[1. Meeting Opening] [00:00:07] >>> GOOD EVENING. IT'S 7:03 SO WE'LL CALL THIS MEETING TO ORLANDO AND ORDER AND START WITH THE PLEDGE OF ALLEGIANCE. >>> >> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. [2. Snapshots of Success] >>> THANK YOU. AND FIRST UP WE HAVE OUR SNAPSHOTS OF SUCCESS WITH EMILY ABBOTT AND THE BOYS LACROSSE. >>> WE ALL KNOW THEY DON'T NEED AN INTRODUCTION BECAUSE YOU CAN SEE THEM HERE BAA I'M EXCITED TO HAVE THIS GREAT TEAM HERE, THEY ARE BACK TO BACK STATE CHAMPION AND THEIR COACH SCOTT BEESLY IS GOING TO TALK TO YOU ABOUT THE TEAM. >> GOOD EVENING DOCTOR STOKES AND THE BOARD, THANK YOU FOR HAVING US. IT'S GREAT TO HAVE COACH SELF HERE, COACH SELF HAS BEEN AIGRETTE BLESSING TO ME AND TO MY FAMILY AND I WANTED TO ACKNOWLEDGE THAT. I PUT TOGETHER A SHORT POWER POPULATE TO POINT, SUZANNE THOMAS AND MICHELLE HAVE DIRECT CONNECTIONS TO LACROSSE SO THEY KNOW ABOUT THE PROGRAM, BUT I WANTED TO GIVE YOU A SNAPSHOT OF WHAT WE'VE DONE THIS THE PAST FOUR YEARS, THREE TIME STATE CHAMPIONS BUT ALSO WITH THE HISTORY. SO GO AHEAD AND GO TO THE NEXT SLIDE, SO I'M GOING TO TALK ABOUT THE HISTORY, THE BENEFITS OF BEING A VARSITY CLUB. SO WE ARE A VARSITY CLUB MEANING THAT WE'RE NOT SCHOOL FUNDED BUT WE ARE ACKNOWLEDGED AS VARSITY ATHLETES AND I'M GOING TO TALK ABOUT AN OPPORTUNITY TO GROW AND OUR 2020 CAMPAIGN. SO THERE'S A LOT OF INFORMATION ON THIS SLIDE, THERE'S TWO THINGS I WANT YOU TO KEY IN ON. FIRST A MY MENTOR WAS THE HEAD COACH FOR THE BEGINNING OF THE PROGRAM AND UNDER HIS REIGN AS IN MANY SPORTS YOU REALLY TAKE A LAUNDRY ROOM NORTH NORTH AND LAUNDRY ROOM CENTRAL IN ORDER TO BE A FULL TEAM. WE'RE GOVERNED BY THE IHSLA AND IN ORDER TO BE A VARSITY SPORT UNDER THEM YOU HAVE TO JUST COME FROM ONE HIGH SCHOOL SO THAT'S A GREAT STEP IN THE RIGHT DIRECTION, SO IN 2013 WE SPLIT HFC AND FISHERS AND THAT WAS DAKOTA'S TEAM. YOU CAN FAST-FORWARD TO 2016, AND YOU CAN SEE WHEN WE BECAME A VARSITY CLUB AND THE SUCCESS THAT WE'VE HAD AFTER THAT, NOT ONLY ONE THE THEY SAID SIX YEARS BEEN IN THE FINAL FOUR AND THE LAST FOUR BEING IN THE STATE CHAMPIONSHIP GAME. I THINK THERE'S A CORRELATION TO BE ACKNOWLEDGMENT BY THE SCHOOL AND BEING A VARSITY CLUB. SO THE BENEFITS OF BEING A VARSITY CLUB, THE FIRST THING YOU CAN SEE IS THAT THE SCHOOL RECOGNIZES US, AND THEY DO SO MUCH FOR OUR STUDENT ATHLETES, WE FOLLOW THE STUDENT HAND BACK, AND WE MEET DRUG TESTING AND WE HAD FOUR ALL TEAM STATES THIS YEAR T. GET ON THE WALL OF FAME AND WE HAVE ACCESS TO THE LOCKER ROOMS AND ATHLETIC TRAINERS, WHICH IS A HUGE BENEFITS BECAUSE THEY KNOW OUR ATHLETES AND SO THAT'S A HUGE BLESSING, AND WE HAVE A WAYS CLASS FOR OUR LACROSSE PLAYERS. THIS THINGS WE DO IS THE WE'RE STILL SELF IF YOU WANTED BUT WE TRY TO FUND-RAISE TEN TO 20 THOSE A YEAR AND WE STILL PAY FOR SCHOOL BUSS AND OUR REFEREES AND WE PAY FOR UNIFORMS EVERY THREE YEARS WE GET A NEW UNIFORM. SO IT'S A BASE COST FOR A PLAYER REALLY BOILS DOWN TO YOU HAVE TO PAY FOR A UNIFORM, THE AWAY BUSES THAT OTHER PROGRAMS DON'T HAVE TO PAY FOR, ON TOP OF THAT IN ORDER TO BE THE BEST YOU HAVE TO PLAY THE BEST SO WE TRAVEL CAN WE HAVE A VERY MIDWEST SCHEDULE SO WE TAKE CHARTER BUSES A FEW TIME A ARE YOU AWARE TO GO TO OHIO. WE HAVE FOUR VARSITY TEAMS THAT SHARE ONE TURF AT HFC HIGH SCHOOL. BOYS AND GIRLS TRACK AS WELL AS UNIFIED TRACK IN SOME ELEMENTARY AND JUNIOR HIGH DISTRICT TRACK MEETS SO AS YOU CAN IMAGINE, [00:05:06] TURF TIME IS A PREMIUM BUT I DO THINK THERE IS A BENEFIT TO PRACTICING ON WHAT YOU PLAY GAMES ON. THERE ARE FOUR OTHER PROGRAMS IN OUR AREA, CARAMEL WEST, STEREOGRAPH AND NOBLESVILLE THAT HAVE MORE THAN ONE TURF. WE WESTFIELD ADD A FOOTBALL FIELD THAT HAS HAD A SOCCER LACROSSE TURF FOR MAYBE SIX OR SEVEN YEARS AND CARAMEL HAS FIVE BUT A LOT OF THEM ARE RUN BY THE DAD'S CLUB AT THE YOUTH LEVEL. BENEFITS OF GROWING AND POSSIBLY GETTING A SECONDARY THANK YOU AT BOTH HF AND FISHERS, CONSISTENT PRACTICE SCHEDULE, SOMETIMES WE ARE AFTER GIRLS LACROSSE MEANING WE PRACTICE FROM 730 CONDITIONING TO 930 CONDITIONING AT NIGHT WHICH I DON'T THINK IS CONDUCIVE TO HIGH SCHOOL STUDY HABIT, IT'S GREAT TO PRACTICE ON THE SAME SURFACE SO THEIR LEGS DON'T HAVE TO TRANSITION BACK AND FORTH. LOGISTIC OF SCHEDULING FOR GAMES AND EVENTSES AS WELL AS WE PLAY OP A UNIFIED FIELD RIGHT NOW SO THE LINES ARE SLIGHTLY OFF AND I HAVE TO TELL EVERY COACH OUR BOX LINES ARE FIVE-YARD LINES LONGER WHICH THROWS THEM OFF A LITTLE BIT BUT NOT A BIG DEALED. SO NOW WE GET TO THIS SEASON, WE SCHEDULED A REALLY TOUGH SEASON AFTER MAKING WAVES IN 2021 AND BEING IN THE STATE CHAMPIONSHIP GAME THREE YEARS PRIOR AND YOU BE SEE A LOT OF LES AT THE BEGINNING OF OUR SEASON, OUR FIRST WEEKEND TRIP WE WENT TO CLEVELAND AND PLAYED TWO OF THE TOP FIVE TEAMS IN THE WEST SO OUR OVERALL RECORD IS 15 AND SIX, IN STATE WE ONLY LOST ONE GAUGE GAME IN SEASON AND OUT OF STATE WE HAD A TWO AND FIVE RECORD SO YOU'LL SEE A CULL MORE LISTENINGS UP THERE AND THAT WAS BECAUSE OF THE INDIVIDUALS, THE EDUCATIONAL BACKGROUND IS HALF OF THE SEASON OUR MOMENTUM CHANGES PLAYING BROTHER RICE, BROTHER RIGHT IS A LONGER PROGRAM OUT OF DETROIT AND WE HAD AN OPPORTUNITY TO PLAY THEM BACK TO BACK IN THE STATE CHAMPS IN DETROIT AGAINST DUBLIN AND BROTHER RICE SO BROTHER RICE IS ONE OF 26 STATE CHAMPIONSHIPS UP IN MICHIGAN AND I THINK IT WAS A TURNING POINT FOR OUR SEASON NOT ONLY TO PLAY THEM BUT AL BECOME VICTORIOUS AGAINST THEM AFTER TEAM TALKS IN THE HOTEL. SO COMING INTO THIS PLAYOFFS WAS A LITTLE DIFFERENT THAN LAST YEAR, WE WERE THE ONE SEED WITH A PACIFIC NORTHWEST 16 AND ZERO RECORD IN THE STATE OF INDIANA. THIS YEAR WE WERE THE THREE SEED SYSTEMMING IN SO WHAT AN OPPORTUNITY FOR US -- WE HOSTED CENTER GROVE BUT TO PLAY AT CARAMEL WE PLAYED IN SEMI STATE AND IT SEEMED LINE IT WAS A HOME GAME, THE AMOUNT OF A SUPPORT WE HAD FROM PARENTS AND INSTITUTES WAS OVERWHELMING AND I THOUGHT PROPELLED US, IT MADE IT FEEL LIKE A HOME GAME IN THE SEMI-STATE GAME AND WE'VE HOSTED THE LAST TWO STATE CHAMPIONSHIPS AND 2018, ALL YOU WILL THREE THAT WE'VE WON HAS BEEN AT HFC HIGH SCHOOL. >>> AND HERE'S A PICTURE OF OUR 2022 STATE CHAMPIONSHIPS AGAIN BACK TO BACK, AND WE'VE WON THREE OUT OF THE LAST FOUR AND I THINK IT'S A TESTAMENT TO KNOWLEDGE THE PLAYERS THAT YOU HAVE IN FRONT OF YOU BUT TO THE PARENTS CAN THE COMMUNITY. WE HAVE A TREMENDOUS YOUTH PROGRAM RUN BY TREMENDOUS MEN AND PARENTS AND THEY DO A GREAT JOB AND MAYBE OUR JOB JUST THAT MUCH MORE GRATIFYING AND THAT MUCH EASIER. SEW SO YOUR 2022 STATE CHAMP CH. >>> THANK YOU SO MUCH. I LOVE TO HEAR FROM SOME OF THE PLAYERS ON YOUR EXPERIENCE AND HOW YOU GOT INTO LACROSSE AND STARTED PLAYING. >> HI, JUST TELL US YOUR NAME AND WHAT GRADE YOU'RE IN AND HOW YOU GOT STARTED IN THE SPORT. >> MY NAME IS GARRETT SMITH I JUST GRADUATED FROM HF, HOW I GOT STARTED IN THE SPORT? SO I PLAYED THIRD GRADE BASKETBALL AND ALSO QUINNTY WAS ON MY TEAM CAN WE HAD A TEAMMATE NAMED KEVIN AND HIS DAD WAS FROM THE EAST COAST AND HE GOT US HOOKED ON LACROSSE THROUGH [00:10:04] BASKETBALL BECAUSE HE SAW HOW WE PLAYED BASEBALL AND SAID THOSE ARE LACROSSE PLAYERS. >>> THAT'S INCREDIBLE, SO WHAT'S BEEN YOUR EXPERIENCE WITH THE TEAM AND THE GROWTH THAT YOU'VE SEEN. >> HONESTLY IT'S HARD TO PUT INTO WORDS BECAUSE IT'S JUST A BROTHERHOOD AND A FALL. LIKE, THIS HAS BEEN THE BEST FOUR YEARS OF MY LIFE SO FAR JUST BECAUSE EVERY SPRING AND OFF SEASON I CAN JUST CONNECT WITH ALL THESE GUYS AND THE NEW GUYS COMING IN AND I FORMED SOME UP BREAKABLE BONDS THROUGH HIGHH SCHOOL LACROSSE WITH PARENT AND TEAMMATES AND I'LL NEVER FORGET THESE GUYS AND THIS TRULY IS A FAMILY. >> GARRETT YOU'RE A PRETTY HUMBLE YOUNG MAN, WOULD YOU LIKE TO TELL THE BOARD -- I KNOW A LITTLE BIT AROUND YOUR STATE WINNING GAME AND HOW YOU PLAYED AND HOW THAT GAME WENT FOR YOU. I KNOW IT TAKES TEAM EFFORT. >> I WOULD SAY IT WAS ONE OF OUR MOST COMPLETE GAMES AS A TEAM FOR SURE BECAUSE. >> DID YOU HAPPEN TO SCORE ANY GOALS IN THAT GAME? >> YEAH IN MY FIRST YEAR I HAD SICK GOALS ONE ASSIST. >> CONGRATULATIONS. >> TEAM WINS, COUPLEDN'T HAVE DONE IT WITHOUT ALL THESE GUYS. >>> SO HOW MANY OF YOU ARE SENIORS AND FOR THE SENIORS AREE YOU GOING TO FIGURE â– OUT A WAY O CONTINUE TO HAVE LA CROSS THIS YOUR ACTIVITIES? >> SO WE HAD LIKE, IN THE SENIORS -- LIKE, THROUGH COLLEGE -- >> THE ONES THAT HAVE LEFT, IF YOU'RE GOING TO KEEP PLAYING. >> A LOT OF THE GUYS HO GRADUATED ARE GOING ON AND DOING THEIR OWN THING, IT'S ME AND ANOTHER SENIOR WHO ARE CONTINUING ON, HIS NAME A MIKE, HE'S GOING TO LANDER UNIVERSITY IN SOUTH CAROLINA, SO HE'S GOING TO GO PLAY AND THEN I'M GOING TO GO PLAY AT OHIO WES LAYAN. >>> CONGRATULATIONS. >> THANK YOU. >>> ID HAVE NEVER WATCHED A LACROSSE TEAM BEFORE, MY DAUGHTER PLAYS SOCCER SO I SEE THEM PRACTICING ALL THE TIME SO I HAD NEVER GONE THE A GAME AND ON GRADUATION DAY SUZANNE INVITED ME TO GO TO THE GAME SO I HAVE AT YOUR STATE CHAMPIONSHIP GAME AND IT WAS AMAZING, OUR ATHLETIC DIRECTOR EXPLAINED THE GAME TO ME BECAUSE I'M A SOCCER PLAYER BUT IT WAS REALLY COOL TO SEE ALL THE STUDENTINGS SO EXCITED AND TO WATCH YOU PLAY, I FEEL REALLY LUCKY THAT THAT WAS MY FIRST EXPERIENCE WATCHING LA CROSS BECAUSE CROWD DID A FANTASTIC JOB. >> THE AMOUNT OF SUPPORT WE HAD WAS ABSOLUTELY UNBELIEVABLE FROM THE STUDENT AND THE PARENTS. >>> COACH BEESLY -- CAN WE ASK THE COACH A COUPLE QUESTIONS. >> OF COURSE. >> FIRST OF ALL I HAVE TO COMMENT YOU ON A WONDERFUL SLIDE SHOW. HAS ANY TYPE OF PROPOSALS BEEN COMMUNICATED WITH YOUR ATHLETIC DIRECTOR CAN PARENTS TO PUT FORTH WHAT HF AS A DISTRICT CAN DO TO HELP SUPPORT A LITTLE FURTHER? LIKE, BUS SUPPORT OR HELP WITH SOME OF THESE THINGS? >> I TALKED TO JEFF ABOUT IT I HAVE SHOT TALKED TO OUR ADMINISTRATION OR OUR ATHLETIC DIRECTORS: IN TERMS OF BUS SUPPORT OR BEING A VARSITY CLUB VERSUS SCHOOL FUNDED, OUR GOAL IS TO BE JUST LIKE EVERY OTHER VARSITY SPORT. I THINK WE DO A GOOD JOB OF REPRESENTING H HEALTH HFC WELL D THEY'RE PROUD TO BE ROYALS. >>> I DON'T KNOW -- MAYBE COACH SELF DOES TOO ABOUT HOW MANY PLAYERS ARE IN OUR HFC PROGRAM,. >>> WE HAVE EXPERIENCED THAT WE HAVE DONE A JV ONE AND VV TWO, SO WE HAVE 60 PLAYERS ON OUR HIGH SCHOOL THAT PLAY LACROSSE AND I THINK FISHERS HAS ROUGHLY AROUND THE SAME, BETWEEN 50 AND -- 40 AND 50. >>> I WAS GOING TO ASK THAT SAME QUESTION, DUNE THEIR COMPARABLE AS FAR AS THE. A OF PLAYERS THAT FEET INTO THE TWO SCHOOLS. >> I THINK WE HAVE A FEW MORE [00:15:02] THAN FISHERS BUT WHEN YOU COUNT BOYS AND GIRLS AND OUR YOU'D PROGRAM HAS WELL OVER A HUNDRED STUDENT ATHLETES THAT ARE ALL FISHERS RESIDENTS THAT EITHER PLAY JUST LACROSSE OUR PLAY LACROSSE AS WELL AS BASKETBALL, SOCCER, OTHER SPORTS SO IT'S A GREAT CROSSOVER SPORT. THERE'S A LOT OF HOCKEY CONCEPTS, SOCCER CONCEPTS. >>> SO HOW MANY MANAGERS DO YOU HAVE? >> THIS YEAR SIX MANAGERS AND TEN COACHES SO WE HAD A BIG STAFF THIS YEAR. >> I'M ASSUMING FISHERS HAS SIMILAR. >> ABSOLUTELY AND THERE'S FOOTBALL PRACTICE, THE COACH GAS TI NO IS ONE OF OUR BIG SHOUT-OUTS. >>> THANK YOU. I PRISM KNOW AS I'VE FOLLOWED CLOSELY I WAS BLESSED TO HAVE MY OLDEST BE PART OF THE PROGRAM AND YOU WERE ONE OF HIS MENTORS SO YOU'RE A GREAT NOT JUST COACH BUT I KNOW THAT YOU ARE A MENTOR TO A LOT OF THESE BOYS WHO ARE BECOMING MEN AND YOU'RE A HUGE ASSET TO OUR