[1. Called Board Meeting/Budget Workshop]
[00:00:36]
>>> OKAY. AND I LOST MY PLACE.
[2. Snapshots of Success]
NEXT UP IS ITEM TWO, SNAPSHOT OF SUCCESS, AND WE HAVE EMILY HERE TO PRESENT OUR SNAPSHOTS OF SUCCESS 2022 CORNERSTONEEMPLOYER AWARD. >>> GOOD EVENING.
YES, SO AS YOU KNOW IT IS DISABILITY AWARENESS MONTH AND SO AS PART OF THE CITY OF FISHERS DISABILITY AWARENESS MONTH CELEBRATION THEY ISSUE AWARDS TO VARIOUS GROUPS AND INDIVIDUALS. WE WERE LUCKY ENOUGH TO GET THE CORNERSTONE EMPLOYER AWARD FEATURING TWO OF OUR STAFF MEMBERS. SO WE HAVE A QUICK VIDEO TO PLAY AND THEN I WILL INVITE THEM ALL UP AND YOU CAN ASK SOME QUESTIONS AND THEY CAN TALK ABOUT THEIR EXPERIENCE.
>>> RYAN STARTED WITH US THROUGH THE HIGH SCHOOL TRANSITIONS PROGRAM AND NOW HE'S WORKING WITH US IN AN ACTUAL JOB IN THE
CAFETERIA. >> OH MY GOSH, I WISH EVERYBODY WAS LIKE RYAN. LIKE, I NEVER HAVE TO WORRY ABOUT HIM BEING THIS A BAD MOOD OR NOT WANTING TO DO HIS JOB.
>>> HIS MOM ASKED IF HE COULD COME IN AND VOLUNTEER WITH ME AND SO WE COMES IN AROUND 9:30 AND WORKS WITH ME FOR ABOUT
AN HOUR THIS MORNING. >>> HE LOVES HIS JOB.
>>> IT'S SO IMPORTANT TO REALIZE THAT WE ALL HAVE STRENGTHS CAN SKILLS AND WE NEED THE GIVE PEOPLE THAT OPPORTUNITY.
THAT EVEN THOUGH WE HAVE AN IMPAIRMENT WE CAN STILL GIVE
BACK TO OUR COMMUNITY. >>> I CATCH HIM SOMETIMES RUNNING WITH THE CLASS AND DOING EXERCISE WITH THE CLASS AND OUR KIDS HAVE TAKEN THE OPPORTUNITY AND THEY'VE LEARNED FROM RYAN, I REALLY ENJOY WORKING WITH RYAN. I ALSO HAVE A CHILD WHO IS PHYSICALLY HANDICAPPED AND IT'S KIND OF SECOND NATURE TO ME TO BE ABLE TO DO THESE KIND OF THINGS AND I'M HOPING I'M ABLE
THE HELP PEOPLE ALONG THE WAY. >>> I DON'T FEEL LIKE WE ARE DOING ANYTHING SPECIAL, LIKE I THINK EVERYBODY SHOULD DO IT.
EVERYBODY SHOULD HAVE A RYAN. >>> I HAVE TO SAY THAT I WAS OVERWHELMED WHEN I HEARD I RECEIVED THIS AWARD BECAUSE I DON'T DO IT FOR THAT REASON, BUT IT IS NICE TO BE RECOGNIZED FOR WHAT WE DO AND HE'S A GREAT ASSET AND THE DOOR IS ALWAYS OPEN FOR HIM TO COME AND WORK HERE.
YOU GOT EVERYBODY TEARY-EYED IN THE ROOM.
CONGRATULATIONS. >> THANK YOU.
>> FIRST OF ALL, THANK YOU FOR BEING HERE.
I KNOW WE KIND OF SHARED A LITTLE BIT OF YOUR THOUGHTS THERE IN THE VIDEO BUT I DON'T KNOW, CAN YOU JUST SPEAK TO THE WORK YOU'RE DOING THERE AND I KNOW YOU DONE NECESSARILY NEED
THE RECOGNITION, BUT THANK YOU. >>> [INDISCERNIBLE].
>> IT ALL STARTED AGAIN WITH THE OPPORTUNITY OF HIM DOING THE PROGRAM THROUGH SCHOOL. SO WE'RE THANKFUL FOR THAT.
WE ACTUALLY HAVE ANOTHER STUDENT WHO'S A PART OF THAT NOW AND COMES EVERY DAY AND WORKS IN OUR CAFETERIA AND MOM REACHED OUT TO YOU AND SAID WHAT DUNE DUNE ABOUT A APARTMENT PERMANENT POSITION AND HE GOT THE POSITION IN JUNE AND THEY'VE WORKED WITH RYAN, AND HE'S BEGUN A GREAT ASSET TO OUR SCHOOL.
I'M PROUD OF OUR STAFF MEMBERS FOR THE WORK THEY PUT IN.
IT DOES TAKE EFFORT ON BOTH PARTS, IT'S A LEARNING EXPERIENCE FOR STUDENTS AND STAFF BUT THERE'S SO MUCH TO BE GAINED SO WE'RE VERY THANKFUL THAT WE HAVE RYAN AS PART OF OUR
GEIST ELEMENTARY STAFF. >>> ANY QUESTIONS FROM THE
BOARD? >> THIS IS NOT AN ACTUAL QUESTION, I'VE JUST BEEN VERY PRESS BLESSED TO HAVE MR. SOUTHER LAND WITH ALL ANY KIDS THROUGHOUT THE YEARS AND
[00:05:03]
INHEARSES A PHENOMENAL MENTOR TO HAVE FOR THE KIDS AND SO THANK YOU TO BOTH OF YOU FOR ALL THAT YOU DO FOR ALL KIDS.>>> AND I JUST APPRECIATE THE FACT, I CAN'T THINK OF ANYBODY WHO WOULD BE NOR DESERVING. YOU TWO ARE SO HUMBLE AND THE ENERGY THAT IT TAKES TO SUPPORT --
>> EVERYBODY SHOULD HAVE A RYAN, HE COMES TO WORK, HE JUST PUTS A SMILE ON YOUR FACE. HE WILL DO ANYTHING.
THEY'RE CAPABLE OF SO MUCH MORE THAN WE THINK THEY'RE CAPABLE OF. WE HAD HIM IN THE KITCHEN AND HIS MOM ASKED IF HE COULD COME IN, SO HE HELPED US MAKE SOME CALL ZONES AND YOU COULD TELL HOW PROUD HE WAS.
>> WE APPRECIATE YOU HIGH PRESSURING OUR STUDENTS.
>>> I DO HAVE QUESTION ABOUT THE STUDENT.
SO IS HE AT GEIST PART OF THE TIME AND THEN HERE'S AT HIS HOME SCHOOL
>> NO, HE'S A FULL-TIME ADULT EMPLOYEE.
>> SO HE TRANSITIONED OUT OF HFC.
>>> AND HE GOT SO QUALIFIED AND WAS SO SKILLED AT DOING WHAT HE WAS DOING THAT CYNTHIA YOU SHOULD BE GOING LIKE THAT.
AGAIN, I THINK IT'S THE WORK THEY DO, THEY PUT A LOT OF FRONT LOADING IN TO GET THEM PREPARED TO DO A JOB IN OUR COMMUNITY AND THIS WAS JUST GREAT FOR THEM TO BE ABLE TO -- FOR EASTERN TO BE ABLE THE MOVE INTO THIS AS HIS PERMANENT JOB.
>>> AND THIS IS A PAID JOB. >> THIS IS PAID BUT WE LEARNED HIS SKILLS AND HE'S QUALIFIED AND HERE'S A FULL-TIME EMPLOYEE
AT GEIST ELEMENTARY SCHOOL. >>> [INDISCERNIBLE]
>>> AND THEY APPROACHED ME AND SAID WOULD YOU WANT SOMEBODY ELSE, I SAID SURE, CAN SHE WIPE TABLE? SHE COMES THREE DAYS A WEEK, AND SHE VOLUNTEERED AND NOW SHE'S
PAID. >>> THIS IS A GROW OUR OWN PROGRAM. WE PROMOTE OUR OWN STUDENTS TO
>> HOW DO THE KIDS INTERACT? >> THAT'S WHAT WE WERE TALKING ABOUT, THEY -- I MEAN HE HAD SOME ISSUES BECAUSE SOMETIMES WITH RYAN, LIKE THEY MIGHT KID WITH HIM BUT HE'S THINKING THEY'RE MAKING FUN OF HIM, BUT THEY'RE NOT BUT NOW IT'S LIKE THEY REALLY -- THEY JUST LOVE HIM.
I USED TO WORRY, LIKE, I HOPE SOMEBODY DOESN'T UPSET HIM, BUT
NOT ANYMORE. >>> IT TAKES A LITTLE BIT OF TEACHING BECAUSE I THINK EVEN PERHAPS SOMEONE WHO DOESN'T HAVE A DISABILITY MAY HAVE A DIFFERENT PERCEPTION OF THE WAY THINGS ARE SAID AND DONE SO WE'RE DOING THAT AS AN EMPLOYER ALL THE TIME S THE STUDENTS HAVE TRANSITIONED WELL AND I THINK BECAUSE WE HAVE TWO PROGRAM CLASSES IN OUR BUILDING AS WELL AS PART OF OUR COMMUNITY AND WHO WE ARE --
>> SO STUDENTS ARE FAMILIAR ANYWAY.
>> THAT'S RIGHT AND WE DO A LOT OF WORK ESPECIALLY AROUND DISABILITY. THROUGHOUT THE YEAR, DISABILITY AWARENESS MONTH BEING NOW, THE JOSEPH MALI FOUNDATION IS COMING TO OUR SCHOOL AND WE'VE DONE OUR OWN PROGRAM OF JUST TEACHING OUR STUDENTS ABOUT DIFFERENT PEOPLE ABILITIES THAT DIFFERENT PEOPLE
HAVES. >>> BACK TO WHEN WE STARTED THIS AND RYAN WOULD COME TO ME ALMOST ON A DAILY BASIS AND HEY, I'VE GOT A PROBLEM, CAN YOU HELP ME WITH IT AND IT WAS -- I FELT LIKE NOT THAT I WAS PUTTING OUT A FIRE BUT YET IT WAS HIM LEARNING WHAT HIS ROLE WAS AND THEN THE KIDS LEARNING WHAT THEIR EXPECTATIONS WERE WITH REVIEW S THAT WAS WEEK ONE, WEEK TWO, AND I HAVEN'T HAD ANY ISSUES LIKE THAT AND HERE'S HERE'S HANDLED THOSE SITUATIONS VERY WELL.
HERE'S DONE A GREAT JOB OF LEARNING HIS ROLE AS WELL AS NOT GETTING TOO INVESTED IN WHAT'S RIGHT AND WHAT'S WRONG.
>>> BECAUSE I THINK ANYONE CAN BE OVERWHELMED IN A CAFETERIA IN AN ELEMENTARY SCHOOL ON ANY DAY. SO I MEAN, JUST -- SO --
>> PLACES ARE LOUDED. >> IT'S A LITTLE KAY YACHT I THINK SOMETIMES, AND INTENTIONALLY SO BECAUSE WE WANT THEM TO GET THEIR ENERGY OUT BUT THAT'S PERFECT, THANK YOU.
>>> [INDISCERNIBLE]. >> I COULDN'T TALK.
[00:10:11]
>> AND I HAVE ONE MORE QUESTION NOT REALLY RELATED TO THIS BUT I THINK I NOTED THE GYM FLOOR NO LONGER HAS CARPET.
>> THAT'S CORRECT. >> WHAT DUNE ABOUT THAT?
AS A PE TEACHER? >> IT'S NOT BEEN A BAD TRANSITION. WHEN I STARTED WE HAD CARPET AND IT'S -- THE NOISE LEVEL IS DEFINITELY DIFFERENT.
