MOTION TO NOMINATE A SLATE. >> DAWN AS PRESIDENT, JUANITA AS VICE-PRESIDENT, AND TIFFANY PASCOE AS SECRETARY.
>> OKAY. >> I WOULD SUPPORT MRS. LANG AS PRESIDENT. BUT, I'M CONCERNED BY THE LACK OF PREVIOUSLY SITTING BOARD MEMBER ON THE REST OF THE SLATE. I FIND THAT A LITTLE SHORT-SIGHTED AND MAY BE NOT IN THE FULL SPIRIT OF COLLABORATION. SO, I WOULD RESPECTFULLY REQUEST THAT A PREVIOUSLY SITTING BOARD MEMBER WHETHER THAT BE SARAH DONSBACH, MYSELF, OR SUZANNE THOMAS BE CONSIDERED FOR EITHER
VICE-PRESIDENT OR SECRETARY. >> DO YOU HAVE ANY FURTHER
DISCUSSION OR QUESTIONS? >> SEEING NONE, WE WILL GO AHEAD AND CALL FOR A VOTE ON THE ONE SLATE THAT HAS BEEN NOMINATED. UM, I'M JUST GOING TO GO IN ORDER FROM END TO END.

>>> CONTINUING WITH THE AGENDA ITEM, 2.03, APPOINTMENT OF CORPORATE TREASURER, AND SET BONDS FOR STAFF. I'M GOING TO ASK THAT KATIE COME FORWARD, PLEASE. WHAT I WOULD LIKE TO DO IS HAVE KATIE DESCRIBE SOME. BACKGROUND IN THIS, THIS IS AN AN NEWLY PROCESS THAT THE DISTRICT GOES THROUGH. SO, IF
[00:10:03]
YOU COULD HELP CONSTITUENTSES, THAT WOULD BE GREAT.>> SURE, I SERVE AS THE I SERVE AS THE CORPORATION TREASURER, SO, I'M THE CHIEF FINANCIAL OFFICERS OF THE DISTRICT, SO THE BOARD MUST APPOINTMENT A TREASURER, AND IT CANNOT BE A MEMBER OF THE BOARD PER THE INDIANA STATUTE. THERE'S A DEPUTY TREASURER, IF YOU CALLED HER UP HERE, I DON'T KNOW, SHE MAY RUN AWAY. IT'S THE ANNUAL BUDGET PROCESS I KNOW THAT MR. RAY IS FAMILIAR WITH THAT. ALL OF THE ANNUAL FINANCIAL DUTIES THAT WE DO AS A SCHOOL CORPORATION THERE'S ABOUT A DOZEN DIFFERENT FINANCIAL REPORTS WE FILE, ALL OF THOSE TYPES OF THINGS THAT'S WHAT THE TREASURER OF THE CORPORATION IS
>> SO, DO I HAVE A MOTION. >> I MOVE TO APPROVE THE APPOINTMENT OF KATIE DOWELLING AS THE CORPORATE TREASURER, AND DEPUTY TREASURER AS PRESENTED. STAY SECRETARY, CALL FOR A VOTE.
>> DR. JUANITA ALBRIGHT? >> SUZANNE THOMAS?

WORK SESSION DATES AS PRESENTED. >> SECOND.
>> YES. >> DR. JUANITA ALBRIGHT?
>> YES. >> ARE WE NOT HAVING A DISCUSSION AT ALL ON THIS? I THOUGHT THAT WE MIGHT CONSIDER ENTERING A SECOND DATE FOR FEBRUARY, ARE WE WAITING AND
SEEING IF WE NEED THAT LATER SEW >> YES, WE CAN ADD THAT LATER?
>> YES. >> TIFFANY PASCOE. YES.
[3. Public Comment]
>> MOTION PASSES 7-0. >> SO, AS WE MOVE TO THE SECTION ON PUBLIC COMMENTS, 3.01, THERE WAS AN OPTION FOR INDIVIDUALS TO SIGN UP FOR SPEAKING, UM, I WILL CALL YOU UP ONE AT A TIME AS YOU HAVE REGISTERED ON THE LIST WHEN YOU CAME N YOU HAVE THREE MINUTES TO SPEAK, AND FIRST UP IS DIANE
EATEN. >> THE ITEM SHE'S SPEAKING ON.
. >> AND SHE WILL BE SPEAKING ON
POLICIES. >> MADAM PRESIDENT, AND BOARD, THANK YOU VERY MUCH. I'M HERE TONIGHT TO URGE YOU LOOKING AT POLICY CODE J07.11 ON SUICIDE AWARENESS AND PREVENTION. I URGE THE BOARD TO TAKE A CLOSE LOOK AT THIS POLICY, I KNOW THE FOUR NEW BOARD MEMBERS HAVE NOT PROBABLY HAD A CHANCE TO LOOK AT IT, BUT, THE THIRD PARAGRAPH, SECOND SENTENCE, HOC SCHOOLS ALSO REFERS STUDENTS AND FAMILIES TO IN-SCHOOL MENTAL
[00:15:03]
HEALTH COUNSELLING THERAPY. I URGE YOU TO LOOK AT THAT IN TERMS OF THE PARENT PARTICIPATION IN THEIR HEALTH CARE T THAT LINE, I BELIEVE MAY BE NEEDS SOME CLARIFICATION THAT I THINK MOST OF OUR DISTRICT DOES WANT PARENTS PARTICIPATION AND APPROVAL BEFORE THEY GET INTO ANY MEDICAL SITUATIONS AND REFERRALS, SO, I URGE YOU TO TABLE THAT, AND, SEND IT BACK OVER TO POLICY TO LOOK AT THE PARENT PARTICIPATION AND APPROVAL FOR ANY REFERRAL FOR MENTAL HEALTH CARE. SO, THANKYOU, VERY MUCH. >> CHAIR: THANK YOU. DIANE FIELDS IS UP NEXT REGARDING REORGANIZATION OF THE BOARD.
I'M SORRY, SHANNON FIELDS. SO SORRY, SHANNON. SO SORRY.
>> CONGRATULATIONS TO OUR FOUR NEW SCHOOL BOARD MEMBERS. THE COMMUNITY IS GLAD THAT YOU ARE HERE. IN THE RECENT ELECTION OUR FOUR NEW BOARD MEMBERS EARNED 57.4% OF ALL THE VOTES CAST IN THE FOUR DISTRICTS COMBINED. THIS IS NO SMALL FEET. WHEN THE DISTRICT SEATS WERE LAST UP BEFORE THE VOTE E THE BOARD MEMBERS ALSO ON THIS YEAR'S BALLOT TOOK HOME FEWER THAN HALF OF THE VOTE IN THEIR DISTRICTS SCOMBIENED. 57% OF THE VOTE IS SIGNIFICANT. IT'S BEEN NEARLY 40 YEARS SINCE A PRESIDENT WAS ELECTED WITH A LARGER PERCENTAGE OF THE POPULAR VOTE. RONALD REAGAN IN 1984. IN THE ELECTIONS IN INDIANA GOING BACK 2 ONE HUNDRED YEARS, THERE HAVE ONLY BEEN FOUR CANDIDATE TOSS DO SO. THE MESSAGE IS CLEAR, VOTERS WANT A SCHOOL DISTRICT FOCUSED ON SERVING THE EDUCATION NEEDS OF OUR STUDENTS. THEY DON'T WANT AN ADMINISTRATION FOCUSED ON POLITICAL AGENDAS, SPECIAL INTERESTS OR GASLIGHTING. IN THE COMING MONTHS AND YEARS, A PARADE OF PROOFS WILL COME MANY OF THEM WILL BE PUSHING AGENDAS THAT ALSO BENEFIT THEM FINANCIALLY IN SOME WAYS. MAY IT BE CONSTRUCTION PROJECTS, CONSULTING CONTRACTS OR WHATEVER, WHAT YOU WILL NOT SEE IS THE PARENT. MOST PARENTS DO NOT DREAM OF SPENDING THEIR DAY INVOLVED IN ENGAGING THE EDUCATION EDUCATION BUREAUCRACY. IN THE EDUCATION OF A CHILD, THE SCHOOL HAS A SPECIFIC BUT LIMITED ROLE. PARENT ARE IN CHARGE OF THE EDUCATION OF THEIR KIDS AND IT GOES WELL BEYOND THE CLASSROOM.
THINGS TAUGHT AROUND THE DINNER TABLE AND IN THE CAR, MAKING OBSERVATIONS AND HEARING THEIR THOUGHTS WHEN OUT AND ABOUT, TEACHING YOUR CHILDREN THROUGH LIFE EXPERIENCES, SCHOOLS ARE INVITED TO COME ALONG PARENTS FOCUSSING ON COR SUBJECTS ONE NEEDS TO MASTER, BUT SOMEWHERE ALONG THE LINE, MANY IN THE EDUCATION INDUSTRY, YES, IT IS AN INDUSTRY. OBVIOUSLY, MANY DISAGREE. AS YOU SETTLE IN AS NEW BOARD MEMBERS, REMEMBER THAT MOST OF THE PEOPLE YOU HEAR FROM WILL BE SEEKING SOMETHING THAT IS IS A BENEFIT TO THEM. SURE, SOME THINGS WILL BENEFITS STUDENTS AS WELL, BUT, STUDENT NEEDS CAN BE USED AS A SUED DOUGH JUSTIFICATION FOR REALLOCATION OF. THE COMMUNITY HAS WITNESSED WHAT HAS BEEN OCCURRING IN OUR DISTRICT THESE PAST SEVERAL YEARS AND THEY HAVE AWOKEN AND SPOKEN. EVERY DISTRICT SEAT ON THIS BOARD HAS BEEN FILLED WITH A NEWLY ELECTED REPRESENTATIVE, EVERY DISTRICT. THANK YOU FOR THE SACRIFICE AND TIME, FAMILY, AND WORK THAT YOU WILL BE PUTTING IN AND HAVE ALREADY PUT IN AN AN EFFORT TO GIVE THE MEMBERS OF THIS COMMUNITY A VOICE. IF YOU SEE FEWER PARENTS AT BOARD MEETINGS IN THE MONTHS AHEAD, DO NOT TAKE IT AS A LACK OF INTEREST, TAKE IT AS A SIGN OF TRUST. WHEN THE SCHOOLS DO THEIR PART AND THE PARENTS CAN FOCUS ON THE REMAINING PART OF OUR CHILD'S EDUCATION, THE PART THAT TAKES PLACE OUTSIDE OF SKOOCHLT I'M SURE THERE ARE THOSE THAT MAY MAKE YOU THINK THAT YOU ARE OUTLIERS, YOU ARE NOT, THE VOTERS WERE CLEAR ON THAT.
THANK YOU. >> CLEAR ON THAT. THANK YOU.
>VOTERS WERE CLEAR ON THAT. THANK YOU.
. >> NEXT UP IS CINDY PETROFF SPEAKING ON THE JAY EVERETT LIFE CENTER.
>> GOOD EVENING, DR. STOKES AND THE HAMILTON SOUTHEASTERN SCHOOLS SCHOOL BOARD, WELCOME TO OUR NEW MEMBERS. INT WITH AED TO BRING TO OUR ATTENTION ABOUT A VOTE THAT HAPPENED LAST FALL.
IT WAS A VOTE THAT, I KNOW WAS DISCUSSED AND I KNOW THAT, UM, WE VOTED YES TO CONTINUE WITH A NEW PROTOCOL FOR STUDENTS IN
[00:20:06]
HAMILTON COUNTY, HOWEVER, WE MADE THAT VOTE AND WE'RE NOT QUITE READY TO BE UP AND RUNNING FOR THE PURSUIT INSTITUTES, SPECIFIC THE COSMETOLOGY PROGRAM THAT MY DAUGHTER WAS INTERESTED IN SINCE HER 8TH GRADE YEAR. I'VE BEEN IN CLOSE CONTACT WITH THE OPERATION AND STEVEN LOUSEER AND HER GUIDANCE COUNSEL E AND I KNOW THERE ARE THINGS BEING DISCUSSED, HOWEVER IT DOES NOT LOOK LIKE THERE'S A VIABLE OPTION FOR THE FALL OF HER JUNIOR YEAR WHICH IS 23-24. THE COSMETOLOGY IS A TWO-YEAR PROGRAM AND OUTSIDE, IF YOU DID IT AFTER GRADUATION RUNS ABOUT $30,000. UM, THAT'S WHY IT IS IMPORTANT FOR THESE STUDENTS TO HAVE THIS OPTION AS A STUDENT IN HIGH SCHOOL AND NOT JUST AFTER GRADUATION. SO, I HAVE SOME QUESTIONS IN WHICH I WILL DISTRIBUTE A COPY TO EVERYONE. BUT, THESE ARE THE QUESTIONS THAT NOT ONLY I, MYSELF WANT TO KNOW, OR MY DAUGHTER, BUT, I KNOW THERE ARE HUNDREDS OF KIDS FOR THE CTE PROGRAM, NOT JUST COSMETOLOGY, I KNOW WELDING IS AN ISSUE, WE HAVE GOT TO HAVE SOMETHING CLOSE TO HOME THAT THESE KIDS CAN GO TO MONDAY-FRIDAY OR ON A RED SILVER SCHEDULE OR BLUE AND WHITE SCHEDULE, I THINK THAT THEY COULD STILL GET BACK TO THE SCHOOL AND PARTICIPATE IN THEIR SPORTS AND EXTRACURRICULAR ACTIVITIES. RIGHT NOW, THE PROGRAMS LOOKS LIKE IT WILL BE AN HOUR DRIVE, ONE-WAY, NO TRANSPORTATION PROVIDED, THAT'S THE APPLICATION WE WERE TOLD TO COMPLETE, WHICH IS NOT EVEN AN OPTION, WE WOULDN'T ALLOW OUR DAUGHTER TO DRIVE ONE HOUR ONE WAY. THAT DOESN'T INVOLVE THE PROGRAM BEING OVER AT 4:30 TO DRIVE HOME AND STILL PARTICIPATE IN COMPETITION CHEERLEADING.THE QUESTIONS WE WANT TO ASK AND DESERVE AN ANSWER TO, AND I KNOW THAT MR. LOUSER IS WORKING ON SITUATIONS. BUT, WE RECEIVED NOTIFICATION YESTERDAY THAT NOW'S THE TIME TO SIGN UP FOR CLASSES FOR THE FALL, AND WE DON'T HAVE ANSWERS. SO, NOW WE'RE SCRAMBLING FOR A LAST-MINUTE PLAN B, WHICH WE HAVE NOT HAD A PLAN B BECAUSE THIS WAS THE PLAN ALL ALONG TO ATTEND COSMETOLOGY FOR HER JUNIOR AND SENIOR YEAR OF HIGH SCHOOL. HOW MANY STUDENTS APPLIED AND ARE ACCEPTED AND DENIED INTO THE CTE PROGRAM, I JUST LEARNED JUST BECAUSE YOU APPLY, DOES NOT MEAN YOU ARE ACCEPTED. THERE WAS NO CRITERIA LISTED WHEN I LOOKED ON OUR SCHOOL DISTRICT, WHEN I LOOKED AT THE PREVIOUSLY PROGRAM THAT DESCRIBES THE CRITERIA, WE NEED TO KNOW, JUST PUTTING IN AN APPLICATION, WHO GETS CHOSEN, WHO DOES NOT AND WHY. AND IF THEY'RE NOT CHOSEN, HOW MANY CHILDREN ARE QUESTION FAILING IN THE HAMILTON SCHOOL DISTRICT THAT WANT COSMETOLOGY, WELDING OR OTHER ITEMS? WHAT ARE THE TOP FIVE PROGRAMS OF INTEREST AND CAN WE PROVIDE THEM WITHIN THE HAMILTON SOUTHEASTERN SCHOOLS DISTRICT. NOT GOING AN HOUR DRIVE AWAY WITH NO TRANSPORTATION OPPORTUNITIES.