PROGRAM SO WE VALUE YOU AND SAY THANK YOU TO THAT, AND MY DAUGHTER ABSOLUTELY LOVED BEING A MANAGER THERE AND GOT TO BE PART OF A STATE CHAMPIONSHIP WHICH HER BROTHER HAS ALWAYS WANTED TO DO AND I WAS BLESSED TO ANNOUNCE THAT GAME, SO VERY THRILLED THAT I GOT TO ANNOUNCE THAT GAME AND BE PART OF THE PROGRAM. SO THANK YOU FOR ALL YOU DO AND CONGRATULATIONS, GENTLEMEN. >>> I DID SEE THEY ADDED GYMNASTICS, IS THERE -- ALL THESE ISSUES THAT YOU BROUGHT UP WITH BASICALLY BECAUSE YOU'RE NOT AN IH.S.A.A. -- >> CORRECT, SO THEY HAVE A THING CALLED AN EMERGING SPORT, EMERGING SPORTS GIRLS WRESTLING AND BOYS VOLLEYBALL, WE ARE UNDER THE GUIDELINE OF THE IH.S.L.A. SO WE HAVE OUR OWN LACROSSE ASSOCIATION COMMITTEE WHICH I'M ALSO A PART OF AND FROM COPES COACHES AROUND THE AREA SO WE TRY TO ALIGN A LOT OF OR RULES WITH THE I HAD FELT S.A.A. BUT SINCE IT'S SUCH A GROWING SPORT WE HAD 65 PROGRAMS IN THE STATE OF INDIANA AND IN ORDER TO REALLY BE CONSIDERED TO BE AN IH.S.A. SPORT THE LITERATURE I READ WE HAD 406 HIGH SCHOOLS IN THE STATE AND YOU NEED 50 PERCENT OF THEM IN ORDER FOR THEM TO LOOK AT THAT. I DON'T KNOW HOW MANY YOU NEED TO BE AN EMERGING SPORT BUT THAT'S SOMETHING COACH SELF AND I TALK ABOUT, HOW DO YOU TREAT A TEAM THAT'S UNDER A DIFFERENT GOVERNING BOARD AND YOU DO ALL THE THINGS THAT ALL THE OTHER HFC ATHLETES DO, WE TRY TO DO EVERYTHING THAT IS THE IH. S.A.A. BUT WE FOLLOW THE IHSLA AS WELL T. >>> >>> AND I REMEMBER IT WAS EARLIER I THINK THIS SPRING WHEN THEY PUT OUT THAT THEY WERE ADDING GYMNASTICS AND GIRLS WRESTLING AND I TWEETED WHEN OR NOW DO LA CROSS BECAUSE I MEAN IT'S SO POPULAR UP HERE. >> I THINK WE'VE BEEN AROUND AS LONG AS OR LONGER THAN GIRLS WRESTLING IN THE STATE OF INDIANA. AND SO YEAH, I WOULD LOVE TO MOVE FORWARD WITH THE IH.S.A.A. I THINK THAT WOULD HELP US GAIN TRANS. >> AND DO YOU KNOW ARE THERE DISTRICTS THAT PAY FOR THE THINGS THAT YOU MENTIONED, THE BUSES THE UNIFORMS. >> SCIONSVILLE IS THE FIRST PROGRAM AND CARAMEL ADOPTED IT AND NOW CARAMEL IS UNDER THEIR ADMINISTRATION NORTH IN TERMS OY BUS AND UNIFORMS, SO CARAMEL AND SCIONSVILLE ARE THE TWO I CAN THINK OF, WEST FIELD IS STARTING TO GET MORE INVOLVED IN TERMS OF SCHEDULING AND AS WELL AS NOBLESVILLE SO IT IS A HAMILTON COUNTY THING. >>> YOU'VE MADE A VERY GOOD PRESENTATION AND I CAN UNDERSTAND WHY YOU WOULD WANT THAT, YOU BROUGHT SO MUCH DISTINCTION AND YOUR TEAMS HAVE BROUGHT SO MUCH DISTINCTION TO OUR COMMUNITY AND OUR DISTRICT, SO THANK YOU FOR -- I ECHO WHAT SUZANNE SAID, AND IT IS A WONDERFUL SPORT. MY KIDS DIDN'T PLAY BUT TWO EXCHANGE STUDENTS DID. >> . [00:20:03] >> HE WAS AN AWESOME ADDITION TO THE PROGRAM. >>> AND THANK YOU TO THE COACH FOR GIVING HIM THE EQUIPMENT HE NEEDED AND THE GIRL WE HAD TEXTED US TWO THE OTHER DAY SHE JOINS A LACROSSE TEAM IN GERMANY. >>> THAT'S AWESOME. THANK YOU. >>> CONGRATULATIONS AGAIN AND THANK YOU FOR ALL YOUR HARD WORK WITH THE STUDENT STUDENTS AND CONGRATULATIONS TO THE TEAM FOR ALL OF YOUR AWARDS AND YOU CAN SEE ALL AMERICAN PLAYERS AND THEN THE PLAY, OF THE GAME FOR THE STAGE CHAMPIONSHIP. SO CONGRATULATIONS, THANK YOU T. >>> WE'LL MOVE ON, ITEM NUMBER THREE IS PUBLIC COMMENT, WE DON'T HAVE ANYBODY SIGNED UP SO WE'LL SKIP THAT ONE AND NEXT UP [4. Consent Agenda] IS CONSENT AGENDA, BRAD I'M GOING TO ASK IF YOU CAN TURN ON YOUR VIDEO FOR THE REST OF THE MEETING SO WE CAN SEE YOU. MR. BOY CENTER TRAVELING FOR WORK SO HERE'S ATTENDING VIA ZOOM BUT HERE'S ON THERE VIA AUDIO SO HE CAN VOTE. SO CONSENT AGENDA, AGAIN, MONDAY NIGHT'S BOARD MINUTES, CLAIMS AND PAYROLL THAT WE HAVE TO PAY. WE HAVE THE PUBLIC OFFICIAL BONDS AND POSITION BOND RENEWALS. THIS IS REQUIRED. IVELY READ THE PUBLIC COMMENT SO PEOPLE CONTENT SO PEOPLE AT HOME THAT MAY BE WATCHING CAN UNDERSTAND WHAT THIS IS. PUBLIC BOMBED ARE REQUIRED TO COMMENCE BY JULY 1 FOR 1 YEAR TERM. THESE NEW BONDS WILL BE EFFECTIVE JULY 1 OF THIS YEAR THROUGH JUNE 30 OF 2023 AND THE DISTRICT IS RECOMMENDING BONDS . . . >>> READING FROM DOCUMENT.] AND WE ALSO HAVE SOME ADMINISTRATION CONTRACTS ON THE CONSENT AGENDA AS WELL WHICH ARE JUST RENEWALS. SO -- I DON'T KNOW WHY I JUST TURNED THAT OFF. I KNOW A COUPLE OF THESE THINGS ARE STILL STANDARD AT THIS TIME OF YEAR, BUT AREN'T NECESSARILY ON THE CONSENT AGENDA EVERY MEETING SO I WANTED TO POINT THOSE OUT BUT IF ANY BOARD MEMBERS HAVE QUESTIONS OBVIOUSLY FEEL FREE TO ASK. DO I HAVE ANY QUESTIONS OR COMMENTS ABOUT THE CONSENT AGENDA? HEARING NONE I WOULD ASK FOR OUR -- >> I MOVE TO SPEAK TONIGHT. >> I MOVE THE CONSENT AGENDA AS PRESENTED. >> CAN I ASK -- I'M SORRY. JUST ONE QUICK QUESTION, HAS EVERYTHING THAT'S ON OUR CONSENT AGENDA AND OUR PAYROLL, LIKE THE BILLING AND EVERYTHING, HAVE ALL THOSE BEEN ISSUED ALREADY? >> KATIE -- IS YOUR MIC WORKING? [00:25:10] CAN YOU COME UP? SORRY. >> AND I'M NOT TALKING ABOUT PAYROLL IN ANY WAY, I'M TALKING ABOUT THE CLAIMS AND BOARD CHECKS AND ALL THE PAID THINGS THAT ARE IN THAT WHOLE THING, HAVE WE ALREADY PAID THOSE. >> NO, THE DOCKETS ARE SEPARATED BASED THERE ARE SOME THINGS THAT WE PAY WEEKLY, FOR EXAMPLE, BILLS FOR WORKERS' COMP, IF YOU REMEMBER WE HAD A POLICY SO WE COULD PAY WORKERS' COMP CLAIMS WEEKLY, UTILITY BILLS, THINGS THAT MIGHT REQUIRE A LATE FEE, THE THINGS THAT ARE IT'S THAT ARE ALREADY APPROVED PER POLICY THAT WE CAN PRE-APPROVE, EVERYTHING ELSE IS IS ISSUED AND AWAITING RELEASE UPON APPROVAL. >> OKAY, THANK YOU, KATIE I APPRECIATE IT. >>> I HAVE FIRST, DO I HEAR A SECOND? >> I'LL SECOND. >> I HAVE A FIRST FROM SARAH DONSBACH, A SECOND FROM MICHELLE FULLHART. >>> ROLL CALL VOTE. >>> MOTION PASSES 6-1. >>> SORRY, GO AHEAD. >>> WELL, SORRY KAREN, WE GET TO PUT THE SPOTLIGHT ON YOU. SO I'M HAPPY THE INTRODUCE KAREN OGDEN OUR NEW DIRECTOR OF NUTRITION AND FOOD SERVICES. >>> SHE'S COME BACK ALL WEEK SO WE'RE EXCITED ABOUT THAT. SO I'M ALSO HAPPY KAREN GRADUATED FROM PURDUE WHICH I THINK IS FANTASTIC. HAS SETTLEMENT HER WHOLE CAREER THAT INDUSTRY BUT THE LAST 15 YEARS WITH A PRIVATE FOOD SERVICE MANAGEMENT COMPANY AND MOST RECENTLY AT THE WESTFIELD WASHINGTON SIDE SO SHE HAS AN AN EXTENSIONIVE BACKGROUND AND I KNOW SHE'S GOING TO HANDLE IT JUST FINE HERE, HAS LIVED IN THEY BELIEVESVILLE FOR 18 YEARS, HAS A NICE BIG BLENDED FAMILY, AND SO A PARTRIDGE AND A PEAR TREE BUT WHAT WEARIFUL EXCITED AND I KNOW I AM AND DR. KEGLY HAS EXPERIENCE WITH CULINARY ARTS WHICH I THINK WE ALL WILL LOVE TO HEAR AND SEE, DON'T WORRY THAT'S NOT UNTIL NEXT WEEK, BUT ALSO THAT INNOVATIVE STYLE AND I WAS LAUGHING WHEN SHE CAME HERE AND SHE WAS LIKE, YOU HAVE A GREAT KITCHEN, WERE YOU USING IT TO TEST OUT MENU ITEMS, SO WE'RE EXCITED TO HAVE HER. >>> CONGRATULATIONS AND WELCOME TO HF. DOES ANY OTHER BOARD MEMBER? >> I WORKED YESTERDAY WITH FOOD DISTRIBUTION AND THERE'S A CAFETERIA MANAGER THAT WORK THERE AND SHE'S BEEN WHO ARE YOU GOING TO HIRE? I SAID WE HIRE SOMEBODY AND I HOSPITAL MET YOU AND SHE WAS LIKE, I MET HER AND SHE'S AMAZING SO I'M VERY EXCITED ABOUT, SO THANK YOU. >>> ITEM AND I'M EXCITED TO SEE YOU TOO. WHEREABOUT ARE YOU FROM CHICAGO? >> GLEN ELLEN. >> I GREW UP THERE, SO WELCOME. >>> AND OF COURSE I'VE ALREADY SAID MY WELCOME, WE ARE THRILLED TO HAVE YOU HERE. >> CONGRATULATIONS AND WELCOME TO THE FAMILY. >>> AND WE WILL MOVE ON TO [5. Information Items] INFORMATION ITEMS FIRST UP WE HAVE THE STOP REPORTING SYSTEM PRESENTATION AND WE HAVE JIMMY LAKE AND MIKE JOHNSON. SORRY, I WAS LOOKING OVER HERE AND DIDN'T SEE YOU. >>> GOOD EVENING DR. STOKES AND BOARD MEMBERS. MIKE JOHNSON, DIRECTOR OF SCHOOL SAFETY. AND I WOULD LIKE TO PRESENT TO YOU THE STEPSON IT APPLICATION. THE STOP IT APPLICATION A SEASON ANONYMOUS REPORTING SYSTEM THAT [00:30:02] WILL REPLACE OUR CURRENT ANONYMOUS REPORTING SYSTEM APPLICATION WHICH IS CALLED NAVIGATE 360 P THREE WHICH IS BRANDED AS HFC REPORTING. THE STOP IT APPLICATION IS FUNDED THERE YOU HAD A GRANT PROVIDED BUT CENTRAL INDIANA EDUCATIONAL SERVICE CENTER, THE PRESIDENT CLINTON IS PAID FOR THROUGH YOUNG 2024 WITH MORE FUNDING LIKELY TO OCCUR AFTER. JUSTIFIES, A GRAPHICAL USER INTERFACE WILL REMAIN THE SAME. USERS WILL SEE THE BRANDED PORTION. ON A BACK END THAT'S WHAT'S CHANGING IS THE ENGINE. THE GOAL IS TO INCREASE THE SPEED OF NOTIFICATION TO A LIVE PERSON. SYMPTOM IT IS USE IN A LOT OF AREAS, EDUCATION, PUBLIC SAFETY AND NORTHBOUND A WORKPLACE, AS WHY SEE IT IS MOSTLY HUGE EDUCATION SPACE WHICH IS GREAT. MIKE WILL NOW TALK ABOUT OUR STATS FROM LAST YEAR, TIPS AND ALSO HOW TO DOES STOP I WOULD WORK, AND BY THE WAY HE DID A GREAT JOB RESEARCHING THIS, THIS IS BEFORE I STARTED SO HE HAS THE FLOOR. >>> . >>> THANK YOU, SIR. LET'S GO TO THE NEXT SLIDE, JUST SOME NUMBERS IN TERMS OF THE LAST SCHOOL YEAR. DURING THE 2021/22 SCHOOL YEAR I RECEIVED 1,001 TO SEVEN TIPS THROUGH THE REPORTING SYSTEM AND IF YOU'RE FAMILIAR WITH THAT THE BACK SIDE OF THAT SYSTEM WAS A SYSTEM CALLED P THREE TIPS, OF THOSE 950 OF THEM WERE GENERAL TIPS SO A KID WOULD SEND IN A TIP THAT THERE'S A VAPING SITUATION IN A BATHROOM OR MAYBE THEY DIDN'T APPRECIATE THE LUNCH MEN YOU THAT DAY, BUT WE DO GET A LOT OF TIPS THAT ARE THINGS THAT STUDENTS THINK THEY WANT US TO BE AWARE OF. HOW FAR 177 OF THOSE TIPS WERE WHAT WE CONSIDER LIFE SAFETY TIPS SO THAT'S NEARLY ONE OUT OF EVERY DAY OF THE SCHOOL YEAR WHICH THOSE THINGS ARE GOING TO CONSIST OF THREATS AND SUICIDAL IDEATION, THEY'RE GOING TO CONSIST OF KIDS IN UNITED STATES SO IT'S THOSE 177 TIPS WE FELT LIKE WE NEEDED TO MAKE SOME IMPROVEMENTS AND THAT'S WHY WE'RE HERE TONIGHT. BEFORE WE KIND OF WEB DOW JONES DOWN THIS ROAD WE TALKED TO A LOT OF DISTRICTS THAT WERE USING THE TOP IT APP AND THEIR EXPERIENCE HAS BEEN POSITIVE IN TERMS OF HOW IT INTERFACES WITH THE COMMUNITY. FIRST IT'S KIND OF WHAT IS IT, SO AS GYMNY MENTIONED THIS IS NOT SOMETHING NEW, WE HAVE HAD A ANONYMOUS REPORTING IS FOR A LONG TIME. WHAT WE HAVE IS A TWO WAY SYSTEM, WHICH MEANS WE CAN COMMUNICATE BACK AND FORTH WITH THE TIPSTER BUT THIS INCLUDES A COUPLE FEATURES, THE SECOND SECTION THERE MENTION IT IS 24/7 , 365 CONTINUE, SO CURRENTLY WE HAVE A SYSTEM THAT IF SOMEONE SETTLEMENTS US A TIP WE RECEIVE AN E-MAIL, THE CONCERN IS IF THAT E-MAIL COME IN AT 2:00 O'CLOCK NORTHWESTERN WE DON'T SEE IT UNTIL SOMEBODY SEES IT WHEN THEY COME TO WORK IN THE MORNING. THE NEW SYSTEM SYSTEM IS MONITORED 24/7 BY THE STOP IT ORGANIZATION AND THEY WILL ACTUALLY INTERFACE WITH STUDENTS WITHIN TWO OR THREE MINUTES OF THE TEN COMING IN NO MATTER WHAT TIME OF DAY. ARRESTST THE THE AFTER HOURS SITUATIONS WHERE WE JUST NEEDED TO BE QUICKER, YOU ALSO SEE THE CRISIS TEXT LINE, THE APP HAS THE ABILITY TO -- SOMEONE THAT'S HAVING ISSUE WITH PERHAPS SUICIDAL IDEATION OR MENTAL HEALTH ISSUES THEY CAN TAP ON A THE CRISIS TEXT LINE AND THAT WILL BRING UP A COUNSELOR THEN CHAT WITH. ANOTHER THING THIS SYSTEM HAS A VIDEOS ABOUT THINGS LIKE BULLYING AND CONFLICT RESOLUTION. WORKED CLOSELY WITH FOLKS IN TEACHING AND LEARNING AND ON THE MENTAL HEALTH SIDE AS WELL BECAUSE WHEN THESE TYPE OF THINGS OCCUR HER TALE IS GOING TO BE LOOPED INTO THIS AND THAT KIND OF SNEAK PEEK INTO SOME OF THE OTHER THINGS WE'RE WORKING ON, MAY INVOLVE SORT OF OUR [00:35:05] THREAT ASSESSMENT TEAMS, AND THIS IS ABANONYMOUS REPORTING SYSTEM IS CRITICAL TO THINK SORT OF SCHOOL SAFETY ECOSYSTEM AND THIS IS THE DIRECTION