[1. Meeting Opening]
[00:00:08]
IT IS SEVEN: OH 2 PM WE WILL CALL THIS MEETING TO ORDER AND WE WILL START WITH THE PLEDGE OF ALLEGIANCE.
>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
[2. Snapshots of Success]
OUR FIRST ITEM ON THE AGENDA ITEM 2.01 FOUNDATION GRANT RECIPIENTS AND WE HAVE EMILY ADAMS. START US OFF.
>> GOOD EVENING WE HAVE OUR GRANT RECIPIENT SO WE PACKED THE HOUSE WITH OUR WONDERFUL STAFF MEMBERS AND EDUCATORS AND WE OF STUDENT BOARD MEMBERS HERE AND WE WILL COME UP HERE IN JUST A MINUTE BUT WE WILL PLAY A QUICK VIDEO THAT FEATURES THREE OF THE GRANT RECIPIENTS AND THEN YOU WILL HEAR MORE ABOUT THEM.
>> INSPIRING EDUCATORS MOTIVATING STUDENTS AND BRINGING NEW OPPORTUNITIES TO HSV.
ART WHICH IS ADAPTIVE TOOLS TO MAKE BIG ART FOR DATA OF LEARNERS.
>> FOR MORE THAN TWO DECADES THE HAMILTON FOUNDATION HAS FUNDED THOUSANDS OF CLASSROOM AND SCHOOLWIDE PROJECTS.
>> MY MIND STARTED SPINNING WHAT CAN WE DO TO GET MORE EQUIPMENT TO GET KIDS EXPOSED TO DIFFERENT GAMES AND SPORTS.
>> THIS PE TEACHER AT NEW BRITAIN ELEMENTARY IMMEDIATELY PUT HIS FUNDING INTO USE.
>> PICKLE BALL IS A GREAT LIFETIME SPORT.
>> THE MOST RECENT GRANT CYCLE FUNDED 42 DIFFERENT PROJECTS AT 18 DIFFERENT LOCATIONS.
HE IS THANKFUL THAT HIS PROJECT WAS SELECTED.
>> IT IS SUPER AWESOME TO HAVE THAT SUPPORT AND ABILITY TO DO THINGS THAT ARE DIFFERENT AND OUT-OF-THE-BOX.
>> AT RIVERSIDE JUNIOR HIGH ANNA BALLENGER IS PLAYING A UNIQUE PROJECT-BASED LEARNING EXPERIENCE FOR HER SCIENCE CLASS.
>> I WANTED MY CITIZENS TO DO A SCIENCE PROJECT SO I FOUND ONE THROUGH CORNELL CALLED CELEBRATE URBAN EARTH WHICH ALSO INCLUDES SUBURBAN LOCATION.
I WAS ABLE TO PURCHASE 28 PAIRS OF BINOCULARS AND STUDENTS CAN GO OUTSIDE, OBSERVE BIRDS FOR 10 MINUTES AND THEN UPLOAD IT TO THE WEBSITE AND SEE WHAT OTHER PEOPLE ARE SEEING IN THE AREA.
I THOUGHT THIS WOULD BE A GREAT WAY FOR STUDENTS TO APPLY THE SCIENCE THEY ARE LEARNING AND IN AN ENVIRONMENT THAT IS NOT JUST CORE.
I WANT THEM TO LEARN FOR LEARNING'S SAKE.
>> GRANTS WERE AWARDED IN A VARIETY OF DISCIPLINES INCLUDING STEM, LITERACY, MENTAL HEALTH, PHYSICAL WELLNESS, PHYSICS EDUCATION AND CREATING LEARNING SPACES.
>> IT MADE ME FEEL VERY IMPORTANT AS AN EDUCATOR AND ALLOWED ME TO BE CREATIVE FOR THE STUDENTS.
>> IT WAS A GRANT GOAL FOR THE FOUNDATION WITH MORE THAN $78,000 DISTRIBUTED.
FOR THE RECIPIENTS IT IS A LONG-TERM INVESTMENT IN THE FUTURE.
[APPLAUSE] >> GOOD EVENING MEMBERS OF THE SCHOOL TRUSTEES AND DOCTOR STOKES.;-) FOR ALLOWING THE FOUNDATION TO PACK THE HOUSE.
IT IS FOUNDATION PACKED THE HOUSE NIGHT IF YOU HAVEN'T NOTICED.
I'M GOING TO TALK REALLY BRIEFLY AND THEN I WANT TO SHINE THE LIGHT IN THE FOCUS ON THE FOLKS BEHIND ME INCLUDING A COUPLE OF OUR STUDENT BOARD MEMBERS WHO WILL TALK ABOUT IT.
AS YOU HEARD IN THE VIDEO EMILY, THANK YOU.
A WEEK AND HALF AGO WE AWARDED OUR GOAL GRANT.
18 LOCATIONS NEARLY $80,000 THAT WAS A BIG DEAL FOR US THAT WAS THE MOST WE HAVE BEEN GIVEN IN OUR GRANT CYCLE.
EACH A TESTAMENT TO THE DONORS AND SUPPORTING THE FUNDRAISING EVENTS THAT ALLOW US TO DO THAT.
UNDERSCORING A COUPLE OF THINGS QUICKLY AND THEN I WANT TO SHED A LIGHT ON THE FOLKS BEHIND US.
IN TERMS OF THE PROJECTS AND THEMES IS UP HERE FOR EVERYONE TO SEE.
ROBOTICS, 3D PRINTING, MAKER SPACES AND PROJECT-BASED LEARNING.
YOU CAN SEE THAT ABOUT HALF THE PROJECTS ENDED UP AT ELEMENTARY SCHOOLS WITH THE OTHER HALF SPLIT BETWEEN THE INTERMEDIATE AND JUNIOR HIGH AND HIGH SCHOOL.
WE WERE VERY PROUD TO FUND ALL THREE WITH THE EXPERIMENTAL LEARNING FOUNDATION.
IN TERMS OF THE SELECTION PROJECT WE DO HAVE COMMUNITY MEMBERS, FORMER TEACHERS WITH CURRENT TEACHERS.
THE LAST TWO TEACHERS OF THE YEAR SERVED ON THE SELECTION COMMITTEE WHICH IS GREAT TO HAVE THEIR INSIGHT ON THE ROOM.
ESPECIALLY IF THERE'S THINGS THAT WE ARE AS CLOSE TO AS COMMUNITY MEMBERS.
I WANT TO DO THIS AND I'M DOING WHAT JEFF TOLD ME TO DO WHICH IS MOVE THE SLIDES CORRECT ME.
I WANT ASKED THE GROUPS, WE HAVE A LOT OF FOLKS HERE TONIGHT.
REALLY FOR US THIS IS A CELEBRATION CURED MANY OF THESE FOLKS ARE RISKTAKERS TRYING SOMETHING FOR THE FIRST TIME.
IF IT DOESN'T WORK THAT'S OKAY, TOO.
[00:05:02]
RIGHT: WE WANT TO LEARN FROM THIS PROCESS AND WE WANT TO FUND THINGS THAT HAVEN'T BEEN TRIED AT ANY OF OUR SCHOOLS.IF YOU WANT TO TRY TONIGHT IT WAS RECORD-BREAKING.
ONE OF OUR ELEMENTARY SCHOOL PROJECTS CAN YOU PLEASE STAND? LET'S GIVE THESE FOLKS A ROUND OF APPLAUSE.
[APPLAUSE] I ALSO WANT TO HIGHLIGHT FOR THOSE OF YOU AND REMAIN STANDING IF YOU DON'T MIND.
ALL OF OUR INTERMEDIATE AND JUNIOR HIGH RECIPIENTS OF ALL OF THE GRANT WINNERS CAN YOU PLEASE STAND? [APPLAUSE] YOU CAN SIT NOW.
LET'S STICK AROUND HERE GOING TO DO A COUPLE OF GROUP PHOTOS.
WE ALL APPRECIATE YOU TONIGHT.
AS A FOUNDATION, THIS IS EXTRA CREDIT, RIGHT? THESE TEACHERS DON'T HAVE TO APPLY FOR GRANTS THAT TO JUST TELL US THEIR IDEAS RECENTLY IT TAKES TIME TO FILL OUT THE APPLICATION THAT IS SO REWARDING.
WE FUNDED THREE FOURTHS OF THE GRANTS THAT WERE SUBMITTED.
EVERY TIME A GRANT DOES NOT GET FUNDED WE TELL THEM HERE'S WHAT WE DIDN'T LIKE OR DIDN'T WORK AT THE PARTICULAR FACILITY.
WE WOULD LOVE TO FUND ALL THE PROJECTS IF WE COULD.
I DO WANT TO INTRODUCE AND ASKED TWO OF OUR STUDENT BOARD MEMBERS TO COME UP, KENNEDY TEAR COHEN AND KABILA RIGBY.
WE TRIED TO GET OUR STUDENT BOARD MEMBERS THESE GUYS HAVE BEEN WITH US FOR TWO YEARS.
THE FULL PHILANTHROPIC EXPERIENCE.
WHAT WE FUND RAISE AND WHY WE BRING IN THE MONEY, TO GIVE IT AWAY.
WE WILL STICK AROUND FOR ANY QUESTIONS THAT YOU GUYS HAVE.
>> GOOD EVENING ALL MY NAME IS NABILA AND LIKE JUSTIN SAID I AM A SENIOR IN HIGH SCHOOL.
THE HAMILTON SOUTHEASTERN EDUCATION FOUNDATION IS EIGHT STUDENT BOARD MEMBERS.
TWO SENIORS AND TWO JUNIORS AT THE HIGH SCHOOL.
THE BOARD MEMBERS GET THE FULL PHILANTHROPIC EXPERIENCE BY PLANNING EVENTS SUCH AS THE VIP EVENT THAT HAPPENED LAST MONTH.
AND THEN SELECT GRANTS THAT CAN BENEFIT FROM THESE FUNDRAISERS.
SPECIFICALLY AS STUDENT BOARD MEMBERS WE GET THE UNIQUE OPPORTUNITY TO HELP SELECT THESE GRANTS.
