[1. Meeting Opening]

[00:00:16]

>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

>>> THANK YOU. BOARD MEMBER JULIE CHAMBERS IS JOINING US VIA ZOOM TODAY. YOU CAN SEE HER UP THERE.

[2. Snapshots of Success]

OUR FIRST THING UP IS OUR SNAPSHOT OF SUCCESS.

>>> GOLFING. I HAVE A FEW GENTLEMEN WITH ME FROM PERFORMANCE SERVICES, MIKE AND BOB WITH WORK WITH PERFORM SERVICES WE HAVE DECREASED OUR ENERGY USAGE SAVING TAXPAYER DOLLARS. AS PART OF THAT [INDISCERNIBLE] AND THORPE CREEK ELEMENTARY HAVE EARNED THE A PENNSYLVANIA'S ENERGY STAR SCORE. THE ENERGY STAR SCORE IS THE NUMBER ONE OUT OF HUNDRED AND TO BE ENERGY STAR CERT IF ID YOUR SCORE IS 75 OR HIGHER AND YOU TYPICALLY USE 40 PERCENT LESS ENERGY THAN A COMPARABLE BUILDING.

SO WE HAVE A LOT OF BUILDINGS SAVING A LOT OF ENERGY AND TAXPAYER DOLLARS AND THE GENTLEMAN FROM PERFORMANCE SERVICES HAVE MADE AND DONATED SOME ENERGY STAR PLAQUES THAT WE'LL TAKE TO THE BUILDINGS AND WE'RE WONDERING IF A COUPLE BOARD MEMBERS WOULD LIKE TO HAVE A PHOTO WITH US AND HONOR OUR ACHIEVEMENT AND GET THEM OUT TO OUR SCHOOL.

>> THANK YOU. ANYBODY HAVE ANY QUESTIONS.

>> YEAH, I HAVE A QUESTION, WHAT'S THE TYPICAL PAYBACK PLUS MONEY TO GET ENERGY STAR RATED? HOW LONG DOES IT TAKE TO SAVE ENOUGH ENERGY TO GET THAT PAYBACK.

>> IT DEPENDS ON WHERE YOU START WITH AND WHERE YOU'RE COMING FROM. A SCHOOL LIKE SOUTHEASTERN ELEMENTARY WAS DESIGNED SO THAT IT WILL BE THIS MORNING STAR CERTIFIED BUT WE HAVE TO HAVE ENOUGH DATA TO DEBT SOUTHEASTERN CERTIFIED SO I'M GUESSING I'LL BE IN FRONT OF YOU NEXT YEAR GETTING THAT BUILDING CERTIFIED. JUST DEPEND ON THE BUILDING, NOT ALL SCHOOLS WERE BUILT FEELLY AND SOME OF THE MECHANICAL SYSTEMS WILL TAKE LONGER BUT SOME OF THE LOW HANGING FRUIT IS EASY TO GET QUICK RETURN INVESTMENT ON.

>>> SO ONE HERE IS LOW HANGING FRUIT?

>> WE GOT RID OF ALL THE LOW HANGING FRUIT THROUGHOUT THE DISTRICT AS BEST WE CAN, NOW WE'RE DOING MORE OF THE BIGGER TICKET ITEMS AND THREE OF THE SCHOOLS ARE SOLAR SO THAT HELPS GET ENERGY STAR BECAUSE THE SUN IS PROVIDING OUR ENERGY.

THE OTHER SCHOOLS WE HAVE IMPROVED BUILDING INVOLVES, SWITCHED TO LED LIGHTS AND HIGH EFFICIENCY BOILERS AND CHILLER.

>> SOME OF THOSE ARE PROBABLY NEW BRITAIN.

>> THAT WAS MY QUESTION, IF WE CONTINUE TO DO THE RENOVATIONS ON THE NEW SCHOOLS DO WE HAVE A POTENTIAL OF ALL OF SCHOOLS --

>> WE DO AND I WOULD LOVE TO SEE ALL OUR SCHOOLS THERE BUT WHEN YOUR EQUIPMENT IS 20 YEARS OLD IT'S NOT AS PICTURE, IT'S A 1990 CAR VERSUS A 2020 CAR AND THE 2020 TENDS TO HAVE BETTER FUEL

MILEAGE. >> THANK YOU VERY MUCH.

WE'RE GOING TO DO A QUICK PHOTO. ANYBODY WANT TO HOLD A PLAQUE IN

[00:05:16]

>>> FEW OTHER THINGS I WANT TO PROMOTE.

WITH HELP FROM THE DUKE ENERGY FOUNDATION AND THE H FC FOUNDING, WE ARE AWARDS A GRANT FOR $5,900 FOR LOCAL IMPACT.

THE 5,000 MINE HUNDRED DOLLARS WILL GO UP TO 1,090 TREES AT FISHERS RESIDENTS STUDENTS AND FACULTY CAN CLAIM.

THE PURPOSE IS HFC SCHOOLS CONSUMES A LOT OF PAPER, H FC USES 12 TO 15 SKITS OF PAPER A YEAR WHICH TURNS OUT TO BE 240 TREES SO THIS GRANT IS HELPING US OFFSET THE TREES WE CONSUME FROM OUR PAPER USAGE ADDITIONALLY WE JUST FINISHED OUR HOLIDAY LIGHTING DRIVE AND THEY CONTACT ME TO SEE IF WE COULD GO DISTRICT WIDE AND WE STARTED LAST YEAR RECYCLING.

WE RECYCLED 3,000 POWER POWER PS OF LIGHTS AND THAT'S 2.35 TONS WHICH THE AVERAGE AMERICAN MALE WEIGHS 197-POUNDS SO THAT WORK OUT TO BE 24 AVERAGE MALES OR 17 VERSIONS OF ME.

AND THE LAST THING I WANT TO MENTION IS WE'RE DING A RADON POST ERR CONTEST WITH THE THE AMERICAN LUNG SETTLE.

