[1. Meeting Opening]

[00:00:08]

>> GOOD EVENING. IT IS 7:00 ON MY CLOCK.

AND 7:00 ON THE WALL. WE WILL CALL THE MEETING TO ORDER AND START WITH THE PLEDGE OF ALLEGIANCE.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

[2. Snapshots of Success]

>> THANK YOU. AND FIRST OFF, WE'VE GOT OUR

SNAP SHOTS OF SUCCESS. >> GOOD EVENING.

SO TONIGHT WE ARE HONORING A SCHOOL ATHLETIC STUDENT.

I HAD THE PRIVILEGE OF MEETING COLE STARNES LAST WEEK ABOUT SOME OF HIS ACHIEVEMENTS THAT HE HAS DONE ON THE GREENS.

AND WE HAVE A QUICK LITTLE VIDEO WE ARE GOING TO PLAY.

THEN I INVITE COLE AND HIS COACH MR. YOUNG UP HERE TO ANSWER A

FEW QUESTIONS. >> WHEN I WAS GROWING UP, MY DAD PLAYED A LOT OF GOLF. I WOULD WATCH HIM.

I WANTED TO BE LIKE HIM. I STARTED ACTUALLY PLAYING WHEN I WAS AROUND 11, 12 YEARS OLD. I REALLY GOT INTO IT.

REALLY LIKED IT. ♪ I WAS ONE OF THE ONLY JUNIOR GOLFERS. IT WAS MAINLY COLLEGE PLAYERS.

IT WAS A GREAT EXPERIENCE. I WAS ABLE TO SEE WHAT THE NEXT LEVEL WAS LIKE. THE LONG-MATERIAL GOAL IS TO...

LONG-TERM GOAL IS TO PLAY PRO GOLF.

THERE ARE SOME SPORTS IF YOU GET GOOD ENOUGH, IT IS ALMOST EASY.

THERE IS OBVIOUS BEST PLAYER VERSUS GOLF.

ANYONE CAN WIN AT ANY TIME. >> WELCOME.

COME ON UP. INTRODUCE YOURSELF.

>> HI. I'M COLE STARNES.

THANKS FOR HAVING ME HERE. >> WELL, THANK YOU FOR BEING HERE. YOU HAVE ACCOMPLISHED SPHOS MUCH ALREADY AND YOU HAVE BEEN PLAYING SINCE YOU WERE 1 # OR

12. >> I HAVEN'T BEEN PLAYING THAT LONG. I REALLY HAVE A PASSION FOR IT.

YEAH. >> THAT IS INCREDIBLE.

TO PICK SOMETHING UP SO QUICKLY. AND TO PLAY AT SUCH A HIGH LEVEL. AT SUCH A YOUNG AGE.

WHAT WAS THAT LIKE? >> OH, IT WAS TOUGH AT THE BEGINNING BECAUSE WHEN I STARTED, I WAS NOT GOOD AT ALL.

THAT IS WHAT PUSHED ME TO GET BETTER.

IT MADE ME MAD THAT I WASN'T AS GOOD AS OTHER PEOPLE.

I WANTED TO IMPROVE AS MUCH AS I COULD.

THAT REALLY PUSHED ME TO GET BETTER.

>> OKAY. DID YOU HAVE PRIVATE LESSONS? HOW DID YOU IMPROVE SO QUICKLY? YOU KNOW, LEARN THE SPORT SO

QUICKLY? >> YEAH.

THERE IS AN INSTRUCTOR AT HAWTHORNE'S WHEN I WAS 12 OR 13.

T.J. EATON WHO IS NOW THIS TENNESSEE, I BELIEVE.

HE WAS ABLE TO HELP A LOT. HE COACHED A COUPLE OF GOOD PRO PLAYERS AS WELL. THAT WAS NICE FOR HIM TO HELP ME

OUT IN THE BEGINNING. >> THAT IS GREAT.

>> YEAH. >> CAN I... YUP.

JUMP IN. I KIND OF STALKED YOU ON TWITTER WHEN I FOUND OUT YOU WERE GOING TO BE HERE.

(LAUGHTER) IT LOOKED LIKE THAT TOURNAMENT YOU PLAYED IN WAS AUGUST 3, THE BEGINNING OF SCHOOL.

YOU GOT TO MISS A FEW DAYS. WHERE WAS THE TOURNAMENT?

>> I WAS IN NEW JERSEY. THE ONE IN AUGUST, THAT WAS A DIFFERENT ONE. THE MIDDLE OF AUGUST.

>> SO I ALSO SAW THE TOURNAMENT YOU WERE IN, MAYBE IT WAS A DIFFERENT ONE. IT COULD HAVE BEEN.

YOU WERE PLAYING NOT JUST AGAINST PEOPLE IN THE U.S.

I ASSUME IT WASN'T THIS ONE. THIS WAS THE U.S. AMATEUR CHAMPIONSHIP. YOU WERE PLAYING AGAINST PEOPLE FROM ALL OVER. THE ONE AT BEGINNING OF THE

SCHOOL YEAR? >> I THINK BOTH OF THEM HAD A COUPLE OF PEOPLE FROM OUTSIDE THE U.S.

YEAH. I WOULD SAY... IT IS WEIRD.

MAINLY IN THE U.S., THERE ARE A LOT OF INTERNATIONAL PLAYERS.

THEY COME TO THE U.S. FOR COLLEGE.

THEY GO TO COLLEGE IN THE U.S. AND THEN THEY ARE ABLE TO PLAY.

>> THAT IS AMAZING. I SEE YOUR COACH IS HERE.

MR. YOUNG. HE HAS BEEN COACHING A LONG TIME, I BELIEVE. SO...

AND COACHING STATE CHAMPIONS, TOO.

RIGHT? >> ONE INDIVIDUAL STATE CHAMPION. WE WERE THE THIRD TEAM LAST YEAR. AND THEN WE HAVE A PROMISING YEAR THIS YEAR FOR THE WHOLE TEAM.

THIS IS MY 20TH YEAR TEACHING AND 19TH YEAR AS

THE HEAD COACH. >> WOW.

YOU DO PUBLICATIONS? >> STUDENT MEDIA AND HSC NEWS.

[00:05:04]

COLE HAD ME LAST YEAR IN ENGLISH CLASS.

HE HAS ME THIS YEAR IN DIGITAL MEDIA AS WELL.

>> I APPRECIATE YOU COACHING AS WELL.

BUT YEAH. I DID SEE IN STALKING YOU ON TWITTER, A PICTURE OF YOU ON AN I.U. GOLF COURSE.

WHEN YOU ARE VERY, VERY YOUNG. >> YEAH.

THAT WAS THE OLD I.U. COURSE. I THINK I WAS, LIKE, TWO OR THREE YEARS OLD. I THINK I WAS WALKING WITH MY DAD BECAUSE HE WAS PLAYING THERE.

HE WORKED THERE AS A COLLEGE STUDENT, I BELIEVE.

WE WENT BACK THERE AND PLAYED. I WAS ABLE TO WALK WITH HIM AND

WATCH HIM PLAY WHICH WAS NICE. >> OH, THAT IS... I'M SURE YOU WERE THRILLED TO GET THE SCHOLARSHIP, TOO.

I'M SURE YOUR PARENTS WERE AS WELL.

>> YEAH. I HAVE BEEN AN I.U. FAN MY ENTIRE LIFE. IT WAS NICE.

>> CONGRATULATIONS. >> THANK YOU.

>> COLE, I ALSO LOOKED A LITTLE BIT, AND MY LATE HUSBAND WAS A P.GA. GOLF PROFESSIONAL. THE HEAD GOLF PRO AT CARMEL.

THAT DOES NOT MAKE ME ANYTHING OF... DOESN'T RUB OFF ON ME TO BE A GOOD GOLFER. THERE IS PARTS OF THE GAME... SO IN THAT, WHAT IS THE BEST PART OF THE GAME? WHAT DO YOU LOVE MOST? CHIPPING? PUTTING? DRIVING? FAIRWAY SHOTS? BEING IN THE SAND IN.

>> DEFINITELY NOT THE SAND. MY FAVORITE PART IS PROBABLY JUST FROM THE FAIRWAY. IRON SHOTS.

I WOULD SAY THAT IS MY STRENGTH OF MY GAME, FOR SURE.

YEAH. >> AND THEN THE NEXT QUESTION IS, DO YOU HAVE ANYTHING THAT YOU DO, LIKE A WARM-UP OR A SPECIAL THING THAT YOU HAVE TO DO EVERY TIME BEFORE YOU PLAY WHETHER YOU TEE OFF AT 7:00 IN THE MORNING OR 2:00 IN THE AFTERNOON. DO OFF LITTLE RITUAL OF SORTS THAT YOU LIKE TO DO BEFORE YOU PLAY?

>> I WOULDN'T SAY THERE IS NECESSARILY A RITUAL.

DEFINITELY, EVERY TIME I GO AND WARM UP.

IF I HAVE TIME. THERE IS SOME NINE-HOLE EVENTS.

SMALLER ONES FOR THE HIGH SCHOOL SEASON.

YOU GET OFF THE BUS. YOU SWING ON THE FIRST TEE.

USUALLY, I'M ABLE TO GO OUT AND WARM UP BEFORE.

>> WELL, YOUR STORY IS PRETTY IMPRESSIVE.

CONGRATULATIONS. >> THANK YOU.

>> I JUST, OF COURSE, I'M SUPER IMPRESSED BY EVERYTHING THAT YOU HAVE DONE. IT IS INCREDIBLE TO HAVE THAT KIND OF DRIVE. THAT WILL DO WELL FOR YOU NOT ONLY IN GOLF BUT IN YOUR WHOLE LIFE.

SO YOU ARE GOING TO PLAY AT I.U. WHICH WAS SOMETHING YOU WANTED TO DO. IS THERE ANOTHER STEP IN IS THERE ANYTHING... YEAH. MY GOAL AFTER COLLEGE... MY GOAL IN COLLEGE IS OBVIOUSLY TO HAVE FUN, IMPROVE AS MUCH AS I CAN.

DO GOOD FOR THE GOLF TEAM. IMPROVE AS MUCH AS I CAN SO I CAN PLAY PRO GOLF AFTER COLLEGE. OBVIOUSLY, I HAVE A PLAN B.

I THINK I'M GOING TO STUDY BUSINESS OR FINANCE IN COLLEGE.

>> VERY SMART. >> YEAH.

THAT IS THE GOAL. TO BE ABLE TO PLAY PRO GOLF.

>> VERY COOL. CONGRATULATIONS.

>> THANK YOU. >> CONGRATULATIONS.

THANK YOU FOR BEING HERE. >> THANK YOU.

(APPLAUSE)

[3. Public Comments]

>> OKAY. MOVING ON.

WE HAVE PUBLIC COMMENTS. WE HAVE ONE INDIVIDUAL SIGNED UP THIS EVENING. MS. FIELDS ON COLLECTIVE BAR GAINING. BARGAINING.

>> DO I NEED TO TURN THIS ON? OKAY.

I, LIKE MOST PARENTS, AND MEMBERS OF THE COMMUNITY WOULD LIKE TO THANK OUR TEACHERS, ONE OF THE GREATEST ASSETS OF OUR DISTRICT. I WOULD LIKE TO THINK THEY KNOW THAT THEY ARE APPRECIATED. I DID WANT TO RAISE A FEW QUESTIONS... A FEW ISSUES RELATED TO THE DISTRICT'S AGREEMENT WITH HSCA. LIKE MOST PEOPLE, I GENERALLY THINK OF OUR SCHOOLS AS BEING LOCAL SCHOOLS.

