[00:00:05]
>> BOARD PRESIDENT: GOOD EVEN, EVERYONE. IT IS 7:00 P.M., CALLING THIS MEETING TO ORDER. LET'S STAND FOR THE PLEDGE OF ALLEGIANCE, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND
[2. Snapshots of Success]
>> BOARD PRESIDENT: TO, TONIGHT, AS WE LOOK AT OUR SNAPSHOOTING OF SUCCESS, WE'RE GOING TO BE SPEAKING WITH FISHER JUNIOR HIGH SCHOOL STUDENTS GIRL'S SCOUTSSCOUTS TROOP, 1937
>> GOOD EVENING, EVERYONE. SO, WE'RE VERY EXCITED TO BE ABLE TO HAVE TROOP 1937 HERE. WE HAVE THREE 8TH GRADERS FROM FISHER'S JUNIOR HIGH, MAKENNA KENWORTHY, AND SOPHIE HOLLADAY, AND THEY'RE MISSING THEIR PARTNER, INDICATE IND KATIE BERGMAN. WE BROUGHT THEM IN TO TALK ABOUT THE LEGISLATE TO WORK THAT THEY'RE DOING TO HELP OUR FOSTER FAMILIES IN THE COMMUNITY TO VISIT LOCAL ATTRACTIONS, I THOUGHT THEIR WORKWISE ADMIRE EARPLUGS TO BE 8TH GRADERS, AND WORKING WITH LAW MAKERS TO PASS A BILL, I THOUGHT WAS VERY EXCITED. I'LL INVITE THEM IN, AND THEY CAN TAKE YOUR QUESTIONS.
>> HELLO, YES, I'M GRACE LINK I'M IN 8TH GRADE AND I GO TO
FISHER'S JUNIOR HIGH. >> I'M MAKENNA KENWORTHY.
>> I'M SOPHIE HOLLADAY. >> SO, LET'S TALK ABOUT HOW THIS BILL GOT STARTED. WE HELPED OUTAL NON-PROFIT ORGANIZATION CALLED TURN AWAY NO LONGER. WE LOVED HELPING THERE, WE THOUGHT IT WAS AN AMAZING EXPERIENCE AND WHEN WE HEARD THAT THEY WERE DOING A FUNDRAISER FOR FAMILIES TO GET INTO STATE PARKS WE THOUGHT THAT WOULD BE GREAT. BUT, THE FACT THAT THEY HAD TO DO A FUNDRAISER WAS, I FELT, WAS JUST NOT RIGHT.
BECAUSE, THE PARENT CANS GET THEIR KIDS VERY SUDDENLY, AND THEY MAY NOT HAVE THE MONEY AND FINANCES TO GIVE THE KIDS THAT TIME TO PLAY AND COPE WITH THEIR TRAUMA. AND I FEEL LIKE IF THERE WERE LOWER COSTS OR NO COST BARRIER FOR SFAT PARKS, KIDS CAN GET THE OPPORTUNITY TO GET OUT THERE. ALL OF OUR LIVES HAVE BEEN TOUCHED BY FOSTER KIDS. I KNOW, FOR ONE, I MET MULTIPLE FOSTER KIDS AT GIRL SCOUT CAMPS, ET CETERA, AND THEY ALL HAD SUCH DIFFERENT STORIES AND I HEARD OF THE EXPERIENCES THEY WENT THROUGH, AND IT JUST PAINS MY HEART. AND IF WE'RE ABLE TO LET THESE KIDS TO BE ABLE TO GET OUT TO THE STATE PARKS HAVE FUN AND SOCIALIZE WITH OTHERS, I REALLY THINK IT
CAN BE BENEFICIAL. >> SO, TO HELP PASS THIS BILL, WE TALKED TO OUR SENATORS, SENATOR KYLE WALKER, TO HELP INFORM PEOPLE OF THIS BILL, AND PASS IT THROUGH THE SENATE SO THAT IT CAN GO TO THE HOUSE TO BE ON THE FLOOR. AND, SO, WE ON, WHAT WAS IT, I FORGET WHICH DAY, BUT IT WAS ABOUT JANUARY 21ST, AND WE WENT TO TESTIFY FOR THE BILL. UM, ON THE FLOOR I SPOKE ABOUT THE BILL AND HOW WE THOUGHT THIS COULD HELP BENEFIT, NOT ONLY THE FOSTER CHILDREN, BUT, IT CAN ALSO BENEFIT THE
WHOLE COMMUNITY. >> BUT, WE DIDN'T JUST STOP THERE. I REALIZED THAT NOT ALL FOSTER KIDS WANT TO GO OUTSIDE AND PLAY, SOME OF THEM LIKE TO LEARN INDOORS AND GO TO MUSEUMS, SO, WE DECIDED TO TAKE IT UPON OURSELVES AND TALK TO THE DIRECTOR OF COMMUNITY INITIATIVES AT THE CHILDREN'S MUSEUM TO SEE WHAT THEY COULD DO THERE. WE DECIDED TO TALK TO THEM ABOUT LOWERING THE BARRIERS THAT IT TAKES FOR FOSTER KIDS TO GET INTO THE MUSEUM, INCLUDING THE PAPERS THEY NEED TO SAY THAT THEY'RE THIS CHILD'S GUARDIAN FOR A TIME BEING. BUT, SOMETIMES THEY DON'T GET THOSE PAPERS IT'S A VERY HARD PROCESS, WE ACTUALLY TALKED WITH THEM YESTERDAY ABOUT, LOWERING THIS COST BARRIER, AND ALL OF THESE OTHER THINGS AND THEY AGREED TO DO IT. AND SO, WE'VE BEEN SO LUCKY TO DO THIS THANK YOU. AND
WE'RE OPEN TO ANY QUESTIONS. >> I JUST SAW YOU GUYS TESTIFY IN THE POLICY COMMITTEE, I WAS THERE AND WATCHED YOU GUYS AND IT WAS INCREDIBLE. I LOVE WATCHING OUR STUDENTS ENGAGE IN THEIR GOVERNMENT AND BE ACTIVE IN THEIR GOVERNMENT. AND I JUST WANTED TO SAY THAT I'M SO PROUD OF YOU GUYS FOR BEING ABLE TO GET UP AND SPEAK IN FRONT OF A ROOM FULL OF SENATORS, THAT IS A
[00:05:03]
SCARY THING DO AS A KID AND AS A KID, THAT'S WONDERFUL. THANK YOU FOR ALL THE THINGS THAT YOU ARE DOING FOR OUR STATE AND I THINK THAT'S WONDERFUL AND I HOPE THAT OTHER PEOPLE LOOK AT OUR STATES AND SEE WHAT YOU'RE DOING AND DECIDE DO THE SAME.>> I JUST WANTED TO ADD THAT I'M VERY PROUD OF THE WORK THAT YOU'VE BEEN DOING. I KNOW ONE OF YOU. AND WHAT AN AMAZING OPPORTUNITY FOR ALL OF YOU TO LEARN ABOUT THE LEGISLATIVE PROCESS, AT THE SAME TIME, BEING ABLE TO ADVOCATE FOR CHILDREN AND FAMILIES. CAN YOU SHARE ANYTHING THAT MAY BE, YOU'VE
LEARNED FROM THIS EXPERIENCE? >> SO, THERE'S BEEN SO MUCH THAT WE'VE LEARNED LIKE ABOUT THE LEGISLATE TO PROCESS AND YOU BILLS GO THROUGH. WE EVEN LEARNED HOW TO GET INFORMATION, WE DIDN'T JUST WALK INTO THE SENATOR'S OFFICE AND GO, YOU NEED TO DO THIS, WE TOOK IT UPON OURSELVES TO DO RESEARCH OF THE
FOSTER FAMILIES. >> 41. WE GOT 41 RESULTS. WE ASKED THEM QUESTIONS ABOUT, DO YOU KNOW ABOUT THE ACCESS TO STATE PARKS AND MUSEUMS, HOW WOULD YOU TAKE YOUR CHILDREN TO THE PARKS IF THE COST BARRIER WAS LOWERED, AND, WHAT WE GOT FROM OUR RESEARCH SHOWED THAT I BELIEVE IT WAS 44% OF FAMILIES TAKE THEIR CHILDREN TO THE STATE PARKS SOMETIMES, BUT, IF YOU LOWER THE COST BARRIER, 88% SAID THEY WOULD TAKE THEIR CHILDREN FREQUENTLY. AND WE PRESENTED THAT INFORMATION TO SENATOR WALKER AND HE AGREED TO ADD IT TO HIS ALREADY EXISTING BILL WHICH WAS TO HELP FOSTER CHILDREN GET MONEY LIKE FOR LICENSES AND FOR THEIR CAR, BECAUSE, THEY NEED TO GET IT FROM THEIR BIRTH PARENTS, THEY CAN'T GET IT FROM A GUARDIAN.
AFTER WE DID THAT, WE MET WITH THE MAYOR, LIEUTENANT GOVERNOR, THE MAYOR HAS AGREED TO HELP US. WE'RE SO HAPPY ALL AROUND THAT SO MANY PEOPLE HAVE COME TO SUPPORT U INCLUDING FOSTER CARE SUCCESS AND THE BOARD. EVERYBODY HAS BANNED TOGETHER AND I BELIEVE IT'S BEEN SUCH A GREAT EXPERIENCE.
>> I WOULD LIKE TO ADD THAT WE'VE LEARNED A LOT ABOUT HOW TO TALK IN FRONT OF PEOPLE. I REMEMBER SITTING HERE AND REFLECTING ABOUT OUR OF OUR MEETINGS THAT WE HAD, AND THE FIRST ONE THAT WE HAD WITH SENATOR WALKER, I REMEMBER STANDING THERE AND BEING SO NERVOUS, BUT NOW, THAT I'M STANDING IN FRONT OF Y'ALL, WE'VE DONE IT SO MANY TIMES THAT WE'RE NOT NERVOUS. YOU HAVE TO TALK TO SO MANY PEOPLE TO GET WHAT YOU WANT ACROSS, AND IT TAKES TIME, BUT, IT'S WORTH IT
IN THE END. >> MIGHT I ASK, OF ALL THE SKILLS THAT YOU'VE LEARNED, WHAT DO YOU THINK WILL HELP YOU MOST AS YOU GO INTO HIGH SCHOOL AND THEN, MAY BE INTO CAREERS BEYOND
HIGH SCHOOL? >> MAY BE COMMUNICATION BECAUSE IT MAKES IT EASIER TO GET YOUR POINT ACROSS AND TO TALK TO PEOPLE HIGHER IN POWER THAN YOU ARE.
>> OKAY. >> I BELIEVE SOMETHING FOR ME WAS, UM, THAT YOU'RE ABLE TO UNDERSTAND WHAT EXACTLY IS GOING ON IN OUR GOVERNMENT AT THE TIME. WE'RE ABLE TO GET SPECIFICALLY INVOLVED AND BE ABLE TO HELP THE COMMUNITY IN MULTIPLE WAYS AND I HOPE THAT I'LL BE ABLE TO HELP THE COMMUNITY IN HIGH SCHOOL AS WELL.
>> I WOULD LIKE TO SAY COMMUNICATION. LIKE, I TALKED ON IT'S GOING TO HELP SO MUCH IN MY FUTURE, AND MAY BE A CAREER THAT I MIGHT PURSUE. AND, I'VE ALWAYS BEEN A PRETTY NERVOUS AND SHY GIRL AND NOW THAT I'VE DONE THIS, I'M PRETTY OUT THERE.
>> YOU GUYS DEFINITELY DON'T SEEM SHY TONIGHT. YOU KNOW, I ALSO WANT TO SAY, I'M VERY PROUD OF YOU AND I'M VERY IMPRESSED AND I WISH THAT I COULD SAY I'VE BEEN FOLLOWING THIS ALL ALONG AND IT WAS NEW TO ME WHEN IT COME TO BE ON OUR AGENDA, AND I HAD TO GO BACK AND DO THE RESEARCH AND LOOK AND SEE, SO, I'M VERY IMPRESSED WITH ALL THE HARD WORK THAT YOU GUYS HAVE DONE. AS SOME OF THE OTHER BOARD MEMBERS SAID, AS ADULTS, IT'S HARD FOR YOUS. TO SEE YOU GUYS PUSH THROUGH AND WORK AND PERSEVEREND AND SPOKE UP AND KEPT GOING. CONGRATULATIONS ON
WORKING SO HARD. >> I HAVE ONE LAST QUESTION.
>> AS SOMEONE WHO WORKED IN THE LEGISLATURE FOR 10 YEARS, I ALWAYS THINK THIS IS A FUN QUESTION. WHAT IS THE ONE THING ABOUT THE LEGISLATIVE PROCESS THAT YOU LEARNED THAT SURPRISED YOU, THAT YOU DIDN'T, MAY BE, KNOW WHO IT HAPPENED OR YOU WERE LIKE, HMMM, THAT'S HOW THAT WORKS.
>> I MEAN, WE'VE ALWAYS KNOWN THANKS TO OUR TEACHERS AND STUFF. BUT, YOU NEVER REALLY KNOW UNLESS YOU GO THROUGH IT.
YOU'RE TAUGHT IT, BUT, NOTHING EVER REALLY STICKS UNLESS YOU'RE IN THE AREA WITH THEM. YOU'RE IN THE PROCESS, YOU'RE WATCH TING GOING IT GO THROUGH.
>> LIKE, PASSING THE BILL, I THOUGHT IT WAS INTERESTING THAT YOU HAD TO GO TO ALL OF THESE DIFFERENT FLOORS AND THERE WERE AMENDMENTS THAT YOU HAD TO ADD, AND THIS, AND THIS, AND THIS,
[00:10:02]
AND EVERY LITTLE PIECE, IT WAS JUST LIKE, SUCH A BIGGER PROCESSTHAN I EVER THOUGHT. >> WHEN IT WAS FIRST EXPLAINED TO ME, I THOUGHT IT WAS VERY COMPLICATED TO GET IT PASSED, BUT, IT WAS MORE SIMPLE THAN I THOUGHT IT WOULD BE, I THOUGHT IT JUST HAD TO GO THROUGH SEVERAL DIFFERENT FLOORS, SEVERAL DIFFERENT PEOPLE, SEVERAL DIFFERENT AMENDMENTS AND IT JUST WOULDN'T BE THE SAME GOING THROUGH, BUT, IT MOSTLY
HAS STAYED THE SAME. >> WHICH WE'RE GRATEFUL FOR.
WE'RE GRATEFUL THAT THE BILL HAS STAYED THE SAME, ESPECIALLY WHEN BILLS MESH TOGETHER, IT COULD GET LOST, SO...
>> ALTHOUGH, WE ARE GOING TO SEE OUR BILL GO TO THE HOHOUSE REPRESENTATIVES AND WE'RE THINKING ABOUT TESTIFYING THERE
>> IS THERE ANY OTHER QUESTIONS? I'M A HUGE PROPONENT OF TION, - SCOUTING, I WENT ALL THE WAY THROUGH THE BOY SCOUTS, THE EAGLE SCOUTS AND I'M NOT SURE WHAT THE PARTICIPATION IS LIKE ANY MORE, I COMMEND YOU FOR 8TH GRADER TO HANG IN THERE AND KEEP DOING IT. LIFE GETS BUSY, AND THAT WAS THE TIME THAT I STARTE TO DWINDLE DOWN, BUT, MOM SAID KEEP GOING. HOW IS THE PARTICIPATION, DO WE HAVE A STRONG SCOUTING ORGANIZATION
HERE WITHIN THE SCHOOLS? >> THEY'RE ALWAYS INVOLVED.
YEAH, I MEAN, THE GIRL SCOUT BOARD CAME TO OUR AID AND LET US PRESENT OUR CASE AND HELPING US THROUGHOUT ALL OF THIS, AND SUPPORTING US, BY EVEN COMING WITH US WHEN WE TESTIFIED. IT WAS JUST AMAZING TO SEE THAT AMOUNT OF SUPPORT.
>> THAT'S FANTASTIC, ESPECIALLY, GROWING UP HERE, IT WAS A LOT MORE RURAL AT THAT TIME, BUT IT WAS STILL A PRETTY GOOD SIZED CITY, AS WE KEEP DEVELOPING AND BECOMING MORE OF A CITY, THINGS LIKE STATE PARK ARE MORE AND MORE VALUABLE ALL THE TIME. GETTING OFF THESE THINGS AND GOING OUT AND SEEING SOMETHING IN NATURE. SO, AGAIN, COMMEND YOU. AND, LET US KNOW IF WE CAN DO ANYTHING TO HELP KEEP YOU GOING.
[3. Public Comment]
>> BOARD PRESIDENT: MOVING ONTO SECTION THREE, PUBLIC COMMENT. FOR THOSE WHO HAVE COME FORWARD TO SIGN UP TO SPEAK, THEY CAN SPEAK ON ANY ITEM CURRENTLY ON THE AGENDA.
WE'RE GOING TO GO IN AN ORDER BASED ON HOW YOU SIGNED UP AND I'LL CALL YOUR NAME AND GIVE THE NAME OF THE PERSON ON DECK.
PLEASE NOTE THAT WE'RE GOING TO LIMIT YOUR TIME TO THREE MINUTES TONIGHT. PLEASE MAKE SURE THAT YOU SPEAK YOUR NAME WHEN YOU COME UP, INTRODUCE YOUR SELF, ALSO RECOGNIZE THAT WE WANT TO MAKE SURE THAT OUR COMMENT ARE PROFESSIONAL, AND, STAY CONSISTENT WITH THE AGENDA ITEM THAT YOU ARE SPEAKING ON. FIRST UP IS JIM MARSHAL, SPEAKING ON ITEM 5.04, PANORAMA.
>> THANK YOU, I'M JIM MARSHAL, THE REASON I'M HERE IS THAT I DON'T LIKE TO SEE KIDS GET SHORT-CHANGED AND I THINK THEY'RE GETTING SHORT-CHANGED IN OUR SYSTEM. I WANT TO GO BACK YEARS WHEN MY BROTHER WAS IN LAW SCHOOL AND HE RECALLS TELLING HIS STUDENTS IF YOU ARE EVER IN AN ACCIDENT AND YOUR TOTALLY WRONG WHAT YOU WANT TO DO IS GET OUT AND START YELLING AT THE OTHER GUY AND KEEP YELLING, BY THE TIME THE POLICE GET THERE, THE OTHER GUY WON'T KNOW IF HE'S RIGHT OR WRONG. I'VE WATCHED THIS FORMULA FOR 40 YEARS AND IT'S VERY SUCCESSFUL, PEOPLE DON'T LIKE TO BE YELLED AT, AND THEY DON'T LIKE TO TO BE CALLED NAMES AND THEY DON'T WANT TO BE SET UP, LIKE, OH, BOY, HERE COMES THIS GUY AGAIN. WE WATCHED THIS IN A PROGRAM TODAY,
[00:15:02]
IN FACT, IT WAS YESTERDAY, THAT THE KIDS ARE SO CONFUSED ON WHAT'S WHAT, SHOULD I USE THIS BATHROOM OR THAT BATHROO, NOW, I HEARD THE OTHER DAY WITH MATHEMATICS IS A RACIAL PROGRAM.I MEAN, HOW CONFUSING CAN KIDS GET? UM, THE, PROBLEM IS THAT THE PEOPLE ARE INDIVIDUALIZED, THEY'RE NOT AS A GROUP, THEY'RE INTIMIDATED BY, BUT, WHEN YOU LOOK BACK AT THE PEOPLE LIKE HOBBY LOBBY, THAT THEY WENT AFTER, AND THE CHICK-FIL-A, AND GOYA WHEN THEY WENT AFTER THEM, THERE'S A LOT OF PEOPLE THERE THAT AGREE WITH THIS. TO DISTORT KID'S EDUCATION, I THINK
IS WRONG. >> SIR, CAN YOU COMMENT ON HOW THIS IS RELATED TO PAMORAMA SPECIFICALLY?
