THEY WILL STILL HAVE PLAYTIME WHILE THE BUILD IS
GOING ON? >> THANK YOU SO MUCH.
>> I HAVE A QUESTION REGARDING CURIOSITY, IS THERE A HEAT THRESHOLD TO WHERE SOME EQUIPMENT HAS BEEN TESTED OR MIGHT BE UNSAFE FOR CHILDREN MAY BE TOUCHING THE BARS.
>> I HAVEN'T COME ACROSS ANYTHING LIKE THAT, WE PUT IN A WHOLE PLAYGROUND AT RIVERSIDE I'M HAPPY TO ASK THAT QUESTION.
>> WE DO A LOT OF WORK WITH COMP IN FOR HEAT, MOST OF THESE ALL HAVE SOME KIND OF CONFEDERATE COATING OVER THEM.
WE HAVE FOUND IN THE PAST NOT SO MUCH NOT SO MUCH THE SWINGS OR ANYTHING ELSE WE WATCH THE TURF GETTING HOT SO THAT'S WHERE WE DO TESTING AND THE INFILL WITH THE DIFFERENT RUBBER THAN WHAT YOU SEE ON THE FOOTBALL FIELD.
>> THANK YOU. >> I KNOW WHAT YOU ARE REFERRING TO THE OLD METAL SLIDES I THINK I STILL HAVE.
>>. >> I DON'T HAVE ANY QUESTIONS I JUST WANT TO COMPLIMENT YOU ON DOING THIS I THINK IT'S SO COOL YOU RAISED SO MUCH ON YOUR OWN I FOR ONE WILL BE HAPPY TO SUPPORT THIS BUT ALSO ALLOWING THE KIDS TO HAVE A PART IN THIS I WON'T GO INTO A LOT OF DETAIL BOARD MEMBERS LOVE WHEN I GET ON A RANCH BUT MY BACK AND MY BOY SCOUT DAYS MY EAGLE SCOUT PROJECT WAS DESIGNING A PIECE OF PLAYGROUND EQUIPMENT AND LEARNING THE WHOLE PROCESS AND GOING THROUGH IT ADVOCATES HELP ME THERE'S A LOT TO WITH THEIR SAFETY CONCERNS AND TIME CONCERNS ON COST PRETTY NEAT YOU WERE ABLE TO HAVE YOUR STUDENTS BE INVOLVED IN THAT SO THEY COULD SEE IT AND YEARS FROM NOW I THINK ANYTHING THAT I CAN STILL DO IS MY SON AND I STILL GO BACK AND LOOK AT THE PIECE THAT I BUILT IS STILL THERE IT'S REALLY NOT USED ANYMORE IT'S KIND OF THE MUSEUM PIECE I GUESS BUT BUT IT STILL BEARS I THINK IT WILL BE ME 20 OR 30 YEARS FROM NOW I HOPE IT'S STILL AROUND KIND OF LIKE WHAT WE'VE DONE WITH THE WALL AT FISHER'S ELEMENTARY PRESERVE THIS HOPEFULLY AND THE KIDS WILL KNOW THEY ARE A PART OF
IT. >> I WANT TO SAY OF SOMEONE WHO WAS PRESIDENT OF NEW BRITAIN'S PTO FOR YEARS IT'S INCREDIBLE YOU GUYS RAISE A LOT OF MONEY. WE GET OUR CLUB PLAYGROUND MATCH RIGHT BEFORE IT WAS MY FIRST BOARD MEETING WE GOT TO APPROVE THE PLAYGROUND MATCH. RAISING THAT KIND OF MONEY IS
[00:50:01]
EXTREMELY COMMENDABLE BECAUSE I KNOW HOW HARD IT IS AND HOW HARD YOU GUYS HAVE ALL WORKED. I JUST WANT TO SAY GREAT JOB DOING THAT FOR YOUR KIDS ON THE STUDENTS AND FOR THE SCHOOL AND ALL THE STUDENTS THAT ARE GOING TO GO THROUGH THAT SCHOOL AFTERTHEM IT'S GREAT JOB. >> MAY I MAKE A MOTION.
AND MOVED TO APPROVE THE REQUEST FOR THE MATCHING FUNDS FOR SOUTHEASTERN ELEMENTARY SCHOOL PLAYGROUND AGREEMENT AS
PRESENTED. >> IS THERE SECOND?
THAT PASSES 7 Ã0. >> WE OPEN AT 7:30 P.M. FOR YOU TO DROP OFF THE CHECK LAUGHING)

ITEM 5.0 JANUARY 20, 2023 Ã24 STUDENT HANDBOOK STOP MR. JIMMY LAKES. I ALWAYS WANT TO ADD A S TO YOUR NAME AT CINGULAR, JENNY LAKE X CAN I CONTROL THIS FROM UP HERE? BOARD SESSION SUMMARY.
JUST ONE SLIDE. MADAM PRESIDENT, DOCTORS STOKES AND BOARD MEMBERS, AND HERE TO GIVE YOU A QUICK SUMMARY OF OUR WORK SESSION THIS MORNING I HAVE A COUPLE ITEMS I WANTED TO BRING TO LIGHT HERE. NUMBER ONE IN REGARDS TO LENGTH VISITATIONS THESE ARE GOING TO BE A LOT OF FUN BE REMOVED FROM ELEMENTARY HANDBOOK THIS WILL BE SET BUILDINGS WILL SET PROCEDURES FOR LUNCHTIME VISITS.
WE ARE MOVING WITH THAT. UPDATE VERBIAGE LANGUAGE RELATED TO EXTENDED ABSENCES WE ARE ADDING THE WORD OF SCHOOL VERSUS 10 CONSECUTIVE DAYS WE HAD THE WORD SCHOOL AND THEN FORMAT EACH COVER PAGE TO RELATE TO THE SCHOOL YEAR AND ALSO THE APPROPRIATE LOGO ON IT.
ON THE HANDBOOK. WE ARE LOOKING AT THOSE DOCUMENTS ON THE BOARD DOCS THE CHANGES.
I'M GOING WITH THE NEXT BULLET FORMAT WORK FOR 24/25 WE WANT TO CREATE SOME HYPERLINKS LABOR-INTENSIVE WE ARE GOING TO LOOK TO IMPLEMENT THIS IN 24/25 FOR THE DIFFERENT SECTIONS AT THE TABLE OF CONTENTS AS WELL AS CONNECTING THE HYPERLINK TO THE ACADEMIC CALENDAR. FINALLY, LOOKING AT NO HATS, HOODIES AND RUNNING IN THE HALLWAYS WERE GOING TO PULL THAT BACK INTO THE PROCESS IN DISCUSSION WITH THE STAKEHOLDERS AND HAVE STUDENTS PARENTS AND GUARDIANS AND STAFF GIVE FEEDBACK AND HAVE THEIR SAY AS WELL AND COME BACK WITH INFORMATION FROM THAT. THAT STARTS IN JANUARY 2024.
ANY QUESTIONS? >> WE HAD A PRETTY PRODUCTIVE WORK SESSION I KNOW THERE'S A LOT OF COMMENTS GOING BACK AROUND IN ALL DIFFERENT DIRECTIONS AND I'M GOING TO SHARE FROM MY PERSPECTIVE OUT IN NO WAY EVER DO WE WANT TO EVER EMBARRASS OUR STUDENTS OR MAKE ANYBODY FEELING COMFORTABLE WE WANT EVERYTHING THAT AT LEAST CAME FROM ME IS TO SUPPORT OUR TEACHERS AND SUPPORT OUR ADMINISTRATION AND TO SUPPORT OUR SCHOOL DISTRICT I REALIZE SOME OF THESE COMMENTS THAT OTHERS MAY SAY IS NOT APPROPRIATE FOR THEM I'VE BEEN SITTING IN THE SEAT FOR 2.5 YEARS AND WHEN I RAN FOR OFFICE TO SIT IN THE SEAT AND KNOCKED ON DOORS AND HURT FOR MY COMMUNITY I DID NOT HAVE SPECIAL APP THAT WAS ONE PARTY OR ONE PARTY I JUST KNOCKED ON THE DOORS SO I HEARD FROM A VARIETY OF COMMUNITY MEMBERS FROM OUR DISTRICT AND FOR THE LAST 2.5 YEARS I HEARD FROM PEOPLE IN OUR COMMUNITY.
AND I'VE HEARD UNFORTUNATELY WHETHER WE ARE SUPPOSED TO OR NOT I'VE HEARD FROM EXISTING TEACHERS AND THE COMMUNITY AND THE IA'S IN OUR COMMUNITY AND THOSE THAT HAVE LEFT OUR DISTRICT AND GIVEN INPUT SO IT'S NOT THAT THIS COMES RANDOMLY THAT I'M JUST MAKING THIS STUFF UP TO SHARE WITH THE COMMUNITY. I DO AGREE THAT SOME AREAS MAY NEED TO PAUSE AND BE RE-LOOKED AT AGAIN BUT WHAT I WOULD LIKE TO SEE GOING FORWARD IS THAT WE ARE NOT WAITING UNTIL JANUARY AND MAYBE WE HAVE TO DO SOME TYPE OF REVISION.
WE APPROVE SOMETHING AT THE END OF THE MONTH AND AS A SUGGESTION SAY, WE MIGHT HAVE TO HAVE A REVISION KICK IN BY OCTOBER OR SOMETHING BECAUSE SOME OF THE POINTS THAT I FEEL
[00:55:02]
WOULD LIKE TO BE ADDRESSED AND CONTINUE THE COMMUNICATION WITH THE BOARD DEFINITELY WITH THE ADMINISTRATION SO THEY CAN PUT SOME FEELERS OUT TO THEIR EXISTING STAFF AND COMMUNITY SO WE CAN GET SOME INFORMATION AND FEEDBACK AS WELL.I APPRECIATE THE COMMENTS FROM PARENTS THAT HAVE MADE COMMENTS TONIGHT AND PEOPLE WHO HAVE EMAILED IN.
I STILL HAVE SOME CONCERNS WITH SOME OF THE DRESS CODE SITUATION I'M VERY APPRECIATIVE OF THE LUNCH ROOM I DO WANT TO POINT OUT BECAUSE THIS WAS BROUGHT UP A FEW TIMES ABOUT THE SLIP I WILL HAVE TO SAY I ALSO WHEN I READ IT AND PUT THE INFORMATION IN WHEN YOU FIRST READ IT YOU ARE LIKE OKAY BUT I'M AN OLD PERSON SO TO ME IT WASN'T LIKE OLD-SCHOOL JUST MADE SENSE TO PUT IT IN THERE. BUT, OBVIOUSLY I THINK THE INTENTION IS NOT TO MAKE SOMEONE BE UNCOMFORTABLE IT'S TO SAY WE MIGHT MAYBE WE SHOULDN'T HAVE CLOTHES THAT ARE SEE-THROUGH, NO ONE IS GOING TO GO AROUND MEASURING GIRLS OR MEASURING SITUATIONS, SOME THINGS SHOULD BE JUST OBVIOUS TO BE ABLE TO SEE THIS CHILD WE MIGHT NEED TO SEND A MESSAGE HOME TO MOM AND DAD TO SAY DRESS CODE WASN'T MET TODAY MAYBE WE CAN WORK ON THAT TOMORROW.
NOT POINT OUT MEASURE A CHILD ON THEIR KNEES AND SAY THAT'S UNCOMFORTABLE THAT'S IN NO WAY WOULD I EVER SUPPORT OUR STUDENTS IN THAT REGARD. BUT IF IT'S A HABITUAL THING FOR HAPPENS OVER AND OVER WHERE THERE IS OFFENSIVE OR UNCOMFORTABLE OR NOT FOLLOWING SO THE LANGUAGE THAT WE HAVE A NEED TO BE ABLE TO KNOW THAT WE ARE SUPPORTING OUR TEACHERS TO BE ABLE TO ENFORCE SOME OF THE THINGS THAT THEY SEE COMFORTABLY BY SAYING HEY MR. SMITH I WANT TO SEND HOME THAT YOUR SON WASN'T FOLLOWING THE DRESS CODE SEE ITEM 1 TO 3 SECTION 24 AND SEVEN THEY DON'T HAVE TO SAY OR MISS JOHNSON HERE LOOK AT SECTION .21 LITTLE MARY WAS NOT THE DRESS CODE TODAY AND THEY DON'T HAVE TO SAY MEASURE HAVE TO POINT OUT I KNOW WE HAVE A VERY GOOD STUDENT HANDBOOK THERE IS A LOT OF HARD WORK OUR STAFF IS DONE THIS YEAR, LAST YEAR, THE YEARS BEFORE I BEEN IN THIS DISTRICT FOR 24 YEARS, AND I PERSONALLY HAVE HAD THREE KIDS GO THROUGH BUT I ALSO WAS A SUBSTITUTE TEACHER FOR 12 YEARS IN THIS DISTRICT.
I HAVE SEEN IT FIRSTHAND WHERE THERE ARE SITUATIONS THAT NEED TO BE ADDRESSED AND THERE ARE STUDIES THAT SHOW THAT WHEN WE ARE COMFORTABLE IN OUR SKIN WE PERFORM BETTER IN SCHOOL.
I DO SUPPORT THAT WE WANT TO HAVE OUR KIDS FEEL COMFORTABLE BEING THEIR AUTHENTIC SELVES WHEN THEY ARE IN THE CLASSROOM BUT WE ALSO WANT TO MAKE SURE THEY ARE READY TO GO IN THE CLASSROOM TO LEARN AND FOCUS AND PAY ATTENTION IN THE CLASSROOM. THAT ALL BEING SAID, THERE ARE STILL SOME THINGS I THINK WE CAN WORK ON AS A TEAM BETWEEN THE BOARD AND ADMINISTRATION AND TALKING ABOUT SOME OF THIS LANGUAGE BUT I RECOMMEND WE EXPEDITE SOME OF THE CONCERNS BEFORE WE JUMP INTO THE 24Ö5 ON REST OF THIS STUFF THAT WOULD BE SOME OF THE STUDENT HANDBOOKS AND I HAVE TO GO BACK WE TALKED ABOUT THE CELL PHONES AND DEVICES AND THE WHOLE ÃÃI WAS VERY APPRECIATIVE TO HEAR FROM OUR ADMINISTRATION AND THEIR POINTS ON THAT AND I WAS APPRECIATIVE TO HEAR FROM OUR FELLOW BOARD MEMBERS ON THEIR THOUGHTS AND I SUPPORT NOW THE LANGUAGE THAT'S IN HERE AS LONG AS WE ENFORCE IT FOR OUR STUDENTS THAT TEACHERS ARE THE AUTHENTIC ONES IN THE CLASSROOM, THEY HAVE THE PREROGATIVE IN THE CLASSROOM TO SAY GUYS, PULL IT OUT FOR THIS REASON OR FOR NO PHONES TODAY PUT THEM AWAY. I THINK IT WAS SMITH SPARKS THREE STEP OUT OF MY ATTENTION WE CAN HAVE THE PHONE TURNED OFF THERE'S TOO MANY SITUATIONS TO THE FIRST ONE I WANT TO THANK NO PHONES ON OFF BUT LISTENING TO FELLOW BOARD MEMBERS LISTENING TO THE COMMUNITY AS WHY THAT WOULD NOT BE SOMETHING THAT'S OKAY I APPRECIATE THE DIALOGUE AND CONVERSATION BUT I DO WANT TO KNOW THAT IF A TEACHER WANTS TO HAVE PHONES OFF PUT AWAY DEVICES TURNED OFF PUT AWAY THAT WE AS A DISTRICT ARE SUPPORTING THEM IN THEIR
>> I LIKE THE VOICE THAT THE HANDBOOK TIMELINE DOES NOT SEEM CONDUCIVE FOR AN AUTHENTIC TRUE DIALOGUE AND I'M TALKING TO YOU BECAUSE YOU'RE AT THE PARTY AND I DON'T WANT YOU TO FEEL LIKE YOU'RE TAKING THE BRUNT OF THE RESPONSIBILITY I APOLOGIZE FOR THAT. I'M ADDRESSING EVERY.