THAT IS LARGELY FUNDED AND OPERATED BY MEMBERS OF THE LOCAL COMMUNITY. BUT THERE ARE CONCERNS THAT INTEREST INTROWPS AND OTHER ENTITIES ARE EXERTING MORE INFLUENCE IN OUR SCHOOLS. THE HSCA IS AN AFFILIATE OF THE TEACHERS ASSOCIATION OF INDIANA STATE.

IN TURN, AN I FAILIATE OF THE NATIONAL EDUCATION ASSOCIATION OR NEA. IN ADDITION TO ADVOCATING FOR THEIR MEMBERS, ON ISSUES SUCH AS COMPENSATION AND WORKING CONDITIONS, THEY ALSO INFLUENCE THE PROFESSIONAL DEVELOPMENT THAT IS PROVIDED TO OUR TEACHERS.

MY CONCERN IS ABOUT TRANSPARENCE Y AS TO WHAT IS BEING PRESENTED IN THE PROFESSIONAL DEVELOPMENT SESSIONS.

LIKE MANY, I WOULD HAVE ASSUMED THAT IT FOCUSED ON TOOLS TO

[00:10:03]

INCREASE ACADEMIC ACHIEVEMENT, BUT I HAVE TO WONDER THE EXTENT TO WHICH THE SESSIONS ARE USED TO FURTHER THE AGENDA OF OUTSIDE GROUPS. IN THIS PAST SUMMER'S REPRESENTATIVE ASSEMBLY, THE NEA CONSIDERED PROPOSALS SUCH AS REPLACING WORDS WITH "MOTHER" WITH BIRTHING PARENT AND FATHER WITH NON-BIRTHING PARENT AND OTHER DISCUSSIONS.

WILL THIS EVENTUALLY BECOME THE LANGUAGE TEACHERS ARE ENCOURAGED OUR CHILDREN FROM CALLING US MOM OR DAD? ANOTHER EXAMPLE IS WHERE IN THE PAST FEW YEARS, IT HAS SOMEHOW BECOME TO HAVE A THING TO HAVE STUDENTS GO AROUND THE ROOM AND THEIR SHARE PRONOUNS RATHER THAN THE NAME OF A FAMILY PET OR HOBBY. DID RANDOM TEACHERS SUDDENLY DECIDE THIS WAS A THING TO DO? IS THERE AN AGENDA BEING USED TO PUSH? CLOSE YOUR EYES AND PICTURE YOURSELF AS A GENDER-CONFLICTED STUDENT ON THE FIRST DAY OF SCHOOL. AND THEN THE TEACHER SAYS "WE ARE GOING TO GO AROUND THE ROOM AND SHARE OUR PRONOUNS." YOU TRY TO DECIDE HOW TO ANSWER A QUESTION YOU ARE STRUGGLING WITH. IT SHOULD BE NOTED THAT THE NATIONAL EDUCATION ASSOCIATION'S CODE OF ETHICS CLEARLY STATES THAT EDUCATORS "SHALL NOT INTENTIONALLY EXPOSE A STUDENT TO EMBARRASSMENT OR DISBAIRNLGMENT." WHY DID THE DISTRICT AND LOCAL UNION ALLOW STUDENTS TO BE PUT THROUGH THIS? WHY IS THIS A GOOD USE OF CLASS TIME? WHO IS RESPONSIBLE FOR THIS CONTENT BEING PROVIDED TO OUR CHILDREN IN THE SCHOOLS? IS ADMINISTRATION, THE BOARD? WHO ARE PARENTS TO HOLD RESPONSIBLE FOR THE CONTINUED HARASSMENT OF STUDENTS IN THIS MANNER? I WOULD ASK THAT THE BOARD MAKE A CLEAR STATEMENT THAT IS THEY ARE RESPONSIBLE FOR THE CONTENT DELIVERED IN THE CLASSROOM AND IF NOT, WHO IS.

AND TO ALSO WORK TO ENSURE THAT THE PARENTS HAVE ACCESS TO PROFESSIONAL DEVELOPMENT MATERIALS USED WITH OUR TEA TEACHERS, JUST AS WE PROMISED ACCESS TO THE CURRICULUM.

FINALLY, TO LONGTIME TEACHERS WHO MAY FIND THE TEACHER ENVIRONMENT TOUGHER THAN EVER, PLEASE HANG IN THERE.

KNOW YOU ARE APPRECIATED. WE ARE SORRY FOR YOU TO HAVE TO WASTE YOUR DAZE... DAYS ALONE, DOING OTHER STUFF BESIDES TEACHING. THANK YOU GUYS.

[4. Consent Agenda]

>> MOVING ON TO CONSENT AGENDA. 4.01.

BOARD MINUTES. 4.02, CERTIFIED AND SUPPORT STAFF REPORTS. AND 4.03.

ADJUSTMENT TO ADULT MEAL PRICES. AGAIN, FOR THE COMMUNITY, THESE ARE GENERALLY JUST GENERAL ITEMS THAT THE BOARD IS REQUIRED TO APPROVE. BUT DON'T NECESSARILY DEBATE AND TOPICS. BOARD MEMBERS ARE ALLOWED TO MAKE COMMENTS. WITH THAT, I WOULD... I WOULD ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA.

>> I MOVE THE APPROVE THE CONSENT AGENDA AS PRESENTED.

>> SECOND. >> I HAVE A FIRST AND SECOND.

ANY QUESTION OR COMMENT? I WOULD ASK JANET TO CALL FOR

THE VOTE. >> BRAD BOYER?

>> YES. >> MICHELLE FULLHART?

>> YES. >> JULIE CHAMBERS.

>> YES. >> SARAH DONSBACH.

>> SUZANNE THOMAS YES. >> I'M JANET PRITCHETT.

I'M A YES. MOTION PASSES 7-0.

[Additional Item ]

>> OKAY. WITH THAT, WE HAVE AN EMPLOYEE TO INTRODUCE. WITH AMY.

>> GOOD EVENING, DR. STOKES AND BOARD MEMBERS.

I HAVE THE PLEASURE TONIGHT OF INTRODUCING A NEW STAFF MEMBER WITH OUR EXCEPTIONAL LEARNERS DEPARTMENT.

RACHEL ROSS-KROEMER WILL BE JOINING US AS THE ASSISTANT DIRECTOR OF EXCEPTIONAL LEARNERS ON OCTOBER 5.

SO SHE HAS WORKED WITH STUDENTS WITH DISABILITIES FOR 27 YEARS.

SHE IS AN I.U. PERSON, GETTING HER BACHELOR'S AND MASTER'S THERE AS WELL AS DOING HER COURSE WORK FOR HER DIRECTOR ILICENSE. SHE HAS WORKED AS... IN CLINICAL SETTINGS AND SCHOOL SETTINGS. SHE IS A PAST PRESIDENT OF THE INDIANA SPEECH LANGUAGE AND HEARING ASSOCIATION.

THIS IS HER NINTH YEAR IN SPECIAL EDUCATION ADMINI ADMINISTRATION. SHE IS JOINING US FROM GREENFIELD CENTRAL WHERE SHE WILL FINISH ONE DAY AND START WITH US THE NEXT. AND SHE LIVES WITH HER HUSBAND AND TWO SONS. I WANTED TO WELCOME RACHEL.

(APPLAUSE). >> THANK YOU.

IT IS GREAT TO BE HERE. I APPRECIATE IT.

>> WELCOME TO HSC. ANY QUESTIONS?

>> I DON'T HAVE ANY QUESTIONS. I WANT TO SAY WELCOME.

AND I KNOW RACHEL A LITTLE BIT THROUGH MY DAY JOB.

YOU HAVE COME HIGHLY RECOMMENDED FROM GREENFIELD CENTRAL.

>> OH, THANK YOU. >> WE ARE HAPPEN REQUEST TO HAVE

YOU. >> IT HAS BEEN A GREAT PLACE.

I APPRECIATE THAT. >> I WAS GOING TO SAY THANK YOU FOR BEING HERE. CONGRATULATIONS.

I HAVE HEARD GOOD THINGS, TOO. >> THANKS SO MUCH.

WE WILL GET STARTED. >> WELCOME ABOARD.

>> THANK YOU. >> KEATY, I'M GOING TO ASK IF WE

[6. Action Items (Part 1 of 2)]

[00:15:16]

CAN WAIT A SECOND. SORRY.

BOARD, I WOULD ASK IF WE COULD HAVE... SORRY.

IF WE COULD MAKE AN ADJUSTMENT TO THE AGENDA.

IF THERE IS NO OBJECTION. AND SKIP TO ITEM 6.06.

THE PURSUIT INSTITUTE. WE HAVE MS. LIVELY HERE.

SHE HAS TO LEAVE ON A SCHEDULE. I WANT TO MAKE SURE IF THE BOARD HAS ANY QUESTIONS FOR HER, SHE IS AVAILABLE TO ANSWER THOSE QUESTIONS. SO IF I DON'T HAVE ANY OBJE OBJECTION, I WOULD LIKE TO MOVE TO THAT SO WE CAN DO THAT ITEM SO SHE CAN GET OUT OF HERE AS NEEDED.

WE WILL GO BACK TO OUR AGENDA. >> IT IS NOT THAT I HAVE A QUESTION. I HAVE A COMMENT.

I KNOW A BOARD MEMBER HAS MA MADE... E-MAILED THE ADMINISTRATION AND ASKED SOME QUESTIONS, AND I HAVE NOT YET SEEN THOSE ANSWERS OR RECEIVED ANY OF THAT INFORMATION, AND SO I WOULD LIKE TO RECOMMEND THAT WE TABLE OUR DISCUSSION OR TABLE THIS TODAY. MAYBE VOTE ON IT ON OUR...

ACTUALLY, I WOULD LIKE TO MAKE A MOTION THAT WE TABLE THIS AND VOTE ON IT AT OUR NEXT BOARD MEETING.

BECAUSE I WOULD LIKE TO HAVE SOME OF THOSE ANSWERS FIRST

BEFORE WE MAKE A DECISION. >> AND IF I'M NOT MISTAKEN, A LOT OF THE ADMIN, EVERYBODY WAS GONE THE LAST FEW DAYS.

WE DIDN'T GET AN UPDATE ON WHAT HAPPENED IN AKRON YET.

>> AKRON IS SLIGHTLY SEPARATE. IT IS MY UNDERSTANDING THAT THE

BOARD MEMBER HAS THOSE ANSWERS. >> WELL, I HAVE NOT RECEIVED IT.

I'M LOOKING AT THE CLOCK AS IT IS 7:15.

WE ARE ASKING TO VOTE ON IT. IN TWO MINUTES.

SO I'M JUST SUGGESTING THAT WE TABLE THIS UNTIL OUR NEXT BOARD MEETING SO WE CAN REVIEW THE INFORMATION AND ASK QUESTIONS AS

NEEDED. >> IS THERE ATTACHMENTS FOR THIS AGENDA ITEM? I DON'T SEE ANY.

NO. >> I DO HAVE THE ANSWERS.

THEY WERE SENT TODAY. DR. KEGLEY HAS BEEN IN AKRON

WITH ME FOR THE LAST FOUR DAYS. >> DID WE ALL GET THOSE, BY

CHANCE? >> NO.

HE WAS SENDING THEM AS WE SAT THERE.