>> YOU TEACH SIMPLE MATH, SIMPLE ENGLISH, TEACH THEM HOW TO READ, IF YOU WANT TO AIDE SOMETHING INTERESTING, READ THE LETTERS THAT THE CIVIL WAR SOLDIERS WROTE, THE ONES WHO WERE UNEDUCATED, INCREDIBLE. YOU CAN'T HAVE THAT WITH HIGH SCHOOL KIDS NOW. STAY WITH THE BASICS, FORGET ABOUT ALL OF THIS OTHER STUFF AND GIVE THE KIDS A BASIC INFORMATION NO MATTER HOW THEY FEEL ABOUT TWO PLUS TWO EQUALS FOUR. WHEN THEY LEAVE, THEY HAVE AN EDUCATION, THEY'RE NOT CONFUSED ON WHAT LIFE'S ALL
ABOUT. THAT'S ALL I'M SAYING. >> THANK YOU VERY MUCH.
>> GOOD EVENING, I'M HERE TO TALK ABOUT THE PANORAMA SERVICES, I'M ASKING TO REMOVE PANORAMA, A PROGRAM BASED ON FEELINGS AND MOVE TOWARD A PROGRAM BASED ON CHARACTER.
YEARS AGO, AGENCIES SCHOOLS USED TO HAVE A PROGRAM CALLED CHARACTER COUNTS AND I THINK OTHER SCHOOLS ARE GOING THROUGH A CHARACTER BUILDING FOCUS. THEY FOCUSES ON STUDENTS LEARNING SKILLS AND POSITIVE BEHAVIORS. THEY LEARN THINGS LIKE RESPECT, FAIRNESS, RESPONSIBILITY, TRUST WORTHINESS, CITIZENSHIPS. THEY LEARN ABOUT GRIT, PERSEVERANCE, I THINK THAT IS, AS WE BEGIN TO LOOK AT IT, THESE ARE ALL SKILLS THAT AS HUMAN BEINGS, AS WELL AS FUTURE EMPLOYEES, THAT THEY LEARN SOME SELF-DISCIPLINE SKILLS, THEY LEARN TO RESPECT THEIR OTHER INDIVIDUALS, AS WELL AS RESPECTING PROPERTY. AS AN EMPLOYER, ONE OF THE THINGS THAT I ALWAYS ASK WHEN I INTERVIEW UM FUTURE EMPLOYEES, IS, WE TALK ABOUT CHARACTER. WE TALK ABOUT VALUES. AND THOSE ARE VERY IMPORTANT BECAUSE, AS YOU WILL LEARN, TECHNOLOGY CHANGES ALL THE TIME. THEY DON'T HAVE THE CHARACTER SKILLS WHEN YOU HAVE A DIFFICULT CLIENT THAT'S SCREAMING AT YOU, WHICH DOES HAPPEN IN THE WORKFORCE, IF YOU DON'T HAVE THE SKILLS TO PERSEVERE WHEN YOUR PROJECT IS NOT WORKING, WHICH, THEY DON'T, YOU KNOW, LIFE IS NOT A LINEAR, AND IF OUR CHILDREN DON'T HAVE THE CHARACTER SKILLS TO TALK ABOUT HOW TO GET THROUGH THOSE DIPS OF LIFE, IF THEY DON'T HAVE THE RESPECT FOR THE DIFFERENT PERSPECTIVES, THEY'RE NOT GOING TO BE THE EMPLOYEES THAT WE NEED. SO, I URGE THE BOARD TO LOOK AT TERMINATING THE PANORAMA SURVEYS AND PROGRAMMING THAT'S ON FEELINGS, AND MOVE TOWARDS RESEARCHING CHARACTER EDUCATION PROGRAMS THAT WILL BRING BACK THE SKILL SETS THAT MAKE OUR
STUDENTS SUCCESSFUL. THANK YOU. >> THANK YOU. KIRK GREEN
SPEAKING ON PANORAMA, ITEM 5.04. >> ON DECK IS RAY METELONE.
>> GOOD EVENING, I UNDERSTAND THAT THE SURVEY THAT'S COMING BEFORE YOU IS JUST FOR A REVIEW, UM, BUT, I WANT TO TAKE THIS OPPORTUNITY TO ADDRESS THE BOARD REGARDING THIS SURVEY. THERE HAVE BEEN AND CONTINUALLY WILL BE CONTROVERSY IN MULTIPLE ASPECTS OF ANY DATA MINING OF OUR STUDENTS AND EVEN CONCERNS REGARDING THE COMPANY OF PANORAMA. THESE CONCERNS ARE VALID, LOCALLY AS WELL AS NATIONALLY. I'LL STICK TO A FEW POINTS AT THE AGENCY LEVEL GIVEN THE TIME THAT WE HAVE TONIGHT.
UM, BUT, THERE WOULD BE SOME DIALOG WITH PARENTS AND
[00:20:03]
HOPEFULLY THERE'LL BE DIALOG WITH PARENTS AND COMMUNITY MEMBERS OVER THE NEXT FEW MONTHS. STARTING FROM THE START, PARENTAL CONSENT, YOU KNOW, EVEN THOUGH THERE'S NOT A STATE MANDATED OPT-IN TO THIS PROGRAM, I THINK THAT WE SHOULD, AS A SCHOOL CORPORATION TAKE THE LEAD IN MAKING IT AN OPT-IN RESPONSE THAT EACH OF THE CHILDREN'S PARENTS HAVE TO SIGN OFF ON. THERE ALSO SEEMS TO BE INCONSISTENT FEEDBACK WITH STUDENTS AND WHEN THEY GO TO TAKE THIS SURVEY, WHETHER THEY ARE, AGAIN, DISCLOSURE IS READ BEFORE THEY TAKE IT, THAT THIS IS VOLUNTARY, AND, THAT, UM, YOU CAN THAT YOU DON'T HAVE TO TAKE THE SURVEY, ALL RIGHT. UM, FOR MULTIPLE REASONS, INCLUDING LONG-TERM FISCAL RESPONSIBILITY, THIS PRIVACY INVASION WORTH SPENDING IS IT REALLY WORTH SPENDING THE $152,000 PLUS INCREASES IF RENEWED THIS NEXT YEAR? SUCH AN IF. SUCH A SURVEY IS WARRANTIED, IS THIS SOMETHING THAT WE COULD LOOK AT AND DO A JOINT VENTURE WITH A SOFTWARE COMPANY LIKE SALES FORCE OR SOMETHING THAT WE COULD DO IN HOUSE OR CHARGE OTHER SCHOOLS CORPORATION ONCE IT'S DEVELOPED, I THINK THAT WE COULD IF IT IS WARRANTIED TO HAVE SUCH A SURVEY GOING FORWARD. MANY PEOPLE BELIEVE THAT WE SHOULD DO AS WESTWOOD HAS DONE AND CANCEL THE PROGRAM. AND TO UTILIZE FUNDS IN A MORE EFFECTIVE WAYS, UM, THE FACT OF IT IS WE HAVE A REFERENDUM POSSIBILITY AND WE'RE UNSURE OF BUDGETS, AND THIS WILL BE A WAY, SINCE WE'RE ALREADY GOING TO BE PAYING FOR ADDITIONAL COUNSELORS GOING FORWARD MILLIONS OF DOLLARS IN THE NEXT FEW YEARS. UM, THE GIST OF IT IS THE SURVEY RESULTS AT ANY POINT, THE THING OF IT IS, IF THE SURVEY COMES BACK AND LOOKS FAVORABLE, THAT MEANS, GOOD, WE NEED TO DO MORE OF IT, IF IT COMES BACK WITH A DOWN TICK, GUESS WHAT, WE NEED MORE OF IT, IT'S NOT WORKING. SO, YOU ALWAYS HAVE THE ANSWER OF WHAT SEL AND CRT DO THAT, UM,THANK YOU FOR YOUR TIME. >> RAY MATILONE. SPEAKING ON ITEM 6.02, BOARD OF TRANSPORTATION.
>> SEE, I'M NOT ON AN ELECTRIC VEHICLE, I'M ON A WAITING LIST FOR A '24 CADILLAC, WHETHER I FALL IN ON THAT PURCHASE IS WHETHER I GET THE FULL TAX CREDIT AND A RUMORED INCENTIVE PAYMENT FROM CADILLAC BECAUSE THEY SHIFTED ME FROM THE '24 TO THE '23 MODEL. MY DECISION IS SIMILAR TO WHY HSE BOUGHT AN E-BUS. AS EXPECTED, THE CONDUIT FOR THE 16 E-BUS SUNSHINE INCLUDED IN THE TRANSPORTATION PROJECT PLAN. IT IS ONLY $150,000, OR TO PUT IT INTO PERSPECTIVE, THE SALARIES FOR TWO COUNSELORS OR TEACHERS, LOTS OF TRADITION, AMERICAN VALUE-BASED BOOKS FOR HSE L LIBRARIES OR MORE SUBSIDIES FOR VOCATIONAL TRAINING. THE FULL COST FOR 16 E-BUSES IF BOUGHT WOULD BE EQUIVALENT TO 48 LOW-EMISSION DIESEL BUSES WHICH MATCH THE FLEET THAT WE HAVE AND ALL THE MAINTENANCE AND STAFF TRAINING. SO, ANY FUTURE PURCHASE WOULD HAVE TO BE HIGHLY SUBSIDIZED TO BE JUSTIFIED. SO, NOW IT'S TIME TO GET REAL ABOUT THE DATA BEING COLLECTED FROM THE ONE E-BUS THAT HSE OWNS.
QUESTIONS LIKE, WILL IT BE USEFUL FOR FIELD TRIPS, HOW MUCH RANGE IS THERE FOR NORMAL DAILY USE WHEN CHARGED 20% TO 80%.
QUOTING RANGE DATA FROM 0-100% CHARGE IS NOT A REALISTIC, OPERATIONAL METRIC, WHAT ABOUT BATTERY DEGRADATION ON THE BUS? BATTERIES DO LOSE CHARGE CAPABILITY WITH DUTY CYCLES, SO, WHAT IS THE RANGE DEGRADATION OVER TIME. ONE SOURCE THAT LOOKED AT OVER 7,000 DATA DATA FROM 7,000 OWNERS OF TESLASORY 10 YEARS FOUND 15% LOSS, TYPICAL NUMBERS ARE IN ARRANGE OF 1.5% TO 2% OF LOSS OF RANGE PER YEAR. WHAT IS THE LOSS IN RANGE DUE TO COLD/HOT BATTERIES, IS THE CURRENT VEHICLE BEING CHARGED OUTSIDE OR INSIDE? THE DATA NEEDS TO BE ACQUIRED ON THE
[00:25:06]
CURRENT E-BUS SITTING OUTSIDE ALL THE TIME, PARTICULARLY IN THE WINTER, QUESTIONS ABOUT RELIABILITY AND THE COST OF MAINTENANCE, THIS IS NOT A TOTALIST QUESTION THAT NEEDS TO BE ANSWERED WITH YOU GIVES YOU SOME IDEAS TO START TO DEVELOP A COMPLETE LIST. THE BOARD SHOULD BE BRIEFED BY THE TRANSPORTATION DEPARTMENT ON THE FULL SCOPE OF THE COLLECTION PROCESS USED TO COLLECT THE DATA ON THE CURRENT E-BUS TO ENSURE THAT ACCURATE AND REALISTIC DATA IS BEING COLLECTED AND ANALYZED. AS PRISON REAGAN SAID, TRUST, BUT VERIFY. THANK YOU.>> BOARD PRESIDENT: THANK YOU. THAT CONCLUDES PUBLIC COMMENTS. MOVING TO CONSENT AGENDA. ITEM NUMBER 4.01.
>> SO, SORRY, MIKE, I MISSED YOU.
>> THAT'S OKAY. SORRY ABOUT THAT.
>> BOARD PRESIDENT: SPEAKING ON ITEM 6.03.
>> YES, SOLAR RAYS, SO, THEY'RE SHOWING AN 8-10 YEAR PAY BACK, AND THAT'S OKAY, I GUESS. NOT MY CUP OF TEA, BUT, SOME PEOPLE LIKE IT. BUT, OTHERWISE, THE NUMBERS SEEM OKAY. UM, THERE IS AN ROI OVER TIME, BUT, AND I HAVE SOME CONCERNS WITH IT, THE COST OF MAINTENANCE, THOUGH, IS NOT INCLUDED IN THOSE NUMBERS.
IT DOESN'T APPEAR TO BE. THEY DID HAVE A NUMBER, I SAW IN SOME OF THE DOCUMENTATION THERE WAS ABOUT $20,000 AND IT CHANGED EVERY YEAR FOR THE ANNUAL MAINTENANCE CONTRACT WITH THE COMPANY THAT PROVIDES IT, BUT, UM, I THINK THERE ARE OTHER MAINTENANCE COSTS AND STAFF ENGINEERING COSTS THAT YOU WOULD INCUR THAT I THINK SHOULD BE INCLUDED. REGARDLESS, ALL THAT WOULD DO IS EXTEND THE ROI, I THINK THAT YOU WOULD EVENTUALLY GET THERE AS LONG AS THE SCHOOL IS GOING TO LAST THAT LONG. MY CONCERN ISN'T WITH THE NUMBERS, IT'S REALLY THAT THERE'S ENOUGH ISSUES THAT WE NEED TO TACKLE RIGHT NOW, AND WE NEED TO FOCUS ON THOSE. THIS ISN'T NECESSARY. THIS ISN'T, THERE'S, I MEAN, YOU KNOW, WE COULD SHOW SAVINGS, BUT, THEY'RE NOT VERY SIGNIFICANT WHEN YOU COMPARE IT TO THE OPERATING BUDGET OF THE SCHOOL. UM, I MEAN, CONSIDER YOUR ENERGY COST AT HOME, THEY'RE NOT DO YOU HAVE SOLAR PANELS ON YOUR HOUSE OR ARE YOU PLANNING TO GET SOLAR PANELS ON YOUR HOUSE, IF THE ANSWER IS NO, YOU SHOULD CONSIDER THAT FOR THE SCHOOLS BECAUSE THE CALCULATIONS ARE SIMILAR. THE POINT IS, I THINK THAT WE HAVE MORE IMPORTANT ISSUES TO DISCUSS, THE PANORAMA BEING ONE. WE KNOW WHAT THEY ARE, WE'VE BEEN DISCUSSING THEM FOR WHAT, THREE OR FOUR YEARS NOW. SO, I RECOMMEND TO TABLE THIS ONE FOR NOW. MAY BE WE CAN LOOK AT THIS DOWN THE ROAD. I KNOW IN THAT REPORT IT SAID, HEY, IF, THERE'S A CONCERN FOR THE ELECTRICAL COST ESCALATING AND IT DOES SEEM LIKE THAT COULD HAPPEN, WHY NOT WAIT AND SEE IF THAT DOES HAPPEN THEN WE COULD LOOK AT WHEN WE KNOW THAT WE'RE IN THAT SITUATION, NOT, REACTING AND MAY BE OVER REACTING TO THAT. SO. ANYWAYS, I'LL LEAVE IT WITH THIS, WE'RE NOT A UTILITY, WE'RE A SCHOOL, FOCUS ON ACADEMICS.
[4. Consent Agenda]
THANK YOU. >> BOARD PRESIDENT: NOW WE'RE MOVING TO ITEM NUMBER 4.01 AND THE CONSENT AGENDA, BOARD MINUTES. SO, DO I HAVE A MOTION TO APPROVE?
>> MOTION TO APPROVE THE CONSENT AGENDA AS PRESENTED.
>> DO I HAVE A SECOND? >> I'LL SECOND.
>> BOARD PRESIDENT: ALL THOSE IN FAVOR OF APPROVING THE
(CHORUS OF AYES) >> THOSE OPPOSED? MOTION'S APPROVED. MOVING TO ITEM NUMBER 4.02, CERTIFIED AND SUPPORT STAFF REPORTS. DO I HAVE A MOTION TO APPROVE THE CERTIFIED
AND SUPPORT STAFF REPORTS? >> SORRY. YOU GOT ALL OF IT IN
[00:30:01]
THERE. NUMBER 5. INFORMATION ITEMS?>> UNLESS YOU WANT TO MADAM PRESIDENT, WE WANT TO BRING FISHERS HIGH SCHOOL FFA CHAPTER UP?
>> . >> BOARD PRESIDENT: THAT IS
CORRECT. >> DO YOU NEED A FRIENDLY
MOTION TO MOVE THAT FORWARD. >> WE HAVE TO INTRODUCE MATT RAP, MATT RAP IS IN THE ROOM, HE'S OUR NEW MS. KATY.
>> I'M JUST THE ENTERTAINMENT, GUYS, REMEMBER.
>> AS YOU KNOW, MR. DATE OF BIRTHS RETIRED AFTER 20 YEARS OF SCHOOL. WE UTILIZED THE COMMITTEE STAFF TO INTERVIEW CANDIDATES. THE FINAL FINALIST IS I THINK STANDING A LITTLE BIT BEHIND ME JUST TO INTRODUCE YOU A LITTLE BIT TO MATT AND FOR THE COMMUNITY, MATT'S BEEN OUR FACILITIES MAINTENANCE MANAGER HERE SINCE 2018 AND HAS DEVELOPED GREAT RELATIONSHIPS THROUGHOUT THE CORPORATION, HE'S SERVED FOR SIX YEARS AS THE FACILITIES MANAGER FOR VICTORY FIELD OF INDIANAPOLIS INDIANS AND HE'S WORKED IN A SR. CAPACITY IN OTHER PUBLIC SCHOOLS CORPORATION AND AS A JOURNEYMAN. AND HE SERVED OUR UTES NITED ST NAVY, IT'S ACTIVE IN THE COMMUNITY AND HE'S A BOARD MEMBER FOR FISHER'S ROTARY, AND I THINK UNANIMOUSLY, I THINK EVERYONE WILL SAY, WE'RE SO GLAD TO HAVE HIM WITH US IN THIS
(APPLAUSE) >> THANK YOU, VERY MUCH, I APPRECIATE EVERYBODY'S VOTE OF CONFIDENCE, AND, I'M REALLY GOING TO THROW EVERYTHING AT IT, I DIDN'T PREPARE A SPEECH, I THOUGHT IT WOULD COME TO ME. BUT, I'M VERY EXCITED, UM, FOR THIS OPPORTUNITY AND I WON'T LET YOU DOWN. I'M HERE TODAY, I BROUGHT MY WIFE, WENDY AND ONE OF MY DAUGHTERS, ISABELLA.
>> HAVE THEM COME UP, MATT. >> SHE GRADUATED FROM FISHERS
HIGH SCHOOL. >> HI, I'M BELLA.
>> I'M WENDY, I'M HIS LESS THAN BETTER HALF, RIGHT?