THE TIMELINE IS NOT CONDUCIVE FOR CONSTRUCTIVE FEEDBACK AND DOES NOT WORK FOR ME PERSONALLY AS A BOARD MEMBER.
THERE ARE ALSO MANY ITEMS MISSING THERE ARE SOME ITEMS
[01:00:02]
THAT WERE WRITTEN DIFFERENTLY FROM COMMENTS THAT WE MADE OURSELVES. I'M SHARING THAT FOR TRANSPARENCY. MOVING FORWARD I WOULD LIKE TO HAVE A COMMITTEE OR AT LEAST TWO BOARDS OF TRUSTEES THAT ARE A PART OF THE PROCESS HONESTLY, THE BIGGEST ISSUE IS ACCOUNTABILITY AS A WHOLE. AND HOLDING TRUE TO THE HANDBOOKS. WHERE ONLY AS GOOD AS WE ARE TOHOLDING THE RULES THAT WE SET. >> CAN I JUST CLARIFY NO HATS/HOODIES, THAT MEANS NO HATS/PRETTIES UP MEANS NO HAT
I DON'T THINK ANYBODY EVER SAID NO SWEATSHIRTS.
>> THE FAN STAND WOULD NOT BE HAPPY ABOUT THAT.
>> AS I STATED THIS MORNING WE CAN MAKE ALL THE CHANGES TO THE HANDBOOK IN THE WORLD BUT IF WE DON'T SUPPORT TEACHERS IN ENFORCING THE HANDBOOK, WE ARE WASTING OUR TIME.
MY BIG ASK IS THAT ADMINISTRATION BUILDING ADMINISTRATION WE ALL SUPPORT TEACHERS AND THAT I THINK MANY TEACHERS MAY HAVE DIFFERENT OPINIONS ON THAT BUT I THINK IT'S VERY IMPORTANT TO ME THAT WE SUPPORT OUR TEACHERS SO THEY FEEL THEY CAN ENFORCE THE HANDBOOK AS IT'S BEEN STATED.
I JUST DON'T WANT TO SEE ALL OF US ALL OF US WASTE OUR TIME IF IT'S NOT GOING TO SUPPORT TEACHERS.
>>. >> MOSTLY IF TEACHERS DO SEE AN ISSUE IN THEIR CLASSROOM THAT THEY KNOW THEY ARE SUPPORTED.
THAT'S REALLY IT. I DON'T SEE HOW THAT COULD BE TAKEN AS ANY KIND OF BAD THING. IF A TEACHER IS FRUSTRATED WITH THE KID USING THEIR PHONE TOO MUCH AND THEY SAY PUT THE PHONE AWAY AND THE KID COMPLAINS UP THE CHAIN OF COMMAND THE TEACHER HAS MADE THE CALL IF THE KID RUNS IT UP THE CHAIN OF COMMAND THE TEACHER WINS. WE CANNOT DO THIS WITHOUT PARENT SUPPORT. WHEN THEY CHOOSE TO ENFORCE THE RULES. THERE'S A TOOL IT'S NOT AN END-ALL BE-ALL IT'S GUARDRAILS FOR SITUATIONS BUT IF A TEACHER CHOOSES TO CITE INFRACTION THEY HAVE TO KNOW WE ARE GOING TO
BACK THEM UP. >> I HAVE A QUESTION FOR YOU.
AS WE LOOK AT THE PROCESS RECEIVING A LOT OF EMAILS FROM PARENTS AND CONCERNED STAFF AS WELL.
THE PROCESS ON THE WEBSITES TO HELP EXPLAIN.
WHENEVER WE HAVE ITEMS ON BOARD AGENDAS IT'S LIKE ON THE RADAR SON ALI WITH EVERYBODY. THEY FLOODED US WITH INFORMATION AND IN MANY RESPECTS THE THINGS WE BROUGHT FORWARD OUR THINGS FOR PEOPLE QUESTIONING THE AWARENESS OF THE PROCESS BY BY PARENTS AND THOSE GUARDIANS OVER THE STUDENTS. IF THEY ARE THAT CAN HELP US REDIRECT AND HELP THEM UNDERSTAND THE PROCESS.
WE CAN'T EXPECT ABILITY TO KNOW WHAT IT IS AND THE TIMELINES.
SECONDLY, IF THERE IS A PROCESS IF THERE IS A PLACE FOR THAT TO BE HOUSED ON THE SCHOOL WEBSITE THAT WOULD BE HELPFUL FOR PEOPLE TO SUBMIT QUESTIONS AND CONCERNS.
THINK THERE'S AN OPEN DIALOGUE OF EXCHANGE OF INFORMATION THAT'S HELPFUL. WE ARE NOT TO EASE THE WHOLE PROCESS OVERALL. I FEEL LIKE THERE'S MORE
DIALOGUE AND COMMUNICATION. >> CAN YOU SPEAK TO HER
[01:05:42]
QUESTION. >> HOW ARE THE STAKEHOLDERS INVOLVED OTHER THAN GETTING A MESSAGE? DO WE HAVE A SELECTED 15 TO 25 THAT SIT IN A COMMITTEE OR THREE ELEMENTARY THREE JUNIOR HIGH HOW MANY PARENTS WHO ARE STAKEHOLDERS OR GUARDIANS ARE YOU HAVING HELPING AND
PARTICIPATING WITH THE INPUT? >> IT DEPENDS ON THE LEVEL.
AT THE ELEMENTARY LEVEL TYPICALLY AT YOUR PTOS THAT RECEIVE THE INFORMATION. THERE'S A BUILDING LEVEL GROUP OF STUDENTS TEACHERS THROUGH DISCUSSION AND FAMILIES.
AS FAR AS THE NUMBERS THAT MAKE UP THE DIFFERENT LEVELS VARIES BY THE BUILDING BUT THERE IS THAT INPUT.
>> WITH THE MEETINGS THAT PRESIDENT LANGE IS ASKING TO BE PUT ON THE WEBSITE IS AT STUFF THAT'S DONE AFTER HOURS SO IT'S LIKE 6:00 P.M. MEETING AND PARENTS, AND IN THE STAKEHOLDERS GET TOGETHER AND YOU GUYS DISCUSS IS IT LIKE THAT OR SOMETHING THAT'S DONE DURING THE DAY?
>> THAT WOULD BE BUILDING LEVEL DEPENDENT.
I WOULD SAY THE MAJORITY OF THE TREES IT WAS THE EVENING PTO MEETING OR IN THE EVENING EXECUTIVE BOARD MEETING WHERE WHENEVER THEY MEET THEY COULD MEET DURING THE SCHOOL DAY JUST DEPENDS ON THE BUILDING. I DON'T KNOW I WOULD HAVE TO LOOK INTO THAT I DON'T WANT TO GIVE YOU ERRONEOUS INFORMATION I WOULD HAVE TO LOOK INTO THAT FOR THE OTHER LEVELS.
>> WHAT I'M TRYING TO FIGURE OUT OR UNDERSTAND IS WITH THAT PTO LEVEL, AS I BEEN PART OF THE PTO MANY YEARS, MANY OF US HAVE SERVED WITH THE STUDENTS THE CHILDREN HOW DOES THAT ADMIT INTERTWINED WITH THAT? IS IT JUST THE PTO PARENTS RUNNING THE MEETINGS FOR OUR THE ADMIN PRESENT AT THE MEETINGS SAYING THIS IS A STUDENT HANDBOOK MEETING AND THEY ARE THE ONES THE ADMINISTRATION ASKING THE
QUESTIONS. >> THE ADMINISTRATION IS DEFINITELY PART OF IT IS NOT JUST THE PTO TALKING AMONGST THEMSELVES ARE THE PARENT GROUPS AT THE HIGH SCHOOLS IN JUNIOR HIGH THE ADMINISTRATION IS DEFINITELY INTERTWINED AND
HOLDING THE CONVERSATIONS. >> THANK YOU FOR THAT CLARITY.
>> WHERE WE GOING FROM NOW IT'S SUPPOSED TO BE ON THE AGENDA ON
THE 26TH WHAT'S THE PLAN? >> BASED ON THE OUTLINE THAT THEY HAVE HERE DETERMINING IF THE TIMELINES ARE ACCEPTABLE, IF THERE'S ANY ADDITIONAL PIECES THAT NEED TO BE CONSIDERED ADDED TO THIS LET'S OFFER THAT TO THE ADMINISTRATION. WE KNEW BACK IN MAY AND JUNE I KNOW I HAVE SPENT TIME CHANGES THAT WERE BROUGHT TO ME FROM PEOPLE THAT ARE CONCERNED MEMBERS OR COMMUNITY MEMBERS THEY WANT TO SEE THE CHANGES IMPLEMENTED.
I DON'T WANT TO BE UNREALISTIC TO SAY WE HAVE TO DO THE STARTING IN AUGUST BUT I DO THINK WE HAVE TO TAKE THOSE CONCERNS THAT WE HAVE OR A BOARD AND FIND SOME TIME TO APPROACH THOSE I THINK GOING OUT OF HERE THE PRESIDENT AND SUPERINTENDENT OR EXECUTIVE STAFF AND SUPERINTENDENT HAVE SOME DIALOGUE ABOUT HOW THE MAIN CONCERNS CAN BE ADDRESSED PRIOR TO STARTING ALL OVER IN JANUARY.
THE THINGS THAT CAN BE PUSHED BACK WE CAN WAIT TILL JANUARY.
[01:10:03]
ONE OF THE THINGS THAT SHOULD BE ADDRESSED NOW AND FIND A WAY TO IMPLEMENT THEM OVER THE NEXT 3 TO 4 MONTHS AND THE ONES THATCAN WAIT TO JANUARY. >> THERE'S OBVIOUSLY TACTICAL ITEMS I THINK IT GETS INTO THE ITEM BY ITEM PIECES WHERE THERE
MIGHT BE. >> ARE YOU SUGGESTING THAT WE SKIP THE DISCUSSION WITH THE STAKEHOLDERS.
>> THAT'S EXACTLY WHAT I SAID WE NEED TO WAIT 3 TO 4 MONTHS THEY CAN FIND A WAY TO HAVE THE COMMUNICATION.
>> AND CHANGE THE HANDBOOK IN THE MIDDLE OF THE SCHOOL YEAR?
>> IT'S NOT A GREAT SITUATION BUT I'M ALSO TRYING TO COMPROMISE THAT I LOVE THINGS TO BE CHANGED AND DONE AND START IN AUGUST. WE ARE NOT IN THAT PLACE RIGHT NOW. AS A COMPROMISE THAT WE DO THE THINGS WE CAN DO BRING TO THE ACTION BUT THERE ARE CONCERNS THAT SHOULD STILL BE ADDRESSED. IF WE START THE YEAR WITH A 23/24 STUDENT HANDBOOK AND REVISIONS ARE MADE THEN THAT'S WHAT IT IS MAYBE IT STARTS IT STARTS FOR SECOND SEMESTER.
INSTEAD OF THE FIRST SEMESTER. >> DEPENDING ON THE ITEM IT STILL HAS TO BE ADDRESSED WITH THE HS CA.
>> THE ATTACHMENTS ON BOARDDOCS I BELIEVE WE ARE ALL IN AGREEMENT WITH THOSE OF THE EDITS THAT GO THROUGH MAY I SUGGEST THAT PAST THOSE AT THE END OF THE MONTH AND THEN LOOK AT THE POSSIBILITY OF TAKING THROUGH STAKEHOLDERS THE OTHER CONCERNS THROUGH THE FIRST SEMESTER.
>> I THINK THERE WOULD PROBABLY BE OKAY WITH IT JUST TO RECAP EXACTLY WHAT WE ARE SAYING THE FIRST FEW ITEMS THROUGH WHERE IT SAYS FORMAT WORK FOR 24/25 THE THINGS ABOUT THAT LINE WE ARE READY TO GO WITH WE CAN PASS CLOSE PLUS THE BUILDING CHANGES REQUIRED BY LAWS. BELOW THAT LINE, THE HYPERLINKS THE CALENDAR AND REALLY THE ONLY THINGS THAT WERE TRUE CHANGES TO THE ACTUAL HANDBOOK AS FAR AS DISCIPLINE PROCEDURES, ONLY WITHOUT THE HATS THE HOODS PULLED UP IN THE RUNNING ALWAYS. RUNNING IN THE HALLWAYS.
>> WE ALSO TALKED ABOUT MOVING THE MISSION STATEMENT AND THE CARE STATEMENT TO THE FRONT OF THE STUDENT HANDBOOKS.
>> THAT'S MOVING THE PLACEMENT OF THOSE BUT.
>> PERSONALLY I THINK I WOULD BE OKAY WITH THAT BETWEEN NOW
>> TO CONFIRM, WE WOULD BE DONE WITH THE PROCESS FIRST SEMESTER. WITH AN APPOINTEE FROM THE BOARD BEING INVOLVED IN THE PROCESS.
I'M SORRY CAN YOU REPEAT THAT. >> I'M STATING BASED OFF OF WHAT YOU SAID WE SAID THE END OF JANUARY WE WOULD HAVE STAKEHOLDER FEEDBACK AND MOVE FORWARD WITH THE OTHER ITEMS IN THE SEMESTER, THANK YOU. WE WOULD ALSO HAVE BOARD MEMBERS A TRUSTEE ALONG WITH THE PROCESS IMPLEMENTING THE JOINT VENTURE AND STREAMLINING THE PROCESS GOING FORWARD THEN WE CAN WRAP THIS ALL UP AND FINALIZE HANDBOOK BEFORE THE
END OF THE FIRST SEMESTER. >> WE ARE ALSO GOING TO NEED
[01:15:03]
APPROVAL TO MOVE THE TIMELINE. >> TEACHERS DISCUSSION.
>> COULD THAT BE BROUGHT UP TO THE NEXT BOARD MEETING IF ORGAN ADJUSTER TIMELINE WHAT I'M SEEING AS WE HAVE TWO TIMELINES. THE CURRENT ONE WE ARE IN
23/24. >> WHICH TECHNICALLY ENDS AT THE NEXT BOARD MEETING BUT WE ARE TRYING TO EXTEND IT.
>> SO WE CAN ADD A FEW ITEMS WE ARE SAYING WE ARE GOING TO WORK ON GETTING STAKEHOLDER FEEDBACK FROM THE TEACHERS ON THE COMMUNITIES SO WE CAN WRAP THIS UP BY THE END OF THE SEMESTER FOR STILL THE 23/24 I WOULD SAY AT THE END OF THE MONTH WE ARE TALKING ABOUT THESE ITEMS TO GET APPROVED THEN THE ADDITIONAL ITEMS WOULD HAPPEN BY THE END OF THE SEMESTER AND A 23/24 WOULD BE ADDED TO THE REVISED 23/24 HANDBOOK.
STARTING JANUARY WE START THE PROCESS FOR THE 24/25 HANDBOOK.
>> I THINK THAT'S CORRECT. I THINK THE CONCERNS, SOME OF THE TOPICS IF WE ARE GOING TO MAKE MAJOR CHANGES TO CELL PHONES OR DRESS CODES UNLESS YOU ARE NOT GOING TO DO THAT THEN I THINK WE ARE GOOD. WITH REGARDS TO THE TEACHERS ASSOCIATION, WHEN IS THE NEXT MEETING? WE COULD GET SOMETHING AND TAKE IT TO THE NEXT MEETING, WHICH
IS JULY 25. >> DO YOU GUYS DO A SURVEY OF SORTS OR DO YOU REACH OUT. HOW DO YOU GET THE INPUT FROM ALL THE TEACHERS? HOW IT DOES THAT COME TO YOU? IT'S BY A COMMITTEE. HAVE 1500 TEACHERS HOW æ
>> (INAUDIBLE) EVERY BUILDING BRINGS THEIR CONCERNS AND THE THINGS THAT THEY LIKE HOW THEY ARE RUN.
THAT GOES TO THE CENTRAL OFFICE.
EVERYBODY HAS AN OPPORTUNITY. >> DO WE AS A BOARD, FORGET ABOUT US FOR A MINUTE, THE ADMINISTRATION, DO THEY GET TO SEE EVEN THE NOT SO FAVORABLE COMMENTS TOO?
>> ABSOLUTELY. >> OKAY THANK YOU.