WE NEED TO CLEARLY DEFINE THE APPLICATION PROCESS AND WHO GETS IN, IS IT A LOTTERY SYSTEM? AND WHO DOESN'T. AS A COST, I LEARNED YESTERDAY, WHICH I, FOR FOUR YEARS DID NOT KNOW, THERE'S A $1,000 OUT OF POCKET FEE FOR PARENTS FOR THE COSMETOLOGY PROGRAM. I WOULD THINK PARENTS NEED TO KNOW THAT BACK IN THE LIKE THE 8TH GRADE, FRESHMEN YEAR TO PEEP FOR THAT $1,000
FEE. >> CINDY, WRAP UP, YOU'RE OVER TIME BUT GIVE YOU 30 MORE SECONDS.
>> THE AGENCY NEEDS A PROGRAM THAT WORKWISE OUR SCHOOL CALENDAR, BECAUSE, RIGHT NOW, IF WE GO TO JEL OR ANOTHER DISTRICT, THAT PROGRAM HAS TO FOLLOW THEIR SCHOOL DISTRICT CALENDAR WHICH IS A DIFFERENT START, END, DATE, FALL, BREAK, CHRISTMAS BREAK AND SPRING BAKE. HSE NEEDS TRANSPORTATION. WE DISCONTINUED THE PROGRAM WITH JEL BEFORE WE HAD PURSUED INSTITUTE UP AND RUNNING AND THE QUESTION IS, WHY?
>> NEXT YOU UP IS JOSLINE BARE, SPEAKING ON NEW BOARD MEMBERS.
>> GOOD EVENING, DR. STOKES AND MEMBERS OF THE HSC SCHOOL BOARD, FIRST OF ALL, I WOULD LIKE TO THANK THE RETURNING SCHOOL BOARD MEMBERS FOR FIRST OF ALL, YOUR CONTINUED SERVICE, AND IT'S GOING TO BE A VERY IMPORTANT YEAR FOR OUR SCHOOLS, SO, THANK YOU FOR YOUR SERVICE. FOR OUR NEW SCHOOL BOARD MEMBERS, I HEARTLELY WELCOME YOU AND WISH YOU ALL THE BEST AS YOU EMBARK INTO YOUR NEW RESPONSIBILITIES ON BEHALF OF THE SCHOOLS, I'M AN
[00:25:05]
AT LARGE MEMBER OF THE OFFICIAL CITY COUNCIL, AND I'LL SHARE WITH YOU IN THIS MOMENT NEW BOARD MEMBERS, YOU WILL TAKE THIS AMAZING, WEIRD PIVOT FROM BEING A CANDIDATE TO BEING AN ELECTED OFFICIAL. AND I'VE BEEN THERE, AND IT'S, THIS PIVOT IS COMPLICATED. BUT, I WILL SHARE WITH YOU, I GUESS A PIECE OF ADVICE, AS A CANDIDATE, YOU HAVE THE OPPORTUNITY TO LISTEN TO THE VOICES OF THOSE FOLKS IN OUR COMMUNITY THAT SUPPORT YOU, THAT WILL VOTE FOR YOU. NOW, AS AN ELECTED OFFICIAL, YOU WILL BE REPRESENTING ALL THE VOICES IN OUR COMMUNITY. AND REPRESENTING ALL OF OUR STUDENTS AND LOOKING OUT FOR ALL OF THEM. UM, AS A CITY COUNCILLOR, I'M EXCITED TO PARTNER WITH YOU, WE KNOW AT THE CITY OFFICIALS THAT AGENCY SCHOOLS IS THE CENTERPIECE OF OUR CITY, THE STRENGTH OF FISHER IS THE STRENGTH OF; C SCHOOLS, I WANTED TO SAY WELCOME TO THE NEW MEMBERS. THANK YOU FOR YOUR SERVICE AND THANK YOU FOR TAKING THIS PIVOT. THANK YOU FOR BEING BRAVE. THIS IS HARD WORK, AND I KNOW THERE'LL BE DIFFICULT DAYS AHEAD, BUT, AS A CITY COUNCILLOR, AND A COMMUNITY MEMBER, I LOOK FORWARD TO PARTNERING WITH YOU ALL IN SERVICE TO ALL OF OUR STUDENTS, OUR ADMINISTRATION AND OUR EDUCATORS AND OUR STAFF. THANK YOU, VERY MUCH.[4. Consent Agenda]
>> >> NEXT UP IS CONSENT AGENDA,
4.01. >> I MOVE TO APPROVE THE
CONSENT AGENDA AS PRESENTED. >> SECOND.
>> CALL FOR A VOTE. >> BEN ORR?
>> ARE WE APPROVING THE ENTIRE CONSENT AGENDA, ALL THREE
>> YES. >> DR. JUANITA ALBRIGHT?
>> YES. >> TIFFANY PASCOE, YES.
>> PASSES 7-0. >>> MOVING ONTO ITEM 4.02,
[5. Information Items]
CERTIFIED AND SUPPORT STAFF REPORTS.>> WE JUST DID ALL OF THAT. >> MOVING ONTO SECTION FIVE, ITEM 5.01, HSE ENGAGED UPDATES. EMILY PASS ABBOTTS WILL GIVE A BRIEF UPDATE ON THE HSE ENGAGED PROGRAM.
>> GOOD EVENING, EVERYONE, I'M EXCITED TO BE ABLE TO UPDATE YOU ON THIS EXCITING PROGRAM THAT WE LAUNCHED BACK IN 2021. HSE ENGAGE WAS BORN OUT OF AN IDEA TO HELP CREATE A GROUP OF OR, I LIKE TO CALL, LIKE AN ARMY OF POSITIVE, NEW SOLDIERS THAT CAN HELP SPREAD WHAT WE'RE DOING HERE IN HSE SCHOOLS, THAT'S HOW WE STARTED THIS IN-DEPTH, SMALL, COHORT OF COMMUNITY MEMBERS.
AND WE'LL GO ON TO THE NEXT SLIDE. SO, THE WHOLE PROGRAM LASTS AN ENTIRE YEAR, WE MEET MONTHLY WITH THE EXCEPTION OF MEETING IN DECEMBER SINCE THAT'S SUCH A BUSY MONTH. BUT, THE WHOLE PREMISE OF IT IS MAKING A SMALL COHORT OF OUR COMMUNITY MEMBERS WHO ARE INTERESTED IN LEARNING MORE ABOUT OUR SCHOOLS IN A VERY IN-DEPTH WAY. JUST A LITTLE BIT OF BACKGROUND, SO, WE HAVE OUR NINE REGULARLY SCHEDULED MEETINGS, WE ACTUALLY GO TO DIFFERENT BUILDINGS EACH TIME ALTERNATING OUR TIMES FROM MORNING TO AFTERNOON SESSIONS AND THAT'S JUST TO GIVE OUR PARTICIPANTS A LOOK AT HOW THE SCHOOLS ARE OPERATING AND ALSO BECAUSE OF TRAFFIC AT SOME LOCATIONS. AS I I SAID EARLIER, THIS IS AN APPLICATION-BASED PROGRAM THAT WE STARTED IN 2021, AND REALLY, WHEN PEOPLE ARE ALIEING FOR IT, ONE OF THE BIGGEST THINGS THAT I'M LOOKING FOR IS WETHER OR NOT THEY'RE ABLE TO COMMIT THE TIME FRAME BECAUSE IT HAPPENS DURING THE BUSINESS DAY AND WE KNOW THAT IS A HINDRANCE TO COMMUNITY MEMBERS. AND THE REASON WE HAVEN'T DONE IT IN THE EVENING HOURS IS BECAUSE WE REALLY WANT TO GIVE THEM THE LOOK BE OH HOW OUR SCHOOLS ARE OPERATING WITH STUDENTS AND TEACHERS IN THE BUILDING SO THEY COULD GET A REAL, TRUE FEEL. SO, JUST A LOOK AT THE SELECTION PROCESS, REALLY, WE TRY TO AIM TO CREATE A WELL ROUNDED, DIVERSE COHORT OF STAKE HOLDER, I LOOK AT THEIR PROFESSIONAL BACKGROUNDS, WE HAVE AMAZING DIFFERENT CANDIDATES WORKING AT THE STATE AND FEDERAL LEVEL, WE HAVE DETECTIVES, FROM SOMEONE WHOSE WORKING IN DOT, TO, ATTORNEYS,
[00:30:02]
STAY AT HOME PARENTS. SO, IT'S A REALLY NICE MIX OF PEOPLE AND THE WHOLE GOAL IS FOR THEM TO ALSO NETWORK WITH EACH OTHER.WE ALSO LOOK AT IF THE PARENTS OR, FORMER PARENTS HAVE STUDENTS IN THE BUILDING CURRENTLY, HOW LONG HAVE THEY BEEN INVESTED WITH HSE SCHOOLS OR ARE THEY RETIRED. WE'RE LOOKING AT REPRESENTATION FOR EACH BUILDING AND WE TRY TO DIVERSIFY WITH GRADE LEVELS. IN THE APPLICATION PROCESS, YOU MUST WRITE A SMALL SYNOPSIS OF WHY YOU WANT TO PARTICIPATE. AND WE'RE LOOKING AT PEOPLE WITH DIFFERENT PERSPECTIVES OF HSE SCHOOLS. WE DON'T WANT EVERYONE WHO HAS A GLORIOUS PICTURE OF HOW WONDERFUL WE ARE, BUT WE WANT PEOPLE WITH QUESTIONS AND CONCERNS SO WE COULD ADDRESS THOSE AND SEE HOW WE CAN DO BETTER. THIS IS A LOOK AT SOME OF THE TOPICS THAT WE COVERED.
WE'RE HEADED INTO THE SCHOOL'S MENTAL HEALTH AND SAFETY PRESENTATION THIS MONTH. ONE OF THE BEST PRESENTATIONS LAST YEAR WHICH WE GOT MOST KUDOS FROM OUR PARTICIPANTS, GOING THROUGH THE TRANSPORTATION, OUR TRANSPORTATION DIRECTOR GAVE THEM A RIDE ON THE BUS AND PARTICIPANTS GOT TO WALK THROUGH THE SCHOOL CAFETERIA LINE AND LEARN ABOUT THE TWO LARGEST DEPUTIES AND HOW MANY PEOPLE THEY SERVE ON A DAILY BASIS, IT'S PRETTY AMAZING TO SEE. SO, REALLY, AT THE END OF THIS, YOU'LL JUST LEARN HOW TO STAY ENGAGED. SO, WHEN WE LAUNCHED THIS, WE HAD 250 APPLICANTS, WE SELECTED 30. THIS YEAR WE HAD A LITTLE LESS APPLICANTS, 150, WE WENT UP TO 36. AND WE STILL HAVE FIVE MEETINGS REMAINING. WE'RE LOOKING AT EXPANDING THE COHORT MAY BE BY 10, THE REASON WHY I'M TRYING TO KEEP IT SMALL IS NOT ONLY BECAUSE WE WANT IT TO BE, UM, YOU KNOW, MORE PEOPLE CAN TALK TO EACH OTHER AND HAVE ENOUGH TIME DO THAT, BUT, IT'S ALSO JUST A SPACE THING, TOO, AS WE WALK THROUGH THE BUILDINGS, AND THROUGH CLASSROOMS, WE CAN'T HAVE AN ARMY OF PEOPLE COMING THROUGH AND INTERRUPTING THINGS. THAT'S WHY WE KEEP IT SMALL.
AND IT'S NICE, I FEEL LIKE EVERYONE GETS TO MAKE RELATIONSHIPS WITH ONE ANOTHER, ON GOING ENGAGED PARTICIPANTS ARE STILL RECEIVING UPDATES AND INFORMATION FROM MYSELF AND THEY GET TO ENGAGE WITH THE CURRENT COHORTS. SO, IT'S NICE FOR THEM TO GIVE PERSPECTIVE TO THE CURRENT MEMBERS AND, UM, YOU KNOW, WE COULD START TO LEAN ON SOME OF THESE FOLKS WHEN WE HAVE BIG INITIATIVES OR NEED VOLUNTEERS, OR, MAY BE, TRYING TO PUSH BEING A SUBSTITUTE TEACHER, ANY OF THAT STUFF. THE GOAL IS TO GROW THIS NETWORK SLOWLY, BUT, MIGHTILY, I GUESS.
THAT'S ALL IF YOU HAVE ANY QUESTIONS, I'M HAPPY TO ANSWER.