RADON IS A COLOR LESS GAS MADE FROM THE DECAY OF URANIUM, IT'S THE LEADING CAUSE OF LUNG CANCER NORTHBOUND TO CIGARETTE SMOKING AND ONE IN THREE AMERICAN HOUSES TEST ABOVE THE EPA'S' LEVEL SO WE'RE ASKING STUDENTS TO HELP EDUCATE PEOPLE WITH ART AND SCIENCE. IT'S BEEN A SUCCESSFUL PROGRAM, LAST YEAR STUDENTS FROM HIGH WON FIRST, EDUCATIONAL BACKGROUND SECOND AND IN THIRD IN THE STATE AND THAT IS ALL THE ENVIRONMENTAL STUFF WE'VE BEEN PUSHING.

>>> WHEN YOU TALK ABOUT ENERGY FIXER EFFICIENCY THERE WAS A SOLAR WAGON THAT YOU HAD AND WHAT ARE YOU -- ARE YOU USING THAT? YOU GIVE US APP UPDATE AS TO HOW THAT IS BEING USED AND WHAT YOU'RE DOING WITH THAT TODAY?

>> SO WE HAVE TO SOLAR WAGONS AND THEY HAVE THREE SOLAR PANELS, INVERTERS, A PANEL, A TV, TEETHERSERS WILL ASK ME TO DO A PRESENTATION, AND THE A LOT OF THE CURRICULUM I PROVIDE IS THROUGH THE NATIONAL EDUCATION -- OR NATIONAL ENERGY EDUCATION DEVELOPMENT PROJECT. BUT I TOM BRADILY WILL GO TO 40, 50 CLASS THIS IS A YEAR TO DO SOLVE SOME KIND OF STEM EDUCATION PROGRAM. THE SOLAR WAGONS ARE IN A TRAILER THAT DUKE ENERGY PROVIDED THROUGH A GRANT, THEY PROVIDED I BELIEVE IT WAS CLOSE TO $20,000 TO THE FOUNDING AND THE FOUNDATION ALLOWED ME TO PURCHASE THIS TRAILER AND EQUIP IT WITH STEM EQUIPMENT AND I GO AROUND THE CLASSROOMS AND DROP OFF THE EQUIPMENT OR GO TO THE CLASSROOM AND HELP EDUCATE STUDENTS ON SOLAR RENEWABLE SUSTAINABLE ENERGY, SO I'M TRYING TO PROMOTE A GENERATION THAT'S AWARE OF ELECTRONICS HANDS ON LEARNING AND ENERGY EFFICIENCY.

THANK YOU FOR YOUR TIME. >>> THANK YOU.

[3. Consent Agenda]

>>> NEXT UP WE HAVE OUR AGENDA AND I WILL ENTRAIN A MOTION ON

THE CONSENT AGENDA. >> I MOVE TO APPROVE THE CONSENT

AGENDA AS PRESENTED. >> SECOND.

>> WE HAVE A MOTION BY JANET AND A SECOND BY SUZANNE.

I WILL HAVE JANET CALL FOR THE VOTE.

>> SUZANNE THOMAS. >> YES.

>> SARAH PARKS-REESE. >> YES.

>> SARAH DONSBACH. >> YES, BRAD BOYER.

>> YES. >> MICHELLE FULLHART.

>> YES. >> JULIE CHAMBERS.

>> YES. >> AND I AM A YES.

[4. Information Items/Public Comments will be accepted per Board Policy (B05.07)]

PASSES 7-0. NEXT UP WE HAVE ITEM 4.01 LANTERN ROAD ELEMENTARY RENOVATION UPDATE.

I DO WANT TO MAKE A NOTE FOR THOSE OF PUBLIC, YOU MAY NOTICE THAT OUR AGENDA HAS CHAINED A LITTLE BIT.

AND I WANT TO MAKE SURE THAT WE'RE CLEAR TO EVERYBODY THAT WHAT USED TO BE NORMALLY NUMBER FOUR WHICH WAS PUBLIC COMMENT YOU WILL SEE IT'S NOT ITS OWN ITEM ANYMORE BUT IT IS SHOWN WITHIN ITEMS NUMBER FOUR AND FIVE, OUR INFORMATION ANDA ITEM.

SO I WANTED TO MAKE SURE I MADE THAT CLEAR JUST BECAUSE THAT PIECE IS MISSING DOES NOT MEAN THERE'S NOT OPPORTUNITY FOR

PUBLIC COMMENT. >> THANK YOU.

[00:10:01]

I WANTED TO PROVIDE INFORMATION ABOUT [INDISCERNIBLE] AS YOU'RE AWARE WE IDENTIFIED LANTERN ROAD IN THE TEN YEAR PLAN FOR RENOVATION. WE IDENTIFIED THE RENOVATION TO BE APPROXIMATELY $14 MILLION. THAT'S THE BUDGET WE'RE WORKING WITH. THAT 14 MILLION-DOLLARS IS GOING TO BE USED TO UPDATE FINISHES INTERIOR AND EXTERIOR, REPLACE THE SKYLIGHT LIKE WE DID AT NEW BRITAIN, DUMB MECHANICAL SYSTEMS AND MAKE IMPROVEMENTS TO THE PLAYGROUND AND PARKING LOT.

SO THE PAY WAY THE PROCESS NEEDS TO BEGIN IS I PLAN ON PUTTING A REQUEST FOR PROPOSAL OUT ON THE STREET TO SELECT AN ARCHITECT, AND WE'LL GO THROUGH THAT PROCESS AND THEN I'LL COME BACK TO YOU HOPEFULLY MARCH 9 WITH A RECOMMENDATION ON WHICH ARCHITECTURAL FIRM WE WOULD LIKE TO SELECT TO DO THAT DESIGN.