I'VE NOTICED THAT THERE'S NOT AS MANY RUG BURNS AND THINGS LIKE THAT, SO THERE ARE NOT AS MANY INJURIES BELOW NORMAL WITH THIS FLOOR, SO IT HAS BEEN A BENEFIT IN THAT REGARD.
BUT IT DOESN'T CLEAN UP AS WELL AS THE CARPET -- OR YOU DON'T SEE IT BECAUSE THE CARPET HID SOME THINGS.
>>> THANK YOU I FELT. I APPRECIATE YOUR IN PUT ON
THAT. >>> THANK YOU SO MUCH AGAIN FOR JUST BEING A SHINING EXAMPLE OF OUR EXPECTATIONS AT HFC, THE INCLUDING EVERYBODY AND MAKING SURE WE REACH EVERYBODY AND FOR HELPING RYAN AND SUPPORTING HIM IN HIS POSITION, AND IT'S EXCITING TO SEE HIM GO THROUGH THE TRANSITION FIREMAN AND STILL BE WITH HFC AND JUST THE EXPOSURE THAT THE KIDS GET TO NORMALIZING PEOPLE WITH DIFFERENT ABILITIES SO IT'S NOT SO DIFFERENT FOR THEM. SO THANK YOU SO MUCH.
>> I HAVE TO SAY I KNOW SHE DOES A GREAT JOB BECAUSE SHE HAD MY SON WHEN HE WAS THERE, SO SHE'S STILL CONTINUING TO DO THE GREAT THINGS THAT I'VE SEEN HER DO FOR YEARS.
>> CONGRATULATIONS. >> THANK YOU.
AND TAKE A PICTURE WITH US, PLEASE?
[3. March Disability Awareness Month]
>>> NEXT UP MARCH DISABILITY AWARENESS MONTH AND WE HAVE A
PRESENTATION. >>> GOOD EVENING, YES SO I'M EXCITED TO BE HERE TONIGHT. WHEN I STARTED IN JULY I SAID I WAS SO EXCITED TO BE HERE AND I'M TELLING YOU I'M EVEN MORE EXCITED. AS YOU HAVE ALREADY LEARNED THE AMAZING THINGS THAT HAPPENED IN THE DISTRICT AND TO THINK ABOUT WHAT WE DO TO POUR INTO OUR STUDENTS AND GIVE THEM WHAT THEY NEED TO BE SUCCESSFUL IN LIFE AND TO THEN SEE OUR STUDENTS WHO BECOME ADULT BE PRODUCTIVE MEMBERS OF SOCIETY AND HAVE GAINFUL FULL-TIME EMPLOYMENT. STATISTICS SHOW THAT'S NOT THE CASE WITH ALL ADULTS WITH DISABILITIES SO TO KNOW THAT WE ARE GROWING OUR OWN AND MAKE AING SURE OUR COMMUNITY THAT HAS THE SUPPORTS THEY NEED IS AMAZING.
SOIVE THE HONOR AND BRING TO INTRODUCE TWO OF OUR WONDERFUL STAFF MEMBERS SO THEY ARE ON THE FISHERS ADVISORY COUNCIL ON DISABILITY -- I DIDN'T SAY THAT RIGHT.
SO LESLIE BROWN IS OUR ATISM SPECIALIST AND THAT TRANSITIONS PROGRAM THAT YOU HEARD ABOUT, WE HAVE OUR TRANSITIONS SPECIALIST
CHRISTIE FOLK. >> SO I HAVE SOME SIGNS IN THE BACK AND OTHER THINGS THAT WE'LL TALK ABOUT BUT IF ANYBODY WANTS TO TAKE A SIGN WITH THEM, WE'LL TALK ABOUT OUR ALLY SIGNS HERE.
BUT THANK YOU DR. STOKE ASK THE BOARD FOR LETTING US COME AND TALK ABOUT DISABILITY AWARENESS NIGHT.
WE'RE EXCITED TO BE HERE TO KICK OFF THE MONTH.
WE'VE ALREADY KICKED OFF THE MONTH BUT WE'RE KICKING I WOULD OFF WITH YOU TONIGHT. WE'VE BEEN FOR THE ENOUGH TO BE ON THE COMMITTEE FOR THE PAST SEVERAL YEARS, THE COMMITTEE HAS BEEN PART OF THE COMMUNITY OF FIRST NAMER WITH OTHER COMMUNITY LEADERS, PEOPLE WITH AND WITHOUT DISABILITIES ARE ALSO ON THE COMMITTEE AND IT'S BEEN THIS EXISTENCE SINCE 2016.
THIS YEAR OUR OVERALL THEME IS MARCH DISABILITY AWARENESS NO 2022, ACHIEVING MORE TOGETHER, WHICH YOU CAN SEE UP THERE.
SINCE 2016 THE FISHERS ADVISORY COMMITTEE UNDINTEDS MARCH DISABILITY AWARENESS MONTH HAS CHAMPIONED INCLUSION AND
[00:15:01]
ACCEPTANCE FOR ALL PEOPLE WHO LIVE IN OUR SMART AND VIBRANT AND ENTREPRENEURIAL COMMUNITY. THIS EFFORT HAS HAD A POSITIVE IMPACT ON OUR COMMUNITY AND IT'S BECOME AN ACHIEVEMENT FOR WHICH OTHER COMMUNITIES STRIVE AND WE HAD A LUNCHEON TODAY AND WE FOUND OUT CARPAL LA WAS THERE TODAY AND CARPAL LA AND LAWRENCE HAVE STARTED THEIR OWN DISABILITY AWARENESS BECAUSE OF THE CITY OF FISHERS SO WE'RE PROUD OF THAT.>>> AND THEY'RE REACHING OUT TO TELL US TO HELP THEM FORMING FORGE THEIR WAY TO BE AS COOL AS WE ARE.
>> CARPAL LA WILL NEVER BE AS COOL AS WE ARE BUT WE'RE HAPPY TO SHARE. EACH YEAR WE'RE PROUD TO KICK OFF THE MONTH WITH OUR VIDEO PROCLAMATION, SO MR. HARRIS IS
GOING TO START THAT. >> THE MONTH OF MARCH HAS BEEN DESIGNATED AS DISABILITY AWARENESS MONTH TO CELEBRATE AND RECOGNIZE PEOPLE CAN DISABILITY BY THE GOVERNOR OF THE STATE
OVERARCH. >> WHEREAS DISABILITY IS A NATURAL PART OF THE HUMAN EXPERIENCE AND NO IN WAY DID I MIRRORS THE RIGHTS OF INDIVIDUALS WITH DISABILITIES TO LIVE INDEPENDENTLY, ENJOY SELF DETERMINATION, CHOICES AND EXPERIENCE FULL IN FACT ECONOMIC POLITICAL, SOCIAL, CULTURAL AND EDUCATIONAL MAINSTREAM OF AMERICAN SOCIETY AND WHEREAS FAMILY MINUTES, FRIENDS AND MEMBERS OF THE COMMUNITY CAN PLAY A CENTRAL ROLE IN ENHANCING THE LIVES OF PEOPLE CAN DISABILITIES, ESPECIALLY WHEN THE FAMILY AND COMMUNITY ARE PROVIDED WITH NECESSARY SUPPORTS AND PUBLIC AND PRIVATE EMPLOYERS ARE AWARE OF THE CAPABILITIES OF PEOPLE WITH DISABILITIES TO BE ENGAGED IN COMPETITIVE WORK IN INCLUSIVE SETTINGS.
>>> PROPERLY INCLUDE PROVIDING INDIVIDUALS WITH DISABILITIES, THE OPPORTUNITIES AND SUPPORT TO MAKE INFORMED CHOICES AND DECISIONS, LIVE IN HOMES AND COMMUNITIES WHERE SUCH INDIVIDUALS CAN EXERCISE THEIR FULL RIGHTS AND RESPONSIBILITIES AS CITIZENS. PURSUE MEANINGFUL AND PRODUCT OF
LIVES. >> ARE CONTRIBUTE TO THE FAMILY,
COMMUNITY ANDTH STATE AND NATIO. >> THEREFOR IT'S THEREFORE THE MAYOR OF THE CITY OF FISHERS WITH THE HONORABLE CITY COUNCIL DO HEREBY PROCLAIM THE OHIO OF MARCH AS DISABILITY AWARENESS MONTH IN THE CITY OF FISHERS, FURTHERMORE I ENCOURAGE THE CITIZENS OF FISHERS TO SEEK COUNCIL AND IN PUT FROM MY PERSON OR GROUP WITH KNOWLEDGE AND EXPERTISE?
MATTERS CONCERNING DISABILITYIES >>>
>>> WE HAVE PLANNED EVENTS THROUGHOUT THE MONTH FOR EVERYBODY TO JOIN IN. THERE'S SOMETHING THAT EVERYBODY CAN PARTICIPATE IN. AND IT'S VERY EASY TO FIND THE EVALUATES. WE HAVE PROVIDED A LINK HERE AND WE WANT TO SHOW HERB WHERE YOU CAN GO TO FIND THE EVENTS.
SO ALL YOU HAVE TO DO IS GO TO THE CITY OF FISHERS WEBSITE AND EVEN IF YOU'RE LIKE, I DON'T KNOW WHERE TO GO, ALL YOU HAVE TO DO IS GO INTO THE SEARCH BAR AND PUT MARCH DISABILITY AWARENESS MONTH AND IT'LL TAKE YOU RIGHT TO THE EVENTS.
WHEN WE FIRST STARTED IT WAS KIND OF HIDDEN BUT NOW WE HAVE OUR OWN PAGE AND EVERYTHING IS RIGHT THERE FOR EVERYBODY TO FIND, SOOTILIES ALL SO IT LISTS ALL THE EVENTS.
>>> THE LIFE WITHOUT LIMITS -- I'M SORRY, IF YOU GO -- THAT IS ONE OF OUR FISHERS HIGH SCHOOL STUDENTS THAT WAS NOMINATED I BELIEVE FIVE TIME BY FIVE DIFFERENT PEOPLE BECAUSE HE WAS SUCH AN OUT STAN STUDENT SO HE WAS VERY WELL HONORED WITH THAT
AWARD. >>> SO YOU CAN FIND ALL THE EVENTS THAT -- SOME OF THEM HAVE ALREADY HAPPENED AND ONE OF THE EVENTS THAT IS NOT HIGHLIGHTED THAT HFC EVEN -- OUR NEW DIRECTOR AMY SAW A VISION AND WE HAVE BROUGHT TO THE HAMILTON SOUTHEASTERN SCHOOLS THIS WEEK WAS A CYBER FROM MIRROR STATE UNIVERSITY. HE USED TO PLAY BASKETBALL, HERE'S THE FIRST DIVISION ONE COLLEGE BASKETBALL PLAYER IN THE COUNTRY WITH AUTISM TO PLAY FOR MICHIGAN STATE.
HIS NAME IS ANTHONY IANNI AND HE HAS BEEN SPEAKING AT OUR SCHOOLS THIS WEEK, AND A PARENT IS KIND OF BEING HIS HANDLER FOR THE WEEK FOR ME BECAUSE I CAN'T WITH EVERYWHERE WITH HIM BECAUSE OF ALL MY OTHER RESPONSIBILITIES BUT I GOT TOGETHER WITH ALL OUR INTERMEDIATE JUNIOR AND HIGH SCHOOLS AND TOMORROW IS HIS LAST DAY HERE WITH US BUT HE HAS MADE SUCH AN IMPACTFUL, JUST GOES EVERYWHERE THAT HE'S BEEN THIS WEEK, I HAVE GOTTEN E-MAIL FROM
[00:20:02]
PRINCIPALS AND PARENTS AND IT'S BEEN A WONDERFUL WEEK AND HERE'S DONE A WONDERFUL JOB AND HE'S DOWN TO EARTH AND JUST AWESOME.SO WE ENCOURAGE YOU TO GO THERE AND CHECK OUT ALL OF THE EVENTS.