WE'RE HEADED. SO HOW IT WORKS, WE HAVE A MOBILE APP. EVERYONE WILL HAVE ON A MOBILE DEVICE OF THEIR CHOICE, IF IT'S A SCHOOL DEVICE AND TOM CAN CORRECT ME IF I'M WRONG, BUT IF IT'S A SCHOOL DEVICE THE OLD WATCH WILL BE ARE PLACED WITH THE NEW ONE, AND THE WEBSITE ARK NEW LINK WILL BE ADD TO THE WEBSITE, AGAIN, NO ACTION TAKEN. SO THERE'S GOING TO BE A LITTLE BIT OF MARKETING ON OUR END TO MAKE SURE THAT WORD GETS OUT AND IF THINGS GO ACCORDING TO PLAN IF SOMEONE OPENS THE OLD APP A MESSAGE SHOULD POP UP THAT WILL SAY GO TO THE NEW ONE. AND WE HOPE TO HAVE THIS ROLLED OUT BEGINNING OF THE NEW SCHOOL YEAR, THERE'S ALSO A TELEPHONE HOTLINE, I DON'T KNOW IF ANYONE WILL USE IT. THE INCIDENT MONITORING CENTER IS IS THERE 24/7 FOLKS THAT HAVE THE ABILITY TO MANAGE AND RESPOND AFTER ADMIN WORKING HOUR AND THEN THE OTHER PIECE THAT'S INTERESTING IS THE REPORTS MANAGEMENT PIECE WHERE WE CAN GO IN AND KEEP TRACK OF THE ACTIONS THAT WERE TAKEN AS WE ARE DEALING WITH PRIMARILY THE LIFE SAFETY TIPS, BUT REALLY ANY TIP SO WE CAN KEEP A RECORD OF WHAT WE'RE DOING, AND I'M WORKING ON WAYS TO LINK THAT TO SOL OTHER SAFETY COMPONENTS THAT WE HAVE IN PLACE. SO THAT'S A SUMMARY OF HOW IT WORKS AND WHAT IT IS AND IF THERE ARE ANY IF QUESTIONSIVELY BE HAPPY TO ANSWER THEM. >>> DOES IT HAVE A TRANSCRIPT, SO WHEN SOMEONE -- IS IT CALLED TEXT A TIP? >> THAT WAS AN EARLIER ITERATION BUT SAME CONCEPT. >> SO IF A STUDENT DOES -- BECAUSE I TRIED IT ONCE TO GO THROUGH THE PROMPTS, I DIDN'T REPORT ANYTHING AND IT REQUIRED YOU -- YOU DON'T HAVE TO PUT YOUR NAME BUT YOU PUT THE LEVEL OF WHAT YOU ARE SAYING AND PUT THE INFORMATION AND YOU CLICK IT. I DIDN'T CLICK BUT I GOT TO READ THAT SO GOING FORWARD I GUESS MY QUESTION IS IF IT'S ANONYMOUS, BUT WE'RE LISTENING OR THE PERSON TALKING AND IT'S SOMETHING SEVERE AND THEY HANG UP ON YOU DO WE HAVE A CONNECTION TO BE ABLE TO SAY HEY WE NEED TO REACH OUT TO THIS SOMEHOW? >> YES, SO THAT'S THE TRICK BECAUSE WE WANT THIS TO BE ANONYMOUS SO WE GET THE REPORTS SO THERE'S NO WAY FOR US TO TRICK THE SYSTEM CAN SAY IT'S ANONYMOUS UNLESS WE DON'T WANT IT TO BE. THERE IS AN OPPORTUNITY IF WE HAD TO GET INTO SOMETHING THERE ARE OPTIONS WE WOULD HAVE TO INITIATE PROBABLY A SUBPOENA, SO IT IS SIGNIFICANTLY THOMAS ANONYMOUS. THE WAY THIS SYSTEM WORKSHEET THAT I THINK IS AN IMPROVEMENT IS THE FEEL IS VERY MUCH LINE TEXT MESSAGING SO THE TOTALITY OF THE TEXT BUBBLINGS POP UP BACK AND FORTH AND IDEALLY THE BUILDING LEVEL BUZZ THEY KNOW THEIR KIDS SO THE BILLION LEVEL MAY ENGAGE AND AS THE BUBBLES POP BACK AND FORTH A LOT OF TIME WE'LL SIMPLY SAY THIS IS PRETTY IMPORTANT, CAN YOU CAN DOWN AND CHAT WITH U.S. AND NINE TIMES OUT OF TEN THEY DO BUT IF THEY DON'T AND IT'S SERIOUS THERE ARE STEPS WE CAN TAKE, BUT THE NOT ONLY PART IS IMPORTANT. >>> AND WITH WHETHER IT'S TEXTER E-MAIL WE HAVE A TRANSCRIPT THAT GIVES THAT TIMING. >> ABSOLUTELY AND. >> IF I UNDERSTOOD CORRECTLY INSTEAD OF IT WAITING UNTIL THE NEXT DAY IT WILL BE AN ALERT SO IF IT'S ONE NORTHWESTERN AND LIKE UH-OH. >> IT'S A PHONE CALL. THEY WOULD CALL ME AND WAKE ME UP. >>> GREAT INFORMATION AND THANK YOU FOR SHARING. >>> SO THE REPORTED APP WILL IT LOOK LIKE THAT? >> IT WILL LOOK LIKE THAT GYRE POWERED BY WHATEVER PUNISHING THREE BUT IT WILL BE POWERED BY STOP IT. A QUESTION ABOUT LIKE SUZANNE SAID YOU CAN PICK A SCHOOL, LET'S SAY AT NOON THERE'S A TIP FOR FISHERS HIGH SCHOOL DOES IT GO TO YOU AND FISHERS HIGH SCHOOL? >> IT WILL GO TO ME AND THE SROS AND THE ADMINISTRATIVE TEAM AND [00:40:05] AT SOME POINT I HOPE TO INCLUDE THE THREAT ASSESSMENT TEAM. SO THERE WILL BE A LOT OF PEOPLE AT THAT BUILDING THAT WILL BE ALERTED TO THE IN COMING TIP. NOW, DEPENDING ON THE TIP IF IT'S ONE OF THOSE LIFE SAFETY IT'S GOING TO COME TO MORE PEOPLE. IT MAY NOT GO TO THE SROS IF IT'S DEALING WITH THE PLAYS THE FOOTBALL CALLED THAT NIGHT. >> TEMPERATURE OF THE LUNCH FOOD AND I JUST LOOKED AT THE APP STORE AND THERE IS A STOP IT APP, WILL THERE BE AN ACTUAL HFC STOP IT WATCH? >> YES, IT WAS IMPORTANT TO ME TO MAINTAIN -- THERE'S A STOP IT APP, MANY DIRECTORS JUST USE THE TOP IT APP. BUT IT WAS IMPORTANT TO ME TO HAVE THE H HEALTH CARE REPORTED LOGO SO WE WILL HAVE OUR OWN, NOW, I'M RELATIVELY CERTAIN IF SOMEBODY ASKS -- WE'LL HAVE A CODE AND IF THEY ENTER OUR CODE IT WILL STILL WORK BUT THE IDEA IS FOR IT TO DOWNLOAD OUR APP SO IT'S OUR REPORTED APP THAT'S ON THEIR SCREEN. >> OKAY, ANOTHER QUESTION YOU MAY OR MAY NOT KNOW THE ANSWER BECAUSE YOU TOO HAVEN'T BEEN AN ENTIRE YEAR BUT HOW DO WE MARKET THIS TO OUR STUDENT POPULATION TO MAKE SURE THEY DOWNLOAD IT JUST IN CASE THEY MIGHT NEED IT? >> AS WE PUSHED IT OUT ABOUT IDEAS AND ABOUT TRAINING STUDENTS PERFORM ABOUT THE PROPER USE OF THE SYSTEM, SO STOP IT HAS SOME CANNED VIDEOS AND I THISTLE GOING TO MAKE ONE OF MY OWN, BUT WE'RE GOING TO GUILT SOME OF THE INFORMATION OUT IN TERMS OF VIDEO TRAIN AND I ENVISION IT AS A FIRST DAY OF SCHOOL EVERYBODY GET YOUR PHONE OUT DURING AN ASSEMBLY AND WE HAVE POSTERS AND WE'LL DO E-MAIL THROUGH PARENT SQUARE TO GET THE WORD OUT. >>> I THINK IT'S IMPORTANT PARENTS HAVE IT DOWNLOADED TOO. >> WE DO GET A GOOD AMOUNT OF TIPS FROM PARENTS. >>> DID I HEAR YOU CORRECTLY THIS IS NO COST TO US BECAUSE IT'S PAID FOR THROUGH A GRANT. >> YES CORRECT, WE WERE ABLE TO LOCATE A GRANT AND THEY ARE GOING TO PAY FOR THE WHOLE THING FOR ALMOST THREE YEARS. >>> DO YOU SEE ANY UPLOAD OR CHANGE? IS IT SOMETHING THAT WILL UPDATE EVERY YEAR OR IS IT JUST LIKE ANY OTHER APP AND THEY'LL SEND HAVE YOU UPDATES? >> YES. >> AND I WAS GOING TO MENTION THIS TO EMILY, IS THIS SOMETHING -- I KNOW CANVASS THEY HAVE THE CLASSES AND THEY EACH YEAR, I'M SPEAKING HIGH SCHOOL, THE STUDENTS GET THE NOTES THAT THEY THEY CAN LOOK AT THINGS, WILL THAT GO THROUGH THERE TO KNOW THAT THEY'LL NEED TO SEE THIS IS THIS OR DOES ANYBODY KNOW? >> STOP IT IS -- ARE YOU SAYING WOULD IT GO THROUGH THE STOP IT -- >> YES, FOR EXAMPLE THIS IS A NEW THING THAT'S COMING AND I KNOW THROUGH THEIR CANVAS WE HAD A CONVERSATION WHERE -- >>> SO I WAS MAKING A POINT TO SAY INSTEAD OF IT JUST BEING ON SKY WORD I WOULD RECOMMEND THAT IT'S SOMEHOW CONNECTED TO CANVAS. >> I THINK THAT WE WILL TALK TO JEFF -- I KNOW HE'S NOT HERE BUT -- >> WE CAN PROBABLY PUT IT ON THE CANVAS PAGE ON THE HOME LANDING PAGE AND PROBABLY EVERY SCHOOL WILL PUT IT -- WE'LL PROBABLY PUT A LINK ON EVERY WE ARE SITE WEBSITE. >>> YOU MENTIONED YOU WERE PROBABLY GOING TO MARKET IT HEAVILY AT HIGH SCHOOL, I FEEL LIKE IT'S DEFINITELY IN THE PAST BEEN HEAVILY MARKETED AT HIGH SCHOOL BUT UPPED TO ADVOCATE FOR ALSO THE INTERMEDIATE AND JUNIOR HIGH, MY PERSONAL EXPERIENCE WAS MY DAUGHTER DIDN'T KNOW ABOUT IT AND THERE WAS AN INCIDENT AND I SAID LET'S DOWNLOAD HFC REPORT IT SO I DO THINK IT'S IMPORTANT FOR FAMILY TO KNOW, BUT I THINK THE JUNIOR HIGH AND INTERMEDIATE STUDENTS ARE JUST AS CAPABLE AND NEEDS THAT KIND OF EXPERIENCE TO GET USES TO THE PROCESS OF HERE'S WHAT YOU CAN DO WHEN YOU [00:45:01] SEE SOMETHING YOU BE UNSAFE AND IT THINK IT TIES IN WITH WHAT BROOKS' TEAM IS DOING. >> I WILL TAKE THAT TO HEART. >>> WHEN UNDERSAY THIS WOULD GO LIVE? >> ANY DAY, WE'RE HOPING TO HAVE IT LIVE BY THE START OF THE SCHOOL YEAR. SO IT'S HAPPENING AS WE SPEAK. >>> AND WE DO NOT NEED TO VOTE ON THIS. >> THIS IS JUST INFORMATION. >>> THANK YOU SO MUCH. THANK YOU FOR ALL YOUR WORK ON THIS, THIS IS HUGELY IMPORTANT. >>> NEXT UP EXCEPTIONAL LEARNERS UPDATE WITH AMY. >>> GOOD EVENING. >>> HELLO, SO I'M HOAR TONIGHT TO GIVE YOU AN UPDATE ON OUR EXCEPTIONAL LEARNERS DEPARTMENT SO I WANT TO THANK YOU, IT HAS BEEN AN HONOR AND PLEASURE TO BE HERE AND I COULD NOT BE MORE EXCITED TO SPEAK WITH YOU AGAIN TODAY, SO FOR ME IT'S IMPORTANT TO START OUT WITH UNDERSTANDING THE PURPOSE OF SPECIAL EDUCATION AND SO SOL QUOTES THAT I FEEL ARE IMPORTANT TO SHARE ARE WHAT IS SPECIAL EDUCATION? WHAT DOES IT MEAN AND WHAT IMPLICATIONS DOES THAT HAVE FOR US IN OUR SCHOOL SYSTEMS AND WE KNOW THAT ALL MEANS ALL SEW MAKING SURE THAT WE ARE SERVING ALL OF OUR ASSUMES SO WE KNOW THAT SIMPLY ATTITUDES ABOUT PEOPLE WITH DISABILITIES IS VERY IMPORTANT AND THEREFORE THE ATTITUDES THAT OUR EDUCATORS HOLD HAS A MAJOR IMPACT ON THEIR ABILITY TO ACHIEVE IN THE CLASSROOM. AND IT'S ALSO IMPORTANT FOR US TO REMEMBER THAT STUDENTS WHO HAVE DISABILITY ARE GENERAL EDUCATION STUDENTS FIRST. THEY HAVE A RIGHT TO BE EDUCATED IN A CLASSROOM, THEY JUST SO HAPPEN TO HAVE AN ADDITIONAL SUPPORT PLAN. WHEN WE TALK ABOUT WHAT IS SPECIAL EDUCATION, IT'S ABOUT PROVIDING SPECIALLY DESIGNED SUPPORTS FOR STUDENTS AND AT TIMES MINIMIZING THE IMPACT OF THEIR DISABILITY, SO IF YOU THINK OF GLASSES SOMEONE MAY HAVE HAVE A DISABILITY WHERE THEY'RE UNABLE TO SEE WELL BUT WITH GLASSES IT MINIMIZES THE IMPACT OF THEIR VISION DEFICIT SO I LOVE TO SHOW THIS NEXT GRAPHIC AND SO I APOLOGIZE TO THOSE WHO HAVE SEEN IT BEFORE. IT SUPS UP AND GIVES A GOOD PUSH OF WHAT DO WE MEAN BY ALL MEANS ALL AND SO I APOLOGIZE FOR READING BUT I'LL READ THE QUOTESES HERE FOR THOSE WHO IT MAY BE TOO SMALL FOR. SO YOU CAN SEE THAT THERE'S A PERSON WHO USES A WHEELCHAIR HO SAYS COULD YOU PLEASE SHOVEL THE RAMP, AND THE PERSON SHOVELING THE STEPS SAYS WHEN I GOT CLEAR SHOVELING OFF THENNIVELY CLEAR THE RAMP, SO HAVING IS THAT MIND SET ABOUT HOW DO WE DESIGN OUR CLASSROOMS SO EVERYONE HAS ACCESS TO THE CONTENT OF INSTRUCTION. ER JUST LOVE TO SHARE THAT SO WHEN WE'RE TEACHERS AND WE'RE IN THE CLASSROOM, HOW DO WE CLEAR THE RAMP FIRST SO THAT EVERYONE CAN ACCESS VERSUS PROVIDING OPPORTUNITIES WHERE MAYBE ONLY SOME STUDENTS ARE ABLE TO ACCESS IMMEDIATELY. JUST TO MAKE SURE THAT WE ALL HAVE A BASIC UNDERSTANDING OF WHAT WE'RE TALKING ABOUT I WANTED TO OUT LINE THE LAWS THAT DICTATE WHAT WE HAVE TO DO IN OUR SCHOOLS SO THERE ARE TWO FEDERAL LAWS ONE BEING THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT AND THAT IS THE SPECIAL EDUCATION PARKING LOT SO THE SECOND PART OF THAT IS SECTION 504 AND THAT IS A -- IT ALLOWS FOR PROTECTION AGAINST DISCRIMINATION BUT IT ALSO FIRSTS AS ALLOWING FOR PEOPLE WITH DOUBLES TO MAKE SURE THEY HAVE THE SAME ACCESS TO EDUCATIONAL STUDENTINGS AS ALL STUDENTS ARREST SO. IN OUR STATE THE SPECIAL EDUCATION LAW IS ARTICLE SEVEN AND IF YOU HAVE INTEREST IN READING THE LAW WE HAVE LINK ON OUR WEBSITE. [00:50:04] SO WHEN WE THINK ABOUT OKAY, HA DOES THIS MEAN FOR US IN OUR WHICH YOU REMEMBER COMMUNITIES AND SCHOOLS SO THIS IS A GRAPHIC TO EXPLAIN THAT, SO IN THE BIGGEST CIRCUMSTANCE WE HAVE THE AMERICAN WITH DISABILITIES ACT AND THAT GOVERNS EVERYTHING THAT FALLS UNDER IT SO WHEN WE HAVE SECTION SECTION 504 THAT'S SCHOOL FOCUSED SO FUN ABOUT THE BUTTONS TO OPEN DOOR AND SO WHEN WE GET TO THE SPECIFIC CHILD LEVEL AND DEVELOPING AN INDIVIDUALIZED PLAN, FOR THOSE OF US THAT LOVE NUMBERS OUR POPULATION WE HAVE 10.3 PERCENT OF OUR STUDENTINGS WHO HAVE IEPS. THE STATE AVERAGE IS CURRENTLY 15.5 PERCENT, AS FAR AS STUDENTS WHO HAVE 504 PLANS WE ARE AROUND FIVE PERCENT WITHIN SCHOOL DISTRICT AND UNFORTUNATELY THE STATE AVERAGE ISN'T READILY AVAILABLE. >>> AND THAT'S THROUGH THE WHOLE SCHOOL DISTRICT? >> TO CLARIFY CAN YOU HAVE BOTH AN IEP AND A 504? CAN THAT NUMBER BE THE FIVE PERCENT BE INCLUDED IN THE TEN PERCENT. >> YOU CAN ONLY HAVE ONE OR THE OTHER BECAUSE BY HAVING A IEP YOU'RE