GOING FORWARD I WILL GO THROUGH THIS SAME PROCESS TO PICK A CONSTRUCTION MANAGER AND YOU WILY WITH APPROVAL FROM THE BOARD WE WILL PUT THAT OUT ON THE STREET AND BID THE PROJECT AND THEN COME BACK I BELIEVE IN SEPTEMBER, YEAH, SEPTEMBER ASKING FOR ACTION TO APPROVE THE PROJECT AND BEGIN THE PROJECT IN SEPTEMBER. SO IF YOU HAVE ANY QUESTIONSIVELY BE MORE THAN GLAD TO TRY TO ANSWER THEM.

>> I JUST HAVE A QUICK QUESTION. SO WHEN YOU BROUGHT US INFORMATION FOR ANOTHER PROJECT LAST YEAR ONE OF THE FORMATS I LIKED WAS YOU BIDDED OUT OR WHETHER IT THE ARCHITECT OR WHOR IT WAS YOU HAD THE FIVE DIFFERENT ITEMS OR FOUR DIFFERENT ONES ON THERE AND YOU HIGHLIGHTED THE ONES THAT YOU THOUGHT WAS BEST. IS THIS GOING TO BE THE SAME

FORMAT? >> YEAH, IN THIS CASE, WE DO HAVE A RUBRIC THAT WE USE TO EVALUATE THE PROPOSALS WE GET.

YOU KNOW, THEIR EXPERIENCE, OBVIOUSLY THE COST, THE FEES, IF THEY ARE GOOD FINANCIALLY. WE GO THROUGH THAT WHOLE PROCESS AND IT WILL PROBABLY A SMALL COMMITTEE THAT I'LL FORM TO EVALUATE THOUGH PRO-ELSE PRO- POLESES AND WHATEVER PROPOSAL WE THINK IS THE B.S. I'LL COME BACK AND SHARE THAT INFORMATION AND ASK FOR YOU TO APPROVE IT.

>> THIS RENOVATION SIMILAR TO THE NEW BRITAIN, LIKE THE SAME

STYLE SCHOOL THAT WE HAVE? >> YES, OBVIOUSLY I DON'T KNOW

WHAT WE'LL. >> UNCOVER?

>> END UP WITH AS FAR AS THE INTERIOR 16 BUT IT'S THE SAME EXACT DESIGN AS BRITAIN, WE'LL BE GOING IN WITH THE SAME PROCESS TO LOOK AT, ALSO INCLUDED IN THAT WOULD BE NEW FURNITURE AND WOVE ALREADY HAD PRELIMINARY DISCUSSIONS WITH THE PRINCIPAL ABOUT THE ISSUES SHE'S CONCERNED ABOUT.

ONE OF THE THINGS SHE WANTED TO DO IS MOVE THE PLAYGROUND TO

MAKE IT A MORE SAFE ENVIRONMENT. >> YES.

I'LL BE INTERESTED TO SEE WHAT THAT COST -- I AGREE, SHE SHOWED

US THE LOCATION AND -- DID SHE? >> AND I THINK THAT'S AN INTERESTING -- A REASONABLE REQUEST, CURIOUS ABOUT THE CO.

>> YOU, THAT'S WHAT IT ALWAYS COME DOWN TO, SO I'LL BE COMING BACK TO YOU WITH THE INFORMATION ABOUT THE ARCHITECTURAL

SELECTION. >> AND THIS WILL BE ROUGHLY THE SAME TIMELINE IT TOOK FOR NEW BRITAIN?

>> YES, IT WILL BE VERY SIMILAR TO THAT.

UNFORTUNATELY BECAUSE THE PROCESS TAKES A LONG TIME TO PICK ARCHITECTS AND CONSTRUCTION MANAGERS AND DO THE 16 THAT'S WHY WE WON'T BE ABLE TO START IT IN THE SOP OF THIS YEAR.

>>> AND I'M SURE LESSONS WERE LEARNED ON THAT ONE THAT YOU'RE GOING TO TAKE FORWARD JUST LIKE --

>> WE'RE DOING FISHERS JUNIOR HIGH RIGHT NOW AND WE'RE ON SCHEDULE AND WE JUST STARTED FALL CREEK JUNIOR HIGH AND IF YOU'VE BEEN OUT THAT WAY YOU CAN SEE THAT WE HAVE CONSTRUCTION GOING ON BECAUSE WE'RE GOING TO BUILD A NEW OFFICE SUITE AT THE

FRONT OF THE BUILDING. >>> I WAS THERE AND --

>> THERE'S A LOT GOING ON. >> I WAS THERE ABOUT A WEEK AGO AND COULDN'T FIRST THING OUT WHERE TO GO IN.

>> THEY MOVED THE ENTRANCE. >> BUT YEAH IT'S GOOD TO SEE THAT. THANK YOU.

>> NEXT UP WE HAVE THE FARM LEASE AUCTION NOTICE, DAVID DAY.

>> THANK YOU MADAM VICE PRESIDENT AND MEMBERS OF BOARD.

SOUTHEASTERN SCHOOLINGS OWNS TWO PARCELS OF REAL ESTATE THAT ARE NOT BEING USED TERROR SCHOOL PURPOSES.

[00:15:01]

ONE IS ABOUT 15 AND A HALF ACRES AND THE OH IS APPROXIMATELY 160 ACRES OF REAL ESTATE LOCATED IN WAYNE TOWNSHIP IN PRAIRIE BAPTIST ROAD. HISTORICALLY WE HAVE LEASED THOSE PROPERTY OUT FOR FARMING PURPOSES THAT.

GENERATES A LITTLE BIT OF CASH FOR THE SCHOOL DISTRICT AND RELIEVES THE CONNECT OF THE NEED TO KNOW AND ORS MAINTAIN THAT RAMS. THE TWO YEAR LEASEXPIRED WITH THE END OF LAST YEAR'S CROP YEAR SO WE HAVE PLESHED A NOTICE IN THE NOBLESVILLE TIMES ASK THE HAMILTON COUNTY REPORTER ANNOUNCING THAT WE ARE SEEKING BITS FOR LEASING THAT REAL ESTATE FOR THE 2022 AND 2023 CROP YEARS.