>> I JUST WANT TO SAY THAT WHILE I UNDERSTAND AND RESPECT WHAT YOU ARE SAYING, I FEEL LIKE AS A PARENT AND AS A BOARD MEMBER THAT IT IS A VERY DICEY IDEA TO CHANGE ANY SORT OF RULES ABOUT DRESS CODE OR ANYTHING LIKE THAT IN THE MIDDLE OF THE YEAR WE ARE ASKING TEACHERS TO HAVE TO MAKE, IT MIGHT NOT SEEM LIKE THEY CHANGES TO US BUT TO SOME OF THE STUDENTS IT IS GOING TO BE A VERY BIG DEAL AND EVEN IF IT'S HAPPENING OVER CHRISTMAS BREAK AND THE CHANGE HAPPENS DOING IT IN THE MIDDLE OF THE SCHOOL YEAR IS GOING TO CAUSE MORE PROBLEMS FOR OUR TEACHERS AND STAFF THEN MAKING THE CHANGES NOW WOULD BE SO WHILE I UNDERSTAND THAT MY OPINION WOULD BE THAT I THINK IT IS A HORRIBLE IDEA TO MAKE THOSE KINDS OF CHANGES IN THE MIDDLE OF THE YEAR.ND THAT ALL THAT SHOULD BE CONTINUE TO BE DISCUSSED GOING TO THE PROCESS GOING FORWARD FOR THE NEXT YEARS HANDBOOKS BECAUSE THEN EVERYBODY GETS TO HAVE THEIR INPUT AND WE GET A FRESH START AT THE BEGINNING OF THE 24 SCHOOL YEAR WITH ALL THE OTHER CHANGES THAT NEED TO BE MADE BECAUSE TRYING TO MAKE THOSE AGAIN IN THE MIDDLE OF THE YEAR WOULD BE I THINK A DISASTER.
>> CLEAR AS MUD. >> AND LOOKING FORWARD TO JULY
26. >> WHAT WE DO THIS, WE WILL GO BACK WE WILL WRITE UP WHAT WE BELIEVE HE HEARD.
[01:21:27]
>> I THINK I'M SET. THIS EVENING I WILL BE GIVING YOU AN ACADEMIC UPDATE ON THE CLASS OF 2023 THE SAT IS THE ASSESSMENT GIVEN STATEWIDE AS HIGH SCHOOL ACCOUNTABILITY EXAM AND IS ADMINISTERED TO ALL ACROSS THE STATE AND THIS PARTICULAR ASSESSMENT MEASURES COLLEGE AND CAREER READINESS BEGINNING WITH, LIKE I SAID, THIS IS THE FIRST CLASS OF 2023 THEY TOOK THE EXAM LAST YEAR OF THE JUNIOR.NDIANA IS ONE OF 10 STATES WHO USES THIS EXAM STATEWIDE AND AS YOU CAN SEE, THE CHARTS HERE PRODUCES INFORMATION ON OUR SENIOR CLASS WHICH JUST GRADUATED AS WELL AS RISING SENIORS.
THE EXAM IS GIVEN IN MARCH OF EACH YEAR THE SAT IS ALSO ALLOW STUDENTS TO MEET THE GRADUATION PATHWAY FOR BOX 3 AND THESE PARTICULAR SCORES THAT THEY TAKE DURING THIS ORGANIZED TIME CAN BE USED AS REPORTABLE SCORES TO COLLEGES AS THEY DEEM NECESSARY TO APPLY. THE SCORES YOU SEE HERE WILL SERVE AS A BASELINE FOR OUR DISTRICT AS WE MOVE FORWARD WITH THIS ASSESSMENT. AS YOU CAN SEE I KNOW YOU MIGHT BE SAYING HOW DID WE HAVE THE SAME EXACT NUMBER OF TESTERS BOTH EARS. ACCORDING TO THE COLLEGE BOARD WE HAVE THE EXACT NUMBERS OF STUDENTS TESTED LAST YEAR IN MARCH AS WELL AS THIS YEAR IN MARCH.
THAT'S WHERE WE ARE 1712 STUDENTS AND WE HAD A TOTAL OF 56 % OF OUR STUDENTS T BOTH HIGH SCHOOLS MEET, THIS IS FOR BOTH SCHOOLS COMBINED MEET THE BENCHMARK FOR THE MATH AND THE EVIDENCE-BASED READING AND WRITING.
WE HAVE THE EVIDENCE-BASED WRITING WE HAVE MATH AT 60%.
LAST YEAR, I'M SORRY, THIS YEAR IN MARCH 2023 THE RISING SENIORS PRODUCED, THEY THEIR SCORES WERE 77% MEANING THE BENCHMARK FOR EVIDENCE-BASED WRITING AS WELL AS MATH 59% MEETING THAT BENCHMARK. WE ARE LOOKING AT THE 20% WHICH WAS CONSISTENT FOR THE STUDENTS THAT TOOK THE TEST LAST YEAR AS WELL AS THIS YEAR WHO DID NOT EAT EITHER OF THE BENCHMARKS SO THAT COULD BE DUE TO A NUMBER OF REASONS THE STUDENTS DIDN'T TAKE THE TEST SERIOUSLY THE STUDENTS MAYBE DON'T HAVE INTENTIONS I'M GOING TO POST SECONDARY OTHER POST SECONDARY OPTIONS AND MIGHT WANT TO GO TO THE WORKFORCE STUDENTS ARE
[01:25:08]
IDENTIFIED THROUGH MTSS PROCESS AND RECEIVE INTERVENTIONS AND SUPPORTS DURING THE SCHOOL DAY THROUGH INTERVENTION TIME FOR PERIOD. TO BE STUDENTS WHO NEED MORE TEST TAKING SKILL REINFORCEMENT AND THEY MIGHT NEED TO PARTICIPATE IN SAT TEST PREP PROGRAM.WE DON'T REALLY HAVE ANY DRILL DOWN INFORMATION AS TO THE WHY BEHIND THE 20% BUT WE KNOW WE HAVE SYSTEMS IN PLACE TO SUPPORT THE STUDENTS ONCE THEY BEEN IDENTIFIED NEEDING THE
ADDITIONAL HELP. >> I WANT TO CLARIFY FOR SOME BOARD MEMBERS THAT EMAIL THAT WE DON'T HAVE PRIOR DATA FOR THIS BECAUSE IT WASN'T A STATE-MANDATED TEST PRIOR TO
THE STATE HIGHLY RECOMMENDS THERE IS NO COMPARISONS DONE TO TEST PRIOR TO THE 2023 COHORTS. THE TEST HAS CHANGED TWICE IN THE PAST 10 YEARS AND THIS IS THE FIRST TIME THAT ALL STUDENTS IN THE STATE OF INDIANA ALL 11TH GRADE STUDENTS HAVE BEEN REQUIRED TO TAKE THE TEST IT WOULD BE LIKE COMPARING APPLES TO APPLES IT WAS A DIFFERENT TEST DIFFERENT UNDER DIFFERENT PARAMETERS. IN THE PAST SAT HAS BEEN AN OPTION STUDENTS HAVE SELECTED TO TAKE ON THEIR OWN SOME SCHOOLS REQUIRE THAT FOR ADMISSION AND A LOT OF SCHOOLS ARE DROPPING THE SAT ACT AS A PART OF THE ADMISSIONS PROCESS.
GOING BY STATE GUIDANCE THE CLASS OF 2024 JUST TOOK THIS YEAR SO WE HAVE THAT'S WHAT YOU ARE SHOWING AS THE TWO COHORTS.
>> THE 2023 SENIORS THESE ARE KIDS THAT ARE JUNIORS NOW THEY HAVE NOT AND I KNOW YOU GAVE AN EXAMPLE THEY ARE JUST SITTING THERE PUTTING THE LITTLE CN ON EVERYONE WE DON'T KNOW THAT.
FRESHMAN YEAR WHEN THE STUDENTS COME IN TO THE HIGH SCHOOL HOW ARE WE IDENTIFYING AS A FRESHMAN I KNOW WE HAVE PSAT AS SOPHOMORE YEAR. THEY ARE BEING REMEDIATED AND BEING ASSISTED BECAUSE I DON'T KNOW PROCEDURES I DON'T KNOW HOW IT WORKS BUT I'M TRYING TO THINK ABOUT ALL THE KIDS, THROUGH HIGH SCHOOL IS A MEASUREMENT OF SORTS WE CAN IDENTIFY THOSE KIDS THAT NEED REMEDIATION PRIOR TO GOING TO THE JUNIOR YEAR NOT PASSING THE SATS ARE EASY TO USE ONCE OR TWICE OR THREE TIMES. I KNOW WHAT THE LAW THAT JUST CAME OUT KIDS THAT ARE NOT TO BE IN THE MILITARY THEY WERE SAYING IF YOU DON'T MAKE IT PAST SAT OR ECT YOU COULD HAVE TAKEN THE MILITARY TEST BUT I THINK I JUST READ SOMEWHERE THAT THE LAST TIME THEY CAN DO THAT NOW IS THE YEAR 24 UNLESS YOU ARE ACTUALLY ENLISTING. THERE ARE STUDENTS I KNOW THAT WANT TO GO TO COLLEGE BUT MIGHT BE IN THE 20% WHAT ARE WE DOING TO HELP THEM QUIT SCRIPTABLE, THIS TEST IS PARTICIPATION WE HAVE TO REACH A CERTAIN PARTICIPATION FOR TO QUALIFY FOR THE ACCOUNTABILITY RATING. GOING BACK TO YOUR FIRST PARTY OR QUESTION HOW DO WE IDENTIFY STUDENTS WHO MIGHT NEED ASSISTANCE HIGH SCHOOLS WORK REALLY CLOSELY WITH THE JUNIOR HIGH SCHOOL STUDENTS TO IDENTIFY STUDENTS WHO MIGHT'VE STRUGGLED IN EIGHTH GRADE AS THEY TRANSITION INTO HIGH SCHOOL AND WE BEGAN SYSTEMS AND SUPPORTS IN PLACE IT COULD BE LOOKING AT WHAT CLASSES THEY ARE ENROLLED IN AS A FRESHMAN COULD BE PROVIDING DURING THE FIFTH PERIOD TIME THEY ARE ASSIGNED TO SPECIFIC TEACHER TO GET REMEDIATION SUPPORTS IN MATH OR ELA. ARE COUNSELORS AT HIGH SCHOOLS DO A GOOD JOB AT GETTING A LIST OF STUDENTS WHO THEY KNOW, TO THE BUILDING THAT MIGHT NEED SUPPORT IF THEY HAVE AN IEP OR 504 MS. SELBY'S DEPARTMENT WORKS CLOSELY WITH ENSURING THAT THAT INFORMATION IS TRANSLATED TO THE HIGH SCHOOL.
>> SOME OF THEM GET ASSISTANT IN TIME EXPANSION OR QUESTIONS READ TO THEM BY NEXT PART OF THAT IS OBVIOUSLY TESTING IS NOT THE ONLY THING WE LOOK AT, THEY CAN DO EXCELLENT IN CLASS
[01:30:03]
THEY WRITE THEY SPEAK THEY HAVE OTHER MEASUREMENTS OR METRICS THAT SHOW, I WAS NOT A VERY GOOD TEST TAKER.THERE'S A LOT OF PEOPLE OUT THERE YOU MIGHT HAVE THE INTELLIGENCE BUT YOU'RE NOT A VERY GOOD TEST TAKER.
WHAT ARE YOU ABOUT KIDS THAT WANT TO GO ON TO COLLEGE AND NOT PASS THE TEST? WHAT DO THEY? FIRST OF ALL, THERE'S NO YOU DON'T PASS THE TEST YOU DON'T GO TO COLLEGE. THIS IS JUST A PARTICIPATION TEST AND IT'S USED AS A BENCHMARK AS GUIDANCE TO HAVE IT BUT SOME DO BUT DOES THE STUDENT DO IF THEY CAN'T TURN
IT IN? >> THEY CAN TURN IT IN THEY CAN SUBMIT THE SCORES TO FOUR DIFFERENT UNIVERSITIES FREE OF CHARGE ANY MORE THAN THAT THEN THEY HAVE TO DO THAT ONLY OFFER THE TEST GUIDELINES ONE TIME THEY DID NOT LIKE THE STORES TO TAKE A TEST AT ANOTHER TIME WHEN THEY ARE OFFERED THROUGHOUT THE YEAR. THEY ARE MORE THAN WELCOME TO USE THE CURRENT SCORE LIKE IT OR LOVE IT AND SEND IT TO THE INSTITUTIONS THEY ARE APPLYING FOR.
>> MY FINAL QUESTION ON THIS IS TEST TAKING IN GENERAL I DON'T HAVE THE MANUAL DO WE OFFER LIKE TASK TAKING CLASSES OR FOR AFTER SCHOOL, I KNOW YOU CAN GO ONLINE AS OTHERS SAT PREP COURSES BUT JUST DOES HSC HAVE A CLASS SOMEONE COULD TAKE DURING THE SEMESTER TO PREPARE FOR TEST TAKING THIS TEST, HE COLLECTED SEVEN SAT PREP COURSE PER SE BUT WE DO OFFER THE SUPPORTS DURING INTERVENTION TIME IF THE TEACHER OR PRINCIPAL DECIDES THEY WANT TO OFFER SAT PREP DURING INTERVENTION TIME THEY COME TO SUPPORT THE STUDENTS WHO CAN'T PAY FOR AFTER SCHOOL ONE OF THE SCHOOLS HOSTS UP A PROGRAM FOR SAT PREP WE ALSO WILL BE MAKING BETTER USE OF THE KNOBBY OPS PROGRAM THAT HAS TEST PREP ATTACHED TO THAT I THINK WE NEED TO DO A BETTER JOB IN USING THOSE TOOLS WE ARE CURRENTLY CURRENTLY HAVE ACCESS TO TO SUPPORT SOME OF THE NEEDS
WE HAVE IN THE SCHOOL DISTRICT. >> THANK YOU.
>> AS I MENTIONED, THE NEXT SLIDE JUST PROVIDES BACKGROUND ON THE CUT SCORES THAT WERE DEVELOPED BY THE COMMITTEE TO DETERMINE IF THE STUDENTS ARE APPROACHING COLLEGE CAREER READINESS ENVELOPE OR IF THEY MET THE INFORMATION.
RANGE AREAS I ALSO PROVIDED A LINK ON THE BOTTOM OF THAT THAT ADDITIONAL INFORMATION BE NEEDED.
ONTO BREAKING, DOCTOR STROKES TRIED TO STEAL MY THUNDER EARLIER. I WILL DO WHAT I CAN DO.
HERE IS OUR INFORMATION ON THE GRADUATING CLASS OF 2023 WHEN I ASKED FOR THIS YEAR AS ADDITIONAL INFORMATION WE MOVED TO PAT QUINN REQUIREMENTS FOR GRADUATION AND UNDERSTANDING WHERE THE STUDENTS ARE FALLING INTO THE NUMBER OF OPTIONS THEY HAVE SO AS YOU CAN SEE WE HAVE 92% N91% STUDENTS WHO WILL BE ATTENDING POSTSECONDARY EDUCATION.
THE SAT SCORES MIGHT FACTOR INTO THE ADMISSION FOR THE STUDENT THAT IS PRETTY IMPRESSIVE NUMBER FOR BOTH SCHOOLS TO HAVE THAT MANY STUDENTS WHO HAVE ENROLLED OR APPLIED AND BEEN ACCEPTED TO OTHER POSTSECONDARY INSTITUTIONS. WE ALSO HAVE STUDENTS ENTERING THE WORKFORCE GOT7% AND A% THEY BEEN OFFERED A JOB OR GOING OUT TO SEEK EMPLOYMENT THERE MAY BE SOME CTE OPPORTUNITIES.
THEY ARE GOING TO ENTER DIRECTLY INTO THE WORKFORCE.