WE HAVE POST POSTCARDS IN THE BACK CAN RECOLLECT THE LIBRARY HAS A TON OF THINGS GOING ON AS WELL IN CONJUNCTION WITH THE
EVENTUALLYIES. >>> SO LESLIE JUST MENTIONED ALLY SO THIS WAS SOMETHING THAT WE ADOPTED TO OUR COMMITTEE LAST YEAR OF BEING AN ALLY FOR INDIVIDUALS WITH DISABILITIES AND ENCOURAGING OTHER PEOPLE WITHIN THE CITY OF FISHERS TO DO THE SAME SO LAST YEAR WAS THE FIRST YEAR WE CAN I CAN I KICKEE TOOL KITINGS AND THEY HAVE ALL THESE THINGS THAT YOU CAN TAG ON YOUR SOCIAL MEDIA EVEN IT'S A BACKGROUND ON YOUR ZOOM OR TWITTER AND ALL THOSE CAN BE FOUND ON THAT WEBSITE THAT LESLIE WAS REFERENCING. WE DO SOME OF THE INFORMATION HERE OF ONE OF THE COOL THINGS ABOUT IT WAS WHEN IT CAME THIS YAR TO DO THIS AGAIN, [INDISCERNIBLE] WHO'S BEEN A HUGE DRIVING FORCE SAID WE'RE IN NEED OF PEOPLE TO PUT TOGETHER THE BAGS AND I TALKED TO MY TRANSITION TEACHERS AND THEY WERE LIKE, LET'S GO AND THEY HELPED ASSEMBLE THE BAGS SO THERE ARE STILL SOME KITS AVAILABLE IF ANYONE WANTS TO RUN BY AND GET THEM AND THEY HAVE CITIZENNERS STICKERS AND SIGNS
>>> JUST LIKE WE SAID MARCH DISABILITY AWARENESS IS IN MARCH BUT WE FEEL LIKE THESE PRINCIPLES ARE PRIVILEGES THAT NEED THE STAY IN OUR BRAINS THROW THE SCHOOL YEAR AND THROUGHOUT THE YEAR PERIOD. IT'S NOT JUST A MARCH FEELING BUT A FEELING WITH SHOULD HAVE ALWAYS, SO IT'S JUST A REMINDER IN MARCH THAT WE SHOULD BE ACCEPTING AND BE AWARE.
>>> SO I WANT TO THANK DR. STOKES AND THE SCHOOL BOARD MEMBERS FOR LETTING US HAVE YOUR VALUABLE TIME AND IT'S SOMETHING WE'RE BOTH PASSIONATE ABOUT. IF ANYBODY HAS ANY QUESTIONS OR NIGHTS ANY MORE INFORMATION THEY CAN REACH OUT TO LESLIE AND MYSELF AND I BELIEVE OUR COCHAIRS FOR THE COMMITTEE,
THEIR THIS WAS IS ONLINE. >>> I JUST WANT TOT SAY ONE THING, I HAVE READ ABOUT ANTHONY BEFORE SO WHEN I SAW THAT SHE HS COMING I WAS VERY PLEASED TO SEE THAT.
>>> I WAS IN THE FIRST HIGH SCHOOL WHEN HF YOU HAVE ALL THESE KIDS WALKING IN AND THEIR ON THEIR PHONE AND YOU'RE LIKE, OH COME ON BUT HE WAS SO ENGAGING AND THEY STARTED ASKING GREAT QUESTIONS, IT WAS PHENOMENAL.
IT'S ONE OF THOSE PLEASE DON'T STOP, KEEP TALKING.
>>> HE'S VERY GOOD AT TRANSITIONING.
I WAS AT FALL CREEK BEFORE INTERMEDIATE AND HE WAS ABLE THE
TAYLOR HIS SPEECH TO THAT. >>> A PROBLEM AS AUTISM YOU CAN'T SEE THAT DISABILITY AND YOU DON'T REALIZE HE STILL HAS TO MAKE CONCESSIONS AND IT'S PRETTY AMAZING WHAT WE CAN DO.
>>> I JUST WANT THE SAY THANK YOU FOR BRINGING HIM TOO AND THANKS TO TAB THAT FOR FACILITATEING IT.
>>> BUT MY DAUGHTER WHEN I ASKED HER WHEN SHE GOT HOME TODAY -- I DON'T KNOW IF YOU'VE ASKED YOUR KIDS WHAT DO YOU DO AT SCHOOL TODAY? WHAT DID YOU LEARN TODAY? USUALLY GET LIKE, THIS MUCH. WELL SHE HAD A LOT TO SAY AND IT WAS GREAT THE HEAR, LIKE SHH SHE REMEMBERED THINGS AND I'M LIKE
YAY! >>> THE KIDS CONSIDER COMING UP AND HAVING HIP SIGN EVERYTHING THAT THEY HAD AND I WAS LIKE -- CAN YOU SIGN MY AIR POD SUITCASE AND I'M LIKE OH JEEZ BUT -- WE
DIDN'T GET ANY PHONE CALLS. >>> THEY DID THE SAME THING
>> THANK YOU SO MUCH FOR BEING HERE AND FOR ALL THE WORK YOU
[4. Consent Agenda]
DO. >>> NOW ON TO THE CONSENT AGENDA
[00:25:01]
WHICH TRADITIONALLY INCLUDES MORE MONEY MUNDANE ITEMS INCLUDING BOARD MINUTES FROM STAFF MEETINGS AND CERTIFIED AND SUPPORT STAFF REPORTS AND CLAIMS PAYROLLS AND SALARY ADJUSTMENTS.I WANT ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA.
>> I MOVE TO APPROVE THE CONSENT AGENDA.
>> I SECOND. >> FIRST BY SARAH DONSBACH, SECOND BY SARAH PARKS-REESE. ANY QUESTIONS OR COMMENTS? SEEING NONE I WOULD ASK JANET TO CALL FOR THE VOTE.
>> AND I'M A YES. >> CONSENT AGENDA PASSES 7-0.
AND WITH THAT WE DO HAVE A SPECIAL GUEST AND THE CONSENT AGENDA INCLUDES CERTIFIED AND STAFF REPORTS WE AL APPROVED A NEW HIRE FOR OUR NEWLY CREATED POSITION OF THE DIRECTOR OF SCHOOL SAFETY AND WE WERE LUCKY ENOUGH TO SNAG MICHAEL JOHNSON WHO RECENTLY RETIRED FROM THE FIRST NAMERS POLICE DEPARTMENT AFTER A FEW YEARS, I THINK. JUST A COUPLE.
SO WE'LL INTRODUCE HIM BUT I WANT TO WELCOME HIM TO THE HFC SCHOOL COMMUNITY, YOU'VE BEEN PART OF IT ALREADY BUT AS A FULL-TIME MEN HERE IN CENTRAL OFF, MIKE JOHNSON AS I SAID RETIRED FROM FIRST NAMERS POLICE DEPARTMENT WHERE HE SERVED FOR 29 YEARS, COMMANDED THE SUPPORT DIVISION AND THAT INCLUDED THE SCHOOL RESOURCE OFFICERS UNIT WHICH CONSISTED OF TEN S SROS.
WE'RE LUCKY TO HAVE HIM. HE'S ALSO NATIONAL ASSOCIATION OF SCHOOL OFFICER CERTIFIED SAFE PRACTITIONER AND INSTRUCTOR AND SIGNATURES HERE'S AN INDIANA SCHOOL POLICE AND SERVES ON THE INDIANA SCHOOL SPECIALIST COMMITTEE AND WE WITHIN YOU.
WELCOME YOU >>> I TILL YOU WHAT, DURING THE INTERVIEW PROCESS I THINK EVERYBODY SITTING AROUND THE TABLE KNEW HE WAS THE BEST CANDIDATE AND WE'RE EXCITED TO NOT JUST HAVE SOMEBODY WHO'S COMING IN AS A NEW MEMBER WITH OUR HF FAMILY BUT SOMEBODY WHO REALLY KNOWS OUR CHILDREN AND IS INTERESTED IN SUPPORTING THIS MANY.
UNDERALL KNOW THAT HE HAS A TEACHING DEGREE? AND SO I THINK WE DIVERTED HIS PLANS OF GOING BACK TO TEACHING BUT HE'S SPORTING US IN A WAY THAT IS GOING TO BE VERY MEANINGFUL SO WERE HAPPY THAT YOU ARE HERE.
>> I WAS JUST AS LOOKING AT THE LONG LIST OF THINGS THAT WE DIDN'T MENTION, COACH. THAT'S ONE THING THAT I HOLD DEAR ABOUT MY MEMORIES FROM YOU IN JUNIOR HIGH IS --
>> THAT WAS A FUN 15 YEARS WORTH OF COACHING.
>> YES. >> IT WAS ONE OF MY FAITHS.
>> SO IF YOU WILL I KNOW YOUR BEAUTIFUL WIFE IS HERE, BUT IF YOU WILL CAN YOU SHARE A LITTLE BIT?
>> YEAH, THAT'S A BROAD QUESTION.
I'VE GOT ALL NIGHT. NO, I WAS.
IN LAW ENFORCEMENT TO BE ABLE TO SERVE AS SOMEONE WHO WAS COMMITTED TO OUR SCHOOLS FOR NEARLY -- ALL THOSE 29 YEAR FROM BEING A COACH TO A DARE OFFICER TO A SCHOOL RESOURCE OFFICER, SCHOOL SAFETY AND SCHOOL KEEPINGSES TO THE CITY.
BECAME MY LIFE'S WORK REALLY SO TO HAVE THE OPPORTUNITY TO COME HERE AND CONTINUE IN MY NEXT CHAPTER AS A SCHOOL SAFETY GUY I'M THE LUCKY ARREST GUY IN THE ROOM.
AND I APPRECIATE THE OPPORTUNITY YOU'RE ALL GIVEING ME
>>> WELL THANK YOU FOR BEING HERE AND THANK YOU TO YOUR WIFE AND I DID SAY THIS IS A NEW POSITION, WE DID HAVE SAFETY PROFESSIONALS IN THE DISTRICT BEFORE.
I DIDN'T MEAN TO TO MISLEAD EVERYBODY, BUT WE'RE RESTRUCTURING THE CENTRAL OFFICE A LITTLE BIT AND THAT'S WHY THIS IS A SPECIAL NEW POSITION, SO WE'RE EXCITED TO HAVE YOU ON FULL-TIME AND THANK YOU AND WELCOME.
>> CAN WE STILL CALL YOU O.J.? >> YES.
ABSOLUTELY. NOT MANY PEOPLE ARE DOING THAT
ANYMORE BUT -- >> CAN YOU JOIN US FOR A PICTURE AND IF YOUR WIFE IS SO INCLINED TO JOIN US.
[5. Information Items/Public Comments will be accepted per Board Policy (B05.07)]
[00:30:24]
>>> OKAY. MOVING ON TO ITEM 5.01, INFORMATION ITEMS. WE HAVE ONE ON TONIGHT.
MS. KIM LIPPY IS HERE ON POLICY. >> SO GOOD EVENING, THE SCREEN IS OFF SO I'M -- I'LL JUST LOOK AT IT UP HERE.
SO GOOD EVENING DR. STOKE AND BOARD SO TONIGHT I PEREMPTORY TO YOU POLICY FOR A FIRST READ SO THE POLICY COMMITTEE WAS ABLE TO COME BACK TOGETHER SO WE'RE EXCITED TO KEEP THE BALL ROLLING WITH POLICY. SO OUR FIRST POLICY IS I 03.10.
AND I COME FROM THE POLICY SECTION UNDER CURRICULUM AND ALSO E ZERO 6.01 AND E IS UNDER THE SECTION OF SUPPORT SERVICES.