AND HAD A CONVERSATION. AND I HAVE BEEN IN THE CAR DRIVING. SO I WAS UNABLE TO SHARE...

>> OH, AND I TOTALLY SUPPORT ALL THOSE THINGS.

IN A RESPECTFUL WAY, I DO NOT THINK THAT IS APPROPRIATE FOR US TO VOTE ON SOMETHING... I MEAN, YOU HAVE BEEN AMAZING AND SHARED

A LOT OF INFORMATION. >> SURE.

>> I STILL HAVE A FEW QUESTIONS I WOULD LIKE TO FIGURE OUT, AND I WOULD LIKE TO REVIEW THOSE QUESTIONS AND ANSWERS.

I NEVER SAW ANYTHING COME. IN I ASSUME THIS MIGHT BE TABLED. I WOULD LIKE TO MAKE A MOTION THAT WE MOVE THIS AGENDA ITEM TO OUR NEXT BOARD MEETING.

>> OKAY. WE HAVE A MOTION.

DO WE HAVE A SECOND IN. >> I WOULD SECOND THAT.

>> I HAVE A QUESTION BEFORE WE VOTE.

DO WE HAVE... IS THERE A TI TIME-SENSITIVE REASON WHY WE WOULD NEED TO VOTE ON IT TONIGHT AS OPPOSED TO THE NEXT BOARD

MEETING? >> SO IN ALL FAIRNESS TO J.

EVERETT LIGHT, THEY ASKED US TO HAVE SOMETHING IN OCTOBER.

ONE, SO WE PUT THIS OFF TO THE LAST POSSIBLE DATE, OCTOBER 1.

HOWEVER, I WORK FOR THE BOARD, AND IF YOU GUYS WANT TO DELAY IT, I DO JUST WANT TO SAY, THOUGH, THAT WE DO HAVE GREAT PARTNERSHIPS WITH OTHER DISTRICTS.

THEY TOO HAVE TO BE ABLE TO BE GOOD STEWARDS OF WHAT THEY HAVE TO DO TO PREPARE FOR, YOU KNOW, NEXT YEAR.

THAT IS ONE OF THE TIME LIMITS. >> OKAY.

SO WE HAVE A FIRST AND A SECOND ON TO THE TABLE.

IT HAS OR THE A MAJORITY VOTE. I'LL ASK TO CALL FOR THE VOTE ON

WHETHER TO TABLE THE ITEM. >> BRAD BOYER?

>> YES. I TABLE.

>> MICHELLE FULLHART? >> YES.

>> JULIE CHAMBERS? >> NO.

>> SARAH DONSBACH? >> YES.

>> SARAH PARKS-REESE? >> NO.

>> SUZANNE THOMAS? >> YES.

>> I'M A NO. MOTION PASSES 4-3.

>> OKAY. SO WE WILL HAVE THIS ON OUR AGENDA FOR... OCTOBER 12. I THANK YOU, MS. LIVELY FOR

BEING HERE. >> OKAY.

[5. Information Items]

>> ALL RIGHT. WE WILL MOVE BACK TO INFORMATION ITEM 5.01. THE DEMOGRAPHICS.

>> I'M JUST SO EXCITED TO TALK ABOUT DEMOGRAPHICS.

SWEET. SO QUICK UPDATE FOR THE BOARD.

[00:20:02]

OUR DEMOGRAPHIC STUDY WE HAD WITH DR. MCGIBBON PREDICTED THAT OUR SEPTEMBER COUNT WOULD BE 21,227.

WE LITERALLY JUST SIGNED OFF YESTERDAY TO SUBMIT TO THE ST STATE, AND OUR ACTUAL ADM WAS 21,149.

WHICH IS A DIFFERENCE OF 78 STUDENTS THAT DR. MCKINON WAS OVER. WELL WITHIN THE PLUS OR MINUS.

THE NEXT STEPS WE WILL TAKE, WE WILL BREAK IT DOWN.

BUILDING BY BUILDING. FOR A COMPARISON SO EVERYBODY CAN SEE. WE WILL POST THAT EITHER UN UNDER... PROBABLY UNDER THE FINANCE AREA JUST FOR AN UPDATE SO THE PUBLIC CAN SEE IT AS WELL.

>> WAS THAT A... WAS THAT EXPECTED?

WAS THAT A SURPRISE? >> NO.

IT WASN'T UNEXPECTED. THEY IMPLEMENTED SOME STEPS THE YEAR BEFORE THAT... I BELIEVE THE FIRST SUMMER LAST YEAR WHERE WE HAD THE REGISTRARS COMING IN ONCE A WEEK OVER THE SUMMER: SO WE COULD KEEP THE REGISTRATIONS UPDATENED AND SUCH.

SO THERE WO WOULDN'T BE SUCH A MASSIVE CLEANUP.

NO. WE ARE MONITORING IT EVERY WEEK.

FROM THE TIME BEFORE SCHOOL IS OUT REALLY UNTIL WE GET... NO, IT WASN'T A SURPRISE. WE ALWAYS LIKE TO SEE MORE.

YOU KNOW, THAT IS BECAUSE I LIKE TO SEE MORE DOLLAR SIGNS.

>> YEAH. I KNOW WHEN HE CAME AND PRESENTED, THERE WAS A LOT OF DISCUSSION THAT THE NUMBERS WERE PROBABLY TOO LOW. AND SO I JUST... SO IT IS... I DON'T WANT TO SAY IT IS A SURPRISE.

IT DOESN'T MEAN IT WAS... IT WAS INTERESTING THAT IT WAS THAT MUCH TO THE OTHER WAY. MAYBE THAN MAIN I THOUGHT IT WAS

GOING TO BE. >> CAN YOU REPEAT THAT AGAIN HOW

MANY UP OR DOWN WE ARE? >> THE DIFFERENCE FROM THE DOCK $'S STUDY IS 78 STUDENTS. WE ARE DOWN COMPARED TO HIS STUDY. WE ARE PRETTY FLAT COMPARED TO

LAST FALL. >> WHEN YOU SAY 78, IS THAT... I DON'T KNOW IF I BLANKED OUT HERE A MINUTE.

I APOLOGIZE. IS THAT OVER THE WHOLE SCHOOL

DISTRICT? >> YES.

>> IT IS JUST THE NUMBERS OFF... 78 STUDENTS FOR THE WHOLE

DISTRICT. >> YES, MA'AM.

>> OKAY. THANK YOU.

>> AND AGAIN, AS WE HAVE SEEN THE TREND, I BELIEVE OUR CURRENT SENIORS... NO. THEY JUST GRADUATED.

>> THE GRADUATING CLASSES. >> LARGER THAN WHAT WE ARE

BRINGING IN AS KINDERGARTNERS. >> THAT HAS BEEN THAT WAY... I REMEMBER THAT CLASS. IT WAS THE YEAR AFTER MY SON.

THEY HAVE BEEN THE BIGGEST ALL THE WAY THROUGH.

>> WE ARE GRADUATING 1,700 TO 1,8 HUNDRED AND BRINGING IN

1,500 TO 1,6 NUN KINDERGARTEN. >> THANK YOU.

>> IS THAT BEING OFF 78, IS WHAT? APPROXIMATELY THREE STUDENTS PER SCHOOL?

I IMAGINE THAT IS PRETTY GOOD? >> I WOULD SAY SO.

I MEAN, HE HAS A MARGIN OF ERROR OR USUALLY PLUS OR MINUS 2% OR 3%. 1% WOLD BE ABOUT 212.

IT IS LESS THAN 1%. I COULD GIVE YOU THE EXACT IF

YOU REALLY WANTED IT. >> NO.

THAT IS OKAY. THANK YOU.

>> IN OTHER WORDS, HIS TARGETS WERE RIGHT.

>> YES. >> WHEN WILL WE GET THIS AGAIN? IF WE ARE LOOKING AT THE TRAJECTORY OF IT? IS IT EVERY THREE MONTHS? ONCE A YEAR? EVERY SEMESTER? JUST TO GET AN IDEA THAT WE ARE STILL ON TRACK WITH THE NUMBERS WE ARE LOOKING FOR.

>> SO WE HAVE COUNT TWICE A YEAR.

WE SUBMIT TO THE STATE OF INDIANA.

AND SO THAT IS... THOSE WOULD BE OUR MEASURING POINTS.

THE STUDY DOESN'T ACCOUNT FOR THE FEBRUARY COUNT.

WE WOULD JUST TAKE A LOOK AT THAT.

GENERALLY, WE HAVE SEEN... LAST YEAR I KNOW SPECIFICALLY, WE SAW AN INCREASE FROM FALL TO SPRING. WE REALLY LOOK AT THE FALL COUNT AS THE MOST SOLID AND RELIABLE DATA.

>> CAN YOU REMIND THE DATE... LIKE, IS IT ALWAYS THE SAME DATE? LIKE SEPTEMBER 15? OR IT JUST... WHAT IS IT, PLEASE?

>> IT IS, LIKE, THE FIRST THURSDAY.

THE ONE IN FEBRUARY IS MUCH EARLIER IN THE MONTH.

IT IS, LIKE... >> MY POINT IS THERE IS ALWAYS ONE IN SEPTEMBER AND FEBRUARY. IS THAT CORRECT?

>> YES, MA'AM. >> OKAY.

THANK YOU. >> AND HISTORICALLY, IT HASN'T ALWAYS BEEN THAT WAY. BECAUSE WE SUFFERED THROUGH WHEN THERE WAS NO FEBRUARY COUNT, AND WE HAD THOUSANDS... NOT THOUSANDS BUT HUNDREDS OF KIDS MOVING.

IN WE GOT THE MONEY FOR THEM IN SEPTEMBER.

WE HAD TO WAIT ANOTHER YEAR UNTIL THEY WERE FUNDED.

>> YES. THAT HAS BEEN A CHANGE.

THEN THEY TOOK THE FEBRUARY COUNT OUT.

THEY PUT IT BACK IN. WE WILL JUST DO THE HOKEY POKEY.

WE WILL TURN IT ALL AROUND. >> OKAY.

THANK YOU. >> I THINK THE NEXT ONE IS MINE,

TOO. >> OH, YEAH.

SORRY. >> IT IS OKAY.

SO LANTERN ROAD UPDATE. AS YOU ALL ARE AWARE.

THE TEAM PRESENTED INFORMATION RELATED TO THE COST OF THE RENOVATION AT LANTERN ROAD. IF WE WANT TO DO WHAT IS TRULY A RENOVATION, IS SIGNIFICANTLY HIGHER FOR ALL THE REASONS THAT EVERYONE IS AWARE OF. SO WE WORKED WITH COUNSEL TO

[00:25:04]

UNDERSTAND WHAT CAN WE DO BECAUSE THE BOARD APPROVED A MAX PROJECT COST OF ABOUT $14 MILLION.

SO WHAT WE CAN DO IS, WE CAN READVERTISE THAT PROJECT TO BE A HIGHER NUMBER THAT WILL BE UNDER THE REFERENDUM OR AT THE THRESHHOLD. IT WILL NOT GO OVER THAT $17.4 MILLION THAT TRIGGERS THE REFERENDUM.

TO GET THE PROJECT DONE AND BE ABLE TO GET ALL OF THE THINGS WE NEED TO. THE ONLY YACHT THERE IS I THINK IN THE ORIGINAL RENOVATION, THEY INCLUDED FURNITURE, AND WE WILL REMOVE THAT OUT AND PAY FOR IT AT THE END OUT OF OTHER FUNDS.

IT IS REALLY NOT PART OF CONSTRUCTION.