IN ADDITION EC TO THAT I HAVE SETTLEMENT OUT E-MAILS TO APPROXIMATELY 11 DIFFERENT FARMERS WHO HAVE EITHER BID ON IT IN THE PAST, EX-PRESIDE EXPRESSED AN INTEREST OR WHO WE KNOW HAPPEN TO BE FARMING IN THE COMMUNITY.

WE'RE GIVE THAT AUCTION NEXT WEDNESDAY AT 9:00 A.M.

IT WILL BE TOLD HELD IN THE OFFICES O CHURCH, CHURCHILL IN FISHERS INDIANA ON LANTERN ROAD AND AT THAT TIME WE WILL OFFER IT UP TO THE HIGHEST BIDDER TO FARM.

THIS IS SOMETHING WE HAVE DONE AS LONG AS I CAN REMEMBER, SO IT'S SOMETHING NEW BUT JUST WANTED TO GIVE YOU A HEADS UP.

WE WILL BE COMING TO THE FEBRUARY -- THE EIGHTH, NINTH? NINTH. FEBRUARY 9TH MEETING WITH THE RESULTS OF AUCTION AND ASKING YOU TO AWARD THE BIT TO THE HIGHEST BIDDER AND WE'LL THEN ENTER INTO THE LEASE.

IF YOU HAVE ANY QUESTIONS ABOUT THAT PROCESS OR ANYTHING ABOUT

IT THAT'S FINE. >>> JUST REAL QUICK, IT'S A TWO

YEAR. >>> YES IT'S A TWO YEAR LEASE.

IN OTHER WORDS USUALLY IF YOU'RE GOING TO HAVE SOMEBODY FARM IT YOU GET BETTER BID CARED LAND THAN IF YOU DO IT YEAR TO YEAR AND CHANGE EVERY YEAR.

>> ANY OTHER QUESTIONS? >> SO THAT WILL BE COMING TO YOU

NEXT MEETING. >> OKAY.

>> THANK YOU. >> THANK YOU DAVID.

NEXT UP WE HAVE KATIE WITH THE GEO BOND.

>>> >>> GOOD EVENINGFUL MEMBERS OF THE BOARD AND DR. STOKES JUST AN UPDATE ON THE 2022 BOND FOR INFORMATION ONLY. BEGINNING IN FEBRUARY WE WILL BE COMING TO YOU WITH WHY TO SELL BONDS IN THE AMOUNT OF ABOUT $24 MILLION. THE ARE PAYMENT ON THAT IS ONE YEAR SO WE WILL REPAY THOSE NEXT YEAR TO HAYNE TAKEN OUR INTEREST AND WE WILL NEIGHBOR TAKEN OUR DEBT RATE AT .5898 WHICH WE HAVE MAINTAINED. I JOKE WITH THE STAFF SINCE THE BEGINNING OF TIME BECAUSE THEY THAT IS THE ONE NUMBER I'LL NEVER FORGET. THE TWO LARGEST PROJECTS YOU'VE HEARD ABOUT-BOT LANTERN ROAD AND THE I THINK EXPANSION OF THE TRANSPORTATION LOT AND THE BUS PARTNERING AREA.

JUST TO GIVE YOU AN IDEA BECAUSE I KNOW SOME OF YOU HAVE NOT BEEN THROUGH A GEO BOND ISSUANCE PROCESS YET THERE ARE TWO ACTUAL PRELIMINARY DETERMINATION HEARINGS THAT WILL TAKE PLACE THAT WILL BE DONE ON TWO SEPARATE MEETINGS AS WELL AS A PROJECT HEARING ON LANTERN ROAD ELEMENTARY DUE TO THE AMOUNT OF THE PROJECT THAT'S OVER THE CONTROLLED PROJECT AMOUNT.

ONCE WE GO THROUGH THAT LEGAL PROCESS YOU'LL THEN SEE THOSE -- AFTER THOSE PROCEDURAL APPROVALS WE'LL HAVE AN ADDITIONAL APPROPRIATION HEARING WHERE WE'LL OUTLINE THE SPECIFICS INCLUDING ISSUANCE COSTS AND ALL THE THINGS ZONED WITH IT AND THEN WE'LL HAVE SOME ADDITIONAL PROJECT HEARINGS, THE FINAL BOND APPROVAL AND THEN THE ACTUAL STEAL AND THEN GENERALLY WE WOULD COME BACK AND REPORT THAT. DOCTOR, STOKES WOULD REPORT BACK THE RESULTS IN A BOARD UPDATE. SO TO BE CONTINUED IN FEBRUARY.

>>> THANK YOU. ANY QUESTIONS?

>> [INDISCERNIBLE]. >> FEBRUARY 9.

[5. Action Items/Public Comments will be accepted per Board Policy (B05.07)]

>> CORRECT. >>> THANK YOU.

WE'RE NOW GOING TO MOVE ON TOA ITEMS. FIRST UP IS THE AUTHORIZATION FOR LITIGATION.

IT IS YOU AGAIN, DAVID. >> THANK YOU AGAIN.

THERE IS CURRENTLY PENDING A NATIONWIDE LAWSUIT THAT HAS BEEN FILED BY A NUMBER OF SCHOOL DISTRICTS AGAINST A COMPANY CALLED JUUL, WHICH YOU'VE PROBABLY HEARD OF PRODUCER OF VAPING PRODUCTS. CAN THE LAWSUIT SEEKS TO RECOVER FROM JUUL THE COST AND EXPENSES THAT SCHOOL DISTRICTS HAVE IN

[00:20:03]

CURRED IN TRYING TO COMBAT THE DETRIMENTAL IMPACTS THAT VAPING HAS HAD UPON STUDENTS AND SCHOOLS OVER THE LAST SEVERAL YEARS. WE HAVE BEEN IN CONTACT WITH THE ATTORNEYS WHO ARE REPRESENTING THAT GROUP OF SCHOOL DISTRICTS.