SO WE HAVE DUPLICATE POLICY HERE, WHICH IS COPY RIGHT COMPLIANCE AND THE RECOMMENDATION FOR THESE TWO POLICIES WHICH AGAIN IT'S THE SAME POLICY IN TWO DIFFERENTS LOCATIONS IS TO BE RESCINDED AND SIMPLY BECAUSE THE CORPORATION DOES NOT NEED A POLICY SAYING THAT WE WILL NOT VIOLATE THE LAW. SO THAT IS OUR CURRICULUM POLICY. AND I'M SORRY, THAT IS OUR COPY RIGHT COMPLIANCE POLICY UNDER THE CURRICULUM SECTION.
OUR NEXT POLICY FOR THE FIRST RAID IS C 03.00 AND THAT'S UNDER THE SECTION OF GENERAL SCHOOL ADMINISTRATION AND THE TITLE IS HANDBOOKS S SO ON THIS POLYTHERE IS NO LAW THAT IS ACTUALLY -- THAWIER REQUIRED TO HAVE THAT POLICY BUT BASICALLY THE PURPOSE HERE IS TO SET THE REQUIREMENT THAT HAND BOOKS ARE APPROVED BY THE BOARD WHICH THIS IS THE DESIRE OF THE BOARD IS TO APPROVE OUR HANDBOOKS ANNUALLY. WE DID MAKE A SLIGHT REVISION IN THAT POLICY AND THE BODY OF THE POLICY, THE LAST SENTENCE UNDER STUDENT HAND BOOKS READS THEREFORE THE POLICY OF SCHOOL TRUSTEES REQUIRES ALL SCHOOL HAND BOOKSES TO BE APPROVED BY THE BOARD ANNUALLY OR PRIOR TO BUNDLE OCCASION, BUNDLE OCCASION, SO ONCE WE DON'T POLICE OFFICER OUR HANDBOOKS ANYMORE, WE'VE CHANGED THAT TO READ ANNUALLY SO THE BOARD WILL APPROVE OUR HANDBOOKS AN YOU MEANLY VERSUS PRIOR TO PUBLICATION. WE'LL ALSO CHANGE, UPDATE OUR REVIEWED DATES ON THIS POLICY AS WELL.
AND OUR THIRD POLICY TONIGHT FOR FIRST READ IS UNDER THE HEADING OF FISCAL MANAGEMENT. IT'S D 11.00.
THIS IS PAYMENT PROCEDURES POLICY SO WE'VE HAD SOME CHANGES AND UPDATE THAT HAVE BEEN REQUESTED BY KATIE, OUR CFO AND WHAT WE'VE DONE HERE IS WE HAVE EXPANDED OUR LIST OF PREPAYMENTS, SO WITH THIS POLY, WE HAVE RECOMMENDED THAT WITH LIST OF THE APPROVED PRE- PRE-PAYMENTS BE EXPANDED WHICH IS SHOWN ON THE POLICY WITH THE REVISIONS THAT WE'RE MAKE AING AND THESE ADDITIONS REFLECT THE PREPAYMENTS ALLOWED TO OTHER MIGHT BE BYES AND ALLOW SCHOOL TO PREPAY CLAIMS WHEN THE BOARD APPROVES THEM. AND IF THERE ARE ANY QUESTIONS CASEY IS HAPPY TO ANSWER WHY WE'VE MADE REVISIONS SO WE WILL ALSO UPDATE THE CODE THAT IS RELATED TO THIS POLICY AND ALSO THE REVISED DATE BUTS IT GOES THROUGH A SECOND READ.
AND I'M HAPPY THE ANSWER ANY QUESTIONS.
COMMENTS? >> I DO HAVE A COUPLE.
ON THE HANDBOOK ONE, THE ONE THAT'S RIGHT IN THE MIDDLE THAT SEEMS SO OBVIOUS, IF YOU WILL, I DO UNDERSTAND THAT WE'RE DOING ANNUALLY AND WE DON'T HAVE ANYTHING PRINTED BUT SHOULDN'T WE HAVE SOMETHING THAT SAYS PRIOR THE SCHOOL YEAR BEGIN STOP-AND-GO WE KNOW WHEN THAT ANNUALLY IS? DO YOU SEE WHAT I'M SAYING IN IF WE SAY JUST ANNUALLY, IS IT EVERY JULY, EVERY JANUARY, AND I THINK GOING INTO A SCHOOL YEAR THAT WE WOULD WANT THOSE APPROVED PRIOR TO THAT SCHOOL YEAR SO I DIDN'T KNOW WHAT THAT LANGUAGE WOULD BE, OTHER THAN SOMETHING THAT SAYS BEFORE WE START IS IT SCHOOL YEAR OR TO BE
[00:35:04]
CLEAR TO BE APPROVED BEFORE THE SCHOOL YEAR BEGUNS.>> THAT'S SOMETHING WE CAN TAKE BACK TO THE COMMITTEE SO THAT PROCESS HAS ALREADY BEGUN, SO EACH YEAR WE GO THROUGH THE PROCESS ROUGHLY THE AT THE SAME TIME, SO WE WILL, THE BOARD WILL APPROVE THIS PRIOR TO THE START OF NEXT SCHOOL YEAR SO IN APRIL I BELIEVE THERE'S A WORK SESSION, THE COMMITTEE IS ALREADY WORKING ON THE STUDENT HAND BOOK SO THAT WILL COME TO THE BOARD AND FOR YOUR APPROVAL BUT REALLY WE WITH IT BEING POSTED ON THE WEB, IF THERE ARE CHAINS THAT NEED TO BE MADE TO IT IT'S ALMOST A LIVING DOCUMENT THAT WE CAN MAKE UPDATES TO.
>> YEAH, WE APPROVED THE -- SO THAT WOULD THEN NOT BE NECESSARILY IN THE POLICY BUT THE PROCEDURES?
>> RIGHT, SO IF IT'S ANNUAL IT'S ALWAYS GOING TO BE IN APRIL AND MAY AND THEN IT'S VOTED ON IN THE SUMMER --
>> AND THAT WOULD BE FOR THE UPCOMING AREA.
>> . >> AS LONG AS IT WAS STATED SOMEWHERE THAT IT WAS ANNUALLY MEANT BEFORE THAT UPCOMING YEAR.
>> WELL, IT'S GOT TO BE EVERY YEAR SO IF WE'RE DOING IT EVERY SPRING I'M NOT SURE IF WE -- THEN WE WOULD BE VIOLATING THE
POLICY. >>> I WAS TRYING TO SAY IT SHOULD BE DONE BEFORE SCHOOL SO IF IT'S NOT ON THE POLICY IT SHOULD BE BEFORE THE UPCOMING YEAR THAT'S ALL I'M TRYING TO
PUT OUT THERE. >>> SO IF WE DO IT IN APRIL THAT'S GREAT. ON THE THE POLICY THAT WE HAVE, I 3.10 AND E 06.01, SO I WAS EXPLAINED THAT WE'RE NOT REVISING ANYTHING THAT POLICY IS FOR REMOVAL FOR LIKE YOU SAID, WE DON'T NECESSARILY NEED A POLICY TO TELL US NOT TO FOLLOW THE RULES BUT SOMEWHERE YOU KNOW AN ATTORNEY OR SOMEBODY DID PUT THAT IN PLACE, SO MY QUESTION IS YOU KNOW, WHY IS IT LEGALLY NECESSARY NOW OR WHY DID THEY FIND IT TO BE LEGALLY NECESSARY TO PUT NIT PLACE TO BEGIN WITH, AND SO IF WE'RE PULLING IT, WAS IT EVER TO SEPARATE POLICY? WAS I-3.10 POLICY BY ITSELF AND E 601 WAS THAT A POLICY BY EARTH?
>>> THEY'RE JUST LOCATED IN TWO DIFFERENT SECTIONS OF OUR OVERALL POLICY BOOK, SO AS OUR ATTORNEYS ADVISE US WHEN WE GO THROUGH POLICY AND TRY TO PRIORITIZE TO REDUCE THE UNDER THE AGE OF POLYS THAT WE HAVE SO WE'RE TRYING TO REACH A CERTAIN RANGE IN THE NUMBER OF POLICIES SO THEY'RE HELPING US PRIORITIZE AND THAT JUST HAPPENS TO BE ONE THAT WAS RECOGNIZED AS ONE THAT'S NOT NECESSARY IT'S JUST LOCATED IN TWO PLAITS.
>> SO IS IT NOT GOING TO BE THERE -- SO IT WILL BE IN ONE PLACE OR NOT THE OTHER OR NOT ANOTHER PLACE.
>> IT'S NOT EITHER PLACE, SO THE RECOMMENDATION IS TO RESCIND IT BECAUSE THERE IS NO NEED TO HAVE A POLICY THAT SAYS THE SCHOOL SYSTEM IS NOT GOING TO THE VIOLATE THE LAW AND, THERE WILL BE CROSS REFERENCING THAT WILL HELP GUIDE US WHEN IT COME TO COPY RIGHT LAWS -- IF YOU LOOK AT THE BOTTOM WE HAVE CROSS
REFERENCE -- >> THOSE WILL STILL BE
EFFECTIVE? >> THOSE WILL STILL BE THERE,
>> OKAY. >> I HAVE A QUO ABOUT HANDBOOKS, SEW OBVIOUSLY WE DON'T HAVE A PAPER ONE THAT KIDS HAVE.
SHOULD WE HAVE SOMEWHERE THIS THIS POLICY WHERE IT'S ACCESSED? I MEAN, NOT SPECIFICALLY GO TO THIS WEB PAGE, BUT HANDBOOKS ARE ACCESSIBLE ON SCHOOL WEBSITES OR SOMETHING GENERIC LIKE THAT, BECAUSE I'M THINKING AS A PARENT WHO WANTS TO KNOW ABOUT THE HAND BOOK, THERE'S NOWHERE THAT SAYS WHERE THAT HANDBOOK CAN BE
THE COMMITTEE CAN TALK ABOUT THAT THE NEXT TIME WE MEET.
GREAT SUGGESTION, THANK YOU. >>> AND THEN I HAVE ONE MORE QUESTION AND I THINK KATIE IT'S MORE FOR YOU.
SHARE YOU SHARED MOST OF OF SOME OF YOUR INFORMATION ON THE POLICY WHERE WE HAVE -- 11, SO CAN YOU JUST -- AGAIN EXPAND A LITTLE BIT MORE ON MAYBE PROVIDING SOME OF THE LEGAL LANGUAGE REQUIREMENTS THAT WE'RE TRYING THE TO MEET TO SEE WHY WE -- BECAUSE TO ME IT DOES MAYBE SENSE, WE'RE GOING TO HAVE UTILITIES AND THE THINGS THAT MIGHT NEED TO BE ADDRESSED BUT
[00:40:03]
IT SEEMS LIKE IT'S AN AWFUL BROAD AMOUNT AND I BELIEVE IT'S EASIER TO DO -- BUT YOU BROUGHT UP AN EXAMPLE TODAY TOO SO IF SOMETHING DID COME UP THAT -- IS THERE A CAP ON THIS, IS IT JUST PER THE MONTH THAT THAT'S ALLOWED? BECAUSE I LOOK AT IT AS WHEN WE AS THE BOARD GET THINGS WE SHOULD BE APPROVING I UNDERSTAND ONE OR TWO THINGS BUT IS THERE A CAP IF SOMETHING WAS TO COME IN TO SAY ONLY UP TO A POSSIBLE DOLLAR AMOUNT OR YOU UP TO 30 DS BEFORE ABOARD APPROVES.I DON'T KNOW THAT WORKS. >>> THE STATUTORY AUTHORITY FOR THIS IS 30 -- INDIANA CODE 36-5-4-12 WHICH ACTUALLY ORIGINALLY STARTED WITH MUNICIPAL GOVERNMENT BUT IS ALSO A APPLICABLE TO US BECAUSE THE STATUE IS SILENT, SO THE REASON I WAS FAMILIAR WITH IT IS WORKING IN A MUNICIPAL GOVERNMENT PRIOR TO WE HAD A PREPAYMENT.