>> NORMALLY, I SAY HIS BETTER HALF, BUT, I THOUGHT I BETTER NOT SAY THAT TONIGHT. ANYWAY, NICE TO MEET YOU ALL, THANK YOU SO MUCH FOR THE OPPORTUNITY. I KNOW HE'S SUPER EXCITED AND I HAVE NO DOUBT HE WOULDN'T LET YOU DOWN. HE'S SUPER EXCITED TO
STEP INTO THIS ROLE. >> CONGRATULATIONS.
[6. Action Items (Part 1 of 2)]
>> CONGRATULATIONS. >> CONGRATULATIONS.
>> WE'RE SHIFTING IN THE AGENDA JUST A LITTLE BIT. WE'RE MOVING ACTION ITEM 6.01 UP NEXT AHEAD OF THE INFORMATION ITEMS JUST AS WE HAVE STUDENTS AND TEACHERS HERE THAT NEED TO MOVE FORWARD WITH THIS SO THAT THEY CAN GET HOME AND GET STUDYING FOR SCHOOL TOMORROW. SO, ACTION ITEM IS 6.01, FISHERS HIGH SCHOOL FFA
CHAPTER. >> I'M SOPHIA WOLF GANG AND I CURRENTLY SERVE AS THE AGENCY FFA PRESIDENT, I'M A SENIOR AT FISHERS HIGH SCHOOL AND I'VE BEEN IN FFA FOR FOUR YEARS.
>> I'M SOPHIE HUFFMAN AND I'M SERVING AS AN OFFICER FOR THE
AGENCY FFA CHAPTER. >> TODAY WE'RE HERE TO PROPOSE A SPLIT OF THE FFA CHAPTER TO CREATE AN FFA CHAPTER IN FISHERS
HIGH SCHOOL. >> OUR CHAPTER WAS FOUNDED IN 1968 WHICH WAS 55 YEARS AGO FROM NOW AND IT IS STILL PREVALENT IN THE SCHOOL AND COMMUNITY. CURRENTLY OUR CHAPTER HAS 115 MEMBERS WITH 47 FROM HSC HIGH SCHOOL AND 58 FROM FISHERS HIGH
SCHOOL. >> SOME OF THE INVOLVEMENT AND ACTIVITIES IN OUR CHAPTER CONSIST OF FUND RAISING.
SECONDLY, THE CONTEST WE OFFER. THIS HELPS DEVELOP LEADERSHIP SKILLS IN AND OUT OF THE CLASSROOM. AND FINALLY, THE FELLOWSHIP WE DEVELOP WITH AN FFA, FFA HELPS BUILD FRIENDSHIPS THROUGHOUT OUR HIGH SCHOOL EXPERIENCE AND DO ACTIVE THE THAT ENCOURAGE FFA MEMBERS TO HANG OUT.
>> WE PRESENT TO THE 8TH GRADERS ABOUT AGRICULTURE CLASS THAT IS THEY COULD TAKE, AS WELL AS FFA, ALONG WITH HIGH SCHOOL IN GENERAL. IF WE WERE TO SPLIT, FISHER CAN FOCUS ON THE
[00:35:05]
SCHOOLS THAT COME TO US AND CREATE A GREAT SENSE OF COMMUNITY AND WITHIN THE FISHERS HIGH SCHOOL. FURTHER MORE, CERTAIN CONTESTS ONLY ALLOW A FEW MEMBERS OF EACH CHAPTER AND IF WE WERE TO HAVE TWO CHAPTERS, WE WOULD GIVE MORE MEMBERS OPPORTUNITIES TO BUILD LEADERSHIP SKILLS. THERE'S ALREADY AN ESTABLISHED AG DEPARTMENT AT FISHERS HIGH SCHOOL WITH OUR NEW TEACHER AND SPLITTING THAT STRENGTH AND BOND IN THE AGRICULTURE DEPARTMENT AS WELL AS MAKE IT EASIER FOR STUDENTS SUCH AS FRESHMAN AND UNDER CLASSMAN WHO CANNOT DRIVE THEY DON'T HAVE TO TRANSFER TO IT HSC HIGH SCHOOL GO TO FISHERS HIGH SCHOOL FOR MEETINGS AND THE SORT. STARTING OFF, LEADERSHIP AND CAREER DEVELOPMENT. GOING INTO COLLEGE AND THINKING AT WITH A CAREER YOU MIGHT BE LOOKING AT IN THE FUTURE, A LOT OF STUDENTS MAY GET CONFUSED IN THAT. OUR GROUP HELPS TO BUILD THE SKILLS THAT WE MIGHT WANT TO FURTHER PURSUE, FOR ME, I COMMITED IN MARKETING, SALES, AND MORE WHICH HELPED ME LEARN MORE ABOUT THE OPPORTUNITIES AVAILABLE AND HAS ALSO LED ME TO WHAT I WANT TO MAJOR IN IN COLLEGE. SECONDLY, THE SCHOLARSHIPS THAT FFA HAS TO OFFER. WITHIN THESE SCHOLARSHIPS, THERE ARE ONES AWARDED TO EACH CHAPTER BUT ONLY TO ONE MEMBER. WITH SPLITTING THE TWO CHAPTERS, WE WOULD BE ABLE TO GET MORE STUDENT SCHOLARSHIPS WITHIN FFA, AND FINALLY, OUR SUPERVISED AG EXPERIENCES ALWAYS KNOWN AS SACS, THESE ARE THINGS LIKE INTERNSHIPS, JOBSIOUS ENTREPRENEURSHIP, OPPORTUNITIES AND MORE. THESE ARE MORE OPPORTUNITIES FOR KIDS TO SEE WHAT THEY WANT TO DO IN THE FUTURE IN A HANDS ON AGRICULTURE EXPERIENCE.>> FOR ME, I'M NOT A SENIOR, BUT I DO KNOW THAT SINCE I'M A CURRENT JUNIOR, I WAS A FRESHMAN DURING THE FIRST FULL YEAR OF COVID-19 WITHIN OUR SCHOOL DISTRICT, AND I KNOW THAT MANY THINGS AS YOU KNOW WERE INTERRUPTED AND DIFFERENT THAT YEAR. LOTS OF CLUBS AREN'T RUNNING, I WASN'T AT SCHOOL FULL TIME BUT I KNOW THAT I WAS ABLE TO GET INVOLVED WITH FFA AND MEET PEOPLE AND THAT WAS ONE OF THE HIGHLIGHTS OF MY YEAR WAS THE INVOLVEMENT AND THE PEOPLE I MET THAT YEAR.
>> FFA IS A BIG PART OF OUR LOCAL COMMUNITY. STARTING WITH SOME OF OUR MEMBERS FAVORITE EVENTS, SAND CREEK AG DAY.
THAT'S EVENT THAT GIVES STUDENTS TO LEARN ABOUT AGRICULTURE IN OUR COMMUNITY. FOR OUR'S, PERSONALLY, WE SEND OVER FFA MEMBERS AND PLANT FLOWERS. THEY NOW LEARN ABOUT HOW PLANTING WORKS, HOW THE GROWTH PROCESS WORKS AND SO MUCH MORE. WE TAKE THE FLOWERS BACK TO THE GREENHOUSE WHERE THEY GROW THE NEXT MONTH AND-A-HALF AND BRING THEM BACK ON MOTHER'S DAY TO GIVE TO THEIR MOMS OR LOVED ONES. STATE FAIR WORK DAY IS AN AWESOME WAY THAT OUR CHAPTER FWIFS BACK TO THE COMMUNITY IN A WAY TO MAKE THE STATE FAIR SUCCESSFUL, WE SET UP ACTIVITY PAVILIONS AND SO MUCH MORE. FINALLY, THE DAIRY BARN. WE WORK, MAKE GRILLED CHEESES AND SO MUCH MORE FOR THE DAY AND IT'S AWESOME TO GET INVOLVED WITH THE COMMUNITY. WITH SPLITTING THE TWO CHAPTERS WE WOULD BE ABLE TO CONTINUE TO GROW HOW MUCH WE'RE INVOLVED IN THE COMMUNITY AND MORE EVENTS TO
ADD. >> IN CONCLUSION, WE HOPE THAT YOU SEE THE IMPORTANCE OF AGRICULTURE EDUCATION AND THE CREATION OF A FISHERS HIGH SCHOOL FFA CHAPTER. WE HOPE TO SEE MANY YEARS OF SUCCESS WITHIN THIS CHAPTER AND PERHAPS IN ANOTHER 55 YEARS, WE'LL BE BACK HERE TO PROPOSE ANOTHER CHAPTER LIKE WE ARE TODAY. FINALLY, WE HOPE TO KEEP LIVING OUT THE MOTE TOE OF FFA, LEARNING TO DO. DOING TO LEARN, EARNING TO LIVE,
AND LIVING TO SERVE. >> THANK YOU SO MUCH FOR THIS
OPPORTUNITY TO SPEAK TO YOU. >> (APPLAUSE) . AND OUR AG TEACHER WANTED TO SAY A FEW THINGS BEFORE WE'RE DONE TOO.
>> HERE HE IS. >> I DON'T KNOW HOW TO FOLLOW THAT, BUT, THEY'RE PRETTY WONDERFUL STUDENTS AND LADIES.
UM, I JUST WANT TO SAY THANK YOU FOR THE OPPORTUNITY TO BE HERE.
UM, I TOOK THE DAY DURING LUNCH AND TALKED WITH A LOT OF FFA MEMBERS AT FISHERS HIGH SCHOOL TODAY. AND I SAID, HEY, I'M GOING TO A SCHOOL BOARD MEETING TO TALK TO THEM ABOUT AN OPPORTUNITY OF POSSIBLE CREATING A CHAPTER HERE JUST AT OUR SCHOOL, AND, ONE OF THE STUDENTS TOLD ME, YOU KNOW, MR. LAWRENCE, MY DAD'S TOLD ME THAT I'M GOING TO BE THE FIRST ONE TO GET THAT FFA JACKET THAT SAYS FISHERS HIGH SCHOOL ON THE BACK OF IT.
YOU KNOW. AND, ANOTHER STUDENT SAID, OH, THANK YOU! WITH A BIG SIGH OF RELIEF, BECAUSE, SIMPLY GETTING FROM FISHERS HIGH SCHOOL TO HAMPTON SOUTHEASTERN, WHEN YOU'RE A FRESHMAN OR SOPHOMORE AND YOU RIDE THE BUS WHICH HALF OF YOU ARE FFA MEMBERS DO, IS A
[00:40:03]
SOURCE OF ANXIETY ON HOW THEY'RE GOING TO DO THAT FOR THE STUDENTS AND PARENTS. IT WOULD SURELY BE A HELP FOR ALL OF THOSE YOUNG MEMBERS TO HAVE THAT OPPORTUNITY AND NOT HAVE TO WORRY ABOUT HOW TO GET THERE FOR A SIMPLE MEETING. SO, ON THAT, I WANT TO SAY THANK YOU ON BEHALF OF THE CURRENT FFA MEMBERS AT FISHERS HIGH SCHOOL AND THEIR PARENTS. THANK YOU SO>> I HAVE A COUPLE OF QUICK COMMENTS.
>> YES. >> FIRST OF ALL, KUDOS ON A FABULOUS PRESENTATION TODAY. YOU GUYS DID A GREAT JOB.
>> THANK YOU. >> TELL ME, AS SOMEONE WHO GREW UP IN THE SUBURBS, I WOULD HEAR OFTEN ABOUT FFA AND SOME OF THE DIFFERENT THINGS AND YOU SEE THE EVENTS HAPPENING AT THE STATE FAIR GROUNDS. CAN YOU LIST MAY BE A FEW OF THE TOPIC THAT IS HAPPEN OTHER THAN AGRICULTURE, ISN'T THERE LIKE A WIDE VARIETY OF ITEMS THAT KIDS CAN GET INVOLVED WITH, WITH FFA?
>> YES. SO, ONE OF MY FAVORITE EVENT SUNSHINE I'M ON THE PARLIAMENTARY PROCEDURE TEAM, LISTENING TO YOU GUYS STARTING BUSINESS REMINDED ME OF THE PARLIAMENTARY PROCEDURE TEAM, SOME OF THE FOCUS IS ON AGRICULTURE, THE MAIN PURPOSE OF THAT PARTICULAR CLUB IS TO LEARN LEGISLATIVE LAW AND LEARN HOW TO MOVE MOTIONS AND COMMUNICATE IN AN ORDERLY WAY. AND GOING OFF, CONTINUING WITH YOUR QUESTION, THERE ARE SO MANY EVENTS WITHIN OUR FFA. YOU DON'T HAVE TO BE SOMEONE WHO GREW UP ON A FARM AND RAISED HOGS AND KNOW OWL ABOUT IT JUST TO JOIN FFA, THERE ARE LEADERSHIP CLUBS, THERE'S FOOD SCIENCE EVENTS, THERE ARE SO MANY WAYS TO GET INVOLVED AND TRULY AGRICULTURE IS THE CENTER OF EVERYTHING THERE ARE SO MANY WAYS FOR PEOPLE TO GET INVOLVED.
>> GOING OFF THAT QUICKLY, ME AND MY TEAM THIS YEAR TOOK OUR MARKETING PLAN TO NATIONALS, AND IT WAS AGRICULTURE, CAN MEAN A LOT OF THINGS THAT I THINK PEOPLE DON'T REALIZE, LIKE, FOOD SCIENCE, LIKE SHE MENTIONED ME AND A FRIEND DID A DEMO ABOUT BOBA TEA. LIKE, THE LITTLE BALLS THAT COME IN BOBA TEA. IT DOESN'T JUST MEAN ANIMALS, THERE ARE A LOT OF OPPORTUNITIES OUTSIDE OF ANIMALS AND STUFF LIKE THAT.
>> THANK YOU. AND ONE OTHER QUICK QUESTION, IS IT MR. LAWRENCE? ARE YOU CURRENTLY THE SPONSOR AT HSC OR WILL YOU BE THE SPONSOR AT FISHERS HIGH SCHOOL?
>> CURRENTLY WITH OUR CHAPTER JOINED TOGETHER IS THREE SPONSORS, OR ADVISORS FOR THE FFA CHAPTER SO, I WOULD JUST BE AT FISHERS HIGH SCHOOL AND NOT BE TRAVELING BACK AND FORTH FOR MEETINGS WITH THE STUDENTS AND EVERYTHING.
>> SO, WE HAVE, CURRENTLY, WE HAVE THAT SET UP SO THAT WE DON'T HAVE TO HUNT SOMEBODY DOWN.
>> YES. I'M CURRENTLY THERE AND I'VE BEEN THERE FOR A YEAR
AND-A-HALF NOW. >> THANK YOU, SO MUCH.
>> ARE THERE ANY FURTHER QUESTIONS YOU WOULD LIKE TO ASK
US? >> I JUST WANTED TO ECHO MS. THOMAS, OUTSTANDING PRESENTATION AND I FOUND OUT YOU'RE IN PARLIAMENTARY PROCEDURE, YOU'RE LUCKY THEY DIDN'T PUT IN AN RFP FOR THE SERVICES. OUTSTANDING JOB, YOU RELATED IT TO OUR ACADEMIC FOCUS HERE, AND MADE ALL OF YOUR POINTS REALLY WELL.
THANK YOU FOR COMING UP AND GIVING A GREAT PRESENTATION.
>> THANK YOU FOR HAVING US. >> THANK YOU FOR THIS
OPPORTUNITY. >> MADAM PRESIDENT?
>> I MOVE TO APPROVE THE FISHERS HIGH SCHOOL FFA CHAPTER
>> BOARD PRESIDENT: MOTION BY SUZANNE, SECOND BY? SARAH. I HAD TWO SARAHS AT THE TIME. SARAH PARKS-REESE. CONSIDERING THERE'S NO FURTHER DISCUSSION OR COMMENT. LET'S TAKE A VOTE.
ALL THOSE IN FAVOR OF APPROVING ITEM 6.01, FISHERS HIGH SCHOOL
(CHORUS OF AYES). >> BOARD PRESIDENT: ANY OPPOSED? ALL RIGHT. MOTION PASSES.
[5. Information Items]
CONGRATULATIONS. >> NOW WE'RE SWITCHING BACK TO INFORMATION ITEMS, STARTING AT THE TOP OF 5.01, HR UPDATE.
>> GOOD EVENING BOARD AND DR. STOKES, I WANTED TO GIVE A QUICK HR UPDATE WHICH GIVES YOU A SNAP SHOT IN TIME OF WHERE WE ARE IN OUR DEPARTMENT RIGHT NOW. IT'S REALLY OUR RECRUITING AND HIRING TIME AS WE HEAD INTO SPRING FOR NEXT YEAR. SO, A COUPLE OF THINGS THAT I'LL HIT ON TONIGHT, I'LL JUST GO OVER TOM STAFF DATA AND TREND DATA AND JUST TALK TO YOU ABOUT OUR RECRUITMENT EFFORTS. ANYTHING THAT YOU WOULD LIKE TO HEAR IN THE FUTURE, PLEASE LET ME KNOW AND I'LL CIRCLE BACK TO THAT AND FUTURE UPDATES. AS YOU COULD SEE ON THE SLIDE, THIS JUST
[00:45:01]
GIVES YOU AN OVERVIEW OF THE NUMBER OF EMPLOYEES THAT WE HAVE SO, WHEN TALKING WITH EMILY, WE WERE LOOKING AT STATISTICS, I MEAN, WE'RE THE LARGEST EMPLOYER IN FISHERS, 2500 EMPLOYEES, IT'S AMAZING THAT WE'RE ABLE TO PROCESS AND SUPPORT ON A DAY TO DAY BASIS. SO, YOU COULD SEE THE BREAKDOWN OF THE DEMOGRAPHICS OF OUR STAFF AS WELL. THIS JUST GIVES YOU TREND DATA OVER THE LAST FIVE YEARS. YOU CAN SEE OVER THE LAST FIVE YEARS, TEACHERS THAT WE'VE HIRED VERSUS IAS, SO, WE HAVE 1260 TEACHERS ON OUR STAFF. AND, THEN, ON TO THE NEXT SLIDE, WANTED TO SHARE SOME DATA WITH YOU ABOUT OUR SUBSTITUTE TEACHERS, AND THIS IS AN AREA THAT WE'RE ALSO VERY PROUD OF.DIE HOWELL, AS SHE'S NOW AFFECTIONATELY KNOWN AS BIG D IN THE DEPARTMENT, SHE'S RELENTLESS WHEN IT COMES TO RECRUITING SUBS FOR US, IN APRIL, I BELIEVE OR NUMBER WAS 482 GENERAL SUBS IN THE POOL. AND DIANE HAS GROWN THAT TO 603 GENERAL SUBS THAT WE HAVE IN OUR POOL. IN AUGUST, WE HAD, I THINK WE HAD I THINK 19 PERMANENT SUBS. AND NOW WE'RE UP TO 23. THE TOTAL ACTIVE NUMBER OF SUBS THAT WE HAVE IS 389. FROM AUGUST 3RD, TO MARCH 1ST, SHE HAS ADDED 129 REGULAR SUBS, 78% OF THOSE NEWLY HIRED SUBS ARE SUBS FOR US REGULARLY. SO, SHE'S DONE A GREAT JOB OF BEING THAT POINT PERSON AND PROVIDING ADDITIONAL SUPPORT AND TRAINING TO OUR SUBS. AND WE HAD A HUGE CELEBRATION TODAY, WE'RE GETTING BACK TO OUR PRE-COVID FILL RATES. SO, AS WE'RE FILLING VACANCIES, PRE-COVID, WE WERE ALWAYS HOVERING AROUND 80% FILL RATE. SO, WE HAD BEEN AROUND, 60%, 65%, WE HIT 70%, WE HIT 75%, AND DIANE SAID, NEXT IT'S GOING TO BE 80%, 85, AND I SAID, I KNOW, IT'S A MATTER OF WHEN.