THEY HAVE ASKED IF HAMILTON SOUTHEASTERN SCHOOLS WOULD LIKE TO JOIN AS A PLAINTIFF IN THAT CASE, WE HAVE LOOKED AT THE CASE AND AT THE OBLIGATIONS AND THE OPPORTUNITIES THAT IT PEREMPTORIES TO HAMILTON SOVEREIGN SCHOOLS AND IT IS OUR RECOMMENDATION THAT THE HAMILTON SOUTHEASTERN DOES JOIN IN THE CASE. THERE ARE APPROXIMATELY TEN OTHER INDIANA SCHOOL DISTRICTS CURRENTLY INVOLVED NEXT, PLUG CARAMEL, FOR THE WAYNE, SOUTH BEND, INDIANAPOLIS, EVANSSVILLE AND THERE ARE OTHER SCHOOL DISTRICTS WHO ARE CONSIDERING JOINING INTO CASE. THE CASE WOULD BE FILED ON BEHALF OF HAMILTON SOUTHEASTERN SCHOOLS WITHOUT COST TO HAMILTON SOUTHEASTERN, YOU WOULD ONLY IN CUR COSTS OR EXPENSES FOR ATTORNEYS IF AND WHEN THERE IS A SUCCESSFUL RECOVERY IN THE CASE.

THE ONLY ON ONLY OBLIGATION WOULD BE TO PROVIDE CERTAIN INFORMATION ABOUT THE COST AND EXPENSES THAT SOUTHEASTERN HAS IN CURRED AND THAT'S IN THE FORM OF A QUESTIONNAIRE AND I'M TOLD THE QUESTIONNAIRE SHOULD ATTACK ABOUT FOUR TO SIX HOURS TO COMPLETE. SO IT IS OUR RECOMMENDATION THAT WE SUPPORT THIS LITIGATION AND THAT WE SEEK TO RECOVER ON BEHALF OF THE HAMILTON SOUTHEASTERN SCHOOLS THE COST

AND EXPENSES. >> CAN YOU REAM THAT LAST SENTENCE, THIS IS SOMETHING THAT IS NOT COSTING US SOMETHING BUT

IT'S. >> IT'S A CON TINS CONTINGENCY CASE, IN OTHER WORDS YOU'RE ONLY LIABLE FOR ATTORNEY FEES IF

YOU'RE SUCCESSFUL IN THE ACTION. >>> AND THE OREGON PART OF THAT IS IF THEY ARE SUCCESSFUL AND WHAT DOES HAMILL TON BENEFIT?

>> IT WILL BE A FINANCIAL BENEFIT.

>> THANK YOU. >> YOU MAY ALSO BENEFIT SOME IN THAT LAWSUITS LIKE THIS MAY DISCOURAGE CONTINUED PRODUCTION

OF THE PRODUCT. >> I WOULD LIKE TO MAKE A MOTION TO APPROVE AUTHORIZATION FOR LITIGATION REGARDING JUUL AS

PRESENTED. >> I SECOND.

>> WE HAVE A MOTION BY MICHELLE AND A SECOND BY JANET.

>> SUZANNE THOMAS. >> YES.

>> SARAH PARKS-REESE. >> SARAH DONSBACH.

>> YES. >> BRAD BOYER YES.

>> MICHELLE FULLHART. >> JULIE CHAMBERS.

>> YES. >> AND I'M YES.

PASSES 7-0 AND THE NEXT ON THE AGENDA WAS THE DO YOU THINK EASEMENTS AGREEMENT WHICH IS NOT READY FOR ACTION GEL YET SO WE'RE GOING TO SKIP THAT AND MOVE TO WHY TO BID TENNIS COURTS

REPLACEMENT. >> GOOD EVENING.

AS I MENTIONED LAST BOARD MEETING WE DISCUSSED THE ISSUES WITH THE CURRENT LOCATION TO HAVE TENNIS THE COURTS AT RIVER SIDE. BASICALLY THE ASPHALT IS SEPARATING HORIZONTALLY DUE TO HIGH WATER AND DUE TO THE PLACEMENT OF THE TENNIS COURTS. IF YOU GUYS HAVE ANY QUESTIONS I CAN ANSWER THEM NOW OR CONTEXT IS HERE AS WELL.

IF NOT I WOULD LIKE TO SEEK PERMISSION TO REQUEST BIDS TO

RELOCATE THE TENNIS COURTS. >> I MOVE TO SOLICIT BIDS FOR THE THE TENNIS COURT REPLACEMENT AS AREN'TED.

>> I'LL SECOND. >> I DID WANT TO MAKE ONE COMMENT, I BELIEVE THE PTO JANET YOU WOULD KNOW THIS, THERE'S A PAVILION OUT THERE VERY CLOSE TO THE TENNIS COURTS THAT I BELIEVE IS HANDICAPPED ACCESSIBLE AND IT WOULD BE NICE IF COULD BE AS PART OF THE RELOCATION PROCESS -- I DON'T KNOW THAT IT WAS MOMENT TO BE ALL RIGHT TENNIS COURTSER IT WAS MORE FOR THE PLAYGROUND, BUT CONSULT WITH RIVER SIDE AS TO WHAT TO DO WITH THAT BECAUSE THAT WAS SETTLEMENT BY PTO FUNDS.

>> YES, THE PATH LEADS TO THE PAVILION.

>> YES, I HAVE ENGAGED WITH THE ACADEMIC TEAM AND WE'RE GOING TO LOOK AT POSSIBLY REMOVING IT AS PART OF THE PROJECT IF FUNDS ARE AVAILABLE, IF NOT WE'RE LOOKING AT OREGON OPTIONS.

>> AND IT WAS CREATED TO BE AN OUTDOOR SPACE FOR LEARNING.

>> OH, PERFECT. THANK YOU.