I THINK WE WOULD LIKE TO DO THAT.

IT IS NOT REQUIRED. SO THEY WILL BE ABLE TO GET THE THINGS DONE THAT THEY PLAN TO DO.

WE ARE GENERATING SOME ADDITIONAL DOLLARS BECAUSE OUR ASSESSED VALUATION FOR THE CORPORATION WENT UP NEARLY 17%.

SO TODAY WE JUST SOLD BONDS, PART OF THEM, FOR $11 MILLION WORTH OF PROJECTS. WE WILL GO THROUGH THIS 30-DAY PROCESS LIKE WE DID WITH LANTERN ROAD RENOVATION PREVIOUSLY.

YOU WILL SEE THINGS FOR THE 12TH AGENDA, THE 26TH, TO BASICALLY READVERTISE THE MAX PROJECT.

GO THROUGH THE PROCESS. WE WILL SELL A SECOND BOND ISSUE AT THE END. WE WILL BE ABLE TO ABSORB THE ADDITIONAL COST BETWEEN THIS YEAR'S GENERAL OBLIGATION BOND AND NEXT YEAR'S. OBVIOUSLY, THE PROJECT WILL TAKE A LITTLE LONGER THAN A SUMMER TO COMPLETE.

>> WITH THE PRESENTATION THAT WAS DONE AT THE LAST BOARD MEETING, WE HAD GREAT INFORMATION THAT CAME IN.

SO IF I'M UNDERSTANDING YOU CORRECTLY, YOU ARE SUGGESTING THAT WE WIL HAVE THE ADDITIONAL FUNDS TO DO THOSE ITEMS THAT THEY FELT THEY COULD NOT DO? IN THE PROJECT?

IS THAT CORRECT? >> THEY COULDN'T DO THEM BECAUSE THEY HAD A MAX PROJECT COST OF $14 MILLION.

>> RIGHT. >> AND SO WE ARE ABLE TO GENERATE ADDITIONAL DOLLARS, AND WE RECEIVED OUR CERTIFIED VALUATION FRPT CORPORATION WHICH INCREASED BY 17%.

WE WILL BE ABLE TO ISSUE ADDITIONAL DEBT AND MAINTAIN THAT OVERALL DEBT RATIO. THIS WILL COME ALL THE WAY THROUGH THE PROCESS AGAIN. IT GOES THROUGH A 30-DAY.

WE HAVE TO LEGALIZE... LEGALLY ADVERTISE IT.

THIS GOES THROUGH THE WHOLE PROCESS AGAIN.

>> OKAY. IT IS A 30-DAY THING BEFORE WE

CAN DO ANYTHING WITH IT AGAIN? >> A 30-DAY PETITION.

WE WILL HAVE A PUBLIC HEARING. AN ADOPTION.

WE WILL ADVERTISE A NOTICE OF ADOPTION AND THEN THERE IS A

PROCESS WE GO THROUGH. >> OKAY.

THANK YOU. >> YOU MENTIONED THAT THE ASSESSED VALUES INCREASED. WHICH PROVIDES FOR SOME FUNDS TO

DO THIS. >> YES, SIR.

>> IF... THOSE FUNDS WOULD BE PAID BACK OVER HOW LONG?

>> ONE YEAR. >> OKAY.

EVEN THOUGH ASSESSED VALUES GO DOWN, THAT WON'T HAVE ANY EFFECT

ON THIS? >> THAT IS CORRECT.

>> OKAY. >> OKAY.

[6. Action Items (Part 1 of 2)]

THANK YOU SO MUCH. >> THANK YOU.

>> OKAY. MOVING ON TO OUR ACTION ITEMS. THE FIRST IS THE HAMILTON EAST PUBLIC LIBRARY APPOINTMENT.

SO THIS IS AN ITEM ON THE ACTION ITEMS. I JUST WANT TO EXPLAIN TO THE COMMUNITY A LITTLE BIT.

SO WE HAVE ONE APPOINTMENT THAT OUR BOARD MAKES TO THE HAMILTON EAST PUBLIC LIBRARY BOARD. SOME OTHER GOVERNMENTAL AGENCIES,,NOBLESVILLE, COUNTY COMMISSIONERS, COUNTY COUNCIL APPOINT MEMBERS TO THE BOARD ALSO.

OUR BOARD MEMBER HAD TO STEP ASIDE, SO WE HAD AN OPENING.

WE OPENED IT UP FOR PUBLIC APPLICATION.

WE RECEIVED JUST OVER 50... I THINK 52 APPLICATIONS TOTAL WHICH WAS A LOT. AND BECAUSE OF THE WAY THE LAW IS WRITTEN, THE BOARD PRESIDENT VOTES.

NOT THE ENTIRE BOARD. SO I'LL BE VOTING TONIGHT.

NOT THE ENTIRE BOARD. I DID REVIEW ALL OF THE APPLICATIONS IN DETAIL. THE APPLICATIONS CLOSED, I THINK, ABOUT TWO WEEKS AGO. MAYBE A WEEK AND A HALF.

I SPENT QUITE A LOT OF TIME READING THROUGH ALL OF THEM.

I SHARED THE LIST OF THE APPLICANTS WITH THE ENTIRE BOARD SO THEY COULD SEE WHO IT... WHO HAD APPLIED.

I ONLY HEARD FROM ONE BOARD MEMBER WITH COMMENTS.

I NARROWED IT DOWN, NARROWED IT DOWN AGAIN.

NARROWED IT DOWN AGAIN. EVENTUALLY, I NARROWED IT DOWN TO TWO CANDIDATES. THEN I SPENT SOME TIME ON THE PHONE WITH THOSE CANDIDATES, KIND OF TALKING THROUGH THE POSITION AND THEN WAS ABLE TO NARROW IT DOWN TO MY FINAL CANDIDATE. SO TONIGHT I'M HAPPY TO INTRODUCE AND RAY MIKSHA. HE FULFILL BRIAN MYERS' ORIGINAL TERM. THIS WILL END IN AUGUST OF 2025.

BECAUSE IT WAS APPOINTED LAST YEAR.

IT IS A FOUR-YEAR TERM. A LITTLE BIT ABOUT ANDREI.

HE IS AN ATTORNEY IN THE AREA. HE HAS BEEN AN ATTORNEY FOR QUITE SOME TIME. HE NOW SERVES AS THE CHIEF DEPUTY PROSECUTOR FOR HAMILTON COUNTY.

[00:30:01]

HE SERVED AS A DEPUTY PROSECUTOR PRIOR TO THAT.

BEFORE BEING APPOINTED TO THAT. PRIOR TO THAT, HE EVERYBODY ISED ISED HE SERVED IN THE U.S. ARMY JAG CORPS.

HIS WIFE IS A TEACHER IN HAMILTON SOUTHEASTERN SCHOOLS.

HIS CHILDREN ATTEND THE SCHOOLS. I'M CONFIDENT WITH HIS BACKGROUND, HIS KNOWLEDGE, AND EXPERIENCE, HIS LOVE OF OUR COMMUNITY AND OUR SCHOOLS, AND HIS DEDICATION TO THE LIBRARY, THAT HE WILL BRING A GOOD VOICE THERE TO REPRESENT OUR SCHOOL DISTRICT ON THE LIBRARY BOARD. SO WELCOME.

THANK YOU FOR BEING HERE TONIGHT.

>> THANK YOU. >> AND IF YOU JUST WANT TO KIND OF INTRODUCE YOURSELF A LITTLE BIT TO THE BOARD.

I GAVE LITTLE BACKGROUND. IS THERE ANYTHING ELSE YOU WANT

TO SHARE? >> SUPERINTENDENT STOKES, LADIES AND GENTLEMEN OF THE BOARD, MY NAME IS ANDRIY MIKSHA.

I LOOK FORWARD TO THIS. A FIRST FORAY.

OBVIOUSLY, MY CAREER HAS BEEN ENTIRELY IN PUBLIC SERVICE.

I HAVE NEVER ENTERED INTO THE WORLD OF PUBLIC MEETINGS.

THE PUBLIC FUNDING IS GOING TO BE SOMETHING NEW AS I GET ON THAT BOARD. I LOOK FORWARD TO IT.

AND I WILL BE AS RESPONSIVE TO ANYTHING YOU HAVE QUESTION-WISE AS YOU LOOK FORWARD TO. ANYTHING YOU WANT TO KNOW.

>> WELL, THANK YOU. WITH THAT, I WILL FORMALLY VOTE ON THE RECORD JUST SO IT IS PUBLIC.

THAT I'M APPOINTING YOU. I HAVE ALREADY SIGNED THE FORM.

I HAVE GIVEN THAT TO HIM. HE WILL TURN THAT OVER TO BE FILED WITH THE CLERK. ANY QUESTIONS?

>> I DID WANT TO JUST CONGRATULATE YOU AND WELCOME.

AND ONE THING. I TALKED TO HIM BRIEFLY ABOUT THIS PRIOR. NO SURPRISES.

IT IS MY TIME ON THE BOARD. ONE THING IN THE EIGHT YEARS I HAVE BEEN ON, AND WE HAVE MENTIONED IT IN THE PAST.

WE DID... WE WOULD HAVE APPRECIATED UPDATES AS TO WHAT WAS HAPPENING WITH THE LIBRARY BOARD.

I WOULD HOPE IN THE FUTURE, YOU KNOW, MAYBE YOU CAN GIVE HALF A YEAR, ONCE A YEAR, MAYBE SIX MONTHS, A REPORT ON HAPPENINGS IN THE LIBRARY. THAT WOULD BE AWESOME.

>> THAT IS CERTAINLY FEASIBLE. >> THANK YOU.

>> I JUST WANTED TO SAY, TOO, CONGRATULATIONS.

AND JULIE WAS GRACIOUS ENOUGH TO SHARE ALL THE CANDIDATES AND INFORMATION. AND YOU WROTE SOME REALLY GREAT THINGS IN THERE. WHY DON'T YOU SHARE WHAT BRINGS YOUR PASSION OF WHAT YOU FELT THAT YOU WANTED THIS POSITION...

OR TO DO THIS FOR. CAN YOU SHARE THAT?

>> THERE IS A NEED AT THIS POINT.

I FEEL THAT THERE IS... SORRY. >> PUT YOUR MIC, YEAH.

>> NORMALLY, I SPEAK IN A COURTROOM AND EVERYBODY CAN HEAR ME. I TRY NOT TO BLOW OUT THE MIC.

DON'T HAVE ONE THERE. I THINK WE ARE AT A POINT WHERE BOARDS LIKE THIS, WHETHER IT IS SCHOOL BOARD OR PUBLIC LIBRARY BOARD OR HAVING CHALLENGES FROM A VARIETY OF DIFFERENT ANGLES, WE NEED PEOPLE WHO HAVE EXPERIENCE DEALING WITH DIFFICULT SITUATIONS, WHO HAVE THE STRENGTH TO HOLD TO THEIR CONVICTIONS, AND TO TALK ABOUT WHAT IS IMPORTANT TO OUR COMMUNITY AND FOLLOW THROUGH WITH THOSE.

I FELT THAT THAT IS SOMETHING I COULD BRING TO THIS.

AND I WANT TO AS WELL. >> THANK YOU.

I APPRECIATE YOU BEING HERE. THANK YOU, JULIE, AND HOPEFULLY, GOING FORWARD, IN THE BACK OF YOUR MIND A LITTLE BIT, YOU ARE ALWAYS THINKING ABOUT IS THIS SOMETHING BEST FOR OUR STUDENTS AND SCHOOL DISTRICTS? THANK YOU.