COVERED UNDER THE SECTION 504. AND THEN SO WHEN A STUDENT EXITS SCHOOL IDEA AND YECHS ARE SPECIFIC TO K-12 EDUCATION SO WHEN THEY MOVE ON TO POST SECONDARY THAT IEP MAY CHAIN TO 504 PLAN. SO WHEN WE LOOK AT WHAT IS SPECIAL EDUCATION, HOW DOES A KIDDO QUALIFY ALL THAT INFORMATION THERE ARE 13 ELIGIBLE CATEGORIES AND IT IS ABOUT THED A V. IMPACT ON THEIR EDUCATION. THE INDIVIDUALIZES EDUCATION PLAN IT IS A WHERE I HAPPEN DOCUMENT, IT IS THE PLAN THAT TELLS EVERYONE INVOLVED IN THIS IS IT CHILD'S EDUCATION EXACTLY WHAT'S GOING TO HAPPEN DURING THE SCHOOL DAY, HOW IS THIS STUDENT PERFORMING, WHAT SPORTS DO THEY NATIONWIDE NEEDS. WHEN DEVELOPING AN IEP IT IS A PROCESS AND IT HAS TO GO IN ORDER BECAUSE THE SECTION BEFORE IMPACTS THE REST OF THE CONVERSATION AND SO IT'S VERY DATA DRIVEN AS FAR AS HOW ARE STUDENTS DOING IN SCHOOL AND THEN THERE ARE ADDITIONAL SUPPORTS IF THE STUDENT NEEDS SUPPORT WITH BEHAVIOR AND THEN ACCOMMODATIONS ARE THINGS THAT ALLOW THAT ACCESS TO AN ACCOMMODATION OF MAYBE EXTENDED TIME OR HAVING TEXT READ ALOUD AND HOW WE MEASURE THAT GROWTH DESIGNING ANNUAL GOALS AND THROUGH THOSE WE TALK ABOUT WHAT SERVICES WE PROVIDE AND WE TALK ABOUT WHERE DO WE PROVIDE THOSE SERVICES, SO AS A SCHOOL DISTRICT AND THIS IS REQUIRED BY LAW WE HAVE TO HAVE A CONTINUUM OF PLACEMENTS WITHIN YOU ARE DISTRICT SO WE DO HAVE SOME SPECIALIZED PROGRAMS THAT ARE NOT AVAILABLE AT ALL BUILDINGS SO I CAN UNDERSTAND SOMETIMES HOW THAT CAN BE FRUSTRATING FOR PEOPLE BUT WHEN WE THINK ABOUT ABOUT MAKING SURE WE HAVE THE BEST QUALITY SERVICES POSSIBLE WE HAVE TO HAVE THOSE RESOURCES IN CERTAIN SETTLINGS. >> CAN I ASK YOU A QUICK QUESTION FOR CLARITY PURPOSES AND THIS IS NOT TO BE FUNNY. AT THE TOP IT SAYS SPECIAL EDUCATION AND EXCEPTIONAL EARNERS AND WHY QUITE OFTENULAR WHETHER IT'S AN EDUCATOR OR PARENT THEY -- IS IT THE SAME THING AND IT'S OKAY TO USE BOTH? >> YES, IT IS JUST SO THAT WE'VE DEFINED EXCEPTIONAL LEARNERS TO PROMOTES THE MESSAGE THAT THEY'RE EXCEPTIONAL GYRE SO WHEN YOU SAY SPED THAT IS THE BEERS OF SAYING SPECIAL EDUCATION, IS THAT CORRECT? >> YES. >> THANK YOU. >> WHEN HE WE LOOK AT THE STAFF WE HAVE TO PROVIDE THE SERVICES WE HAVE TEACHERS, WE HAVE INSTRUCTIONAL ASSISTANTS HO PROVIDE SUPPORT TO STUDENTS AND THEY ARE INTEGRAL IN SUPPORTING OUR STUDENTS EVERY DAY. SCHOOL PSYCHOLOGISTS PROVIDE ASSESSMENTS TO UNDERSTAND HOW A STUDENT LEARNING AND THEIR LEARNING PROFILE, WE HAVE SPEECH THERAPISTS, OCCUPATIONAL THERAPISTS AND WE HAVE ITINERANT STAFF. A TEACHER WHO SUPPORTS STUDENTS WHO ARE BLINDER OR LOW ADVICE, [00:55:05] SO WE HAVE TO MAKE SURE THAT WE HAVE SPECIALIZED PEOPLE THE MEET ALL STUDENTS' NEEDED. WE HAVE DISTRICT SPECIALISTS WHO CAN GO OUT AND SUPPORT BUILDINGS IN UNIQUE CASES WHERE WE NEED MORE PEOPLE TO SUPPORT THE STUDENT AND THESE PROVIDERS PROVIDE SERVICES AND WE WANT TO MAKE SURE THAT -- SOMETIME YOU THINK ABOUT SERVICES AND IT COULD BE EASY TO THINK ABOUT IT AS A CLASS PERIOD, LIKE FOR ONE PERIOD I'M IN THIS CLASS GIVING SERVICES AND SOMETIME WE NEED TO RETHINK THAT, REALLY DO THEY NEED TEN MINUTES A DAY OF VERY SPECIALIZED INSTRUCTION, SO SOMETIMES THAT CAN BE HARD TO THINK ABOUT TOO, WHAT IS MY KIDDO GETTING AND WHAT DOES THAT LOOK LIKE. SO THOSE ARE THE PROVIDERS WE HAVE IN OUR SCHOOL WHO PROVIDE SERVICE. >> I IMAGINE WE HAVE SOME KIDS CAN MEDICAL NEEDS THAT THEY CAN'T QUITE MAKE IT TO THE BUILDING DO WE HAVE A SPECIAL EDUCATION OR EXCEPTIONAL LEARNING STAFF THAT FITS INTO THIS IEP 504 PRACTICAL THAT MANY ATTENDER TO SOMEONE'S HOME SO THEN GET THEIR EDUCATIONAL HOURS SO THEY CAN GRADUATE? >> YESERS THAT'S DETERMINED ON AN INDIVIDUAL BUSINESS, IF WE HAVE A STUDENT WHO IS MAYBE MEDICALLY FRAGILE AND IS RESTRICTED TO THEIR HOME WE TALK ABOUT IS IT APPROPRIATE TO GO INTO THE HOME AND THAT IS THE PERFECT LEEWAY INTO TALKING ABOUT THE HERE'S RESTRICTIVE ENVIRONMENT. SO HE'S RESTRICTIVE ENVIRONMENT MEANS PROVIDING THE SPECIALLY DESIGNEDDED SERVICES TO STUDENTS IN THE ENVIRONMENT THAT AT LEAST RESTRICTS THEY ARE OPPORTUNITY TO PARTICIPATE WITH THEIR GENERAL EDUCATION PEERS SO THAT'S THE RESTRICTIVE PART OF IT AND SO WE HAVE THE ENTIRE CONTINUUM HERE, SO IF A STUDENT HAS A NEED WE'RE GOING TO COMMITTEE IT AND SOMETIME YOU HAVE TO BE CREATIVE WITH THAT SO WE HAVE HIGHLY TRAINS PROFESSIONALS WHO CAN THINK OUTSIDE THE BOX. 75 PERCENT OF OUR STUDENTS ARE IN GENERAL EDUCATION 80 PERCENT OR MORE OF THE DAY AND 60 PERCENT QUALIFY AS EITHER HAVING A LEARNING DISABILITY, OTHER HEALTH IMPAIRMENT OR AUTISM AND THAT'S IMPORTANT FOR US TO KNOW BECAUSE AS WE THINK ABOUT SUPPORTING OUR STUDENTS AND TEACHERS HOW DO WE MAKE SURE WE MEET THEIR NEEDS. SO WHEN WITH WE TALK ABOUT THE CONTINUUM OF PLACEMENTS THERE IS GENERAL ED THE ENTIRE DAY, THERE MAY BE TIMES WHERE A STUDENT NEEDS TO BE PULLED OUT AND THE REASON I HAVE RESOURCE THERE YOU MAY HEAR SOMEONE SAY THE RESOURCE TEACHER AND THAT'S WHAT THEY MEAN BY THAT. CAN THEN THERE ARE TIMES WHERE A STUDENT NEEDS TO BE IN A SOLE SELF-CONTAINED CLASS. AND THERE ARE ALSO SITUATIONS WHERE STUDENTSES MAY NEED MORE RESTRICTIVE PLACEMENTS. I'VE OUT LINED SOME OF OUR SUSPICIOUS SPECIALIZED PROGRAMS AND THOSE ARE IN NO PARTICULAR ORDER, THAT'S JUST THE DIFFERENT PROGRAMS WE HAVE DEPENDING ON THE SERVICES A STUDENT NEEDS. SO WHEN WE THINK ABOUT HERE'S RESTRICTIVE ENVIRONMENT IT'S THE SETTING BUT ALSO THE PHILOSOPHY OF WHAT DO WE THINK AND FEEL ABOUT STUDENTS WITH DISABILITIES AND WHERE THEY'RE EDUCATING AND CHILDREN WITH CAN I BELIEVE DISP TO BE ADULTS WITH DISABILITIES SO WE HAVE TO MAKE SURE OUR SALES STUDENT ARE ABLE TO ACCESS ALL THEIR ENVIRONMENTS. >>> I THINK IT'S NO SECRET THAT SPECIAL ODE TEACHERS WERE HAVING ISSUES IN AARP, NOT JUST LOCALLY AND WHAT'S ITS CALLED EMERGENCY PERMITS AND I JUST LOOKED AT OUR WEB PAGE, LOOKS LIKE WE HAVE 16 OPENS FOR SPECIAL ED STAFF FROM OCCUPATIONAL THERAPY TO TEACHERS. HOW ARE WE DOING ON HIRING? DO WE HAVE ENOUGH STAFF? >> IT CHANGES DAY BY DAY SO THERE MAY BE A FEW THAT HAVE [01:00:03] BEEN FILLED AND DEPENDING ON HOW LONG THE POSITIONS HAVE BEEN POSTED SO FOR EXAMPLE THE OCCUPATIONAL THERAPISTS I SUPERVISE DIRECTLY SO YES IT'S POSTED BUT I ALSO KNOW HOW MANY APPLICANTS WE HAVE SO YES, NO SECRET THAT THERE IS A SHORTAGE IN OUR STATE AND EVEN NATIONAL SHORTAGE, SO THERE ARE SEVERAL PROGRAMS THAT CAN SUPPORT PEOPLE WHO WANT TO PURSUE BECOMING A TEACHER OF STUDENT WITH DOUBLES SO IF THERE'S ANYONE OUT THERE WHO WOULD LIKE TO ENTER THE FIELD PLEASE E-MAIL ME AND WE'LL MAKE SURE TO GET YOU CONNECTED. >>> AMY YOU SAID SOMETHING, YOU SAID FULLY FUNDED AND SO FULLY FUNDED FOR THE PRACTICAL. >> FULLY IF YOU WANTED FOR THAT EDUCATOR TO SEEK THE EDUCATION THEY NEED. >>> SO GOING INTO HERE AT OUR SCHOOL FOR THOSE WHO POSSIBLY ARE NOT INVOLVED OR UNAWARE OF KIDS THAT MIGHT HAVE SPECIAL EDUCATION NEEDS AND THEY'RE NOT WITH IT EVERY DAY IT'S NOT AN ADDITIONAL COST TO OUR SCHOOL DISTRICT, THEY STILL GET THEIR FULLING FROM FUNDING FROM THE STATE OR HOW DOES THAT WORK? >> I'M NOT SURE IF I UNDERSTAND YOUR QUESTION BUT THERE IS FUNDING THAT COMES AND KATIE CAN SHARE THAT, THERE IS SPECIAL FUNDING FOR CERTAIN CATEGORIES -- REMEMBER SHE TOLD YOU THERE ARE 13 DISABILITY CATEGORIES. >> SO WE HAVE A STATE FORMULA AND I DON'T KNOW WHAT THAT IS. SO IF YOU ARE A STUDENT THAT IS AN EXCEPTIONAL LEARNER AND HAVE EITHER A 504 OR IEP THEY HAVE ADDITIONAL SERVICES, ARE WE AS A SCHOOL DISTRICT PAYING FOR THOSE OR DOES THE FUNDING FOLLOW THE STUDENT? >> ALL RIGHT. GO AHEAD AND ANSWER THAT FOR HER KATIE. >> 504S DON'T NECESSARILY MEAN THAT YOU HAVE AN IEP AND THERE IS NO ADDITIONAL IF YOU WANTING FOR 504 US BUT 504 IS NOT ALWAYS WITH AN YECH. SO THERE IS A STUDENT FUNDING FORMULA THAT HAS A BUNCH OFFAL DIFFERENT CALCULATIONS AND THERE IS ALSO A SPECIAL EDUCATION COUNT THAT WE GO THROUGH DECEMBER 1 OF EVERY YEAR BASED ON DISABILITY CATEGORIES AS IDENTIFIED BY THE STATE SO AT THE HIGHEST LEVEL FOR THOSE THAT ARE CATEGORIZED AS SEVERE I THINK IT'S OVER 9,000 NOW PER STUDENT, BUT REFRESH HER RECOLLECTION FOR EXAMPLE WHY A CASE WHERE YOU MAY HAVE A STUDENT THAT THE BEST PLACEMENTS MIGHT BE A RESIDENTIAL PROGRAM THAT RUNS ROUGHLY $18,000 PER MONTH. SO AND NOW THAT'S EXTREME. THAT IS THOUGHTS LIKE WE HAVE 100 STUDENTS IN THAT BUT YOU CAN SEE HOW THE OVER AND UNDER SO DO THEY PROVIDE ADDITIONAL FUNDING? YES, IS IT SUFFICIENT? NO. IS THAT A NEW STORY? NO. >> THANK YOU FOR SHARING THAT. >> AND THAT IS ONE THING AMY, SOME OF THE RESTRICTIVE ENVIRONMENTS AREN'T PHYSICALLY LOCATED IN OUR FACILITY. THEY MIGHT BE AT THE SCHOOL FOR THE DEAF OR BLINDER, THEY MAY BE IN A FACILITY THAT IS MORE RESTRICTIVE SO THERE ARE A LOT OF TYPES OF FITTINGS THAT WE ARE STILL SPECIAL KNOWLEDGE FINISH THE CHILDREN IF THEY ARE STUDENTS. >>> SO YOU CAN GO TO THE NEXT SLIDE. WE KNOW THAT PARENTS ARE OUR CHILDREN'S FIRST ECTOS SO IT IMPORTANT THAT WE HAVE THAT CRAB COLLABORATIVE RELATIONSHIP AND SO WHAT ARE OPPORTUNITIES FOR FAMILIES AND PARENTS TO PARTICIPATE? CASE CONFERENCES, THE SAME AS [01:05:03] ANEVER MEETING, ONE THING THAT HAS BEEN BENEFICIAL IS THE ABILITY TO DO VIDEO CONFERENCING. IT HAS ALLOWED FOR MORE PARENTS TO ATTEND AND THIS HAVE THEM PUT MEANINGFUL IN PUT. THERE'S SOME PARENTS HO REQUEST HO REQUEST TO DO IT ON THEIR LUMP HOUR AND WE ALSO HOST PARENT INFORMATION NIGHTS SO IF THERE A TOPIC OUR COMMUNITY IS INTERESTED IN I ENCOURAGE PARENTS TO REACH OUT TO ME AND MAKE SURE THAT WE'RE GETTING THE INFORMATION THAT THEY NEED TO SUPPORT THEIR STUDENTS. YOU'LL SEE UP THERE GUARDIANSHIP AND COLLEGE AND EMPLOYMENT AND SO WE'RE TO THE JUST TALKING ABOUT WHAT ARE WE DOING TODAY, WE WANT THE MAKE SURE WE'RE PREPARE OUR STUDENTS FOR A SUCCESSFUL LIFE AFTER HIGH SCHOOL AND MORE INVESTIGATION CAN BE FOUND ON OUR WEBSITE T. WHEN WE TALK ABOUT HOW ARE WE SUPPORTING OUR STUDENTS AND STAFF IN OUR SCHOOLS SO WE HAVE THE FEDERAL AND STATE LAWS THAT WE HAVE TO FOLLOW SO WE DO OUR SERVICES AND SUPPORTS IN THE LEAST RESTRICTIVE ENVIRONMENT. THERE IS A STUDY OUT OF IU THAT SHOWS WHEN STUDENTS ARE EDUCATESSED IN THE GENERAL EDUCATION SETTLING THEY HAVE BETTER OUTCOME, THEY HAVE BETTER SCORES ON STATE ASSESSMENT SOSES IF ANYONE QUESTIONS SHOULD A KIDDO BE IN THAT CLASS? YEAH PROBABLY, NOT TO MENTION THE BENEFIT THEIR COUNTERPARTS ARE RECEIVING BECAUSE THERE ARE THINGS WE DO FOR STUDENT WITH DISABILITIES THAT BENEFIT ALL JUST LIKE A RAMP T. SOMETIME THAT RAMP IS OKAY AND WHAT'S NEEDED. SO WE TALK ABOUT PROVIDING PROFESSIONAL DEVELOPMENTS NOT JUST FOR OUR TEACHERS OF EXEMINGAL LEARNERS WE PROVIDE IT FOR ALL STUDENTS SO WE WANT THE MAKE SURE THEY HAVE AN UNDERSTANDING ABOUT THOSE LEARNERS AND HOW THEN BEST SUPPORT THEM. AND TECHNOLOGY HAS CAN SUCH A LONG WAY IT HAS CHANGED THE GAME. YOU THINK ABOUT THE IPHONE, YOU CAN HAVE ITS READ TO YOU AND USE VOICE TO TEXT ON THE SPOT. I USE VOICE TO TEXT CONSTANTLY SO MAKING SURE WE HAVE ACCESS TO THOSE TOOLS AND WHAT WE HAVE ACCESS TO AS BUILT INS ISN'T SUFFICIENT HOW DO WE MAKE SURE THEY GET THE SUPPORT THEY NEED. ALSO WE DO SPECIFIC TRAINING FOR OUR TEACHERS TO MAKE SURE THEY UNDERSTAND THAT SPECIALLY DESIGNED INSTRUCTION, HOW ARE WE GOING TO TEACH THE STUDENTS TO GAIN THE SKILLS THEY NEED TO GAIN. HOW ARE WE GOING TO SUPPORT THEM N THAT GENERAL EDUCATION CLASSROOM AND DO WE HAVE AN UNDERSTANDING