AND SO, TODAY WE HIT AN 86% FILL RATE AND THAT WAS A HUGE CELEBRATION FOR US. AND, KUDOS TO HER. AND, I BELIEVE THREE OF OUR SUBS RECENTLY HAVE ALSO RECEIVED RAVE REVIEWS. SO, IT'S JUST BEEN NICE TO RECOGNIZE OUR FOLKS AND WE'RE CONTINUING TO HIRE, SO, HERE'S A SHAMELESS PLUG, BUT, SCAN THAT QR CODE AND FEEL FREE TO SUBFOR HSE SCHOOLS. WHY HSE, YOU COULD SEE THE LIST OF REASONS OF WHY TO COME TO HSE. IT'S TRULY A DESTINATION, WE'RE RATED A BY THE IDOE. WE HAVE SIX NATIONAL BLUE RIBBON SCHOOLS. WE'RE JUST A HAIR UNDER 98% AS OUR GRADUATION RATE, COMPETITIVE PAY AND BENEFITS, OUR STAFF IS AMAZING.
AND I THINK IT'S REALLY IMPORTANT TO MENTION OUR POSITIVE RELATIONSHIP THAT WE HAVE WITH HSEA, AND THAT MEANS A LOT, AND I THINK THAT'S ANOTHER REASON WHY FOLKS WANT TO WORK WITH US, BECAUSE WE'RE COLLABORATING AND ALWAYS WORKING TOGETHER. SO, WE REALLY APPRECIATE THAT PIECE. LAST WEEK, ON MARCH 2ND, YOU'LL SEE THE DIVERSITY TEACHER RECRUITMENT FAIR. AT THE TOP OF THAT FLIER, YOU'LL SEE CARMEL, NOBLESVILLE, WESTVILLE, AND SIONSVILLE. WE TALKED ABOUT HAVING A DIVERSITY TEACHER RECRUITMENT THERE AND IT CAME TO FRUITION LAST WEEK. WE OPENED THE DOORS AT 5:00, WE HELD THIS AT CARMEL, THE DOORS OPENED AT 5:00, WE HAD A LINE BEFORE THE DOORS OPENED. 51 PEOPLE SIGNED IN. AND SO, IT WAS JUST REALLY NICE TO TALK TO FOLKS WHO ARE SO EXCITED ABOUT GOING INTO EDUCATION AS WE HEAR OF A NATIONAL TEACHER SHORTAGE. AS A RESULT OF THAT, ALREADY, A RESUME WAS PASSED TO FISHERS HIGH SCHOOL AND A SPANISH TEACHER WAS HIRED. SO, YOU
[00:50:03]
KNOW, IF WE JUST GET ONE TEACHER, IT'S A SUCCESS. SO, IT WAS A GREAT EVENT, AND WE'RE LOOKING FORWARD TO HOSTING IT NEXT YEAR AND COLLABORATING AGAIN WITH THE OTHER DISTRICTS.SO, WE'RE JUST VERY EXCITE ABOUT THAT. ACROSS THE COUNTRY, THERE ARE, I BELIEVE, THE LAST DATA THAT I SAW 36,000 TEACHER VACANCIES. IN INDIANA ALONE, THERE'S 2,000 ON THE IDOE WEBSITE. AS OF NOW, WE HAVE 22 TEACHING OPENINGS AND 18 IA OPENINGS. SO, ALONG WITH THAT RECRUITMENT AND RETENTION PIECE, SO, WE'RE ALWAYS WORKING WITH COLLEGES AND UNIVERSITIES, ONE OF OUR PIPELINES, OF COURSE, IS STUDENT TEACHERS, WE DO A GREAT JOB WITH WORKING WITH THE UNIVERSITY AND PLACING STUDENT TEACHERS, THEY DO A GREAT JOB, OUR STUDENT TEACHERS GET HIRED.
YOU JUST HAVE TO BE CREATIVE IN HOW WE RECRUIT NOW. WE WANT TO EXPAND OUR PRESENCE AT INTERVIEW FAIRS, SO, WE HAVE BUTLER COMING UP, THEIR'S IS VIRTUAL THIS YEAR. WE HAVE IU, VAL PERASO.
TO MAKE SURE THAT THEY CONNECT US WITH THEIR TEACH HE WERE CANDIDATES. AND THEN, JUST CONTINUE TO BUILD RELATIONSHIPS AND EMILY DOES A GREAT JOB WITH HELPING US WITH OUR SOCIAL MEDIA O WEBSITE AND ADVERTISING OUR JOB FAIRS AND THE RECRUITMENT FAIR THAT WE HAD, ALL PR FOLKS, SENT IT OUT RESPECTIVELY FROM EACH DISTRICT. SO, WE'RE ALWAYS, AGAIN, LOOKING FOR WAYS TO RECRUIT FOLKS. AND FINALLY, LAST SLIDE, YOU KNOW, AGAIN, JUST GOING BACK TO RECRUITING, AND, LOOKING AT THE NUMBER OF PEOPLE WHO CAME TO OUR TABLE AT THE RECRUITMENT FAIR WHO WERE SO EXCITED TO HAVE AN OPPORTUNITY TO WORK FOR HSE. HERE, JUST MORE REASONS AND CELEBRATIONS OF REASONS WHY FOLKS WANT TO COME TO OUR DISTRICT AND SO, THOSE ARE JUST A FEW. I CAN HAVE SEVERAL MORE SLIDES OF RECOGNITIONS AND CELEBRATIONS.
BUT, THAT'S WHAT I HAVE TO SHARE WITH YOU TONIGHT. THAT'S YOUR
HR UPDATE. YOUR FIRST ONE. >> BOARD PRESIDENT: THANKS.
ANY QUESTIONS? >> I WOULD LIKE TO MAKE A QUICK
COMMENT. >> BOARD PRESIDENT: SURE.
>> MY DAUGHTER JUST STARTED SUBBING FOR THE SCHOOL DISTRICT, SO, THAT'S WEIRD FOR ME AND AT THE SAME TIME KIND OF COOL TOO.
AND SHE SAYS SHE ABSOLUTELY LOVES IT AND THE PROCESS WAS REALLY SMOOTH AND IT'S GREAT TO SEE, SHE SAYS, A LOT OF NEW, YOUNGER SUBS HAVE COME IN AND I KNOW THAT'S ONE OF THE AREAS THAT THEY WERE LOOKING AT IN HR IS CURRENT GRADUATES. SHE LOVES IT, SHE'S SUBBING ON THE SIDE BEFORE GOING ONTO HER NEXT ADVENTURE, AND I WAS PLEASED THAT MY SON IS NOW IN IA, AND THAT'S HAPPENED IN THE LAST FEW MONTHS, I'M PLEASED TO SEE
WHAT'S HAPPENING AT HSE. >> CAN YOU EXPLAIN THE DIFFERENCE BETWEEN THE ACTIVE NUMBER VERSUS A PERMANENT SUB? IS THERE SOMEONE WHO, I MEAN, ARE WE ALSO, IS THERE A PIPELINE THAT'S MAY BE LOOKING AT THEM TO BE A FULL-TIME TEACHER, HOW DOES
THAT PROCESS LOOK? >> WELL, IF THEY CHOOSE THAT.
SO, THE ACTIVE SUBS ARE ALL OF THE OUT OF THE 603 GENERAL SUBS THAT WE HAVE, THOSE GENERAL SUBS CAN SUBFOR HSE, THEY CAN SUB FOR OTHER DISTRICTS, THEY COULD CHOOSE FOR TO SUBFOR US ONE DAY.
OUT OF THAT 603, 389 ARE ACTIVELY SUBBING FOR US. AND THOSE 389 HAVE SUBBED FOR US MORE THAN 10 DAYS. THERE ARE SOME WHO MAY BE ONLY SUBFOR US THREE TIMES A YEAR. WE'LL TAKE THAT THREE TIMES A YEAR. SO, DIANE HAS REACHED OUT TO EVEN STATE EMPLOYEES, HEY, JUST GIVE US TWO OR THREE DAYS. AND SO, SHE HAS FOLKS WHO ARE COMMITTING TO THREE DAYS A WEEK AND COMPANIES ARE ALLOWING, HEY, CAN YOU JUST SUBFOR US FOR ONE DAY, WE'LL TAKE IT. SO, THEY'RE DOING THAT. OUR PERM SUBS ARE FULL-TIME EMPLOYEES AND WITH US EVERYDAY.
>> OKAY. THANK YOU. >> I HAVE ONE QUESTION. UM, I THINK IT'S PROBABLY STILL A COMPETITIVE MARKET OUT THERE TO TRY AND RECRUIT AND HIRE SOMEBODY IT'S DESCRIBED AS A SELLER'S MARKET, IF YOU'RE A GOOD TEACHER AND YOU'RE WANTED OUT THERE. ARE WE TRACKING, AND MAY BE IT'S NOT HAPPENING, BUT, WHEN WE PUT AN OFFER TO SOMEBODY, WHEN WE HAVE A POOL OF
[00:55:01]
CANDIDATES THAT WE LIKE, WE NARROW DOWN THAT LIST AND WE WANT TO HIRE SOMEBODY, I WOULD IMAGINE THERE ARE SOME THAT TELL US, NO THANK YOU, THAT THEY HAVE MULTIPLE OFFERS FROM SOMEWHERE.IF THAT'S HAPPENING AND WE DON'T HAVE TO GO THROUGH ALL THE REASONS NOW, BUT, I THINK IT WILL BE HELPFUL FOR US PLANNING, OBVIOUSLY, THE REFERENDUM COMING UP, HOW TO ALLOCATE RESOURCES IF WE COULD TRACK THAT DATA OF, YOU KNOW, WHY DIDN'T THEY CHOOSE US. IF WE CAN SOMEHOW TRACK THAT AND QUANTIFY IT A LITTLE BIT. IS IT JUST PAY? IS IT THERE'S SOMEBODY BETTER? IS IT DISTANCE? IS IT BENEFITS? IS IT DISCIPLINE ISSUES, WHATEVER IT MAY BE. IF WE LIKED SOMEBODY AND THEY SAID, NO THANK YOU, I THINK IT WOULD BE HELPFUL IF WE COULD GET REPORTS ON THAT. SO, IF THERE'S ANYTHING THAT WE COULD DO ON A POLICY LEVEL TO
HELP OUT. >> PERFECT, I LIKE THE IDEA OF TRACKING THAT ON THE FRONT END, VARY US AN EXIT INTERVIEW, AND A LOT OF TIMES IT MAY COME DOWN TO PAY OR LOCATION. SO, THAT'S
SOMETHING THAT WE CAN TRACK. >> THERE ARE THINGS THAT WE COULDN'T NECESSARILY AFFECT, BUT, IF WE KNOW, MAY BE WE CAN
PLAN A LITTLE BIT FOR IT. >> I THINK THIS WAS MY TIMER.
>> TIME'S UP. THAT'S OKAY. >> BOARD PRESIDENT: THANK YOU. NEXT UP IS FISHERS ELEMENTARY SCHOOL UPDATE.
>> THANK YOU, GOOD EVENING. I WAS ASKED TO PROVIDE AN UPDATE ON FISHER'S ELEMENTARY, BECAUSE, A LOT OF PROGRESS THAT WE'VE MADE WAS DONE BEFORE YOU WERE HERE. GENERALLY, WE DISCUSSED IT BRIEFLY AT THE FACILITIES XHITTY FIRST MEETING FOR THE BENEFIT OF THE WHOLE BOARD. I THINK THAT MR. (INDISCERNIBLE) CAN ELUDE, DISCUSSIONS ABOUT THE FISHER'S ELEMENTARY RENOVATIONS HAVE BEEN ON GOING FOR A PERIOD OF TIME THAT PRECEDES THIS BOARD AND THE BOARD BEFORE THAT AND BEFORE THAT. WE'VE REACHED SORT OF IT CRITICAL MASS POINT THAT WE HAVE THINGS THAT NEED TO BE UPDATED IN THAT BUILDING FOR US TO MAINTAIN COMPLIANCE TO SERVE STUDENTS THE BEST THAT WE CAN AND WE JUST CAN'T KICK THE CAN DOWN THE ROAD ANY LONGER. SO, THESE DISCUSSIONS INVOLVE, WE ASSESSED WHAT WE WOULD LIKE TO DO THERE, IS THERE AN ALTERNATIVE SITE, GOT INPUT FROM MR. BEERMAN, HIS PTO STAFF ABOUT THEY REALLY WANTED TO STAY WHERE THEY ARE OR APPROXIMATE. WE LOOKED FOR LAND THAT WAS REALLY NOT AVAILABLE OVER IN THAT AREA, SO, REALLY DECIDED WE'RE GOING TO DO WITH A WE CAN WITH WHAT WE HAVE ON THAT SITE. SO, WE DID AN RFP FOR THE DESIGN SERVICES FOR THE ELEMENTARY BUILDING THAT WAS AWARDED TO CSO, FOR DESIGN SERVICES. THEY'VE BEEN WORKING ON DESIGN. WE DID AN RFP FOR THE CONSTRUCTION MANAGER'S CONSTRUCTIVE SERVICES, THAT IS SOMETHING THAT WILL COME BACK TO THE BOARD TO BE OFFICIALLY AWARDED, IT'S GONE THROUGH THE COMMITTEE, IT JUST NEEDS BOARD APPROVAL. RUNNING PARALLEL TO THAT IS, UM, THE DESIGN, WE HAVE TO HAVE PROJECT HEARINGS FOR IT DUE TO THE SCOPE AS WELL AS ISSUE BONDS FOR THE PAYMENT.
SO, THOSE THINGS ARE ALL SORT OF HAPPENING SIMULTANEOUSLY. SO, WE'LL BE DISCUSSING IT AT THE FACILITIES COMMITTEE NEXT WEEK, THE ACTUAL BOND TIMELINE, PRO PROJECT TIMELINE AND ALL THAT GOES WITH IT AND WE WILL BRING BACK INFORMATION IN THE FUTURE, WE'LL HAVE MORE INFORMATION OF THE 22ND MEETING. PROBABLY, INCLUDING THE AWARD OF THE CONSTRUCTION MANAGER'S CONSTRUCT YOU ARE CONTRACT. JUST TO BE CLEAR, THAT'S BASICALLY FOR THEM TO COMPLETE THE DESIGN, THEY WORK IN CONJUNCTION WITH THE ARCHITECT TO DESIGN THE PROJECT AND IT ALL COMES BACK TO THE BOARD FOR THE GUARANTIED MAXIMUM PRICE. THAT APPROVAL DOESN'T OBLIGATE FOR THE FULL END, YOU'LL SEE THE FINISHED PRODUCT WHEN IT COMES TO DESIGN. THAT CONCLUDES MY UPDATE UNLESS YOU HAVE QUESTIONS.
>> BOARD PRESIDENT: ANY QUESTIONS?
>> DO WE FEEL LIKE WE'RE STILL ON PACE FOR WHATEVER THE ORIGINAL TIMELINE WAS AT THE TIME YOU PUT OUT THE FIRST RFPS AND AWARDED THE CSO THE CONTRACT AND WHAT IS THAT? WHEN DO WE QUOTE UNQUOTE OPEN THE DOORS AFTER RENOVATION?
>> SO, THERE WAS NO PLAN TO CLOSED DOORS DURING THE RENOVATION, I THINK THAT YOU ALWAYS WANT TO OPEN CLEAN WITH A NEW SCHOOL YEAR, I DON'T KNOW IF THAT'S FEASIBLE, BUT, A BIG COMPONENT OF THE ADDITION TO THE BUILDING WILL BE BUILT WHILE THE BUILDING'S OPEN ON THE REAR OF THE SITE, THE WAY THAT I UNDERSTAND IT. SO, I WOULD TELL YOU, I DON'T THINK WE'RE ON THE SAME TIME SCHEDULE BUT I THINK THAT WE'LL KNOW MORE AS WE
PROGRESS A LITTLE BIT. >> SO, THE NEXT PHASE, THERE'S
AN RPF OUT RIGHT NOW? >> IT'S ALREADY GONE OUT AND WE CONDUCTED INTERVIEWS AND EVALUATED BACK IN DECEMBER.
[01:00:03]
>> OKAY. DO WE NEED APPROVAL FOR THAT, NOW, I MEAN, ARE WE READY TO MOVE FORWARD WITH ANYTHING, OR IS THERE STILL INFORMATION GATHER TO BRING WITH US?
>> I DON'T HAVE ANY DOCUMENTATION FOR YOU TO APPROVE AT THIS POINT, CMC IS SOMETHING THAT'S ONLY BEEN LEGAL FOR SCHOOL CORPORATIONS SINCE 2017, I ALWAYS SAY, WE'RE ALL LEARNING AS WE GO. I NEEDED TO MAKE SURE THAT I CAN EVEN HAVE THE BOARD AWARD THAT BEFORE WE WENT THROUGH THE PROJECT HEARING PROCESS BECAUSE OF THE AMOUNT OF THE PROJECT. SO, I JUST FOUND THAT OUT AT 4:00 P.M. TODAY, CONFIRMED THAT WE COULD IN FACT DO THAT. SO, THAT'S WHY IT ISN'T BEFORE YOU YET. BUT, WE'LL BRING IT UP IN DETAIL NEXT WEEK AT THE FACILITIES COMMITTEE MEETING AND FOLLOWUP ON THE 22ND BOARD MEETING.
>> A AND THAT'S CONSTRUCTION AND THE BOND TIMELINE.
>> THANK YOU, SO MUCH. >> YOUR WELCOME. THANK YOU.
>> BOARD PRESIDENT: ALL RIGHT. THANK YOU. MOVING ONTO ITEM 5.03, TECHNOLOGY 10-YEAR PLAN UPDATE. MR. LAKE.
>> GOOD EVEN LING, MADAM PRESIDENT, DR. STOKES, BOARD MEMBERS, I, MR. TOM COONS THE DIRECTOR OF INFRASTRUCTURE TECHNOLOGY. WE'VE PUT TOGETHER A TECHNOLOGY 10-YEAR PLAN UPDATE AND WE WILL BE PRESENTING IT THIS EVENING. AS THE DISTRICT HAS GROWN OVER THE YEARS, HSE TECHNOLOGY HAS BUILT A SCALEABLE AND ROBUST NETWORK TO SUPPORT DEVICES PROVIDING CONNECTIVITY.
CURRENTLY, HSE TECHNOLOGY SUPPORTS ALL DEPARTMENTS WHICH INCLUDES 36,000 DEVICES THAT INCLUDE SERVERS, PROJECTORS, TELEPHONES, WIRELESS ACCESS POINTS, CAMERAS AND DUEL ACCESS READERS. THE HSE TECHNOLOGY WORKS IN COLLABORATION TO MODERNIZE SOFTWARE FOR 24 BUILDINGS. MANY OF THE 36 THOUSAND DEVICES ARE ON REPLACEMENT CYCLE. MR. COONS WILL PRESENT ON THE RELATED REPLACEMENT CYCLE FOR THESE
DEVICES. >> EVERYDAY THROUGHOUT THE DISTRICT WE HAVE OVER 30 THOUSAND DEVICE THAT IS CONNECT TO OUR NETWORK INFRASTRUCTURE I'M HAPPY TO REPORT OUR INFRASTRUCTURE IS RELIABLE, BUT, WHAT DOES THAT LOOK LIKE THREE OR FIVE YEARS FROM NOW, AS TECHNOLOGY CONTINUES TO EXPAND THROUGHOUT THE DISTRICT. IN ANTICIPATION OF THAT, WE HAVE A 10-YEAR PLAN IN PLACE, WITH THAT PLAN FOCUSSING ON REPLACEMENT CYCLES FOR TECHNOLOGY INFRASTRUCTURE COMPONENTS. THIS 10-YEAR PLAN IS BASED ON ANTICIPATED NEED, AS WELL AS, RESEARCH OF NEW TECHNOLOGIES. BY FAR, THE MOST VISIBLE COMPONENT TO OUR TECHNOLOGY INFRASTRUCTURE ARE END DEVICES.