>> SO JUST FOR CLARITY IT'S NOT NECESSARILY FOR THE -- THE PATH GOES TEEN THE TENNIS COURTS THAT LED TO THE PAVILION, IS THAT CORRECT? IT'S NOT PART OF THE TEN ANY THE

[00:25:02]

COURT AREA. >> I'M SURE THE TENNIS TEAM USED

IT BUT -- >> IT WAS JUST THE CONCRETE WAS

ATTACHED TO THAT -- -- >> SO I GUESS MY QUESTION IS THE LATER PLAN, AFTER WE MOVE THE TENNIS COURTS THAT WOULD BECOME A GRASSY AREA, CAN WE STILL LEAVE THE PATH THAT TAKES TO IT COURT OR DOES THE SCHOOL WANT THE MIGHT HAVE IT ALL TOGETHER.

>> WE WOULD HAVE ACCESS TO THE PAVILION IF IT'S LEFT THERE.

>>> ANY OTHER QUESTIONS OR DISCUSSION? WE HAVE A MOTION BY BRAD, A SECOND BY MICHELLE.

LY HAVE JANET CALL FOR THE VOTE. >> SUZANNE THOMAS.

>> YES. >> SARAH PARKS-REESE.

>> YES. >> SARAH DONSBACH.

>> YES. >> BRAD BOYER.

>> YES. >> MICHELLE FULLHART.

>> YES. >> JULIE CHAMBERS.

>> AND I'M A YES. >> 7-0.

KNOX UP WE HAVE THE REQUESTED BID TO DURBIN REMODEL.

>> YES, SO CURRENTLY DURBIN IS LOCATED AT FALL CREEK, THE BEING IS SLATED TO BE RENOVATED SO WE HAVE TO RELOCATE FOCUS.

THE THOUGHT IS TO REPURPOSE DURBIN ELEMENTARY.

WE TOUCHED ON A PLAN LAST TIME ABOUT MINIMAL RENOVATION SO WE COULD CONVERT IT BACK TO AN ELEMENTARY IF NEEDED IN THE FUTURE. SO CURRENTLY WE'RE LOOKING AT $1.5 MILLION FOR THE RENOVATION AND THAT WOULD BE COMPLETED OVER THE SUMMER. ANY OTHER QUESTIONS?

>> ANY QUESTIONS OR DISCUSSION? I WILL ENTERTAIN A MOTION ON THE

REQUEST TO BID DURBIN REMODEL. >> I WOULD LIKE TO MAKE A MOTION TO APPROVE THE REQUEST TO BID THE DURBIN WE MODEL AS

PRESENTED. >> I'LL SECOND.

>> WE HAVE A MOTION BY MICHELLE AND IS SECOND BY SARAH.

>> CAN I SAY WITHIN NORMAL LIMITS THING? THE PLAN WAS -- BRAD; THE PLAN WAS ON HERE WIN POINT.

I KNOW LAST MEETING WE TALKED ABOUT IT.

>> IT COULD STILL BE ON THERE. >> I THINK IT MIGHT BE UNDER INFORMATION. YEAH IT'S UNDER INFORMATION ITEM WHEN IT TALKS ABOUT THE LANTERN ROAD; THE LAST PAGE OF THAT PRESENTATION SO IF ANYBODY IS INTERESTED IN WHAT THE PLAN IS FOR THAT THANK YOU.

>> ANY MORE DISCUSSION? >> I DO WANT TO --

>> GO AHEAD. >> SO THIS PLAN THAT WE HAD BEFORE, WE TALKED ABOUT IT LAST TIME I WANTED TO REITERATE OR HAVE SOMETHING CONFIRM THE INFORMATION THAT THE AREA THATS THAT ARE IN WHITE ON THIS PLAN IS STILL USABLE SPACE, IT'S JUST NOT THE SPACE THAT WE'RE RENOVATING, IS THAT CORRECT?

IS THAT HOW I UNDERSTAND IT? >> YES, THAT'S CORRECT.

>> SO THEY'RE USABLE SPACE IF WE NEED TO USE THOSE ROOMS FOR THINGS OR IT REPURPOSES AGAIN AFTER FOCUS WE HAVE THE BUILDING SPACE AND THE CAFETERIA AREA IS STILL A CAFETERIA AREA, IT'S JUST NOT BEING RENOVATEDDED, CORRECT?

>> YES. >> ALL RIGHT NOW I'M GOOD TO GO.

THANK YOU. >>> WE HAVE AMOS MOTION AND

SECOND, CALL FOR THE VOTE. >> SURE.

SUZANNE THOMAS. >> YES.

>> SARAH PARKS-REESE. >> YES.

>> SARAH DONSBACH. >> YES.

>> BRAD BOYER. >> YES.

>> MICHELLE FULLHART. >> YES.

>> JULIE CHAMBERS. >> YES.

>> AND I'M A YES. >> THANK YOU FOR YOUR TIME.

>>> THANK YOU VERY MUCH. NERVING UP WE HAVE 5.05 AUTHORIZATION FOR TEMPORARY LOAN S.

STEPHANIE. >>> GOOD EVENING.

SO EVERY JANUARY I COME TO YOU AND ASK -- WELL, SINCE I'VE BEEN HERE FOR A TEMPORARY LOAN, MONOTHE FUNDS FOR CASH FLOW PURPOSES ONLY. THIS YEAR TEMPORARY LOANS ARE NEEDED FOR REFERENDUM, PENSION POND BOND AND OPERATION FUNDS.

THESE ARE SUPPORTED BID PROPERTY TAX DISTRIBUTION ASKS WE DO NOT RECEIVE THOSE UNTIL MAY, JUNKER NOVEMBER AND DECEMBER SO THIS IS JUST TO HELP US GET THROUGH AND NOT HAVE A NEGATIVE BALANCE THANKFUL YEAR WE'RE ASKING FOR APPROVAL DOTE SERVICE TO REF ADDENDUM OF TWO MILLION DOLLARS, DEALT SERVICE TO EARNINGSES OF 1.5, DEALT SERVICE TO PENCE BOND OF 100,000, RAY ANY DAY

[00:30:05]

OPERATIONS OF 11,500,000 FOR A TOTAL OF 15,100,000 LAST YEAR WE DID TARGETS 17,100,000 SO IT IS DOWN THIS YEAR SO WITH APPROVAL THIS EVENING THOSE TRANSFERS SOMEBODY MADE ON FRIDAY 28TH AND THEY WILL BE REPAID BEFORE DECEMBER 21 OF 2022.