THROUGH THIS WE COME TOGETHER AND CREATE A LIST OF PROS AND CONS PAID WE CONSIDER THINGS SUCH AS COMMUNITY NEED, STUDENT PERSPECTIVE AS WELL AS THE BUDGET, OF COURSE.
THROUGH THIS WE GET TO EXPERIENCE HOW IMPORTANT THE EFFORTS WE PUT INTO FUNDRAISING ARE TWO STUDENTS AND TEACHERS IN OUR COMMUNITY.
>> HI! I AM KENNEDY AND I AM ALSO A SENIOR IN HIGH SCHOOL AND A STUDENT BOARD MEMBER ON THE FOUNDATION.
THE HSB BOARD MEMBER HAD THE OPPORTUNITY TO SELECT AND GRANT FUND THE PROJECT THROUGH FALL THROUGH THE HSEF LEGACY FUND WHICH IS MADE UP OF CURRENT AND PAST MEMBERS OF THE BOARD OF SCHOOL TRUSTEES FOR OUR SCHOOL DISTRICT.
I WOULD LIKE TO TAKE A SECOND AND AN ALL OF YOU GUYS FOR SUPPORTING THIS PROGRAM AND THINK EVERYONE BEHIND ME AND KABILA FOR APPLYING FOR GRANTS BECAUSE THAT IS WHAT TRULY KEEPS THE SYSTEM RUNNING AND ALLOWS US TO EXPOSE OURSELVES TO THE PHILANTHROPIC EXPERIENCE.
BUT MOST IMPORTANTLY WE HAVE THE OPPORTUNITY OF FUNDING THREE GRANTS.
FIRST, CITIZEN, SCIENTIFIC AT RIVERSIDE JUNIOR HIGH.
SECOND, WHAT IS THE BUZZ AT SAND CREEK ELEMENTARY AND LASTLY A SNACK AND DRINK CART IN FOCUS.
MY FAVORITE GRAHAM THAT WE HAVE EVER FUNDED IS THE CITIZENS SCIENTIFIC GRANT.
IT'S MENTIONED IN THE VIDEO WE JUST WATCHED.
IT JUST STOLE MY THUNDER! [CHUCKLE] ANYONE IN THE ROOM WITH GRANT SELECTION KNOWS THAT I FOUGHT TOOTH AND NAIL.
LIKE KABILA SAID WE HAVE TO GET FUNDED.
WE WERE AT RISK OF BEING FUNDED.
WE ACTUALLY MODIFIED THE SPECIFIC GRANT AND GIVE IT PARTIAL FUNDING SO IT COULD STILL MEET ITS POTENTIAL.
STILL REMAINING IN THE PARAMETERS OF THE BUDGET.
IT'S A GREAT EXAMPLE OF WHAT GRANTS DO BECAUSE IT INCENTIVIZES DIRECTION IN THE CLASSROOM, IT TRANSCENDS THE CLASSROOM BECAUSE IT IS TEACHING PROFESSIONAL DEVELOPMENT THROUGH ITS ADAPTATION OF THE CORNELL UNIVERSITY DATABASE AND I THINK IT IS A REALLY GOOD EXAMPLE OF WHAT ADVANTAGES HSEF GRANTS CAN HAVE IN THE CLASSROOM.
ANOTHER REALLY COOL THING IS SOMETHING CALLED GRANTS PATROL.
WE GO TO THE SCHOOLS OF THE GRANTS THAT WE FUND AND WE ANNOUNCE IT AND MAKE IT A CELEBRATION BECAUSE THAT'S EXACTLY WHAT IT SHOULD BE.
THEY WANT TO BRING TO FRUITION THE IDEAS THEY WANT TO AND WE ALLOW THE STUDENTS TO TRULY IMMERSE THEMSELVES IN EDUCATIONAL EXPERIENCES.
THE BEST THING ABOUT IT IS THE TEACHERS ON THE ONLY ONES WHO ARE EXCITED TO DO THIS.
THEY'LL FAIL EVERY SINGLE TIME WHETHER IT'S KINDERGARTEN OR HIGH SCHOOL WHICH, FOR HIGH SCHOOLERS IT'S HARD TO DO.
[00:10:02]
THEY ARE ALWAYS EXCITED AND THAT JUST GOES TO SHOW THAT THIS HSEF GRANT SELECTION AND GRANT PATROL GOES BEYOND TEACHERS AND ACTUALLY IMPACT STUDENTS, TOO.ESPECIALLY WITH BOUNCING BACK FROM COVID-19 IS SOMETHING THAT WE HAVE ALL BEEN TRYING TO DO REALLY HARD.
WE ARE BOTH REALLY THANKFUL THAT WE HAVE THE OPPORTUNITY TO SPEAK ON GRANT PATROL AND GRANT SELECTION BECAUSE IT IS SUCH A IMPORTANT PART OF OUR COMMUNITY.
[APPLAUSE] >> YOU CAN SEE WHY I WAS BRIEFED BECAUSE I NEEDED TO GET THE STUDENTS UP TO TALK FOR YOU GUYS.
WE CAN GET YOUR QUESTIONS BEFORE IF YOU HAVE SOMETHING SPECIFIC OR WE WILL DO A LARGE GROUP PHOTO.
THE COOL THING TO DO IS TO FOLLOW US ON SOCIAL MEDIA AND CDS PROJECTS THROUGHOUT THE YEAR.
>> I WOULD LIKE TO ASK, I SEE THAT OUR THREE AMAZING PARTNERSHIP TEACHERS ARE HERE AND EACH OF THEM WERE FUNDED GRANTS CAN YOU TELL US ABOUT THE GRANTS YOU RECEIVED? THIS PROGRAM WILL HAVE A TEACHING GREENHOUSE.
THE HSE FUNDED PARTIAL FOR THAT AND THE PARKS WILL MATCH IT AS WELL.
THIS WILL BE AN OPPORTUNITY FOR KIDS TO BE OUT THERE AND SEE INNOVATION FOR FARMING AND TECHNOLOGY AND HOW PLANTS GROW THROUGHOUT THE SEASON.
THE FARM IS GOING TO USE SEEDS AND THINGS FOR THE FARMS AND THE STUDENTS WILL GET TO HELP WITH THAT IN THE SPRING WHEN THEY ARE OUT AND THEN THEY WILL GET TO SEE THEIR IMPACT ON THE COMMUNITY WHEN WE TRANSFER THOSE PLANS OUT TO THE FIELD.
THE STUDENTS THAT COME IN NEXT YEAR WILL THEN GET TO SEE THE PLANT THAT THIS YEAR'S SECOND GRADERS PLANTED.
IT IS A REALLY FEELING COMMUNITYWIDE I'M REALLY EXCITED FOR.
[APPLAUSE] >> I AM JENNIFER SUSSKIND WHICH I WORK AT THE MAJOR PLAYGROUND.
LAST YEAR I WAS AWARDED MONEY FOR ROBOTIC ARMS AND THE STUDENTS HAVE BEEN USING THEM EVERY SINGLE DAY SINCE.
NOW WE ARE GOING TO GET A GLOW FORGE.
THERE'S A LARGE-SCALE LASER PRINTER AND LASER CUTTER AT THE MAKER PLAYGROUND AND THE KIDS ARE ALWAYS DYING TO USE IT BUT THE MEMBERS GET PRECEDENCE OVER US SO THEY NEVER GET TO PLAY WITH IT.
SO I THOUGHT LET'S DO THIS ON A SMALLER SCALE SO WE CAN AFFORD AND SEE IF WE CAN START LEARNING HOW TO USE THAT.
THEY WILL INCORPORATES THAT INTO THE EXPERIENCE OF THE KIDS WHEN THEY PARTICIPATE AND COME TO SEE ME.
[APPLAUSE] >> I AM AMY MARCH THE TEACHING RESIDENT OUT AT CONNOR FERRY.
MY FOCUS IS A CONTINUATION FROM A GRANT I RECEIVED TWO YEARS AGO.
WE GOT SOME BRAND-NEW SCIENCE STANDARDS THIS YEAR SO I CREATED DIFFERENT LEARNING EXPERIENCES IN TUBS THAT WILL TRAVEL TO ALL 13 OF OUR ELEMENTARY SCHOOLS IMPACTING 2000 KIDS.
IT'S DIFFERENT BOOKS ALL KINDS OF LEVELS AND INTEREST IN DIFFERENT HANDS ON EXPERIMENTS THAT WILL ENHANCE THE NEW STANDARDS.
I AM SUPER EXCITED ABOUT THAT.;-) VERY MUCH.
[APPLAUSE] >> A GENERAL COMMENT TO STUDENT BOARD MEMBERS THEY TALKED AT THE LAST FOUNDATION MEETING ABOUT THE PROCESS AND IT WAS AMAZING HOW THEY WERE DOING A LOT OF TRYING TO DECIDE AND I WANTED TO PUT A PLUG OUT THERE FROM PAST, PRESENT AND FUTURE BOARD MEMBERS THAT IT IS OUR DONATIONS THAT FUND THAT.
THE MORE DONATIONS WE CAN GET THE MORE STUDENTS CAN FUND THEIR TEACHER.
>> THAT'S RIGHT AND THE LAST THING I WOULD SAY IT'S A PERFECT SEGUE, THANK YOU MICHELLE.
FOR US LAST WEEK GIVING AWAY MORE MONEY FOR THE CLASS OF 2023 FOLKS IN THE ROOM PARENTS AT HOME LISTENING WE HAVE 35 DIFFERENT COMMUNITY SCHOLARSHIP AND THEY ARE LIVE ON OUR WEBSITE AND YOU HAVE FROM NOW UNTIL MARCH TO APPLY FOR THOSE.
I ENCOURAGE FOLKS AND STUDENTS AT HOME TO A BILLY APPLIED A WEBSITE, HSEF.ORG AND WE HAVE A LINK TO THE SCHOLARSHIPS.
ALSO COMING UP TWO WEEKS FROM TOMORROW A BIG DAY FOR US IT'S A TIME TO CELEBRATE ALL THINGS THAT WE LOVE ABOUT HSEF.