>> THANK YOU. >> THANK YOU SO MUCH FOR BEING HERE. CONGRATULATIONS.

AND HAVE FUN, I GUESS. (LAUGHTER) GOOD LUCK.

I DON'T KNOW. >> I APPRECIATE IT.

THANK YOU. >> THANKS.

(APPLAUSE). >> ALL RIGHT.

NEXT UP IS 6.02, POLICY SECOND READ.

>> GOOD EVENING. DR. BOARD.

BOARD AND DR. STOKES. GOOD EVENING.

I WANT TO PRESENT TO YOU FOR A SECOND READ THE POLICIES THAT WE PRESENTED FOR FIRST READ LAST WEEK, AND THERE ARE NO CHANGES.

THIS IS UNDER SUPPORT SERVICES. SO I PRESENT THESE TO YOU AS A

SECOND READ FOR ACTION. >> I JUST HAVE ONE QUESTION I WAS GOING TO ASK. SARAH OR JANET OR SOMEONE.

IF THEY COULD ASK ON. EO.4.

THE SECOND READ FOR TRANSPORTATION SERVICES, AND JUST ASKING MAYBE SOMEONE ON THE BOARD OR HIS LIPPE CAN ANSWER.

DO WE HAVE TO REQUIRE INSURANCE ANYWHERE.

LIKE, IN OUR POLICY THAT SAYS ANYBODY WHO IS DRIVING TRANSPORTATION, E04.0. I MEAN, THIS POLICY READS AB ABOUT... FIRST OF ALL, AS I UNDERSTAND IT, DRIVING VEHICLES, WHETHER IT IS THEIR VEHICLE OR A SCHOOL VEHICLE, AND SHOULD THERE BE A SENTENCE IN THERE THAT SAYS SOMETHING ABOUT... THAT ANYBODY WHO IS DRIVING OUR SCHOOL-ISSUED TRANSPORTATION, THAT, YOU KNOW, THEY HAVE INSURANCE, THAT THEY HAVE COVERAGE.

HOW DOES THAT WORK? >> IT IS INDIANA STATE LAW.

YOU CANNOT DRIVE A VEHICLE WITHOUT CAR INSURANCE.

I DON'T KNOW THAT WE NEED TO PLACE IT IN OUR POLICY, THAT

[00:35:03]

THEY HAVE TO FOLLOW THE INDIANA LAW.

IN ORDER TO HAVE A DRIVER'S LICENSE AND TO DRIVE VEHICLE.

>> OKAY. >> THE STATE LAW REQUIRES THAT

YOU HAVE INSURANCE. >> OKAY.

WE DON'T HAVE TO MAKE SURE THAT SOMEBODY, ANOTHER COACH OR A TEACHER, IF THEY CHOSE TO DRIVE ONE OF THE EXTRA BUSES OR GOING TO A RETREAT OR SOMETHING, BECAUSE THIS TALKS ABOUT STAFF, TOO, ANYBODY WHO HAS TO DRIVE ANYWHERE, WE DON'T HAVE TO MAKE

SURE THEY HAVE INSURANCE? >> OUR INSURANCE COVERS OUR BUS

DRIVERS. >> OKAY.

THAT IS WHAT I'M ASKING. THEY ARE AUTOMATICALLY COVERED

BIT THE INSURANCE. >> I DIDN'T SEE ANYTHING ABOUT INSURANCE. I'M ASKING THAT WE HAVE THAT COVERED. THAT PEOPLE ARE COVERED BY

INSURANCE. >> CORRECT.

>> THEY ARE DRIVING FOR SCHOOL PURPOSES.

THEY ARE COVERED UNDER OUR INSURANCE.

>> OKAY. THERE IS THIS LINE IN HERE, TOO, THAT TALKS ABOUT THE STAFF WOULD BE REIMBURSED OR... IF THEY NEEDED TO USE TRANSPORTATION, THEIR OWN TRANSPORTATION, TO GO SOMEWHERE. I'M JUST MAKING SURE THAT... DO WE HAVE ANYTHING IN THERE THAT REQUIRES THEM, THAT THEY NEED TO BE INSURED? I KNOW IT IS A STATE LAW.

I KNOW PEOPLE THAT... NOT EVERYBODY HAS INSURANCE.

I'M JUST SAYING. ARE WE MAKING SURE THAT THEY

HAVE INSURANCE? >> SO IF A STAFF MEMBER IS IN THEIR OWN PERSONAL VEHICLE, AND THEY DON'T HAVE INSURANCE, IS

THAT WHAT YOU ARE ASKING? >> YEAH.

THEY ARE DRIVING FOR A SCHOOL FUNCTION.

LIKE A SCHOOL ITEM. FOR EXAMPLE, YOU KNOW, YOU OR MISS LIPPE HAS TO GO TO A FUNCTION.

YOU ARE GETTING PAID FOR A SCHOOL THING.

YOU ARE DRIVING YOUR OWN VEHICLE.

YOU ARE IN AN ACCIDENT OR REAR-ENDED SOMEONE ELSE.

IS THERE ANYTHING HERE THAT STIPULATES 100% THAT YOU HAVE A CAR INSURANCE. I KNOW IT IS A LAW.

AND WE ARE SUPPOSED TO. I ALSO KNOW PEOPLE WHO DON'T HAVE CAR INSURANCE. AND THEY ARE SUPPOSED TO.

I'M JUST ASKING. SHOULD WE HAVE A LINE IN THERE THAT JUST MAKES SURE THAT ANYBODY WHO IS DRIVING ARE INSURED. THAT IS ALL.

BRINGING UP THE INSURANCE. >> GO AHEAD.

>> IS THE CONCERN... THE CONCERN OBVIOUSLY IS EXPOSURE FOR THE

DISTRICT. >> CORRECT.

>> I DON'T KNOW WHETHER THERE IS EXPOSURE FOR THE DISTRICT OR NOT. YOU RAISE A GOOD POINT.

IF THE DISTRICT HAS EXPOSURE IN THAT SITUATION, THEN I THINK THAT OUGHT TO BE CONSIDERED. IF THE DISTRICT... IF THE INSURANCE AGENT OR LEGAL COUNSEL SAID NO, THERE IS NO EXPOSURE FOR THE DISTRICT, IN THAT SITUATION, THEN I LOOK AT IT DIFFERENTLY. I DON'T KNOW WHETHER THERE IS

EXPOSURE. >> I'M ALSO JUST TO BE CLEAR, I'M NOT TALKING ABOUT A TEACHER DOING CAR-POOLING WITH THEIR FAMILY OR GOING TO A CUBS GAME ON THEIR OWN DRIVING UP TO

CHICAGO. >> RIGHT.

THEY ARE GETTING REIMBURSED. >> CORRECT.

CORRECT. >> IF YOU ARE GOING TO A

CONFERENCE. >> CORRECT.

>> WE ARE ALL PROBABLY NEXT WEEK GOING DOWNTOWN FOR THE ISBA

CONFERENCE. >> CORRECT.

>> WE ARE DRIVING OUR OWN VEHICLES ON SCHOOL BUSINESS.

YOU KNOW, I DON'T KNOW IF WE ARE REIMBURSED OR NOT.

>> I WANT TO MAKE SURE IT IS DOCUMENTED THAT I UPDATED MY

INSURANCE OR TOOK CARE OF IT. >> WELL... CAN I JUST MENTION SOMETHING? BECAUSE I THINK THIS IS IMPORTANT. IT IS DIFFERENT IF YOU ARE DRIVING YOURSELF. IF I'M GOING WITH YOU, AND YOU DON'T HAVE THE INSURANCE, THEN THAT MIGHT BE AN ISSUE.

I DON'T KNOW IF YOU ARE ON YOUR OWN.

BUT GO AHEAD. >> NO.

I WAS GOING TO MENTION JUST TO PIGGY-BACK OFF OF WHAT SARAH SAID. WE HAVE BOARD POLICY THAT SAYS WE HAVE TO FOLLOW ALL STATE LAWS.

SO IT IS UNDERSTOOD, WITHOUT HAVING AN ADDITIONAL... I UNDERSTAND WHERE YOU ARE COMING. FROM IT WOULD NOT NECESSARILY BE A NEEDED SENTENCE SINCE WE HAVE TO FOLLOW...

>> LET'S PUT THAT IN ANOTHER SITUATION.

WE DO FOLLOW STATE LAW. AND I'M GOING TO JUST SAY A TEACHER SO WE DON'T PUT SOM SOMEONE... THEY ARE SUPPOSED TO HAVE INSURANCE BEFORE GOING AND OOPS, IT LAPSED.

THEY DID NOT DO IT. AND THERE IS AN ACCIDENT OR REAR-END OR SOMETHING. THEN THE SCHOOL JUST SAYS, NO, THAT IS NOT OUR PROBLEM AND IT IS THE TEACHER'S RESPONSIBILITY.

IS THAT CORRECT? >> NOT.

YOU ARE GETTING INTO VERY FACT-SPECIFIC...

>> I AM. I'M ASKING IF THERE SHOULD BE A SENTENCE THAT MAKES SURE EVERYBODY WHO IS DRIVING HAS

INSURANCE. >> IT IS JUST NOT NECESSARY.

>> OKAY. >> WHEN I WORKED WITH THE BUREAU OF MOTOR VEHICLES, THERE WAS A LONG DISCUSSION ABOUT WHETHER OR NOT WE WOULD DO REAL-TIME CAR INSURANCE VERIFICATION.

>> OKAY. >> THE DMV WOULD GET NOTIFIED IF SOMEBODY LAPSED ON THEIR INSURANCE.

THE LO JIS LOGISTICS AND THE COST OF THAT BECAUSE I MIGHT SWITCH CAR INSURANCE BECAUSE I GET A BETTER RATE.

>> CORRECT. >> AT THAT TIME, WHAT IF MY NEW CAR INSURANCE COMPANY DOESN'T SEND IT BEFORE THE LAPSED ONE DOES? I MEAN, WE COULD SAY YOU HAVE TO PROVE YOU HAVE CAR INSURANCE. EVERY YEAR, YOU HAVE TO PROVE YOU HAVE CAR INSURANCE. THAT DOESN'T MEAN THAT SOMEONE IS NOT GOING TO PAY THEIR BILL A MONTH LATER.

THEY CAN TELL US THEY HAVE CAR INSURANCE.

AT THE END OF THE DAY, JUST LIKE WE... YOU KNOW, THERE IS LOTS OF LAWS THAT WE SAY THAT PEOPLE HAVE TO FOLLOW, BUT WE AREN'T...

[00:40:04]

>> I THINK YOU ARE CONFUSING INSURANCE WITH LIABILITY.

THOSE ARE TWO VERY DIFFERENT THINGS.

>> I'M NOT CONFUSING INSURANCE WITH LIABILITY.

I APPRECIATE YOUR COMMENT. THAT IS OKAY.

IF THE BOARD DOESN'T THINK WE NEED A SENTENCE IN THERE, THAT SAYS ANYBODY WHO DRIVES THEIR VEHICLES OR ANYONE NEEDS INSURANCE OR HAS TO PROVE INSURANCE, I'M OKAY WITH THAT.

I WAS JUST ASKING THE QUESTION. >> KATY WANTS TO SHARE

SOMETHING. >> SO WHAT HIS LIPPE INDICATED IS ABSOLUTELY CORRECT. THERE IS A CATCH-ALL IN EVERY BOARD POLICY THAT TALKS ABOUT YOU ARE EXPECTED TO FOLLOW ALL RULES, REGULATIONS AND LAWS, ET CETERA.