IN TERMS OF A LIMIT THERE IS NO LANGUAGE THAT SPEAKS TO A FINANCIAL LIMIT AND PART OF THE REASON FOR THAT IS FOR EXAMPLE, I WOULD USE INSURANCE CLAIMS, YOU KNOW WE OBVIOUSLY MONITOR AND FOR US BECAUSE WE HAVE AN INSURANCE TRUST BUT I'M SAYING GENERALLY, YOU OBVIOUSLY MONITOR YOUR CASH FLOW BUT WE'RE GETTING BILLED WEEKLY IN MANY CASES AND THAT'S HOW IT IS AND ANYMORE A LOT OF THOSE COMPANIES ARE MANDATING ELECTRONIC PAYMENT.
SO WE DON'T HAVE A LOT OF CONTROL IN SOME OF THOSE CIRCUMSTANCES WITH WORKERS' COMP.
AND WE HOLD A RESERVE AND I THINK THAT WAS AN EXAMPLE WE SHARED WITH YOU TODAY. WITH I HOLD A RESERVE, SO WE DON'T WANT TO HOLD SUCH A LEFT ARM RESERVE OF CASH, BUT SOMETIMES YOU HAVE A WORKERS' COMP CLAIM THAT IS SIGNIFICANT AND WAITING A MONTH TO PAY THAT DRIVES THAT ACCOUNT WHERE THEY STOP PAYING UNTIL WE REPLENISH AND THEN WE'RE DELAYING BENEFIT WHICH IS NOT OUR GOAL. UTILITY PAGES I THINK IS PRETTY SELF-EXPLANATORY SO SOME OF THESE FEES I THINK I USED THE CASE OF THE DUKE ENERGY AGREEMENT WHERE WE HAD TO WAIT TO CUT THE CHECK, HAD WE NOT BEEN ABLE TO DO THAT IT COULD HAVE DELAYED THE OPENING OF DEER CREEK.
LATE FEES, LEGALLY WE CAN'T PAY THEM.
I'M PERSONALLY LIABLE FOR THEM IF WE DO PAY THIS MANY.
THEM AND THAT'S NOT FREQUENT BUT IT HAPPENS.
WHEN YOU'RE A DISTRICT OUR SIZE AN IN VOICE GETS SENT TO THE WHEREON PLACE AND BY THE TIME IT GETS WE ARE WE DON'T WANT OUR VENDORS SO THINK WE'RE NOT GOING TO PAY TIMELY SO IT GIVES US THAT FREEDOM TO DO IT. LEASE AND RENTAL AGREEMENTS AS YOU KNOW STYLE THEY'RE DUE WHEN THEY'RE DUE AND THAT'S OUTSIDE OF OUR CONTROL AND IT FALLS IN BETWEEN BOARD MEETINGS WHERE WE
DON'T WANT TO PREPAY -- >> I GUESS THAT BRINGS UP A PRETTY GOOD POINT TOO ABOUT ASKING FOR AN EXTENSION OF TIME BECAUSE ONCE THE MONEY IS PAID HOW DO WE GET IT BACK, IF WE VOTED NO ON SOMETHING? SEW I GUESS THAT HAVE THE OTHER THING IS WHOEVER HAS THE MONEY HAS THE CONTROL SO ONCES THE BEEN PAID THEY'RE NOT GOING TO GIVE IT BACK.
>> [INDISCERNIBLE] I THINK THERE'S SOME CONFUSION ABOUT WHAT SHE'S PAYING. RECEIVE THEY'RE NOT DECIDING TO PAY A LEASE, THESE ARE THINGS WE'VE ALREADY APPROVED AND SO -- AND JUST THE ABILITY TO PAY -- THEY'RE NOT MAKING THESE DECISIONS AND COMING AND WE'RE LIKE NO, WE HAVE TO GET OUR MONEY BACK. AND IF YOU READ THE SECOND PARAGRAPH IT ALSO REQUIRES THE CFO TO BE RESPONSIBLE FOR ASSURING THE BUDGET ALLOCATIONS ARE OBSERVED AND THAT EXPENDITURES DO NOT EXCEED THE AMOUNT IN THE BUDGET.
SO THESE ARE THIS IS THAT HAVE COME DUE THAT WOULD BE IN THE CONSENT AGENDA BECAUSE WE HAVE TO PAY IT ANYWAY BUT IT'S US SAYING YOU CAN PAY THESE SPELL YOUR FULL NAME THINGS BECAUSE IF WE DON'T PAY OUR UTILITIES WE'RE IN TROUBLE, IF WE DON'T PAY ALLISES ON TIME WE'RE IN TROUBLE, BUT SHE'S NOT SIGNING A LEASE, THESE ARE THINGS THAT ARE APPROVEDDED.
>>> THE BOND PAYMENTS THOSE, THOSE PAYMENT SCHEDULES ARE APPROVEDPROVE AT THE TIME THE BD AUTHORIZES THE BOND, IT'S JUST THE TIMING THEY COME DUE VERSUS WHEN WE CAN BRING IT HERE.
I THINK ALSO I WOULD HIGHLIGHT WE HAVE A HIGH DEGREE OF
[00:45:08]
SEGREGATION OF DUTIES, SO EVEN THOUGH I CAN SAY I HAVE TO PAY THIS WORKERS' COMP BILL THAT THEN GETS REVIEWED BY ACCOUNTS PAYABLE AND GETS REVIEWED BY THE ACCOUNTING SUPERVISOR DEM, SO IT ISN'T LIKE I'M ABLE TO AND IN AND GENERATE CHECKS.I DON'T GENERATE THE CHECKS PHYSICALLY MYSELF; I'M ABOUT THREE TIMES REMOVED FROM THAT IS IT.
>>> I APPRECIATE THE DIALOGUE, HEARING IT OUT LOUD I THINK NOT ONLY MYSELF BUT OTHER PEOPLE WHO ARE LISTENING IN ABOUT IT AND SAW THAT IT GOT PUT ON THERE I THINK IT'S HELPFUL FOR OUR COMMUNITY TO HEAR ABOUT IT SO THANK
THANK YOU FOR THAT. >>> AND KATIE COULD DELAYING THE
PAYMENTS AFFECT OUR BOND RATING? >> IF WE PAY LATE YES IT WOULD
AFFECT OUR RATING. >>> ANY OTHER QUESTIONS OR COMMUNITY COMMENTS?
[6. Action Items/Public Comments will be accepted per Board Policy (B05.07)]
THANK YOU. MOVING ON TO ACTION ITEMS AND JUST FOR THE PUBLIC, ANYBODY WATCHING NOBODY SIGNED UP TO SPEAK THAT'S WHY I'M NOT CALLING ANYBODY UP.SO I'M NOT ACCEPTING ANYTHING. WE HAVE SINCE .01.
>>> GOOD EVENING. I'M HERE TO ASK FOR BRIGS TO MOVE FORWARD WITH E RATE ELIGIBLE TECHNOLOGY PROJECT.
THIS PROJECT IS SIMILAR TO WHAT WE'VE DONE IN RECENT YEARS AS WE WORKED TO UPGRADE OUR AGING INFRASTRUCTURE.
AS I MENTIONED IT IS REI RATE ELIGIBLE, E RATE REFER TO A FEDERAL PROGRAM THAT PROVIDE DISCOUNTS REIMBURSE.
S TO PUBLIC SCHOOLS TO HELP OFFSET THE COST OF INTERNET SEARCH OF ANY HARDWARE THAT WE NEED TO DISTRIBUTE INTERNET TO OUR STAFF AND STUDENTS. OUR CURRENT E RATE REIMBURSEMENT IS 40 PERCENT. THIS IS BASED ON OUR FREE AND REDUCED LUNCH RATE. OUR FREE AND REDUCED RATE IS BELOW 20 PERCENT. IF IT WERE TO INCREASE ABOVE THAT 20 PERCENT THRESHOLD THEN OUR I RATE REIMBURSEMENT WOULD INCREASE AS WELL. IN TERMS OF THE PROJECT IT HAS TWO COMPONENTS, FIRST PORTION IS UPGRADING THE WIRELESS ACCESS POINTS. THE ACCESS POINTS ARE CURRENTLY NINE YEARS OLD AND NEWER ACCESS POINTS OF COURSE RESULT IN A FASTER WI-FI NETWORK THAT SUPPORTS TODAY'S CURRENT STANDARDS. I WANT TO POINT OUT SOUTHEASTERN ELEMENTALLY WOULD NOT BE INCLUDED.
THEY HAVE CURRENT ACCESS APPOINTMENTS THERE THAT TODAY'S STANDARDS. I DO ALSO WANT TO POINT OUT THE ACCESS POINTS WE NATIONWIDE FOR NEW DEER CREEK ELEMENTARY ARE E RATABLE SO THEY WILL BE INCLUDED IN THIS PROJECT.
AND ONCE WE GET THIS UPGRADE COMPLETE WE PREFER NOT TO WAIT AT NINE OR TEN YEARS TO UPGRADE THE ACCESS POINTS, TYPICALLY INDUSTRY STANDARDS ARE REPLACE. MENTS EVERY FIVE TO # YEAR AND WE BELIEVE SEVEN YEARS IS A SUFFICIENT TIME FRAME.
SECOND COMPONENT IS UPGRADING THE NETWORK HARDWARE AT FALL CREEK, FISHERS AND RIVER SIDE JUNIOR HIGH.
THE NETWORK HARDWARE AT DEER CREEK IS OVER TEN YEARS OLD AND I BELIEVE INSTALLING NEW HARDWARE WOULD RESULT IN A FASTER NETWORK THAT HAS THE SCALABILITY TO GROW.
SIMILAR TO THE WI-FI ACCESS POINTS WE BELIEVE SEVEN YEARS IS AN APPROPRIATE TIME FRAME FOR A REFRESH.
IN THETHERE ARE SOME REQUIREMENR THAT FIREMAN.
WE HAD TO CREATE A SCOPE OF WORK THAT WE SUBMITTED TO AN I RATE PORTAL. E RATE ELIGIBLE VENDORS WERE THEN ABLE TO RESPOND. WE DID GET THREE QUOTES FOR THE HARDWARE AND THEY VARIED IN PRICE FROM A LITTLE OVER 758 THOUSAND DOLLARS TO A LITTLE OVER 1 MILLION-DOLLAR.
WE ARE ASKING PERMISSION TO MOVE FORWARD WITH THE SUBMISSION FROM THE BROOK FIELD GROUP, THEY WERE THE LOWEST PRICE WITH A LITTLE OVER 7508 THOUSAND DOLLAR BUT REMEMBER WE GET 40 PERCENT OF THAT COST BACK SO THAT'S A LITTLE OVER 303 THOUSAND DOLLARS. WE DO HAVE A VERY GOOD HISTORY WITH THE BROOK FIELD GROUP, THEY'RE A LOCAL COMPANY THAT'S PROVIDED GOOD SUPPORT TO US. NORTH AMERICAN OF HOW WE PAY FOR THIS THIS PROJECT IS PART OF A TEN YEAR TECHNOLOGY PLAN THAT IS SUPPORTED BY BOND AND FUNDS FROM THAT BOND HAVE BEEN ALLOCATED FOR THIS PROJECT. CERTAINLY HAPPY TO ANSWER ANY QUESTIONS FOR YOU BUT WOULD WELCOME PERMISSION THE MOVE FORWARD WITH THE BROOK FIELD GROUP PROPOSAL.
>>> I WOULD ENTERTAIN A MOTION TO APPROVE.
>> MOTION TO APPROVE THE TECHNOLOGY I RATE PROPOSAL FOR
NETWORK INFRASTRUCTURE UPGRADES >>IVELY SECOND THAT.