OUR BIGGEST FUNDRAISER IS IN FEBRUARY CALLED GAME DAY SAVE THE DATE OF YOUR 24TH WE WILL HAVE EXCITING DETAILS THAT WE WILL ANNOUNCE NEXT WEEK.
>> I WOULD SAY ONE MORE THING AND I SAY THIS EVERY YEAR EVERY ONE OF THE STAFF MEMBERS IN THIS ROOM DOES NOT HAVE A LOT OF TIME TO DO WHAT THEY DO AND EVERY ONE OF THEM TOOK TIME TO APPLY FOR THESE GRANTS AND THANK YOU SO MUCH BECAUSE I KNOW YOU DIDN'T DO IT WHEN YOUR STUDENTS WERE IN THE ROOM, HE DID IT ON YOUR OWN TIME
[00:15:02]
SO, THANK YOU.I HAVE MULTIPLE OF MY CHILDREN'S TEACHERS WHO ARE SITTING HERE IN THIS ROOM THAT HAVE BEEN AWARDED GRANTS PREVIOUSLY AND ARE GETTING SECOND ONCE OR MAYBE GETTING THEM FOR THE FIRST TIME.
I AM REALLY EXCITED BECAUSE I HAVE SEEN WITH THESE GRANT CAN DO IN THE CLASSROOM BECAUSE I SEE MY OWN KIDS GO THROUGH THE PROCESS AND IT IS INCREDIBLE.
SO THANK YOU EVERYONE IN THE COMMUNITY THAT GAVE TO THE FOUNDATION BECAUSE THE THINGS THAT THE TEACHERS CAN CREATE WITH THESE GRANTS IS INCREDIBLE.
WITH ANOTHER GRANT CYCLE OPEN RIGHT NOW SO IF YOU ARE A STAFF IN THE ROOM YOU DID JUST GET A GRANT TO TELL A FRIEND.
NOW UNTIL DECEMBER 15TH IT'S CALLED OUR IDEAS WITH IMPACT.
STUDENTS AND STAFF IF THEY HAVE AN IDEA TELL US ABOUT IT YOU HAVE UNTIL DECEMBER AND THEN WE WILL FUND THOSE EARLY NEXT YEAR.
>> JUSTIN, I WANT TO GO ON RECORD TO SAY THAT WE APPRECIATE THE PARTNERSHIP WITH YOU ALL.
THANK YOU FOR ALL THE GREAT WORK YOU DO AND THANK YOU FOR HELPING OUR TEACHERS.
EMILY, ARE WE DOING A GROUP PHOTO NO? ALL RIGHT, THANK YOU ALL.
[APPLAUSE] >> PRESIDENT: THAT WAS-CLEARED OUT AS ALWAYS.
ALWAYS UPLIFTING I LOVE THOSE GRANT AND SEEING EVERYBODY.
SORRY.[LAUGHTER] SO, THANK YOU.
AGAIN, TO THE FOUNDATION FOR ALL OF THEIR SUPPORT FOR OUR EDUCATORS, THEY ARE DOING INCREDIBLE WORK.
WE DON'T HAVE ANY PUBLIC COMMENTS SO I WILL MOVE ON TO THE CONSENT AGENDA AND I
[4. Consent Agenda]
WILL ENTERTAIN A MOTION.>> BOARD MEMBER: I WILL MOTION TO APPROVE THE CONSENT AGENDA.
>> BOARD MEMBER: I WILL SECOND.
>> PRESIDENT: CALL FOR THE VOTE.
BOARD MEMBER MICHELLE FULLHART, YES, BOARD MEMBER BRAD BOYER, YES, PRESIDENT
[00:20:06]
JULIE CHAMBERS, YES, VICE PRESIDENT SARAH DONSBACH, YES, BOARD MEMBER SARAH PARKS-REESE, YES, BOARD MEMBER SUZANNE THOMAS, YES AND SECRETARY JANET PRITCHETT I AM A YES FOR THAT MOTION PASSES 7-0.>> PRESIDENT: BEFORE WE MOVE ON WE WANT TO INTRODUCE I WAS GOING TO SAY A NEW EMPLOYEE BUT IT'S NOT.
WE PLEASE INTRODUCE MR. LOWE SURE?
>> GOOD EVENING IT IS MY PLEASURE TO INTRODUCE OUR NEW DIRECT ERROR OF THE K-12 INITIATIVES A FAMILIAR FACE TO PROBABLY MOSTLY EVERYBODY IN THE ROOM.
STEVE CLOSURE HAS PRIOR TO COMING TO HSE SERVED AS A TEACHER AND AT THE DISTRICT LEVEL AS PROJECT -BASED LEARNING COACH IN WAYNE TOWNSHIP ON THE WEST SIDE OF INDIANAPOLIS.
HE HAS BEEN A REGIONAL KEYNOTE SPEAKER AND CONSULTANT KEN HAS DONE A LOT OF WORK WITH GRANTS TO HELP SUPPORT TEACHERS CARRY OUT PROJECT BASED LEARNING AND THOSE EXPERIENCES AS WELL AS EXPERIENCES HE HAS HAD IN THE LAST EIGHT YEARS WITH US AT FISHERS HIGH SCHOOL HAVE REALLY PREPARED HIM QUITE WELL FOR THE ROLE HE WILL UNDERTAKE.
AS YOU KNOW, WE ARE TRANSITIONING FROM THE CURRENT VOCATIONAL CENTER TO THE PURSUIT INSTITUTE AND STEVE HAS MADE A LOT OF CONNECTIONS WITH COMMUNITY-BASED PARTNERS IN THE PAST AND THAT WILL BE AN INTEGRAL PIECE WHAT HAPPENS WITH PURSUIT.
ADDITIONALLY, OUR WORK ON A PORTRAIT OF A GRADUATE STEVE WAS PART OF THAT PRE-PANDEMIC WHEN WE WERE WORKING ON THAT.
AS YOU MIGHT REMEMBER FOR THOSE OF YOU THAT WERE ON THE BOARD IN TUNE TO WHAT IS HAPPENING RIGHT BEFORE THE PANDEMIC OR RIGHT WHEN IT STARTED, STEVE WAS SELECTED AS OUR DIRECTOR AT THAT TIME TO HEAD UP THE PURDUE POLY TECH PROGRAM.
FOR ALL OF THOSE REASONS DAVE IS A GREAT THINKER, A GREAT COMMUNICATOR, HE WORKS WELL WITH PEOPLE IN OUR COMMUNITY AND SCHOOL SYSTEM.
FOR ALL OF THOSE REASONS WE ARE THRILLED TO HAVE STEVE AS OUR NEW DIRECTOR OF THE PK THROUGH 12 INITIATIVES.
>> PRESIDENT: COME ON UP! [APPLAUSE] I KNOW YOU HAVE BEEN HERE BEFORE BUT WE WILL INTRODUCE YOU IN THIS NEW ROLE AND CONGRATULATE YOU.
>> GUEST SPEAKER: I GOT A LITTLE FURTHER THIS TIME.
THANK YOU AND THANK DOCTOR STOKES FOR THIS OPPORTUNITY.
DURING MY TIME IN EDUCATION MY TAGLINE IS I WANT TO SHOP THE WORLD WITH WHAT KIDS ARE CAPABLE OF ACHIEVING.
I FOUND THIS THROUGH MY OWN CLASSROOM AND WORK IN CLASSROOMS IS THE BEST WAY TO DO THAT IS TO ENGAGE IN THE COMMUNITY AND PROVIDE THEM AUTHENTIC LEARNING OPPORTUNITIES THAT ARE ROOTED RIGHT HERE IN FISHERS.
WE DO THAT WITH RIGOR AND ELEGANCE.
IT'S FUN FOR THE TEACHERS AND THE CLASSROOM AND JUST LIKE THE GRANT RECIPIENT SAID, IT IGNITES A CLASSROOM.
I AM SO EXCITED TO BE ABLE TO MOVE INTO A LARGER SCALE OF THAT FOR ALL OF THE STUDENTS IN THE HSE SCHOOLS.
>> PRESIDENT: THANK YOU FOR EVERY THING YOU DO FOR OUR STUDENTS.
WE ARE LUCKY TO HAVE YOU AND WE ARE EXCITED FOR YOU IN THIS NEW ROLE.
>> BOARD MEMBER: HAD TO SAY, I TOLD JASON I WOULD, HE IS NOT HAPPY WITH ME RIGHT NOW.
>> GUEST SPEAKER: THERE ARE SOME PEOPLE WATCHING THAT PROBABLY AREN'T HAPPY, EITHER.
I'M GETTING EMOTIONAL LIKE YOU DOING.[LAUGHTER] THAT'S THE HARDEST PART IS THE FISHER FAMILY WILL BE FAMILY FOREVER BUT I STILL GET TO WORK WITH THEM IN A WAY SO THAT'S EXCITING.
>> PRESIDENT: CONGRATULATIONS AGAIN.
[APPLAUSE] >> GUEST SPEAKER: THANK YOU.
>> BOARD MEMBER: I HAVE A QUESTION, WHERE, OFFICE WISE WILL HE BE? STILL AT FISHERS?
>> BOARD MEMBER: NO, HE WILL BE HERE.
[LAUGHTER] CONGRATULATIONS, AGAIN AND THAT WE WILL MOVE ON TO OUR INFORMATION ITEMS.
[5. Information Items]
FIRST UP IS THE PRELIMINARY DETERMINATION HEARING FOR LANTERN ROAD ELEMENTARY.>> GUEST SPEAKER: THANK YOU AND GOOD EVENING I WILL ADD THAT MR. LOWESURE'S POSITION IS FUNDED THROUGH THE 3E GRANTS FUNDED FOR AN ENTIRE TWO YEARS AND WE HAVE PLANS IN PLACE TO HOPEFULLY IF THAT IS SOMETHING THAT COMES PERMANENT IT WILL BE IN THE PERMANENT FUTURE BUDGET YEARS BUT ALSO MR. LOWE SURE CAN GO BACK TO HIS POSITION AS WELL.