AS GOES OUR LIABILITY INSURANCE OR IN TERMS OF PEOPLE DRIVING OUR VEHICLESSERS THERE IS AN EXTENSIVE PROCESS THAT THEY HAVE TO GO THROUGH WITH VERIFICATION OF LICENSES, ET CETERA, BEFORE THEY CAN DRIVE BUSES. ALL OF THOSE THINGS.

INSURANCE ITSELF, LET'S SAY I'M DRIVING.

I DO HAVE INSURANCE. SO EVERYBODY KNOWS.

IF I'M DRIVING TO A SEMINAR AND I'M IN AN ACCIDENT, THAT COULD BE POTENTIALLY WORKERS' COMP, IF I HAPPEN TO BE UNINSURED, OUR LIABILITY INSURANCE WOULD PICK THAT UP AS A POTENTIAL CLAIM.

THEN IF I DIDN'T HAVE INSURANCE, I WOULD BE SUBJECT TO DISCIPLINE HERE FOR NOT DRIVING WITH INSURANCE AS IS REQUIRED BY

INDIANA LAW. >> THANK YOU.

>> THAT IS THE ONLY WAY... THAT IS PERFECT.

THANK YOU. IF THE BOARD IS OKAY WITH THAT, I WAS JUST BRINGING IT UP. I DIDN'T SEE ANY LINES IN THERE.

THANK YOU. >> OKAY.

CAN I WOULD ENTERTAIN A MOTION. I'LL MAKE A MOTION TO APPROVE ALL OF THE POLICIES AS PRESENTED IN LINE ITEM 6.02 ON THE AGENDA.

>> SECOND. >> I HAVE A FIRST AND A SECOND.

ANY OTHER QUESTION OR COMMENT? >> I HAVE A QUESTION.

THERE IS A LOT OF STUFF THAT WE DON'T COVER IN POLICY BUT WE TALK ABOUT THAT AS COVERED IN PROCEDURE.

IS THERE A PROCEDURE FOR EVERY POLICY?

>> NO. >> NO.

NOT FOR EVERY POLICY. >> OKAY.

OKAY. >> THANK YOU.

>> OKAY. I WOULD ASK JANET TO CALL FOR

THE VOTE. >> BRAD BOYER?

>> YES. >> MICHELLE FULLHART?

>> YES. >> JULIE CHAMBERS?

>> YES. >> SARAH DONSBACH?

>> YES. SUZANNE THOMAS?

YES. >> SARAH PARKS-REESE?

>> YES. >> I'M JANET PRITCHETT.

I'M A YES. THAT MOTION PASSES 7-0.

>> THANK YOU. >> 6.03.

WE ARE ON A REQUEST FOR PERMISSION TO BID THE TRANSPORTATION EXPANSION PROJECT.

>> GOOD EVENING. WE ARE CURRENTLY SEEKING PERMISSION TO PUBLICLY BID THE EXPANSION OF THE TRANSPORTATION CENTER. OUR CURRENT CAPACITY IS APPROXIMATELY 198 BUSES. ALTHOUGH WE SQUEEZE IN 235 AROUND THE PERIMETER. OUR CURRENT FLEET IS JUST OVER 300 BUSES. THIS EXPANSION WILL ALLOW FOR MORE BUSES TO BE PARKED SECURELY OVERNIGHT, ADDRESS SAFETY CONCERNS, INCREASE LOT EFFICIENCY, AND ADDRESS EXISTING DRAINAGE ISSUES. WE WILL ADD CHARGING STATIONS FOR E.V. BUSES WITH THE POTENTIAL OF EXPANSION.

WE WILL CREATE A SEPARATE OVERFLOW LOT FOR BUS DRIVERS AS WELL AS ADDITIONAL ADMINISTRATIVE SLOTS.

HSC HAS ALLOCATED $5.5 MILLION IN THE 2022 BOND PROJECT.

SORRY. BUILDING GROUNDS PLAN FOR THIS

PROJECT. >> OKAY.

GO AHEAD. >> SO $5.5 MILLION IS ALLOCATED.

>> IUM. >> AS WE SAW THE COST FOR THINGS

ARE GOING UP. >> YES.

>> CAN $5.5 MILLION DO WHAT IS DESIRED?

>> WE SHOULD BE ABLE TO GET MOST OF IT.

IF IT COMES BACK FROM BID AND WE ARE OVER BUDGET, WE WILL KEEP OUT CERTAIN ITEMS TO MAKE SURE WE STAY UNDER THAT $5.5.

>> OKAY. >> ANY OTHER QUESTIONS?

I WOULD ENTERTAIN A MOTION. >> I MOVE TO APPROVE THE REQUEST TO RECEIVE BIDS TO EXPAND FOR THE TRANSPORTATION CENTER

PARKING AS PRESENTED. >> I'LL SECOND.

>> I HAVE A FIRST AND SECOND. ANY OTHER QUESTION OR COMMENT?

CALL FOR THE VOTE. >> BRAD BOYER?

>> YES. >> SURE.

>> NO. NOT REALLY.

SINCE IT IS JUST PERMISSION TO ADVERTISE, YES.

I'M SURE. >> PERFECT.

MICHELLE FULLHART? >> YES.

>> JULIE CHAMBERS? >> YES.

SARAH DONSBACH? >> YES.

>> SARAH PARKS-REESE? >> YES.

>> SUZANNE THOMAS? >> YES.

I'M JANET PRITCHETT. I'M A YES.

THAT MOTION PASSES 7-0. >> THANK YOU.

>> THANK YOU. >> OKAY.

NEXT UP, PERMISSION TO ADVERTISE THE BUDGET.

[00:45:06]

>> THANK YOU. SO BUDGET PROCESS FOR US HAS CHANGED A LITTLE THROUGH THE YEARS.

WHERE WE USED TO HAVE TO ADVERTISE WITHIN THE NEWSPAPER, THOSE LAWS HAVE CHANGED A LITTLE BIT FOR US.

WHAT WE ARE REALLY ASKING PERMISSION FOR IS TO POST OUR FORM THREE WHICH IS WHAT YOU WILL HAVE A PUBLIC HEARING ON NEXT WEEK AS WELL AS THE BUS REPLACEMENT AND CAPITAL PROJECTS PLAN. THOSE WILL BE POSTED THROUGH THE PUBLIC ACCESSST SITE, THE INDIANA GATEWAY.

IT WILL BE AVAILABLE TO TAXPAYERS AS WELL AS ON THE WEBSITE. THAT IS WHAT WE ARE ASKING FOR

PERMISSION FOR TODAY. >> OKAY.

ENTERTAIN A MOTION. >> I MOVE TO AROUGH THE REQUEST

TO ADVERTISE THE 2023 BUDGET. >> I'LL SECOND.

>> I HAVE A FIRST AND SECOND. ANY QUESTIONS?

ASK JANET TO CALL FOR THE VOTE. >> BRAD POIRIER?

>> YES. >> MICHELLE FULLHART?

>> YES. JULIE CHAMBERS?

>> YES. >> SARAH DONSBACK?

>> YES. >> SARAH PARKS-REESE?

>> YES. >> SUZANNE THOMAS?

>> YES. >> I'M JANET PRITCHETT.

I'M A YES. THAT MOTION PASSES 7-0.

>> I HAVE A QUESTION. WHEN DID YOU SAY THAT WOULD BE

AVAILABLE ON THE GATEWAY? >> I BELIEVE IT WILL BE POSTING TOMORROW. IT WILL BE ON THE WEBSITE

TOMORROW AS WELL. >> THANK YOU.

>> OUR LAST ITEM. THE PROPOSED COLLECTIVE

BARGAINING AGREEMENT. >> THANK YOU.

>> HELLO AGAIN. >> AS YOU GUYS KNOW, WE HAD OUR PUBLIC HEARING ON THIS TWO WEEKS AGO WHICH YOU ARE MEETING ON THE 15TH. OUR FIRST POSSIBLE DAY WE COULD HAVE IT. WE WENT THROUGH AN INTERSPACE BARGAINING PROCESS. WE LEFT THE RED LINE COPY UP ON THE AGENDA SO YOU COULD SEE THE DIFFERENCES.

FOR INFORMATION, THE COLLECTIVE BARGAINING STATUTE FOR SALARY, WAGES, AND SALARY AND WAGE-RELATED FRINGE BENEFITS IS 202964. THE INDIANA CODE.

THE DISCUSSION STATUTE WOULD COVER THINGS LIKE TEACHING METHODS, LIKE WHAT WAS REQUESTED DURING PUBLIC COMMENT.

THOSE AREN'T LEGALLY PERMISSIBLE TO BE BARGAINED.

I THINK OVERALL, IT WAS A GREAT PROCESS FOR US AS A GROUP.

AND AS A TEAM. I THINK I SAY TEAM BECAUSE THAT IS WHAT IT REALLY FELT LIKE. IT DIDN'T FEEL LIKE... WE WERE ABLE TO GET A LOT ACCOMPLISHED. WE BOTH HAVE A LOT OF... IT WAS

A GREAT PROCESS TO GO THROUGH. >> EVERY TIME YOU COME UP TO

TALK TO US... >> I JUST ATE A GIANT BAG OF

SKITTLES. >> DID YOU WANT TO ADD ANYTHING

IS (LAUGHTER). >> I HAVE BARGAINING MEMBERS HERE THAT I WOULD LIKE TO RECOGNIZE.

IF YOU ARE HERE, STAND UP SO EVERYBODY CAN SEE.

(APPLAUSE) I REALLY APPRECIATE THEM BECAUSE THEY REALLY HELPED US GATHER INFORMATION, DID A LOT OF RESEARCH BEHIND THE SCENES BEFORE THE MEETING, AFTER THE MEETING, DURING THE MEETINGS.

JUST TRYING TO MAKE SURE WE HAD EVERYTHING TO COMPARE BETWEEN

OUR DISTRICTS AND OTHERS. >> I WOULD LIKE TO MAKE A SMALL COMMENT, TOO. FIRST OF ALL, YOU AND I HAD A REALLY GOOD CONVERSATION. I APPRECIATE THAT, ABBY, THE OTHER DAY. AND FILLING ME IN ON SOME INFORMATION. I WOULD ALSO, SINCE IT WAS JUST A ONE ON ONE WITH ME, IF YOU COULD CLARIFY BECAUSE I THINK SOMEONE FROM THE PUBLIC ALSO BROUGHT SOME THINGS UP, AND YOU MAKE A VERY GOOD POINT, THAT THERE IS ONLY TWO THINGS THAT ARE IN THERE THAT YOU GUYS NEGOTIATE.

AND CAN YOU RESTATE THEM ONE MORE TIME?

THE TWO THINGS IS... >> SALARY AND WAGES.

>> SALARY AND WAGES. >> AND FRINGE BENEFITS.

>> AND SO WHEN IT COMES TO ANYTHING ELSE, WHOSE DECISIONS IS IT THAT MAKES THOSE DECISIONS?

>> IT IS ULTIMATELY THE ADMINISTRATION'S DECISION.

WE GET TO GIVE OUR INPUT. IT HAS TO BE MEANINGFUL AND TIMELY. THEN THE ADMINISTRATION MAKES THE FINAL DECISION ON EVERYTHING OUTSIDE OF SALARY, WAGES, AND

FRINGE BENEFITS. >> OKAY.