>> I WOULD LIKE TO SAY SOMETHING. UM, I THINK THIS IS A FANTASTIC PROGRAM. IT REALLY GIVES PARENTS AND COMMUNITY MEMBERS A CHANCE TO SEE BEHIND THE SCENES IN ALL OF OUR SCHOOLS. WE HAVE KIDS IN THE SCHOOL SYSTEM, BUT, MAY BE WE DON'T SEE ALL THE DIFFERENT ELEMENTARY SCHOOLS AND HIGH SCHOOLS AND MY WIFE AS FORTUNATE ENOUGH TO BE A PARTICIPANT IN THE FIRST ONE AND SHE HAD A GREAT TIME AND IT OPENED HER EYES TO THINGS. I'M HAPPY TO HEAR THAT YOU MAY BE EXPANDING A BIT. MY ONLY QUESTION WAS ABOUT THE SELECTION PROCESS AND IT SOUNDS LIKE YOU GO THROUGH A RIGOROUS APPLICATION PROCESS AND ALMOST HAND-PICK EACH ONE OF THOSE PEOPLE THAT ARE GOING TO BE REPRESENTED. IS THERE ANY THOUGHT TO POTENTIALLY, A MORE RANDOM PROCESS, AT LEAST FOR SOME OF THEM, JUST TO TAKE OUT ANY POTENTIAL BIAS, NOT THAT YOU HAVE BIAS, BUT, YOU KNOW, GOOD GOING THROUGH THE APPLICATIONS, THAT PERHAPS SOME ARE HAND-PICKED, SOME ARE RANDOM, SOME ARE FIRST COME FIRST SERVE, I JUST WANT TO BE SURE THAT WE'RE GIVING EVERYBODY IN THE COMMUNITY AN EQUAL CHANCE TO SEE BEHIND THE SCENES, 250 APPLICANTS AND ONLY 30-40 GO, I WANT TO BE SURE THAT GIVE
EVERYONE A FAIR SHOT. >> AND DR. STOKES TALKED ABOUT EXPANDING MY COMMITTEE AS WELL TO GET MORE PERSPECTIVE ON THAT.
BUT, IN THE PREVIOUSLY APPLICATION, WE HAD A QUESTION LIKE, HAD YOU APPLIED BEFORE AND IF YOU KNEW A MEMBER PREVIOUSLY ENGAGED WHO COULD OFFER AN RECOMMENDATION. REALLY, THE THING IS PEOPLE WHO CAN COMMIT. IF YOU THINK THAT YOU HAVE A BUNCH OF WORK THINGS COMING UP RANDOMLY, DON'T TAKE THE SPOT FROM SOMEONE ELSE. SO, YEAH, WE'RE EXCITED AND WE REALLY DO HOPE TO EXPAND IT AND WE'VE HAD CONVERSATIONS ABOUT DOING SOMETHING SMALLER, LIKE A SMALL SCALE THING IN THE EVENINGS, MAY BE QUARTERLY, SO THAT MORE PARENTS CAN TAKE PART. BUT, RIGHT NOW, THIS IS WHAT WE'RE WORKING WITH.
>> HOW MANY TIMES DOES THIS HAPPEN, ONCE PER SEMESTER OR
YEAR? >> SO, THERE'S ONE COHORT THROUGH THE YEAR AND THEY MEET NINE TIMES, ONCE A MONTH.
>> GREAT PROGRAM, AND I LOOK FORWARD TO EXPANDING IT.
>> I WOULD LOVE TO SEE US UTILIZE THIS AS AN OPPORTUNITY TO RECRUIT MORE VOLUNTEERS TO HELP OUT THE DISTRICT, I DON'T
[00:35:02]
KNOW IF THAT'S A METRIC THAT YOU ARE TRACKING ALONG WITH THE PROGRAM AS WELL. AND I DON'T KNOW IF YOU INTRODUCED THIS IN THE PROGRAM AS FAR AS OPENING UP VOLUNTEER OPPORTUNITIES THEY COULD HAVE IN THE DISTRICT, SO THAT THAT MIGHT BE AN OPPORTUNITY TO START PRACTICALLY THINKING ABOUT WAYS THEY CAN FULFILL WAYS IN WHICH TO GIVE BACK. BECAUSE,TY THINK THAT'S A GREAT WAY TO INTRODUCE, NOT ONLY OUR DISTRICT, AND WHAT WE DO, BUT, MAY BE, KIND OF MATCH THEM WITH WHAT THEY'RE INTEREST ARE AND THEIR SKILLS AND TALENTING THEY MAY BE ABLE TO GIVE BACK AS WELL. I INK THINK THAT WOULD BE WONDERFUL.>> OUR EXECUTIVE DIRECTOR OF THE FOUNDATION SPEAKS ON WAYS TO GET INVOLVED WITH THE FOUNDATION. BUT, THROUGHOUT THE COURSE WHEN TALKING TO THE TRANSPORTATION, AND OUR FOOD SERVICE DIRECTOR IS PUSHING, YOU KNOW, IF YOU'RE LOOKING FOR A FUN TIME TO WORK, AND, SO, YES. THAT IS THE GOAL. AND WE ARE, UM, IT WILL BE A GOOD METRIC TO TRACK.
>> ANY OTHER DISCUSSION? >> ALL RIGHT. THANK YOU.
>> OKAY. >> MOVING ONTO 5.02 J EVERETT LIGHT MOU. AND SPEAKING IS STEVE LOUSER AND DR. KEGLY.
>> GOOD EVENING BOARD, WELCOME TO THE NEW MEMBERS.
>> GOOD EVENING, WELCOME. >> SO, I'M HEAR TO SPEAK ON THE JEO, MOU ATTACHED IN THE BOARD DOCS, GO TO THE NEXT SLIDE. SO, REALLY JUST TO ARTICULATE AND HIGHLIGHT THINGS WITHIN THE MOU, SO, WHAT THE MOU DOES IS PERMITS NON-MEMBER SCHOOLS TO ATTEND JEL, NON-MEMBER SCHOOL OF HAMILTON SOUTHEASTERN SCHOOLS TO APPLY, REGISTER AND ENROLL WITHIN JELS PROGRAMS. EARLY IN THE CONVERSATION, WHICH, I'VE NOT SPOKEN TO THE BOARD TOTALLY ABOUT, THERE WAS JUST TALK ABOUT COSMETOLOGY, WELDING, THINGS LIKE THAT, THIS PROVIDES THAT OPPORTUNITY FOR STUDENTS TO ENROLL, NOT PROGRAM SPECIFIC IN THAT MOU. THE OTHER ITEM TOSS EYELIGHT ARE STATUS QUO ITEM SHALL, THINGS IN THE MOU PREVIOUSLY BUT GIVES JEL THE ADMINISTRATIVE CONTROL AND INSTRUCTORS, EQUIPMENT, SUPPLIES, THEY ENSURE THAT THE DUEL CREDIT PARTNERSHIPS ARE THERE WERE APPLICABLE, THEY WOULD FOLLOW THE WASHINGTON TOWNSHIP SCHEDULE. HSE IS REQUIRED TO PROVIDE TRANSPORTATION IF NECESSARY AND THERE'S ENROLLMENT TIMELINE AND THE LENGTH OF THE MOU. AND THE TERMS OF THE AGREEMENT TAMPA BAY ALTERED AT ANY TIME AND MUTUALLY ACCEPTABLE. WE'RE A NON-MEMBER SCHOOL AND THIS PROVIDES THOSE PROGRAMS TO HSE STUDENTS. SO, WHAT IT DOES NOT DO. SO, THIS DOES NOT GUARANTY THE S. HSE STUDENTS WILL BE ENROLLED IN THE PROGRAM THEY WANT OR NEED FOR OUR STUDENTS CURRENTLY IN THE YEAR ONE OF A PROGRAM. IT DOESN'T EXPLICITLY STIPULATE LATE THAT WE'RE SHARING CTE FUNDING WITH JELS, HENCE THERE IS A TUITION FEE WITHIN THE DOCUMENT AND I DETAIL WHAT THAT FEE LOOKS LIKE. AS WELL AS, THIS DOESN'T APPLY TO OUR ON-SITE CTE PROGRAMS. SO, WE HAVE CNA, EMT, MEDICAL ASSIST, MUSIC AND SOUND PRODUCTION AND WELDING IN HOUSE AT FISHER HIGH SCHOOL AND HSE HIGH SCHOOL, THOSE WILL BECOME HSE PROGRAMS THAT INCLUDES OUR OVERSIGHT AND STAFFING AND EQUIPMENT. WITH THE SHARING OF THAT, IF THERE ARE ANY QUESTIONS OR THINGS THAT I COULD ADDRESS OR NOTE AND GET BACK TO YOU ON?
>> OVERALL, YES. SO, I UNDERSTAND WHAT THE MOU IS, AND I UNDERSTAND WHAT WE'RE ASKING. UM, MR. LOUSER, YOU WEREN'T IN THE BEGINNING PART WHEN WE WERE DISCUSSING THE PURSUIT INSTITUTE AND THE TRANSITION FROM JEL, MY BIGGEST CONCERN FROM DAY ONE, I'M ABSOLUTELY 110% A HUGE SUPPORTER OF CTE SCHOOL. I WAS AN ADVOCATE OF WAITING A YEAR BEFORE WE JOINED IN, SO, ALL OF THIS HICCUPS WOULD BE SMOOTHED OUT PRIOR SO WE CAN SEE THAT IT WAS UP AND FUNCTIONING AND WE HAD CTE, OR, EXCUSE ME, THE COSMETOLOGY PROGRAM GOING. WE HAD THE AUTOMATED SERVICES PROGRAM GOING. KIDS WERE NOT HAVING TO DRIVE, YOU KNOW, 45
[00:40:01]
MINUTES TO A COSMETOLOGY PROGRAM PROGRAM. THEY WOULDN'T HAVE TO GO TO TIPDONE TO A AUTO SERVICES QUESTION. WHEN WE KEEP HEARING OF, AND I KNOW IN THE ORIGINAL PART, WE TALKED IN THE MOU THAT WE WERE GOING TO MAKE SURE OUR SECOND YEAR STUDENTS WOULD BE TAKEN CARE OF. HERE'S WHERE I'M HAVING THE HICCUP AND HERE'S WHERE MY GAP IS. THERE ARE TONS OF STUDENTS, THAT THIS PAST SUMMER, THROUGH NOVEMBER WERE WANTING TO DO JEL PROGRAM. AND WE AS A SCHOOL DISTRICT DID NOT GET THE ANNOUNCEMENT OUT THAT WE WERE SWITCHING TO PURSUIT INSTITUTE, WE AS A BOARD DIDN'T GET THE FIRST INFORMATION UNTIL AUGUST. I'VE WITHIN TRYING TO FUNNEL PEOPLE WHO REACH OUT TO ME TO YOU, AND SEND THEM TO THEIR COUNSELORS, A COUPLE OF ISSUES I'M CONCERNED WITH, IS THAT WE HAVE GAP STUDENTS HIKE OUR SPEAKER WHO JUST SPOKE TONIGHT, WHO HAS A CHILD THAT'S BEEN TALKING THE WHOLE PROCESS OF COSMETOLOGY PROGRAM, AND WE DON'T HAVE AN ANSWER FOR THEM RIGHT NOW. AND I'LL FINISH WITH THIS, AND I'LL HAVE YOU CONTINUE TO ANSWER, AND THE SAME WITH THE AUTO MOTIVE SERVICE, I RECEIVED MORE INFORMATION THAT THE PROGRAM AT HSE GOT STOPPED AND THEY MAY BE GOING TO TIPDON, AGAIN, A RED FLAG TO ME, WHY AREWE SENDING KIDS UP TO TIPDON? >> IT'S ACCURATE, THAT SOME OF THE PURSUIT PROGRAMS ARE LOCATED IN OTHER PLACES OTHER THAN HAMILTON COUNTY. WE DON'T PLAN FOR OUR STUDENTS TO GO THERE.
WE DON'T WANT STUDENTS DRIVING TO PROGRAMS 40-50 MINUTES AWAY.
I UNDERSTAND THE TIMELINE'S NOT IDEAL, BUT, I'M WORKING WITH PURSUIT DAILY TO ADVOCATE FOR PROGRAMS AND TO BUILD THOSE THINGS OUT. I KNOW THAT'S NOT IDEAL AND I KNOW KIDS ARE SCHEDULING RIGHT NOW. IN THESE CERTAIN SPECIFIC PROGRAMS WE'RE WORKING TOWARDS THAT AND PURSUIT HAS BEEN A GREAT PARTNER AS WE DO THAT. SO, I'LL ACKNOWLEDGE THAT THAT TIMELINE'S NOT GREAT, HOWEVER, THE REALITY OF IT IS, SHOULD THAT STUDENT MEET WITH THEIR COUNSELOR, LET'S SAY JEL IS ON THE TABLE, THAT STUDENT IS NOT NECESSARILY GETTING INTO THAT COSMETOLOGY PROGRAM. IN FACT, IF I COULD JUST USE COSMETOLOGY AS AN EXAMPLE, RIGHT? LET'S JUST USE THAT ONE. FOR THIS SCHOOL YEAR, THIS COHORT OF STUDENTS WHO EXPRESSED INTEREST IN TAKING COSMETOLOGY AT J EVERETT WHITE, ONLY 7 OUT OF STUDENTS GOT ACCEPTED TO THAT PROGRAM. THOSE ARE STUDENTS IN YEAR ONE THAT WE KNOW AREN'T GOING TO YEAR TWO. AND WE SEE THAT HAPPEN FOR THE SENIORS WHO NEEDED YEAR TWO, ONLY FOUR OUT OF NINE GOT TO DO THEIR SECOND
YEAR AT JEL. >> TIMEOUT, YOU'RE SAYING TO ME, THOSE SEVEN WHO JUST WENT THROUGH THE EDUCATION PROGRAM THE FIRST YEAR, CORRECT. WHEN YOU'RE IN THAT PROGRAM YOU'RE NOT GUARANTIED TO DO YEAR ONE AND TWO?
>> CAN I JOIN IN FOR JUST A MINUTE?
>> I THINK WHAT WE'RE FORGETTING IS THAT JEL SERVICES NOT JUST HAMILTON, SOUTHEASTERN OR WASHINGTON TOWNSHIP, THERE ARE OTHER DISTRICTS THEY SUPPORT. WHEN SCHOOLS WANT STUDENTS TO GO TO PROGRAMS, STUDENTS CAN APPLY AND YOU KNOW, THEY HAVE FOUR-YEAR PROGRAMS WHICH I THINK SOME MAY BE TALKING ABOUT, AT THEIR FRESHMAN YEAR THEY HAVE FOUR-YEAR PROGRAMS TO DECIDE, HEY, I WANT TO DO THIS, AND COSMETOLOGY MAY BE ONE OF THE THINGS THEY WANT TO DO. WHAT MR. LOSER IS SAYING, IS THAT EVEN WHEN STUDENTS APPLY TO COSMETOLOGY OR WELDING, THERE'S NO GUARANTY THAT ALL OF OUR STUDENTS WILL GET IN. THAT WAS ONE OF THE REASONS WHY WE WANTED TO GO TO PURSUIT SO THAT WE COULD, ONE, BRING IN WELDING, WHICH IS ON OUR CAMPUS, BUT, IT'S JELS PROMISE. WE WANTED TO BRING WELDING ON OUR CAMPUS AND MAKE IT OUR OWN PROGRAM SO THAT WE COULD HAVE MORE CONTROL OVER WHO CAN GO AND WHO CAN'T. RIGHT NOW, OUR KIDS CAN APPLY TO GO TO JEL, THERE'S NO GUARANTY THEY WILL GET IN, CALL IT A LOTTERY OR WHATEVER YOU WANT, BUT, JEL HAS VARIOUS SCHOOL DISTRICTS THEY SUPPORT. FOR EXAMPLE, WE
HAD FOUR KIDS IN COSMETOLOGY. >> YES.