IT IS IMPORTANT THAT WE KEEP HIM HERE SO WE CAN WORK WITH THE ATTORNEY TO MAKE SURE IT IS POSSIBLE BUT IT IS INITIALLY FUNDED TWO YEARS THROUGH THE GRANT, JUST SO YOU GUYS KNOW.
[00:25:01]
>>> THE REAL REASON I'M HERE IS THE PRELIMINARY DETERMINE HEARING FOR LANTERN ROAD ELEMENTARY SCHOOL.
THIS MIGHT SOUND FAMILIAR BECAUSE WE'VE DONE IT ONCE BEFORE.
THE PRELIMINARY DETERMINATION HEARING ALSO SERVES AS THE PROJECT HEARING AND FOR OUR PURPOSES ANY PROJECT THAT IS A THRESHOLD OVER 5.8 MILLION AND UP TO 17.4 ESSENTIALLY HAS TO GO THROUGH TO PUBLIC HEARINGS AND ADOPT A RESOLUTION TO PRELIMINARY DETERMINE TO ISSUE BONDS OR ENTER INTO A LEASE WITH A PROJECT THAT HAS THAT TOTAL PROJECT COST IF IT IS OVER.
IF YOU RECALL, ORIGINALLY, THE ESTIMATE WAS BASED ON 14 MILLION AND DUE TO THE ESCALATION AND VOLATILITY OF CONSTRUCTION COSTS WE'VE SEEN IT WAS NOT SUFFICIENT.
IT WASN'T GOING TO BE ABLE TO BE A COMPLETE RENOVATION AS IT NEEDED TO BE.
IN ORDER TO GET TO THAT HIGHER THRESHOLD WE DO HAVE ADDITIONAL BONDS DOLLARS AVAILABLE FUNDED THAT WILL BE REPAID THE FOLLOWING YEAR BUT WE HAVE TO RESTART THE HEARING PROCESS.
THIS IS OUR FIRST HEARING TO THAT END.
EVERYTHING ELSE IS ESSENTIALLY THE SAME AGE OF THE BUILDING THE WORK THAT NEEDS TO BE DONE ON IT, ETC. SO YOU CAN CAPTURE EVERYTHING.
THE SECOND HEARING AS YOU MAY RECALL IS ON FRIDAY MORNING AT 7:30 A.M.. OUR GOAL HERE IS TO GET THE ISSUANCE COMPLETED BEFORE THE END OF THE YEAR SO WE CAN CAPTURE IT IN OUR TAX RATE NEXT YEAR IN 2023.
I WILL SEE YOU AGAIN ON FRIDAY MORNING BUT IF YOU HAVE ANY QUESTIONS I'M HAPPY TO ANSWER THEM AT THIS TIME.
>> PRESIDENT: YOU DIDN'T THINK YOUR GETTING AWAY THAT EASY? YOU DID A GREAT JOB.
TO REITERATE, ORIGINALLY IT WAS 14 MILLION BUT WE COULDN'T DO WHAT WE WANTED TO AND REMIND US WHAT WERE THE THINGS THAT WE WERE GOING TO CUT THAT NOW ARE NOT GOING TO BECAUSE WE ARE GOING TO ISSUE MORE BONDS?
>> GUEST SPEAKER: LET ME LOOK AT IT.
I THINK WE WEREN'T GOING TO BE ABLE TO DEAL WITH THE SKYLIGHT, WE HAD TO MINIMIZE THE MECHANICAL DATES AND THEY ARE NODDING THEIR HEADS.
THIS IS GOING TO BE SEPARATE WITH THIS.
IT WILL BE ADDRESSED BUT IT ISN'T PART OF THE OVERALL PROJECT BECAUSE THAT IS A DIFFERENT LEVEL OF COSTS THAT DOESN'T NEED TO BE PART OF THE ROOM LATE RENOVATION WITH FURNITURE.
I KNOW THE SKYLIGHT WAS NOT GOING TO BE AN ISSUE THEY WERE GOING TO BE ABLE TO UPDATE THE HVAC THEY WANTED TO AND I THINK THEY HAD INTERIOR AND EXTERIOR RENOVATIONS.
>> PRESIDENT: 90 PERCENT OF 100 PERCENT?
AND THAT'S NOT WITH ANY ADDITIONAL/, I ASSURE YOU, I MD KILLER OF FUN AS THE CFO YOU MIGHT HAVE HEARD.
>> PRESIDENT: I WILL SAY THIS ABOUT THE SKYLIGHT SINCE WE HAVE ALL THE X SCHOOLS THAT HAVE SKYLIGHTS THAT NEED TO BE REPAIRED I THINK WE SHOULD HAVE A PUNCH CARD LIKE BUY ONE GET ONE FREE.
>> AM SURE THAT MR. RAPP CAN TAKE CARE OF THAT.
>> BOARD MEMBER: I THANK YOU SHOULD TALK TO HIM THAT WOULD BE GREAT.
>> PRESIDENT: I KNOW THAT NO ONE SIGNED UP BUT FOR THE RECORD DOES ANYONE WANT TO MAKE A COMMENT? SEEING NONE, THANK YOU.
>> PRESIDENT: WE WILL CLOSE THE PUBLIC MEETING WILL GO ON TO 5.02 THE PROPOSAL.
>> GUEST SPEAKER: HELLO, HELLO.
THAT EVENING DOCTOR STOKES AND BOARD MEMBERS TONIGHT I AM SHARING INFORMATION ABOUT OUR NEW COURSE PROPOSALS THAT WERE SUBMITTED FOR THE 2022 2023 SCHOOL YEAR.
JUST TO GIVE YOU AN OVERVIEW OF OUR PROPOSAL PROCESS.
TEACHERS INITIATE PROPOSALS OF NEW COURSES THAT ALIGN WITH THE INDIANA DEPARTMENT OF EDUCATION AND THEY PRESENT PROPOSALS TO THEIR ADMINISTRATORS AND GO THROUGH THAT PROCESS AT THE BUILDING LEVEL.
THIS YEAR WE RECEIVED 20 NEW COURSE PROPOSALS BETWEEN BOTH HIGH SCHOOLS.
AND IN ADDITION TO THAT WE HAVE SEVEN NEW COURSE CHANGES DUE TO THE NEXT LEVEL PROGRAMS OF STUDY WHICH IS THE INITIATIVE WITH THE DEPARTMENT OF EDUCATION AND THE GOVERNORS WORKFORCE DEVELOPMENT OFFICE.
AS WE BEGIN TO REVIEW PROPOSALS AND WORK WITH ADMINISTRATORS THESE ARE THE CONSIDERATIONS THAT WE REVIEW PRIOR TO TAKING DETERMINATIONS WHICH COURSES WE WILL MOVE FORWARD WITH.
OF COURSE STUDENT INTEREST IN THOSE PARTICULAR COURSES WE HAVE TO LOOK AT STAFFING AND LICENSE AREAS TO DETERMINE WHAT COURSES ARE OFFERED.
[00:30:03]
WE ALSO CONSIDERED THE MASTER'S SCHEDULE AS WELL AS THE EDUCATIONAL APPROPRIATENESS OF THE COURSES IF IT IS A REQUIRED COURSE OR PREREQUISITE, AN ELECTIVE OR PART OF THE GRADUATION REQUIREMENT.WE JUST WANTED TO PROVIDE THAT INFORMATION FOR YOU THIS EVENING.
IN ADDITION WE SHOULD HAVE ATTACHED TO YOUR DOCUMENT A LIST OF COURSES WE ARE SEEKING APPROVAL FOR THE IMPLEMENTATION OF THE 2024 2025 SCHOOL YEAR AND THOSE ARE ATTACHED.
>> PRESIDENT: THANK YOU SO MUCH ARE THERE ANY QUESTIONS? DO THESE HAVE TO GO DOES THE STATE HAVE TO APPROVE THESE COURSES BEFORE WE CAN APPROVE THEM?
>> GUEST SPEAKER: THEY ARE ALREADY STATE APPROVED.
I LOVE THE PHYSICAL EDUCATION OFFICIATING 101 AND I LIKE THAT THERE IS A POTENTIAL FOR BASED LEARNING OPPORTUNITIES BECAUSE WE NEED UMPIRES.
>> BOARD MEMBER: I WAS TOTALLY THINKING THE SAME THING SO I SECOND THAT I THINK IT'S WONDERFUL.
>> BOARD MEMBER: IS A JUST ONE SEMESTER?
>> GUEST SPEAKER: IT IS A ONE SEMESTER COURSE.
>> PRESIDENT: ANY OTHER QUESTIONS?
>> BOARD MEMBER: AS A REMINDER, THE COURSES ARE GREAT BUT STUDENT INTEREST IS ONE OF THOSE THINGS AND LICENSING DETERMINES IF WE CAN HAVE IT OR NOT.
>> BOARD MEMBER: IS THERE A MINIMUM STUDENT ENROLLMENT NUMBER? OR DOES IT DEPEND ON EACH TEACHER IS THERE A MINIMUM ENROLLMENT BEFORE IT WOULD GO?
>> GUEST SPEAKER: NO, IT IS BASED ON THE TEACHER'S LICENSE AREA.
WE OFFER THE COURSE AND IN THE COUNCILORS WORK WITH THE STUDENTS ON THOSE COURSES.
SOME COURSES DO HAVE A CAP ON THEM THAT I'M NOT SURE WHAT THE OFFICIATING COURSE IF THAT WOULD BE ONE OF THOSE COURSES THAT ALLOW STUDENTS TO TAKE ADVANTAGE OF IT.
>> BOARD MEMBER: I DO KNOW THE ASL CLASS HAS BEEN REQUESTED BEFORE THAT HAS COME UP AND I KNOW AT FISHER HIGH SCHOOL IT HAS BEEN A TOPIC OF INTEREST FOR A WHILE.
>> WE HAVE STUDENTS THAT ARE TRANSITIONING TO THE THIRD YEAR FOR GRADUATION REQUIREMENT SO THAT WILL BE PRETTY EXCITING.