LAPTOPS AND A NUMBER OF DESK TOPS THROUGHOUT THE DISTRICT FOR COMPUTER LABS AND SUPPORT POSITIONS. WE HAVE REPLACEMENT PLAN IN PLACE FOR ALL OF THESE DEVICES. THE DISTRICT WILL BE WORKING ON REPLACING LAPTOPS FOR HIGH SCHOOL TEACHERS AND A REFRESH FOR IPADS IN STUDENTS IN GRADES 5-8. IN THE COMING MONTHS WE WILL REFRESH DESK TOPS FOR YOUR HIGH SCHOOLS. AS YOU CAN IMAGINE, IT TAKE AS VERY ROBUST AND SCALEABLE NETWORK INFRASTRUCTURE TO ACCOMMODATE ALL OF THESE DEVICES. WE HAVE REPLACEMENT CYCLES IN PLACE FOR WIRELESS ACCESS INFRASTRUCTURE, AS WELL AS OUR HARDWARE AND ROUTERS, THIS YEAR WE HAVE PLANS TO UPGRADE ALL OF OUR WIRELESS ACCESS POINTS IN ALL OF OUR ELEMENTARY BUILDINGS AS WELL AS REPLACING NETWORK SWITCHES AND ROUTERS AT OUR (INDISCERNIBLE) FACILITIES.
LOOKING AT OUR SERVER ENVIRONMENT, REAL QUICK, WE HAVE ABOUT 60 SERVERS DISTRICT-WIDE THAT SUPPORT VARIOUS APPLICATIONS AND RESOURCES. THIS YEAR, WE WILL BE REPLACING SERVERS THAT ARE USED FOR OUR DISTRICT BACKUP APPLICATION, E-MAIL ARCHIVAL, AS WELL AS TO SUPPORT OUR COMPUTER SYSTEM. TO DIVE DEEPER INTO THE SECURITY CAMERAS, THERE HAVE BEEN SIGNIFICANT EMPHASIS ON ENHANCING THE SECURITY CAMERAS, WE HAVE 15 HUNDRED SECURITY CAMERAS, DISTRICT-WIDE. WE HAVE
[01:05:03]
1 HUNDRED PLANNED FOR INSTALLATION THIS YEAR ALONE WITH 31 INSTALLED IN THE PAST MONTH. TO BRIEFLY COVER COPY/PRINT, COPIERS AND PRINTERS DO FALL UNDER THE UMBRELLA OF TECHNOLOGY AS WELL. WE HAVE TO EVALUATE THOSE ON A YEARLY BASIS AND WE'LL WORK TO UPDATE COPIERS TO KEEP OUR FLEET CURRENT.REGARDING PRINTERS, WE HAVE TRADITIONAL, SMALL, DESK TOP PRINTERS THROUGHOUT THE DISTRICT. IT'S MUCH MORE COST-EFFICIENT AND THE PRINT JOBS GO QUICKER THROUGH A LARGE COPIER. WE WILL CONTINUE TO EVALUATE THOSE ON AN AS-NEEDED BASIS. I WANT TO TOUCH ON THE AUDIO VISUAL RELATED. WE HAVE PROJECTION SERVICE IN ALL OF OUR CLASSROOMS THROUGHOUT THE DISTRICT AS WELL AS OUR LARGE AREAS, THINK GYMS, CAFETERIAS.
THERE'S NOT ANYTHING CURRENTLY ON THE MARKET THAT WOULD ENHANCE OUR ENVIRONMENT. WE DO, A LOT OF PREVENTIVE MAINTENANCE TO ENSURE THAT OUR PROJECTORS STAY RELIABLE. THAT IS VERY QUICK VIEW OF OUR TECHNOLOGY INFRASTRUCTURE. THE DUE DILIGENCE WE DO TO ENSURE THAT OUR TECHNOLOGY IS RELIABLE.
>> WHEN YOU TALK ABOUT THE TECHNOLOGY PROGRAM FOR THE DISTRICT, DOES THAT ALSO INCLUDE, LIKE, ANYTHING EXTERIOR, LIKE, ANYTHING LIKE IN THE OTHER BUILDINGS THAT WE USE OR SERVICE, LET'S TAKE, THE AGRICULTURE AREA OR, YOU KNOW,
LIKE OTHER AREAS. >> OR THE ACADEMY?
>> YES. TO SOME EXTENT, IT DOES, FOR EXAMPLE, WE HAVE A CORPORATE WI-FI NETWORK AVAILABLE THERE AND WE HAVE PROVIDED IPADS FOR STUDENT USE. FOR THE AGRICULTURE PARK, THAT'S LIMITED. WE HAVE A PROJECTOR SET UP THERE FOR CLASSROOM INSTRUCTION. AND, CONNER PRAIRIE HAS WI-FI ACCESS FROM
OUR CORPORATE NETWORK. >> CAN YOU SPEAK TO ANY OF THE CYBER SECURITY PROTOCOLS IN PLACE AND HOW THAT APPLY TOSS
THIS AS WELL? >> I CAN. SO, ABOUT 18 MONTHS AGO, WE UPGRADED OUR DISTRICT FIRE WALL THAT USES THE MOST RECENT, UM, SECURITY PROCESSES, PACT INSPECTION AND THOSE TYPES OF THINGS. OBVIOUSLY, WE USE ANTIVIRUS IN THOSE SOFTWARE PROGRAMS TO LIMIT ANY POTENTIAL MALICIOUS TRAFFIC. FROM THE USER PERSPECTIVE, WE INSTALLED TWO-FACTOR AUTHENTICATION. AT THE SAME TIME, WE LIMIT EMAILS THAT CONTAINS PERSONALLY IDENTIFIABLE INFORMATION FROM BEING SENT. SO, THOSE ARE EXAMPLES OF A NUMBER OF THINGS THAT WE DO TO TRY AND LIMIT ANY
POTENTIAL MALICIOUS CORPORATION. >> WITH THAT, DO YOU EXAM ANY APPS THAT ARE CURRENTLY UTILIZE THAT CAN POTENTIALLY COME THROUGH THOSE APPLICATIONS TO HIT OUR FIRE WALLS? FOR EXAMPLE, SOME OF THE ISSUE THAT IS I'VE RESEARCHED JUST EVEN IN A PAST JOB, SOME OF THE ISSUES IN HIGHER EDUCATION CAME THROUGH ADOBE, AND WHERE THEY HAD BREECHES IN THEIR SYSTEMS THROUGH FREE APPS LIKE ADOBE FOR STUDENTS. WITH THAT, I'M QUESTIONING THE SECURITY ASPECT OF THE DIFFERENT APPS THAT THE DISTRICT USES ACROSS, WHETHER FOR EDUCATIONAL PURPOSES OR
OTHERWISE >> SOMETIMES YOU HAVE TO WAIT FOR A PATCH TO COME OUT. THAT SAME CONCEPT, THOUGH, JEFF, I DON'T KNOW IF YOU COULD ELABORATE ON HOW THE APP PROCESS IS DETERMINED, WE DO UTILIZE FREE APPS IN TERMS OF HOW THOSE ARE VETTED FROM THE CURRICULUM PERSPECTIVE.
>> FROM THE IPADS THAT ARE OUR'S, THE RENTAL IPADS AND LAPTOPS, WE CONTROL WHAT THEY HAVE ACCESS TO AND WHAT THEY CAN INSTALL. SO, IFS A PROGRAM THEY NEED, WE PROVIDE IT DIRECTLY INSTALLED FOR THEM OR IT'S IN A PORTAL FOR THEM TO DOWNLOAD, SO, IT PREVENTS THEM FROM GOING OUT THERE AND SEARCHING FOR ADOBE
READER THAT HAS MALWARE ON IT. >> THE OTHER THING I WANTED TO
[01:10:04]
ASK ABOUT IS TIKTOK, WE'RE SEEING CORPORATIONS AND EDUCATIONAL INSTITUTIONS INCLUDING THE STATE ARE NOT ALLOWING IT ON ANY DEVICES, IS THAT SOMETHING THAT HSE ISLOOKING AT? >> WELL, THERE'S COMPLEXITY WITH THAT. WE CERTAINLY TO NOT ALLOW IT IN OUR DEVICES, KEEP IN MIND, WE'RE A HYBRID ENVIRONMENT, WE ALLOW KIDS TO BRING IN THEIR OWN DEVICES, AND FULL TRANSPARENCY, THAT'S A CHALLENGING RISK FOR US. FROM OUR DEVICES WE CAN LIMIT APPLICATIONS BEING INSTALLED AND BLOCK ACCESS TO THE SITE, FOR SURE, BUT, AGAIN, FOR DEVICES BROUGHT INTO THE NETWORK WHICH ARE PERSONALLY OWNED, THAT'S CUMBERSOME FOR US TO ADDRESS.
>> BUT, WE BLOCK TIKTOK, RIGHT? >> CORRECT. THAT IS CORRECT.
VERY GOOD QUESTIONS. I APPRECIATE THEM.
>> ONE OTHER QUESTION AND FROM AN INSURANCE PERSPECTIVE, I KNOW THAT CYBER SECURITY IS A STAND-ALONE PRODUCT USUALLY THAT'S EXCLUDED IN MOST OF YOUR CURRENT POLICIES. WE HAVE THAT IN PLACE. IS IT REGULARLY UPDATED? DO WE FEEL COMFORTABLE WITH THE LIMITS AND THE COVERAGES AND THAT?
>> I CAN SPEAK TO THAT IF YOU WOULD LIKE.
>> WE ACTUALLY ENHANCED THE COVERAGE THIS YEAR, MR. ORR, SO, WE CARRY A MILLION DOLLAR RIDER, SORRY. WE CARRY A MILLION DOLLAR RIDER BECAUSE, YOU'RE RIGHT, IT IS EXCLUDED. WE DO CARRY THAT AND ADDED EPIDEMIC CHANCE THE COVERAGE ADD DOUBLED THAT TO $2 MILLION THIS YEAR FOR A NOMINAL FEE. WE ADDED ANOTHER
MILLION DOLLAR IN COVERAGE. >> FANTASTIC. THANK YOU.
>> AGAIN, WITH RESPECT TO THAT POLICY, THERE ARE CERTAIN TECHNICAL CAVEATS THAT WE HAVE TO FOLLOW AND WE DO ADHERE TO
ALL OF THOSE REQUIREMENTS. >> BOARD PRESIDENT: ANY
[6. Action Items (Part 2 of 2)]
FURTHER QUESTIONS? >> THANK YOU. APPRECIATE IT.
>> THANK YOU. >> MOVE TO GO INFORMATION ITEM
5.04 ON PANORAMA. >> GOOD EVENING, MADAM PRESIDENT, DR. STOKES, BOARD OF SCHOOL TRUSTEES, WE'RE SHARING INFORMATION REGARDING THE PANORAMA SURVEY, I'M DANIEL FEATHERS THOMPSON, MICHELLE AND BRAD. WE'RE STARTING WITH A BACKGROUND OF OUR PANORAMA SURVEY. WE ADMINISTERED OUR FIRST SURVEY IN THE SPRING OF 2019 AND THERE AFTER WE ADMINISTER IT TWICE A YEAR DURING THE SCHOOL YEAR, SO, A FALL AND A SPRING ADMINISTRATION. THE ADMINISTRATION TAKES ANYWHERE FROM BETWEEN 10-22 MINUTES TO COMPLETE. WE ADMINISTER IT DURING OUR PATHWAYS TIMES IN THE HIGH SCHOOL, AND SNACK TIME AT OUR ELEMENTARIES. SO, THOSE ARE THE TIME THAT IS WE ADMINISTER IT. LESS THAN 5% OF OUR STUDENTS HAVE OPT THE OUT AND THE RESPONSE RATE FOR THE 2022
SURVEYS WAS 80%. >> THANK YOU. UM, I'M PRIMARILY RESPONSIBLE FOR THE LOGISTICAL ASPECT OF THE FACILITATION OF THE PANORAMA SURVEY, SO, I'LL DISCUSS THE FINER DETAILS OF WHEN WE'RE GIVING THE SURVEY AND HOW WE'RE GIVING IT. SO, THE SURVEY WINDOW IN THE SPRING WILL RUN FROM MARCH 20TH TO MARCH 30TH. THAT TIME WAS SPECIFICALLY CHOSEN TO AVOID CONFLICTS WITH OTHER TESTING. UM, THE OPT-OUT WINDOW ENDS MARCH 16TH IN ORDER TO GIVE US TIME TO PROCESS OUR ROSTERS TO ENSURE THAT WE HAVE ALL OF THE STUDENTS INCLUDED AND THE OPT-OUTS ARE HONORED ON THE ROSTERS. ALL STUDENTS, EXCLUDING THOSE WHO OPT-OUT, OF COURSE, IN GRADES K-12 RECEIVE A SURVEY. AND, UM, THEY RECEIVE SURVEYS IN TWO SPECIFIC AREAS.
SO, OUR K-2 STUDENTS RECEIVE ONE SORT OF STREAMLINE SURVEY WHICH IS DEVELOPMENTALLY APPROPRIATE AND OUR 3RD-12TH GRADERS RECEIVE TWO INDIVIDUAL SURVEYS, ONE ON SOCIAL EMOTIONAL LEARNING COMPETENCIES, WHICH ARE THINGS LIKE EMOTIONAL REGULATION AND GRIT AND SCHOOL SUPPORTS AND ENVIRONMENT, WHICH ARE THINGS LIKE SCHOOL SAFETY, SENSE OF BELONGING. UM, AND, IF YOU'RE
[01:15:02]
CURIOUS, OR WANT TO DIG DEEPER ON THE QUESTIONS THAT ARE ASKED ON THE PANORAMA SURVEY, UM, ALL OF THOSE, WE'VE MADE ALL OF THE QUESTIONS AVAILABLE ON OUR WEBSITE. AND, I THINK THAT WE ACTUALLY MAY HAVE JUST SORT OF A PREVIEW OF THAT SO THAT YOU KNOW WHAT TO LOOK FOR. SO, FROM THE MAIN PAGE OF THE WEB SIDE, YOU'LL CHOOSE THE HAPPENINGS TAB CURRENTLY HIGHLIGHTED IN BLUE AND GO TO SURVEYS. AND ON THIS PHAGE AS WE SCROLL DOWN YOU COULD SEE THERE ARE FREQUENTLY ASKED QUESTIONS. WE DID A PARENT SESSION A FEW YEARS AGO REGARDING THE PANORAMA SURVEY.THIS IS WHERE YOU'LL SEE LINKS TO VIEW THE QUESTIONS. AND IT'S ALL DIFFERENT GRADE APPROPRIATE VERSIONS. AND, THEN, INFORMATION ABOUT WHEN THE SURVEYS WILL TAKE PLACE AND WHAT THE RESULTS OR WHEN THE RESULTS WILL BE SHARED AS WELL AS PRIVACY INFORMATION. AND WITH THAT BEING SAID, I'M GOING TO MOVE TO SORT OF HOW WE USE THE SURVEY.
>> SO, UM, SCHOOLS USE THE INFORMATION AND THE DATA FROM THE SURVEY FOR OUR SCHOOL IMPROVEMENT PLANS. THE DATA HELPS INFORM OUR GOALS THAT INDIVIDUAL BUILDINGS ARE FORMULATING WITH THEIR SCHOOL IMPROVEMENT TEAMS TO ADDRESS THE NEEDS OF THEIR BUILDINGS, IT ADDRESSES THE CLIMATE AND CULTURE, IT ADDRESSES THE SENSE OF BELONGING, AS WELL AS YOU KNOW, SOME OF THOSE ACADEMIC COMPONENTS OF, YOU KNOW, IF A STUDENT DOESN'T FEEL SAFE THEN THEY'RE NOT REALLY GOING TO PERFORM ACADEMICALLY IN THE CLASSROOM. SO, PRINCIPALS AND THEIR TEAMS WORK TOGETHER TO DEVELOP, UM, GOALS, ACTIONABLE ITEMS, BENCH MARKS FROM THAT INFORMATION THAT IS GLEANED FROM THE SURVEYS IN ORDER TO FORMULATE THEIR GOALS FOR THEIR SCHOOL IMPROVEMENT PLANS AND TO HELP, UM, WITH THE DAY-TO-DAY OPERATIONS WITHIN THE BUILDING AS WELL AS DURING THEIR TIME AT THE JUNIOR HIGH SCHOOL LEVELS, THE INTERVENTION TIMES DURING THE HIGH SCHOOLS WHICH WOULD BE THE PATHWAY TIMES. SO, A LOT OF THAT INFORMATION IS SHARED ACROSS, UM, THAT TIME TO SUPPORT STUDENTS AT THE SECONDARY LEVEL. A LOT OF THIS INFORMATION THAT COMES FROM THE SURVEYS, UM, SUPPORTS THE EMPLOYABILITY SKILLS THAT OUR HIGH SCHOOL STUDENTS HAVE TO, UM, NOT NECESSARILY MASTER, BUT, UM, EXECUTE IN A SCHOOL ENVIRONMENT.
SO, UM, AT THE SCHOOL LEVEL THAT'S HOW THOSE ARE USED. AT THE DISTRICT LEVEL, WE USE THAT DATA TO INFORM PROGRAMMING, INTERVENTIONS, UM, IT HELPS US TO DETERMINE WHAT BUILDINGS NEED, AT WHICH LEVEL OF SUPPORT THAT THEY NEED SPECIFIC THINGS AND IT HELPS US TO ASSESS WHAT WE'RE GOING AS FAR AS IMPLEMENTATION OF CURRICULUM, ADDITIONAL PROGRAMMING, RESOURCES ALL OF THOSE THINGS THAT WE USE TO FUNCTION AS A
SCHOOL DISTRICT. >> I'LL JUST ADD A LITTLE BIT TO SOME OF THE DISTRICT-LEVEL WORK. SO, PART OF MY ROLE WITH PANORAMA IS OVERSEEING THE SOCIAL EMOTIONAL LEARNING WORK.
AND WE USE THE SOCIAL EMOTIONAL LEARNING WORK TO HELP IDENTIFY WETHER OR NOT WE'RE MAKING PROGRESS. WE DIDN'T TALK ABOUT THIS SECTION OF PANORAMA, BUT WE ALSO HAVE A TEACHER SURVEY THAT WE USE. AND WE ASK OUR TEACHERS EVERY YEAR TO GIVE US FEEDBACK ON THE CONTENT AND THE FOCUS OF THE LESSONS AND WE USE THAT OVER THE SUMMER TO MAKE SHIFTS TO THE SCOPE AND SEQUENCE. FOR EXAMPLE, THIS LAST YEAR, UM, SOME OF OUR CURRICULUM SHIFTED AND WE STARTED, WE DID NOT START WITH THE LESSONS ABOUT SKILLS WITH LEARNING FOR ELEMENTARY STUDENTS BECAUSE THE CONTENT SHIFTED AND IT WAS MORE ABOUT SETTING GOALS AND MINDSETS. SO, OUR TEACHERS MISSED THE GOALS FOR LEARNING LESSONS, SO WE PUT THAT BACK IN. WE USE THAT EVERY SUMMER TO GAIN FEEDBACK FROM OUR
TEACHERS. >> I UNDERSTAND THAT WE HAD A DISTRICT ANALYTICS COMMITTEE THAT DID IT GATHERING OF INFORMATION. HOW DID THE GATHERING OF INFORMATION FOR STUDENTS, WHAT WAS UTILIZED BEFORE THE PANORAMA SURVEY?