OF HOW THEY'RE PERFORMING THAT THAT WAY THAT CAN INFORM OUR PRACTICES. AND OF COURSE WE'RE ALWAYS LOOKING AT FUTURE PLANNING AND SUPPORTS FUR OUR STUDENTS. SO LOOKING FORWARD WHAT ELSE ARE WE GOING TO BE DOING? WE HAVE A PROCEDURE MANUAL AND WE WE UPDATE THAT ANNUALLY AND OUR ASSISTANT DIRECTOR PRESENTED AT OUR PROFESSIONAL ORGANIZATION IN CONJUNCTION WITH A LAW FIRM SO OTHER DISTRICTS ARE LOOKING AT HFC POLICIES AND PROCEDURES AND HOW WE'RE HANDLING THINGS AS A MODEL, WE HAVE PROFESSIONAL DEVELOPMENT FINISHING, AND I'M LOOKING AT OPPORTUNITIES TO STREAMLINE AND REVETERAN PROCESS IS. ALSO GOING TO LOOK AT INCREASING OUR PARENTS INFORMATION TIGHTS AND MAKING SURE THAT WE HAVE THOUGH VAIL FOR PARENTS AND SOMETIME IT'S TALKING ABOUT EXECUTIVE FUNCTIONING AND WHAT ARE WE DOING AT SCHOOL AND SOMETIMES IT'S A SIMPLE CHANGE IN LANGUAGE, OR LOOKING AT THINGS A LITTLE DIFFERENTLY. SO VERY EXCITED TO LOOK AT WHAT DO OUR PARENTS NEED AND HOW WE CAN MAKE SURE WE'RE MEETING THEIR NEEDS. AND OPPORTUNITIES FUR OUR STUDENTS CONTINUE TO INCREASE. WE HAVE OPPORTUNITY TO PARTICIPATE IN BEST BUDDIES, WORKING IN CLASSROOMS WITH STUDENTS, UNIFIED SPORTS, WE HAVE STUDENTS WHO ARE VOLUNTEERING AND IF YOU REMEMBER FROM MARCH WHO HAVE GAINFUL EMPLOYMENT WHILE THEY'RE STILL IN HIGH SCHOOL SO THAT'S WONDERFUL. SO CONTINUING TO EXPAND WHAT WE CAN OFFER FOR OUR STUDENTS AND SUPPORT THEM IN THEIR LIVES. >> CAN YOU PEEK TO THE RELATIONSHIP THAT OUR CITY HAS WITH EXCEPTIONAL LEARNERS AND [01:10:04] EXCEPTIONAL PEOPLE? AND I HAVE TO THINK THAT'S UNIQUE. >> I WOULD SAY YES THAT IS VERY UNIQUER AND I APOLOGIZE BECAUSE I'M NOT GOING TO GET THE NAME CORRECT BUT IT'S THE FISHERS ADVISORY COUNCIL FOR PEOPLE CAN DOUBLE AND WE HAVE THE MARCH DISABILITY AWARENESS MONTH THAT WE PARTNER WITH. THERE'S A VEHICLE THAT WAS AVAILABLE TO SUPPORT PEOPLE, SO THE CITY IS LOOKING AT INTERESTING, THEY'RE LOOKING AT HOUSING, THEY'RE LOOKING AT POLITICAL. SO IT'S UNIQUE AND HAVING THAT OPPORTUNITY FOR SOME OF OUR SCHOOL STAFF MEMBERS TO SERVE ON THAT COUNCIL HAS BEEN GREAT TO MAKE SURE THAT NOT JUST AS A SKIT AND NOT JUST AS A CITY BUT TOGETHER WE ARE IMPACTING THE FUTURE. >>> I HAVE JUST A COUPLE QUICK QUESTIONS, SO WE TALKED ABOUT IN A COUPLE SLIDES BACK THE INTERVENTIONS AND I KNOW THAT IS DEFINITELY A POSITIVE FUR ALL STUDENTS TO HAVE THAT. CAN WE FLIP THAT TO OUR TEACHERS? DO WE HAVE IN YOUR NUMBERS -- IY IF YOU DON'T HAVE IT BUT IF YOU DO THAT WOULD BE GREAT AND MAYBE OUR PRESIDENT MAY KNOW AS WELL BUT I'M SURE THERE ARE STATE AND THEN WE HAVE HFC SCHOOLS SO IF WERE TO HAVE A CLASSROOM THAT HAS 25 STUDENT IN IT, MAKE UP A NUMBER, I'VE SURE SOL CLASS ARE HIGHER AND CHLOEER, IS THERE A STATE REQUIREMENT FOR OUR TEACHERS -- NOT A REQUIREMENT, BECAUSE THEY HAVE TO FILLET REPORTS, IS THERE A STATE PERCENTAGE THAT IS A BASIC FOR THEM IN A CLASSROOM. FOR AN EXAMPLE, AND I'M MAKING THEE NUMBERS UP. WHAT IS THE STATE'S PRANG THAT IS ALLOWED TO BE IN THAT CLASSROOM? TEN PERCENT, 20 PERCENT, 40S PERCENT THAT INTERACTS AND IS HF DOING THAT AT THE MINIMUM ARE WE DOING BETTER AND HAVE MORE SUPPORTS THROUGHOUT? >> SO I THINK THE FIRST NAME KNOW THAT OUR AVERAGE ACROSS THE DISTRICT IS TERN 10.3 PERCENT, WE'RE BARELY HITTING THE STAGE AVERAGE. INDIANA DOES NOT DEFINE BY NUMBERS. NOW, A GOOD MARKER IS 50 PERSIANST -- JARED KUSCHNER SO PERSIAN. >> SO WE'RE WORKING ON DEVELOPING METRICS FOR THAT SO WEB HAVE SOME CONSISTENCY ACROSS THE BOARD BECAUSE IF YOU'VE MET ONE PERSON WITH AUTISM. YOU'VE MET ONE PERSON WITH AUTISM. EVERYONE IS DIFFERENT AND UNIQUE AND HAS DIFFERENT NEEDS AND SOMETIMES YOU MAY HAVE A KID WITH A DISABILITY, AND THE CLASS THEY'RE ENROLLED IN MAY NOT RELATE TO THEIR DISABILITY, SO THEY NEED MATH SUPPORTS SO THEY'RE A STUDENT WITH AN IEP ALL DAY BUT WHEN THEY'RE IN THEIR ENGLISH CLASS OR ART CLASS OR OTHER CLASSES THEIR DISABILITY WON'T IMPACT THAT, SO WE CAN LOOK AT SPECIFIC NUMBERS BUT SOMETIME THAT DOESN'T TELL THE WHOLE PICTURE. >>> SO THEN MAYBE OUR PRESIDENT OVER THERE, MS. ABBY, SO YOU KNOW, TALKING TO FRIENDS OR FAMILY MEMBERS AND SOMETIMES I THINK THAT WE HEAR THAT THE BALANCE MIGHT BE OFF; IT'S SO HARD TO SUSTAIN ALL THE MINUTESES AND THINGS THE TEACHERS NEEDED TO SO I WAS WONDERING IF THERE WAS A WAY WE COULD GET A REPORT STATUS, NOT TOMORROW BUT SOMETHING THAT CAN SHARE AND ARE YOU MS. ABBY GETTING ANY INFORMATION WHETHER IT'S JUNIOR HIGH OR INTERMEET LEVELS THAT OUR TEACHERS ARE FEELING OVERWHELMED THAT THERE'S NOT A BALANCE. >> BECAUSE THEY HAVE REQUIREMENTSES, IT'S ONE THING TO HAVE AN I DON'T KNOW AND WE SAY WE'RE TEACHING THIS CHILD MATH, THEY HAVE REPORTS THAT THEY HAVE TO FOLLOW UP WHICHEVER THE NEED IS, ADMISSIBILITY? >> WE BROUGHT THIS TO DISTRICTS DISCUSSION TO HAVE MORE IDEAS OF WHAT THE STAFFING LOOKS LIKE AND HOW TO DO THAT BETTER AND WE'VE [01:15:05] ALREADY BROUGHT IT TO DISTRICT DISCUSSION ALREADY AS THE SOUTH KOREA TO START HAVING THOSE CONVERSATIONS. >>> THANK YOU. >> SO JUST EXAMPLES OF THAT, SOMETIME IT CAN BE THINKING ABOUT HOW WE COLLECT INFORMATION DIFFERENTLY. IN THE OLD DAYS IT WAS TAKING OUT PAPER AND ANSWERING THESE QUESTIONS, AND SO TO STREAMLINE THAT PROCESS SO IT ALLOWS THEM TO COMMUNICATE THE INFORMATION THINK NEED TO COMMUNICATE, AS LONG AS THOSE I ACCOMMODATIONINGING ARE BEING IMPLEMENT. >>> I JUST WAS MAKE SURE THAT WE ARE LOOKING THAT IT'S BALANCED AND THEY DON'T HAVE AN OVERLOAD OR DO WE NEED ANOTHER CLASSROOM. DO WE NEED ANOTHER SIXTH GRADE CLASSROOM IN A BUILDING OR WHATEVER BECAUSE THERE'S TOO MANY. DO WE NEED TO SPREAD IT OUT. I'M JUST WANTING TO KNOW THAT WE ARE ON TRACK WITH THOSE NUMBERS AND THE NEEDS OF THOSE TEACHERS SO THEN MEET THE NEEDS OF THEIR STUDENTS. AND THE LAST THING IS THIS AND I THINK YOU PRISM ALREADY MESSAGED IT AND MICHELLE MADE A COMMENCEMENT ABOUT WE HAVE OPEN SPOTS BUT IS A SPECIAL ED TEACHER THEY'RE ALL CERTIFIED CORRECT? IT'S NOT A TEACHER COMING IN THAT TEACHES K THROUGH SIXTH OR SEVEN THROUGH 12 IT'S A SPECIALIZED POSITION ON TOP OF EDUCATION, IS THAT CORRECT? >> TO MOST OFTEN OUR TEACHERS ARE GOING TO BE DUALLY LICENSED. THERE MAY BE SOME INSTANCES THEY ARE ONLY ABLE TO TEACH SPECIAL EDUCATION BUT THAT'S NOT TYPICAL. SO IF WE HAVE SOMEONE WHO DOES NOT HAVE THAT SPECIAL EDUCATION LIABLE IN A CLASSROOM THERE ARE REQUIREMENTSES THAT HAVE TO BE MET TO MAKE SURE THAT THEY'RE SUPPORTED IN THE APPROPRIATE WAY. >>> SO OUR INSTRUCTIONAL ASSISTANTS THEY'RE NOT CONSIDERED CERTIFIED STAFF BUT IF THEY WORK ON A REGULAR BUSINESS WITH EXCEPTIONAL LEARNERS IT'S BECAUSE OF EXPERIENCE. >> THERE'S AN ASSESSMENT THAT THEY HAVE TO PASS. I FORGET THE NAME -- >> TO BE AN INSTRUCTIONAL ASSISTANT YOU HAVE TO PASS A PARAPRO EXAM OR HAVE 60 COLLEGE CREDIT HOURS SO WE CAN GET SOMEBODY OFF THE STREET WHO DOESN'T HAVE ANY EXPERIENCE WORKING WITH CHILDREN SO THAT'S WHERE WE COME ALONG SIDE AND HAVE TRAINING AVAILABLE IN A VARIETY OF WAYS. MOST OF THEY WILL ARE VIDEOS AND SOME OF THEM ARE THIS PERSON TRAININGS SO WE THINK OUTSIDE THE BOX SO WE FIGURE OUT A WAY TO GET IT DONE. >>> OKAY. THANK YOU VERY MUCH. >>> JUST TO REITERATE IF SOMEBODY HAS A BACHELOR'S DEGREE AND WOULD LIKE TO BECOME A SPECIAL ED TEACHER THERE IS A SCHOLARSHIP OR GRANT AVAILABLE. >> YEAH, THERE ARE TWO PROGRAMS THAT I'M AWARE OF AND SO I DON'T MEAN TO MISSPEAK ON WHICH PROGRAM IS WHICH AND GET THE DETAILS MIXED UP BUT YEAH IF SOMEONE IS INTERESTED AND THEY CONTACT ME I'LL MAKE SURE THAT I GIVE THEM THOSE WE SHALL SITES TO RESEARCH. >>> THANK YOU. >> ABSOLUTELY. >>> THANK YOU SO MUCH. MY MOM WAS A SPECIAL EDUCATION TEACHER HER WHOLE CAREER SO THIS IS A SPECIAL PLACE IN MY HEART SO THANK YOU FOR ALL THE WORK YOU'RE DOING. >> THANK YOU GUYS. >>> OKAY, MOVING ON TO 5.03 WE HAVE KIM LIPPY WITH POLICY FIRST READ. >>> GOOD EVENING BOARD AND DR. STOKES. [01:20:02] SO TOM I -- HOLD ON. YOU'RE GOING TO -- OKAY. THANK YOU. THERE ARE SO MANY POLICIES THAT WE'LL BE WILLING AT RESCINDING RECEIVE I DON'T KNOW THAT I'LL OPEN EVERY ONE. SO FOR FIRST RAID WHILE THE LIST IS LONG, THERE ARE ACTUALITY THREE THAT WE HAVE SOME RECOMMENDED REVISIONS TO AND SO THE FIRST ONE I BELIEVE IS UNDER FISCAL MANAGEMENT, IT'S FUNDING FROM PROPOSALS GRANTS AND SPECIAL PROJECTS, AND SO THIS SUGGESTED CHANGE HERE IS JUST OUT OF THE NAME, FISCAL RESPONSIBILITY WE WANT TO ENSURE OUR CFO APPROVES ALL GRANTS SO WE HAVE DUTCHED THAT LANGUAGE WHICH IS IN GREEN. SO AGAIN JUST TO AID AWARENESS AND COMMUNICATION IN DEVELOPING PROPOSALS ALL GRANT PROPOSALS WILL HAVE TO BE APPROVED BY OUR CFO, SO THAT IS THE SITED CHANGE IN THIS PARTICULAR POLICY. OUR NEXT ONE FROM SECTION G, PERSONNEL TEACHER APPRECIATION GRANTS AND WE RENEWED THIS POLICY EACH YEAR BASED ON THE TEACHER APPRECIATION GRANT. AND SO THE ONLY LANGUAGE THAT WE DID ADD FOR THIS POLICY IS AS DEFINED BE THE STATE SO THE STATE OF INDIANA DEFINES THE DEFINITION OF TEACHER AND WHO IS ABLE TO RECEIVE THIS GRAM BASED ON OUR EVALUATION PROCESS OF BEING HIGHLY EFFECTIVE OR FORGETIVE AND THIS AFTERNOON THERE WAS A VERY EASY CHAIN CHANGE FOR OUR SEXUAL HARASSMENT POLICY, AND THAT IS SIMPLY JUST TO UPDATE THE CONTACT. SO JIMMY LAKE IS NOW OUR NEW TITLE IX COORDINATOR. >> SO NOTHING ELSE ON THAT POLICY CHANGE, JUST THE NAME. >> ONLY THE NAME OF THE PERSON. WE WANTED TO LISTS THE CONTACT PERSON. SO THEN NEXT ON OUR POLICIES FOR THIS FIRST READ THERE ARE QUITE A FEW POLICIES WHILE WE SAY WE'RE RESCINDING WE'RE ACTUALLY COMBINING THEM AND HOUSING THEM UNDER TWO DIFFERENT POLICIES UNDER BOARD GOVERNANCE. WE'RE ACTUALLY JUST COMBINING POLICIES UNDER ONE AND THAT'S JUST IN AN EFFORTS TO MAYBE OUR.INGS MORE PICTURE. SO ACTUALLY THERE WERE TWO POLICIES IN THAT AREA WHERE WE HAD ABSOLUTELY NO CHANGES AND SO THAT WOULD BE UNDER BOARD ABOVE NEW YORK YANKEES AND OWNERRINGS SCHOOL BOARD MEMBER ETHICS, NO CHANGES AND BOARD MEMBERS CONFLICT OF INTEREST WHICH IS BECOMES 02.08; THERE ARE ABSOLUTELY NO CHANGE TO THOSE TWO POLYS. >> CAN I ASK WHY YOURSELF AND THEN THE POLICY COMMITTEE, WHY IS IT IN HERE THEN? >> SO IT UPDATES OUR LAST REVIEW DATE. 2001 WAS THE LAST TIME IT IT WAS LOOKED AT. SO THAT MEANS WE BROUGHT IT UP, DO WE WANT TO MAKE ANY CHANGES AND CURRENTLY IT SITS AT NO CHANGES. >> CORRECT, THEY WERE ADOPTED IN 1998 AND LAST REVISES IN 2001. SO THE NEXT SET OF POLICIES AND ACTUALLY DENISE I THINK THIS IS A CORRECTION HERE SO WE HAVE GOT SOUTH CAROLINA B, THE TITLE WHICH WE HAVE RECOMMENDED CHANGING WOULD BE BOARD AUTHORITY AND PHILOSOPHY WOULD BE THE TITLE OF THE POLICY SO WE'LL NEEDS TO MAKE THAT CORRECTION. >> CAN YOU SAY THAT AGAIN PLEASE. >> YEAH ON THE DOCUMENTSES THAT WE HAVE POST ED -- IT SAYS SECTION B BOARD AUTHORITY AND PHILOSOPHY, IT'S ACTUALLY THAT SHOULD BE UNDER BOARD GOVERNANCE AND OPERATIONS, IT SHOULD BE UNDER THAT SECTION, THE TITLE OF THIS POLICY WILL BE BOARD AUTHORITY AND PHILOSOPHY. >> SO ONE MORE TIME -- >> IF YOU SEE TITLE MEMBERSHIP, UPDATE THAT TO SAY BOARD AUTHORITY AND PHILOSOPHY. AND THE TIME OF TITLES OF THE [01:25:02] POLICY SHOULD SAY. >> I DON'T HAVE THAT ONE. >> SO UNDER THIS POLICY AND WITH THE NEW TITLE WE ARE COMBINING B 01.00, SCHOOL BOARD LEGAL STATUS, WE ARE COMBINING B 02.00 BOARD POWERS AND RESPONSIBILITIES AS WELL AS B 03.00 BOARD GOALS, BEFORE 02.02, BOARD SIGNING AUTHORITY AND BECOME 05.09, BOARD RETREATS. SO AGAIN