>> BOARD MEMBER: IT IS THANK YOU.
>> BOARD MEMBER: I JUST WANT TO CONFIRM WHEN YOU HAVE THOSE CLASSES, YOU HAVE TEACHERS THAT SAY THIS MIGHT BE A GREAT IDEA AND IT COMES AND YOU GUYS PUT IT ALL TOGETHER AND APPROVE IT WITH THE STATE AND THEN IT COMES HERE?
>> GUEST SPEAKER: THEY ARE ALREADY APPROVED COURSES WITH THE STATE.
THE TEACHERS THEN DETERMINED FROM THAT LIST OF COURSES WHICH ONES THEY WOULD LIKE TO SEE IMPLEMENTED IN THE BUILDING.
THEY WERE WITH THEIR BUILDING LEVEL ADMINISTRATOR ON THE FEASIBILITY OF OFFERING THAT TO KILLER COURSE AND THEY COMPLETE THE PROPOSAL SUBMITTED TO ME AND I REVIEW THOSE AND THEN WE GO FROM THERE.
>> BOARD MEMBER: THAT IS AWESOME THANKS FOR CLARIFYING.
>> GUEST SPEAKER: EVERYONE IS EXCITED ABOUT THAT.
>> BOARD MEMBER: THE LACK OF OFFICIALS WE HAVE FOR SOCCER AND BASEBALL, ALL OF THAT IS HUGE.
AND THE FACT THAT OUR KIDS CAN MAKE SOME MONEY AFTER THE FACT IS AWESOME.
>> PRESIDENT: NEXT UP WE HAVE POLICY SECOND READING.
>> GUEST SPEAKER: GOOD AFTERNOON POLICY AND BOARD AT THE FIRST READING OF THE NEXT BUNDLE POLICIES.
THE FIRST POLICIES LET'S MAKE SURE THEY ARE IN YOUR PACKET THEY SHOULD BE IN ORDER.
THE FIRST POLICY DOES HAVE SOME REVISIONS INCLUDED IN THEM AND E0 6.04 RECORDING ON SCHOOL PROPERTY FORMALLY KNOWN AS VIDEO SURVEILLANCE WE HAVE ADDED INTRO PARAGRAPH ON THIS POLICY AND MADE REVISIONS HERE AND I WOULD BE HAPPY TO ENTERTAIN ANY QUESTIONS OR I CONTINUE WITH THESE POLICIES.
>> BOARD MEMBER: I DID HAVE ONE QUESTION ON THE NA WANT TO KNOW IF IT'S THIS ONE HERE.
THERE WAS A SECTION ON HERE AND IT TALKED ABOUT PRIVATE AREAS IS THAT THIS ONE?
>> BOARD MEMBER: IS THE STAFF.
I WAS WONDERING BECAUSE IT SAYS IF IT IS STAFF BUT WOULDN'T THE LOCKED ROOMS AND BATHROOMS WOULD BE PRIVATE FOR ANYBODY? I DIDN'T SEE WHERE IT SAYS EVERYONE.
I JUST REMEMBER THAT ONE AND I DIDN'T KNOW IF WE SHOULD HAVE TO BE SPECIFIC BUT IT SAYS THE PURPOSE OF THIS POLICY FOR RESTROOMS EXCLUSIVELY RESERVED FOR STAFF WILL BE CONSIDERED A PRIVATE AREA OF THE FACILITY AND I THOUGHT IS THERE ANOTHER PLACE IN HERE THAT ALSO REFERENCES THAT A PRIVATE AREA IS THOSE ITEMS
[00:35:02]
AND THAT IS PRIVATE FOR EVERYBODY?>> GUEST SPEAKER: THAT IS WHAT IT DOES AND THAT IS WHY IT'S THE AND WE ARE TALKING ABOUT RESTROOMS, LOCKER ROOMS AND AREAS RESERVED EXCLUSIVELY FOR STAFF SO WE ARE TALKING ABOUT RESTROOMS AND LOCKER ROOMS IT IS EVERYBODY AND THEN WE ARE TALKING ABOUT AND AREAS RESERVED SPECIFICALLY FOR STAFF THAT IS THE ONLY PART WHERE WE ARE TALKING ABOUT JUST STAFF.
>> GUEST SPEAKER: IN GENERAL IT'S RESTROOMS AND STUFF.
>> BOARD MEMBER: I THOUGHT IT WAS THE PRIVATE AREA FOR STAFF ONLY.
THANK YOU FOR CLARIFYING THAT.
>> GUEST SPEAKER: THE NEXT POLICY IS G02.03 COMMUNICATION WITH STAFF.
RECOMMENDATION HAS BEEN MADE WITH THE STAFF AS WELL.
AND REALLY JUST TO CLARIFY THE LANGUAGE - >> BOARD MEMBER: WHAT WAS THAT ONE AGAIN?
>> GUEST SPEAKER: G0 2.03 COMMUNICATION WITH STAFF.
>> BOARD MEMBER: THE LAST PART OF THAT THE SOCIAL INTERACTION PART AND THEN THE WHOLE PARAGRAPH WAS THAT WRITTEN WITH OUR POLICY COMMITTEE AND STAFF FIRST OR WAS IT WRITTEN WITH THE LAW FIRM FIRST AND THEN THE STAFF?
>> GUEST SPEAKER: CCHA WROTE THAT.
>> BOARD MEMBER: THEY WROTE THE WHOLE PARAGRAPH? YES.
TO BE IN LINE IT CLARIFIES WHAT OPEN-DOOR IS AND WHERE OPEN-DOOR APPLIES.
THERE IS A SECTION IN HERE AT THE END OF IT THAT SAYS NOT LIMITED TO PERSONAL GRIEVANCES AND PROBLEM DUE TO DUE PROCESS, CONTRACT NEGOTIATIONS AND LITIGATIONS OBVIOUSLY THOSE WILL BE CONFIDENTIAL BUT IT'S SAYING BASICALLY ANYTHING THAT A STAFF PERSON WANTS TO TALK ABOUT IS CONSIDERED UNETHICAL IF THEY COMMUNICATE WITH A BOARD MEMBER IS THAT HOW I AM IMPLYING THAT CORRECTLY? OR IS -*SPEAKER3* NO, IT'S SAYING WHEN YOU ARE TALKING ABOUT THOSE THINGS, PERSONAL GRIEVANCES, PROBLEMS STUDENTS AND DUE PROCESS, CONTRACT NEGOTIATION AND LITIGATION THOSE ARE THE THINGS THAT BOARD DISCUSSES IN EXECUTIVE SESSION SO THEY ARE NOT DONE IN THE PUBLIC.
THOSE HAVE TO BE PUBLICLY NOTICED MEETINGS PER OPEN-DOOR.
WE ARE SAYING JUST BECAUSE IT MIGHT NOT BE ONE OF THOSE ISSUES THAT HAS TO BE DISCUSSED IN FRONT OF THE PUBLIC THAT THIS IS A WAY TO SAY THAT OPEN-DOOR STILL APPLIES EVEN THOUGH THOSE ARE CONVERSATIONS THAT WE HAVE IN EXECUTIVE SESSION.
>> BOARD MEMBER: OKAY, IT HAS NOTHING TO DO WITH THE PROPER CHANNELS? OBVIOUSLY WE HAVE PROCEDURES IN PLACE FOR ANY STAFF NUMBER WHETHER IT IS A TEACHER, IA, BUS DRIVER, WE HAVE SYSTEMS IN PLACE FOR COMMUNICATION THAT THEY SHOULD, WE HAVE THOSE POLICIES AND PROCEDURES INCH PLACE FOR THEM TO FOLLOW.
I WANT TO MAKE SURE FOR SOME REASON IF THEY REACH OUT TO A BOARD MEMBER IS NOT CONSIDERED UNETHICAL.
WE ARE TALKING ABOUT HAVING A CONVERSATION.
THOSE PROPER CHANNELS ARE ALREADY IN PLACE FOR THAT.
WERE NOT SAYING THEY CAN'T INDICATE THOSE THINGS WE ARE SAYING THAT HAVING THOSE CONVERSATIONS IN PUBLIC DURING THE SOCIAL INTERACTION IS UNETHICAL BEHAVIOR.
>> BOARD MEMBER: CONCERNING EXECUTIVE MATTER.
>> BOARD MEMBER: EXECUTIVE CONTACT.
>> BOARD MEMBER: DOES IT SAY EXECUTIVE?
>> GUEST SPEAKER: NO IT DOES NOT.
WE HAVE TO PUT A REASON AS TO WHY WE ARE CALLING IT AN EXECUTIVE SESSION.
WE CAN'T JUST SAY WE ARE DOING IT BECAUSE WE WANT TO.
BY LAW WE ARE LIMITED IN THOSE THINGS AND THEY INCLUDE THE LIST HERE.
>> GUEST SPEAKER: THE NEXT POLICY WITH REVISION IS 09 HAZARDOUS MATERIALS AND CHEMICAL MANAGEMENT.
CHEMICAL MANAGEMENT IS F12 THAT POLICY HAS BEEN ABSORBED INTO THE SWAT.
BASICALLY IT SAYS THAT WE HAVE TO COMPLY WITH ALLSTATE AND FEDERAL REGULATIONS.
IN THE ADDITIONAL POLICIES OF THIS PACKET ARE RECOMMENDED TO BE RESCINDED AND THE REASONS ARE LISTED SHOULD TO BE CONVENIENT.
MOST OF THESE ARE BECAUSE THERE'S NO LEGAL REQUIREMENT TO HAVE THESE POLICIES AND SO THEY ARE ALL LISTED IN THE NEXT SECTION IN YOUR PACKET.
>> BOARD MEMBER: I HAD A QUESTION ABOUT F0 2.01 IF THE POLICY COMMITTEE OR MISS
[00:40:01]
LIBBY COULD JUST TALK TO US MORE ABOUT, I HAVE SOME CONCERN ABOUT WITH RESCINDING THIS POLICY AND NOT HAVING OUTSIDE DEMOGRAPHERS OR MAKING SURE THAT WE ARE REVIEWING CURRENT PLAN LAND DEVELOPMENT AND THAT SORT OF THING.>> GUEST SPEAKER: I'M HAPPY, IT SARAH I DON'T KNOW IF YOU WANTED TO BUT WHEN IT COMES TO ENROLLMENT THESE ARE THINGS WHEN YOU LOOK AT THE DATE OF THIS POLICY IT GOES BACK TO 1998.