>>> ANY QUESTIONS? >> I JUST HAVE ONE, PLEASE.

THE RAINY DAY FUND THAT WE ARE TAKE OUT CAN YOU TELL ME WHAT

THE BALANCE IS. >> IT IS JUST A LITTLE OVER

13 MILLION. >> SO WE HAVE 13 MILLION IN

THERE. >> IT'S 13 MILLION BEFORE THIS

TRANSFER, YES. >> OH BEFORE THE TRANSFER SO THE REMAINING BALANCE WOULD BE 2 MILLION.

>> YES. >> IS THERE ANYTHING THAT WE HAVE THAT WILL BE COMING UP THAT WE CAN THINK ABOUT THAT WE NEED THE RAINY DAY FUND? BECAUSE AS FAR AS I UNDERSTAND IT IT'S A ONE TIME -- SOMETHING DOESN'T GO TO MONTH.

>> RIGHT THERE'S NO REVENUE REPLACEMENT FOR RAINY DAY.

THESE TRANSFERS THAT WE WOULD BE ABLE TO TRANSFER IT BACK TO

COVER WITH A WE NEEDED. >> AND THEN YOU HAD JUST STATED I WANT TO CLARIFY THAT THIS IS ALL FUNDS THAT WHEN WIDOW TRANSFER THEY'RE COMING BACK WITHIN THE YEAR?

>> YES, BY DECEMBER 31. >> THANK YOU FOR THAT CLARITY.

>> ANY OTHER QUESTIONS OR DISCUSSION?

>> I LIKE THE MAKE A MOTION TO APPROVE AUTHORIZATION FOR TEMPORARY LOANS FROM THE DEBT SERVICE FUND REFERENDUM OPERATIONS FROM THE DEBT SERVICE FUND, PEN BOND FUNDS AND FROM THE RAINY DAY FUND TO THE ORANGE FUND AS PRESENTED.

>> I'LL SECOND. >> WE HAVE A MOTION BY MICHELLE AND A SECOND BY BRAD. JANET CALL FOR THE VOTE.

>> CAN WE HAVE ONE MORE DISCUSSION ITEM? SO JUST AGAIN FOR CLARITY BECAUSE I'M LOOKING AT IT FROM A LAYMAN'S EYE AND I HAVE A FEELING OTHER PEOPLE ARE SAYING POSSIBLY WHAT ARE WE DOING WITH ALL THAT MONEY, BUT IT'S ORANGES SO IT'S -- WHAT IF WE BUTTED -- IT'S -- DID WE SPEND SOMETHING?

>> EVENINGS EVENINGS PENSIONS EVERY MONTH BUT WE HAVE

PROPERTY -- >> THANK YOU FOR CLARIFYING.

I APPRECIATE IT. >>> SUZANNE THOMAS.

>> YES. >> SARAH PARKS-REESE.

>> YES. >> SARAH DONSBACH.

>> YES. >> BRAD BOYER.

>> YES. >> MICHELLE FULL HALTER.

>> YES. >> JULIE CHAMBERS.

>> AND I'M A YES. >> THANK YOU.

>>> AND NOW WE HAVE YEAR END FINANCIAL REPORT AND APPROVAL OF

TRANSFERS BY KATIE. >> THANK YOU.

GOOD EVENING AGAIN. MR. COONS CAN I -- THANK YOU I.

SO THE 2021 FINANCIAL UPDATE IS BASED ON WHERE WE LANDED AND THEN WHERE WE'RE PROJECTING THAT WE'LL BE GONE INTO 2022 SO THIS FIRST SLIDE IN FRONT OF YOU RELATIONSHIPS THE GENERAL SLASH EDUCATION FUND, FOR THOSE THAT MAY NOT RECALL BACK IN 2019 WE WITH THE STATE LEGISLATURE WAS THE FIRST JANUARY 1 OF 2019 WAS WHEN WE ELIMINATED THE GENERAL FUND AND HAD THE EDUCATION FUND SO THE EDUCATION FUND REVENUE COMES IN MONTHLY SO THAT GIVES US GOOD CASH FLOW WE DON'T NORMALLY HAVE TO BORROW.

FOR 2022 YOU CAN SEE THE BUDGET THAT YOU PROVEDDED IS JUST OVER 150 MILLION, WE'RE PROJECTING A 9.10 PUNISHES DASH BALANCE, SO OUR PARRING TARGET IS 8.33 PERCENT AND THE REASON IS IT'S ESSENTIALLY ONE MONTH OF EXPENSES WHEN YOU THINK ONE MONTH BASICALLY IS 8.33 PERCENT OF THE TOTAL OF 100.

SO THAT'S HOW WE COME UP WITH THAT FOR OUR TARGET, THAT'S A TARGET WE'VE USED THROUGH THE YEARS.

YOU CAN SEE WE'RE PROJECTING ESSENTIALLY TO HAVE THAT 9.10 AND I KNOW THAT MIGHT BE MISLEADING BECAUSE YOU SEE 9.27 IN 21 AND 9.10 IS LESS BUT THE NUMBER GOES UP AND THE REASON IS THAT IS A PERCENT OF CASH BALANCE OF THE COLT AMOUNT OF THE BUDGET SO THE BUDGET INCREASED LAST YEAR, IT WAS 146.8 MILLION WOE PROJECTED THAT WE WOULD END WITH A 4.28 PERCENT CASH BALANCE, WE ENDED WITH A NIGH .27.

WE MADE SOME BUDGET CUTS AS WELL AS WE DID SOME THINGS TO PROTECT

[00:35:03]

FROM POTENTIAL REVENUE CUTS DUE TO THE PANDEMIC.