>> YES, THERE WAS A DISTRICT ANALYTICS COMMITTEE FOR I THINK
[01:20:04]
IT WAS TWO YEARS AND THAT GROUP WAS TASKED WITH LOOKING AT HOW DO WE ASSESS THE WHOLE CHILD? HOW DO WE LOOK AT, STUDENTS ARE MORE THAN A TEST SCORE, AND WE DIDN'T HAVE A LOT OF WAYS TO DO THAT. PRIOR TO THAT, STUDENTS ALREADY COLLECTED DATA AROUND CULTURE AND CLIMATE. BACK TO THE SLIDE I TALKED ABOUT, THE SCHOOL LEVEL. SCHOOLS ARE REQUIRED TO HAVE CLIMATE AND CULTURE DATA IDENTIFIED IN THEIR SCHOOL IMPROVEMENT PLANS AND SO, A LOT OF OUR BUILDINGS WERE USING THEIR OWN TOOLS FOR THAT AND WE DIDN'T HAVE A SYSTEMATTIC APPROACH.>> AFTER THAT WAS DEVELOPED, WAS IT THE LILY GRANT THAT BROUGHT PANORAMA HERE, IS THAT WHAT PAID FOR IT INITIALLY?
>> IT WAS THE ANALYTICS TEAM AND THE LILY WORK HAVING THE COMPREHENSIVE SCHOOL IT MODEL WHICH WAS A REQUIREMENT WHICH IS WHERE YOU NEED TO INFORM YOUR COUNSELLING WORK WITH DATA. SO, WE USED A SURVEY THE FIRST YEAR OF THE GRANT THAT WAS REALLY HARD TO SEGREGATE THE DATA AND THE BUILDINGS WERE HAVING A HARD TIME LOOKING AT IT, SO, WE MOVED TO PANORAMA OUR SECOND YEAR.
>> SO, THE FUNDING NOW COMES THROUGH OUR DISTRICT BUDGET OR IS IT PART OF A REFERENDUM RIGHT NOW, ARE YOU AWARE, CURRENTLY?
>> WE FUNDED A YEAR AGO WHEN THE CONTRACT WAS RENEWED, IT WAS
FROM OUR OPERATION'S FUND. >> NOT THE REFERENDUM?
>> CORRECT. >> IT CAME FROM THE OPERATION'S
>> THANK YOU. GOING FORWARD IF WE WERE TO RENEW OR STAY WITH THE PROGRAM, IT WILL CONTINUOUSLY COME OUT OF THE
OPERATION'S FUND? >> NO. NOT NECESSARILY.
BECAUSE, WE'RE GOING TO HAVE TO REORGANIZE SOME ACCOUNT IT IS IN
>> SO, IT COULD BECOME AN EDUCATION FUND EXPENSE.
TECHNICALLY, IT CAN BE PAID FROM ANY OF OUR THREE OPERATIONAL
FUNDS. >> AND ANOTHER THING THAT CAUGHT MY ATTENTION IN THIS PRESENTATION, AND I THINK I'VE HEARD IT SEVERAL TIMES, SO, YOU KNOW, WE TALK ABOUT THE IMPROVEMENT PLANS, BUT, AT THE SAME TIME WE CONSTANTLY HEAR FROM WHETHER IT'S THE PUBLIC OR OTHER PEOPLE THAT MENTION CONFIDENTIALITY. IF THE INFORMATION IS SUPPOSED TO BE CONFIDENTIAL, WHAT ARE THE TAGS THAT WE USE. DOES EACH SCHOOL TAG LIKE, THIS IS BROOKSVILLE ELEMENTARY, YET, WE'RE NOT
TAGGING A SPECIFIC STUDENT? >> I'M HAPPY TO SPEAK TO THAT.
SO, AFTER THE SURVEY IS COMPLETED, PANORAMA TAKES THE DATA AND AGGREGATE IT SO THAT IT'S VIEWABLE BY STAFF AT SCHOOLS. SO, WE AGGREGATE IT BROADLY ACROSS THE SCHOOL. SO, IF I'M A STUDENT AT BOOKS SCHOOL ELEMENTARY, AND I MENTION A QUESTION IN THE EMOTION REGULATION CATEGORY ONE WAY, THAT CONTRIBUTES TO THE OVER ALL PERCENTAGE OF FAVORABILITY.
IT'S ANSWERING A FOUR OUT OF 5. >> SO, IS THE STUDENT'S ID
NUMBER ATTACHED TO THAT? >> IT IS NOT ATTACHED IN THE PORTAL. IT IS ASSOCIATE WOULD THAT ANSWER, BUT, WE DON'T HAVE ACCESS TO THAT, PANORAMA DOESN'T GIVE PEOPLE ACCESS TO THAT, AND
IT'S NOT VIEWABLE IN THE PORTAL. >> SO, AGAIN, I'M GOING TO BE THIS DEVIL'S ADVOCATE THEN, WHO IS SEEING IT, IF YOU'RE SAYING NOBODY'S SEEING IT, THEN WHO IS SEEING IT? THE TEACHERS, THE ADMIN TEAM? I MEAN, WHO IS SEEING THE DATA.
>> A LIMITED NUMBER OF PEOPLE HAVE ACCESS TO STUDENT-LEVEL REPORTS, GUIDANCE COUNSELORS, PRINCIPALS, WHAT HAVE YOU. WE DON'T REALLY USE THE STUDENT-LEVEL REPORTS FOR A LOT OF THE WORK THAT WE'RE DOING. BUT, EVEN WHEN YOU VIEW THE STUDENT-LEVEL REPORTS, INDIVIDUAL ANSWERS ARE NOT ATTRIBUTABLE TO A STUDENT. SO, IF I'M A STUDENT THAT ANSWERED THREE QUESTIONS IN EMOTION REGULATION, AVERAGING ARE FAVORABILITY OF FOUR OUT OF FIVE, I JUST SEE THAT THE SORT OF AGGREGATED SCORE IN THE EMOTION REGULATION CATEGORY IS FOUR. IT'S NOT SHOWN THAT I ANSWERED A PARTICULAR QUESTION A
CERTAIN WAY. >> I'LL FOLLOW UP WITH THAT, DOES IT SAY "JOEY SMITH ANSWERED THAT WAY?" OR OPPORTUNITY 1, 2,
3, 4, 5 ANSWERED THAT WAY. >> THOSE INDIVIDUAL REPORTS ARE ATTRIBUTABLE TO A STUDENT'S NAME.
>> WHAT OTHER QUESTIONS DO YOU USE OUTSIDE OF PANORAMA AS WE
[01:25:02]
LOOK AT THE WHOLE CHILD PHILOSOPHY OR IS THIS THE ONLY TOOL, CAN YOU SPEAK OH OTHER TOOLS?>> WE TRY TO AVOID THAT. UM, WE KNOW THAT STUDENTS GET REALLY TIRED OF LOTS OF SURVEYS AND SO, WHEN IT COMES TO DISTRICT-LEVEL
SURVEYING, THIS IS ALL WE USE. >> IF YOU COULD CLARIFY THAT THE SCHOOL IMPROVEMENT PLAN IS REQUIRED BY IDOE, AND THAT, MAY BE, YOU DON'T SET WHAT'S, YOU KNOW, WE CHOOSE WHAT GOES IN IT, BUT NOT NECESSARILY, THE CATEGORIES.
>> SO, YES, EVERY SCHOOL IS REQUIRED TO CREATE A SCHOOL IMPROVEMENT PLAN BASED OFF OF THE DATA THAT WE PULL ACADEMIC AS WELL AS THE CLIMATE AND CULTURE, SO, THE PANORAMA SURVEY IS CITED SEVERAL TIMES IN MANY OF OUR SCHOOL IMPROVEMENT PLANS AND IT IS PART OF THAT DOE REQUIREMENT.
>> MADAM PRESIDENT I WOULD LIKE TO MOVE THAT WE MOVE INFORMATION
ITEM 5.04 TO AN ACTION ITEM. >> BOARD PRESIDENT: IS THERE
>> BOARD PRESIDENT: WE HAVE A LAWYER HERE, RIGHT? ARE WE ABLE TO CONFER IF THIS IS IF WE CAN MOVE INFORMATION TO ACTION?
>> YEAH, I THINK JUST A SIMPLE MAJORITY VOTE AND A MOTION. WE HAVE A MOTION ON THE TABLE AND IT'S BEEN SECONDED, RIGHT? SO, I THINK YOU CALL THE VOTE TO BE SURE THAT YOU HAVE THE MAJORITY OF VOTES. AND TAKE THE ITEM AS YOU WOULD. ALL RIGHT. SEEING THAT IS THE LAST ITEM IN INFORMATION ITEM WE'LL BUMP THIS DOWN TO ACTION ITEMS AND CONTINUE THIS.
>> BEFORE DOING THAT, CAN YOU TAKE A VOTE ON MOVING THAT TO AN
ACTION ITEM. >> BOARD PRESIDENT: UNDERSTOOD. SO, MOVING TO A VOTE TO MOVE TO AN ACTION ITEM.
WE'LL TAKE IT BY INDIVIDUAL BOARD MEMBER.
>> SO, I'M GOING TO HAVE TIFFANY PASCOE COLLECT VOTES,
PLEASE. >> CALLING FOR A VOTE.
>> SARAH SARAH DONSBACH? >> NO.
>> TIFFANY PASCOE? YES. >> MOTION IS MOVED TO AN ACTION ITEM. SO, PANORAMA IS NOW MOVING TO AN ACTION ITEM ON THE
AGENDA. >> MADAM, PRESIDENT, MAY I MAKE
A MOTION ON PANORAMA. >> BOARD PRESIDENT: SO, MOTION BY SUZANNE, DO I HAVE A SECOND?
>> BOARD PRESIDENT: YES, YOU MAY MAKE A MOTION.
>> I MOVE THAT, UM, I MOVE WELL, WE ALREADY DID IT FOR, I MOVE TO DISCONTINUE USE OF ALL PANORAMA EDUCATION SERVICES, SERVICES, PLATFORM AND RELATED ACTIVITIES EFFECTIVE IMMEDIATELY LEGAL TO REVIEW TERMINATION PROCESS AND HSE TO CREATE INTERNAL SERVICE TOSS MEET STATE REQUIREMENTS.
>> I SECOND. >> HAVE WE ALREADY PAID FOR THIS? WE'RE GOING TO DISCONTINUE AND JUST WASTE
MONEY. >> HOLD ON, QUICKLY, JUST TO BE SURE THAT I HAVE CLARITY. WE HAVE A MOTION ON THE TABLE, WHO
MADE THAT MOTION? >> SUZANNE THOMAS.
>> AND IT WAS SECONDED? >> BOARD PRESIDENT: YES IT
WAS SECONDED. >> CAN YOU OPEN UP FOR
DISCUSSION? >> BOARD PRESIDENT: OPENING
IT UP FOR DISCUSSION. >> BACK TO MY QUESTION, HAVE WE
ALREADY PAID FOR THIS? >> YES. THE BOARD VOTED LAST FEBRUARY VOTED TO APPROVE 2.5 YEAR CONTRACT.
>> SO, WE WOULD BE EXITING OUT OF A CONTRACT THAT WE'VE ALREADY
PAID FOR? >> YES, MA'AM. I CONTACTED OUR LEGAL, I SOUGHT LEGAL ADVICE YESTERDAY ABOUT THE CONTRACT, AND, UM, THERE'S NOTHING IN THE CONTRACT THAT WOULD ALLOW US TO RECOUP FUNDS UNLESS PANORAMA CHOSE TO DO THAT. BECAUSE, WE WOULD JUST BE BREAKING THE CONTRACT AND WE'VE PAID THAT UP
FRONT ALREADY. >> AND I BELIEVE THE MOTION WAS TO DISCONTINUE SERVICES IMMEDIATELY WHILE LEGAL REVIEWS THE TERMINATION PROCESS, IS THAT CORRECT
>> CORRECT. THE MOTION READS I MOVE TO DISCONTINUE USE OF ALL PANORAMA AS, SURVEYS, PLATFORM AND RELATED ACTIVITIES EFFECTIVE IMMEDIATELY. LEGAL TO REVIEW THE TERMINATION PROCESS, HSE TO CREATE INTERNAL SERVICE TOSS MEET STATE REQUIREMENTS.
>> SO, AM I UNDERSTANDING THAT YOU'RE MAKING A MOTION TO DISCONTINUE USE, SO, WE'VE PAID OVER $150,000 FOR A TWO AND-A-HALF YEAR AGREEMENT WHERE THE TERMINATION CLAUSE IN THE
[01:30:03]
AGREEMENT SAYS THE ONLY WAY TO TERMINATE IS IS THROUGH A BREACH WHICH PANORAMA HAS NOT DONE. SO, WE'RE GOING TO PAY $152,000 FOR SOMETHING THAT SHOULD ONLY COST US $61,000 A YEAR. SO, WE USED IT FOR A YEAR, AND SO, WE'RE PAYING $152,000 FOR ONE YEAR OF THE SERVICE AND EAT THE REST OF THAT COST? AND THEN SPEND MORE MONEY, INTERNALLY, TO, CREATE OUR OWN SURVEY THAT IS NOT BEEN VETTED, THAT HAS NOT BEEN PEER REVIEWED OR RESEARCHED AS RELIABLE IN THE DATA INSTEAD? AM I CLEAR ON THAT, AND IS THATTHE MOTION THAT WE'RE MAKING? >> I READ THE MOTION TO SAY I MOVE TO DISCONTINUE USE OF THE PANORAMA EDUCATION SERVICES, SURVEY, PLATFORM AND RELATED ACTIVITIES EFFECTIVE IMMEDIATELY. LEGAL TO REVIEW THE TERMINATION PROCESS, HSE TO CREATE INTERNAL SERVICE TOSS MEET STATE REQUIREMENTS. AND I
CALL FOR THE QUESTION. >> CALLING FOR THE VOTE. BEN
>> DR. JUANITA ALBRIGHT? >> YES.
>> DONE LAKE? I'M GOING TO SAY NO.
>> TIFFANY PASCOE: YES. >> >> BOARD PRESIDENT:
MOTION PASSES. >> BOARD PRESIDENT: MOVING TO ACTION ITEM 6.02, AWARD A TRANSPORTATION PROJECT BID TO
BRANDT CONSTRUCTION. >> GH GOOD EVENING AGAIN, TONIGHT I BRING TO YOU A PRESENTATION EXPANSION FOR ACTION ITEM. TO REVIEW THIS EXPANSION WILL HELP US BRING BACK OVER 300 BUSES BACK TO OUR PARKING LOT FOR THE SAFETY AND UM, CARE OF THOSE BUSES. IT WILL FIX THE RUTS, ADDITIONAL LIGHTING, INCREASE THE EFFICIENCY AND THE FLOW PATTERN OF OUR BUSES GETTING ONTO CUMBERLAND ROAD. IT WILL ADDRESS THE WATER FLOW PROBLEM, AND, UM, FOR FUTURE EXPANSION OF OUR EV BUSES. AS ANOTHER RECAP, BRANDT CONSTRUCTION WAS THE LOWEST BIDDER FOR THIS CONTRACT. WITH THE THREE ALTERNATIVES, THIS CONTRACT WILL BE $6,472,000. TONIGHT I WOULD LIKE TO BRING IT TO THE BOARD FOR A VOTE.
>> I HAVE A QUESTION FOR YOU, WE'VE HEARD COMMENTS TONIGHT, CAN YOU CLARIFY SOMETHING. FIRST OF ALL, WE ONLY HAVE ONE
ELECTRIC BUS, CORRECT? >> CORRECT.
>> SO, IN THESE PLANS, WE'RE DOING THE ROUGH ENDS, WE'RE NOT BUILDING FULL, BIG STATIONS IS THAT CORRECT?
>> THAT IS CORRECT. >> SO, THESE ARE JUST THE ROUGH ENDS, DO WE HAVE CURRENT PLANS CURRENTLY TO GET ANYMORE ELECTRIC BUSES, THAT'S NOT EVEN ON THE TABLE, RIGHT?
>> WE HAVE NOT EXPLORED GETTING MORE. THERE WE GO.
>> GOOD EVENING, BOARD, ZACH MCKINNEY, DIRECTOR OF TRANSPORTATION. I CAN SPEAK ON THE EV BUSES. WE KNOW THAT TECHNOLOGY IS STILL EXPANDING. WE EVEN KNOW THAT ON FIELD TRIPS, MAY BE WE CAN'T TAKE THAT. HOWEVER IN A PERSONAL VEHICLE, YOU'RE NOT DRIVING THAT TO FLORIDA ON YOUR FAMILY TRIP BUT FOR DAILY USE, YOU'LL SAVE MONEY IN FUEL FOR DRIVING AROUND ON DAILY USE. WITH THAT SAID, ON THE EV BUS, IT IS RUNNING TWELVE ROUTES AND GOING TWO FULL DAYS WITHOUT HAVING TO CHARGE IT. THERE WAS A COMMENT ABOUT THE LONGEVITY OF THE BATTERIES, WE DON'T KNOW THAT YET BECAUSE THAT TECHNOLOGY IS RELATIVELY
[01:35:03]
NEW. WE HAVE A 10 YEAR BATTERY WARRANTY ON THE BATTERIES. SO, IF THE BATTERIES START TO DEGRADE OVER TIME AND WE LOSE POWER AND EFFICIENCY OF THOSE, THEY WILL BE REPLACED AT NO COST TO THE DISTRICT. THAT SAME TECHNOLOGY IS STILL THERE, IT'S THERE IN OUR DIESEL AND IN OUR EV, WE DON'T KNOW WHAT THAT LOOKS LIKE, BUT, LOOKING AT IT FROM THE ASPECT OF EXPANDING THIS FLEET. WE'RE NOT SURE WHERE WE'RE GOING TO GO YET, BUT, WHAT I CAN TELL YOU IS THAT THE COST OF THE DIESEL IS GOING UP AND THE COST OF THE EV IS GOING DOWN. EVENTUALLY, MAY MAY SEE THAT PLATEAU, WE CAN'T PREDICT THAT, BUT WE WANT TO PREPARE FOR WHAT THAT WOULD INCREASE. FOR THE EFFICIENCY ON THE DIESEL SIDE OF IT. SO, THERE ARE SO MANY UNKNOWNS, CURRENTLY, BUT, IN MY OPINION, LET'S PLAN FOR IT, IF IT'S THE CRUTCH TO SAY, HEY, WE'RE NOT GOING EV, I DON'T KNOW IF THAT'S THE WAY TO GO. FISCALLY RIGHT NOW, NO, I'M NOT BUYING AN EV BECAUSE OF THE COST, BUT, THERE'S FUNDING THAT CAN SUBSIDIZE THAT FOR THE DISTRICT TO BRING IT LOWER.>> I KNOW, IN REAL ESTATE, I KNOW WE DON'T ALWAYS FINISH THE BASEMENT, BUT THEY BRING IN THE ROUGH ENDS. WE'RE NOT PUTTING IN THE ELECTRICIAN BUT THE ROUGH ENDS SO THAT IF IT DOES GET TO
THAT POINT TO BE PREPARED. >> WE JUST WANT TO BE PREPARED.