[01:35:03]
WE HAVE 2% OF THE STUDENT TO RECEIVE SOME CREDENTIALS FROM THEIR CTE PROGRAMMING THAT COULD BE DENTAL HYGIENIST COSMETOLOGY EMT PROGRAM THOSE TOP PROGRAMS FOR RECEIVE SUFFICIENT.S OF RIGHT NOW WE HAVE A PROJECTED GRADUATION RATE WE HAVE OCTOBER TO GET ADDITIONAL STUDENTS TO COMPLETE REQUIREMENTS FOR GRADUATION TO ADD TO THAT SO WE WILL SEE HOW THAT FACTORS INTO THE OVERALL GRADUATION RATE BUT AS OF NOW THIS IS A PROJECTED RATE FOR BOTH HIGH SCHOOLS.I WANTED TO PROVIDE THE ACADEMIES INFORMATION THEY ARE DOING A STELLAR JOB SUPPORTING OUR STUDENTS WHO NEED ALTERNATIVE ENVIRONMENT I THINK IS IMPORTANT TO NOTE THAT THEIR DATA IS LINKED TO THE HIGH SCHOOLS WHERE THE STUDENTS ARE HOME SCHOOLS I SHOULD SAY THE WORK THEY DO AT THE ACADEMY ATTRIBUTES TO THE SUCCESS OF THE NUMBERS THEY HAVE THAT WE HAVE BETTER SCHOOLS. THEY WERE ABLE TO GRADUATE 118 OF THE 120 STUDENTS THEY ALSO HAVE SOME GREAT PERCENTAGE RATE FOR POSTSECONDARY WORKFORCE MILITARY AND CREDENTIALING AS WE KNOW THEY HAVE A PART B TO ACADEMIC DAY THAT'S THE FOCUS THAT THEY EITHER ARE PARTICIPATING IN CTE PROGRAM WORKING IN SOME TYPE OF LOCATION PROGRAM OR EARNING A SKILLS TRADE. TOPICS TO GRADUATION THE THEY HAD A NUMBER OF COURT APPLY MOST SHOULD THIS YEAR.
>> HOW LONG HAS THE ECONOMY BEEN AROUND?
NEXT I THINK SINCE 2017. >> IF YOU ADD THOSE UP THE WAY I LOOK AT THAT IS 43+27+ THE TWO GOALS OF THE THREE BUCKETS OF YOU HAVE A PLAN THAT ADDS UP TO EPIC 72%.
I WOULD LOVE TO HEAR SOME DATA THAT STAYED THE SAME LEVELED OFF UPWARD? I FIGURED A GREAT WAY TO LOOK AFTER THE FACT FOR HIGH SCHOOL SUCCESS GO TO YOUR QUESTION.
I DON'T KNOW IF WE ARE MAKING SUCCESSFUL KIDS ASKED ME AGAIN IN 30 YEARS BUT 72% HAVE SOME PLAN DEFINITIVELY EITHER GOING TO COLLEGE WORK OR MILITARY THAT'S PRETTY GOOD.
>> ABSOLUTELY AND THE ECONOMY THAT'S HER FOCUS IS BRANDON IS VERY ADAMANT THE STUDENTS HAVE TO HAVE A PLAN BEFORE THEY LEAVE HIM AND IF THEY DON'T HE KINDA FORCES THEM TO HAVE A PLAN HE'S VERY ADAMANT ABOUT THAT THE STAFF THE TEAM THERE IS A GREAT JOB WITH THAT BECAUSE THEY HAVE SOME OF THE SIGNIFICANT CASES AND CHALLENGING STUDENTS THEY ALSO HAVE STUDENTS WHO JUST NEED AN ALTERNATIVE ENVIRONMENT WHERE THEY CAN BE PRODUCTIVE SO I WOULD SAY THIS IS ON AN UPWARD TREND BECOMES THE NEW GRADUATION REQUIREMENTS WE HAVE TO DO A LOT TO ENSURE STUDENTS ARE MEETING THAT BOX 3 IN ORDER
TO GRADUATE. >> ESSENTIALLY ARE LOOKING AT THREE QUARTERS THE GROUP HAS A PLAN I COMMEND THEM ON THAT.
>> THIS IS A VISUAL BY HIGH SCHOOL THE TEXT OF ALMOST THAT WERE ISSUED FOR CLASS OF 2023. 50% SOME OF THE STUDENTS ARE RECEIVING ACADEMIC HONORS. WE HAVE THE GENERAL DIPLOMA ALSO THE ALTERNATE DIPLOMA WHICH FACTORS INTO THE ECONOMY WILL BE GREAT FOR THE FIRST TIME WITH THE CLASS OF 2023.
I WANTED TO PROVIDE AN EXAMPLE VISUAL TO BE UNDERSTOOD WHERE THE STUDENTS ARE FALLING AS FAR AS THE TYPES OF DIPLOMAS.
CERTIFICATE OF COMPLETION STUDENTS SPECIAL NEEDS STUDENTS WITH COGNITIVE DISABILITIES EARNING THEIR CERTIFICATE OF
[01:40:01]
COMPLETION SO WE HAVE 15 OF THOSE THAT HAMILTON SOUTHEASTERN HIGH SCHOOL. HERE'S THE NUMBERS FOR FISHERS HIGH SCHOOL. THIS IS A LITTLE INFORMATION ABOUT THE ALTERNATE WOMAN AS THIS IS NEW FOR THE CLASS OF 2023 THESE DIPLOMAS DO COUNT WHERE THE ACCOUNTABILITY GRADE WHERE AS THEIR CERTIFICATE OF COMPLETION DOES NOT COUNT AGAINST THIS COSTS FOR US. IS A LITTLE INFORMATION ON THE ALTERNATE DIPLOMA. IS A LITTLE BACKGROUND ON THE CERTIFICATE OF COMPLETION OF THE STUDENTS THAT HAVE THEIR IEP'S AND MORE SIGNIFICANTLY THAT'S ALL I HAVE IF YOU HAVEANY QUESTIONS. >> I WANT TO THANK YOU FOR THAT PRESENTATION WAS GREAT DATA TO BE AWARE OF I THINK WE WILL LOOK AT THAT AND UNDERSTAND BETTER TAKE SOME TIME.
>> I THINK I FORGOT TO GET SOME POSSIBLE FINAL NUMBERS IF YOU HAVE INFORMATION FROM THE STATE OF.
>> CAN YOU COMMENT IF ALL THIS INFORMATION IS NOT LOADED TO
THE DPS SITE? >> TODAY THE I LEARNED IN SAT THEY WILL CERTIFY I READ AT THEIR AUGUST MEETING.
I'M HOPEFUL OLIVER WILL BE PUBLIC SO THAT WHEN I DO THE ACADEMIC UPDATE FOR YOU ALL WILL HAVE ALL THAT DATA TO LOOK AT COMPREHENSIVELY.'M NOT SURE THE GPS HAS BEEN UPDATED
WITH THE NEWEST RELEASED. >> WE HAVE THE OPPORTUNITY TO ASK AT A CONFERENCE AND IT WAS NOT UPDATED AND WHEN DOCTOR STROKES WHEN I LOOK FOR INFORMATION EARLIER TODAY IT
WASN'T UPDATED. >> MOVING ON TO ITEM 5.03 HR
>> GOOD EVENING DOCTORS STOKES PRESIDENT LANG AND THE BOARD HAVE A QUICK HR UPDATE. THERE WAS A REQUEST FOR SOME INFORMATION REGARDING SALONS AND LET ME GIVE YOU A QUICK UPDATE WHERE WE ARE WITH OUR SUBS.
THEY CAN CHOOSE WHERE THEY WANT TO WORK AND HOW OFTEN AND IF THEY WANT TO WORK A HALF-DAY OR FULL-DAY IN MAY WE HAD 451 SO YOU ARE THINKING WHY DO WE HAVE 311 RIGHT NOW DIANE HOWELL ARE SOME COMMUTER WENT THROUGH AND ENCOURAGE SOME OF THE SUBS WHO WERE INACTIVE MAYBE ONE OR TWO YEARS THE SUB PERMIT EXPIRED SO WE ARE REALLY BACK TO OUR PRE-PANDEMIC LEVELS SO THE 311 REGULAR SUBS THAT'S A DECENT NUMBER SO WE COULD HAVE 5000 SUBS BUT WE NEED FOR THEM TO TAKE JOBS AND TO WORK SO HER TOTAL ACTIVE SUBS IS AROUND 60% THOSE ARE REGULAR SUBS WHO WORK FOR US AT LEAST FIVE DAYS. WITH THE PERMANENT SUBS YOU WILL SEE WE ARE UP TO 28 AS OF THIS MONTH BUT IN THE PIPELINE AND PROJECTED 44 FOR THE START OF THE SCHOOL YEAR I CAN TAKE THIS TIME TO COMMEND DIANE HOWELL AND HER WORK AND LEADERSHIP SHE HAS REALLY MADE OUR SUBS I ALWAYS WANT TO
[01:45:08]
COMMEND HER SHE'S FULL OF IDEAS.ANOTHER AREA FOR THE SIGNS WE DO OFFER FOR THE PERM SUBS WE OFFER BENEFITS YOU SEE THE PAY FOR THE SUBS AS WELL.
REGULAR SUBS MAKE $90 A DAY HALF OF THAT FOR HALF A DAY OF FACEUP FOR US AND PERM SUBS MAKE $100 IF YOU'RE A FORMER TEACHER AND YOU HAVE IS A BIT OF INCENTIVE THERE.
FOR PERM SUBS YOU CAN SEE THAT WE DO OFFER BENEFITS FOR OUR SUBS. SO WHAT'S NEW WITH OUR SUBS? DIANE ONE THING AND A GREAT JOB SOME NEW PERM SUBS SHE HAS AN ORIENTATION COMING UP AT THE END OF THE MONTH THEY WILL RECEIVE THEIR EMAIL SHE WILL TEACH THEM HOW TO USE AN IPAD OR HAVE MIRROR WHEN THEY ARE IN THE CLASSROOM SO SHE DOES A LOT OF HANDS-ON TRAINING WITH THEM OR CUSTOMIZED TRAINING MIGHT MEAN THAT SHE IS WORKING WITH THEM ON WHAT IT MEANS TO BE A GREAT LITTLE AND WHAT A DAY IN THE LIFE OF THE SUB IS LIKE SHE'S WALKING THEM THROUGH THAT.
SHE MIGHT USE PERM SUBS WHO ARE MORE SEASONED TO TRAIN SUBS.
SHE'S ALWAYS THINKING OF NEW WAYS TO CREATE SUSTAINABILITY ALSO ISSUING SUBS ID BADGES IN THE PAST THEY WOULD RECEIVE A STICKER WITH BARCODE ON IT PLEA OFFER SUCH A VALUABLE SERVICE BY SUBBING FOR US FILL VACANCIES.
THEY NOW RECEIVE ID BADGES. IF YOU'RE A REGULAR SUB AND SUPER SUB AND TAKING MORE JOBS THEN THEY TOO WILL HAVE A BADGE MADE. DIANE HAS A GREAT IDEA ON DAILY SUB FEEDBACK FROM TEACHERS. AND THE SUBFOLDERS THERE'S A SURVEY WITH A QR CODE SO THAT THE TEACHERS AND OTHER STAFF MEMBERS CAN GET IMMEDIATE FEEDBACK ON HOW SUBS ARE PERFORMING. REGULAR SUBS.
THAT GIVES US IMMEDIATE FEEDBACK ON WHAT THEY NEED DIANE WILL ALSO GO IN AND SUB IN THE BUILDINGS SHE WILL MAKE VISITS TO THE BUILDINGS IF ANYBODY NEEDS HELP SHE DEPLOYS TO THE BUILDING TO HELP SUPPORT.
THIS IS REALLY HELPFUL FEEDBACK TO US.
WE TALK ABOUT XACT NEAR THE REUSE I WILL GO BACK TO THAT CONCEPT. WHICH IS REALLY A GREAT CONCEPT WHEN IT COMES TO RETAINING. IN THE PERM SUBS ARE ASSIGNED TO THE LARGER SCHOOLS FIRST. IN THE PAST WE HAVE PERM SUBS AT SOME OF THE SMALLER SCHOOLS WHICH DIDN'T MAKE A LOT OF SENSE SO THEY ARE ASSIGNED TO LARGER SCHOOLS FIRST WITH THE GREATEST NEED HOW WE PLACE OUR PERM SUBS AND REGULAR SUBS WE TRY PRIORITIZE ELEMENTARIES WE WANT TO MAKE SURE ELEMENTARIES TEACHERS ARE COVERED. THERE'S MORE FLEXIBILITY AT THE JUNIOR HIGH AND HIGH SCHOOL LEVEL WHERE TEACHERS CAN COVER OTHER TEACHERS ON THEIR PREP PERIOD.
WITH INCREASED TRAINING AND SUPPORT THAT HELPS US BUILD TRUST COLLABORATION HOW DO YOU BECOME A SUB? HERE ARE A COUPLE OF PERSONAL TESTIMONIES FROM OUR SUBS AND YES WE ARE ALWAYS HIRING. TO THIS REFERENDUM AND
[01:50:59]
DEPENDING ON HOW THAT SWAYS WILL WE BE RELIABLE ON MORE SUBS DEPENDING ON WHEN THAT HAS TO HAPPEN THAT'S KIND OF MY CONTEXT FOR SOME OF THE QUESTIONS.WHERE WE AT WITH EXCEPTINAL LEARNERS SUBS AND HOW IS IT DIFFERENT BETWEEN THE SUBS THAT WE JUST DISCUSSED?
>> THAT'S AN AREA THAT IS ONE OF OUR MOST CHALLENGING AREAS TO FIND SUBS. WE TRY TO WORK WITH THE SUBS AND ALLOW THAT'S AN AREA WE ARE LOOKING AT TO PROVIDE THE TRAINING. IF YOU ARE AN INSTRUCTIONAL ASSISTANT IN ONE OF THE PROGRAM CLASSES WE ARE PAYING TWO DOLLARS MORE IN OUR OVER THE TYPICAL HOURLY WAGE AS AN INCENTIVE FOR FOLKS INTERESTED IN THOSE POSITIONS AND WE DO HAVE A LOT OF PEOPLE WHO ARE AMAZING THOSE ROLES.
WHEN YOU COME IN AS A SUB THAT CAN BE INTIMIDATING AND CHALLENGING. SO TRAINING IS A KEY TO THAT.
THAT IS SOMETHING WE WANT TO BE ATTENTIVE TO BUT THAT IS ONE OF OUR ÃÃIS AN AREA THAT WE NEED TO STRENGTHEN.
>> YOU MENTIONED THE SUPER SUB. WE ARE NOT THERE YET.
PERHAPS WHEN WE LOOK AT SOME OF THE EXCEPTIONAL CLASSROOMS. PERHAPS THERE IS AN INCENTIVE WE CAN WORK OUT IF YOU SAW THE IN THOSE AREAS SO WE ARE WELL AWARE AND THOSE ARE CONVERSATIONS THAT WE WILL HAVE.
>> IF I'M A PERMANENT SUB AND I PROBABLY HAVE BEEN A PERMANENT SUB FOR THE PAST FIVE YEARS WHAT WOULD BE THE DEFINING COUPLE OF REASONS WHY A PERMANENT SUB DID NOT WANT TO BE A PERMANENT TEACHER OR ART OF? THE PROGRAM AS A WHOLE.> I THINK IT WOULD BE A PERSONAL REASON. I THINK ONE OF THE QUESTIONS THAT WAS POSED WAS DO WE HAVE FLOATING SUBS? IN THE PAST WE DID HAVE FLOATING SUBS THEY WERE GOING FROM SCHOOL TO SCHOOL. THE JOB SATISFACTION WAS NOT THAT HIGH BECAUSE THEY WERE GOING FROM SCHOOL TO SCHOOL.
[01:56:02]
ELEMENTARY CAN BE TOUGH BECAUSE IT STRUCTURED AROUND JUNIOR HIGH AND HIGH SCHOOL SOMEONE CAN SET ON THE PREP PERIOD.ELEMENTARY LEVEL IT CAN BE A LITTLE BIT MORE CHALLENGING SO THAT'S WHY WE PRIORITIZE OUR WE DEPLOY THEM TO THOSE ON TREES TO MAKE SURE THEY HAVE COVERAGE.> THAT'S ALL THE
QUESTIONS I HAVE FOR NOW. >> ANYTHING ELSE BEFORE I MOVE ON? HOW QUICKLY TO COVER EXIT INTERVIEWS THIS QUESTION CAME UP AND WHAT WE DO WITH EXIT INTERVIEWS? FIRST OF ALL, YES WE DO CONDUCT EXIT INTERVIEWS WHEN YOU LEAVE THE DISTRICT YOU ARE SENT TO AN EXIT INTERVIEW SURVEY QUESTIONS ARE UP ON THE SLIDE.