THANK YOU. >> THERE ARE CERTAIN ITEMS THAT

LEGALLY HAVE TO BE DISCUSSED. >> YES.

>> THERE IS A LIST OF THINGS THAT WE HAVE TO DISCUSS.

>> YES. >> CORRECT.

>> AS SHE SAID, SHE GAVE YOU THE INDIANA CODES THAT KIND OF SEPARATE THOSE TWO THINGS. WE CAN ALWAYS GTO THE

BOARD. >> RIGHT.

I WANTED FOR CLARIFICATION PURPOSES, THOUGH, OUR ADMINISTRATION IS THE ONE THAT MAKES THE DECISIONS AND WORKS WITH YOU. IT IS NOT IN OUR CONTRACT.

SO THINGS THAT ARE MADE ARE MADE BY THE ADMINISTRATION.

THOSE DECISIONS. >> IT COULD ALSO BE DONE THROUGH

[00:50:04]

LIVING BUILDING DISCUSSION. >> THAT ALSO INCLUDES FOR EXAMPLE, ONE OF THE OTHER THINGS THAT WAS BROUGHT UP.

LIKE, PROFESSIONAL DEVELOPMENTMENT AND THERE WAS A LONG SCHEDULE OF DIFFERENT THINGS THAT ARE DONE FOR THAT.

AND OUR CURRENT PROFESSIONAL DEVELOPMENT IS NOT SOMETHING THAT YOU AS A TEACHER'S ASSOCIATION GET TO NECESSARILY NEGOTIATE. IT IS DONE BY THE ADMINI ADMINISTRATION. CORRECT.

>> THEY DON'T NEGOTIATE IT. WHAT DOES HAPPEN IS WE HAVE DIFFERENT TYPES OF PROFESSIONAL DEVELOPMENT.

THERE IS DISTRICT-LEVEL PROFESSIONAL DEVELOPMENT AND THERE IS BUILDING-BASE LEVEL PROFESSIONAL DEVELOPMENT.

OF COURSE, BASED ON THE NEEDS OF EACH BUILDING HAS A DIFFERENT CULTURE. AND DIFFERENT NEEDS.

BUT WE TYPICALLY TRY TO DISCUSS THINGS BECAUSE IF IT IMPACTS TEACHERS AND THE WAY TEACHERS HAVE TO ROLL OUT AND BE PROFESSIONALLY DEVELOPED OR DELIVER SERVICES TO STUDENTS IN THE CLASSROOM, THEN LEGALLY, WE DO DISCUS THAT WITH THEM.

THEY GIVE MEANINGFUL INPUT. OFTENTIMES, I WOULD LIKE TO THINK AND NOTICE I SAID I WOULD LIKE TO THINK THAT WE AREN'T JUST DOING THINGS TO OUR TEACHERS BUT RATHER WITH AND FOR OUR TEACHERS. I WOULD LIKE TO SAY THAT THE PROFESSIONAL DEVELOPMENT THAT IS BEING OFFERED, AND I SEE A LOT OF PEOPLE SHAKING THEIR HEADS YES, IS TYPICALLY IN LINE WITH WHAT TEACHERS HAVE EXPRESSED AS A NEED.

IN TERMS OF THEIR PROFESSIONAL DEVELOPMENT AND SUPPORTING OUR STUDENTS. ULTIMATELY, ADMINISTRATION DOES

KIND OF HAVE THE FINAL SAY. >> OKAY.

I THINK YOU CALLED IT SOMETHING FOR ME.

LIKE EACH SCHOOL HAS, LIKE, A BUSINESS PLAN OR...

>> A SCHOOL IMPROVEMENT PLAN. >> A SCHOOL IMPROVEMENT PLAN.

THAT IS CREATED BY THE PRINCIPAL?

>> THE PRINCIPAL AND A SCHOOL IMPROVEMENT TEAM.

>> OKAY. >> YES.

>> THAT TEAM WORKS... OUR TEACHERS GET TO HAVE A SAY IN THAT. CORRECT?

>> YES. >> THAT IS AN INDIANA CODE ALSO.

>> GREAT. >> A LOT OF INDIANA CODES.

THAT IS REQUIRED. ANNUALLY.

>> A COY. THANK YOU FOR THAT

CLARIFICATION. >> THE ONLY OTHER THING I WOULD MENTION. I DON'T WANT ABBY TO SHOW ME UP.

DR. STOKES AND HER EXECUTIVE LEADERSHIP TEAM WERE ON THE BARGAINING TEAM AS WELL. OBVIOUSLY, ME, BECAUSE I'M STANDING HERE TALKING ABOUT IT, BUT MR. LAKE AND MS. LIPPE AND DR. STOKES WERE AT THE TABLE AS WELL.

IT WAS TRULY ALL HANDS ON DECK. >> WELL, IT IS GOOD TO SEE.

(APPLAUSE). >> I JUST WANT TO SAY IT IS GOOD TO SEE SMILES ON BOTH FACES UP HERE AND NOT SOMEONE FROWNING OR SOMETHING. THANK YOU FOR YOUR HARD WORK.

>> WELL, I WOULD ENTERTAIN A MOTION TO APPROVE THE REQUEST TO

RATIFY THE BARGAINING GREEPT. >> I MOVE TO APPROVE THE REQUEST FOR THE BARGAINING AGREEMENT BETWEEN THE HAMILTON SOUTHEASTERN EDUCATION ASSOCIATION AND HAMILTON

SOUTHEASTERN EDUCATION SCHOOLS. >> SUZANNE?

SECOND. >> I HAVE A FIRST AND A SECOND.

ANY OTHER QUESTIONS? I WOULD ASK JANET TO CALL FOR

THE VOTE. >> BRAD BOYER?

>> YES. >> MICHELLE FULLHART?

>> YES. >> JULIE CHAMBERS?

>> YES. >> SARAH DONSBACH?

>> YES. >> SARAH PARKS-REESE?

>> YES. >> SUZANNE THOMAS?

>> YES. >> JANET PRITCHETT.

I'M A YES. THE MOTION PASSES 7-0.

>> THANK YOU. THANK YOU.

(CHEERS AND APPLAUSE). >> OKAY.

[7. Board President]

WELL, THAT WAS... OKAY. WE ARE THROUGH OUR AGENDA.

NOW WE ARE ON TO 701. THE PRESIDENT'S REPORT.

I HAVE TWO THINGS. I WANT TO UPDATE THE COMMUNITY ON... THE FIRST ONE IS THAT THIS IS HISPANIC HERITAGE MONTH.

OUR ELEMENTARY SCHOOLS HAVE ENJOYED GUEST READERS, INCLUDING THE CHIEF OF POLICE, THE FIRE DEPARTMENT CHIEF AND THE CITY OF FISH ESCOMMUNITY DIRECTOR. AND DR. STOKES.

SORRY. YOU TOLD ME NOT TO READ THAT PART. I GET ALL MY NOTES RIGHT.

THE LATINO STUDENTION UNION IN THE BLOG AS WELL.

THAT WAS EXCITING. IT WEDNESDAY OCTOBER 15.

WE WANT TO RECOGNIZE. THAT AND THANK THE COMMUNITY MEMBERS THAT HAVE COME INTO OUR BUILDINGS TO SUPPORT OUR STUDENTS AS WELL. I WANT TO LET THE COMMUNITY KNOW THAT THE BOARD AND DR. STOKES WILL BE AT THE ISWA CONFERENCES ON MONDAY OCTOBER 3 AND TUESDAY, OCTOBER 4.

DOWNTOWN. THAT IS AN ANNUAL CONFERENCE WE GO TO EVERY YEAR. WE HEAR FROM DISTRICTS AROUND THE STATE. ABOUT DIFFERENT TOPICS.

WE GET A LITTLE BIT OF EDUCATION OURSELVES ON HOW TO BE BETTER BOARD MEMBERS AND HOW TO BETTER SERVE OUR SCHOOLS AND OUR DISTRICT. WE ARE EXCITED FOR THAT.

[8. Superintendent's Report]

AND WITH THAT,LY PASS IT TO DR. STOKES.

>> THANK YOU. I'LL BE BRIEF.

>> I JUST WANT TO REMIND EVERYONE THAT TOMORROW IS WHAT? E-LEARNING. THAT MEANS WHAT? DON'T SEND YOUR STUDENTS TO SCHOOL.

ALL RIGHT. AND I ALSO WANT TO GIVE YOU A LITTLE BIT OF A HEADS-UP AND REMIND YOU THAT FALL BREAK IS

[00:55:03]

FAST APPROACHING. I HAVE TINKERED WITH HOW TO SAY IT. STARTS SATURDAY OCTOBER 15.

I DIDN'T KNOW IF I SHOULD SAY FRIDAY.

SATURDAY, OCTOBER 15 THROUGH SUNDAY, OCTOBER 23.

MARK YOUR CALENDARS. AND THE END OF FIRST QUARTER IS NEXT WEEK. OCTOBER 7.

CAN YOU IMAGINE? WE ARE ALREADY ONE QUARTER DOWN.

THE OTHER THING THAT I WANTED TO SHARE IS THAT... I'LL HAVE MY COLLEAGUE HERE HELP SHARE. WE HAVE BEEN AWAY FOR A FEW DAYS

SINCE MONDAY? >> YUP.

>> WE HAVE BEEN A PART OF ACRONYM ACTION WHICH IF YOU RECALL, I SHARED SOME INFORMATION ABOUT THE FACT THAT INDIANA DEPARTMENT OF EDUCATION REQUIRES US TO SUPPORT WHAT'S CALLED A PORTRAIT OF A GRADUATE. IN OUR DISTRICT, ONE OF THE WAYS THAT WE ARE LOOKING AT SUPPORTING A PORTRAIT OF A GRADUATE IS THROUGH A K-12 APPROACH WHICH BASICALLY, IN SUMMATION, IS WHAT IS IT THAT WE WANT STUDENTS TO KNOW, UNDERSTAND, AND TO BE ABLE TO DELIVER UPON AT PRE-K, KINDERGARTEN, FIRST GRADE, SECOND GRADE, SO ON? AND THEN EVEN POST GRADUATION. WHAT IS IT THAT THEY WANT TO DO? ONE OF THE FOUR E'S. ENTREPRENEURSHIP, ENLISTMENT IN OUR ARMED FORCES, ENROLLMENT IN ONE OF OUR UNIVERSITIES OR COLLEGES. OR TO GO AHEAD AND HAVE GAINFUL EMPLOYMENT THAT CAN SUPPORT THEMSELVES.

AND THEIR FAMILIES. MOMMIES AND DADDIES WANT THAT, OF COURSE. BUT WITH THAT, WE ACTUALLY HAVE FOUR DAYS OF SOME WONDERFUL INFORMATION.

IN FACT, I'M ON OVERLOAD RIGHT NOW.

WE BOTH JUST GOT OFF THE HIGHWAY FROM AKRON, OHIO.

WE HAVE LEARNED A LOT. WE WILL SHARE IT WITH YOU IN SOT SOFT WEEKS TO COME. ... IN SOME OF THE WEEKS TO COME. JUST SO YOU KNOW, WE WILL BE TAPPING COMMUNITY MEMBERS. WE WILL NEED A COUPLE HUNDRED COMMUNITY MEMBERS WHO WILL WORK ALONGSIDE US WITH THIS

INFORMATION. >> NO.

IT WAS REALLY EXCITING TO GO AND GET TO LEARN AND VISIT SOME OF THESE SCHOOLS. IN AKRON.