WE'RE NOT GOING TO TEAR UP A BRAND NEW PROJECT TO PUT IN THESE ITEMS THAT WE WANT TO EXPAND THAT FLEET.
>> THANK YOU. I APPRECIATE THAT.
>> AND IF THE BOARD DIDN'T APPROVE FUTURE EV BUSES THAT CONDUIT CAN STILL BE USED TO ADDRESS MORE CAMERAS, AND WE CAN PULL DIFFERENT DATA LINE THROUGH THERE TO THE BRANCHES OF THE
PARKING LOT. >> THANK YOU. I MOVE TO APPROVE THE REQUEST TO AWARD THE CONTRACT FOR THE EXPANSION OF THE TRANSPORTATION CENTER PARKING LOT TO BRANDT
CONSTRUCTION INC. AS PRESENTED. >> BOARD PRESIDENT: IS THERE
>> ALL RIGHT. SINCE WE HAVE ALREADY OPENED UP FOR DISCUSSION. IS THERE ANY OTHER DISCUSSION OR COMMENT ON THIS? ALL RIGHT. CALL FOR A VOTE. TIFFANY, CALL FOR A VOTE.
>> DR. JUANITA ALBRIGHT? >> YES.
>> MOTION PASSES. >> THANK YOU.
>> MOVE TO GO ITEM 6.03, REQUEST BOARD PERMISSION TO ISSUE AN RFP OR ADDITIONAL SOLAR ARRAYS.
>> GOOD EVENING BOARD. IN 2022, THE DISTRICT USED 37,000 LESS KILOWATT HOURS THAN WE USED IN 2021. BUT, THE DISTRICT PAID OVER $800,000 MORE. DUE TO INCREASED RATES AND WE ARE PAYING IT. IN 2019, BECAUSE, WE WERE SEEING RATES INCREASE, THE BOARD APPROVED 4,800 SOLAR PANELS TO BE INSTALLED AT SAND CREEK ELEMENTARY, SAND CREEK INTERMEDIATE AND JUNIOR HIGH.
BEFORE GOING SOLAR, THOSE THREE SCHOOLS USED 3.2 MILLION KILOWATT HOURS, AT TODAY'S RATE THAT COSTS THE DISTRICT $421,000. WITH SOLAR, THAT ONLY COST THE DISTRICT $66,000. THE SOLAR PANELS IMPROVED TO SAVE MONEY AND ADDITIONALLY, WHEN PURCHASED THESE THEY WERE COMING OUT OF A DIFFERENT FUND. YOU'RE NOT GOING TO HAVE THAT UTILITY BILL ANYMORE, SO, IT'S SHIFTING THAT COST CENTER. TONIGHT I'M ASKING FOR PERMISSION TO ISSUE A REQUEST FOR PROPOSAL TO SEE IF IT'S FISCALLY RESPONSIBLE TO ADD ADDITIONAL SOLAR RAYS. NO WORK CAN BE SCOMPLEETECOMPLETED. I' PERMISSION TO ISSUE THE RFP TO GET INFORMATION AND I'LL BE BACK TO THE BOARD TO MAKE A RECOMMENDATION IF IT'S FISCALLY
RESPONSIBLE. >> CAN YOU STATE HOW MANY SCHOOLS ARE CURRENTLY WITH THE SOLAR PANELS? DO WE HAVE FOUR? J WE HAVE THREE. SAND CREEK ELEMENTARY, SAND CREEK INTERMEDIATE AND HAMILTON SOUTHEASTERN JUNIOR HIGH. THE
HITCH. >> FROM THE START OF THE IMPEL MNTATION OF THAT, YOU'RE SAYING THAT YOU ARE SEEING A HUGE
IMPROVEMENT IN COST? >> A HUGE IMPROVEMENT IN COST.
SORRY, I HAVE TO FLIP THROUGH MY NOTES. LOOKING BACK, THE ARRAYS WERE TURNED ON SEPTEMBER 2019. AND THE ARRAYS HAVE HELPED
[01:40:01]
OFFSET APPROXIMATELY $890,000. >> AND IT'S JUST FOR THOSE SCHOOLS OR DOES THAT COVER, DOES THAT GO, BECAUSE, I'M NOT A WIZARD WHEN IT COMES TO SOLAR PANELS BUT I UNDERSTAND IT TRAIL TOSS OTHER BUILDINGS AS WELL, OR IS IT ONLY THE BUILDINGS THAT HAVE THE SOLAR PANELS THAT WE HAVE THE SAVINGS.
>> DUKE IS BUYING OUR ENERGY AND SO OUR NEIGHBORS ARE BENEFITTING FOR SOLAR. FOR SCHOOLS IT WORKS OUT GREAT, FOR THE SUMMER THERE'S NO KID, WE'RE OVERPRODUCING AND SELLING A LOT OF ENERGY. AND IN THE WINTER WE'RE BUYING THAT ENERGY BACK.
>> SO, TODAY YOU'RE ASKING FOR PER MISS TO GET QUOTES TO FIND
OUT. >> TO ISSUE THE RFP TO GET A COMPANY TO HELP IDENTIFY THE BEST LOCATIONS BEST PRICE AND WE WILL NOT BRING IT BACK TO THE BOARD UNLESS IT'S FISCALLY RESPONSIBLE AND WE SEE THAT IT'S IN THE BEST INTEREST.
>> . >> BOARD PRESIDENT: DO I HAVE
A MOTION TO APPROVE ITEM 6.03. >> I MOVE TO APPROVE A REQUEST FOR PROPOSALS, RFP FOR THE SOLAR ARRAYS AS PRESENTED.
>> I'LL SECOND. >> BOARD PRESIDENT: THANKS,
BEN. TIFFANY, CALL THE VOTE. >> BEN ORR?
>> YES. >> DR. JUANITA ALBRIGHT?
>> THANK YOU. MOVING TO ITEM 6.04, CUSTODIAL SERVICES
AGREEMENT, AMENDMENT ONE. >> HELLO AGAIN. UM, LAST YEAR THE FACILITIES DEPARTMENT WENT THROUGH A REQUEST FOR PROPOSAL PROCESS TO REPLACE OUR CUSTODIAL OUTSOURCES AGREEMENT. 90% PLUS OF OUR STAFF IS OUTSOURCED THROUGH A COMPANY. PREVIOUSLY WE USED TWO DIFFERENT COMPANIES AND WE MOVED TO ONE COMPANY.
ESSENTIALLY, THE ORIGINAL AGREEMENT WAS BOARD APPROVED, ANYTIME WE ADD STAFF TO OUR AGREEMENT, THE HEAD CUSTODIAN HAS BEEN REPLACED. WE'RE ASKING YOU TO APPROVE THAT. AND THERE'S A COST SAVINGS AS NOTED OF OF $25,000 BETWEEN HAVING THAT STAFF PERSON AS A DISTRICT EMPLOYEE VERSUS WORKING FOR OUR
THIRD-PARTY PROVIDER. >>> DO I HAVE A MOTION TO
APPROVE ITEM 6.04? >> I HAVE A QUICK QUESTION.
JUST TO BE SURE. WE'RE ONLY TALKING ABOUT THE ONE CONTRACT SO IT'S GOING THROUGH THE THIRD-PARTY INSTEAD OF THE HSE,
>> OKAY. THANK YOU. >> BOARD PRESIDENT: IS THERE ANY OTHER DISCUSSION OR QUESTIONS? OKAY. DO I HAVE A
MOTION? TO APPROVE ITEM 6.04. >> I MOVE TO APPROVE CUSTODIAL SERVICES AGREEMENT AMENDMENT ONE AS PRESENTED.
>> BOARD PRESIDENT: IS THERE A SECOND.
>> I'LL SECOND. >> BOARD PRESIDENT: TIFFANY,
>> YES. >> DR. JUANITA ALBRIGHT?
>> YES. >> TIFFANY PASCOE. YES.
>> ACTION ITEM 6.05, POLICY SECOND READ. FOR EMPLOYEE BENEFITS, G 4 ON THE 00 SUPPORT STAFF, G 4 HADN'T 01, AT-WILL EMPLOYMENT. G 4.02, SUPPORT STAFF HIRING AND G 4.03 SUPPORT
STAFF BENEFITS. >> THAT YONK YOU, I PRESENT TH POLICIES THAT YOU JUST READ FOR APPROVAL. THANK YOU. AND, HAPPY TO ANSWER ANY WES ABOUT G 03.302 OR D 08.01 AS WE HAVE MADE REVISIONS TO THOSE. AGAIN, WE DID THAT LAST MONTH AS A FIRST READ, BUT, AGAIN, HAPPY TO ANSWER ANY QUESTIONS AS WE PRESENT THOSE TO YOU AS A SECOND READ.
>> I WOULD LIKE TO MOVE TO TABLE POLICY D08.1 SIGNING AUTHORITY FOR FURTHER REVIEW BY OUR NEW LEGAL TEAM COUNSEL BEFORE WE GO TO THE SECOND READ. I WOULD JUST LIKE TO DELVE INTO THAT JUST A LITTLE BIT MORE AND HAVE SOME LEGAL QUESTIONS THAT I WOULD LIKE TO ASK FIRST, SO, IF WE COULD JUST MOVE THAT TO THE 22ND, I TABLE THAT UNTIL OUR NEXT MEETING, I MOVE FOR THAT.
[01:45:09]
>> WHICH POLICY WAS THAT? D 08.01.
>> YES. D08.01. >> IT'S THE FIRST ONE IN YOUR PACKET. ARE THERE QUESTIONS THAT WE CAN ENTERTAIN ABOUT THAT
RIGHT NOW? >> NOT AT THIS TIME. I WOULD LIKE TO HAVE DISCUSSION WITH LEGAL FIRST, PLEASE.
>> WHAT PART, CAN YOU EXPLAIN WHAT PART OF IT THAT YOU HAVE CONCERNS OVER THAT YOU WANT TO HAVE THEM LOOK AT SPECIFICALLY?
>> BECAUSE I FEEL LIKE THERE ARE POINTS AN LANGUAGE THAT I WOULD LIKE TO HAVE DISCUSSED WITH THE LEGAL TEAM BEFORE APPROVING. I WOULD LIKE TO ASK THOSE QUESTIONS AND BRING OUT.
AND WE CAN BRING IT FORWARD AT THE 22ND MEETING AND HAVE THAT AT THAT TIME. THERE'S A MOTION ON THE TABLE AS I MOVE TO TABLE POLICY D08.01 SIGN AUTHORITY FOR FURTHER REVIEW BY OUR NEW LEGAL TEAM COUNSEL BEFORE A SECOND READING.
>> MAY I OFFER DISCUSSION HERE? THIS POLICY PREVIOUSLY ALLOWED ANYONE IN THE SCHOOL CORPORATION TO SIGN ANY AGREEMENT WITH NO THRESHOLD. THE REASON WE ADDED A $50,000 LANGUAGE IS BECAUSE THE DEPARTMENT OF LOCAL GOVERNMENT FINANCE HAS A GATEWAY TRANSPARENCY PORTAL IN WHICH, THE FINANCE DEPARTMENT HAS TO UPLOAD EVERY AGREEMENT THAT IS NOT EMPLOYMENT WORTH $50,000 OR MORE. SO, IN ORDER TO STREAMLINE THAT AND MAKE IT CLEAR FOR EVERY DIRECTOR, EVERYBODY AROUND, WE NEED A THRESHOLD WHEN IT NEEDS TO COME TO THE CFO. PRIOR, THERE WAS AN AGREEMENT SIGNED HE CAN SIGN AN AGREEMENT TO $200,000 IF IT WAS IN HIS BUDGET AND IF HE DIDN'T SHARE THAT WITH ME, I WOULDN'T KNOW ABOUT IT. SAME THING WITH THE COMPLIANCE. SO, THIS DOESN'T CHANGE ANYTHING THAT'S GONE TO THE BOARD IN THE PAST, THIS IS SIMPLY TO SET A THRESHOLD FOR ME TO BE ABLE TO PUT MY HANDS ON AN AGREEMENT THAT'S AT THAT LEVEL. AND I KNOW THIS IS A SECOND READ, SO, I'M JUST A LITTLE UNCLEAR WHY SOME OF THIS HASN'T COME UP PREVIOUSLY.
>> I CAN'T THINK OF ANY ISSUE THAT I HAVE WITH IT THAT SAID, I ALSO DON'T SEE ANY ISSUE WITH WAITING TWO WEEKS FOR A LEGAL REVIEW. UM, DOES ANYBODY SEE ANY URGENT ISSUES WHERE WE WOULD NEED TO PASS THIS TONIGHT WITHOUT LETTING OUR NEW ATTORNEY
TEAM TAKE A LOOK AT IT? >> SOMETHING TO CONSIDER, TOO, IS THAT WE HAVE A POLICY MEETING TOMORROW MORNING. POLICY COMMITTEE MEETING, THAT IS, SO, IF THERE ARE ISSUES RAISED HERE, OUR LEGAL COUNSEL WILL BE AT THAT MEETING AS WELL AND WE CAN ADDRESS IT AT THAT TIME AS WELL IN OUR COMMITTEE MEETING.
>> MADAM PRESIDENT, I CALL FOR THE QUESTION.
>> WE HAVE A MOTION ON THE FLOOR THAT NEEDS A SECOND STILL.
>> I SECONDED IT EARLIER. >> CALLING FOR A VOTE.
>> BEN ORR? JUST TO BE CLEAR THIS IS A MOTION TO TABLE THIS
>> YES. DR. JUANITA ALBRIGHT? >> YES. DAWN LANG?
>> SO NOW AS IT PERTAINS TO THE OTHER POLICIES.
>> RIGHT. SO, ON GG03.02, EMPLOYEE BENEFITS, THAT'S SIMPLY TO COMBINE CERTIFIED AND NON-CERTIFIED IN ONE POLICY AND THE REMAINING ARE TO BE RESCINDED.
>> I MOVE TO APPROVE THE FOLLOWING POLICIES ON A SECOND READ AS PRESENTED. G03.02, EMPLOYEE BENEFITS, D07.01, AUTHORIZE SIGNATURES. G04.00, SUPPORT STAFF, G DLNT 04.01, AT-WILL EMPLOYMENT. G04.02, SUPPORT STAFF HIRING. AND
G04.03 SUPPORT STAFF BENEFITS. >> SECOND.
>> ACTUALLY, IN THAT MOTION, IF I'M NOT MISTAKEN IT'S SAYING APPROVE THEM. DO I HAVE TO SAY ANYWHERE THAT WE'RE RESCINDING
THEM? >> JUST APPROVING AS PRESENTED.
>> THANK YOU. >> I JUST WANT TO POINT OUT THE
[01:50:04]
D07.01, THE AUTHORIZED SIGNATURES WILL BE ABSORBED INTO D308.01 THAT WE'RE GOING TO TALK ABOUT TOMORROW.>> SO, DO WE WANT A FRIENDLY MOTION TO TABLE THAT ONE AS
>> YES. >> SO, A FRIENDLY MOTION TO TABLE D07.01 AUTHORIZE SIGNATURES.
>> IS THERE A SECOND. >> I'LL SECOND.
>> DR. JUANITA ALBRIGHT? >> YES.
>> MOTION PASS TOSS TABLE. >>> 7.01, AUTHORIZE SIGNATURES,
TABLING AS WELL. >> ON THE OTHERS, IS THERE A MOTION TO PASS? YES. IF I CAN KEEP THEM STRAIGHT HERE, NOW, I WILL MOTION TO APPROVE THE FOLLOWING POLICIES ON SECOND READ AS PRESENTED. G03.02, EMPLOYEE BENEFITS, G 04.00 SUPPORT STAFF, G 04.02, SUPPORT STAFF HIRING AND G 04.03,

[7. Board Reports]
RIGHT. THEY PASS. >> BOARD PRESIDENT: MOVING TO SECTION SEVEN ON BOARD REPORTS THIS IS AN UPDATE ON COMMITTEE MEETINGS, I'LL START ON THE FAR LEFT WITH SUES SUZANNE.
>> SO, THERE ARE TWO COMMITTEES THAT I SERVE ON AND WE'LL START WITH THE FOUNDATION ONE FIRST, I WANT TO JUST FIRST SAY IT WAS A VERY, VERY, SUCCESSFUL EVENT. WE HAD A GAME DAY EVENT AT HUB AND SPOKE A COUPLE OF FRIDAYS AGO. OUR HSE FOUNDATION RAISED OVER $200,000 FOR OUR TEACHER GRANTS AND STUDENT SCHOLARSHIPS, AND IT WAS AGAIN, A VERY SUCCESSFUL EVENT AND I KNOW THAT A LOT OF PEOPLE HAD A GREAT TIME. WE'RE MEETING AGAIN FOR FOUNDATION ON MARCH 16TH AT 7:45 A.M. THE NEXT UPDATE WOULD BE OUR FACILITIES MEETING, AND IT'S BASICALLY JUST TO STATE THAT WE DO MEET AGAIN ON MARCH 16TH FOR OUR NEXT MEETING AT 9:30 A.M. AND IT'S A PUBLIC MEETING AND IT OFTEN OUR AGENDA IS POSTED AND OUR MINUTES FROM PREVIOUS MEETINGS AS WELL.
THANK YOU. >>> SARAH PARKS-REESE?
>> THANK YOU, MADAM PRESIDENT. I SERVE ON THE NOBLES BILL REDEVELOPMENT COMMISSION. THERE WERE NO JANUARY MEETINGS, BUT TWO FEBRUARY MEETINGS, MY NOTES ARE ATTACHED IN BOARD DOCKS FOR THE PUBLIC AND BOARD REVIEW. I WANTED TO HIGHLIGHT A FEW THINGS, THERE ARE THE BATIAN SOLUTIONS THAT WILL BE COMING TO THE SOUTHEAST CORNER OF 146TH STREET AND PROMISE ROAD, SO, THERE WAS DISCUSSION AROUND THAT. SPECIFICALLY, UM, WHAT THE ECONOMIC DEVELOPMENT REDEVELOPMENT COMMISSION DOES IS TALK ABOUT, UM, ESTABLISHING TIF AREAS AND THINGS LIKE THAT. AND ALLOCATION AREAS. BUT, I KNOW THERE'S BEEN A LOT OF CONVERSATION IN THE COMMUNITY BECAUSE THAT BACKS UP TO FISHERS HIGH SCHOOL, ALL OF IT'S HSE AREA. BUT, I WANTED TO MAKE SURE THAT MAYOR JENSEN HAD INVITED FISHERS RESIDENTS TO COME TO THE CITY HALL TO THE NOBLESVILLE PLANNING COMMISSION TO COMMENT ON CONCERNS THEY MAY HAVE BECAUSE THAT IS NOT IN MY REPORT. SO, I WANTED TO MAKE SURE AND BRING THAT UP AS WELL.
BUT, ALL THE REST IS IN THERE IF YOU WANT TO TAKE A LOOK.