I THINK THEY ARE PRETTY TYPICAL TYPICAL QUESTIONS.
HOW TO USE THE INFORMATION I THINK WE USE THE INFORMATION SO IF THERE ARE THINGS ESPECIALLY ABOUT TRAINING SHARED WITH DIRECTORS AT THIS LEVEL I THINK WE CAN LEARN FROM THOSE SO DIANE GOING BACK TO WHAT I MENTIONED EARLIER HER PULSE SURVEYS SHE SENDS QUARTERLY THERE IS A CONCEPT AND IT'S ONE I THINK IS WORTH EXPLORING. ET ME USE THE WORD EXPLORE I'M NOT MOVING FORWARD WITH. STAYING INTERVIEWS IF WE ARE TALKING ABOUT AN EXIT INTERVIEW IT'S TOO LATE BECAUSE YOU ARE ALREADY LEADING THE DISTRICT AND THAT'S NOT WHAT WE WANT WE CAN STILL LEARN FROM IT BUT WOULDN'T BE VALUABLE TO CONDUCT A STAY INTERVIEW BECAUSE THEN WE FIND OUT WHAT ARE THE REASONS YOU ARE STAYING IN THE DISTRICT WHAT YOU LIKE ABOUT IT? WE CAN LEARN A LOT FROM THOSE CONVERSATIONS AND IN THE END I THINK IT WILL HELP US WITH OUR ATTAINMENT I THINK EXIT INTERVIEWS ARE HELPFUL.
RIGHT NOW FRONTLINE AS WE ARE WORKING TO AUTOMATE AND BECOME MORE EFFICIENT IN THE HR DEPARTMENT SO THEY WERE ABLE TO ABLE TO DOWNLOAD OUR EXIT SURVEY INFORMATION WE JUST HAVEN'T HAD TIME IN THE CSV FILE WHICH WE NOW NEED TO QUANTIFY AND CATEGORIZE. A LOT OF THE REASONS THAT WE WILL SEE HER MOVING OUT OF STATE I MOVING TO ANOTHER DISTRICT, AND CHANGING CAREERS FAMILY REASONS.
PAYING BENEFITS,. I'M RETIRING.
THOSE OF THE TYPES OF THINGS WE WILL SEE FEEDBACK THERE'S A LOT OF QUESTIONS SO WE WILL BE ABLE TO QUANTIFY THE INFORMATION ONCE WE CAN CATEGORIZE IT AND SHARE IT WITH YOU BUT I THINK IT ABSOLUTELY IS WORTH LOOKING AT EXPLORING THAT STAY INTERVIEW I THINK IT WILL HELP BUILD TRUST IT WILL ENCOURAGE COMMUNICATION AND HELP FIGURE OUT THE CULTURE WE WANT TO HAVE THAT WE ARE ABLE TO RETAIN THE BEST OF THE BEST.
>> I THINK THAT'S A GREAT IDEA I THINK SOMETIMES DEPENDING ON LACK OF TRUST OR COMFORTABILITY OF STATING WHAT THEY WOULD LIKE TO SEE MORE OR WHILE STILL BEING EMPLOYED I WOULD LIKE TO POSSIBLY SEE BOTH DON AND I WOULD LIKE TO SEE QUESTIONS THAT ARE MORE QUANTIFIABLE, NOT OPEN-ENDED QUESTIONS WE CAN MEASURE ON A SCALE OF 1 TO 10 BEING 10 THE HIGHEST THEN WE CAN MOVE THAT WAY GOING FORWARD.
>> ON THE OPEN-ENDED QUESTIONS YOU MUST HAVE TO CUT THOSE.
[02:00:01]
>> GOOD POINTS TIFFANY. >> I REALLY LIKE THE IDEA OF THE STAY INTERVIEWS AND LIKE THE IDEA OF EXPLORING THAT I'M GLAD YOU BROUGHT UP THE CSV FILE BECAUSE I WAS GOING TO ASK ABOUT THAT YOU RECENTLY HAD ACCESS TO A SCREENSHOT OF SOME OF THAT INFORMATION AND SEEING THAT THERE WAS 25% RETIREMENT I WAS GOING TO ASK IF WE COULD GET THAT INFORMATION MORE REGULARLY. I'M GLAD TO HEAR THAT.
>> I LOOK FORWARD TO SHARING THAT WITH YOU.
>> THERE'S A LOT OF GOOD INFORMATION KIM, THANK YOU.
>> THANK YOU FOR THE INFORMATION I HAVE ONE MORE QUESTION, WITHIN THE CONSENT AGENDA AND UPDATES WE HAD I WOULD SAY ACCOUNTED 10 RESIGNATIONS, WHAT THEY HAVE BEEN THROUGH THIS PROCESS OF THE EXIT INTERVIEW?
>> THANK YOU. MOVING TO ITEM 5.04 FINANCE UPDATE. MS. KATIE DOWLING.
BACK ON STAGE AGAIN. >> YOU HAVE ME FOR THE NEXT THREE.
I THINK THIS IS THE THIRD OR FOURTH AS YOU GUYS KNOW, WE DIDN'T USED TO PRESENT AT BOARD MEETINGS SO THIS IS THE FORMAT THIS MONTH, NEXT MONTH WE ARE GOING TO HAVE MORE DETAIL RELATED TO THIS I THINK IT WILL BE HELPFUL THE BOARD REQUESTS BUT I THINK WILL BE HELPFUL AS WE GET READY FOR BUDGET SEASON.
WHICH WILL ALSO BE STARTING I KNOW EVERYBODY, I'M EXCITED BUT NOBODY ELSE AS. THE FINANCE UPDATE THROUGH MAY 31 FOR US. THE ONLY THING GENERALLY CHANGING IS GOING TO BE THE YEAR TO DATE EXPENSES.
IN THE EDUCATION FUND YOU CAN SEE WE ARE AT 66 MILLION OR 43.6 THIS IS REVIEWING THE CASH BALANCE YOU CAN SEE PRETTY TIGHT IN THERE BETWEEN REVENUES AND EXPENSES OVERALL.
THE BENCHMARK MEMBER BEING UP BY 2.1 SO THE FACTORS THERE THAT CONTRIBUTE WHAT WE WILL SEE PICKUP JUNE, JULY WHEN WE ARE NOT PAYING THOSE PEOPLE WHO THINK 17 PAY THAT WILL DROP.
WE HAVE SOME STAFFING WE'VE TALKED ABOUT WITHIN SPECIAL EDUCATION THAT I KNOW FOR HALF THE YEAR COST US ABOUT $200,000. THAT'S WHERE SOME OF THE HIRING THINGS THAT SOME THINGS WE ARE GOING TO TALK ABOUT LATER IN THE AGENDA TO TRY TO OFFSET THAT BUT THOSE EXPENSES AREN'T HAPPENING THROUGH THE SUMMER MONTHS THE WAY 24 PAY WHAT IF IT WERE AT CERTIFIED SPEECH PATHOLOGIST VERSUS OUTSOURCING.
THE EXCESS COST SHARE IS STILL SOMETHING THAT WE MANAGED TO THIS DATE. THIS IS KIND OF CHANGED.
NOW SOMETHING THAT COST US PERHAPS THIS IS A BROAD GENERALIZATION OF A COUPLE THOUSAND DOLLARS.
REFERENDUM FUND JUST OVER 10,000,010.1 MILLION YEAR-TO-DATE MINIATURES 38.5 PERCENT IN THE BUDGET THIS IS LITERALLY WE ARE IN JUNE YOU SEE THE LEVEL OUT BECAUSE WE
[02:05:06]
GET THE PROPERTY TAX DISTRIBUTION WE WILL BE REFLECTED IN THE REVENUES. WE ARE UNDER BENCHMARK BY 3% TALKING ABOUT SHIFTING THIS IS WHERE SOME OF THAT WILL TAKE PLACE THEN REMEMBER THE OVERALL REDUCTION IN CASH BALANCE HAD TO DO WITH THE LITERACY ADOPTION FROM LAST YEAR.SERVICE IS DOING VERY WELL. AT 40% JUST OVER 40% AFTER YOUR TODAY WE ARE HAPPY WITH THEIR EXPENSES AND WHERE THEY ALSO ARE WITH REVENUE YEAR-TO-DATE STOP THAT CONCLUDES MY FINANCE PRESENTATION IF ANYBODY HAS ANY QUESTIONS.
NEXT MONTH THE PRESENTATION WILL LOOK DIFFERENT YOU WILL HAVE IT IN ADVANCE JUST LIKE YOU NORMALLY DO TO BE ABLE TO LOOK OUT IT NEEDS A LITTLE BIT MORE CONTEXT BECAUSE IT'S A LOT
MORE INFORMATION. >> I WANTED TO CLARIFY ONE QUICK THING THE FOOD-SERVICE FUND I THINK YOU SAID RESPONDED TO AN EMAIL THAT'S ITS OWN SEPARATE PHONE.
TO TRY TO ADD THEM UP. >> IT CAN'T BE USED ELSEWHERE THE ONLY THING WE COULD DO IN THE FOOD-SERVICE FUND IS CHARGE DIRECT COSTS. THAT WOULD BE A REVENUE TO ANOTHER FUND BUT WE DON'T DO THAT HERE WE WANT THEM TO BE ABLE TO REINVEST IN THEMSELVES. ITS FEDERAL DOLLARS IT RECEIVES
AS A SEPARATE FUND.>> I WANTED TO MAKE A COMPLIMENT COMMENT. I THINK IT WAS FEBRUARY THE FORMAT THAT YOU PUT OUT ON THE CONSENT AGENDA WE USED TO HAVE FINANCE WHEN YOU DO THE FUNDING IT WAS ALWAYS THE NUMBERS.
IT WOULD BE LIKE YOU HAD TO HUNT IT DOWN WHERE THE INFORMATION IS. SO YOU HAVE IT THERE IT ACTUALLY LINES UP WITH THE FUNDS ARE FOR AND PUT IT TOGETHER I WANTED TO SAY FOR ME I GREATLY APPRECIATE IT'S VERY EASY TO READ. WHEN PEOPLE ASK ABOUT THE FINANCES AND INFORMATION THEY KNOW TO GO RIGHT TO THE BOARD DOCS YOU CAN GO BACK TO LAST SIX MONTHS AND SEE THE INFORMATION AND WHAT'S BEEN IN THE FUNDS.
>> THANK YOU. >> I POINT OUT I WAS IN THE SAY THE SAME THING. WITH ALL THIS INFORMATION ON BOARD DOCS THIS IS MORE FINANCIAL INFORMATION FOR THE COMMUNITY OUT THERE IF YOU ARE WE WATCHING THIS THESE SLIDES ARE ON BOARD DOCS WE BEEN ASKED SEVERAL TIMES BUT THE BUDGETS WERE. THESE ARE FANTASTIC UPDATES WE CAN SEE PROJECTED ACTUAL PROJECTED AGAIN IS TRANSPARENT FOR THE COMMUNITY AND WE ARE ESSENTIALLY IF I'M READING IT RIGHT PRETTY MUCH ON TRACK THANK YOU.
>> ANY OTHER QUESTIONS? THANK YOU KATIE.
MOVING ON TO ITEM 5.03 ÃÃ ACTUALLY, EXCUSE ME 5.05 PUBLIC
HEARING FOR THE 2023 GO BOTS. >> SCHOOL PREPARATION MUST HOLD TWO TWO PRELIMINARY ISSUE BONDS TO RELEASE CERTAIN PUBLIC PROJECTS. THIS IS AN ANNUAL PROCESS WE GO THROUGH AND IT'S YOUR FIRST TIME GOING THROUGH IT WITH US.
THIS IS THE FIRST HEARING NO ACTION IS TAKEN TONIGHT.
PUBLIC HEARING WILL BE CONDUCTED WE WILL GO THROUGH ALL THE PIECES AND AFTER JULY 26 MEETING WILL GO THROUGH THE SECOND WHICH IRONICALLY YOU'RE GOING TO THE FISHERS ELEMENTARY SECOND PRELIMINARY.OU GUYS ARE GOING TO BECOME OLD HATS AT THIS. THIS IS THE BEGINNING OF THE LEGAL PROCESS FOR US. THE ANNUAL GENERAL OBLIGATION PBOND ISSUANCE IS DRIVEN BY THE TENURE FACILITIES PLAN TENURE TECHNOLOGY PLAN AS WELL AS THE BUS REPLACEMENT SCHEDULE AND WE'VE ACTUALLY ADDED CAPITAL EQUIPMENT FOR TRANSPORTATION BECAUSE THEY ALSO HAVE THE LIFTS AND THINGS THEY WERE GONE NEED FOR THE BUSES. WE ARE ADDING ADDITIONAL SCHEDULES BECAUSE AS WE ARE ABLE HAVE BEEN ABLE TO ISSUE SOME THE GOAL IS ALSO IN THE ISSUANCE ISSUING A LEVEL SO IT KEEPS THE TAX RATE NEUTRAL. WE DON'T WANT TO GO OUT.
AS WE GO THROUGH THIS PROCESS WE CAN ISSUE MORE DEBT WE'VE HAD THINGS IN THE DISTRICT THAT HAVE NOT ARE BEYOND THEIR USEFUL LIFE THIS IS ALLOWING US TO START TO ADD OTHER THINGS LIKE PLAYGROUNDS LIKE ATHLETIC FACILITIES LIKE SOME OF THINGS THAT NEED TO BE ON A SCHEDULE LIKE INSTRUCTIONAL EQUIPMENT THAT'S IN BUILDINGS THAT'S EXPENSIVE OR PROJECT LEAD THE
[02:10:02]
WAY RELATED WHATEVER IT MIGHT BE WE NEED TO REDUCE ALL THAT'S WHAT IT IS AND GET IT ON THE SCHEDULE SO WE HAVE A PLAN AND ROTATING THROUGH SO WE DON'T HAVE SURPRISES BECAUSE I KNOW I DON'T LIKE SURPRISES WHEN IT COMES TO BUDGET ALSO THAT WE ARE GETTING THINGS REPLACED BASED ON THEIR USEFUL LIFE WE HAVE THINGS WE ARE CATCHING UP I'M SURE THEY CAN ALL READ THAT.(LAUGHING) THAT MAKES UP FOR US WHY WE HAVE THE PRESENT SCENARIO WE HAVE BUT WE WILL GO THROUGH THE SPECIFICS. YOU KNOW IT WILL ONLY TAKE ME ANOTHER HALF HOUR. I'M JUST KIDDING.
TO GO THROUGH THE THINGS THAT WE ARE DOING AND THAT'S THE LIST THAT TOM HAS NOT. THESE ARE THE MISCELLANEOUS PROJECT BUDGETS THESE ARE GENERATED, IF A BOILER HAS A 24 YEAR USEFUL LIFE SOME OF IT IS ABOUT LATER THAT'S ACTIONS AND FOUND SOMETHING DEFICIENT I THINK THEY HAD A DEFICIENCY ISSUE WHEN THEY HAD INSPECTED IT WAS A SAFETY PROBLEM.
THESE ARE THE MISCELLANEOUS PROJECTS OF THE BUDGET CYCLE WITH THOSE AND YOU CAN SEE THEY ARE PRETTY SELF-EXPLANATORY.
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
YOU GUYS HAVE ALREADY APPROVED RFP TO GET THE INFORMATION AND, WHEN THAT DATA ALL COMES AND IT WILL COME BACK TO FACILITIES COMMITTEE DISCUSSION WILL HAVE BEEN THERE BEFORE ANYTHING COMES BACK TO THE BOARD FOR APPROVAL I WANT TO BE CLEAR WHEN WE GET TO NEXT MONTH TWO WEEKS FROM NOW APPROVING THIS DOESN'T PROVE THAT BEING DONE THIS IS JUST SAYING WE ARE BUILDING A DESIGN FOR THE 2024 PROJECTS I HAVE SO WE ARE NOT ISSUING THE MONEY THE DEBT AND SITTING ON IT AND REPAYING IT BEFORE WE CAN USE IT SO THAT'S WHAT YOU SEE THERE THAT WE WOULD CALL CONSIDER THAT TO BE A SOFT COSTS.