WE'RE NOT RESCINDING THOSE, WE ARE COMBINING ALL OF THOSE TO BE HOUSED UNDER THIS POLICY, THIS WILL BE B 02.00 TITLED SCHOOL BOARD AUTHORITY AND PHILOSOPHY. >> AND THAT'S MY CLARIFIES QUESTION, SO THIS NEW ONE THAT IS B 0200 IS ALL OF THIS BECOME OE PACKET THAT WE'RE LOOKING AT? >> NO, IT'S A A WHOLE SET OF POLICIES. >> SO THE ONE THAT SAYS TITLED MEMBERSHIP, BOARD AUTHORITY AND PHILOSOPHY YOU'RE SAYING IS NEW AND WHAT IS THIS ONE? >> THE NEXT SECTION, THAT TITLE IS CENT, MEMBERSHIP. AND SO WITHIN THIS POLICY THAT WE'VE CREATED AS BE RIGHT BACK 01.00 IT IS GOING TO HEAT ADVISORY AGAIN, SEVERAL POLICIES, BECOME 02.03 BOARD MEMBER QUALIFICATIONS, CANDIDACY AND LOCATION, BY ZERO TO .05 ORIENTATION OF NEW BOARD SOMEBODY, BOARD OATH OF OFFICE, BOARDS MEMBER CHAIN OF ROSY CITY, UNEXPIRED TERM FULFILLMENT/VACANCIES EVER BEEN BOARD MEMBER AUTHORITY, BOLDER MEMBER COMPENSATIONS AND EXPENSES B 08.00 AND BOARDS MEMBER EMPLOYEE INDEMNIFICATION T. ALL OF THOSE WILL BE HOUSED UNDER THIS ONE POLICY. AGAIN, IN AN EFFORT THE MAYBE OUR POLYS A LOT MORE EFFICIENT. SO I PRESENT THOSE TO YOU FOR A FIRST READ. >> I DID HAVE A QUESTION ABOUT ELIGIBILITY ELECTION AND APPOINTMENT. IT SEEMS THE ORIGINAL POLICY THAT WE ARE COMBINING IS A LOT MORE EXTENSIONIVE AS FAR AS -- I BELIEVE IT TALKS ABOUT AT LARGE, TOWNSHIP, OR PRE-TREASURE TOWNSHIP DISTRICT, IS THAT SOMETHING THAT DOESN'T NEED TO BE IN HERE? >> IT'S IN THE CODE SO ALL OF THAT IS REGULATED BY INDIANA STATUTE SO IT WAS RESTATED IN OUR POLICIES BUT IN AN EFFORTS TO MAYBE THEM MORE OFFICIAL -- THE CODE SUPERCEDES OUR POLYAND THE CODE CAN CHANGE AT ANY POINT WITH WE'VE REMOVED THOSE PIECES BECAUSE THEY'RE -- >> ARE WE TALKING ABOUT BECOMES 0220. >> 0203 BUT THERE ARE SOME UNIQUE THINGS ABOUT OUR BOARD,WE'RE SEVEN. A LOT OF THEM HAVE FIVE. >> THAT'S IN THE CODE. >> BUT I THINK IT'S UNIQUE BECAUSE -- >> IF CODE IT SAYS IF YOUR CORPORATION HAS A SEVEN MEMBER BOARD I SAYS THAT THREE WILL BE TOWNSHIPS MORE AT LARGE AND FOUR WILL BE AS DISTRICTS. >> AND IT DOES SAY THE FIRST NUMBER ONE DOES SAY SEVEN MEMBER S. >>> >>> I THINK YOU AMENDMENTEN SENT AN E-MAIL THAT SAYS BECAUSE OF THE INFORMATION THAT'S ON HERE AND YOU JUST REAMED TO MICHELLE THAT IT DOESN'T MATTER IF IT'S POLICY THE LAW SUPERCEDES WHAT IT IS THAT. -- AND DON'T ALL ROLL EYES AT ME BUT THAT MEAN THAT LEGAL PARKING LOT RIGHT HERE STATES THE LAW, THAT INCLUDES THAT. [01:30:01] SO IF OUR SOMEBODY IS READING THE INFORMATION THEY CAN GO TO THE STATE LAW TO GET THE INFORMATION YOU'RE SAYING SO WE ARE PUTTING IT ON THE POLICY BY LISTING IT AS THE CODE CREDIBILITY? >> OR NO. >> I. >>> I IS THAT'S ALL I'M SAYING THAT INFORMATION IS BEING PULLED AND WE'RE REMOVING IT FROM POLICY BECAUSE IT'S COVERED UNDER THE LAW OR OUR THE LEGAL I'M JUST WANT TO MAKE SURE THAT WE HAVE IT PRINTED ON HERE WHETHER IT'S A LINK ON THE BOTTOM OR UP HERE AT THE TOP THAT IT'S IN OUR CODE? >> CORRECT, YOU'RE LOOKING AT A DIFFERENT ONE, IT'S THE ONE THAT HAS ALL OF IS IT -- IT HAS ALL THE CODE CITES ON IT SO YES THE HEALTH CARE CODE IS ONE OF THE CODE SIDES THAT IS IN THERE AND IT SAYS IN THERE LIKE REMOVAL FROM OFFICE, RESIGNATION. >>> I KNOW IT HAS FULL AUTHORITY TO CARRY OUT THE WILL OF THE PEOPLE OF THE CORPORATION ON MATTERS OF EDUCATION AND MAY EXERCISE ANY PARATHESES NOT EXPRESSLY DENIED BY THE CONSTITUTION OF THE STATE OF INDIANA SO WHAT IT'S AFFIRMING IS EVEN THOUGH WE ELIMINATED IT FROM THE POLICY IT'S ONE OF THOSE LEGAL CODES. >>> THE PORT AUTHORITY IS STILL INCLUDED, SO WHEN WE CONDENSED IT THE IDEA IS A LOT OF THESE OLD ONES JUST RECEIVED THE CODE AND GAVE A LOT OF EXCESS INFORMATION WHICH IS GOOD INFORMATION BUT IT'S JUST A LOT OF -- I MEAN, STUFF YOU FIND IN THE CODE, BUT MEMBER AUTHORITY -- IF YOU'RE IN B 0100 YOU SEE THAT WE ENUMERATED THE ONES THAT WE ARE COMBINING INTO ONE KIND OF CATCH ALL SO THE BOARD AUTHORITY IS LISTED THERE. >> SO LET ME PUT IN IN A LAYMAN QUESTION, IS ANY OF THE INFORMATION THAT WE ARE REMOVING FROM THESE CONJOINED POLICIES LANGUAGE THAT'S NOT IN OUR LAW? WHAT SENTENCES IN HERE ARE WE REMOVING THAT WE'RE REMOVING BECAUSE WE FELT IT DOESN'T NEED TO BE THERE. >> I DON'T KNOW THAT ANYTHING'S BEEN REMOVED. IT MAY BE RESTATED IN A DIFFERENT WAY BUT IF IT IS NOT IN THE CODE IT IS IN HERE BUT IT MAY NOT BE WORD FOR WORD THE SAME SENTENCE. >> SO I THINK YOU WERE TALKING ABOUT BECOMES 0203 FOR INSTANCE BOARD MESH QUALIFIESES, ALL THAT STUFF IS THANKS THAT YOU CAN FIND ON THE ELECTION -- IT'S ALL PART OF THE CODE SO IT DIDN'T NECESSARILY NEED TO BE PAN OUR PORTLAND BECAUSE WE'RE FOLLOWING IT ANYWAY AND I THINK THE IDEA IS IF WE HAVE THE BOARD GOVERNANCE AND OPERATIONS THESE ARE THINGS THAT ARE SOMEWHAT SPECIFIC OR JUST A SYNOPSIS OF WHAT'S JUST SO WE TOUCH ON IT BUT YOU CAN FIND MORE INFORMATION IN THE CODE. >>> AND THEN THE LAST ONE THAT I KNOW THAT WE IS THAT DISCUSSED SARAH WAS THERE WAS A PART ON HERE AND I APOLOGIZE, I DON'T KNOW THE EXACT NUMBER OF WHICH ONE IT IS BUT IT TALKS ABOUT OUR STAKEHOLDERS AND INVOLVING THE COMMUNITY OR MEMBERS OF THE COMMUNITY AND THEIR HIRING PROCESS WILL BE A PRIORITY OF THE -- AND I KNOW THAT -- I DON'T KNOW IF WE HAVE MOVED THAT TO MAYBE POLICY AND PROCEDURES OR EXCUSE ME TO PROCEDURES OR I THINK THE COMMENT WAS THERE WAS NO STATE STATUTE THAT SAYS WE HAVE TO AND WE'RE JUST GOING ON THE GOOD FAITH THAT OUR SUPERINTENDENT WILL ABOUTLY INVOLVE OUR STAKEHOLDERS SO CAN WE CLARIFY THAT? ARE WE REMOVING THE LANGUAGE THAT SAYS STAKEHOLDER INVOLVEMENT AND THE HIRING PROCESS WILL BE A PRIORITY? I KNOW WE'VE BEEN HIRING PEOPLE AND IT'S IMPORTANT TO HAVE IN PUT FROM OUR -- I KNOW SOMETIME SOME OF OUR BOARD MEMBERS MIGHT BE INVOLVED IN THE HIRING PROCESS SO TO ME I DON'T -- I DON'T WANT THAT REMOVED SO IS IT NOT REMOVED AND REWORDED SOMEWHERE ELSE OR ARE WE REMOVING THAT LANGUAGE? >> ARE YOU YOU? >> IN POLICY G 02.10. THE PROPOSED PSYCHOLOGY [01:35:06] ELIMINATED THE LANGUAGE FROM G. >> G 02.18. >> YOU SAY B OR G? >> G AS IN GO. I'M TRYING THE TO FIND IT IN OUR PACKET. IT IS THE SAME AS -- OKAY. SO IN THAT POLICY WE ARE REMOVING -- NOT REMOVING, THAT'S I GUESS MY QUESTION, ARE WE REMOVING THIS PARAGRAPH AND TAKING IT COMPLETELY OUT OR ARE HAVE WE ADDED IT TO THE NEW VERSE. >>> I'M NOT SURE -- THAT ONE YOU'RE REFERRING TO IS ABOUT LITIGATION, BOARD MEMBER -- >> OTHER THAN, LET ME SEE IF I CAN FIND IT. >> I THINK YOU'RE CITING LANGUAGE FROM A DIFFERENT POLICY E. SO LET ME REPHRASE BUT I'M CONFIDENT THERE WAS A SENTENCE IN HERE AND I KNOW SARAH AND I HAD CONVERSATION, SO MAYBE I WROTE DOWN THE WRONG CODE BUT ONE OF THE PIECES OF LANGUAGE THAT SAYS -- SO STAKE HOLDER INVOLVEMENT IN THE HIRING PROCESS. >> THENTY APOLOGIZE BUT IT WAS LISTED IN MY NOTES AS FIRST READS. >> YOU'RE REFERRING TO AUTHORITY TO EMPLOYEE AS ADMINISTRATORS. >> THANK YOU AND I APOLOGIZE I JUST KNOW I TOOK NOTES WITH SARAH AND IT WAS PUT UNDER FIRST RAIDS BY ACCIDENT. >>> AND JUST TO POINT OUT WHY WE'RE DOING THIS, B .0 TALKS ABOUT BOARD MEMBER CANDIDACY AND THERE'S A PARAGRAPH THAT SAYS BOARD MEMBERS ARE ELECTED ON A NON-PARTISAN BALLOT. IT USED TO BE THE SPRING PRIMARY TIME AND THERE WAS A BILL THAT FAILED TO MAKE THEM PARTISAN ELECTIONS SO YOU HAVE TO DECLARE YOUR POLITICAL AFFILIATION IF ANY. IF WE HAD THAT WORDING IN HERE AND SOMETHING CHANGED WE WOULD HAVE TO CHANGE OUR POLICY BUT BECAUSE WE DIDN'T SPECIFY THAT WE CAN CITE THE CODE THAT IT GOES SO. SO WE'RE SIMPLIFYING THAT SO WE DON'T HAVE TO KEEP BRINGING THESE POLICIES UP FOR A SLIGHT CHANGE. >> CONFERENCE, IN PLACES WHERE THINGS ARE SPECIFICALLY SET IT IN STATUTE THAT WE CAN'T CHAIN AND WE DON'T NEEDS TO RESTATE THEM IN OUR POLICIES BECAUSE IF SOMETHING CHANGES THAT REQUIRES U.S. TO CHANGE THEM. >>> I THINK SOME OF IT WAS ORIENTATION, AND SOME OF THOSE ARE SPECIFY ON HOW WE GOVERN AND SOME OF THEM ARE SPECIFIC TO CODE BUT SOME OF IT'S MORE WE REORGANIZE EVERY YEAR AND THAT'S NOT REQUIRED BY THE LAW BUT WE DO THAT SO THOSE ARE THE THINGS WE DO THAT WE WANT THE MAKE SURE ARE INCLUDED. BUT THE ONES THAT ARE LAW ARE -- YEAH. FOLLOW THE LAW >>> I'M GOING TO ASK ONE MORE TIME ON THE FIRST RAIDS THIS THOSE POLICIES WE HAVE IN HERE WE DID NOT TAKE OUT ANY LANGUAGE BUT WE CONDENSED TO MAKE IT SIMPLER AND WE HAVE THE CODES ATTACHED TO EACH ONE WHICH ARE ALL UNDER THE HEADING LEGAL >>> CORRECT >>> OKAY, ANY OTHER QUESTIONS? EXCELLENT WE WILL MOVE ON TOA [6. Action Items] ITEMS AND WE HAVE POLICY SECOND READ AND WE'RE STILL HERE WITH MS. LIPPY. >>> SO PRESENTING TO YOU A [01:40:01] SECOND READ OUR PREVIOUS POLICY BUNDLE WHICH INCLUDED G 02.15. BACKGROUND CRIMINAL HISTORY INFORMATION AND WE MADE A COUPLE OF CHANGES TO THIS; NOT TO REVIEW THOSE AGAIN AND E 05.01 FREE AND REDUCED LUNCH WE MADE SOME LANGUAGE REVISIONS JUST TO ADD SOME CLARITY TO THAT POLICY. AND I THINK SUZANNE IT GETS TO SOME OF THE OTHER POLYS THAT WE HAVE RECOMMENDED RESCINDING AND THAT WOULD BE G 01.00 PERSONNEL GOAL, G 02.00 AUTHORITY TO EMPLOY, G 02.09 STAFF WELFARE, G 02.10 AUTHORITY TO EMPLOY ADMINISTRATORS CERTIFIED STAFF AND ELECTRONIC MAIL AND LEGAL ROAM DID IS SO THOSE ARE PRESENTED TO YOU AS A SECOND READ T. >>> I WOULD ENTERTAIN A MOTION. >> MAKE. >>> I HAVE MOVE TO -- I WANT TO CLARIFY ON THATA ITEM OF THE SECONDS READING WHAT I WAS TRYING TO BRING UP BEFORE. >>> WE STILL HAVE TIME FOR FULL DISCUSSION WE JUST HAD A MOTION SO WE CAN HAVE A FIRST AND SECONDS AND WE'LL STILL HAVE FULL DISCUSSION. JANET STARTED TO MAKE A MOTION. >> I MOVE TO APPROVE THE POLICIES AS PRESENTED. >>> I SECOND. >> WE HAVE A FIRST AND SEEKS CAN I WILL OPEN UP THE FLOOR FOR DISCUSS AND QUESTIONS. >> OKAY. THEN I WILL BRING UP MY PREVIOUS QUESTION AND I APOLOGIZE THAT I HAVE BRINGING ITS UP AT THE FIRST READING IT WAS JUST AN ERROR IN WHICH GROUP WE PUT IT UNDER SO IT IS A SECOND READS SO GOING BACK TO MY ORIGINAL QUESTION THERE IS A SECTION ON IF YOU LOOK THROUGH THAT SAYS -- I JUST LOST IT. AND IT SAYS STAKEHOLDER INVOLVEMENT IN THE HIRING PROCESS WILL BE A PRIORITY IN THE SECTION OF BUILDING PERCENTAGES AND ASSUMES THIS OPPORTUNITY FOR PARENTS AND TEACHERS TO BE INVOLVED HAS BEEN ELIMINATED AND IS MY QUESTION IS WHY AND THIS IS WHY I WANTED BRING I WOULD UP BEFORE THE MOTION SO IF WE WANTED TO MAKE A CHAIN TO IT WE CAN DO THAT SO I WOULD LIKE TO HAVE THAT SENTENCE PUT BACK IN. >> SUZANNE JUST TO CLARIFY I UNDERSTOOD THAT SEVEN PROBABLY GOING TO WANT TO MAYBE A MOTION WHICH IS FINE. HAVING THAT MOTION DOES NOT CLOSE MY MY ANY OPTIONINGS FOR AMENDMENTING. >>> THEN I WOULD MAKE A MEETINGS TO AMEND AND NOT TAKE THAT SENTENCE OUT OF THIS POLICY. BACK INTO THE GROUP, THE POLICY THEY JUST COMBINEED? >> SO THESE AREN'T BEING COMBINED INTO ANYTHING. THE PACKET WE JUST TALKED ABOUT IS COMPLETELY SEPARATE FROM THESE. SO THESE SECOND GROUP OF POLICIES THAT WE'RE TALKING ABOUT WERE THE ONES THAT WE TALKED ABOUT LAST MONTH SO WE ARE RESCINDING THAT WHOLE POLICY. >> AND I AMEND THAT WE DON'T RESCIND IT AND ADD IT BACK IN OR IS THERE A POLICY THAT MAYBE THE BOARD WOULD LIKE TO TALK ABOUT THAT YOU BE ADD THAT SUMMARY JUDGMENT INTO THE POLICY SINCE IT'S ALL ABOUT BOARD GOV GOVERNANCE. >> THIS IS UNDER PERSONNEL -- ARE WE USING IT AS A PROCEDURES WHICH THEN GOES TO OUR -- BACK TO THE DISTRICT? BUT IF WE'RE DOING A HIRE PROCESS I KNOW THERE WAS A COUPLE OF OTHER