>>> THANK YOU. >> I'M ON THE FISHERS REDEVELOPMENT COMMITTEE, WE HAVE NOT HAD A MEETING, NO OFFICIAL
BUSINESS HAS TAKEN PLACE YET. >> THANK YOU. AND I'LL JUST COMMENT ON THE REFERENDUM COMMITTEE, THE NEXT MEETING IS ON NEXT WEDNESDAY MORNING ON THE 15TH, WE HAVE HAD ONE COMMITTEE MEETING SO FAR JUST TO PULL STAKEHOLDER TOGETHER, MEMBERS OF THE COMMUNITY THAT HAVE BEEN THROUGH FORMER REFERENDUM AS WE LOOK AT BRINGING INFORMATION GATHERING TOGETHER TO SHARE ON
[01:55:01]
HOW TO PROCEED WITH THE UPCOMING REFERENDUM. KEY TO NOTE THIS IS OPEN TO THE PUBLIC, IF YOU WANT TO COME IN AND SIT IN ON THE MEETINGS, YOU'RE WELCOMED TO DO SO. IT IS NOT AIRED LIVE THROUGH ANY ONLINE ACCESS BUT YOU CAN SIT IN ON THE MEETING[8. Superintendent's Report]
AND LISTEN ONLY. THAT IS AN OPTION WHICH IS AVAILABLE TO YOU. SO, WITH THAT, MOVING TO ITEM TO THE SUPERINTENDENT'S REPORT AND I'M GOING TO PASS IT DOWN TO DR. STOKES.>> THANK YOU, MADAM PRESIDENT, WE WENT TO NASHVILLE, TENNESSEE FOR A CONFERENCE TO LEARN HOW TO CONTINUE TO PROVIDE ACADEMIC EXCELLENCE AT VARIOUS OPPORTUNITIES AND STUDENTS TO BE ABLE TO PLAN FOR LIFE BEYOND THE K-12 SETTING. IT WAS VERY ENGAGING. THERE'S A LOT OF PARTNERSHIPS THAT OCCUR WITH COMMUNITY PARTNERS AND ORGANIZATIONS TO HELP OUR STUDENT REALIZE WHAT THEY WOULD LIKE TO DO NOW, IN THE FUTURE AND BEYOND THE PRE-K-12 SETTING. IT WAS VERY EXCITING. I WANTED TO SHARE OTHER INFORMATION, TOO, ABOUT SCHOOL HERE, FOR EXAMPLE, WE HAVE A COUPLE OF THINGS COMING UP AND THESE SEEM TO BE CENTERED AROUND FOOD SERVICE BUT I DID WANT TO GET IN FRONT OF THEM AND MAKE US AND PARENTS AWARE BEFORE SUMMER COMES IT'S JUST A COUPLE OF MONTHS AWAY. SO, I'M EXCITED TO SHARE THAT WE WILL BE OFFERING FREE SUMMER LUNCHES AT FISHERS JUNIOR HIGH SCHOOL AND STARTS JUNE 5TH THROUGH JULY 21ST. FREE SCHOOL LUNCHES AT FISHERS IT JUNIOR HIGH SCHOOL, THE TIMES WILL BE FORTH COMING, WE'LL GIVE YOU THAT INFORMATION. I DO WANT TO MAKE IT CLEAR THAT THIS IS AVAILABLE TO ANY STUDENT THAT'S 18 YEARS AND YOUNGER. SO, ANY STUDENT THAT'S 18 YEARS OR YOUNGER, WE DO NOT ASK FOR NAMES OR ANY PROOF OF OUR GUESTS BUT SIMPLY CHECK OFF A BOX THAT WE'VE GIVEN A MEAL. YOU DO HAVE TO EAT THE MEAL ON-SITE. YOUR CHILD HAS TO EAT THE MALE ON-SITE. THIS PROGRAM IS SUPPORTED BY OUR FOOD SERVICE DEPARTMENT AND OUR EMPLOYEES WORKING WILL BE PAID BUT WE WILL NEED VOLUNTEERS, SO, IF THERE ARE VOLUNTEERS INTERESTED IN HELPING US, THAT HELPS KEEP OUR COST DOWN. WE'LL START ADVERTISING IN PROBABLY EARLY MAY BUT WE KNOW THIS IS JUST A FEW SHORT MONTHS AWAY SO WE WANTED YOU TO BE AWARE. AND THEN THE OTHER THING THAT I WANTED TO SHARE WAS ABOUT SOME ISSUES AND ERRORS WITH THE STATE OF INDIANA ON THE DIRECT CERTIFICATION SYSTEM. IF YOU RECALL THE DIRECT CERTIFICATION SYSTEM IS THE SYSTEM TELLS WHICH STUDENTS MAY HAVE FREE AND OR REDUCED LUNCH AND THUS THAT IMPACTS THE BOOK FEES OR FREE TEXT BOOKS. SO, WHAT WE WANT YOU TO KNOW IS THAT THERE WERE GLITCHES, SO ALL STUDENT THAT IS SHOULD HAVE BEEN ELIGIBLE FOR BENEFITS WILL RECEIVE THE BENEFITS BACK DATED TO THE BEGINNING OF THE SCHOOL YEAR. THAT'S IMPORTANT TO KNOW. WE'LL PUT MORE INFORMATION OUT ON THE WEBSITE AND WE JUST WANTED THE PARENTS TO BE AWARE BECAUSE WE KNOW PARENTS HAVE BEEN ASKING ABOUT THOSE THINKS. AND LAST BUT NOT LEAST, I DID WANT TO REMIND OUR WONDERFUL SCHOLARS THERE'S NO SCHOOL ON MONDAY. IT IS A FLEX DAY. AND SO, BECAUSE WE DIDN'T HAVE ANY WEATHER-RELATED CLOSINGS BEYOND THE ONE. WE WILL NOT HAVE SCHOOL MONDAY. I TURN BACK TO YOU, MADAM PRESIDENT.
>> MAY I ASK A QUICK QUESTION. >> DID YOU SAY THE FREE LUNCHES IS JUST AT FISHERS HIGH SCHOOL, DOES THAT MEAN ANYBODY IN THE DISTRICT CAN COME TO THAT SCHOOL?
>> ANY STUDENT THAT'S 18 AND UNDER, YES. BUT THEY HAVE TO
EAT THE MEAL THERE. >> AND IT'S FISHERS JUNIOR HIGH
SCHOOL. >> IT'S FISHERS JUNIOR HIGH
SCHOOL. >> THANK YOU FOR CLARIFYING.
>> FISHERS JUNIOR HIGH SCHOOL FOR THE AUDIENCE OUT IN THE

>> MOVING TO BOARD PRESIDENT REPORT.
>> DURING THIS TIME, THERE'S BEEN EXPRESSED INTEREST BY OUR FELLOW BOARD MEMBERS TO HAVE COMMENTS AND STATEMENT THAT IS THEY WANTED TO BRING FORWARD. SO, I'M GOING TO YIELD SOME OF MY TIME DO THAT NOW. I'LL START AT THE FAR END, MR. BEN ORR?
>> I HAVE NO COMMENTS. >> SARAH DONSBACH?
>> I HAVE NOTHING. >> TIFFANY PASCOE?
[02:00:03]
>> I WOULD LIKE TO GO ON RECORD STATING THAT ROBERT'S RULES OF ORDER WAS NOT FOLLOWED IN REGARDS TO THE LAST HSE SCHOOL BOARD MEETING FOLLOWING PUBLIC COMMENT ON THE MEANT HEALTH GRANT. BOARD MEMBERS ENGAGED IN DISCUSSION WITH ADMINISTRATION A MOTION WAS MADE BY A BOARD MEMBER FOLLOWED BY A POINT OF ORDER BY ANOTHER BOARD MEMBER RESULTING IN IMPROPER RULING OF ROBERT'S RULES BY ALL. I WOULD LIKE TO NOTE THERE WAS A VOTE AN A PREVIOUSLY LILY GRANT THAT ACCEPTS THE PRECEDENTS AS VOTING. NOT PROPERLY ADHERING TO ROBERT'S RULES OF ORDER OR RELEASING A PRESS RELEASE THAT FALSELY REPRESENTS BOARD TRUSTEE MEMBERS DISPLAYS CHARACTERISTICS I WILL PERSONALLY AS A BOARD MEMBER OF ONE OF SEVEN DO NOT SUPPORT.
>> MS. JUANITA ALBRIGHT? >> I WOULD LIKE TO COMMENT ON THE MENTAL HEALTH GRANT AS WELL. AS A PHYSICIAN, I KNOW HOW IMPORTANT MENTAL HEALTH IS AND I ENGAGE WITH PEOPLE EVERYDAY ON THIS SUBJECT. AND WALK WITH THEM THROUGH THESE ISSUES. AS WE GO FORWARD WITH THE MENTAL HEALTH GRANT, I HOPE THAT WE CAN WEAVE THE FACETS OF ACADEMIC EXCELLENCE, TRANSPARENCY AND FISCAL RESPONSIBILITY INTO THE WHOLE FABRIC OF THAT INITIATIVE AND I WANT TO BE A PART OF MAKING THAT A POSITIVE EXPERIENCE. ALSO, AS A PHYSICIAN I'M CONCERNED WITH THE CONTINUITY OF CARE WHEN IT COMES TO MENTAL HEALTH AND HOPE THAT WE CAN MAKE THAT WORK WELL FOR OUR STUDENTS.
>>> SARAH PARKS-REESE? >> SINCE WE'RE JUST SAYING WHAT'S ON OUR MINDS. I GUESS I'M DISAPPOINTED THAT PANORAMA THAT HAD AN OPT-OUT OF LESS THAN 5% WAS VOTED OUT AND WE'RE
WASTING MONEY. >> SUZANNE THOMAS?
>> I WOULD LIKE TO MAKE AN UNEQUIVOCALLY CLEAR COMMENT THAT I EMPHATICALLY SUPPORT THE MENTAL HEALTH GRANT. MY CONCERNS ARE THE IMPACT TO HSE'S BUDGET NOW AND IN THE VERY NEAR FUTURE, ALONG WITH PROVIDING ACADEMIC EXCELLENCE FOR OUR STUDENTS, BEST PAID TEACHERS AND IAS IS JUST AS PARAMOUNT. IF FUTURE DECISIONS FOR FUNDING IS EVER UP FOR DISCUSSION, MY SUPPORT WILL ALWAYS TO PAY OUR TEACHERS AND IAS MORE.
DISAPPOINTED IN THE PROCESS AND ASSUMING TO HAVE OVERWHELMING SUPPORT FOR THE FEDERAL GRANT. AS A BOARD MEMBER I WOULD ASK THAT ADMINISTRATION CON TILT WITH BOARD PRIOR TO MAKING ANY AND ALL PRESS RELEASES ABOUT ANY ISSUE THAT HAS A MAJOR FINANCIAL IMPACT ON THE SCHOOL DISTRICT OR THAT CAN AFFECT OUR TEACHERS,
THANK YOU. >> SO, YIELDING BACK MY TIME.
DURING THE BOARD PRESS'S REPORT I WOULD LIKE TO GO ON RECORD TO STATE WHILE I DON'T BELIEVE THAT PANORAMA IS THE BEST SURVEY FOR OUR DISTRICT, I'M VERY MINDFUL OF NOT LEAVING OUR ADMINISTRATION AND OUR FAMILIES IN A LURCH AND WAS WILL TO GO TABLE THE DISCUSSION AND OFFER ALTERNATIVE SOLUTIONS BEGINNING WITH THE NEXT ACADEMIC YEAR. AS SUCH, WE'RE NOW LEAVING OUR DISTRICT IN A SITUATION WHERE THEY HAVE TO SCRAMBLE TO FIND THE TOOLS AND RESOURCE TOSS DATA COLLECT FOR OUR STATE REPORTING REQUIREMENTS AND THEREFORE I WOULD LIKE TO GO ON RECORD AS MAKING SURE THAT THAT STATEMENT WAS KNOWN. IF WE'RE GOING TO CALL PEOPLE ON THE CARPET FOR NOT FOLLOWING THE ROBERT'S RULES PROCESS DID NOT ALLOW ME TO VOICE THAT OPINION PRIOR TO THE VOTE BEING CALLED AND MOTION BEING MADE. THAT BEING SAID, MOVING FURTHER INTO THE BOARD REPORT. AS FAR AS WE LOOK AT ACADEMIC EXCELLENCE, I KNOW THAT ALL OF US UP HERE ON THE BOARD BELIEVE STRONGLY IN SOMETHING THAT WE ALL WANT TO FOCUS ON.
AND THIS IS A STRONG STANCE THAT ALL OF US BELIEVE IN. I THINK HOW WE GO ABOUT DOING THAT, WE MAY HAVE DISAGREEMENTS ON. BUT, KNOW THAT IT IS A PRIORITY FOR EACH OF US UP HERE AND MOVING FORWARD AND MAKING THAT A PRIORITY FOCUS. WHEN WE LOOK AT ACADEMIC EXCELLENCE, IT'S GOING TO BE AN ITEM THAT WE WANT TO SPECIFICALLY CALL OUT IN OUR AGENDAS GOING FORWARD SO THAT WE CAN BE SURE THAT WE'RE DOING OUR DUE DILIGENCE IN BRINGING AND HIGHLIGHTING THE SUCCESS STORIES IN THE DISTRICT NOT ONLY IN THE WAYS THAT WE'RE MEETING THOSE ACADEMIC EXCELLENCE STANDARDS, BUT, ALSO IN VERY SPECIFIC WAYS IN THE STORY TELLING THAT ENSUES. SOME OF THAT, UM, SPECIFICALLY, FISHERS HIGH SCHOOL FIRST ROBOTICS TEAM, I HAD THE OPPORTUNITY TO SEE THEM IN PLAY THIS PAST WEEKEND WHERE THEY WERE PREPARING FOR THEIR
[02:05:03]
FIRST COMPETITION WHICH IS THIS WEEKEND IN PRINCETON, INDIANA.I HAVE OR DAUGHTER WHO WENT THROUGH THE PROJECT IN HSE AND GRADUATE IN 2019 AND SHE'S GETTING READY TO GRADUATE FROM ROSE HOLEMAN WITH A DEGREE IN MECHANICAL ENGINEERING AND THAT PROGRAM PREPARED HER BEYOND MEASURE FOR THE TOP ENGINEERING SCHOOL IN THE NATION. WITH THAT, SHE WAS ON THE ROBOTICS TEAM IN SOUTH HAMILTON HIGH SCHOOL. I KNOW THE ENGAGEMENT OF OUR STUDENTS IN STEM PROGRAMS THAT LEAD THEM TOWARDS TREMENDOUS PATHWAYS AND OPPORTUNITIES FOR FUTURE CAREER.
SHE'S ACCEPTED A JOB OFFER AND HASN'T EVEN GRADUATED COLLEGE.
I'M EXTREMELY PROUD OF HER, BUT, I ALSO BELIEVE IN THE PROGRAMS AND WHAT WE OFFER OUR SCHOOL DISTRICT AND STUDENTS AND FAMILIES, THEY'RE SOUND, FOUNDATIONAL AND TOWARDS SUCCESS FOR STUDENTS. WE WISH THE ENGINEERING TEACHER AT FISHERS HIGH SCHOOL WISH HIM TREMENDOUS SUCCESS, HE HAS OVER 50 STUDENTS IN HIS ROBOTICS CLUB. THEY'RE PRIMED TO BE COMPETITIVE AND GOING ONTO STATE, KEEP AN EYE OUT FOR THEM. THE INDIANA GPS DASHBOARD IS A DASHBOARD TRACKED BY THE INDIANA DEPADEPARTMENT O EDUCATION AND THEY'VE BEEN ABLE TO TAKE DATA SOURCES AND COMPILE IT INTO A DASHBOARD VIEW DISPLAY. FOR OUR DISTRICT, IF YOU WOULD LIKE TO CLICK ON THE LINK, JEFF'S GOING TO SHOW IT UP HERE, IT WILL GIVE AWE BREAKDOWN OF OUR DATA POINTS AND WHERE WE TALL AS A SCHOOL DISTRICT. IF YOU SCROLL TO THE BOTTOM, IT WILL GET INTO THE VERY SPECIFICS BASED ON SCHOOL WILL HE INDICATIONS, SO, YOU CAN PULL UP THE DATA POINTS BASED ON SCHOOL LOCATION, IT GIVES YOU THE ANALYSIS BASED ON HOW OUR DISTRICT IS TRENDING BASED ON THE STATE REQUIREMENTS, WE'RE EXCEEDING EXCEPTIONALLY WELL. AS YOU LOOK TOWARDS DATA SOURCES ALL OF THIS INFORMATION HAS TO BE REPORTED TO THE STATE. SO, THIS IS CONSISTENT ACROSS THE STATE AND WILL CONTINUE TO BE UPDATED OVER TIME AND ADDITIONAL DATA POINTS ENTERED SO, AS THE STATE LOOKS AT WORK-BASED LEARNING AND HOW WE'RE TRACKING TO THOSE OPPORTUNITIES THAT INFORMATION WILL ALSO BE TRACKED YOU CAN BEGIN TO THEN, FLESH OUT OTHER SCHOOLS OF OUR SIZE AND IN OUR COUNTY TO DO A COMPARATIVE ANALYSIS. ALL OF THAT INFORMATION IS AVAILABLE TO YOU AND FREE, THAT LINK IS IN THE SECTION IN THE AGENDA UNDER THE PRESIDENT'S REPORT. FEEL FREE WE LOOK FORWARD TO BRICKING YOU MORE INFORMATION ABOUT THIS AND MORE OF THE STORY TELLING, ESPECIALLY WITH THE PROGRAM THAT WE WENT TO IN NASHVILLE, I ALSO ATTENDED AND IT'S PHENOMENAL TO SEE NOT ONLY WHAT OTHER ACADEMY MODEL ARE DOING IN OTHER STATES, BUT, WE'RE PRETTY WELL-PREPARED. IT'S HIGHLY IMPRESSIVE AND I'M EXCITED ABOUT WHAT WE'RE ABLE TO BRING TO THE ABLE AND I LOOK FORWARD FOR THE OTHER ATTENDEES THAT WENT WITH US TO REPORT AT OUR NEXT BOARD MEETING ON THE 22ND, SPECIFICALLY ON THE PROGRAM. WITH THAT, THANK YOU SO MUCH FOR BEING HERE.
>> WAIT, DID YOU WANT TO TALK ABOUT THE DRAFT AGENDA FOR NEXT WEEK? I FEEL LIKE THAT GOT SKIPPED.
>> IT WAS DISCUSSED BY DR. STOKES, I BELIEVE.
>> THERE'S NOT ANYTHING ON THERE THAT WE NEED TO DRAW ATTENTION TO. WE KNOW THERE HAVE BEEN CHANGES WITH SOME OF
THE THINGS TABLED. >> THAT WOULD BE IT.
>> I WOULD ALSO LIKE TO MAKE A FRIENDLY RECOMMENDATION, I KNOW THAT IT'S BEEN TALKED ABOUT AMONGST DIFFERENT BOARD MEMBERS THAT WE ADD A SECTION TO OUR AGENDA THAT SAYS ACADEMIC UPDATES, WHATEVER THEY MAY BE, THAT COULD BE FROM OUR ADMINISTRATION, WHATEVER THEY WOULD LIKE TO ADD. BUT, I THOUGHT THAT WE SPECIFICALLY HAD THAT SECTION ON THE AGENDAS.
>> YES, IT'S ON THERE. I SAW TO THAT.
>> DO YOU SEE IT, 5.03.