>> THE REALITY IS WE MAY HAVE 50 KIDS THAT WANT TO GET INTO COSMETOLOGY AND ONLY FOUR CAN GET IT. THIS IS WHY MR. LOSER HAS BEEN PUTTING BOOTS ON THE DOWN, WE'VE BEEN LOOKING FOR SPACES WHERE WE COULD HAVE OUR OWN PROGRAM, WE HAVE ENOUGH INTEREST. AND, IN DOING SO, RIGHT NOW, IT WOULD BE CLOSED, MEANING, AS PART OF PURSUIT, WE WOULD ONLY HAVE OUR STUDENTS, BUT, THEN IN THE FUTURE, WE COULD OPEN IT UP WHICH MEANS CARAMEL, WESTVILLE, OR WHOM EVER MAY WANT TO BE PART OF THIS.
>> SO, WE STILL HAVE A 23-24 SCHOOL YEAR IN THE FALL.
>> RIGHT. >> THIS IS STILL AN OPTION THAT WE'RE GOING TO CONTINUE PUSHING TO FIND SOMETHING FOR
COSMETOLOGY OR THE AUTO ONE. >> ALL OF THOSE. AND SO, YOU KNOW, TO GET BACK TO THE MOU CONVERSATION OF THAT, THERE'S A
[00:45:04]
SAFETY NET OF AN MOU RIGHT NOW TO THOSE PROGRAM TOSS JEL. THE REALITY IS WE COULD SAY WE CAN SEND THEM THERE, 20% OF OUR KIDS IN THIS COHORT, JUNIORS AND SENIORS THIS YEAR, DID NOT GET TO TAKE THE PROGRAM THEY WANT THE TO AT JEL.>> I UNDERSTAND. >> SO, TO DO THAT, THAT'S WHY
WE'RE SHIFTING TOWARDS THAT. >> AND YOU'RE SAYING FOR THE MOU FOR THESE KIDS TO HAVE THE OPPORTUNITY TO APPLY. AND I WHOLEHEARTEDLY RESPECT THAT. AGAIN, MY CONCERN ARE THOSE 25-30 STUDENTS THAT HAVE BEEN TOLD FROM THEIR COUNSELORS, ADVISORS AND THEY'VE BEEN WORKING JUST LIKE THE PARENTS THAT SPOKE TODAY THAT THEY DID NOT HAVE A CLUE UNTIL NOVEMBER THAT THERE WAS A CHANGE. WHY ARE WE NOT ADDING THAT GROUP, ALLOWED TO APPLY FOR THEIR FIRST YEAR, WHY ARE WE NOT TRYING AND NEGOTIATING AND BRINGING THAT TO THE TABLE SO THEY'RE NOT JUST
WAITING? >> SO, IT'S NOT MOU IN THAT
FASHION? >> THE FIRST-YEAR STUDENTS?
>> THIS IS THE SAFETY NET OF THAT. IF YOU WANT TO GET TO, THAT'S $600,000 TO SEND THOSE STUDENTS TO JEL. AND WE'RE BACK INTO THAT SCENARIO WHERE, AND, THAT STILL LEAVES A GOOD CHUNK OF OUR KIDS NOT GETTING THE EXPERIENCE THEY WANT OUT OF HIGH
SCHOOL. >> I MEAN, WE WANT IT LOCAL, I THINK EVERYBODY ON THE BOARD AND IN THE COMMUNITY WOULD LOVE IT TO BE LOCAL, WE WE JUST DON'T HAVE IT YET. WE AS A BOARD, THE LAST BOARD GOT ALL THE INFORMATION PURSUIT PURSUIT INS
>> >> COSMETOLOGY IS TECHNICALLY
COFFERED BY PURSUIT INSTITUTE. >> I'M VISITING WITH THE PARTNER OF PURSUIT FRIDAY TO LOOK INTO THE FEASIBILITY AND WE COULD GET TO WHERE WE DECIDE IT'S STILL NOT AND THEN WE GO ON OUR OWN. OKAY. WE JUST NEED TO LOOK AT THAT RESOURCE FIRST.
>> WHILE HE'S DOING THAT, I WILL TELL YOU THAT I DON'T HAVE ANY FAMILIARITY WITH AN AUTO SERVICE ISSUE.
>> I TALKED WITH THAT PARENT TODAY.
>> AND, RIGHT NOW, HOLDING PATTERN, THERE'S ACTUALLY REALLY COOL THINGS IN THE COMMUNITY THAT PURSUIT HAS LANDED. AND WE'RE GOING BACK TO YEAR-ONE KIDS.
>> SO, THE OPTION WILL NOT BE THERE FOR THEM?
>> I CAN'T GO ON THE RECORD FOR WHERE THOSE THINGS ARE RIGHT
NOW. >> I GUESS THAT'S THE OTHER THING IS WE HAD ALL THE DISCUSSIONS ABOUT TRANSPORTATION NOT BEING A PROBLEM, I'M MAKING SURE, IF SORE SOME REASON, THAT IS OUR ONLY OPTION, ARE WE SAYING AT HAMILTON SOUTHEASTERN SCHOOLS WE'RE PROVIDING THE TRANSPORTATION TO TIPDON OR
WHERE EVER THAT LOCATION IS? >> TIPDON IS NOT AN OPTION FOR
US, IT'S TOO FAR OVER. >> SO, PRELIMINARY, NOT UNTIL KIDS HAVE MAIN SCHEDULES DO WE KNOW WHAT THAT REALISTIC PIECE IS. ZACH AND I DISCUSSED THAT NOBLESVILLE AND CARMEL ARE PROBABLY FEASIBLE FOR THAT. BUT, WE HAVE TO LOOK AT THE NUMBERS OF THE KIDS AND WHERE THEY'RE COMING FROM.
>> I GUESS I'M JUST WANTING TO PUT THIS NOTE OUT THERE. THE WHOLE DISCUSSION FOR ME, SUZANNE THOMAS AS A BOARD MEMBER FROM DAY ONE. HUGE SUPPORTER OF CTE, ALL OF THESE HICCUP THINGS, HAD WE WAITED HERE, AND LET THE PURSUIT INSTITUTE FULLY DEVELOP AND PUT IN ALL THEIR PROGRAMS, ON NOW, WHEN KIDS SIGNED UP FOR CLASS, THEY WOULD HAVE GOTTEN IN. I REALIZE THAT IF THEY SIGNED UP FOR JEL CLASS CLASSES THEY MAY NOT HAVE GOTTEN IN. I JUST THINK SOME OF THIS WOULD HAVE BEEN NICER TO BE WORKED OUT AND HAD IT DONE. NOW, WE'RE NOT THERE, BUT,
WE'LL GET THERE. >> I WAS GOING TO SAY, IS THE ULTIMATE GOAL IS HOUSE THIS IN A BRICK AND MORTAR FACILITY IN ONE LOCATION, IT SOUNDS LIKE WE'RE DISPERSED IN MULTIPLE LOCATIONS.
>> FROM THE PURSUIT INSTITUTE STAND POINT, THE ULTIMATE GOAL IS KEEPING IT WITHIN THE COUNTY'S HIGH SCHOOLS IS A BETTER OPTION BECAUSE WE DON'T HAVE THE CAPITAL INVESTMENT THAT ALL OF THE DISTRICTS WOULD HAVE TO CONTRIBUTE TO RUN A BRICK AND
[00:50:02]
MORE TAR, ONE CENTRALIZED LOCATION FOR ALL STUDENTS. IT'S A POSSIBILITY TO HAVE PROGRAMS REPLICATED AT MULTIPLE HIGH SCHOOLS, BECAUSE, DISTANCE IS A FACTOR, THOSE TYPES OF THINGS,SPACE, AND CAPACITY. >> AND THE SHIFTING OF THAT, FREES UP FUNDING AND THINGS TO GET QUICKER TO THAT SOLUTION.
>> THE THREE PROGRAMS. >> CAN YOU CLARIFY FOR ME, SO, LAST YEAR AND PREVIOUSLY WHEN WE WERE SENDING OUR STUDENTS TO JEL, THEY WOULD, AS I UNDERSTAND, THEY WOULD APPLY, JEL BEING PART OF WASHINGTON TOWNSHIP, THEY'RE THE ONES THAT CONTROL ADMISSION TO THOSE PROGRAMS, SO, WE COULD HAVE, LET'S SAY, 50 STUDENTS APPLY TO ONE PROGRAM, BUT, ONLY SIX GET IN. AND WE HAVE HISTORICALLY HAD ZERO CONTROL OVER THAT SELECTION PROCESS. THAT IS HOUSED AND CONTROLLED BY THE SCHOOL BOARD AND J EVERETT WHITE'S ADMINISTRATION.
>> CORRECT. SO, GOING FORWARD, SHOULD WE CONTINUE DOWN THE PATH THAT YOU'VE BEEN WORKING VERY HARD FOR, TO HAVE OUR OWN PROGRAMS, TO HAVE THESE HOMEGROWN PROGRAMS AND CONTINUE TO USE COSMETOLOGY PROGRAM AS AN EXAMPLE, SO, SHOULD THOSE BE SUCCESSFUL OF THE CONVERSATIONS THAT YOU ARE HAVING TO MOVE US DOWN THAT ROAD? WE WOULD BE ABLE TO SERVICE MORE OF OUR STUDENTS IN THESE PROGRAMS AND WOULD HAVE CONTROL OVER THE ADMISSION TO THOSE PROGRAMS, VERSUS, KIND OF, SENDING IT OFF TO WASHINGTON TOWNSHIP AND JUST CROSSING OUR FINGERS THAT THERE'S ENOUGH PLACES FOR OUR STUDENTS TO DO THAT.
>> IDEALLY, IF WE END UP IN A SITUATION WHERE WE CREATE, UM, A COSMETOLOGY PROGRAM JUST LIKE OUR WELDING PROGRAM THAT IS OUR HOST SITE, THAT WE'RE THE HOST FOR AS A DISTRICT, WE'RE GOING TO POP LATE THAT PROGRAM WITH OUR KIDS FIRST.
>> EXCELLENT. >> AND, IF THERE ARE ANY AND IF THERE ARE SPACES, THEN, WE WOULD TALK TO THE OTHER FIVE SCHOOLS IN THE DISTRICT AND SAY DO YOU HAVE, KNOWING, THAT SOME OF THEM, BECAUSE OF DISTANCE, IT WOULDN'T BE CONVENIENT, BUT, WE MIGHT HAVE STUDENTS FROM CARMEL, OR NOBLESVILLE OR HAMILTON HEIGHTS, WOULD WANT TO MAKE THAT TRIP TO GET COSMETOLOGY PROGRAM.
AND THAT WOULD HELP FUND OUR PROGRAM.
>> SO, FOR CLARITY, OUR CURRENT GOAL IS TO TRY AND HAVE SOMETHING ARRANGED SO START 23-24?
>> ABSOLUTELY. EVERYDAY. >> AND WITH THAT OPPORTUNITY WOULD BE A GREATER OPPORTUNITY FOR MORE OF OUR STUDENTS TO
>> AND WHEN YOU TALK ABOUT OPENED AND CLOSED PROGRAMS, THE ONES THAT WE HAVE, LET'S TALK ABOUT WELDING, SO, WE WOULD START OUR'S OFF AS CLOSED, SO, WE WOULD ONLY BE ALLOWING ACCESS FOR OUR OWN HSE STUDENTS TO PARTICIPATE AND ONLY IF WE HAD THE SPACE AND PHYSICAL SPACE FOR OTHER STUDENTS FROM OTHER SCHOOLS TO COME IN, AT THAT TIME WE WOULD OPEN IT UP AND CLOSE IT AGAIN, AT ANY TIME SHOULD WE HAVE MORE INTEREST? SO, NEXT YEAR WE HAVE MORE INTEREST FROM OUR STUDENTS, WE COULD SAY, NOPE, WE'RE NOT TAKING ANYONE FROM ANYWHERE ELSE THIS YEAR, BECAUSE WE HAVE ENOUGH OF OUR OWN? THAT IS SOMETHING THAT WE
GET TO CONTROL? >> AND I WANT TO REMIND TUSS, THOUGH, THAT EVEN WITH OUR OWN INTERNAL PROGRAMMING AND QUITE FRANKLY WITH ANY COURSE OFFERINGS, THERE ARE CAPS ON THINGS. JUST BECAUSE WE HAD WELDING, IF WE HAD 3,000 STUDENTS WHO WANTED TO DO WELDING, WE COULDN'T SUPPORT THAT EVEN ON OUR OWN PROPERTY, SO, I DON'T WANT US TO THINK THAT JUST BECAUSE IT'S IN-HOUSE, WE COULD ACCOMMODATE, OVER AND
ABOVE WHAT THE SPACE REQUIRES. >> SO, CAN YOU CLARIFY THEN, BECAUSE, I WANT TO HEAR IT NOW. YOU'RE SAYING IN THE MOU, CURRENTLY, RIGHT NOW, THAT PARENT, FOR EXAMPLE, THAT JUST SPOKE TONIGHT, SHE CAN APPLY FOR, UM, COSMETOLOGY PROGRAM AT JEL, MIGHT NOT GET IN, BUT, SHE HAS THE OPPORTUNITY, AS SOON AS WE HAMMER DOWN THE GAVEL AND WE VOTE YES, ON THE MOU, THEN SHE
THEN CAN APPLY. >> IT'S PER THE MOU, THE GUIDANCE COUNSELOR SAYS ONLY YEAR TWO HAVE THAT OPPORTUNITY, SO, INCOMING SOPHOMORES, IF WE OPEN THE FLOOD GATES ON ALL SOPHOMORES GOING TO JEL, WE'RE PAYING A LOT OF MONEY TUITION WISE. I WANT TO ANALYZE THAT SCHEDULE DATA WISE TO ASSESS THE NEED AND IF WE HAVE 15 INTERESTED IN COSMETOLOGY PROGRAM, I WANT TO KNOW THAT AND IT WILL BE OPEN IN AUGUST.