>> I HAVE A FIRST BY MICHELLE ARRANGE SECOND BY JANET.
[00:50:04]
ANY QUESTIONS OR EXEMPTS? SEEING NONE I WILL ASK FOR JANETTO CALL FOR THE VOTE. >> MICHELLE FULLHART.
>> AWAY, SUZANNE THOMAS. >> YES.
>> AND I'M A YES. >> VERY GOOD.
>> THANK YOU. I'M 6.02 APPROVAL OF BOND REIMBURSE. RESOLUTION WE HAVE MS. KATIE
>>> GOOD EVENING EVERYONE. BEFORE YOU THIS EVENING THIS IS THE FIRST OF MANY, MANY, MANY MEETINGS THAT WE'LL BE HAVING WHERE WE GET TO TALK ABOUT GENERAL OBLIGATION BONDED.
THIS IS OUR REIMBURSE. RESOLUTION SO IF YOU'LL REMEMBER DURING BUDGET PART-TIME WE DO ALLOCATE AN APPROPRIATING WITHIN THE RAINY DAY FUND TO PAY FOR EXPENSES RELATED TO THE GENERAL OBLIGATION BOND. WITH DO IT THAT WAY SO THAT ESSENTIALLY WE CAN ISSUE DEBT AT A LATER DATE IN ORDER TO LOWER OUR REPAYMENT PERIOD SO THIS RESOLUTION ALLOWS US TO DO THAT AND REIMBURSE THE RAINY DAY FUND FOR THE WORK WE'RE GOING TO FUND THROUGH THE GENERAL OBLIGATION BOND.
IT'S PRESENTED EACH YEAR WITH THIS PROCESS.
BY USING THIS AGAIN AS I SAID LOWER REPAYMENT PERIOD INDICATES OR EXCUSE ME, CREATES LESS INTEREST EBBING PENSION WHICH IS A SAVINGS TO BOTH THE DISTRICT AND THE TAX PAYERS.
I WOULD HIGHLIGHT YOU HAVE HEARD US TALK ABOUT IN LEAN WITH THE TEN YEAR PLAN, ROUGHLY $24 MILLION THAT WE PLAN TO ISSUE IN GENERAL OBLIGATION BONDS.
THIS RESOLUTION LISTS A MAX NUMBER, THAT MAXIMUM IS A STATUTORY MAXIMUM WE WOULD BE ABLE TO ISSUE FOR THE PURPOSES OF DEALT CAPACITY FOR THE CORPORATION, WE DO ANTICIPATE TO BE IN THE NEIGHBORHOOD OF THE 24 MILLION.
THAT WILL BE DETERMINED BY KEEPING OUR OVERALL DEALT TACK RATE AT THE .5898 THAT WE'VE MAINTAINED I ALWAYS SAY SINCE THE BEGINNING OF TIME. SO I WOULD ASK FOR YOUR CONSIDERATION AND APPROVAL OF THIS THIS EVENING AND I'M HAPPY
TO ANSWER ANY QUESTIONS. >> BEFORE WE HAVE DISCUSSION AND QUESTIONS I WOULD ENTERTAIN A MOTION TO APPROVE.
>> I MOTION TO APPROVE THE BOND REIMBURSEMENT RESOLUTION AS
>> FIRST BY SUZANNE THOMAS, SECOND BY MICHELLE FULLHART.
ANY QUESTIONS OR COMMENTS? BEFORE WE PROCEED CAN THEY -- WE'RE GOING TO GO BACK AND REDO THE VOTE.
TOM JUST FROM THE PRIOR ONE SINCE BRAD WASN'T VISIBLE BUT I DO TECHNICALLY HE HAS TO BE VISIBLE TO ROTE SO JUST TO MORE THAT EVENING IS ABOVE BOARD BUT I WANT TO MAKE SURE HE'S ON THERE. SO I HAVE A FIRST AND SECOND, ANY OTHER QUESTIONS OR COMMENT? SEEING END UP ILL AND ASK JANET
TO CALL FOR THE VOTE. >> SUZANNE THOMAS.
>> MICHELLE FULL HALTER. >> BRAD BOYER.
>> MOTION PASSES 7-ZERO. >> THANK YOU JUST SO YOU ALL KNOW WE'LL BE WITH YOU AGAIN NEXT MEETING FOR OUR FIRST PUBLIC HEARING RELATED TO THE GENERAL OBLIGATION BOND.
>> SO WE'LL JUMP BACK IN TIME NOW, BUT BECAUSE BRAD BOYER IS REMOTE AND OUR POLYREQUIRES THAT A VOTING MEMBER BE ABLE TO BE SEEN AND HEARD WE'RE GOING TO REDO THAT VOTE AND GO BACK TO
>> TECHNOLOGY. >> WE'RE GOING TO GO KEEP GOING BACK IN TIME. WE'RE GIG BACK TO 6.01 NOW THAT WE HAVE ALL OUR BOARD MEMBERS ON VIDEO AND AUDIBLE I WILL OPEN IT UP FOR DISCUSSION BUT I DON'T THINK WE NEED ANY AND I WOULD ASK FOR A MOTION APPROVE SICK .01 TECHNOLOGY I RATE.
>> I WILL REMAIN THAT MOTION TO APPROVE THE ERIC.
MOVING FURTHER BACK IF TIME WE'RE GOING TO GO BACK TO THE CONSENT AGENDA AND I WOULD ASK IF THERE'S AMOS TO APPROVE THE
CONSENT GENTLED. >> I MOVE TO APPROVE THE CONSENT
AGENDA AS PRESENTED. >> I'LL SECOND.
[00:55:03]
>> THANK YOU. WE HAVE A FIRST AND SECOND, ANY QUESTIONS? SEEING NONE I WILL ASK JANET TO CALL FOR THE VOTE.
>>> THANK YOU. CONSENT AGENDA PASSES 7-0.
JUMPING IN OUR TIME MACHINE AND COMING BACK TO THE PRESENT.
WE ARE UP TO SICK .03, REQUEST FOR APPROVAL OF [INDISCERNIBLE]
>>> GOOD EVENING. AS YOU KNOW THE NEXT BIG PRONG THAT WE'RE GOING TO EMBARK UPON THIS YEAR IS THE RENOVATION OF LAND AND ROAD AND THE FIRST STEP IN THAT PROCESS IS TO SELECT AN ACTOR AND I WANT TO BRIEFLY BO OVER THE PROCESS THAT WE HAVE GONE THROUGH ON JANUARY 31, WE ISSUED REQUEST FOR PROPOSAL TO SELECT AN ARCHITECT ON FEBRUARY FEBRUARY 23, THE RESPONSES WERE DUE AND ON FEBRUARY 28, WE MET AS AN EVALUATION COMMITTEE TO REVIEW ALL THESE PROPOSALS AND SCORE THEM.
AND JUST FOR YOUR INFORMATION, WE HAD SEVEN ARCHITECTURAL FIRMS THAT RESPONDED WHICH WAS A GOOD RESPONSE, WE USED AN EVALUATION RUBRIC TO WRITE THE SEVEN FIRMS AND THE QUALIFICATIONS THAT WE USED WERE WEIGHTED AT 70 PERCENT AND THE FEE STRUCTURE WAS WEIGHTED AT 30 PERCENT. AND BASED ON THOSE SCORES WE SELECTED CSO FOR THE ARCHITECTURAL FIRM TO USE FOR THIS PROJECT. THE SECOND FIRM THAT WE RANKED WAS SCHMIDT AND ASSOCIATES AND JUST TO GIVE YOU AN IDEA OF WHAT THE FEES WERE, CSOS FEES WERE THE SEND LOWEST FEES, BARGAINCO VILLA WAS THE LOW E-AND THE CSO FEE WAS 647 THOUSAND DOLLAR SO TONIGHT WE'RE ASKING FOR APPROVAL TO USE CSO AS THE
ARCHITECT FOR LANGDON ROAD. >>> CAN YORE MIND US OF SOME OF THE PROJECTS THEY'VE DONE? ARE THEY LISTED?
>> WE HAVE THAT HISTORY UP ON THE BOARD.
2010. >> LOOKS LIKE IT SAYS HIJH FOCUS EDITION IN 2010/11 AND 2017 2017/ADMIN AND CUMBERLAND ROAD AND 17/19, SOUTHEASTERN ELEMENTARY SO THAT THE BUILD OR WAS THAT THE RENOVATION? THAT WAS THE ACTUAL BUILD? THE ARCHITECTURE FOR THE THE BUILD?
OF SOUTHEASTERN ELEMENTARY? >> YES.
>>. >> AND THEN 1922 DEER CREEK ARCHITECT FOR DEER CREEK, AND 2022 FISHERS JUNIOR HIGH OVER FOUR OF THE PHASES. DO WE HAVE THE CONTRACTORS YET?
>> NO, THAT'S THE NEXT STEP, ONCE WE SELECT AN ARCHITECT THEN THEY WILL ASSIST US IN WRITING AN RFP SO I WOULD BE COMING BACK TO ASK FOR PERMISSION TO SELECT A CONTRACTOR.
>>> SINCE WE HAVE USED THEM BEFORE ARE THERE ANY CHALLENGES WE'VE HAD THAT THEY'VE RESOLVED IN A GOOD WAY OR NOT -- ANYTHING THAT YOU CAN SAY THAT FROM OUR HISTORY WITH THEM --
>> TO BE QUITE HONEST, THEY'RE PROBABLY ONE OF THE BEST FIRST NAMES I'VE EVER WORKED WITH. JIM FUNK IS THE ARCHITECT THAT WE HAVE USED FROM THAT FIRM. HE LIVE IN THE COMMUNITY, HIS KIDS WENT TO SCHOOL HERE, HE'S VERY FAMILIAR WITH OUR SCHOOL DISTRICT SO THAT'S BEEN A REALLY GOOD FIT FOR US.
BUT ALL OF THESE FIRMS ARE TOPNOTCH FIRMS. FANNING HOWIE PRIOR TO 2010 THEY WERE OUR ARCHITECT FOR 20 YEARS AND WE DIDN'T USE ANYBODY ELSE BUT AS YOU CAN SEE ON THAT SLIDE WE HAVE TRIED TO OPEN IT UP AND USE OTHER ARCHITECTS FOR THESE DIFFERENT PROJECTS. AND SOME OF THOSE ABOUTS DID
GIVE US RESPONSE. >> AND THEY'RE ALSO CS OBJECTION IS COMING WITH UPCOMING PROJECTS OF THE TRANSPORTATION EXPANSION AND DURBIN REMODEL SO DID WE ALREADY APPROVE THOSE?
[01:00:01]
>> YES. >> OKAY, AND JUST -- I MEAN, WHEN I LOOK THE CHOICES OBVIOUSLY THEY'RE DOING A GREAT JOB, OUR BUILDINGS ARE GREAT BUILDINGS AND I KNOW THE COMMUNITY IS PLEASED WITH THOSE BUT I NOTICED IN THIS, THEY'RE -- THE PRICING, WHAT ALLOWS THEM TO DO I THAT LOW
EACH TIME? >> BECAUSE I KNOW MOST OF THE PROJECTS ARE LOWER SO WHAT IN YOUR PROFESSIONAL OPINION, WHAT FREES THEM UP TO DO THAT? JUST THE RELATIONSHIP THAT THEY HAVE?
>> MY KNEELING ABOUT THAT IS BECAUSE THEY HAVE SUCH A CLEAR UNDERSTANDING OF OUR SCHOOL DISTRICT -- ON PROJECTS LIKE THIS THE RANGE IS FIVE TO SEVEN PERCENT RAIN, WHICH IS TYPICAL OF PROJECTS HERE IN HAMILTON COUNTY WHERE IT'S IN OUR SCHOOL DISTRICT OR THE CARMEL SCHOOL DISTRICT, SO THE OUTLIER WAS BARTON COE, BUT I THINK THAT'S WHY.