THINGS WHICH WAS THE SUPERINTENDENT OR OTHER HIGHER POSITIONS, SOMETIMES THEY'LL HAVE THE STAKEHOLDERS OR PEOPLE AND WE HAVE THE ZOOMS AND WE INTERVIEW AND WE GIVE INFORMATION OUT THERE, I FEEL LIKE THAT ELIMINATES ASKING FOR [01:45:02] THE PARTICIPATION AND I THINK IT SHOULD BE INCLUDED IF WE'RE GOING TO DO HIRING AND FIRING, WHETHER IT'S A SCHOOL BOARD MEMBER OR SOMEBODY FROM THE ADMINISTRATION WHO I FEEL THAT WE SHOULD BE ABLE TO HAVE THAT AUTHORITY GYRE. >>> I DON'T MIND IT GETTING MOVED TERROR ADDED TO SOMETHING THE WE WANT THE TABLE THAT SECTION OF ITS AND AGREE TO YOU KNOW, PUT IT INTO ANOTHER SECTION FROM G THAT THEN WE ARE STILL I LIMB THAT ELIMINATING AP DENSING. >>> I THINK THE REASONING BEHIND -- WE TALKED ABOUT OUR -- I DON'T KNOW, ROAD MAP IS PROBABLY NOT THE RIGHT -- YOU KNOW, HIRING PRACTICES OR -- HELP ME WITH THE WORDS, BUT THESE ARE THINGS WHEN WE EMPLOY ADMINISTRATORS REALLY THE BOARD -- THE ONLY PERSON WE HIRE IS THE SUPERINTENDENT. WE ARE INCH INVITED TO BE A PART OF SOMETIME ADMINISTRATOR HIRINGS BECAUSE WE'RE JUST AN EXTRA SET OF EYES OR IT MAY BE AN AREA OF INTEREST BUT WE REALLY DONE HAVE AUTHORITY TO HIRE. WE HAVE ALWAYS HAD THE PRACTICE OF INCLUDING STAKEHOLDERS AND IN FACT IN THE YEARS AND YEARS EVEN HAS A PARENTS PRIOR TO THE BOARD BUT I THINK IT WAS INT BE MORE OF A PROCEDURE. >>> AND MY THOUGHT TO WHAT YOU SAID IS IT'S BEEN HAPPENING FOR YEARS AGO AND IF WE TAKE IT OUT IT'S NOT SOMETHING THAT HAS TO BE DONE, I WOULD LIKE TO BELIEVE THAT OUR SUPERINTENDENT WOULD READILY INVITE, I'M JUST SAYING THEREST THERE'S A VARIETY OF RESOURCES THAT SHE CAN ADDS TO BE PART OF THAT AND I THINK THAT INFORMATION SHOULD CONTINUE TO BE PART OF OUR POLICY SO WEB WE CAN ENSURE WE'RE INVOLVING OUR STAKEHOLDERS. >>> WE'VE HAD THREE ITEM HERES WE DID HAVE STUDENTS AND PARENTS, BOARD MEMBER, TEACHERS ADMINISTRATORS AND -- AND I HATE SOUNDING LIKE A BROKEN RECORD BUT EVERY TIME WE SAY WE'VE DONE THIS, IT'S BECAUSE IT'S A POLICY. SO I'M STRESSING AGAIN I THINK IF WE NEED TO EITHER A KEEP THAT POLICY OR B, TAKE THE INFORMATION FROM THAT POLICY AND COMBINE IT WITH ANOTHER BECAUSE KNOW A BIG GOAL THAT WE'RE TRYING TO CON CONDENSE POLICIES BUT IF WE'RE NOT GOING TO KEEP THAT POLICY AND WE WANT TO [01:50:02] CONDENSE THEN I'M ASKING THAT -- I DON'T KNOW WHAT THAT PROCESS IS, WHAT ROBERT RULES ARE TO DO SO BUT I FEEL THAT LANGUAGE FROM THAT POLICY NEEDS TO STAY A POLICY. >> SO WOULD YOU BE IN IN FAVOR OF TONIGHT DROPPING THAT RESCINDMENT, IS THAT IS A WORD? DROPPING THAT ONE POLICY FROM BEING RESCINDED AND SENDING IT BACK TO THE POLICY COMMITTEE FOR THEM TO BRING FORTH ANOTHER POSSIBILITY? >> THAT WOULD GUARANTEE PARENTS, STALK HOLDER IN PUT. >> YES, IF WE REMOVE THAT FROM THIS RESCISSION -- I MAKE A MOTION. >> THEN THE -- I'M GOING TO USE MY FAVORITE WOULDN'T IN THE SPIRIT OF TRUE TRANSITION TEAM THE WE'RE NOT TAKE AWAY A MANDATES THAT WE HAVE TO DO IT. THERE'S NO MAN DATE FOR US TO DO IT NOW. >> WELL THEN MAYBE, I WOULD LIKE IT -- LET ME ASK YOU THIS: PULL IT BACK UPGUSHING I'M FINE IF YOU WANT TO TALK ABOUT THAT ONE OUT OF THE PACKET AND WE CAN REAS A RESULT IT BUT I WANT TO MAKE SURE THAT WE'RE CLEAR WHEN WE RESCIND THIS WE'RE NOT TAKING AWAY A CURRENT MAN DATE. >> I APPRECIATE YOU'RE SAYING THAT BUT I DO MOTION THAT POLICY IS NOT PART OF THIS RESCISSION. I MEANT THE MOTION THIS POLICY IS NOT PART OF THIS RESCINDING PACKAGE. >> I SECOND. >> IS THERE ANY OBJECTION SO WE'LL MOVE ON FROM THAT. SO WITH THAT THE AMENDED MOTION ON THE FLOOR WOULD BE TO APPROVE 6.01 MINUS RESCINDINGG 02.10 BUT THE OTHER ONES WOULD BE RESCINDED AND OTHERS WOULD BE APPROVED. IS THAT CLEAR TO EVERYONE? ANY OTHER QUESTIONS OR COMMENTS? SEEING NONE I WOULD ASK JANET TO CALL FOR THE VOTE. >> MICHELLE FULHEART. >> YES. >> JULIE CHAMBERS. >> YES. >> SARAH DONSBACH. >> SR A A PARKS-REESE. >> SUSAN THOMAS. >> YES. >> BRADS BOYAR. >> YES. >> AND I'M A YES. >> NEXT UP KATIE DOWLING DISTRICT CREDIT CARDS. >>> GOOD EVENING YOU ALL CURRENTLY HAVE A BOARD POLICY THAT REQUIRES THE ADMINISTRATION TO GET PERMISSION OR APPROVAL WHEN A I PLYING FOR DISTRICT CREDIT CARDS. WE HAVE DISTRICT CREDIT CARDS STRESS PROCEDURE ON HOW THEY'RE HANDLED SO THEY ARE PROPERLY SECURED BUT THOSE CARTS ARE WITH CHASE BANKFULL OUR SUPERVISOR OF SEES THAT PROCESS IDENTIFIED AN OPPORTUNITY FOR THE CORPORATION TO UTILIZE CREDIT CARDS FROM TCU BANK WHICH IS ALSO WHO WE BANK WITH AS CORPORATION AND THEY'RE WILLING TO OFFICER A FLAT ONE AND A HALF PERCENT CASH BACK, CHASE BANK IS BASICALLY A SLIDING SCALE SO IT MADE SINCE FOR US TO SWITCH OVER TO TCU. IN ADDITION THE PROCESS WOULD BE IF THIS IS APPROVED WE WOULD APPLY AND HAVE THE NEW CARDS IN PLACE AND WOULD CANCEL AND ELIMINATE THE OTHERS THAT WAY WE DON'T HAVE ANYONE SURPRISES WHEN THEIR CREDIT CARDS DEPARTMENT WORK. >> CAN YOU GO OTHER WHO HAS THE CREDIT CREDIT CARDS? WE DON'T GIVE THEM TO TEACHERS AND WHAT THEY ARE USES FOR, WHY THE NEED FOR THEM. >> THE ONLY PROBLEM WHO HAS AN ACTUAL CREDIT CARD ISSUED TO THEM IS DR. STOKES. AND SO THOSE HAVE THE CORPORATION'S NAME ON THEM, I BELIEVE MYSELF STEPHANIE MADISON, THE DIRECTOR OF [01:55:04] BUSINESS AND KYLEE WHO IS MANS THE CREDIT CONTRACTS BUT THEY ARE SECURED AND LOB LOCKED UP. THEY ARE USED SPARINGLY, THEY ARE MOST OFTEN FOR TRAVEL WHERE WE NEED TO REGISTER AND THEY WILL NOT ACCEPT PURCHASE ORDERS, WE FOUND THAT TO BE GETTING MORE COMMON, ONE WILL NO LONGER ACCEPT POS SO THAT IS WHY NOBODY IS CARRYING THEM REGULARLY EXCEPT THE SUPERINTENDENT, WHICH PRETTY NORMAL >>> SO BASICALLY WE'RE JUST GETTING A BETTER RATE BUT IT STILL DIDN'T CHANGE AS FAR AS HAVING MORE CARTS SO ALL WE'RE DOING IS SWITCHING COMPANIES AND GETTING A BETTER RATE. >> CORRECT. IF IT WERE UP TO ME WE WOULDN'T HAVE ANY. >> I WOULD MOVE TO APPROVE THE REQUEST TO OBTAIN DIFFERENT CREDIT CARDS. >> SECOND. >> I HAVE A FIRST AND SECOND ANY OTHER QUESTIONS? JANET. >> SUSAN THOMAS. >> YES. >> SARAH PARKS-REESE. >> YES. >> SARAH DONSBACH. >> JULIE CHAMBERS. >> YES. >> MICHELLE FULHEART. >> YES. >> BRAD BOYER. >> YES. >> AND I'M A YES, AND YOU ARE UP AGAIN WITH THE 2022 OBLIGATION BONDS. >> THANK YOU. THE RESOLUTION THIS IS A FINAL BOND RESOLUTION FOR THE BOARD TO APPROVE SET TO NOT EXCEED LIMIT OF 25 MILLION DOLLARS AND IT HAS A NOT TO EXCEED FIVE PERCENT INTEREST. SOMETIME WE HAVE TO BE A LITTLE FLEXIBLE, WE MAY NEED TO BORROW LESS IF THE INTEREST RATE IS HIGHER, WE SET THE MAXIMUMS TO PRESENT US AND BE SO THAT YOU UNDERSTAND EXACTLY HOW MUCH WE GO OUT FOR AT A MAXIMUM LEVEL BUT ALSO FUR US WE HAVE MADE A COMMITMENT TO KEEP THAT DEBT RATE AT 5898, THAT HAS BEEN OUR WAY TO DEMONSTRATE TO THE COMMUNITY THAT WE MAN OUR OVERLAPPING DEBT IN IN A WAY THAT KEEPS THAT LEVEL TO OUR BENEFIT AND SO THAT'S WHAT WEST VIRGINIA WE'VE DONE AS A DISTRICT. SO THAT'S REALLY OUR GOAL SO THEY GET THE RATES IN AND THE BORROWING AMOUNTER WE'RE RUNNING THAT GEORGIA CAN WE KEEP OUR DEBT RATE AT THIS LEVEL AND WHAT ARE THOSE AMOUNT AMOUNT S. >>> AND CAN YOU MAY HAVE SAID THIS ALREADY BUT IS IT BECAUSE OF OUR STELLAR RATING THAT WE'RE ABLE TO GET THESE GREAT BONDS? >> THE INTEREST RATE IS THE RATING IS A PIECE OF THAT IF IT'S A RATED ISSUANCE. THERE'S A PROCESS WITHIN THE STATUTE THAT PRESCRIBES THE MAXIMUM YOU CAN CARRY FOR A DEBT CAPACITY WHICH WE'RE SIGNIFICANTLY UNDER BUT IT'S ABOUT HOW WE'VE MANAGED DEBT IN THE LONG-TERM IS WE'RE PAY THE LONG GAME OF WHEN WE PAY OFF DEBT WE CONTINUE TO TO RENOVATE AND UPDATE THINGS. SO THAT'S THE WAY I WOULD SAY IS [02:00:08] THE RATING HAS THE BIG ERR IMPACT. >> I MOVE TO APPROVE THE 2022 GENERAL OBLIGATION FINAL BOND RESOLUTION. >>> SECOND. >> I HAVE A FIRST AND SECOND. ANY OTHER QUESTIONS OR COMMENTERS? I WOULD ASK JANET TO CALL FOR THE VOTE. >>> AND I'M A YES. MOTION PASSES 7-0. >> MAY I MENTION ONE THING TAB CONTRACTS IT'S AN, ERROR WE HAD AN OLD TITLE BACK IN THE DAY WITH PURDUE, THE POLYTECHNIQUE PROGRAM, I THINK IT WAS TRANSMISSION POS TRANS POSE OVER. PLEASE MADISON HAS ALREADY TAKEN ITS OFF BUT JUST FOR CLARIFIES. >>> NEXT UP 6.04 FEW REVISIONSES AND WE HAVE STEPHANIE MADISON. WE HAVE A FEW ADJUSTMENTS. WE HAVE AN INCREASE FOR SPANISH ONE DOW TO TEXT BOOK ADOPTION. WE HAVE AN INCREASE FOR THEIR FRENCH FIVE CONSUMABLES BECAUSE THE ORIGINAL SELECTION FOR THE RESOURCE IS NOW OUT OF PRINTER SO THEY HAD TO PRICE THAT AGAIN. THE JUNIOR HIGHS THEIR SPANISH TEXTBOOK INCREASED BECAUSE OF THE ADOPTION LAST MONTH AND THEN FISHERS JOURNEY AND RIVER SIDE JUNIOR HIGH THEY HAVE AN INCREASE IN SPANISH CONSUMABLES BECAUSE THEY CHOSE DILIGENCE RESOURCES. >>> JUST A QUICK QUESTION SO WHEN THE THAT CHANGES LIKE THAT THE MATERIAL DIDN'T CLING, IT'S CHANGE, IT'S JUST WHAT WE ASSUME AT THE PRICE WOULD BE IT'S A LITTLE HIGHER BUT THE ACTUAL CRIB LUMP SUM DOCUMENT THAT WE'RE USING FOR SPANISH THAT DIDN'T CHANGE. >> CORRECT. THE CONSUMABLES THE PRICING HAS CHANGED. SO THIS NUCLEUS THE SPANISH TEXT BOOK FEES. >>> THANK YOU VERY MUCH. >> AND I WANT TO POINT OUT ONCE AGAIN IN INDIANA IS ONE OF SIX STATES IS THAT FORCES PARENTS TO PAY STUDENT TEXT BOOK RENTAL FEES. >> SAY THAT AGAIN. >> YES, I BELIEVE THERE ARE 44 STATES IT'S PART OF WHAT THE STATE PAYS SO THE FREE PUBLIC EDUCATION IS TRULY FREE. OBVIOUSLY SOMEONE IS PAYING FOR IT. >> I WAS SHOCKED WHEN WE MOVED HERE AND DISCOVERED THAT PEOPLE HAD TO PAY BOOK FEES. >> DOES THAT ALSO INCLUDE OUR UNIVERSALS? THOSE ARE EXTRA FEES -- [INDISCERNIBLE] IT'S BECAUSE THE STATE SO LET'S SAY WE HAD -- BUT IF WE HAD ALL THIS MONEY AND WE COULDN'T DECIDE THAT WE'RE PAYING FOR OUR BOOKS AND FEES? >> I DON'T THINK YOU CAN TAKE THAT ON AND SUSTAIN THAT -- >>> . >>> I WOULDN'T IMAGINE THERE'S A SCHOOL DISTRICT IN THE STATE THAT CAN AFFORD TO DO THAT. >>> WE DID PICK UP SOME OF THOSE COSTS TO HELP OUT OUR FAMILIES THIS YEAR BUT THAT WOULD BE A HUGE TASK TO COMPLETELY WRITE OFF >>> OKAY, THANK YOU FOR THAT CLARITY. I MOTION TO APPROVE THE ADJUSTMENT TO THE SPANISH TEXT BOOK FEES AS PRESENTED BUT YOU ADDED ANOTHER LANGUAGE, DIDN'T YOU? IS IT SPANISH AND TRENCH? >> READVICES -- BUT IT'S ALL IN WHAT SHE PRESENTED SO I WILL SECOND THAT. >> I HAVE A FIRST AND SECONDS ANY OTHER SUCCESS? STILLED.JANET TO CALL FOR THE VOTE. [02:05:05] LIGHTS AT HFC HIGH SCHOOL >>> GOOD EVENING LAST JANUARY I CAME BEFORE THE BOARD TO SEEK PERMISSION TO CHANGE THE LIGHTING AT THE BASEBALL AND SOFTBALL LIGHTS BECAUSE ONE THE LIGHTS ARE HAZARDOUS AND THE LUMENS THEY'RE PUTTING OUT ARE HAZARDOUS. THE SECOND WAS WE FOUND WITH THE BASE OF THE POLE WERE REIMBURSE SO WE GOT FOUR BIDS BARK BACK AND THE LOWEST BIDDER WAS KNEW GENTLE ELECTRIC. LET ME TRY THAT AGAIN. $809,695,000. THAT IS BELOW WHAT WE HAD BUDGETED IN OUR TEN YEAR PLAN OF 1.3 UNTIL. THE BOARD ALSO STANDARD ASKED ME TO SEEN BID ASKS COMBINED WITH THOSE BIDS AND THE BASE BID FROM KNEW GENTLE IT WILL PUT US OTHER OUR $2.1 MILLION SO WE DID NOT HAVE THAT IN OUR BUDGET AT THE TIME. AND I AM SEEKING APPROVAL FOR YOU TO MOVE FOR THE ORANGE DOING A THE VARSITY FIELDS. >>> AND TO BE CLEAR THE VARSITY IS THEY DON'T HAVE LIGHTS PERIOD. >> THAT'S CORRECT. >> AND I WILL MAYBE A MOTION TO APPROVE THE RECOMMENDATION TO AWITH ARD THE CONTRACTOR FOR THE NEW LED LIGHTS AT THE BASEBALL AND SOFTBALL FIELDS TO NUGENT ELECTRIC OF ANDERSON >>> I'LL SECOND. >> I HAVE A FIRST AND SECOND, ANY