>> AND THE OTHER ISSUE IN YOUR SCENARIO, THEN, A YEAR FROM NOW, WE'RE RIGHT BACK IN THE SAME SITUATION WHERE WE'RE HAVING TO FIND A HOME FOR YEAR TWO STUDENTS.
>> NOT IF WE HAVE ENOUGH IN FUNCTIONING SCHOOL.
>> WELL, CORRECT, BUT, WE MAY HAVE, LIKE, OUR WELDING PROGRAM THAT WE HOST, WE HAVE SUCH A DEMAND FROM OUR KID THEY WERE
[00:55:04]
ONLY ABLE TO DO YEAR ONE. SO, WE HAVE TO SEND YEAR TWO STUDENTS TO JEL, OR FIND SOME OTHER, WHICH, STEVE'S BEEN WORKING ON, SOME OTHER OPTION WITHIN OUR COMMUNITY WHERE THEYCAN DO THEIR YEAR 2. >> SO, CURRENTLY, HSE IS ONLY DOING WELDING ONE. SO, WHERE ARE OUR WELDING 2?
>> WE HAVE 20 KIDS TO THE JEL NEXT YEAR.
>> AND IF THEY DON'T GO THERE, WHERE ARE THE OTHER WELDING
PROGRAMS FOR THEM? >> WE'RE WORKING ON THEM.
>> WELDING, STEERING COMMITTEE, WHICH I KNOW NOTHING ABOUT WELDING BUT WE'LL FIGURE IT OUT TOGETHER.
>> LASTLY, I KNOW THAT WE WERE GOING TO LIST THE THREE
PROGRAMS. >> THOSE ARE CULINARY ARTS, CRIMINAL JUSTICE, AND DIGITAL DESIGN.
>> CRIMINAL JUSTICE, AND WHAT WAS THE LAST?
>> DIGITAL DESIGN. >> AND THOSE CURRENTLY ARE NOT
AT JEL? >> THOSE ARE ONLY AT JEL?
>> I MEANT ONLY AT JEL? >> WE DO NOT HAVE THAT AS A PURSUIT INSTITUTE OPTION. ANY JUNIOR, THEIR COUNSELOR HAS THEIR NAME AND EVERY OPTION THEY HAVE RIGHT NOW OF THE JEL COURSE, A PURSUIT INSTITUTE COURSE, OR THEY CAN DO A WORK-BASED LEARNING INTERNSHIP IN THAT SENIOR YEAR AND THAT'S THEIR CHOICE AND THEY KNOW EXACTLY HOW TO EXPLAIN THAT TO EACH KID THAT SCENARIO APPLIES TO RIGHT NOW.
>> I HAVE A COUPLE OF QUICK QUESTIONS. ONE THING THAT I THINK I HEARD, AND I P WANT TO CLARIFY AND HOPEFULLY GET EXPLANATION ON. THE IDEA THAT IF YOU ARE, LET'S SAY IF IT'S A TWO-YEAR PROGRAM AND YOU ENROLL IN IT AND ARE ACCEPTED, THAT YOU ARE NOT GUARANTIED A PLACE THE SECOND YEAR.
>> NOT AT JEL? >> THAT SEEMS EXTREMELY STRANGE
TO ME. >> THE STUDENTS HAVE SIGNED UP, TAKEN THREE YEARS OF COURSE WORK, THE THIRD YEAR SHOULD BE THE APPLICATION OF THAT IN THE COMMUNITY. AND THERE ARE KIDS NOT GETTING THAT OPPORTUNITY RIGHT NOW.
>> WILL THAT BE DIFFERENT WITH PURSUIT INSTITUTE?
>> YES. >> I WOULD ASSUME BECAUSE WE
HAVE CONTROL. >> BECAUSE WE HAVE CONTROL OVER
IT. >> WE DON'T CONTROL THAT PROCESS THERE. WE HAVE HUGE NUMBERS FOR A COSMETOLOGY PROGRAM RIGHT NOW, WE MAY HAVE THREE KIDS INTERESTED IN SOMETHING ELSE, THAT'S WHERE WE COULD REACH OUT TO NOBLESVILLE
CARMEL AND OTHER SCHOOLS. >> THE CURRENT STUDENTS CAUGHT
>> AND, I GUESS, I'LL SAY IT THIS WAY: ARE THEY GETTING FULL PRIORITY OVER ANYBODY ELSE, LIKE, IF WE OPENED THE FLOOD GATES AND OPENED IT TO ALL SOPHOMORES, WHICH SHOULD NOT, WE SHOULD TAKE CARE OF THE KIDS CAUGHT IN THE MIDDLE. OUR SECOND YEAR STUDENTS GET PRIORITY. IT SYMPTOM DOESN'T GUARANTY. THAT'S WHY HE'S LOOKING AT SCHEDULES AND TALKING ABOUT NOT OPENING UP THE FLOOD GATES.
>> SO, WHEN WE GO THROUGH THIS THING, WE'RE GOING TO SERVE THEM FIRST? DO EVERYTHING WE CAN TO GET THEM A PLACE.
>> THE COUNSELORS RIGHT NOW ARE SENDING IN FORMS FOR THOSE STUDENTS TO GET THEM AHEAD BECAUSE I'M GOING TO SPECULATE IT'S BY WHEN YOU GET THAT APPLICATION IN, I DON'T KNOW.
BUT, THAT'S WHAT THEY'RE DOING RIGHT NOW SO THEY COULD HAVE THE BEST SHOT TO GET IN. THE REALITY IS JEL DECIDES WETHER OR NOT THEY GET IN. AND THAT'S THE PROBLEM.
>> >> THE MOU IS IN A PLACE TO DO
THAT. >> SO, IF WE PASSED THIS MOU, THAT WILL GIVE US OPTIONS TO CONTINUE ON WHILE STILL TRYING TO BUILDOUT AND STILL TRYING TO GET THIS UP AND RUNNING FOR LIKE THE PARENTS THAT HAVE A KID CAUGHT IN THE MIDDLE.
>> I CAN'T TELL YOU HOW MANY SOPHOMORES THAT WILL ENROLL, IF WE CONTINUE IN THAT CYCLE, WE'LL NOT BUILD WHAT WE NEED TO BUILD TO HAVE THE STUDENT. AND I'LL TELL THE 44, GREAT, GO SPEND YOUR JUNIOR YEAR AND I DON'T KNOW WHAT TO TELL YOU YOUR
SENIOR YEAR. >> SO, WHEN WE END HERE, I JUST WANT US TO GO ON THE RECORD UNDERSTANDING THAT OUR REASONS FOR WANTING TO JOIN THE PURSUIT INSTITUTE AS YOU HERE ARE ACCESS AND OPPORTUNITY FOR ALL OF OUR CHILDREN. WE BELIEVE THAT AS PARTNERS WITH PURSUIT, ESPECIALLY, TRANSITION FOR ANYBODY IS NOT ALWAYS EASY. WE KNOW ONCE THE DUST SETTLES AND THE TRANSITION, OUR STUDENTS HAVE MORE OPPORTUNITIES BEING A
PART OF PURSUIT INSTITUTE. >> IT SOUNDS LIKE A GREAT OPPORTUNITY TO SERVE MORE OF OUR STUDENTS AND HAVE MORE CONTROL.
I THINK THAT I DO SHARE SOME OF SUZANNE'S CONCERNS THAT IT POTENTIALLY WAS A LITTLE RUSHED TO GET THINGS UP AND RUNNING.
BUT, IT SOUNDS LIKE YOU ARE DOING EVERYTHING THAT YOU CAN TO SERVE THE STUDENTS CAUGHT IN THE MIDDLE.
>> I WOULD SAY AS A PUBLIC RECORD FOR ANYBODY WATCHING OR THAT HEARS THIS, THAT, I'VE WORKED AT THE HIGH SCHOOL FOR EIGHT YEARS, RIGHT, THESE COUNSELORS HAVE A HANDLE ON THESE KIDS INTEREST. LET'S SAY YOUR KID MADE THE SCHEDULE THIS WEEK AND IT'S NOT WHAT YOU WANTED IT TO BE, OR IF A NEW
[01:00:04]
OPPORTUNITY DEVELOPS, THEY HAVE THE NOTE TOSS CALL THAT KID TO SAY, HEY, YOU TALKED ABOUT OUGHT MOTIVE, AND I KNOW THAT WASN'T FEASIBLE HERE, BUT NOW IT'S HSE ENGAGED, AND BOTH HIGH SCHOOLS DO THAT. I KNOW IT FEELS RUSHED AND THE TIMELINE, IT IS, I DON'T WANT TO BEAT AROUND THE BUSH, BUT, THE REALITY IS EACH COUNSELOR CAN GET THEIR KID IN THERE.>> SO, ANYTHING THAT'S AT FISHER, IF YOU'RE AN HSE STUDENT, YOU COULD GO. EMT, MEDICAL ASSISTING, UM, BOTH, SO, THEY DON'T HAVE TO TRAVEL FOR THAT AND WE RUN SHUTTLE BUSES
ALL DAY LONG. >> THANK YOU, VERY MUCH.
>> WE'RE IN THE THROWS OF SCHEDULING, CURRENTLY IN OUR
HIGH SCHOOLS, CORRECT? >> WOULD IT BE HELPFUL, FOR, I KNOW THAT THIS IS, FOR INFORMATION TO BE ABLE TO KNOW THIS IS FOR US TO TAKE ACTION ON THIS TONIGHT, WOULD THAT BE HELPFUL TO HAVE THAT ANSWER DONE AS WE'RE SCHEDULING OUR STUDENT
SNUZ. >> THE COUNSELORS HAVE BEEN GUIDED TO OPERATE AS THIS IS MOVING FORWARD RIGHT NOW AND WE WOULD CLEAN IT BACK UP IF SOMETHING WERE TO CHANGE.
>> WOULD IT BE HELPFUL FOR THAT TO GET DONE?
>> IT WOULD BE WONDERFUL. >> SO, IF WE MADE A MOTION FOR YOU GUYS TONIGHT TO TRY AND PASS THAT, THAT WOULD BE PRETTY
GREAT, RIGHT? >> WE WOULD NOT SAY NO.
>> I WANT TO COME TALK AGAIN, LIKE THIS.
>> I WILL MOVE TO APPROVE THE J EVERETT LIGHT MOU AS PRESENTED.
>> SECOND. >> PLEASE CALL FOR A VOTE.
>> DAWN LANG? >> YES. SARAH DONSBACH?
>> YES. >> DR. JUANITA ALBRIGHT?
>> YES. >> WITH THE CAVEAT THOSE KIDS GET TO GO IN THERE. THAT'S ALL I WANT TO KNOW. I WANT TO MAKE SURE SHE GETS TO MEET THE COUNSELOR.
>> I'LL INVITE YOU ALL TO THE COSMETOLOGY PROGRAM.
>> MOTION PASSES 7-0. >> THANK YOU.
>> YOU'RE WELCOME. >> MOVING TO THE NEXT ITEM, 5.03, PRELIMINARY PARTICIPATION HEARING FFOR TRANSPORTATION
>> SO, WE'RE MOVING TO PRELIMINARY DETERMINATION HEARING. THE NEXT ITEM ON THE AGENDA'S FOR THE BOARD TO HOLD A PRELIMINARY HEARING ON THE PROPOSED PROJECT FOR THE TRANSPORTATION CENTER. IF YOU ARE INTERESTED IN SPEAKING FOR THE HEARING, COME TO THE PODIUM AND SPEAK, ONCE THE PUBLIC COMMENT BEGINS. YOU WILL NEED TO STATE YOUR NAME AND ADDRESS, AFTER A PRESENTATION BY THE ADMINISTRATION AND IT'S ADVISORS THERE'LL BE AN OPPORTUNITY FOR THE PUBLIC TO MAKE COMMENTS ABOUT THE PROJECT. AT THE HEARING WE WILL ASK THAT EACH PERSON LIMIT THEIR COMMENTS TO THREE MINUTES AND THE TOPIC BE LIMITED TO THE PROPOSED PROJECT UNDER DETERMINATION. THE NOTICE OF THE HEARING WAS PUBLISHED AS LEGALLY REQUIRED. AT THIS TIME, I'LL ASK KATIE DOWELLING CHIEF FINANCIAL OFFICER TO EXPLAIN THE PROCESS OF THIS HEARING AND COMMUNICATING THE PROJECT TO THE COMMUNITY. AND THE NEED FOR THE PROJECT. HOW THE PROPOSED PROJECT MEETS THE NEEDS AND HOW THE PROPOSED PROJECT WILL BE FINANCED AS WELL AS THE AFFECT ON THE TYPICAL TAXPAYER.
>> I KNOW EVERYBODY'S HERE FOR THE PRELIMINARY DETERMINATION HEARING ON THE TRANSPORTATION CENTER PROJECT. SO, ANYBODY TRYING TO LEAVE, THAT'S NOT COOL. YOU HAVE TO LISTEN TO MY HEARING AS WELL. SO, PURSUANT TO INDIANA CODE 6-011-20-3.1, A SCHOOL CORPORATION MUST HOLD TWO PUBLIC HEARINGS TO PRELIMINARIRY DETERMINE TO ISSUE BONDS OR ENTER RELIEF OF A PROJECT. IN THIS CASE IT'S IN EXCESS OF $5.8 MILLION. THIS MEETING REPRESENTS THE FIRST OF SUCH HEARINGS, NOTHING WILL BE APPROVED TONIGHT, THAT WILL PAL COME UP IN THE NEXT MEETING AND I BELIEVE MS. LANG WILL SPEAK TO THAT AFTER I GET DONE WITH MY LENGTHY DISCUSSION. UM, THE HEARING WAS LEGALLY ADVERTISED.