MISCELLANEOUS THE MAJOR PROJECTS THAT YOU SEE LANDON ROAD ELEMENTARY I THINK YOU'VE HEARD ABOUT QUITE A BIT WE FIND THAT THREE YEARS OF BOND SO THIS IS ESSENTIALLY YOUR TWO AND THE SECOND PIECE OF THE TRANSPORTATION THE ADDITIONAL IF YOU RECALL WE HAD TO DO GO THROUGH THE PROCESS TWICE BECAUSE THE COST CAME BACK HIGH.
THAT'S FUNDING THE SECOND PIECE SO THEY CAN GET EVERYTHING DONE THEN YOU CAN SEE CONTINGENCY BUILT IN THEIR.
THE RECURRING BUDGETS I'M GONNA HIGHLIGHT SOME OF THE NEW THINGS I THINK ARE GOOD THINGS FOR THE DISTRICT THANK YOU.
BIG THINGS HERE, SCHOOLBUS REPLACEMENTS, YOU HAVE NOT SEEN SCHOOL BUS REPLACEMENT TEAR WE USED TO DO A LEASE PROCESS SO THE SCHOOL YEAR THE DIRECTOR OF BUSINESS AND I SIT DOWN WITH MR. MCKINNEY AND HIS ASSISTANT DIRECTOR AT EVERY OTHER MONTH TO START TO GO THROUGH AND UNDERSTAND TRANSPORTATION BETTER. WE FOUND OUT THEY HAVE A THIRD OF THE FLEET 100 BUSES IS BEYOND THE 12 YEAR USEFUL LIFE THAT WE CAN REPLACE. IT DOESN'T MEAN THEY CAN'T BE USED FOR GO THROUGH TWICE YOUR INSPECTIONS BUT ALSO INSPECTIONS ARE PRETTY RIGOROUS THIS REPRESENTS THE NORMAL BUS REPLACEMENT PLAN FIGURES AS WELL AS A CATCHABLE AMOUNT.E HAVE THEM ON A FOUR-YEAR PLAN TO GET ALL THE BUSES WITHIN THAT 12 YEARS THE GOAL IS TO, GIVEN THE INCREASE IN MAINTENANCE EXPENSE ON A BUS THEY WILL BE ABLE TO TAKE THAT AND FLIP IT TO ADDRESS WAGES AS WELL AS THE DIFFERENTIAL AND
[02:15:02]
TRIP RATE. WE ALL HAVE PROBLEMS WE DON'T HAVE DRIVERS TO GET STUDENTS TO EXTRACURRICULAR ON THE WEEKEND.IT'S LIKE BEING ABLE TO INVEST TO IMPROVE THAT WITHOUT ACTUALLY NEEDING MORE MONEY TO DO SO BUT IT WILL TAKE A LITTLE BIT OF TIME FOR THAT TO COME AROUND BUT THAT WILL BE GREAT FOR ZACH AS WELL AS HIS MECHANICS TRANSPORTATION CAPITAL EQUIPMENT THAT REPRESENTS ALL OF THE LIFTS THEY HAVE SPECIAL CERTAIN TYPE OF TRUCK THAT GOES OUT TO DEAL WITH THE BUSES THAT ARE BROKEN DOWN NONE OF THAT EQUIPMENT IS ON A REPLACEMENT SCHEDULE THAT REPRESENTS THE ROTATION FOR THEM SO THOSE THINGS CAN BE REPLACED TIMELY.
ASPHALT AND CONCRETE HAVE NOT BEEN SPECIFICALLY IDENTIFIED BEFORE AND WHEN YOU DON'T KEEP IT UP REPAIR AND REPLACE THE SAFETY ISSUE. THIS PUTS AN END TO THAT.
WHAT THIS DOES MR. RAPP HAD AN EVALUATION OF ALL PLAY AROUND EQUIPMENT THAT BUILDINGS LAST YEAR THIS WILL PUT THEM ON A ROTATION. IF THEY LAST FOR 15 YEARS THAT WILL REPLACE THEM IN LINE WITH THAT ALSO WILL GET RID OF MULCH RECURRENT EXPENSE PLUS MULCH IS GROSS.
IS JUST DIRTY. ALL THE THINGS THAT GO WITH IT.
THE GOAL IS I DON'T WANT TO SAY IT'S NOT APPROPRIATE BUT WE WOULD RATHER PTOS RAISE MONEY TO SUPPORT THE STUDENTS AND TEACHERS IN THE BUILDING NOT FOR EQUIPMENT LIKE THAT.
THIS WILL ELIMINATE THAT. THE ONLY REASON IT WAS ON THE AGENDA BECAUSE THEY RAISE $90,000 AND WE ARE NOT COMFORTABLE SAYING LIKE NEVERMIND WE DON'T NEED IT ALSO THERE ISSUE IS MORE ABOUT THE SIZE AND NOT ABOUT THE LIST OF WHAT WAS THERE. IT MADE SENSE BUT THAT WILL LIKELY BE THE LAST TIME YOU WILL SEE THAT.
THAT'S A WIN FOR THE PTOS AS WELL I THINK WE WILL BRIEF THE PRINCIPALS AND STAFF ON THAT WITH THE ADMIN RETREAT AS WELL.
THE PIECE OF THAT IF YOU'RE NOT ADDRESS THE PLAYGROUNDS AT K-6 WE NEED TO TALK ABOUT WHAT'S ON THE OTHER SIDE.
ONE OF DIRECTOR STOKES ADVISORY COUNCIL WHAT THIS ALLOWS US TO DO THIS IS BEYOND THE NORMAL THINGS WE HAVE TO REPLACE TO SOME DEGREE IT'S ALSO ABOUT IMPROVEMENT WE IN THE PAST WHEN WE RECEIVE DONATIONS THERE IS A PIECE OF THAT DISCUSSION THAT'S ABOUT WE CAN'T BOTH OF THESE CAN'T ADD X AT THE BASEBALL FIELD WE CAN'T ALSO DO IT AT THE SOFTBALL FIELD OR WE DON'T WANT TO BE AT ONE BASEBALL FIELD AT ONE HIGH SCHOOL JUNIOR HIGH AND NOT AT THE OTHERS BECAUSE WE WANT THEM TO BE REASONABLY SIMILAR IN AMENITIES, THIS GIVES US THE FLEXIBILITY SO THAT WHEN A DONOR COMES IN WE CAN HAVE THE ABILITY TO SAY WAIT A MINUTE WE CAN DO THIS HERE AND THEN WE CAN RECEIVE THE DONATION NOT HAVE TO TURN PEOPLE AWAY BUT ALSO HAVE THE FUNDS TO NOT CREATE THE INEQUITY BETWEEN BUILDINGS ARE SPORTS TO CREATE A POTENTIAL TITLE IX ISSUE.
>> THANK YOU FOR THAT. I WILL BE EXCITED TO SHARE THAT WITH THE COMMUNITY TO HIGHLIGHT THAT WE HAVE IN THE PAST NOW BEEN ABLE TO ACCEPT DONATIONS FOR ATHLETIC STUFF THAT WAS SPECIFICALLY EARMARKED. FORMER BASKETBALL PLAYER WANTS TO COME IN AND DONATE TO THE BASKETBALL PROGRAM SPECIFICALLY THEY WERE TOLD YOU CAN EARMARK IT LIKE THAT IT WOULD HAVE TO BE GIVEN TO THE FOUNDATION AND DISPERSED EQUALLY WHAT I'M UNDERSTANDING NOW IS THERE'S A LOT OF TITLE IX BEHIND THAT SOME INTERNAL POLICIES ALSO BUT IT SOUNDS LIKE BECAUSE OF THIS PROCESS WE ARE GOING TO HAVE MORE FLEXIBLY TO AT LEAST DO SOME OF THAT I HESITATE TO SAY MATCH EVERY DONATION BUT IT WILL GIVE US A NOT A LOT OF FLEXIBILITY.
[02:20:01]
IF YOUR FORMER PLAYER ATHLETE THAT WANTS TO GET BACK YOU CAN HOPEFULLY NOW TRY TO EARMARKED THAT FOR YOUR PASSION AND WE WILL TAKE CARE OF THE REGULATORY THINGS TITLE IX ISSUES. SO WE CAN ACCEPT YOUR DONATION BECAUSE WE DON'T WANT TO TURN DOWN MONEY.>> WHAT YOU DESCRIBE IS WHERE IT RAN INTO A PROBLEM THE ONLY THING I WILL TELL YOU IS WE DON'T THROW ÃÃLET'S SAY WE INSTALL A BRAND-NEW SCOREBOARD SOMEBODY COMES IN AND WANTS TO OKAY I'M GOING TO GIVE YOU MORE MONEY WE JUST SPENT $100,000 ON THE ONE SO WE ARE NOT GOING TO DO THAT EITHER VERNACULAR TEARDOWN AND EXPORTS OF THE $100,000 OF TAXPAYER FUNDS JUST PAID SO THAT'S THE ONLY THING I WOULD SAY, THIS FOLLOWS THEIR FACILITIES AND AS A POINT OF CONTACT.
WE ARE EXAMINING ANY OF THE POTENTIAL POLICY OR PROCEDURE WE HAVE THEN WE WILL HAVE THAT WRAPPED UP BECAUSE I DON'T THINK IT'S POLICY POLICY COVERS WHEN DONATIONS COME TO THE BOARD. THIS IS MORE ABOUT INTERNALLY HOW WE HANDLE THOSE TYPE OF REQUESTS AND WE EDUCATE EVERYBODY AT DOCTOR STOKES'S ADMINISTRATIVE RETREAT LATER THIS MONTH SO WE START THE YEAR FRESH WITH EVERYBODY ON THE SAME PAGE. A LOT OF TALK ABOUT TEXTBOOK RENTAL WE WILL TALK ABOUT STUDENT FEES NEXT MONTH THAT'S INFORMATION WHICH SHOULD TELL YOU A LOT ABOUT WHAT THAT MEANS. WE CAN'T CHARGE FOR BASICALLY ANYTHING. I'M SURE CHRIS WOULD AGREE THIS IS TO HELP OFFSET THE COST. WE ALREADY KNOW AT $151 PER STUDENT IS AN ESTIMATED REIMBURSEMENT THE MACBOOKS AT THE HIGH SCHOOL ARE $150 A YEAR.
WE HAVE SOMEWHERE TO OFFSET THAT THIS IS FOR STUDENT DEVICES THIS IS BASED ON REPLACEMENT SCHEDULE FOR WHAT WE ALREADY ORDERED THIS YEAR AND WHAT WE WILL ORDER FOR 24/24. THAT'S WHERE THAT COMES FROM.
WE INCREASE THE MUSICAL AND SPRINT NUMBER BECAUSE WE CAN'T CHARGE STUDENTS WE NEED TO PREPARE FOR THAT.
>> IT'S KIND OF SIDE-BY-SIDE WITH THIS WILL BE AT SOME POINT OVER THE NEXT FEW MONTHS WHEN WE GET WHEN WE GET THE TEXTBOOK CLEARED OUT THAT WHAT'S INCLUDED LAB FEES?
>> IT'S EVERYTHING WE CAN EVEN CHARGE FOR GYM UNIFORMS.
>> OKAY BUT IS THERE A LIST THAT WILL CREATE THAT WE CAN SEE THOSE THINGS THAT WE ARE TAKING UPON.
>> THE REPORT WE HAVE TO TURN INTO THE STATE OF INDIANA COMES OUT OF THE STUDENT FEE SYSTEMS WHICH COMES OUT OF THE STUDENT INFORMATION SYSTEM WE STILL HAVE TO ENTER THE DATA BECAUSE THAT'S THE REPORT THAT WE WILL SUBMIT TO BE REIMBURSED.
SO EITHER PARENTS WE ALMOST WANT PARENTS TO SEE IT BUT NOT BE ABLE TO TRY TO PAY IT I WANTED TO BE CLEAR THE COST THAT THEY ARE NOT PAYING SOME OF THAT WE ARE WORKING OUT I DON'T KNOW THAT THAT PART WILL BE READY NEXT MONTH BUT GENERALLY GOING FORWARD AT SOME POINT WE WILL BE ABLE TO
QUANTIFY THE DOLLAR. >> I THINK BENEFICIALLY FOR WE ARE LOOKING AT REFERENDUM THIS IS THE COST WE WEREN'T EXPECTING UNTIL LEGISLATION FINISHED IN THE SPRING NOW WE HAVE TO ACCOUNT FOR GOING FORWARD IN THE BUDGETS.
>> WE INCREASE THE SECURITY SYSTEM UPGRADES FOR VIDEO CAMERAS BY 100,000 THEY HAVE A LARGE NUMBER OF ANALOG CAMERAS.
THE MAXIMUM IS 35 MILLION. WE KNOW THE MAXIMUM AMOUNT IS $35 MILLION, TOTAL AMOUNT ISSUED HOWEVER, IF WE NEED TO ISSUE LESS TO KEEP THE TAX RATE NEUTRAL IF IT CAME IN THAT IF I ISSUED 35 IT WOULD INCREASE THE TAX RATE WE WOULD ISSUE LESS TO MAKE IT LEVEL. THERE'S BOND RESOLUTIONS YOU
GUYS ALL HAVE TO PASS. >> WE ARE MOVING ON TO ITEM
[02:25:47]
6.02. 5.05 PUBLIC HEARING.OPENING THE MEETING FOR THE GO BONDS EACH YEAR THE DISTRICT ISSUES ANNUAL GENERAL OBLIGATION FOR GEO BOND TO PROVIDE THE NECESSARY FUNDING TO MAINTAIN AND IMPROVE FACILITIES AND EQUIPMENT NEEDS. THE DEAL BONDS ARE REPAID THE FOLLOWING YEAR WHICH MINIMIZES THE INTEREST EXPENSE TO THE TAXPAYERS. THE AMOUNT OF GO BONDS ISSUED WILL NOT INCREASE OUR DEBT SERVICE TAX RATE.
THIS PREMISE ALONG WITH THE CAPITAL NEEDS OUTLINED IN VARIOUS DISTRICT PLANS DETERMINE THE AMOUNT OF GO BONDS THAT ARE ISSUED. FOR 2023 THE DISTRICT ANTICIPATES ISSUING $35 MILLION IN GO BONDS AND REPAYING THOSE.
>> I DID NOT RECEIVE ANY LIST OF NAMES.
ANYONE IN THE ROOM WISH TO SPEAK ON THE GEO BOND? CLOSING OUT THE GEO BOND HEARING.
[6. Action Items]
>> I'M GOING TO GIVE CREDIT BECAUSE KIM WROTE IT I FACILITATE BECAUSE IT SHE WAS ON VACATION NORMALLY IT WOULD APPEAR ON CONSENT AGENDA AND ACCIDENTALLY GOT PUT ON ACTION AND WE DIDN'T WANT TO MOVE IT AND HAVE A CREATE.
>> IF YOU COME BACK YOU START AT STEP ONE THAT WAS JUST HOW WE'VE ALWAYS DONE IT WOULD BE MY GUESS.
MS. LILY WORKED WITH OUR DIRECTOR OF DL AMY SELBY.
SO WE COULD HAVE SOME LANGUAGE OR TESTING IT OUT HERE TO SEE HOW IT FITS IN. WE ESSENTIALLY WANT TO BE ABLE TO ACCOMPLISH EXPERIENCE FOR FOLKS WHO HAVE WORKED HERE FOR SO IF YOU LEFT ON STEP THREE YOU COME BACK ON STEP THREE.
IF IT'S NOT 25 THROUGH YEARS LATER.
THE PLACEMENT CONSIDERATION IS GIVEN TO THOSE WITH SIMILAR EXPERIENCE IN THE SAME CATEGORY.