>> AND THEN I NOTICED THIS IS ONE OF THE X SCHOOLS, I THINK THE SECOND ONE THAT WE BUILT AND NEW BRITON WE REMODELED.
FANNING HOWIE WAS WHAT WE WENT WITH, I'M SURE YOU CAN TALK TO THE NEW BRITON STAFF AND THEY CAN COME UP WITH TWEAKS BUT WILL THEY LOOK AT THAT ONE AS A STARTING POSSIBLY OR JUST COME UP WITH SOMETHING COMPLETELY NEW?
>> I THINK THEY'LL WORK WITH THE CURRICULUM TEAM HERE AND THE PRINCIPAL AND COME UP WITH THE DESIGN AS TYPICALLY WHAT HAPPENS. I REALLY COULDN'T SAY WHETHER IT'S GOING TO BE EXACTLY BE LIKE WHAT WE DID AT NEW BRITON.
I'M SURE THE DIVISION WILL BE SIMILAR BUT THERE'S ALSO A LOT OF MECHANICAL SYSTEM THAT WE HAVE TO WORK ON.
WE HAVE TO REPLACE WINDOWS SO THERE'S BE A LOT OF THOSE KIND OF THINGS, AND THEN OBVIOUSLY PAINTING AND CARPET.
BUT IN TERMS OF THE ACTUAL INTERIOR DESIGN THAT'S SOMETHING WE'LL WORK THROUGH WITH THE CURRICULUM STAFF.
>>> AND THIS IS JUST A REN VASE, NOT NECESSARILY AN EXPANSION.
>> NO IT'S NOT AN EXPANSION, THE ONLY THING WE'RE GOING TO DO IS THERE'S BEEN A REQUEST TO RELOCATE THE PLAYGROUND.
THE PLAYGROUND IS UP CLOSE TO THE ROUND ABOUT AND WE FEEL LIKE THAT'S NOT A SAFE PLACE FOR IT SO INCLUDED IN THIS PROJECT IS TO RELOCATE THAT TO A SAFER PLACE.
>>> AND THEN ONE OF THE REASONS WE WENT WITH FANNING HOWIE IS BECAUSE WE WERE BUILDING ALL THE SAME X SCHOOLS.
>> YES, AND WE WERE BUILDING SO MUCH, THERE WERE TIMES WHEN I HAD TWO OR THREE SCHOOLS UNDER CONSTRUCTION AT A TIME AT THE SAME TIME SO WE USED FANNING HOWIE FOR YEARS AND THEN BACK IN 2010 WE TRIED TO START OPENING IT UP AND USE OTHER ARCHITECTS.
>>> AND I'M FORESEEING WE'RE GOING TO BE DOING RENOVATIONS ON ALL THE SCHOOLS THAT WERE BUILT 205, 30 YEAR SO AT SOME POINT DO YOU SEE IT OR HAVE THE -- OR ARE THE SCHOOLS SO DEN DIFFERENT YOU CAN'T SAY WE'RE GOING WITH THIS ARCHITECT --
>> I THINK THE DESIRE IS TO GIVE ALL THE ARCHITECTURAL FIRMS AN OPPORTUNITY TO HAVE A SHOT AND THAT SEEMS FAIR TO ME AND LIKE I SAID ALL OF THEM ARE GOOD ARCHITECTURAL GIRLS SO I WOULD IMAGINE THAT WE WOULD CONTINUE TO GO THROUGH THIS PROCESS OF SENDING OUT AN RFP AND TRYING TO SELECT WHO WE THINK.
>> SO THEY DON'T NECESSARILY GIVE US A DEAL IF WE COPY AND
PASTE. >> SO WAS LANTERN ROAD ELEMENTARY WAS THE ARCHITECT THAT BUILT IT FANNY HOWIE?
>> AND I DON'T KNOW HOW THIS WORKS BUT WHY WOULD WE NOT GO BACK THE THEM TO RENOVATE WHAT THEY DID SO COULD THEY KNOW WHAT IT IS, WOULDN'T IT BE LESS EXPENSIVE?
>> NOT REALLY BECAUSE IF YOU THINK ABOUT IT WE'RE GOING TO CHANGE THE WHOLE INTERIOR OF THE SCHOOL, SO WE'RE NOT REALLY
GOING TO LEAVE IT LIKE IT IS. >> THEIR QUOTE WAS $110,000 MORE
THAN CSO. >>> AND THEY'RE AWARE THEY DID
OBVIOUSLY BUILT IT. >> AND WE DON'T WANT TO
[01:05:04]
CIRCUMSTANCE VENT THE PROCESS AND I THINK THAT SHOWS WE'RE BEING GOOD STEWARDS SO IS THAT WE GET GOOD CHOICE.>> THE OTHER THING IS IF YOU THINK ABOUT IT A LOT OF THE PEOPLE THAT WORK IN THOSE FIRM ARE NOT THE PEOPLE THAT WERE
HERE BACK THEN, SO. >>> AND I IMAGINE WE WON'T HAVE COOKIE CUTTER X SCHOOLS LIKE WE DID, THEY'LL BE A LITTLE MORE
UNIQUE THAN THEY WERE ORIGINALLY >> YES.
>> THANK YOU. >> CAN I MANGE A MOTION?
>> THANK YOU I WOULD ENTERTAIN A MOTION TO APPROVE.
>> MOTION TO APPROVE AS PRESENTED.
>> I'LL SECOND. >> I HAVE A FIRST AND SIX, ANY OTHER COMMENTS? SEEING NONE I ASK JANET TO CALL FOR THE VOTE.
[7. Board President]
THANK YOU. >> ALL RIGHT THAT'S IT FOR OUR ACTION ITEMS TONIGHT AND WE'RE MOVING ALONG, UP TO BOARD PRESIDENT UPDATE. I WILL KEEP THIS SHORT.
I JUST HAD A COUPLE OF ITEMS I WANT TOT HIGHLIGHT AND I APOLOGIZE, I CAN'T HIGHLIGHT ALL OF THEM.
I WANTED TO NOTE THAT UPCOMING HF HIGH SCHOOL SPONGE BOB THE MUSICAL IS COMING UP MARCH 17 THROUGH MARCH 19, SO IF YOU'VE GOT KIDS GET THEM OUT TO THOSE SHOWS AND GET SOME TICKETS.
I HAVE THE OPPORTUNITY TO SEE THE LITTLE MERMAID AT THE HAMILTON SOUTHEASTERN INTERMEDIATE JUNIOR HIGH SCHOOL THIS PAST WEEKEND, WE'VE GOT SOME REALLY INCREDIBLE TALENT IN THE DISTRICT AND IT WAS WONDERFUL AND THE DIRECTION -- EVERYTHING WAS GREAT AND THEY WENT AROUND AND ASKED FOR AUTOGRAPHS. THE SAME WEEKEND WE HAD THE HFC ART SHOW AND AGAIN HIGHLIGHTING SOME INCREDIBLE TALENT IN OUR HIGH SCHOOL. I'M SURE THERE WAS TALENT WHEN I WAS IN HIGH SCHOOL BUT I DON'T REMEMBER KIDS THIS TALENTED.
MY OLDEST DAUGHTER HAS A COUPLE OF PIECES IN THERE AND IT'S SO INCREDIBLE FOR THE KIDS TO SEE THEIR ARTWORK ON POLICE DAY AND SEEING PEOPLE OBSERVING SKIT IT WAS GREAT.
AND I WANTED TO THAT THANK DR. STOKES, I KNOW WE'RE COMING UP TO THE MIDPOINT SINCE YOU'VE BEEN HERE AND I SAW HER AT ALL THE EVENTS AND SHE WAS BOUNCING AROUND ALL WEEKEND, SINCE I'VE TAKEN OVER AS PRESIDENT I SPENT A LOT OF TIME ON THE PHONE WITH HER TOUCHING BASE AND SEEING HOW SHE PUTS OUT FIRES AND ALL THE RESPONSES SHE GIVES TO OUR PARENT AND THEIR E-MAILS AND QUESTIONS ABOUT CRIB LUMP SUM AND CLASSES AND I JUST SEEING YOU AT THE SHOW THE LITTLE MERMAID, THANK YOU FOR DIVING INTO OUR DISTRICT AND BECOMING APARTMENT PART OF OUR DISTRICT. YOU WORK SO MUCH AND THEN TO GET OUT ON THE WEEKENDS AND GO TO THOSE EVENT SO WE APPRECIATE IT.
JUST WANTED TO SAY THANK YOU >>> THANK YOU AND I WILL SAY THAT A GREAT LEADER HAS A GREAT TEAM, SO I CAN'T DO WHAT I DO WITHOUT THE SUPPORT OF MY GREAT TEAM AND GREAT PARENTS AND COMMUNITY AND A GREAT BOARD. SO THAT BEING SAID I DID WANT
THE SHARE. >> HAND ON BEFORE WE GO TO YOUR REPORT BRAD SUBMITTED A BOARD MEMBER REPORT AND HE ATTENDED SOME RECENT FISHERS REDEVELOPMENT COMMISSIONS.
I DID ATTACH IT TO BOARD DOCS AND BRAD DID YOU WANT TO SAY
ANYTHING ANYTHING ELSE? >> I DON'T THINK I NEED TO.
I WILL TOLE YOU THE ONE ITEM IN THERE THE NEW DEVELOPMENT GOING IN AT THE VERY SOUTHWEST CORNER OF OUR DISTRICT, WHICH WILL BE A PRETTY BIG PROJECT FOR THE CITY AND A DEVELOPMENT IT'S BEEN EDGETY FOR A LONG TIME SO THE CITY IS EXCITED ABOUT THAT.
WHICH IS THE SECOND ITEM THERE. THE PROJECT APARTMENTS, TOWNHOMES A NEW CITY PARTNERING AND PROBABLY ONE OF THE BIGGER MORE EXCITING THINGS WOULD BE THE MICHIGAN -- LAST INTERSECTION, MAYBE THE ONLY ONE WE HAVE IN HAMILTON COUNTY IS GOING TO BE CHANGED OUT TO A MORE POPULAR INTERSECTION IN
[01:10:03]
HAMILTON COUNTY CALLED A ROUND ABOUT, SO THAT'S ALL FUN.>>> THANK YOU. I WILL SAY AS A MICHIGANDER I'VE NEVER UNDERSTOOD THE HATRED BUT EVERYBODY DOES NOT APPRECIATE
[8. Superintendent's Report]
THEM AS MUCH AS I DO. THANK YOU FOR SUBMITTING THAT AND NOW WE CAN GO TO THE SUPERINTENDENT'S REPORT.>>> SO AS YOU KNOW WE ARE MOVING CLOSER TO SPRING BREAK HERE IN THE DISTRICT BUT THERE ARE SEVERAL THINGS THAT ARE GOING ON AS WE SIT. FOR EXAMPLE, ASSESSMENTS.
OUR STUDENTS DID TAKE THE FIRST S.A.T. ASSESSMENT I BELIEVE IT WAS LAST WEEK, SO LAST THURSDAY ALL OF OUR JUNIORS WERE ABLE TO SIT FOR THE FIRST S.A.T. ASSESSMENT AS YOU KNOW, THIS IS THE NEW ACCOUNTABILITY METRIC THAT THE STATE HAS ASSIGNED.
WE ALSO CURRENTLY HAVE OUR STUDENT IN THIRD GRADER THEY ARE ASSESSING FOR I READ THREE WHICH BEGAN MONDAY MARCH 3 AND IT WILL RUN THROUGH THE 18S AND WE ASK OUR FAMILIES TO MAKE SURE THAT OUR LITTLE DARLINGS HAVE PLENTY OF REST AND THAT THEY HAVE A NICE BREAKFAST BEFORE THEY COME IN.