HEARINGS REQUIRE A 10-DAY PUBLICATION NOTICE. NOTICE OF BOTH PUBLIC HEARINGS WERE PUBLISHED IN THE HAMILTON COUNTY REPORTER ON DECEMBER 26TH, AND IN THE NOBLESVILLE TIMES ON DECEMBER 28TH AND WERE SENT VIA FIRST-CLASS MAIL FOR THE PUBLIC'S ARE INFORMATION. HOW WE GOT INTO, OR HOW WE'RE HERE, THE NEED FOR OUR PROJECT. SO, FIRST, THE ISSUES ON OUR
[01:05:03]
FACILITY. AT THE TRANSPORTATION FACILITY, THIS IS PREDOMINANTLY, EXTERIOR AND IS ABOUT THE SPACE. WE HAVE 198 BUS PARKING SPACES FOR A FLEET OF WELL OVER 300 BUSES AS WELL AS THE STAFF THAT DRIVE THERE TO GET THEIR BUSES AND GO OUT. SO, WE HAVE CAPACITY ISSUES FOR SPACE WHICH HAS CREATED SAFETY ISSUES. WE CAN'T, PROPERLY, IT SAFETY, I SPEAK MORE TO WORKER'S COMPENSATION, SLIPS, TRIPS, AND FALSE, WE CAPTAIN GET THINGS PROPERLY ICED, SEPARATED, YOU KNOW, THE CITY CAN'T THROW SALT IN BETWEEN BUSES WHICH NOSE TO NOSE, AND THOSE TEND TO BE PROBLEMS THAT WE HAVE. WE ALSO HAVE, UM, AND I HATE TO SAY OLD TIME, BUT, MY GRANDMA DROVE A BUS MANY, MANY YEARS AGO, YOU USED TO BRING THE BUSES HOME WITH YOU. AND THAT'S NOT A PRACTICE THAT WE HAVE ANYMORE AND THAT'S SOMETHING THAT WE WANT TO MOVE AWAY FROM. WE'RE ALSO USING SPACE AT FISHER'S HIGH SCHOOL, WE NEED THE BUSES IN THE FACILITY, BUT, IN ORDER TO EXPAND IT YOU NEED ADDITIONAL DRAINAGE. THE ASPHALT IS IN POOR CONDITION, IT'S BEEN PAVED AND PAVED AND PAVED. IT'S LIKE, IF YOU'RE CAR BREAK IS IT CHEAPER TO FIX IT OR BUY AGO NEW ONE DEPENDING ON THE COST OF THE REPAIR, THERE ARE NO INTERNAL COLLECTION DRAINS THAT ADDS TO THE WATER COLLECTING AND THE SLIPS, TRIPS, AND FALSE BECAUSE WE CAN'T PROPERLY SALT. THE DESCRIPTION OF THE PROJECT ITSELF. SO, THERE IS A FULL DEPTH PAVEMENT REPLACEMENT, RECON F RECONFIGURATION, AND STORM WATER DETENTION, NOW LIGHTING, SECURITY CAMERAS AND INSTALLATION OF CONDUITS OF FUTURE RECHARGING STATION, YOU MAY RECALL MR. MCKINNEY SECURED A BUS THROUGH A GRANT, OUR FIRST ELECTRIC BUS, AND THERE'S A DESIRE TO HAVE MORE OF THOSE TO REDUCE OUR OPERATIONAL COSTS, BUT, WE NEED TO BE ABLE TO ACTUALLY HAVE THE POWER AND THE SETUP TO CONNECT MORE BUSES SO, THIS IS PART OF THE PROJECT SINCE WE'RE ALREADY OPENING UP THE GROUND AND DOING THE WORK, WE'RE GOING TO ADD THOSE IN THERE AS WELL. THERE'S NEW FENCING. DESIGNATED PEDESTRIAN PATHWAYS BETWEEN DRIVER LOT AND BUS LOT TOSS IMPROVE SAFETY. THE EXPANSION WOULD BRING THE FULL-SIZED BUS PARKING UP TO 320 BUS FROM THE 198 I REFERENCED.THERE'S A ONE-WAY EXIT DRIVE TO SOUTHBOUND CUMBERLAND ROAD.
THEY PUT IN GRAVEL IF YOU'VE EVER NOTICED THERE WHEN THE DIVIT GETS TOO DEEP, THEY PUT DOWN A BUNCH OF GRAVEL. THERE'S ADMINISTRATION BUILDING OVERFLOW PARKING FOR 90 PLUS OUAUTO MOBILES. WE WERE ORIGINALLY LOOKING AT APRIL OF 22 TO OCTOBER OF '23, BUT, BECAUSE, OF THE CHANGE IN THE COST, WE'VE ACTUALLY BEEN THROUGH THIS PROCESS WITH THE BOARD ONCE BEFORE. AND IT WAS APPROVED IN A TOTAL COST OF $5.5 MILLION.
AND WITH WE DID THE ACTUAL DESIGN WORK, THE BIDS CAME IN A LITTLE OVER A MILLION DOLLAR, AND IT GOES $1.3 MILLION WITH SOFT AND HARD COSTS OVER WHAT WAS EXPECTED. YOU MAY HAVE READ, IU $2.6 BILLION WAS ESTIMATED FOR THE NEW HOSPITAL, IT CAME IN AT $4 BILLION. WE'RE WORKING GOING FORWARD WITH NEW PROCESSES WHERE WE'RE DOING DESIGN FAR AHEAD OF GOING THROUGH THESE HEARING PROCESSES, BECAUSE, I HATE TO HAVE TO DO THINGS TWICE. AND I KNOW FACILITIES FEELS THE SAME, AS DO ALL OF OUR DIRECTORS, SO, IT'S NOT A FAULT OF ANYONE, BUT THE WAY THAT WE'VE DONE THINGS AND WE NEED TO SHIFT BECAUSE THE VOLATILITY OF THE MARKET THAT WE'RE EXPERIENCING. THE CITY HAD A SIMILAR ISSUE WITH A PROJECT ON 37TH, WHERE THE BIDS CAME IN SO ASTRONOMICALLY HIGHER, COULDN'T SUPPORT. WE'RE SPLIT FUNDING THIS PROJECT OVER TWO DIFFERENT BOND ISSUANCES.
AND I'M SURE, EVERYBODY WATCHES THESE MEETINGS AT HOME WHEN THEY'RE NOT HERE, BECAUSE THEY'RE RIVETING. BUT, THAT'S PRETTY NORMAL FOR US. BECAUSE, OF THE AMOUNT IT HAVE DEBT THAT WE'RE ABLE TO ISSUE AND REPAY IN A SINGLE YEAR WHICH KEEPS OUR INTEREST COSTS LOW, IT'S JUST A SMART WAY TO USE MONEY. I DON'T WANT TO ISSUE DEBT AND REPAY IT BEFORE I EVEN USE IT. OKAY.
FINANCIAL INFORMATION RELATED TO THIS, WE'RE LOOKING AT HARD COSTS, SOFT COSTS AND COST OF ISSUANCIOUS IS ROUGHLY $6.8 MILLION. IT WON'T EXCEED $6.8 MILLION. SO, WHEN WE FINISH THE DESIGN AND GET BIDS, WE WON'T GO OVER THAT, BUT, OBVIOUSLY IF IT'S LESS, WE WILL TAKE THE LESSER NUMBER. THE
[01:10:02]
PRINCIPLE REPAYMENT WOULD NOT EXCEED $6.8 MILLION. AS I MENTIONED, THAT'S PARTIALLY FUNDED OUT OF THE GO BONDS ISSUED EARLIER THIS YEAR. THE BALANCE IS FUNDED OUT OF THE GO BONDS WE WILL ISSUE IN 2023. THE ESTIMATED INTEREST IS NOT TO EXCEED 5%. THE MAX TERM THAT WE LIST IN THE RESOLUTION IS JANUARY OF '27, BUT WE WILL NOT EXCEED A YEAR. WE ISSUED THIS YEAR ROUGHLY 28-$29 MILLION IN BONDS. WE WILL REPAY ALL OF THOSE BONDS IN 2023. IT'S A ONE-YEAR ISSUE AND A ONE-YEAR REPAYMENT AND WE BUILT THAT IN FOR FLEXIBILITY IN THE EVENT THAT WE HAVE AN UNEXPECTED SURPRISE AND WE HAVEN'T OVERCOMMITTED OURSELVES AND HAVING TO COME BACK TO THE BOARD FOR ADDITIONAL APPROVAL. THE COMBINED DEBT RATE THAT WE'VE HAD IS .5898, SO IT WILL BE AT THAT OR LOWER. AND WE'LL SEE A REDUCTION IN THAT RATE WHEN WE GET THE TAX APPROVAL FROM THE DEPARTMENT OF LOCAL GOVERNMENT FINANCE. AND, I BELIEVE THAT'S THE LAST PART. I KNOW YOU WISH I HAD MORE.>> AND I CAN ENTERTAIN ANY QUESTIONS.
>> SO, THIS IS JUST ADVERTISING THAT WE'RE GETTING INTO THIS PROJECT. WE HAVE SOME PRELIMINARY COST ESTIMATES, BUT WE HAVE NOT TAKEN BIDS FROM CONTRACTORS YET, RIGHT?
>> THE BOARD IS NOT AWARDED A BID.
>> SO, WE'VE GONE THROUGH A PROCESS, WE USE AN RFP, WE DO A REQUEST FOR PROPOSAL, GENERALLY SPEAKING FOR DESIGN ON CONSTRUCTION PROJECTS, ESPECIALLY BIG PRONJECTS. SO, E USE AN RFP AND THEN USE AN RFP FOR THE CONSTRUCTION OF THAT.
WE DON'T JUST SELECT A VENDOR, IT GOES THROUGH A PROCESS THAT'S GOVERNED BY THE STATE OF INDIANA. ONCE YOU GET OVER $5.8 MILLION YOU HAVE TO GO THROUGH A PROCESS WHERE YOU HAVE A 30-DAY DEMONSTRATION. IT'S A FORMALITY, TEST THE DIFFERENCE IN THE LAW IF YOUR PROJECT'S UNDER $2 MILLION, IF IT'S $2 MILLION TO $5.8 MILLION, OR OVER $5.8 MILLION. IT BUT, AS LONG AS YOU'RE NOT PUTTING ANY ADDITIONAL, ONCE YOU GET OVER A $17.4 MILLION, THAT'S WHEN IT GOES TO A CAPITAL REFERENDUM.
LANARD ROAD ELEMENTARY IS RIGHT AT THERE. WE DON'T NEED TO TO BE ABOVE AND BEYOND WHAT PEOPLE ARE ALREADY PAYING. BUT, YEAH, THIS IS A LEGAL PROCESS THAT WE GO THROUGH, THIS IS INFORMATIONAL AND THE BOND RESOLUTIONS AND SUCH WILL BE AT
YOUR NEXT MEETING. >> THANK YOU.
>> THANK YOU. >> CHAIR: ANY OTHER
QUESTIONS? >> SO, WE WILL NOW OPEN THE PUBLIC HEARING. IS THERE ANY SIGN IN SHEETS FOR THOSE INTERESTED IN SPEAKING? IF YOU ARE INTERESTED IN SPEAKING,
JUST, COME UP. >> PLEASE STATE YOUR NAME.
>> RAY ADD LONE FISHERS, I THINK OVER THE SUMMER WHEN IT WAS ORIGINALLY PROPOSED TO HAVE THE ELECTRIC SCHOOL BUS PURCHASE, I UNDERSTOOD THE NUMBERS TO BE SOMETHING LIKE 400, $450,000 FOR AN ELECTRIC BUS, VERSUS THE COST OF A DIESELEN HAD POWERED BUS OF 150, 140, OFF THE TOP OF MY HEAD, BUT, THAT'S THE ORDER OF MAGNITUDE. SO, THERE WAS A BIG COST DIFFERENTIAL AND AT THE TIME, I ASKED IF THE COSTS INCLUDED THE CHANGES TO THE MECHANICS, GETTING THE PERSON, HIRE A PERSON WHO CAN ACTUALLY WORK ON THE BUS AND MAINTAIN IT.
SO, I, IT WAS INTERESTING WHEN WE HEARD THAT WE HAVE TO HAVE MORE BUSES TO LOWER THE OPERATIONAL COST. NOW, DOES THAT MAKE SENSE TO ANYBODY? I MEAN, YES, I UNDERSTAND THAT YOU LOWER A COST PER BUS IF YOU DID THAT, BUT, THE BUSES COST $450,000. NOW, UNLESS YOU HAVE A GRANT THAT'S GOING TO LOWER THE BUS, YOU COULD BUY ALMOST THREE DIESEL-POWERED BUSES FOR THE COST OF ONE ELECTRIC BUS. NOW, THE OTHER THING THAT WAS GOING TO HAPPEN IS THAT THE PERSON IN CHARGE OF THE BUDGET WAS GOING TO PROVIDE THE BOARD WITH THE STATISTICS ASSOCIATED WITH IT, TO COULD THIS BUS BE USED FOR LONG-DISTANCE TRAVEL, WHAT IS THE RANGE AND HOW MUCH IS IT COSTING. ALL OF THESE SNBS SHOULD BE WORK THE OUT BEFORE COMMITTING TO THIS NEW BUILDING PROJECT TO PUT IN ELECTRICAL STATIONS. YOU COULD RESERVE A SPOT ON THE PAD, BUT DON'T PUT IN THE ELECTRICAL.
JUST A CAUTION HERE, YOU'RE MISSING IMPORTANT DATA ON THIS PROJECT AND BEFORE YOU DO THE DESIGN. THANK YOU.
[01:15:08]
>> I JUST WANT TO ADDRESS, THE EV BUS WAS PURCHASED THROUGH A GRANT THAT MADE THE COST OF THE BUS EQUAL TO WHAT WE WOULD HAVE PAID FOR A DIESEL. ADDITIONAL ADDS ARE THROUGH GRANT INVESTIGATION. GRANTS THAT WE IDENTIFY AND INVESTIGATE BECAUSE THE COST IS RAY IS KRESHCORRECTE COST IS HIGHER THAN A DIESEL-POWERED BUS. THE STATE OF INDIANA SETTLEMENT WITH VOLTSWAGON. INFLATION REDUCTION ACT, JUST RELEASED ADDITIONAL BENEFITS TO PUBLIC ENTITIES FOR ELECTRIC, SO, WE DO LOOK AT THAT. I WOULD ALSO TELL YOU THAT THE COST TO BUY A BUS OUT OF CAPITAL DOLLARS OUT OF BOND MONEY THAT'S ONE YEAR IS COMPLETELY DIFFERENT MONEY THAN MY OPERATIONAL COSTS. SO, THAT, I THINK IS SOMETHING THAT WE'LL TALK ABOUT AS WE HAVE A FINANCE MEETING AND I THINK THAT WE HAVE A WORK SESSION COMING. BUT, IT IS DIFFERENT FOR US. IT IS DIFFERENT, YOUR CAPITAL COST TO PURCHASE THAN IF IT LOWERS YOUR OPERATIONAL COST BECAUSE ARE TWO DIFFERENT BUCKETS OF MONEY AND WHAT I CAN DO WITH THEM IS COMPLETELY DIFFERENT. I DON'T WANT ANYONE TO THINK IT'S NOT CONTEMPLATED BECAUSE IT IS. WE'RE NOT ADDING ANY ELECTRIC BUSES RIGHT NOW, WE'RE BASICALLY ROUGHING IN THE PLUMBING IN THE BASEMENT, AS WE ADDIOUS IT'S A ALREADY THERE, WE DON'T HAVE TO CUT OPEN THE PAVEMENT AND DO THINGS ON MONEY WE JUST SPENT TO ADD. IT'S JUST A ROUGH IN, IT'S NOT ACTUALLY CONNECTING ANYTHING
>> THANK YOU TO ALL WHO HAVE PARTICIPATED IN THIS HEARING.