IF THERE IS AN IA FROM ANOTHER SCHOOL DISTRICT THAT WAS A SPECIAL NEED ÃÃAN IA WITH EXCEPTIONAL LEARNERS WE WANT TO BE ABLE TO ACCOUNT FOR THAT HERE AND HAVE IT BE REFLECTED.
THIS IS A NON-PAY SHE. >> WE CURRENTLY HAVE IA'S THEY ARE MASTERS OR BACHELOR DEGREE. THEY ARE SUPPORTING THAT INTO
[02:30:18]
THAT. >> THE HIGH RATE OF TURNOVER IS THE FIRST I WOULD TELL YOU. ESSENTIALLY WHAT WOULD LIKELY HAPPEN IS IT WOULD BE ADDRESSED ON A CASE-BY-CASE BASIS.
IF KIM SEES THE NEED TO ESSENTIALLY EMPLOYEES HAVE TO TELL US THAT. WE DON'T HAVE THE STAFF CAPACITY TO GO BACK AND ADDRESS THAT PREFERABLY.
BASED ON HIGHER DATES WHICH WOULD BE INDICATIVE OF THAT.
ALSO THE ONUS WILL BE ON THE EMPLOYEE FOR THE VERIFICATION OF EMPLOYMENT. WE DON'T HAVE HR IS BASICALLY
TWO PEOPLE BESIDES KEN. >> I KNOW FACTUALLY I'M NOT JUST SAYING I KNOW FACTUALLY OF THREE I IA IS AT THE MEN WANTED A PHYSICAL ONE AT ANOTHER THAT HAVE BEEN IN THE DISTRICT AT
LEAST 10 YEARS. >> THERE PROBABLY MAXED THAT TP STEP. A BACHELOR'S, THAT THEY'RE REWARDING THEM ON THE STEP OF PAY.
>> THIS IS JUST ABOUT THE WORK EXPERIENCE AND THAT THIS SEPARATES THEM WITH OR WITHOUT A BACHELOR'S PERIOD, AND WE'RE ALREADY DOING THAT. AND THIS IS ABOUT I WORKED AT THE AGENCY AND I LEFT AND I WAS GETTING PAID AT SUB 3, AND A YEAR LATER, I'M COMING BACK. AND IT IS A SPECIAL EDUCATION AND THAT I WOULD NEED TO COME HERE AND I'M NOT STARTING AT STEP ONE AND THAT YOU WOULD NEED TO ACCOUNT FOR THE EXPERIENCE AND THAT'S WHAT WE'RE ADDRESSING.
>> AND THAT'S KIND OF WHAT I'M SAYING THOUGH.
BUT IF YOU HAVE SOMEONE THAT'S NOT STARTING THOUGH, THAT'S STEP ONE. IS THAT COMMON TO KNOW THAT THEY'RE ALREADY OUT, STEPPED OUT AT STEP FIVE RIGHT NOW? AND SO IF THEY HAVE BEEN HERE FOR FIVE YEARS, TEN YEARS, THEY'RE ALREADY STEPPED OUT, SO WE DON'T HAVE TO CONSIDER THEM GOING HIGHER?
>> I MEAN NO, THEY'RE MAXED OUT TO THE HIGHEST STEP RIGHT NOW.
>> I WANTED TO MAKE SURE FOR CLARIFICATION AND THEY'RE EXISTING IAS, THEY WON'T SEE THE NEW HIRES COMING IN, BEING PAID MORE THAN THEY'VE BEEN HERE LONGER.
THAT'S WHAT I'M TRYING TO SAY. >> I MEAN TEN YEARS ON THE JOB THAT WE HAVE THE STEPS, AND I KNOW THAT THEY ARE THERE.
>> I KNOW, I UNDERSTAND. I MEAN WHERE THIS BECOMES AND WE'RE LOOKING AT THE HIGHER DATE DATA TO TRY TO SEE WHAT IS THE POTENTIAL THAT THIS IS AN ISSUE, AND THEN WE'RE GOING TO HAVE TO TALK ABOUT HOW TO COMMUNICATE THE PEOPLE WHO MAY HAVE THIS AND THAT MAYBE THEY DID START STEP ONE, AND THAT THEY WILL NEED TO IMPACT PEOPLE THAT WOULD HAVE BEEN HERE FOR LESS PERIOD OF TIME RIGHT NOW.
AND TO TRY TO IDENTIFY WHO THEY ARE RIGHT NOW AND IF THEY NEED TO DO A CLEAN UP, SO LIKELY THAT WOULD BE A ONE TIME TO GO ON CONSENT TO SORT OF RECTIFY IT. UNDERSTANDING THAT WE DON'T WANT PEOPLE TO QUIT AND COME BACK, BUT IT IS NOT AS CLEAN AS JUST
KNOWING WHO THOSE PEOPLE ARE. >> I DON'T KNOW WHO DOES THIS.
I'M JUST CLARIFYING, IF THEY HAVE BEEN HERE FOR TWO TO FIVE YEARS RIGHT NOW AND SOMEONE NEW IS COMING IN THAT THEY DON'T AUTOMATICALLY, THAT IT GOES HIGHER.
IF YOU HAVE SOMEBODY THAT HAS BEEN HERE AND MAYBE THEY WERE ON STEP FOUR WITH NO MASTER'S DEGREE, MAYBE THEY HAD A
BACHELOR'S? >> THEY'RE LOOKING FOR THE BACHELOR'S DEGREE OR HIGHER, LET ME EXPLAIN WHAT I'M SAYING.
MAYBE THEY WENT TO GET THE EXTRA TRAINING OR SOMETHING AND MAYBE BECAUSE YOU'RE SAYING TEN YEARS.
THE ONLY WAY THEY WOULD GO TO THE NEXT STEP.
[02:35:04]
BUT SOME OF THAT STILL DEALS WITH YOUR EVALUATION AND WHILE I KNOW EVERYBODY, THEY HAVE GREAT PEOPLE THAT COULD HAVE BEEN A YEAR OR MAYBE THEIR EVALUATION WASN'T TO THE PLACE WHERE THEY GOT A RAISE OR WHAT HAVE YOU, OTHER FACTORS THAT ARE THERE TO MAKE SURE THEY DON'T COME IN WHO HAS BEEN HERE AS A STEP FOUR AND SHE WOULD SAY WE WOULD LOOK AT THE EXPERIENCE THAT THEY COULD BRING MORE EXPERIENCE THAN THE PERSON AT A STEP FOUR?>> THE ONLY PERSON THAT WOULD NEED AN ADJUSTMENT ARE THE PEOPLE THAT WOULD HIRE THIS THAT HAD AN EXPERIENCE AND DID NOT RECEIVE CREDIT FOR IT. THERE IS NO EASY WAY TO MAKE IDENTIFICATION. IT'S GOING TO HAVE TO BE THROUGH STAFF COMMUNICATION, AND THEY'RE GOING TO HAVE TO MAKE US AWARE AND THEY HAVE TO PROVIDE THE REIFICATION OF EMPLOYMENT TO GO WITH THAT. AND SO TO BE ABLE TO BE PUSHED OUT WITH THE NEW SCHOOL YEAR KICKOFF MEETING, SO WE COULD CAPTURE THEM BEFORE THEY GET UPSET ABOUT IT.
AND SO WE'RE AWARE OF IT AND IT IS NOT JUST AS SIMPLE AS FIXING
IT. >> THE SIMPLE WAY IS WHAT YOU HAD JUST SAID AND MY FIRST IMMEDIATE THOUGHT, THE WAY YOU COULD HANDLE IT IS TO QUIT AND THEN COME BACK.
>> NO, YOU DON'T WANT PEOPLE TO SAY THAT, SO YOU GET A PROCESS IN PLACE TO TRY TO EDUCATE THEM AND LET THEM KNOW THAT THIS IS POTENTIALLY THEIRS, SO IF YOU GOT HIRED A MONTH AGO AND YOU HAD EXPERIENCE SOMEWHERE ELSE. TELL US ABOUT THAT, AND YOU DON'T WANT TO REALIZE THAT LOOPHOLE TO GET REHIRED AND THAT WE DON'T WANT TO DEAL WITH THAT AND TO BE IN THAT CORRECT PLACE AND THOSE PEOPLE THAT HAVE BEEN HERE AND THEY WILL HAVE AN EVEN ADJUSTMENT THAT THEY MIGHT MAKE THE ADJUSTMENT WITH SOMEONE WHO HAD PRIOR EXPERIENCE. THAT'S NO DIFFERENCE THAN SOMEONE THAT CAME IN WITH EIGHT YEARS OF EXPERIENCE.
BUT THE PEOPLE WHO HAVE BEEN HERE, YOU KNOW WHAT I MEAN, THEY MIGHT BE IN THE SAME STEP I AM ON THE DIFFERENT SCALE.
I MEAN, IT HAPPENS. >> I MOVE TO APPROVE THE EXPERIENCE SHEET CHANGE AS PRESENTED.
>> SECOND. >> AND ANY OTHER DISCUSSION ON
MOTION PASSES 7-0. ITEM NUMBER 6.03, 2024, 2025 SCHOOL CALENDAR.
>> YES, THANK YOU. >> YOU HAVE BEFORE YOU, A CALENDAR THAT I BROUGHT, I CAN'T EVEN REMEMBER WHAT MEETING THAT WAS, PRIOR TO OUR SURVEY, THE SURVEY WAS CONDUCTED AS I PRESENTED AT THE LAST MEETING. THIS CALENDAR IS IN LINE WITH THAT SURVEY RECOMMENDATIONS AND THE ONLY DIFFERENCE IN THIS CALENDAR FROM WHEN IT WAS PREVIOUSLY BORDER APPROVED THAT WE TOOK OFF TO THE LEARNING DAYS THAT WE WILL HAVE IN OUR BACK POCKET FOR INCLEMENT WEATHER ASKING FOR YOUR APPROVAL.
>> DO I HAVE A MOTION? >> I MOVE TO APPROVE THE REVISED
>> AND DO I HAVE A SECOND? SO SORRY.
GO FOR IT. >> ANY OTHER DISCUSSION? ALL RIGHT. CALLING FOR A VOTE.
THE ENERGY EASEMENT AGREEMENT, MR. WRAP?
>> AND THAT'S WHAT YOU DO, YOU SHUT THE MIC OFF.
>> GOOD EVENING, I'M HERE TODAY TO ASK THE BOARD TO APPROVE AN EASEMENT FOR TRANSFORMER FOR DUKE ENERGY AS A PART OF THE TRANSPORTATION LOT EXPANSION THAT WE NEED TO ADD ANOTHER TRANSFORMER E. IT'S COMMON TO DUKE ELECTRICAL.
WE HAVE LEGAL REVIEW OF THE DOCUMENTS, AND I'M HERE TO ASK THE BOARD APPROVAL.
>> IS THERE A MOTION? >> AND THIS IS JUST FOR THE SPOT FOR IT? AND WE'RE ONLY CHARGING THE $1 BECAUSE OF THE EASEMENT SECTION, CORRECT?
>> AND CORRECT. AND JUST SO THEY HAVE A CLEAR
[02:40:03]
PATHWAY AND IT IS RIGHT OFF THE STREET THERE.>> AND ARE WE PAYING FOR IT? >> WE BOUGHT THAT EVENTUALLY, YES.
>> OKAY, THANK YOU. >> DO I HAVE A MOTION?
>> I MOVE TO APPROVE THE DUKE ENERGY EASEMENT AGREEMENT AS
>> WE'LL MAKE YOU THE SECOND. ANY FURTHER DISCUSSION? IT'S A RACE, I'LL TELL YOU. CALLING FOR A VOTE.
>> THANK YOU. >> ITEM 6.05, SECOND PRELIMINARY DETERMINATION FOR FISHERS ELEMENTARY SCHOOL.
>> I PROMISE THIS ONE WILL BE EASIER THAN THE 2023.
THIS, THE NOTICE WAS PUBLISHED AND LEGALLY REQUIRES THE FIRST HEARING FOR THIS PROJECT WAS HELD ON JUNE 14, 2023. WE'RE REQUIRED IF WE'RE GOING TO SPEND MORE THAN $1 MILLION, THAT WE MUST HOLD A HEARING. AND WE ALSO MUST NOW A NEW LAW THAT CAME IN TO PLACE 7.01 BECAUSE OF THE OVERALL DEBT SERVICE TAX RATE IS OVER 40 CENTS, WE NEED TWO PUBLIC HEARINGS FOR ANY TIME WE ISSUE BONDS.
AND THIS IS AN ADOPTION FOR YOU AS WELL.
PUBLIC HEARING IS IN CONSIDERATION.
THE RESOLUTION WILL ESTABLISH THE MAXIMUM TRANSFER OF THE PROPOSED FISHERS ELEMENTARY PROJECT.
KEEP IN MIND, WE DON'T INTEND TO ISSUE THE ACTUAL BONDS UNTIL EARLY 2024. AND SO FIRST, HOW DID WE GET TO THE PRESENT SCENARIO AND THE NEED FOR THE PROJECT? THE LAST TIME FISHERS ELEMENTARY SCHOOL IS RENOVATED, LIKE A MAJOR RENOVATION WAS 1988.
I FEEL LIKE THAT EXPLAINS ENOUGH.
WE'VE DONE THINGS THAT WE NEEDED TO DO, BUT IT IS A NEED OF AN OVERALL RENOVATION AND EXPANSION AND THAT IS WHAT THIS IS PLANNED FOR HERE TODAY. WE ARE IN DIRE NEED.
AND REALLY SORT OF RESOLVING SOMETHING THAT I THINK HAS BEEN PUSHED DOWN THE ROAD FOR A PERIOD OF TIME, AND I KNOW THAT. FISHERS ELEMENTARY SCHOOL FAMILY IS HAPPY THIS IS MOVING FORWARD.
I'M GOING TO DEFER TO MATT WHO IS JUST GOING TO PROVIDE THE DESCRIPTION OF THE PROJECT AND THE TIMING OF CONSTRUCTION.
>> CAN YOU OPEN UP -- IT SHOULD BE A POWER POINT ON THERE.
TRY THAT ONE. THE CLARIFICATION.
ALL RIGHT, WE DON'T HAVE THE POWER POINT.
IT'S IT ALREADY BEEN ON BOARD DOX, SO WE CAN REFER BACK TO THAT. BUT THIS PROJECT WILL ALLOW US TO GO FROM A 400-STUDENT BUILDING TO A 700-BUILDING STUDENT. OKAY, GREAT.
>> YOU CAN STILL TALK AND TELL US THE DETAILS.
OF WHAT YOU KNOW. >> LET'S SEE HERE.
SO IT GOES FROM 400 TO 700. IT WILL INCREASE SAFETY BECAUSE IT WILL SEPARATE THE BUSES AND THE STUDENT DROP-OFF FROM PARENTS. AND THEN ALSO THE TEACHER PARKING LOT. AND IT IS ON 8.8 ACRES.
SO THAT LIMITS US ON WHAT ALL WE CAN DO.
WE DO PUT IN A WHOLE NEW PLAYGROUND ALL THE WAY IN THE BACK. THANK YOU, THAT'S ALL COMING UP. AND THAT IS HOW IT'S LAID OUT.
VERY LITTLE PARKING. IF YOU GO TO THE NEXT SLIDE.
THIS IS WHAT WE'RE GOING TO USE.
SO WHAT DE, WHERE WE TOOK THE DRAWINGS FROM DEER CREEK ELEMENTARY, AND WE WERE ABLE TO SET THAT FOOTPRINT RIGHT ON THIS PROPERTY AND WHAT YOU SEE THERE IS A TWO-STORY THAT WILL ALLOW 700 STUDENTS. YOU'LL SEE THE BUS PARKING LOT AT THE TOP, SEPARATED FROM ITS CURRENT SPOT, AND THE STAFF PARKING LOT AND A LOT OF PARKING FOR VISITORS AND STAFF IN THE FRONT. WE DO KEEP THE GYMNASIUM.