SOME OTHER THINGS THAT I WANT TOT SHARE THAT I REALLY THINK I'M SO HAPPY ABOUT THIS, WE ARE UP ABOUT 150 STUDENTS AS OF FEBRUARY 1, ADM COUNT AS COMPARED TO OUR SEPTEMBER ADM COUNT, SO THAT I BELIEVE IS GOOD NEWS.
ALSO TOO, I WANTED TO SHARE SOME OTHER EXCITING NEWS.
IF YOU RECALL, ON JANUARY 17, THE FISHERS CITY COUNCIL UNANIMOUSLY APPROVED THE CREATION OF AN ARMED FORCES COMMISSION AND THEY'RE GOING TO FORMALLY INTRODUCE THEIR MEMBERS ON THE VIETNAM WAR CELEBRATION BUT I WANTED TO LET YOU KNOW WE HAVE TWO OF OUR OWN, A STAFF AND STUDENT WHO ARE PART OF THAT COMMISSION. WE HAVE MATT RAP WHO WORKS IN OUR FACILITIES DEPARTMENT UNDER HARRY'S LEADERSHIP AND WE ALSO HAVE AN HFC STUDENT, JAVA R BUNTNER, SO KUDOS TO THEM.
THE OTHER THING I WANTED TO GIVE A SHOUT-OUT TO IS WE LIKE THE CELEBRATE THE SUCCESSES OF OUR CALF AND SOUPS WHEN THEY DO THINGS THAT ARE OUTSTANDING AND WE ARE AN EDUCATIONAL FACILITY SO WE'RE ALWAYS OWN COURAGING OUR STAFF TO GAIN MORE EDUCATIONAL EXPERIENCES. WE WILL BE AS OF FRIDAY CALLING MRS. PET GREW, SHE WILL BE DR. NATAKI PETTYGREW AND WE QUANTITY TO THANK OUR GREAT LEADERS FOR ALL THE WORK THEY DO SO KEEP EDUCATION AT THE FOREFRONT OF THEIR LIVES.
SO I WANT TO REMIND US THAT -- IS IT SPRING FORWARD THIS WEEKEND? SO DON'T FORGET TO SPRING FOR THE AND THAT'S WHAT I HAVE FOR MY UPDATE.
>>> DR. STOKES, CAN I ASK A YOU ABOUT ABOUT THE S.A.T.? THEY'RE USING EIGHT IT AS A METRIC BUT HOW --
>>> SO FOR THIS YEAR AS FAR AS WE KNOW IT'S MORE ABOUT HOW MANY PEOPLE ATTEND, SO IT'S MORE -- I'M LOSING THE WORD BUT IT'S MORE ABOUT PARTICIPATING, SO IT'S PARTICIPATION.
SO YOU CAN'T REALLY COMPARE THE S.A.T. THIS YEAR TO THE PAST S.A.T. WHERE WE HAD CUT SCORES AND PARTICIPATION.
THIS IS NOT AN OPTION FOR ALL OUR JUNIORS, ALL OUR JUNIOR HAS
TO TAKE THE ASSESSMENT. >>> THERE'S NO ADDITIONAL INFORMATION OUTSIDE OF WHAT YOU SHARED.
I KNOW THAT THERE ARE CONVERSATIONS ABOUT HOW THEY'RE GOING TO USE THE TEST MOVING FORWARD AND IT'S -- YOU KNOW UP IN THE AIR BECAUSE WE HAVE A LOT OF UNIVERSITIES THAT ARE NOT EVEN ACCEPTING IT RIGHT NOW FOR ADMISSION INTO COLLEGE SO WE
HAVE TO SEE HOW THIS PLAYS OUT. >> WITH ISTEPEN CORRECT ME IF I'M WRONG BUT IF YOU DIDN'T IS PASS IT YOU HAD TO RETAKE I IT UNTIL YOU PASSED IT IN ORDER TO GRADUATE AND.
>> WELL THE ISTEP YOU DIDN'T NECESSARILY HAVE TO PASS ITS TO GRADUATE, THERE'S WAIVERS THE SCHOOL COULD HAVE APPLIED FOR FOR THE STUDENT BUT YES THAT'S WHERE WE ARE.
[01:15:04]
>>> BASICALLY WRITE YOUR NAME ON THE TEST AND DOESN'T MATTER WHAT THE SCORE IS IF YOU PARTICIPATE, THAT'S ALL THE SAID IS
REQUIRING. >> AND HAVE YOU STILL HAVE TO COMPLETE ALL YOUR OTHER GRADUATING REQUIREMENTS.
>> SO WE'RE JUST TALKING ABOUT FOR THE HIGH SCHOOL -- FOR YOUR REQUIREMENTINGS FOR GRASS WE'RE NOT TALK ABOUT ABOUT GOING OUT INTO IS THAT SECOND LEVEL -- LET ME BACKTRACK.
I HAVE THREE OLDER KIDS THAT ARE SIGNIFICANTLY OLDER IN THEIR 20S BUT WHEN THEY APPLIED FOR COLLEGE, THEY COULD WRITE ESSAYS AND ALL THE REQUIREMENTS FOR HIGH SCHOOL AND SALT SCORES SO THE S.A.T. SCORES STILL IS CONSIDERED HELPFUL IF EVER GOING
INTO COLLEGE OR IS THAT. >> THE COLLEGES THAT WANT A SCORE FOR THE S.A.T., BUT AS I SAID THERE ARE SOME UNIVERSTIES AND COLLEGE THAT ARE MOVING AWAY FROM HAVING THAT TEST AS AN INDICATOR FOR SUCCESS -- SUCCESSFUL ENTRY INTO COLLEGE, BUT FOR HIGH SCHOOL PURPOSES IT IS JUST THE TOOL THAT THE STATE IS USING CURRENTLY TO DETERMINE, I GUESS COLLEGE READY NECESSARY FOR STUDENT AT THE JUNIOR LEVEL AND THERE'S NO SCORE SET AT THAT TIME TO DETERMINE IT'S A PASS FAILED TYPE OF THING.
>> AND IF A STUDENT IS WANTING TOE USE THEIR S.A.T. SCORES FOR COLLEGE ENTRANCE, IF THEY DIDN'T DO WELL THEY CAN STILL GO RETAKE IT OUTSIDE OUR SCHOOL DISTRICT OR S.A.T. TEST TIMES OTHER
THE STATE PAYS FOR ONE ROUND FOR THEIR JUNIOR YEAR AND IF THEY WANT TO TAKE IT AGAIN TO IMPROVE THEIR SCORE THEY HAVE TO PAY FOR
THAT AT THEIR OWN EXPENSE. >> BUT THE SCORES THAT COUNT FOR US AS FAR AS OUR METRICS ARE ONLY THE ONES THAT THEY TALK ABOUT DURING THAT ONE DAY THAT ALL THE JUNIOR -- BECAUSE I KNOW KIDS CAN SUPER SCORE, PICK THEIR BEST AND PUT THEM TOGETHER AND THAT'S THEIR SCORE THEY CAN SUBMIT TO A COLLEGE, BUT THAT DOESN'T WORK FOR THIS? OR DO YOU KNOW THAT?
>> THEY'RE STILL DISCUSSING THAT ON HOW THEY'RE GOING TO WEIGH A PREVIOUS TEST OR FUTURE TEST WITH THIS TEST.
SO I THINK FOR WHERE WE ARE RIGHT NOW WE'RE JUST GOING TO WAIT ON THE STATE TO DETERMINE WHAT THEY'RE GOING TO DO.
>>> THANK YOU. >>> MICHELLE, THAT IS A VERY GOOD POINT, I KNOW MY OLDER THREE THEY DIDN'T USE -- IT WAS MIXED AND THEY TAKE THEIR BEST SO I THINK IN HIGH SCHOOL IF THEY HAD LIKE GREAT MALT WHEN THEY DID IT ON THE JUNIOR TESTING DAY BUT MAYBE THE READING ONE WASN'T GOOD OR -- THEY DIDN'T DO WELL ON IT BUT IF THEY WENT TO TAKE IT ANOTHER TIME THAT THEY WOULD BE ABLE THE USE THAT ONE FOR THAT READ NECESSARY FOR GRADUATION, BUT WE DON'T HAVE THAT YET.
>>> SKIT ALWAYS SEEMS THAT MY KIDS' MATH SCORES AS THEY WENT FURTHER IN THEIR HIGH SCHOOL CAREERS THEIR MATH GOT BETTER SO MAYBE THE ONE THEY TOOK IN THE FALL THEIR SCORE WOULD JUMP BUT THIS IS MARCH OF THEIR JUNIOR YEAR.
SO THANK YOU. >>> DRAFT AGENDA?
>> ALL RIGHT. IF YOU CAN PRESENT THE DRAFT AGENDA AND AS I TYPICALLY SAY I'M NOT GOING TO REAL I WOULD BUT I DO WANT THE HIGHLIGHT A FEW THINGS ON THE DRAFT AGENDA.
ONE THING I DO WANT TO HIGHLIGHT IS THE FACT THAT THE YOU SEE THE DRAFT CALENDARS THERE, 2023, 2024, 2024 AND 2025 AND WE WILL -- WE MADE A DECISION THAT WE'RE GOING TO ADD NEXT YEAR'S CALENDAR TO DISCUSS. I KNOW IT'S ALREADY BEEN BOARD APPROVED BUT MATT IF YOU'LL SHARE A LITTLE BIT THERE'S A
REASON BEHIND THAT. >> YES, LEGISLATURE PASSED A BILL YESTERDAY THAT LIMITS THE NUMBER OF E-LEARNING DAYS THAT WE CAN HAVE IN A YEAR SO WE'RE STILL WORKING THROUGH THE LANGUAGE OF THE BILL BUT IT'S GOING TO IMPACT OUR CALENDAR STARTING FOR NEXT YEAR, SO WE'LL HAVE TO REOPEN THAT AND SEE WHAT
WE CAN DO >>> SO WE WILL BASICALLY BE PRESENTING THREE CALENDARS AS DRAFTS.
THE OTHER THING THAT I WANT TO HIGHLIGHT IS THE GEO BOND HEARING AS KATIE SHARED WE WILL BE HAVING THAT HEARING AT THE APRIL BOARD MEETING AND I DO BELIEVE EVERYTHING ELSE THAT IS LISTED IS PRETTY SELF-EXPLANATORY.
>>> CAN I MAKE A REQUEST FOR A FUTURE BOARD MEETING TO HAVE
[01:20:04]
FISHERS YOUTH ASSISTANCE PROGRAM? THEY DO SUCH A WONDERFUL JOB WITH THE SNACK ATTACK AND SUMMER MEALS PROGRAMS, I'M NOT SURE WHAT THE STATUS IS THIS YEAR WITH GOVERNMENT PROGRAMS BUT I THINK IT WOULD BE NICE TO HEAR GET SOME PR TO GET MORE DONATION S.THE FREE LUNCH STOPS IN JUNE, YES IN.
>> YES, AND THERE WAS JUST A RE'S THAT THE U.S.D.A. IS NOT
>> THAT'S ALL WE HAVE, SO IF THERE ARE NO OTHER ITEMS FOR CONSIDERATION OR QUESTIONS I WILL --
>> CAN I SAY ONE MORE THING? I'M SORRY I DID NOT DO A BOARD MEMBER REPORT BUT GAME DAY WAS A RECORD SETTING FUND-RAISING RECOMMEND SO THANK YOU FOR ALL THOSE WHO PARTICIPATED.
I DO KNOW IT WAS RECORD SETTING. >> I WAS BIDDING ON THE H NORTHBOUND POP A SHOT AND I LOST SO I WILL FIND YOU.
>>> IF YOU ENJOYED THAT GAME NIGHT THERE IS ANOTHER FUNDRAISER ROYALS ARE DOING A GAME NIGHT COMING UP THIS
SATURDAY NIGHT. >>>