PLEASE NOTE THAT THIS IS JUST THE FIRST STEP IN THE LEGAL PROCESS. NO BOARD ACTION IS LEGALLY REQUIRED AT THIS HEARING. RATHER THIS HEARING IS SOLELY TO HEAR PUBLIC COMMENT.
THE BOARD WILL CONTINUE TO WORK WITH THE ADMINISTRATION AND IT'S PROFESSIONALS TO LOOK FOR EFFICIENCIES TO CONSERVE TAX DOLLARS WHILE MEETING OUR EDUCATIONAL NEEDS. THE BOARD WILL HOLD A SECOND PUBLIC HEARING IN THIS BOARD ROOM ON JANUARY 25TH AT 7:00 P.M. SO, IF YOU'RE INTERESTED IN THIS
SUBJECT, WE INVITE YOU BACK. >>> ALL RIGHT. MOVING ONTO
[6. Action Items]
ACTION ITEM SECTION 6. 6.01 POLICY'S SECOND READING. I WILL SPARE YOU ALL OF THE LISTINGS. SO, YOU GO RIGHT AHEAD.>> OKAY. THANK YOU, SO, FIRST OF ALL, CONGRATULATIONS TO THE NEW BOARD MEMBERS. GOOD EVENING BOARD AND DR. STOKES, I PRESENT TO YOU, AS YOU SAID, THIS EVENING, OUR NEXT BUNDLE OF POLICIES FOR A SECOND READ. AND SO, IT'S BEEN AWHILE SINCE WE'VE LAST TALKED ABOUT IT. AND, UM, I BELIEVE Y'ALL HAVE YOUR PACKETS OF INFORMATION. SO, UM, THERE ARE TWO POLICIES FOR A SECOND READ THAT WE MADE REVISIONS TO, AND ONE IS SUICIDE AWARENESS, J 07.11 AS A SECOND READ. THE ONE THING THAT WE DID ADD ON THIS POLICY WAS THAT WE SHOULD, UM, WE SHALL PROVIDE EVIDENCE-BASED TRAINING. AND, THAT IS A FEDERAL REGULATORY UPDATE AND THAT'S THE REASON FOR THAT REVISION ON THAT POLICY.
AND AS A DISTRICT, WE DO PROVIDE EVIDENCE-BASED TRAINING AND OUR'S IS CALLED QPR, WHICH IS QUESTION, PERPERSUADE AND REFERD THE NEXT POLICY UP FOR IS A SECOND READ, OUR DISTRICT DID NOT HAVE A PUBLIC RECORDS POLICY. WITH THE ADVERTISEMENT OF LEGAL COUNCIL THIS POLICY WAS CREATED AND THIS IS K 05.00, PUBLIC RECORDS SO YOU COULD SEE THE REVISIONS MADE. SLIGHT REVISIONS INTO THIS NEW POLICY WHICH ACTUALLY, THE LIST OF RESCINDED POLICIES HAVE BEEN ABSORBED INTO K-05.00, THE
PUBLIC RECORDS. >> I WOULD NOTE THE REASONING BEHIND THIS IS THAT YOU SEE ALL THE POLICIES OF WHERE WE RESCINDED, SO, DEPENDING ON THE KIND OF RECORD YOU MAY HAVE BEEN REQUESTING, YOU MAY HAVE NEEDED TO LOOK IN VARIOUS DIFFERENT PLACE TOSS FIND THE PROCESS FOR THAT PUBLIC RECORD. SO, FOR EASE OF THE PUBLIC, KNOWING WHAT THE PROCESS IS AND HOW TO OBTAIN THE RECORDS, THEY'RE ALL ACCE ACCESSIBLE UNDER THE SAME LAW. FOR THE EASE WE TOOK THE
[01:20:04]
DIFFERENT PLACES AND THE NUANCED POLICIES OF WHERE YOU MIGHT FIND THE RECORDS, THEY'RE ALL DISCOVER ABLE IN THE ACCESS RECORDS ACT. TO PUT IT ALL IN ONE PLACE AND MAKE IT EASIER AND MORE ACCESSIBLE FOR THE PUBLIC TO UNDERSTAND HOW TO ACCESS TOES RECORD IS WHY WE'RE RESIGNING THE OTHER POLICIES AND DOG THISMORE BROAD, SPECIFIC POLICY. >> I'M HAPPY TO ANSWER QUESTIONS. OTHERWISE, UM, BOARD, TAKE ACTION IF YOU CHOOSE
TO. >> CHAIR: ANY QUESTIONS OR
DISCUSSION? >> I THINK THIS IS OUR FIRST BOARD MEETING AND TO BE HONEST, I HAVEN'T HAD TIME TO GO THROUGH A LOT OF THESE. I THINK THAT I WOULD LIKE TO TABLE THESE UNTIL OUR NEXT MEETING. BUT, BEFORE I DO THAT, IS THERE ANYTHING IN HERE THAT IS REGULATORY OR ANYTHING LIKE THAT OR CAN WE TAKE OUR TIME TO BE SURE THAT THESE ARE FULLY UNDERSTOOD BY OURSELVES AND THE COMMUNITY? WE HAD SPEAKERS ON THESE TONIGHT.
>> I WOULD LIKE TO MAKE A MOTION TO TABLE THESE.
>> I WOULD SAY WE DO HAVE TO FOLLOW THE LAW WITH THE SHALL
PROVIDE EVIDENCE-BASED TRAINING. >> THAT'S GETTING US IN COMPLAINS WITH FEDERAL LAW, IT DOESN'T MEAN THAT WE CAN'T BRING IT BACK TO TAKE IT THROUGH POLICY COMMITTEE AGAIN AND HAVE ANOTHER DISCUSSION ABOUT THE CONCERNS BROUGHT UP. THERE'S NOTHING THAT PROHIBITS US FROM DOING THAT. I WILL BE HONEST WITH THE FACT THAT THE REASON THAT WE'RE CHANGING THAT ONE SHALL PROVIDE EVIDENCE-BASED TRAINING IS THAT IT BRINGS US INTO COMPLAINS WITH FEDERAL LAW RIGHT NOW WE'RE NOT IN COME
COMPLIANCE. >> AS THE SPEAKER SPOKE TONIGHT ABOUT MAKING SURE THAT WE HAD PARENTAL APPROVAL AND MADE SURE THAT THE PARENTS ARE AWARE ON ALL THERAPY DECISIONS, SO, IT'S NOT NECESSARILY IN THE POLICY, BUT, DO WE HAVE PROOF OR INFORMATION THAT SHOWS THAT IT IS, IN FACT, IN PLACE THAT WE
HAVE PARENTAL GUIDANCE. >> WE DO, BECAUSE, WE CAN'T
RECOMMEND. >> I UNDERSTAND THAT YOU SAY THAT, BUT, DO WE HAVE IT IN WRITING ANYWHERE?
>> YES, WE DO IN OUR PRACTICES AND PROCEDURES IN OUR BUILDING.
WE CAN'T LEGALLY HAVE A CHILD SIGN UP FOR ANYTHING, FIRST OF ALL, THEY'RE UNDER AGE. WE HAVE TO HAVE THEIR PARENTS SIGNATURES TO BE A PART OF SERVICES CONSIDERED MENTAL HEALTH.
>> WITH REGARD TO THE COMMENT THAT CAME UP EARLY E AND AGAIN, AS THE POLICY COMMITTEE WE CAN TAKE THAT FEEDBACK AND DISCUSS THAT WITH THE NEW POLICY COMMITTEE, SO, TO ADDRESS THE COMMENT EARLIER, WE DON'T PROVIDE MENTAL HEALTH INTERVENTIONS WITHOUT PARENTAL CONSENT. THERE COULD BE ISSUES OF, YOU KNOW, WITH HEALTH INSURANCE. SO, PARENTS ARE ALWAYS CALLED IN CASES OF SUI SUICIDE IDEATION. IF WE TAKE THIS BACK TO POLICY, THOSE ARE THINGS THAT WE COULD CONTINUE TO DISCUSS.
>> I GUESS THAT'S WITH A I'M TRYING TO SAY, WHY NOT FIND A SENTENCE IN THERE THAT WE CAN ASSUME AND ADMINISTRATORS MAY ASSUME, BUT MAY BE HAVING A SENTENCE IN THERE THAT CLARIFIES THAT WE DO HAVE PARENTAL CONSENT, THAT WOULD BE
APPRECIATED. >> YES. THANK YOU, AND THEN, AGAIN, JUST AS A REMINDER, WE DO OUR SUICIDE TRAINING WHICH WE PROVIDE IS EVIDENCE-BASED. AND WE PROVIDE THAT CURRENTLY AND THAT QPR. AND IT'S GREAT. TEACHERS THAT TEACH GRADES 5-12 ARE REQUIRED TO GO THROUGH THE TRAINING EVERY 2 YEARS. WE ARE LOOKING TO EXPAND THE NUMBER OF PEOPLE WHO CAN OFFER THAT TRAINING. SO, WE'RE IN COMPLAINS AND WE OFFER THE QPR
TRAINING. >> SO, WITH THAT, I THINK THAT I WILL MAKE A MOTION TO TABLE OR POSTPONE THIS UNTIL THE NEXT
>> SECOND THE MOTION. >> OKAY. CALL FOR A VOTE.
>> DR. JUANITA ALBRIGHT? >> YES.
>> SUZANNE THOMAS? >> YES. TIFFANY PASCOE. YES.
MOTION PASSES 7-0. >> THANK YOU.
>> THANK YOU, KIM. MOVING ONTO ITEM 6.02, APPROVAL OF CENTER
[01:25:01]
POINT EASEMENT. AND UP TO SPEAK ON THIS SUBJECT. MS. DOWELLING.>> I'M OUT OF JOKES THOUGH. >> SO, THE SCHOOL CORPORATION, JUST SO YOU GUYS KNOW, AS FAR AS PROPERTY, PROPERTY AND BEING ABLE TO GIVE IT OR PURCHASE IT, IS AT THE SOUL AUTHORITY OF THE BOARD WHICH IS WHY WE'RE HERE IN FRONT OF YOU TODAY ASKING FOR ACTION. THE DISTRICT'S OWN PROPERTY ON THE SOUTH SIDE OF 136TH STREET IT'S APPROXIMATE NATURE TO THE NEWLY CONSTRUCTED FIRE STATION. CENTER POINT ENERGY CONTACTED US TO EXTEND THE PIPELINE TO THE EAST TO ALLOW FOR SERVICE TO THE FIRE STATION AND BEYOND. THIS IS A 20-FOOT WIDE EASEMENT WHICH IS 9,908 SQUARE FEET OR .227 ACRES. TRENTING THE EASEMENT WILL NOT IMPEDE OUR FUTURE DEVELOPMENT PLANS FOR THE PROPERTY NOR THE EXISTING USE. THE DOCUMENTS THAT WERE SUBMITTED BY CENTER POINT ENERGY HAVE BEEN REVIEWED BY OUR CORPORATION ATTORNEY AS WELL AS BY OUR FACILITIES DEPARTMENT AND EVERYTHING IS IN IN ORDER. CENTER POINT ENERGY IS COFFERING $11,350 FOR THE EASEMENT. IF APPROVED, THE FUNDS WILL BE DEPOSITED TO THE OPERATION'S FUND. THIS IS PRETTY NORMAL FOR US, AND SOMETIMES WHEN WE HAVE TO CONSTRUCT, LIKE, WITH DEER CREEK, THERE'S EASEMENT THAT IS WE NEED IN ORDER TO CONSTRUCT, THIS IS PRNORMAL. IT DOESN'T HAPPEN A LOT.
>> THE $11,350, EVERYTHING'S GOING THROUGH THE SYSTEMS AND
WE'RE FINE WITH THAT? >> IT'S REASONABLE BASED ON THE PURCHASE PRICE THAT WE HAD, BECAUSE, I DID SPEAK ABOUT THAT, WITH JESSIE BILLINGSLEY. AND RIGHT NOW, I'M NOT RECALLS THE PER ACRE COST THAT WE PAID, BUT, IT WAS TIDE TO THAT WHEN YOU FIGURED IT WAS A.227 AND IT'S NOT LIKE THEY CAN, IT'S USELESS PROPERTY, IT'S ONLY AN EASEMENT. I'M SURE, EVERYBODY'S CENTER POINT ENERGY BILL WILL GO DOWN AFTER WE GRANT THIS EASEMENT, I'M SURE, BUT, YES, IT'S FAIR FOR THE BUSINESS. YOU DON'T GENERALLY, AS YOU CAN IMAGINE MAKE MONEY ON EASEMENT PURCHASES BECAUSE THEY CAN'T DEVELOP THE PROPERTY.
>> MOTION TO APPROVE THE CENTER POINT PIPELINE EASEMENT REQUEST
>> CALL FOR A VOTE. >> BEN ORR?
>> YES. SARAH DONSBACH? >> YES.
>> DR. JUANITA ALBRIGHT? >> YES.
>> TIFFANY PASCOE? YES. >> THANK YOU.
>> MOTION PASSES 7-0. >> MOVING ONTO ITEM 6.03, LEGAL
SERVICE, RFP. >> THE BOARD IS REQUESTING APPROVAL TO ADVERTISE AN RFP OR LEGAL SERVICES WE'RE DOING THIS AS A COMMON BUSINESS PRACTICE, OFTEN YOU'LL FIND IN THE BUSINESS COMMUNITY, THERE'S OFTEN A REEVALUATION OF SERVICES AD THIS IS BEING DONE PUBLICLY FOR ALL TO PROPOSE SERVICES FOR THE DISTRICT. THIS INCLUDES THE CURRENT LAW FIRM, SO, THIS IS OPEN AND WILL BE POSTED TOMORROW FOR SUBMISSION. WITH THAT, ARE THERE ANY QUESTIONS OF THE BOARD?