WE ADD ON TO IT TO EXPAND IT FOR THE GROWTH AND THE STUDENT POPULATION. AND THEN ALSO THE KITCHEN AND THE CAFETERIA THAT EXPANDS. AND THAT WILL BE THE FOOTPRINT
[02:45:02]
THAT WILL STAY FROM THE EXISTING BUILDING.AND THEN THE TWO-STORY ADDITIONAL THAT WILL BE THE NEW PART. ANY QUESTIONS ON THIS?
>> I JUST HAD ONE QUESTION. WE TALKED IN THE PAST ABOUT A TRAFFIC STUDY AND A POTENTIAL PUTTING IN EITHER A STOP SIGN THERE, I THINK IT'S MORGAN ROAD OR STREET? A CROSSWALK OF SOME KIND. ANYMORE INFORMATION ON THAT?
>> NO. THERE IS A TRAFFIC STUDY PLANNED FOR THIS. I KNOW THE CITY HAS TALKED ABOUT DIFFERENT ROUNDABOUTS AT THE SPOT.
I HAVE NOT HEARD IF THEY HAVE COME TO A CONCLUSION ON THAT.
BUT THERE WILL BE AN SRO TO DIRECT TRAFFIC SINCE WE DO INCREASE THE STUDENT POPULATION, WHICH INCREASES THE PARENT DROPOFF UNFORTUNATELY.
>> BUT THE STUDY WILL COME LATER?
>> IT DOES COME LATER. JUST A DIFFERENT STEP.
BUT RIGHT NOW THEY WILL HAVE TO DO THIS AND WE DO THAT APPROVAL
STEP FIRST. >> WE DO HAVE PLANS TO DO THAT.
AS A MATTER OF FACT FISHERS, ANY TIME WE BUILD SOMEWHERE, THEY
REQUIRE US TO DO THAT. >> OKAY.
>> I HAVE ONE QUESTION, SORRY. THESE MAY BE OBVIOUS QUESTIONS.
BUT GIVEN HOW OLD THE BUILDING HAS BEEN SINCE THE LAST UPDATE.
THIS WILL BE ALL 100% ADA COMPLIANT?
>> YES, MA'AM. >> IT WILL BE UP TO FIRE CODE?
>> YES, MA'AM. >> AND AS WE SAID BEFORE, I SHOULD HAVE SAID NOW, THAT'S THE ONLY BUILDING IN THE DISTRICT THAT DOES NOT HAVE SPRINKLERS. IT IS ALSO A TWO-STORY THAT DOESN'T HAVE AN ELEVATOR. VERY GOOD POINTS.
THANK YOU. >> JUST MAKE SURE WE REPORT THAT TO OUR INSURANCE CARRIER AS WELL.
THAT WILL LOWER THEIR COST SIGNIFICANTLY.
>> YES. >> MADAM PRESIDENT, DO YOU NEED A MOTION?
>> WAIT, WE'RE NOT DONE YET. >> OH, WE'RE NOT THERE YET.
OH, WE NEED THE PUBLIC HEARING.
>> I TOOK MY HEELS OFF. AND THEN YOU'LL OPEN THE PUBLIC HEARING, THEN I'LL READ THROUGH THE THREE PIECES THE BOARD NEEDS TO APPROVE THAT I COULD SUMMARIZE AND GO THROUGH AND THEN YOU COULD TAKE ONE VOTE FOR ALL THREE AS I IDENTIFY THEM.
IS THAT OKAY? >> AND ACTUALLY I THINK THAT YOU GOT TO TAKE A SEPARATE VOTE FOR EACH ONE.
OPEN UP THE PUBLIC HEARING AFTER YOU'RE DONE EXPLAINING IT, THEN WE'LL GO THROUGH EACH RESOLUTION.
>> THE FINANCIAL INFORMATION REQUIRED BY LAW TO PROVIDE AGAIN THAT INFORMATION IN HARD COPY IS IN THE BACK OF THE ROOM.
BUT ESSENTIALLY WE'RE LOOKING AT HARD COST ESTIMATES OF $39.7 MILLION. $4.2, AND THEN COST OF ISSUANCE AND POTENTIALLY CAPITALIZE INTEREST OF $1.1 MILLION. IT'S A MAXIMUM OF $45.
WE CANNOT GO HIGHER THAN $45. AND THE MAXIMUM INTEREST RATE IS 6%. THE MAXIMUM NUMBER A YEAR ON THE PRINCIPAL REPAYMENT IS 20 YEARS.
THIS IS ANOTHER SITUATION WHERE WE DO NOT KNOW YET, AND YOU WILL SOLIDIFY IT. AND WHEN YOU APPROVE THE BOND RESOLUTION, AND HOW THE LINK OF TIME WE'RE GOING TO USE TO PAY THIS BACK. WE WON'T DO IT OVER 20 YEARS.
I WON'T BE ABLE TO DO IT IN ONE YEAR.
SO RIGHT NOW, WE ARE SOMEWHERE IN LIKE THE 6 TO 10 YEAR ANALYSIS THAT IT JUST DEPENDS ON ONCE THE INFORMATION WILL COME IN, ETC. THAT WE WILL KNOW MORE AS WE GO THROUGH THAT PROCESS. SO WE'RE GOING TO DO IT IN A WAY THAT AGAIN, IT WILL BE LEVELED TO THE TAXPAYER THAT THE DEBT RATE IS NOT GOING TO INCREASE. AND SO THAT IS WHAT WILL DRIVE HOW WE CAN, THE REPAYMENT PERIOD.
AND SO IT IS TAX RATE NEUTRAL GENERALLY BEFORE THE TAXPAYER UTAH. AND THAT ACTUALLY CONCLUDES MY PORTION OF THIS IF YOU WANT TO OPEN THE PUBLIC HEARING.
>> ALL RIGHT, WE ARE OPENING THE PUBLIC HEARING.
IS THERE ANY COMMENTS TO BE MADE? CLOSING PUBLIC COMMENTS.
I'M HAPPY TO READ IT. THIS RESOLUTION IDENTIFIES NUMBER ONE, THE BOARD HAS CAREFULLY STUDIED ALL THE KNOWN OPTIONS AND BELIEVES IT'S IN THE BEST INTEREST TO BE SERVED BY THIS FACILITY. SECOND, THE PURPOSE OF THE PROJECT IS TO PROVIDE AN IMPROVED EDUCATIONAL ENVIRONMENT FOR STUDENTS, AND THREE, PROVIDES ESTIMATED HARD AND SOFT CONSTRUCTION COST AT A TOTAL PROJECT MAXIMUM.
>> BUT IF YOU WOULD LIKE, I COULD SUMMARIZE THE PROJECT RESOLUTION FOR THE BOARD'S CONSIDERATION.
>> THAT WOULD BE BEAUTIFUL. >> THE PROJECT RESOLUTION REQUIRES THE SCHOOLS TO SPEND MORE THAN $1 MILLION ON THE GIVEN FACILITY, CONTAINING ESTIMATED HARD AND SOFT CONSTRUCTION COST AND THE COST OF ISSUANCE AND ESTABLISHES THE TOTAL PROJECT COST. CONTAINS THE ESTIMATED TAX IMPACT. AND THE ADMINISTRATION WOULD RECOMMEND APPROVAL FOR THE PROJECT RESOLUTION.
>> I MOVE TO ADOPT THE PROJECT RESOLUTION.
[02:50:02]
>> IS THERE A SECOND? >> SECOND.
>> ANY FURTHER DISCUSSION? ALL IN FAVOR SAY
>> ALL OPPOSED? THE AYES HAVE IT 7-0.
MOTION PASSES. >> NEXT RESOLUTION HERE, MADAM PRESIDENT, THE PRELIMINARY DETERMINATION RESOLUTION.
THIS RESOLUTION IS REQUIRED THE SCHOOL CORPORATION WITH THE DEBT TAX RATE, FOR THE GIVEN FACILITY.
CONTAINS THE TOTAL PROJECT COST TO NO PAYMENT FOR ANOTHER FINANCIAL TERM SUCH AS THE ESTIMATED TAX IMPACT ADMINISTRATION WOULD RECOMMEND APPROVAL.
>> I MOVE TO ADOPT THE PRELIMINARY DETERMINATION RESOLUTION.
>> I SECOND. ANY FURTHER DISCUSSION? ALL RIGHT.
>> AYE. OPPOSE SAY NAY? THE AYES HAVE IT, 7-0. MOTION PASSES.
>> AND LAST, BUT NOT LEAST, THE REIMBURSEMENT RESOLUTION.
THIS IS STANDARD, GENERALLY WITH ANY PROJECT OF THIS NATURE BECAUSE WE START DEVELOPING AND SOMETIMES INCUR COSTS, AND WE WANT TO BE REIMBURSED. RELATED TO THE FINANCING OF THE PROJECT. THIS RESOLUTION PREVENTS THE CORPORATION TO REIMBURSE ITSELF FROM BOND PROCEEDS FOR ANY CASH, WHICH IT MIGHT SPEND ON THE PROJECT PRIOR TO CLOSING OF THE BONDS, REQUIRED BY THE FEDERAL TAX LAW IN ORDER TO PRESERVE THE SCHOOL'S CORPORATION ABILITY TO REIMBURSE ITSELF.
>> I MOVE TO ADOPT THE REIMBURSEMENT RESOLUTION.
>> ANY FURTHER DISCUSSION? ALL RIGHT, ALL
THOSE IN FAVOR SAY AYE? >> AYE.
>> THOSE OPPOSED SAY NAY? THE AYES HAVE IT. MOTION PASSES 7-0.
>> MOVING ON TO 6.06, RFP FOR DESIGN SERVICES FOR FALL CREEK
INTERMEDIATE RENOVATION. >> GOOD EVENING AGAIN.
I'M HERE TO ASK PERMISSION FROM THE BOARD TO SEEK AN RFP FOR ARCHITECTURAL DESIGN FOR THE NEXT SCHOOL UP RENOVATION FOR FALL CREEK INTERMEDIATE. THIS SCHOOL WAS BUILT IN 1998, SO IT'S 25 YEARS OLD ON OUR TEN-YEAR PLAN.
IT'S THE NEXT ONE TO START RENOVATION ON.
AND WITH YOUR APPROVAL IN PASSING NOW, WE WILL START WITH THE DESIGN PHASE THAT WILL COME OUT OF THE 2023 BUDGET. AND THEN COME BACK TO THE BOARD TO GET THE GMP. AT THAT TIME IN JANUARY, WE WILL START CONSTRUCTION, AND WE WILL LOOK AT COMPLETION ABOUT JANUARY 26.
>> IS THERE A MOTION? >> I MOVE TO APPROVE THE REQUEST TO ISSUE AN RFP FOR ARCHITECTURAL SERVICES FOR THE FALL CREEK INTERMEDIATE RENOVATION.
>> SECOND. >> ANY FURTHER DISCUSSION? ALL RIGHT, ALL THOSE IN FAVOR SAY AYE? ANY OPPOSED? MOTION PASSES 7-0.
>> THANK YOU. MOVING ON TO 6.07, RFP FOR DESIGN SERVICES TO EXPLORE THE FEASIBILITY FOR HAMILTON SOUTHEASTERN INTERMEDIATE BUILDING.
>> GOOD EVENING AGAIN. THIS IS THE ONE YOU'VE BEEN WAITING FOR. THE FINAL ONE.
AND SO I'M HERE TODAY TO ASK, TO SEEK AN RFQ, TO SEEK THE POSSIBILITY FOR THE NEED AND COST OF A NEW INTERMEDIATE. AND WE'RE LOOKING AT THE PROPERTY THAT WE OWN OFF OF SOUTHEASTERN, NEAR SOUTHEASTERN ELEMENTARY. AND THERE IS HIGH GROWTH IN THAT AREA. IT HAS FOUR PORTABLES. THEY'RE FULL, AND WE HAVE BEEN ASKED TO SEEK WHAT IT WOULD COST AND BRING IT BACK TO THE BOARD. I'M HERE TO ASK FOR YOU TO APPROVE THAT RFQ, WHICH WILL GIVE US SOME DATA AND COST ESTIMATES THAT I COULD BRING BACK TO YOU.
>> SO CLARIFYING THE REQUEST FOR QUOTE AND NOT THE REQUEST FOR
PROPOSAL? >> THAT'S CORRECT, MA'AM.
WE JUST WANT TO KNOW WHAT DOES IT COST? AND AT THIS TIME?
>> AND SO THE MOTION THAT YOU WOULD NEED IS AN APPROVAL TO
APPROVE THAT RFQ TO EXPLORE? >> YES, MA'AM.
>> ARE YOU READY FOR A MOTION?Ú. >> I MOVE TO APPROVE THE RFQ FOR ARCHITECTURAL SERVICES TO EXPLORE THE FEASIBILITY FOR NEW INTERIMMEDIATE BUILDING AS PRESENTED.
>> SECOND. >> ANY FURTHER DISCUSSION?
>> AND I DO JUST WANT TO POINT OUT FOR THE SAKE OF THE COMMUNITY AND EVERYBODY. THIS IS SIMPLY A FEASIBILITY STUDY. WE'RE NOT MOVING FORWARD ON ANYTHING. AND AS YOU POINTED OUT. ISSUES WITH THE CAPACITY, WE DO OWN OTHER SPACE. SIMPLY LOOKING AT THE OPTION OF MAYBE DOING THIS. THAT'S ALL.
[02:55:02]
>> I JUST WANT TO POINT OUT AND THANK SUZANNE AND BEN AND THE FACILITIES COMMITTEE. I LOOKED THROUGH THE MINUTES FROM THE LAST MEETING. AND THERE IS A LOT MORE INFORMATION ABOUT THIS ON THERE.
SO I APPRECIATE HAVING THAT GOING INTO THIS.
FOR ANYBODY ELSE THAT WANTS TO LOOK THROUGH THAT, THERE IS A LOT MORE INFORMATION THERE TOO.
>>> AND NICE SUIT. >> THANK YOU.
>> AND CALLING FOR A VOTE, ALL THOSE IN FAVOR SAY AYE?
>> AYE. >> THOSE OPPOSE SAY NAY?
>> LET ME JUST SAY BEING IN THE CONSTRUCTION AND REPAIR, IT'S NICE TO SEE HIM IN A SUIT. THAT'S WHAT I SUSPECTED.
[7. Board Members]
MOVING TO THE SECTION, THE BOARD MEMBER REPORT STARTING WITH>> I HAVE NOTHING TO REPORT. >> TIFFANY?

THE RIGHT TO VOTE AND THE REFERENDUM.
WE BELIEVE IN CIVIL DISCOURSE.
AND CIVIL DISCOURSE IS VITAL IN OUR SOCIETY FOR SEVERAL REASONS. IT FOSTERS TRUST, COLLABORATION, AND UNDERSTANDING AMONG THE INDIVIDUALS IN GROUPS. AND IT WILL ENABLE US TO FIND THE COMMON GROUND, COMPROMISE AND DISCOVER NEW SOLUTIONS.
IT PROMOTES THE HEALTHY DEMOCRATIC PROCESS, LEADING TO MORE INFORMED DECISION MAKING. AND IT WILL ENCOURAGE THE PERSONAL GROWTH AND EMPATHY AND BROADENS OUR PERSPECTIVES.
MINDSET IS SOMETHING THAT WE COULD ALL CONSIDER AND SHOULD CONSIDER EMBODYING, AND IN THAT ESSENCE, IT IS THE BEHAVIOR THAT YOU'LL WANT TO SEE AND CULTIVATE PATIENCE AS PEOPLE DON'T CHANGE THEIR MIND IN ONE CONVERSATION. WE COULD ONLY PLAN TO SEE OF A NEW PERSPECTIVE. AND FOR THAT, WE HAVE TO AVOID BEING UNIQUE, THE MESSENGER OF TRUTH.
SO LET US BE THE CHANGE MAKERS TO RESTORE THE CIVIL DISCOURSE AND PROMOTE TRUST IN OUR DEMOCRACY, CONSTITUTION, BUSINESS ENVIRONMENT, AND YES, EVEN OUR SCHOOLS.
LET'S REMEMBER THAT CHANGE STARTS WITH US AND THIS IS ALL OF OUR MOMENTS AND OUR OPPORTUNITY TO UNIFY AND SHINE AND TO SHINE OUR DISTRICT. THANK YOU ALL SO MUCH FOR COMING