OTHER QUESTIONS? >> CAN YOU ALSO I THINK YOU MENTIONED IT THE LAST TIME YOU WERE HERE THAT CURRENT LIGHTS DON'T MEETS STANDARDS EAST SO WE CAN HOST A TOURNAMENT? >> THAT'S CORRECT AND IT CAUSES A SAFETY ISSUE FOR THE GUYS LOOKING UP TO CATCH A BASEBALL. >> AND WE'RE NOT REPLACING FISHERS HIGH SCHOOL BECAUSE THEY ARE NEWER AND MEET STANDARDS. >> CORRECT. >> ANY OTHER QUESTIONS? OKAY, I HAVE A FIRST AND SECOND ALREADY. >>> I HAVE A QUESTION S SORRY, IS THIS SOMETHING IS THAT MAYBE CAN BE DISCUSSED AND PUTS ON THE NEXT TIME WE TALK ABOUT A TEN YEAR PLAN? >> VERY GOOD WE SO WE UPGRADED THE TRANSFORMER SO THAT IN THE FUTURE THAT IS ALREADY THERE AND IN PLACE SO THAT WE CAN PROCEED WHEN BUDGET ALLOWS JURORS. >> AND I WANT TO PUT IN MY USUAL PLEA FOR TEN ANY LIGHTS. >> OUR LAST ASSIST ITEM 22/23 EDUCATIONAL INTERPRETER PAY AND TRANSPORTATION SUMMER SCHOOL PAY. >> I'M GOING TO ADD SOMETHING WHICH IS I THINK THIS IS PART OF A LARGER DISCUSSION, AS AD WHERE WE AND IN TERMS OF LIGHTS AND AMENITYIES AND I DON'T MEAN AMENITIES LIKE A COUNTRY CLUB AND IT GOES TO THAT LONG-TERM CONVERSATION, SO THOSE ARE ALL THINGS WE'RE DISCUSSING IF WE HAD THE ABILITY TO LEVERAGE MORE DEBT AT THAT SAME TAX RATE WE WOULD DO IT BECAUSE THERE ARE NO SHORTAGE OF THANKS TO DO. >>> LIKE THE TURF FIELD >>> I'M JUST KIDDING SO AS YOU SAW WHEN THEY SENT THE DOCUMENT TO YOU SO EDUCATIONAL INTERPRETERS WERE UTILIZING THESE MOSTLY FROM PRIVATE COMPANIES OR CONTRACT SERVICE. WE IDENTIFIED WE HAD PHONES WE COULD USE HERE WHERE WE WOULD HAVE MORE DIRECT CONTROL BECAUSE WE DIRECTLY SUPERVISE THEM AND THERE IS A COST SAVINGS INVOLVED WITH THEM NOT BEING CONTRACTED [02:10:04] BECAUSE WE'RE PAYING $55 AN HOUR FOR A CONTRACT SERVICE TO PROVIDE THIS; SO THIS ESSENTIALLY IS PUTTING THIS BACK INTO THE PAY SCHEDULES, THE PAY HAD BEEN PREVIOUSLY ALIGNED STARTING WITH STEP ONE, $30 AN THUNDERSHOWER WITH WHAT WAS THE DEAF INTERPRETER WHICH WAS A SEPARATE INTERPRETER LINE ITEM. I KNOW IT'S JUST THE WAY IT WAS BUT THAT WAS THE TIE AND SO THE DIFFERSES ARE IDENTICAL TO HOW IT WAS, THE DIFFERENTIAL TOBACCO STEP ONE WITHOUT A BACHELORS VERSUS WITH, AND SO WOO ASKING TO ADD THIS BACK IN SO THAT IT GIVES MRS. SELL BITHE ABILITY TO INTERVIEW HIRE AND RECOMMEND THROUGH HR POSITIONS THAT WOULD FILL THIS BILL. THE SECOND PIECE OF THIS HAS TOO WITH TRANSPORTATION SUMMER SCHOOL. TRANSPORTATION SUMMER SCHOOL RATE HAS BEEN $40 FAR SINGLE REPUBLICAN, 64 FOR A DOUBLE, AT LEAST FOR THE LAST 15 YEARS, I BELIEVE WHEN I ASKED PLEASE JONES THE SUPERVISOR SHE SAID SINCE THE BEGINNING OF TIME, SO $40.64 IT SEEMS LIKE A LOT BUT THOSE RUNS ARE SELF-HOUR AND FRANKLY IN THE MARKET WE'RE IN THEY CAN GO GET JOBS WITH OTHER COUNTRIES INSIDE SUMMER AND THEY WILL PAY THEM NORMALLY SO MR. KINNY REQUESTED WE COULD ADD LANGUAGE THEIR SUMMER SCHOOL WOULD BE BASED ON THEIR HOURLY RATE AND THIS HELPS US GUILT TO A PLACE WHERE WE CAN START UTILIZING TIME CLOCK, SO AT YOUR PLEASURE I CAN ANSWER ANY QUESTIONS BUT WE WOULD APPRECIATE YOUR CONSIDERS OF THIS THIS EVENING. >> AND THAT WOULD ELIMINATE SOMEONE SAYING I'LL TAKE THIS RUN THAT'S TWO-MILES BUT NOT THE ONE THAT'S FIVE-MILE AWAY. SO THOSE MIGHT GET FILLED A LITTLE BETTER. >> I MOVE TO APPROVE THE INTERPRETER PAY AND TRANSPORTATION PAY AS PRESENTED. >>> ANY OTHER QUESTIONS OR COMMUNITY COLLEGE SENTENCE SEEING NONE I WOULD ASK JANET TO CALL FOR THE VOTE. [7. Board President] MIGHT BE A RECORD LATELY. SO NOW WE'RE UP TO THE BOARD PRESIDENT'S REPORT. I HAVE A STATEMENT I WANT TO MAYBE ON BEHALF OF THE DISTRICTS. OUR MISSION IS TO PROVIDE OUR MORE THAN 21,000 STUDENTS AN ACADEMICALLY CHALLENGING EDUCATION AND ALSO PREPARE THEM FOR THE FUTURE. WE BELIEVE IT IS IMPORTANT TO ENSURE OUR STUDENTS ARE PREPARED FOR THE EVER CHANGING REAL WORLD AND HOW TO NAVIGATE SUCCESSFULLY IN THIS NEW ENVIRONMENT. IF RECENT UPDATE TO OUR STUDENT HAND BOOK PROVIDES STAFF THE OPPORTUNITY TO HOLD RESTORATIVE CONVERSATIONS ABOUT HOW AN INTENTIONAL OR UNINTENTIONAL INTERACTION THAT COMMUNICATES BIAS CAN BE EFFECTIVELY ADDRESSED. THIS NEW EDITION WAS ASKED FOR BY STUDENTS AND IT DOES NOT INCLUDE PUNITIVE PUNISHMENTS AND ANY SUGGESTION TO THE CONTRARY ISEN ACCURATE W. I WILL BE WINTER STORM WARNING WITH OUR ADMINISTRATORS AND STAFF JUST AS WE HAVE BEEN DOING TO ENSURE THEY HAVE THE INFORMATION AND TOOLS NEEDED TO FOSTER MORE RELATIONSHIP DRIVEN PRACTICINGS. AND BELOW IS THE LANGUAGE WITH THE LANGUAGE TO BE ADDED TO OUR STUDENT HAND BOOK, READS THAT MICRO-AGGRESSIONS CAN BE DEFIED AS EVERY DAY SUBTLE SOUTHERN NEL OR UNINTENTIONALAS THAT COMMUNICATE A PIECE TOWARD TOWARDS . . . [02:15:04] ANSWER WANT TO REMIND THE COMMUNITY THAT WE HAVE A WORK SESSION ON JULY 19 AT 7:30 A.M. HERE IN THE BUILDING, NOT LIVE STREAMED SO IT'S A WORKS IS BUT IT IS ON THE REF REN COUPLE SO WE'RE JUST GOING TO BE DISCUSSING UPDATES ON WHERE WE'RE AT WITH THAT SO I WELCOME COMMUNITY MEMBERS TO COME IN AND BE AT THAT MEETING AND WE DID ADD A JULY 27 MEETING AT 7:00 P.M., A REGULAR BOARD MEETING THAT HAD INITIALLY BEEN ONE OF THOSES A TRANSCRIBING MEETINGS, BUT WITH SCHOOL APPROACHING THERE WERE SOME I'MS THAT WE NEEDED TO GET REVIEWED BY THE BOARDS BEFORE THAT FIST DAY OF SCHOOL AND IF WE WAITED UNTIL AUGUST THAT WOULD BE RIGHT AFTER SCHOOL STARRED SO WE WANTED TO MAKE SURE WE GOT ALL THAT WORK COMPLETELY T. [8. Superintendent's Report] SO WITH THAT I WILL PASS I TO DR. STOKES FOR HER REPORT. >>> I WOULD LIKE THE MAKE A QUICK COMMENT WAS A STATEMENT YOU CHOSE TO MAKE AS THE PRESIDENT OF THE BOARDS BUT NOT NECESSARILY SOMETHING THE WHOLE BOARD WAS AWARE OF. >> IT WAS WRITTEN ON BEHALF OF THE DISTRICT. >> I UNDERSTAND THAT BUT AGAIN FOR CLARIFIES THE ENTIRE BOARD DID NOT SEE THAT STATEMENT BEFORE YOU DECIDED TO MAKE ITER IS THAT CORRECT? >> YES IT'S THE SAME INFORMATION BEEN SENDING IN E-MAILS TO PARENTS. >>> AND I APPRECIATE RELATIONSHIPPING OUR SCHOOL DISTRICT AND ALL OF OUR PARENTS AND ALL OF OUR STUDENT AND I'M JUST CLARIFYING THE REST OF THE BOARD DID NOT SEE YOUR STATEMENT BEFORE YOU DECIDED AS THE PRESIDENT TO DECIDE TO SPEAK THAT, SPARK. >> I THINK THAT'S BEEN CLARIFIED A FEW TIME NOW. >>> I APOLOGIZE BUT THE BOARD PRESIDENT'S REPORT IS NOT A DISCUSSION ITEM SO I'M GOING TO PASS IT TO DR. STOKES FOR HER REPORT IS AND UPDATE. >>> THANK YOU. SO I WANTED TO GIVE A REMINDER THAT JULY 30 WE ARE HAVING THE BEFORE THE BILL WHICH IF YOU NEED INFORMATION ON THE BEFORE THE BILL FEEL FREE TO LOOK AT OUR WEBSITE BUT IT WILL BE HOSTED AT THE NICKEL PLATE AMP SO THAT IS AN JULY 30 IF YOU'RE INTERESTED IN ATTENDING THAT PLEASE FEEL FREE TO DO SO T. I WANT TO GO ON RECORD SAYING THAT IN HAMILTON SOUTHEASTERN SCHOOLS IT IS OUR CHARGE TO SUPPORT ALL OF OUR STUDENTS AND AS MUCH AS WE DO AND WILL CONTINUE TO WORK WITH OUR FAMILIES AND PARENTS WE DO WANT YOU TO KNOW THAT EVERY MORNING WE DO IS TO MAYBE A SAFE LEARNING ENVIRONMENT FOR OUR STUDENTS. I HAVE NO PROBLEM WITH HAVING A CONVERSATION WITH YOU BUT THE REALITY IS THAT WE'RE NOT TRYING TO DO THINGS TO HURT OUR STUDENTS AND WE ARE NOT IN THE BUSINESS OF TRYING TO HAVE PUNITIVE RESOURCE OR PUBETIVE THINGS THAT WE WOULD PUT OUR STUDENTS OUT OF SCHOOL. WE NEED OUR STUDENTS TO BE IN SCHOOL. I SAID LAST YEAR WHEN IT CAME TO DEALING WITH MASKS THAT OUR JOB WAS TO KEEP STUDENTS IN SCHOOL AND IT BECAME A TERM KNOWN AS S ISSUINGS, SO I DO WEATHER CHANNEL TO GO ON REGARD SAYING EVERYTHING WE DO IS LED WITH THE NOTION OF TEACHING AND LEARNING AND OUR STUDENTINGS DO NEED TO HERE, SO WHEN YOU THINK ABOUT THINGS THAT HAVE BEEN DEVELOPED JUST KNOW THAT OUR GOAL IS TO SUPPORT STUDENTS. BUZZ WE ARE AN EDUCATIONAL AGENCY AND WE DON'T HAVE A PROBLEM WITH DOING THAT. I THINK IF YOU KNOW ANYTHING ABOUT ANY CHARACTER YOU SHOULD UNDERSTAND THAT I'M ALL ABOUT CHILDREN AND HAVING SAID IS THAT I WANT TO GIVE YOU SOME REALLY GOOD NEWS. WE TALK ABOUT ACADEMIC EXCELLENCE SO LET ME CAN BE TO YOU WHAT HAS HAPPENED THIS PAST YEAR THAT WONDERFUL TEACHERS THAT WONDERFUL STUDENTS THAT FAMILIES AND PARENTS AND COMMUNITY MEMBERS HAVE PARTNERED IN TO BRING US TO THIS POINT. I WANT TO TALK TO YOU ABOUT SOMETHING THAT'S KNOWN AS I LEARN WHICH STANDS FOR EDUCATION ASSESSMENT READINESS I LEARN IS AN ACCOUNTABILITY SEAM PROVIDED IN THE STATE OVERARCH WHICH REQUIRES STUDENTS IN GRADES THREE THROUGH EIGHT AND HIGH SCHOOL BIOLOGY STUDENTS TO TALK [02:20:03] ABOUT ABASSESSMENT THAT MEASURES THE STUDENT'S ACHIEVEMENT AND GROWTH. WHAT I WOULD TO SAY THE INDIANA STANDARDS ARE ON THE INDIANA WEBSITE SO YOU CAN FEEL FREE TO LOOK AT THOSE AND THERE'S ALSO CURRICULUM INFORMATION ON OUR WEBSITE AND THE GOOD NEWS IS THAT WITH IS IT COLLECTSIVE EFFORTS WHEN WE PUT ALL OF OUR ENERGY INTO SUPPORTING OUR CHILDREN WE DO GET OUT COMES. WE HAVE SAID OFTEN THAT IT TAKES ALL OF US TO DO THIS, IS I'M PROUD TO REPORT THAT WITH THE EFFORTS OF OUR FAMILY, OUR COMMUNITY, OUR SCHOOL BOARD THAT WE HAVE FOR OUR I LEARN RESULTS WE HAVE AN INCREASE OF FIVE PERCENT IN OUR LANGUAGE ARTS AND WE ARE HEAD IN THE RIGHT DIRECTION. FUR O MATHEMATIC WE HAVE FIVE PERCENT AND WHILE I WILL SAY I DON'T HAVE THE EXACT NUMBERS BUT FOR SCIENCE AND SOCIAL STUDYS WE HAVE SOMEWHERE AROUND THE FOUR PERCENT AND THE OTHER MIGHT HAVE BEEN AROUND 3.17 BUT DON'T QUOTE ME ON THOSE PARTICULAR STATEMENTS. THAT BEING SAID I WANT YOU TO KNOW THAT WE ARE BETTER WHEN WE WORK TOGETHER AND I NEEDS EVERY COMMUNITY MEMBER IN HERE, EVERY PERSON TO UNDERSTAND THAT IT IS OUR GOAL AND OUR DESIRE TO SUPPORT CHILDREN AND WE NEED YOU TO HELP US DO THAT SO THAT WEB CONTINUE HAVING POSITIVE ACADEMIC SUCCESSORS SO WITH THAT I'M PROUD OF ALL OF US THAT WE HAVE BEEN ABLE TO GET SOME GAINS. THANK YOU. >>> SO WITH THAT THEN I THINK WE'RE GOING TO LOOK AT OUR DRAFT AGENDA FOR JULY 27. AND I CAN'T SEE THAT, I DON'T HAVE MY GLASSES ON. >> IS THERE ANY UPDATE ON IF WE WILL BE ABLE TO HAVE OUR LIBRARY DELEGATE SPEAK. >> I DO BELIEVE IT WAS I THINK IT WAS IN OCTOBER DENIES OR WAS ITS -- IT WAS AUGUST OR OCTOBER THAT WE -- AUGUST OF LAST YEAR THAT WE WOULD GIVE A YEARLY REPORT SO SOMETIME NORTHWEST IN THE CASE MONTH HE WILL BE COMING. >>> AND THAT'S THE CLARITY I WAS HOPING FOR AND I THOUGHT IT WOULD BE MOST IMPORTANT TO HAVE HIM HERE BEFORE WE WENT INTO NEXT SCHOOL YEAR. >>> I CAN'T TELL YOU THAT HE WILL BE HERE. I'VE ALREADY DISCUSSED IT WITH DR. EXTENSION AND I HEARD YOUR REQUEST, I JUST CAN'T TELL YOU IT WILL BE ON JULY 27. >>>. >> ON JULY 27 IT SAYS TEXTBOOK FEES ARE WE -- >> THIS IS A DRAFT SO IN CASE WE NEED TOO MORE. >> I HOPE YOU WILL NOT SEE ME AGAIN NEXT MONTH FOR TEXTBOOK FEES BUT I MAY BE BACK WITH THOSE. I'M JUST PUTTING IT OUT THERE IN CASE WE NEED IT. >> SO IF YOU LOOK AT THE DRAFT YOU DO SEE THE TO THE EXTENT FEES ON THERE AGAIN AND YOU ALSO SEE SOME INFORMATION ABOUT THE MEAL PRICES SO WE WILL HAVE INFORMATION ABOUT MEAL PRICES AS WELL AS YOU WILL SEE SOMETHING ON HERE THAT SPEAKS ABOUT BEFORE AFTER-SCHOOL CARE. AS MANY OF YOU KNOW YMCA THAT HAS LIMITED THE SUPPORTS THEY'RE PROVIDING FOR BEFORE AND AFTER, IF THERE'S A POSSIBILITY WE MIGHT BE BRINGING SOME REQUESTS TO THE BOARD TO SUPPORT IF WE'RE ABLE TO DO IT AND OF COURSE IF WE'RE NOT WE'RE NOT GOING TO TAKE ON THE OBLIGATION BUT WE'RE TRYING TO I. OKAY. AND WITH THAT WE * This transcript was compiled from uncorrected Closed Captioning.