>> I JUST WANT TO MAKE CLEAR FOR THE PUBLIC, BECAUSE, I'VE BEEN ASKED BY COMMUNITY MEMBERS ABOUT THIS, AS YOU SAID, THIS IS A STANDARD BUSINESS PROCEDURE, IT HAPPENS IN THE REST OF THE WORLD ALL THE TIME. AS FAR AS I UNDERSTAND, CCHA HAS DONE A GREAT JOB FOR THE DISTRICT, I HAVE NO CONCERNS THERE SPECIFICALLY, BUT, I ALSO KNOW THEY'VE BEEN AROUND FOR 30 YEARS, TO ME, I JUST THINK THAT OVER A PERIOD OF TIME YOU WANT TO EVALUATE SERVICES, MAKE SURE THAT WE'RE GETTING THE BEST PRODUCT, SERVICE, COST, AND ALL OF THOSE THINGS. SO, I WOULD LIKE TO SEND IT OUT TO THE COMMUNITY AND WE HAVE A NICE RFP PREPARED THAT SEEMS LIKE IT WILL MEET OUR NEEDS LEGALLY TO PROTECT THE DISTRICT, BOARD, AND EVERYBODY INVOLVED. AND, I THINK, YOU KNOW, WE'LL DO THIS FROM TIME TO TIME AND NOT JUST KIND OF CONTINUE ON WITH THINGS THAT HAVE RUN FOREVER EVERY NOW AND THEN JUST PUT IT OUT THERE TO THE PUBLIC, GET THE BEST OPTIONS AVAILABLE, AND, THAT'S HOW YOU MAKE SURE THAT WE'RE
SERVING THE DISTRICT THE BEST. >> AND FOR CLARITY, IT IS ONLINE, SO, WE ENCOURAGE PEOPLE TO READ THROUGH AND, UM, BE ABLE TO SUBMIT THE RFPS, WHAT IS THE DEADLINE, MADAM PRESIDENT?
>> JANUARY 27TH IS THE FINAL DEADLINE. END OF BUSINESS,
4:30. >> I MOTION TO APPROVE THE REQUEST TO ADVERTISE AN RFP OR LEGAL SERVICES AS PRESENTED?

[8. Superintendent's Report]
AND ENCOURAGEMENT. IS IT >> AS WE MOVE ON TO THE SUPERINTENDENT'S REPORT, 8.01, MATTERS OF CORPORATE INTEREST.
>> THANK YOU, MADAM PRESIDENT. I TOO, WOULD LIKE TO SAY THAT WE WELCOME YOU ALL AS CURRENT AND NEW MEMBERS. NOW, COLLECTIVELY, YOU ARE OUR BOARD OF SEVEN. AND I BELIEVE THAT GOOD THINGS ARE COMING. THAT YOU ALL ARE GOING TO WORK COLLABORATIVELY AND I APPRECIATE THAT. I BELIEVE WHOLEHEARTEDLY THAT WE'LL CONTINUE TO PROVIDE YOU WILL A A OF OUR STUDENTS HIGH-QUALITY PROGRAMMING AND SUPPORTS AND EDUCATION IN THIS SCHOOL DISTRICT. I LOOK FORWARD TO GOOD THINGS. I WOULD LIKE TO SHARE A FEW THINGS WHICH ARE COMING UP. FIRST OF ALL, YOU DO ALL KNOW THAT THERE'S NO SCHOOL ON WHAT?
>> MONDAY. >> MONDAY. NO SCHOOL ON MONDAY
BECAUSE WHY? >> IT'S MLK DAY AND I DID WANT TO SHARE THE FACT THAT THERE'LL BE SOME PROGRAMMING SUNDAY, JANUARY THE 15TH AT OUR HAMILTON EAST PUBLIC LIBRARY, IT IS FREE.
SO, FEEL FREE TO GO SEE THE LITTLE ADVERTISEMENT ON THE BOARD, AND HEAR A LITTLE BIT ABOUT OUR STUDENTS A CROSS SECTION OF OUR STUDENTS IN THE SCHOOL DISTRICT WILL BE SHARING
[01:35:01]
INFORMATION AT THIS PARTICULAR EVENT. SO, PLEASE, FEEL FREE TO GO AND SUPPORT OUR STUDENTS AS THEY SHARE, AND, UM, BREATH LIGHT INTO MARTIN LUTHER KING'S DREAM. AND THE OTHER THINGS THAT I WANT TO TALK ABOUT IS I'VE BEEN ASKED BY OUR NURSE TO SHARE INFORMATION. VERCITY CENTER OF INDIANA IS ISSUING AN EMERGENCY APPEAL FOR BLOOD DONATIONS. IT SEEMS THAT WITH LESS THAN A DAY'S SUPPLY OF LIFE-SAVING BLOOD ON THE SH SHELVES, OUR HOSPITALS NEED HELP. THEY NEED ALL BLOOD TYPES, O, POSITIVE, NEGATIVE IS MOST IN DEMAND RIGHT NOW. AND WE DO HAVE A LOCATION HERE IN FISHER'S T IT'S FISHER'S HAS 11005 ALLISONVILLE ROAD, YOU COULD GO THERE, AND THERE'S A PHONE NUMBER THAT YOU COULD CALL, I'LL SAY IT OUT AND PERHAPS IF YOU NEED TO REVISIT, YOU COULD PICK IT UP. IT'S 317-916-5150 OR VISIT VERCITY.ORG. THIS IS CRITICAL, IF ANY OF US HAD A NEED FOR BLOOD, THEY'RE JUST SHORT. SO, WE'RE HELPING PUT A CALL OUT BECAUSE THIS IS IMPORTANT AND CRITICAL. THE OTHER THING THAT I ALSO WANTED TO SHARE WAS JUST TO REMIND YOU ALL THAT WE DO HAVE THE FUND MENTALS OF WHAT'S CALLED RESTORATIVE PRACTICES, FOR THOSE OF YOU WHO MIGHT NOT KNOW WHAT THAT IS, AND IF YOU COULD PUT THAT UP, IT IS SOMETHING WHICH IS BEING OFFERED TO THE COMMUNITY SO THAT THE COMMUNITY\CAN BETTER UNDERSTAND WHEN WE TALK ABOUT RESTORATIVE PRACTICE. I DIDN'T SAY RESTORATIVE JUSTICE, WHEN WE TALK ABOUT RESTORATIVE PRACTICES WE WANT YOU TO BE INFORMED AND UNDERSTAND WHAT THAT IS. THERE ARE 50 SPOTS AVAILABLE. I CAN TELL YOU AT ONE TIME, I THINK THERE WERE A LOT OF, THAT 50 MIGHT BE ALREADY REQUESTED, BUT, NOTHING HAS BEEN FILLED. THE DEADLINE IS THE 13TH OF THIS MONTH, JANUARY THE 13TH, AND THEN THE ACTUAL EVENT IS SCHEDULED FOR FEBRUARY THE 13TH.IF THERE IS A LARGE, YEAH, THE DEADLINE IS THE 13TH OF JANUARY, BUT, THEN THE ACTUAL EVENT IS FEBRUARY 13TH, ACCORDING TO THE POSTER THERE. SO, I'VE ASKED IF WE HAVE AN OVER ABUNDANCE OF PEOPLE WHO WANTED TO BE A PART OF THIS WHETHER WE CAN OFFER A SECOND OPPORTUNITY, SO, WE'RE GOING TO LOOK INTO THAT. BUT, WE DO WANT OUR PARENTS TO BETTER UNDERSTAND WHEN WE TALK ABOUT RESTORATIVE PRACTICES WHAT THAT ACTUALLY MEANS. AND, WITH THAT, I THINK I WAS SUPPOSED TO REMIND EVERYONE ABOUT WHERE'S BOB? I THINK THAT I WAS SUPPOSED TO REMIND ABOUT CHRISTMAS LIGHTS,
BOB, WHEN'S THE DATE? >> DROP OFF EVERY SCHOOL LOCATION WE'RE ABOUT 3,000 POUND THIS YEAR, WE CRACKED OVER 10,000 POUND OVER THE LAST THREE YEARS AND WE HAVE RECYCLED AND
KEPT THEM OUT OF DUMPS. >> SO, HOLIDAY LIGHTS, FRIDAY, EACH SCHOOL HAS A SPOT FOR DROP OFF, PLEASE GIVE.
>> AND LAST, BUT NOT LEAST, IF WE COULD PULL UP OUR DRAFT AGENDA FOR JANUARY THE 25TH. IN MY TYPICAL FASHION, I'LL LET YOU LOOK AT IT, AND I DON'T READ IT BUT I DO WANT TO HIGHLIGHT A FEW THINKS. UNDER ACTION ITEMS, 6.01 WILL NOT BE BACK SINCE THE BOARD VOTED ON THAT TONIGHT. WE HAVE THE APPROVAL OF THE TRANSFERS AND THE SECOND PRELIMINARY TRANSPORTATION HEARING WILL BE HELD HERE AS WELL. I THINK EVERYTHING ELSE IS PRETTY OH, I WANT TO TALK ABOUT THE NOTRE DAME ADVANCED PLACEMENT TEACHER INVEPROGRAM. WE'LL GIVE YOU INFORMATION ABOUT AN OPPORTUNITY THAT WE HAVE ON THE AP PROGRAMMING. AND WITH
THAT, I YIELD THE FLOOR. >> MADAM PRESIDENT MAY I HAVE THE OPPORTUNITY TO GIVE A STATEMENT.
>> CONGRATULATIONS TO THE FOUR NEW BOARD MEMBERS AND ALSO VERY EXCITED FOR THE TWO YEARS COMING UP OF ALL SEVEN OF US WORKING TOGETHER AND MAKING GREAT DECISIONS FOR OUR SCHOOL DISTRICT. I DO WANT TO POINT OUT THAT THIS COMING MONDAY, WHILE YOU GUYS ARE ALL VACATIONING, THESE SEVEN OF US WILL BE HAVING OUR EXECUTIVE RETREAT WORKING TOGETHER TO PLAN AMAZING THINGS FOR OUR SCHOOL DISTRICT. SO, LOOKING FORWARD TO AMAZING THINGS HAPPENING AND AGAIN, CONGRATULATIONS, AND
[01:40:02]
EVERYBODY HAVE A NICE NIGHT. THANKS.>> DID YOU WISH TO SAY SOMETHING?
>> YOU KNOW WHAT, AN ANNOUNCEMENT THAT I WANTED TO MAKE IS ON JANUARY 24TH, MYSELF AND DIANE HOWL, WHO IS THE SUBCOORDINATER, WE WILL BE ATTENDING A JOB FAIR ON JANUARY 24TH FROM 10:00 A.M. TO 2:00 P.M. SO WE'LL HAVE A TABLE AT THE IVY TECH IN NOBLESVILLE, WHICH IS THE INDIBID WORKFORCE ONE OFFICE AND WE WILL BE THERE PROMOTING EMPLOYMENT OPPORTUNITIES FOR SUBSTITUTE TEACHERS, FOOD SERVICE AND TRANSPORTATION, AND INSTRUCTIONAL ASSISTANCE.
THAT'S JANUARY 24TH FROM 10:00 A.M. TO 2:00 P.M.
>> IF I COULD QUICKLY, ONE QUESTION FOR DR. STOKES ON THE UPCOMING RESTORATIVE PRACTICES SEMINAR. FIRST OFF, DO WE KNOW, THE, UM, WHO ALL HAS SIGNED UP FOR THAT YET? DO WE HAVE SLOTS
AVAILABLE? >> IT'S ACTUALLY SOME OF MY ADMINISTRATIVE TEAM HOSTING THAT. MATT YOU PROBABLY KNOW.
>> I KNOW THAT WE'RE NEARING OR OVER CAPACITY, THEY HAVE NOT MADE SELECTIONS ON WHO CAN PARTICIPATE GIVE BE THE SLOTS.
THERE MAY BE CONSIDERATION FOR FUTURE SESSIONS SO THAT THOSE WHO DON'T GET TO GO THE FIRST TIME WILL HAVE A CHANCE NOT
FUTURE. >> SO THERE'S BEEN SIGNIFICANT
>> AND THAT'S HOSTED BY THE IIRP?
>> WE HAVE OUR OPEN TRAINERS THAT HAVE BEEN CERTIFIED THROUGH
>> SO, I ASSUME, BECAUSE THEY'VE ALREADY GONE THROUGH THAT TRAINING AND THEY'RE OUR OWN STAFF, THERE'S NO ADDITIONAL COST TO THE DISTRICT FOR HOSTING THIS TYPE OF THINGS.
>> NO, WE WANT PARENTS TO UNDERSTAND WHAT WE'RE DOING WITH WE TALK ABOUT RESTORATIVE SUPPORT FOR OUR CHILDREN.
>> THESE ARE OUR INTERNAL PEOPLE CONNECTICUT DUCTING T. M GOING TO TRY MYSELF TO GO AND PARTICIPATE AND I WOULD ENCOURAGE THOSE IN THE COMMUNITY TO PARTICIPATE. THERE HAVE BEEN DISCUSSIONS ON HOW WE ADDRESS DISCIPLINE ISSUES AND KEEP OUR KIDS FOCUSED ON ACADEMICS THROUGHOUT THE DAY. I THINK THIS WILL BE INTERESTING TO GO THROUGH IT AND PROVIDE DETAILS.
BECAUSE, AT THE END OF THE DAY, WE WANT ISSUES OF DISCIPLINE HANDLED CORRECTLY, QUICKLY, SAFELY, EFFICIENTLY, SO OUR STUDENTS CAN GET BACK TO LEARNING AND OUR TEACHERS CAN GET BACK TO TEACHING. I THINK THAT'S WHAT THIS PROGRAM INTENDS TO DO. I THINK IT WILL BE GOOD FOR EVERYBODY TO FIND OUT MORE
ABOUT IT. >> I KNOW THAT WE USE THE WORD PROGRAM LOOSELY, BUT, IT'S REALLY MORE OF A PROCESS, IT'S NOT A PROGRAM BUT MORE OF AN INTERACTIVE PROCESS OF HOW WE DEAL WITH SITUATIONS WHEN SOMETHING ARISES. BUT, I THINK THAT'S WHAT'S IMPORTANT ABOUT IT IS THAT WE COULD GO AND GET A BETTER