I THINK WHAT SPEAKS TO THE SIZE OF OUR DISTRICT BACK AT THAT TIME IT WAS REVISED IN 2004.
AGAIN THERE'S NO LEGAL REQUIREMENT TO HAVE THIS HOWEVER, WE DO PROVIDE ENROLLMENT PROJECTIONS FROM THE START OF THE SCHOOL TO THE COUNT DATE AND WE HAVE MONTHLY ENROLLMENT PROJECTIONS THAT ARE IN THE REPORT DOCKS AND THOSE ENROLLMENT REPORTS ARE AVAILABLE.
WE CAN LOAD THOSE INTO THE BOARD DOCS AND WE HAVE DONE THAT SINCE 2014 DOES THAT SOUND CORRECT? SO, I THINK WE GO OVER AND ABOVE WHAT THIS POLICY STATES, SO, WE WOULD NOT IGNORE CONTINUING TO DO LAND SURVEYS OR ANYTHING THAT IS NEEDED FOR A DEMOGRAPHIC STUDY.
FOR EXAMPLE WHEN WE LOOK AT REDEFINING PROPERTY LINES.
THOSE THINGS WE WOULD STILL DO.
IT IS NOT A PROBLEM TO HAVE A POLICY, THERE SIMPLY NO LEGAL REQUIREMENT TO HAVE IT.
WE DO WHEN IT COMES TO STAFFING WE ARE CONSTANTLY LOOKING AT ENROLLMENT PROJECTIONS TO DETERMINE OUR STAFFING.
WE STILL DO ENGAGE IN THOSE THINGS AND IT'S NOT THAT WE WOULDN'T DO THEM, WE DO THEM ANYWAYS.
BUT AGAIN, IS IT NOT A PROBLEM TO KEEP THE POLICY.
>> BOARD MEMBER: I WOULD HAVE TO AGREE WITH SARAH TO SAY THAT I, TOO, THOUGHT THAT SOMETHING SHOULD BE IN THERE AND SOMETHING SHOULD BE STATED THAT WE DO THESE THINGS AND REACHING OUT TO THE BOARD AND DOCTOR STOKES IT WAS BROUGHT TO OUR ATTENTION THAT IF YOU GO ON BOARD DOCKS YOU CAN CLICK ON THAT AND READ THE REPORTS THEY ARE THERE ALL THE TIME.
I WENT TO BOARD DOCS FIRST I COULDN'T FIGURE OUT WHERE TO GO TO FIND IT SO IT WAS NICE THAT IT WAS INSTRUCTED TO SHOW ME WHERE IT IS.
ON TOP OF THAT I THINK I AGREE AND APPRECIATE THAT THAT STUFF IS BEING DONE BUT I DON'T THINK NECESSARILY WE SHOULD BE ELIMINATING A POLICY THAT SAYS WE ACTUALLY ARE DOING THIS.
I THINK IT IS GREAT WE ARE DOING IT AND WE SHOULD CONTINUE TO DO THAT BUT MAKE SURE THAT IT IS DONE IF WE HAVE THOSE EXTRA REPORTS THAT WE WOULD LIKE TO GET DONE WE SHOULD HAVE SOME SORT OF POLICY THERE.
IT SAYS EXACTLY AND HOW WE WRITE THAT I DON'T HAVE THAT ANSWER NOW BUT MAYBE WE COULD WORK ON THAT OVER THE NEXT TWO WEEKS AND PUT SOMETHING TOGETHER?
>> BOARD MEMBER: I WAS JUST SUGGESTING WE CAN TAKE THIS BACK TO POLICY AND IF WE DO RESEND THE PROCEDURES, THE ENROLLMENT PROCEDURE SO WE COULD HANDLE A COUPLE OF.
>> BOARD MEMBER: CAN I JUST SAY I AM ALL FOR RESENDING IT.
I DON'T THINK RESCINDING THE POLICY IS THE BEST PRACTICE.
I WOULD SAY THE BOARD HAS THE OVERSIGHT IF IT FEELS LIKE THE ADMINISTRATION IS NOT DOING THIS EVEN THOUGH THEY ARE.
WE CAN ALWAYS ASK FOR DEMOGRAPHIC STUDIES OR THINGS JUST AS WE DID VERY RECENTLY WHEN WE WERE LOOKING AT DIFFERENT ELEMENTARY SCHOOL OPTIONS WE DID ASK FOR THAT.
JUST BECAUSE IT'S NOT RANDOM POLICY IS A ROLE THAT THE BOARD FEELS MIGHT TO BE DONE REGULARLY.
I DON'T KNOW IF THERE'S ANY NEED TO WRITE IT DOWN BECAUSE WE HAVE BEEN DOING IT EAGERLY FOR A VERY LONG TIME.
I THINK OUR ADMINISTRATION DOES THEIR DUE DILIGENCE IN KEEPING UP WITH THOSE.
>> BOARD MEMBER: I AGREE WITH YOU WHEN IT COMES TO THE ENROLLMENT NUMBERS AND ENROLLMENT PART BUT THERE ARE TIMES BUT DOES THIS HAVE ANYTHING TO DO AND LET ME CLARIFY IF THERE WAS ANOTHER PROJECT THAT SAYS DOES THIS HAVE ANYTHING TO DO WITH VALIDATING THAT A STUDY IS DONE FOR SURE OR IS IT A REQUEST TO GET IT DONE.
FOR EXAMPLE WE WANT TO PUT SIDEWALKS IN A WALK STUDY OR SOMETHING ALL THOSE THINGS ARE CERTAIN THINGS THAT THE SCHOOL BOARD WILL DO GOING FORWARD.
WHAT I'M ASKING IS RESCINDING THAT AND THEN PUT IT IN PLACE A RESPONSIBILITY TO HAVE CERTAIN REPORTS IN.
MOST OF THE TIME I WOULD AGREE THAT IT IS AUTOMATICALLY DONE BUT I
[00:45:05]
FEEL THAT THERE SHOULD BE A POLICY IN PLACE WHERE WE KNOW THOSE THINGS ARE GETTING DONE.>> BOARD MEMBER: THIS IS BASICALLY FOR ENROLLMENT HERE THIS IS A 10 YEAR PROJECTION THIS IS NOT PERTAINING TO ANY STUDY.
>> BOARD MEMBER: ANY PROJECT COMING FORWARD?
>> BOARD MEMBER: YOU SHOULD ASK FOR THAT IF YOU FEEL LIKE AS A BOARD MEMBER IF WE CAN LOOK AT THE STUDY OR WE COULD DO THIS THAT'S PART OF THE BOARD'S JOB AS BOARD MEMBERS TO REQUEST THE INFORMATION IF YOU THINK THERE'S A SPECIFIC REPORT.
>> BOARD MEMBER: ON MY TIME IN THE BOARD WE'VE DONE THAT.
>> BOARD MEMBER: THIS JUST PERTAINS TO ENROLLMENT PROJECTIONS WHICH OBVIOUSLY THE STAFF HAS TO DO BECAUSE WE NEED TO FIGURE OUT HOW MANY TEACHERS WE NEED AND WHERE THE CLASSROOMS ARE HERE THIS IS NOT PERTAINING TO EVERY PROJECT.
>> BOARD MEMBER: TO HAVE A NEW POLICY WOULD NOT PROHIBIT US.
>> BOARD MEMBER: IT'S NOT GOING TO CHANGE THE FACT THAT THEY'RE GOING TO STOP DOING IT BECAUSE IT'S NOT A RANDOM POLICY.
>> GUEST SPEAKER: THE LAST BULLET POINT DATA TO ME I AM READING THAT AS WE NEED TO HIRE SOMEONE TO DO THAT.
THE MONEY MIGHT NOT BE AVAILABLE IF WE HAVE THE POLICY IN PLACE.
I'M NOT SAYING LET'S NOT HIRE BUT I'M SAYING THAT THIS IS SAYING YOU MUST WHEREAS I AGREE THAT IF IT'S NOT LEGAL WE SHOULDN'T HAVE IT.
>> BOARD MEMBER: DO WE HAVE SOMETHING IN PLACE THAT IS A PROCEDURE RIGHT NOW TO MAKE A PROCEDURE FOR IT?
>> BOARD MEMBER: IS THERE A PROCEDURE HOW WE DO ENROLLMENT? HE.PROCEDURE IS.
AGAIN I THINK WE GO OVER AND ABOVE WHAT IS IN THIS POLICY BUT I THINK IT IS SOMETHING WE CAN MEMORIALIZED.
>> BOARD MEMBER: I ALSO BELIEVE IT'S PART OF THE CFO JOB DESCRIPTION ABOUT THE ENROLLMENT AND IT IS A JOB FUNCTION OF PROFESSIONAL STAFF WHICH IS WHY IN POLICY WHICH IS WHY THEY RECOMMENDED FOR IT TO BE RESCINDED BECAUSE IT IS LISTED IN THE JOB DESCRIPTION.
>> BOARD MEMBER: IF IT IS LISTED IN THE JOB DESCRIPTION, IS THAT SOMETHING THAT GOES ON WEEKLY OR MONTHLY OR THE SEMESTER?
>> BOARD MEMBER: ENROLLMENT PROJECTIONS? THE DEMOGRAPHIC STUDY IS THE BIGGEST PIECE OF THAT AND WE DO THAT ANNUALLY WE GO THROUGH THE FULL COUNT TO DETERMINE IF WE ARE ON OR OFF OR ETC. ON TOP OF THAT MS. HAYES AND MISS LIBBY'S DEPARTMENT IS A MONTHLY UP DATE DURING THE SUMMER AND REALLY STARTING IN MAY.