THEY HAVE PUT THIS INTO PLACE. AND THEY HAVE SOME BUILDINGS IN DIFFERENT PARTS OF THE PROCESS. SOME THAT HAVE BEEN DOING IT FOR A WHILE. SOME THAT ARE JUST KIND OF COMING ON-LINE. AND SOME OF THE EXPERIENCES AND OPPORTUNITIES THAT THEIR STUDENTS ARE GETTING THROUGH PARTNERSHIPS WITH THEIR COMMUNITY AND BUSINESSES FOR INTERNSHIPS, FOR EXPERIENCE LEARNING, TO HELP KIDS REALLY UNDERSTAND WHAT IT IS THEY MIGHT WANT TO DO ONCE THEY LEAVE HIGH SCHOOL. OR ONCE THEY LEAVE COLLEGE.

FOR THEIR CAREERS. TO MOVE FORWARD IN LIFE.

IT IS REALLY EXCITING TO SEE THAT AND TO SEE THESE KIDS EXCITED TO LEARN AND EXCITED TO BE ENGAGED WITH WHAT THEY WERE DOING EVERY DAY. I WAS HAPPY THAT I GOT TO GO.

MY BRAIN IS DEFINITELY HURT WHEN IT IS FULL.

>> WHAT IS THE NEXT STEM, STHEN? >> ABOUT COMING BACK AND WANTING TO MAKE CHANGES. OUR NEXT STEP IS TO BASICALLY GET WITH OUR TEAM AND TO LOOK AT WHAT IT IS WE ARE DOING GREAT ALREADY. WHAT IS IT THAT WE CAN IMPROVE UPON? THEN WE WILL WORK TO CREATE... I CALL THEM BREAKOUT GROUPS. I THINK THEY USE A DIFFERENT TERMINOLOGY. IT IS BASICALLY WHERE WE HAVE COMMUNITY STAKE HOLDERS. AND WE HAVE GROUPS OF INPUT FROM OUR COMMUNITY MEMBERS ABOUT WHAT IT IS THAT THEY WANT TO SEE IN OUR SCHOOLS. LIKE I SAID, EACH GRADE LEVEL.

>> WOULD YOU GIVE THAT... SO ACTUALLY, SOMETHING IS NOT ACTUALLY IMPLEMENTED AS WE SPEAK.

WE ARE IN THE PROCESS OF... WHERE DO YOU SEE YOURSELF IN OUR DISTRICT FROM THIS POINT TO IMPLEMENTATION? DO YOU SEE THAT... LIKE FOR NEXT YEAR?

>> NO. IT IS A COUPLE-YEAR PROCESS.

IT TAKES TIME. I KNOW YOU WORK WITH THE ID IDEAL... YOU CAN FEEL FREE TO JMP IN AT ANY TIME IF YOU WANT TO SHARE. IT IS NOT AN OVERNIGHT PROCESS.

IT IS A STRATEGIC PLAN. >> OKAY.

>> AT IT BEST. IT DOES TAKE TIME.

OFF WANT PARTNERSHIPS WITH THE COMMUNITY.

WE HAVE TO BUILD PARTNERSHIPS THAT WE HAVE AND MAYBE DON'T ALREADY HAVE. SO IT IS TRULY LOOKING AT OUR STUDENTS AS PRE-K THROUGH 12TH GRADE SCHOLARS WHO EVERY STEP ALONG THE WAY, THEY ARE BEING PREPARED TO WALK INTO THEIR GIFTING SO WHEN THEY GRADUATE, THEY HAVE A BETTER UNDERSTANDING OF WHAT IT IS THEY MAY WANT TO DO.

MAYBE MORE THAN JUST ONE THING THAT THEY WANT TO DO.

>> IT IS THIS PARTNERED WITH PORTRAIT OF A GRADUATE?

>> YES. >> IT WILL BLEND TOGETHER IN.

>> YES, YES. >> OKAY.

A FUNNY QUESTION REAL QUICK. SINCE WE HAVE HAD E-LEARNING NOW FOR TWO YEARS OR SO... HAVE YOU EVER HAD... OUR TEACHERS CAN SPEAK. DO PEOPLE JUST SHOW UP BECAUSE

THEY FORGOT? >> YES, THEY DO.

>> A PERCENTAGE OF PEOPLE... OKAY.

I WAS JUST WONDERING. THANK YOU.

>> BEFORE I CLOSE, THOUGH, YOU HEARD US TALK MUCH ABOUT WORKING WITH OUR TEACHERS. WE WANT... EVEN THOUGH OUR ASSOCIATION PRESIDENT WENT WITH US, ONE OF THE THINGS THAT WE WANT TO DO IS MACK SURE WE CAN TRY TO MESSAGE AND EXPLAIN OUR OVERWHELMING AMOUNT OF INFORMATION WITH OUR TEACHERS.

[01:00:04]

WE ARE ALL OF OVERLOAD RIGHT NOW.

WE WANT TO SHARE WHAT WE CAN WHAT IT IS THAT WE LEARNED.

SO WE ARE JUST IN THE EARLY PHASES: I DON'T WANT ANYBODY TO THINK THIS IS GOING TO HAM OVERNIGHT.

IT WON'T. WITH THAT BEING SAID, IF WE CAN PULL UP OUR NEXT AGENDA. I ALWAYS SAY THAT I DON'T LIKE TO READ IT. I WANT TO DRAW YOUR ATTENTION TO A COUPLE OF THINGS. ONE IS THE PUBLIC HEARING.

5.01. WHILE IT IS NOT ON HERE, THE PURSUIT INSTITUTE BECAUSE IT WAS TABLED, WILL APPEAR AGAIN AS ONE OF THE ACTION ITEMS, AND WE WILL TRY TO GET ADDITIONAL INFORMATION THAT THE BOARD NEEDS.

TO YOU BEFORE THAT DATE. AND WITH THAT...

>> I HAVE A QUESTION. I HAD ASKED FOR A SUB-REPORT.

CAN WE GET THAT ON THE AGENDA? UNDER INFORMATION.

>> SURE. YUP.

>> I ALSO ASKED THE JANITORIAL UPDATE TO SEE HOW WE ARE WITH THE NEW CUSTODIAL SERVICES. CAN WE GET AN UPDATE ON THAT AS

WELL? >> YES.

>> THANK YOU. >> PRESIDENT CHAMBERS?

>> YES. AND...

>> GO AHEAD. >> ABBY? DID YOU WANT TO SAY SOMETHING ABOUT YOUR FORMER?

YOUR FORUM? >> EVERY ELECTION... IS THAT ON?

>> NO. YEAH.

>> IT IS NOT ON. >> OKAY.

EVERY YEAR OF THE ELECTION HSCA HOLDS A PUBLIC FORUM FOR ALL SCHOOL BOARD CANDIDATES, AND THAT IS OCTOBER 4.

I AM ALSO A LITTLE LAGGED FROM AKRON.

MY BRAIN IS ON OVERLOAD. AND ALL CANDIDATES ARE INVITED.

AND WE ARE LOOKING FORWARD TO THE LARGE AMOUNT OF PEOPLE FROM THE COMMUNITY TO ASK THEIR OWN QUESTIONS AND HEAR FROM THEM.

SO WE HOPE YOU WILL BE ABLE TO JOIN US OCTOBER 4 AT 7:00.

I'M TELLING YOU. I'M REALLY ON OVERLOAD.

INFORMATION. BUT WE REALLY WANT TO HAVE AS MANY PEOPLE. IT WILL BE LIVE-STREAMED.

AND A RECORDING THAT WE WILL PUT ON OUR FACEBOOK PAGE AND TWITTER AND ALL SOCIAL MEDIA THAT WE HAVE.

WE LOOK FORWARD TO SEEING PEOPLE.

>> THANK YOU. >> THANK YOU.

SARAH PARKS-REESE, YOU HAD SOMETHING.

>> I JUST WANTED TO MENTION THAT THERE IS A BOARD REPORT ON THE BOARD DOCS FROM THE NOBLESVILLE REDEVELOPMENT COMMITTEE.

SO AGAIN, I'M NOT GOING TO READ IT TO YOU.

LIKE DR. STOKES HAS TO READ THE AGENDA.

NOBLESVILLE CONTINUES TO GROW. THERE ARE A NUMBER OF PROJECTS THAT ARE TAKING PLACE WITHIN THE HSC BOUNDARIES.

IF YOU WANT TO LEARN MORE ABOUT HOW THAT IS HAPPENING, YUP...

THERE IS ALL KINDS OF THINGS HAPPENING.

THERE IS ALSO A PARK THAT IS GOING IN.

HYDE PARK NEAR THE HAMILTON TOWN CENTER.

THERE WILL BE APARTMENTS AND RETAIL SPACE THERE AS WELL.

SO YEAH, IF YOU WANT TO READ MORE ABOUT WHAT'S COMING TO THE

AREA, IT IS ON BOARD DOCS. >> DID THEY MAKE ANY REFERENCE TO RESIDENTIAL AND POSSIBLE GROWTH THERE AS FAR AS FAMILIES AND STUDENTS? BECAUSE THAT AREA WOULD GO TO

DEER CREEK ELEMENTARY, CORRECT? >> NO.

THEY ARE NOT NECESSARILY FOCUSING... THEY ARE MORE

FOCUSED ON REDEVELOPMENT. >> OKAY.

>> THEY ARE NOT REALLY TALKING ABOUT SUBDIVISIONS AND THINGS

LIKE THAT. >> OKAY.

THANK YOU. >> THANK YOU FOR THAT, SARAH.

>> SO KIND OF IN THAT SAME LINE, THE REDEVELOPMENT COMMISSION COMMITTEE MET YESTERDAY AFTERNOON, AND I DON'T HAVE A REPORT ON... THAT IS EXACTLY RIGHT.

I DID NOT GET THAT TURNED IN. MINE IS A VERBAL REPORT.

OKAY? ST I'M CHOOSING THE OTHER BOX. ONE OF THE THINGS IS YOU PROBABLY HAVE ALL SEEN AND HEARD, THERE IS A LOT OF EXCITING PROJECTS, A LOT OF LARGE PROJECTS THAT ARE GOING INTO FISH'S THAT INCREASE TAX BASE.

THE DISADVANTAGE IS MOST OF THOSE ARE IN TIF DISTRICTS.

SO THAT WE DON'T GET THAT TO COUNT TOWARD THE BASE, BUT ALL OF THE TIF DISTRICTS, ALL OF THE ADDITIONAL INVESTMENT IN FISHER'S GOES TO... WE GET TAX DOLLARS BASED ON THE REFERENDUM.

AND THEY ARE PROJECTING THAT WILL BE WHEN THOSE COME INTO PLAY. THAT WILL BE IN EXCESS OF A HALF MILLION DOLLARS OF ADDITIONAL REVENUE THAT WILL ONLY INTO THE SCHOOL DISTRICT. THAT IS A BIG WIN.

SO THAT IS NOT LIKE WE ARE... NOT LIKE THEY ARE WRITING A CHECK TOMORROW. OVER THE NEXT COUPLE OF YEARS, THAT WILL BE... AS THOSE DEVELOPMENTS GET BILLED OUT,

[01:05:05]

SOME ARE BEING BUILT NOW. THAT WILL BE A NICE PICK-UP FOR

THE SCHOOLS. >> THANK YOU FOR THAT.

AND THAT BRINGS US TO THE END OF THE AGENDA.

SO I WILL ADJOURN THE MEETING.