WE MONITOR IT FOR THE PURPOSE OF STAFFING AND ETC. YOU'RE DOING THAT REGULARLY EVERY WEEK THROUGH THE START OF SCHOOL.
THE PROJECTION OF THE DEMOGRAPHIC STUDY PROVIDES THE PROJECTION OF WHERE WE FALL COMPARED TO WHERE WE THOUGHT WE WOULD AND THEN WE ARE JUST KEEPING TRACK AND COMMUNICATING WEEK WE IN MONTHLY ONCE SCHOOL STARTS.
>> BOARD MEMBER: THAT IS WHY I ASKED.
FORTUNATELY I GOT THAT INFORMATION FROM DOCTOR STOKES WHERE IT WAS LOCATED ON BOARD DOCS AND I CAN SEE WHERE IT WAS DONE SEPTEMBER, OCTOBER AND NOVEMBER AND I SEE WHERE IT WASN'T DONE.
I CAN SEE IT'S IN THERE BUT I WAS WONDERING IF THERE'S A RHYME OR REASON OF ORDER WHEN IT GOES IN.
>> GUEST SPEAKER: YOU'RE WELCOME.
>> GUEST SPEAKER: ANY OTHER QUESTIONS? THANKS SO MUCH.
[6. Action Items]
>> GUEST SPEAKER: SORRY, I GOT A LITTLE ANTSY.[CHUCKLE] >> PRESIDENT: I JUST DISCUSSED THESE WERE DOCKS AND I SEND IT TO YOU AS A SECOND READ.
>> BOARD MEMBER: I WAS NOT TRYING TO MOVE YOU ONE.[LAUGHTER] I DON'T BELIEVE WE HAD ANY CHANGES SINCE LAST.
>> PRESIDENT: WE ARE ON 6.01 I WILL ENTERTAIN A MOTION.
>> BOARD MEMBER: MAKE A MOTION TO APPROVE THE POLICY IN 6.01 AS PRESENTED.
>> PRESIDENT: ANY QUESTIONS OR COMMENTS? JANET CALL THE VOTE.
BOARD MEMBER MICHELLE FULLHART, YES, BOARD MEMBER BRAD BOYER, NO, PRESIDENT JULIE CHAMBERS, YES, VICE PRESIDENT SARAH DONSBACH, YES, BOARD MEMBER SARAH PARKS-REESE, YES BOARD MEMBER SUZANNE THOMAS, YES AND I AM A YES.
NEXT WE ARE ON 6.02 A REQUEST FOR PERMISSION TO SOLICIT FOR THE EE RATE UPGRADE.
>> GUEST SPEAKER: GOOD EVENING BOARD.
THIS EVENING I AM ASKING FOR PERMISSION TO ADVERTISE AN RFP TO SOLICIT BIDS FOR NEW NETWORK EQUIPMENT TO THE NEW NETWORK EQUIPMENT THAT WE ARE LOOKING AT WOULD BE
[00:50:02]
INSTALLED AT SEVERAL OF OUR ELEMENTARY SCHOOLS AND REPLACE OUR CURRENT TECHNOLOGY THERE WHICH IS NEARLY 12 YEARS OLD.THIS PROJECT IS A PART OF OUR TECHNOLOGY 10 YEAR PLAN AND WE HAVE ALLOCATED $830,000 FOR THIS PURCHASE.
AS A REMINDER, THIS PURCHASE DOES QUALIFY AS EIGHT E-RATE PROJECT.
IT REIMBURSES AND OFFSETS THE COST OF THE PROJECT.
OUR REIMBURSEMENT RATE IS 40 PERCENT.
WE DO HAVE TO LEAVE THE BID UP FOR 20 DAYS BECAUSE THAT IS A TWIN E-RATE REQUIREMENT.
I WOULD LIKE YOUR PERMISSION TO ADVERTISE THE RFP.
>> PRESIDENT: OF QUESTION IS THAT 800,000 BEFORE THE REIMBURSEMENT? WE HAVE TO PAY THAT OUT BUT EVENTUALLY WE WILL GET THAT BACK?
>> PRESIDENT: I WILL MAKE A MOTION TO APPROVE THE REQUEST TO SOLICIT BIDS FOR THE E-RATE NETWORK BID.
>> PRESIDENT: I HAVE A FIRST AND A SECOND QUESTIONS? CALL THE VOTE.
BOARD MEMBER MICHELLE FULLHART, YES, BOARD MEMBER BRAD BOYER, YES, PRESIDENT JULIE CHAMBERS, YES, BOARD MEMBER SARAH PARKS-REESE, YES BOARD MEMBER SUZANNE THOMAS, YES SECRETARY JANET PRITCHETT, YES THE MOTION PASSES 7-0.
>> PRESIDENT: REQUEST TO SOLICIT QUOTES TO SELL IPADS AND LAPTOPS.
>> GUEST SPEAKER: THIS TIME WE WANT TO SELL THE SURPLUS TECHNOLOGY THAT WE HAVE.
WE RECENTLY HAD UPGRADED OR REPLACED TEACHER IPADS AS WELL AS STUDENT LAPTOPS.
WE HAVE 1600 IPADS AND MACBOOKS THAT ARE CURRENTLY NOT IN USE.
THE FUNDS GENERATED FROM THE IPAD WILL BE RETURNED AS OPERATION FUND THE FUND THAT WAS ORIGINALLY USED TO PURCHASE THE DEVICES.
AS FOR THE MACBOOKS THOSE TEXTBOOKS WILL GO TO THE TEXTBOOK RENTAL PLAN TO PURCHASE.
I WANT TO CLARIFY THESE ARE SOLD IN BULK.
WE FOUND WE GET MORE COMPETITIVE PRICING WHEN WE SELL EVERYTHING AS ONE BIG LOT AS OPPOSED TO MAKE IT DOWN TO SMALLER INCREMENTS.
OTHER THAN THAT I'D BE HAPPY TO ANSWER ANY QUESTIONS BUT I CERTAINLY APPRECIATE THE APPROVAL TO ADVERTISE FOR QUOTE.
>> PRESIDENT: I MOTION TO APPROVE THE REQUEST TO SOLICIT BIDS TO RETIRED EQUIPMENT AS PRESENTED.
>> PRESIDENT: I HAVE A FIRST AND A SECOND ANY QUESTIONS?
>> BOARD MEMBER: DO WE SET MINIMUMS.
>> GUEST SPEAKER: FOR THE DEVICES THEMSELVES WE REALLY DON'T.
>> BOARD MEMBER: I KNOW I JUST MADE A MOTION BUT ARE THEY CONSIDERED LIKE WE SAID A MINIMUM? WE SHOULD STILL SELL IT BECAUSE IT'S BETTER THAN NOTHING, CORRECT? THE THREE YES, YOU TAKE THE HIGHEST PRICE.
WE TAKE IT WE GIVE EVERYONE THE RESPONSE TO THE BID.
IF YOU BID $1000 AND SOMEONE IT'S 1050 THEN YOU INCREASE YOUR BID.
WE WORK TO GET THE MOST COMPETITIVE PRICING.
>> PRESIDENT: ANY IDEA OF HOW MUCH THIS MIGHT BRING OR DO NOT WANT TO TELL?
>> GUEST SPEAKER: I CAN GIVE YOU SOME HISTORICAL DATA THE MARKET HAS BEEN SKEWED IN THE LAST COUPLE OF YEARS BECAUSE OF THE PANDEMIC.
THERE WAS A HUGE DEMAND FOR DEVICES BECAUSE EVERYBODY WENT MOBILE.
BEFORE THE PANDEMIC TRADITIONALLY IPADS SOLD 75 TO $75 PER DEVICE.
LAST YEAR WE GOT WELL OVER 100.
I DON'T KNOW IF WE WILL GET THAT AGAIN TO BE TRANSPARENT I THINK THE MARKET HAS LEVELED OUT A BIT.
IN TERMS OF THE MACBOOKS WE WILL SEE A HIGHER VALUE THAN THIS.
THIS IS THE FIRST TIME WE HAVE AUCTION THE LAP TOPS OFF SO WE CAN'T GET IN ACCURATE PREDICTION.
>> PRESIDENT: WE HAVE FIRST AND A SECOND ANY OTHER QUESTIONS? BOARD MEMBER MICHELLE FULLHART, YES BOARD MEMBER BRAD BOYER, YES, PRESIDENT JULIE CHAMBERS, YES, VICE PRESIDENT SARAH DONSBACH, YES BOARD MEMBER SARAH PARKS-REESE, YES BOARD MEMBER SUZANNE THOMAS, YES SECRETARY JANET PRITCHETT, YES THE MOTION PASSES.
>> PRESIDENT: 6.04 WAS MOVED TO THE DECEMBER 14 MEETING SO WE MOVE ON TO 6.05.
CONTRACT FOR AN ARCHITECT TO DESIGN ISSUES ELEMENTARY SCHOOL.
>> GUEST SPEAKER: EARLIER THIS YEAR YOU GIVE US PERMISSION TO REQUEST A PROPOSAL FOR ARCHITECTURAL PROPOSALS FOR FISHER ELEMENTARY.
ON OCTOBER 26 WE RECEIVED PROPOSALS FROM SIX DIFFERENT FIRMS. ON OCTOBER 31ST EVALUATION COMMITTEE MET AND WHEN WE LOOKED AT THE SIX FIRMS WE
[00:55:02]
LOOKED AT DESIGN APPROACH, PROJECT APPROACH, ALIGNMENT TO DISTRICT INITIATIVES, PREVIOUS EXPERIENCES, MANAGEMENT AND FEES.AFTER THE COMMITTEE MET AND DISCUSSED THIS WE FOUND OUT THAT CSO WAS, HAD RECEIVED THE HIGHEST SCORE ON THE RFP FOR THE QUALIFICATIONS BUT ALSO THE LOWEST FEE STRUCTURE AT $1.8 MILLION.
DOCTOR STOKES DID SOME REVIEWING AND THROUGHOUT THE OUTLIERS SO IF WE RAN THE NUMBERS AGAIN WE WOULD BE THE HIGHEST, THE LOWEST AND THE HIGH AND LOW GOING THROUGH THAT MATH CSO CAME OUT AS A RECOMMENDATION FOR THE COMMITTEE.
I AM HERE ASKING THAT WE AWARD THE CONTRACT TO CSO FOR THE ARCHITECTURAL SERVICE FOR FISHER ELEMENTARY.
>> PRESIDENT: ANY QUESTIONS OR COMMENTS, ANY DISCUSSION? OR I CAN ENTERTAIN A MOTION.
THE TWO THEY HAVE DONE GREAT WORK FOR US IN THE PAST.
MOTION FOR CSO TO BE THE ARCHITECT FOR FISHERS ELEMENTARY SCHOOL PROJECT.
>> PRESIDENT: I HAVE A FIRST AND A SECOND.
>> BOARD MEMBER: I'M SORRY MY VOICE CRACKED IT WAS VERY QUIET.
>> PRESIDENT: ANY DISCUSSION OR QUESTIONS? LET'S VOTE.
>> BOARD MEMBER: BOARD MEMBER MICHELLE FULLHART, YES BOARD MEMBER BRAD BOYER, YES PRESIDENT JULIE CHAMBERS, YES VICE PRESIDENT SARAH DONSBACH, YES BOARD MEMBER SARAH PARKS-REESE, YES BOARD MEMBER SUZANNE THOMAS, YES AND SECRETARY JANET PRITCHETT, YES THAT MOTION PASSES 7-0.
>> PRESIDENT: THE LAST ACTION ITEM ADDITIONAL IS THE APPROPRIATION HEARING.
>> GUEST SPEAKER: I CAN TELL YOU THAT CSO WAS THE LOWEST BIDDER JUST AN FYI.
ADDITIONAL APPROPRIATION HEARING THIS MONTH WE SOLD OUR FIRST SET OF 2022 GENERAL OBLIGATION BONDS.
HE CAME AT $11 MILLION BECAUSE WE ACTUALLY RECEIVED SOME PREMIUM WILL EVENTUALLY GET TRANSFERRED INTO OUR DEBT REPAYMENT FUND.
HOWEVER, THIS ADDITIONAL APPROPRIATION HEARING IS ESSENTIALLY APPROPRIATE.
IT GIVES US PERMISSION TO SPEND THE $11 MILLION IN BONDS THAT WE HAVE SOLD THUS FAR AND THAT WILL PAY BACK THE 2 AND A HALF MILLION THAT WE HAVE SPENT OUT OF RAINY DAY OF THE BOARD APPROPRIATES THROUGH THE BUDGET PROCESS.
WE WILL COME BACK TO YOU ACTUALLY WE HAVE AN ADDITIONAL THE SECOND BOND ISSUANCE ON FRIDAY.
WE WOULD ASK THAT YOU APPROVE AN APPROPRIATE ADDITIONAL APPROPRIATIONS IN THE AMOUNT OF $11 MILLION.
>> PRESIDENT: BEFORE WE ENTERTAIN WE USUALLY TAKE PUBLIC COMMENT.
IF THERE IS ANYBODY FROM THE PUBLIC WHO WOULD LIKE TO COMMENT ON THIS ITEM? SEEING NONE WE WILL MOVE ON FROM THAT.
THANK YOU I WILL ENTERTAIN A MOTION.
>> BOARD MEMBER: MOTION TO APPROVE THE ADDITIONAL APPROPRIATION AS PRESENTED.
>> PRESIDENT: I HAVE A FIRST AND SECOND ANY ADDITIONAL COMMENTS OR QUESTIONS?
>> BOARD MEMBER: THAT WAS THE 11 MILLION THAT WE TALKED ABOUT FROM THE LAST MEETING? THE UPDATES THAT WAS NOT IN THE ORIGINAL NUMBER?
>> GUEST SPEAKER: THE 11 MILLION IS UNRELATED TO LANYARD ROAD ELEMENTARY.
THIS WOULD BE THE OTHER PROJECTS THAT WE LISTED OUR GENERAL MAINTENANCE.
YOU HAVE APPROVED BIDS FOR LIGHT, OTHER THINGS THIS IS ALL THE GENERAL MAINTENANCE AND I BELIEVE PART OF IT IS ALSO TRANSPORTATION FACILITY.
>> BOARD MEMBER: YES, THANK YOU.
>> BOARD MEMBER: I DID WANT TO CLARIFY THERE WAS A NUMBER THROWN AROUND IN THE COMMUNITY THAT WE HAVE 74 MILLION OF EXTRA FUNDS.
>> GUEST SPEAKER: 79 MILLION IN THE CASH BALANCE?
>> BOARD MEMBER: IF YOU COULD ADDRESS THAT I WOULD APPRECIATE IT.
>> GUEST SPEAKER: WE DO NOT HAVE A CASH BALANCE OR OPERATING BALANCE IN THE AMOUNT OF 79 MILLION.
ACROSS ALL FUND YOU HAVE TO REMEMBER WHEN WE SELL BONDS LIKE DEER CREEK ELEMENTARY FOR 35 MILLION IT TAKES YEARS TO SPEND THAT OUT.
FROM OUR, I THINK WE TALK ABOUT IT DURING BUDGET TIME AS WELL AS WHEN WE GIVE THE ANNUAL REPORT IN JANUARY WE KEEP A CASH BALANCE IN OUR EDUCATION AND OPERATION FUND THAT IS EQUAL TO 112 OVER EIGHT PERCENT.
WE DO THAT BECAUSE WE DON'T WANT TO HOLD BACK TOO MUCH MONEY WE BARGAIN COLLECTIVELY THEY DON'T LIKE IT WHEN WE HOLD BACK TOO MUCH MONEY.
WE HAVE KEPT A LITTLE MORE IN THE REFERENDUM FUND FOR OBVIOUS REASONS BECAUSE WE NEED TO HAVE SOME TIME IN THE EVENT THAT IT WAS RENEWED FOR CHANGES TO TAKE LIFE.
SLIGHTLY HIGHER BUT NOT 79 MILLION.
THE RAINY DAY BALANCE IS ROUGHLY 13 TO 14 MILLION EACH YEAR.
>> PRESIDENT: THANK YOU FOR CLARIFYING.
>> PRESIDENT: ANY OTHER QUESTIONS? ALL RIGHT I ASKED JANET TO CALL FOR THE VOTE.
>> BOARD MEMBER: BOARD MEMBER MICHELLE FULLHART, YES BOARD MEMBER BRAD BOYER, YES BOARD MEMBER SARAH PARKS-REESE, YES BOARD MEMBER SUZANNE THOMAS, YES VICE PRESIDENT SARAH DONSBACH, YES PRESIDENT JULIE CHAMBERS, YES SECRETARY JANET PRITCHETT, YES IT PASSES 7-0.
[7. Board President]
[01:00:07]

I BELIEVE WE BEEN DOING THIS FOR THREE YEARS, IS IT THREE YEARS? WE HAVE BARRELS OR BIDS IN EACH OF OUR BUILDING SO IF YOU'VE GOT SOME SLIGHTLY USED HOLIDAY LIGHTS THAT YOU DON'T NEED ANY MORE PLEASE FEEL FREE TO DONATE THOSE TO THE SCHOOLS.
I WOULD BE REMISS IF I DID NOT ALSO SAY THAT I AM PLEASED THAT WE HAVE BEEN ABLE TO HAVE OUR VOTING.

I ALWAYS SAY I'M NOT GOING TO READ IT FOR YOU BECAUSE WE CAN ALL READ.
THERE ARE A COUPLE THINGS I WANT TO DRAW YOUR ATTENTION TO ONE IS THE FACT THAT WE ACTUALLY JUST TOOK OFF THIS MEETING AT THE REQUEST FOR PERMISSION TO REWARD THE CONTRACT FOR CONTRACTORS FOR THE TRANSPORTATION.
THAT WILL HAVE TO BE ON IN DECEMBER.
THERE'S A COUPLE THINGS THAT WE NEED TO BRING OUR ATTENTION TO.

WE ARE NOT DOING ANYTHING DIFFERENT IT'S JUST THAT THIS REQUIRES US THAT WE BRING THIS EVERY SIX MONTHS.
WE'LL HAVE TO DO IT IN DECEMBER AND THEN I BELIEVE AGAIN IN JUNE.
WERE NOT DOING ANYTHING DIFFERENT WITH SCHOOLING.
THAT I WANT TO TURN IT BACK OVER TO JULIE.
>> BOARD MEMBER: CAN I SAY QUICK EXCITING THING? IS IT OKAY? I JUST WANT TO SAY THAT I KNOW WE CAN'T ALWAYS ANNOUNCE ALL THE EXCITING THINGS BECAUSE WE SEEN SO MANY AMAZING THINGS WITH OUR STUDENT OVER THE LAST WEEK.
[01:05:01]

THEY DID AN AMAZING JOB THERE, TOO.
I ALSO NOTICED AND I'M SURE EVERYBODY SAW, TOO, SO MANY OF OUR ATHLETES TODAY, SEVERAL OF THEM FROM BOTH HIGH SCHOOLS JUST SIGNED TO GO ON TO THE NEXT LEVEL.
IT IS SO AMAZING THAT WE HAVE STUDENT AT THAT NOT ONLY DO SO WELL IN THE CLASSROOM BUT THEY ARE AN AMAZING ATHLETE AND STUDENTS OF CHARACTER IN OUR COMMUNITY.
I WANTED EVERYONE TO KNOW THAT.
>> PRESIDENT: THANK YOU FOR THAT.
THEY HAVE SCHOOL LIFE BALANCE.
A LOT OF THE INFORMATION THAT YOU SHARED AND I APPRECIATE YOU SHARING WE ACTUALLY PUT ON OUR WEBSITE AS WELL.
WE WANT TO MAKE SURE OUR STUDENTS KNOW THAT WE APPRECIATE WHAT THEY DO IN THE CLASSROOM AND OUT ON THE FIELD OR THE COURTS OR ALL THE TRACKS WHEREVER THEY GO FOR SPORTS.