SO THAT IS WHY WE ENDED A LITTLE HIGHER THAN ANTICIPATED SO THAT 9.10 IS WHERE WE PROJECT WE WILL FINISH THE 2022 YEAR BASED ON THE DISTRICT FINANCIAL PLAN THAT WE HAVE.

THANKS, TOM. >>> NEXT THIS IS THE HISTORICAL CASH BALANCE AS IT FAIRED TO OUR TARGET AND YOU CAN SEE FOR THE MOST PART WE STAY PRETTY CLOSE TO THAT 8.33.

WE BELIEVE THAT'S IMPORTANT BECAUSE FOR US WE WANT TO HAVE ENOUGH CASH FLOW IN THE FUND THAT WE'RE PROTECTED FROM DELAYS OR FLUCTUATIONS FROM OUR REVENUE BUT AT THE SAME TIME NOT HAVING SO MUCH OF A BALANCE IT WOULD APPEAR WE'RE NOT FIRSTHAND WITH OUR RESOURCES SO THAT'S THE LINE THAT WE'RE CONSTANTLY BALANCING AGAINST. THE NEXT SLIDE IS THE REFERENDUM FUND, A PROPERTY TAX FUND SO AS MS. MADISON HIGHLIGHTED IN HER TEMPORARY LOAN THIS IS A FUND THAT WE ONLY RECEIVE REVENUE IN TWICE PER YEAR, MAY AND JUNE AND USUALLY DECEMBER OF EACH YEAR.

THIS IS A FUND FOR US THAT IS NOT SUBJECT TO TIFF SO TAX FINANCING NORMALLY IT IMPACTS OUR OTHER FUNDS BUT WITH REFERENDUM WE GET ME GET THE. OF TIFF WHEN THEY CONSIDER THE ASSESSED VALUE OF THAT FUND, AND IS THAT IS A PLUS FOR US.

AND THE CASE OF THIS FUND YOU CAN SEE WE'VE HAD INCREASED IN THE OVERALL -- SORRY. I PUSHED THE CT SCAN.

CASH BALANCE, WE HAVE SOME ENCUMBRANCES, YOU CAN SEE ROUGHLY $2 MILLION THAT WE WILL PAY OUT IN 2022 AND SO YOU CAN SEE THAT TAKES THE BALANCE JUST A LITTLE BIT OVER 8 MILLION GOING INTO THE FOLLOWING YEAR. THIS FUND WHAT'S UNIQUE ABOUT IT IS WE GET CLOSER TO RENEWAL IS THAT YOU USUALLY WILL SEE THAT CASH BALANCE CHANGE JUST A LITTLE BECAUSE THE TIMING OF A REFERENDUM VERSUS IN THE LAW WHEN YOU CAN MAKE CUTS THERE CAN BE SOME DIFFERENCES THERE BECAUSE YOU'RE IN THE MIDDLE OF SCHOOL YEAR PERHAPS, YOU'RE NOT GOING TO MAKE ANY CHAINS THAT ARE GOING TO IMPACT KIDS SO YOU NEED SOME BALANCE TO PROTECT YOU AGAINST WHAT YOU MAY WANT HAVE IN ANOTHER YEAR.

>> CAN YOU CLARIFY SOMETHING, SO THIS IS 2022 BUDGET, 25 MILLION FOR SEVEN -- THAT'S WHAT WE'RE GOING TO -- DO WE MAYBE A DECISION FOR THAT OR IS THAT IN THE PAST?

>> THE BOARD APPROVED FOR THIS 2022 FISCAL YEAR.

>> SO THAT'S NOT A REFERENDUM NUMBER.

>> IT'S THE REFERENDUM BUDGET. >> THAT'S HOW MUCH WE'RE ANTICIPATING ON COLLECTING IN PROPERTY TAXES.

>> WHAT'S CONTROLLED IN THE REFERENDUM IS THE RATE SO THE RATE IS WHAT DOESN'T CHANGE YEAR TO YEAR.

>> THANK YOU. >> BY LAW, IT CANNOT GO UP YEAR

THE YEAR. >> TO CLARIFY FURTHER THIS GRAPH DOES NOT SHOW HOW MUCH REVENUE WE GOT FROM THE REFERENDUM FUND,

THIS SHOWS OUR CASH BALANCE? >> THIS IS PURELY CASH BADGES AS COMPARED TO THE TOTAL BUDGET, YES, THAT IS CORRECT.

>>> THE ANNUAL REVENUE WE'RE PROJECTING IS AT 25.4 MILLION

NUMBER. >> WHICH HAS INCREASED EVERY YEAR BECAUSE OUR ASSESSED VALUATION HAS CREATIONED.

>> THAT'S CORRECT. >> OKAY, OUR PROPERTY TAX.

>>> THANK YOU. >>> MM-HMM.

THE NORTH CAROLINA FUND IS THE RAINY DAY FUND THAT YOU JUST SPOKE AUTOMATIC THERE BRIEFLY. SO WE BULLET THIS FUND ANNUALLY.

TWO AND A HALF MILLION DOLLARS AND WE DO THIS ESSENTIALLY TO ALLOW US TO HAVE A SHORTER BORROWING PERIOD WHEN WE ISSUE DEBT SO WHAT WE ARE PREDOMINANT PAYING OUT IS GOING TO BE THE DESIGN COST FOR SOME OF OUR PROJECTS AND THEN WHEN THE BONDS ARE SOLD WE REPAY THAT MONEY AND REPAY THE PROCEEDS FROM IT.

SO ESSENTIALLY WE'RE USING IT TO BORROW AGAINST IN JUST A LITTLE BIT OF A DIFFERENT WAY INSTEAD OF ISSUING A BOND ANTICIPATING NOTE AND YOU CAN SEE FROM THE HISTORY WE'VE STAYED AT THAT 13 MILLION-DOLLAR NUMBER AND THAT'S THE USE AND THEN THE CASH AS PLEASE MADISON ALLUDED TO WE USE FOR INTERNAL BORROWING.

ANY QUESTIONS THERE? GOING ON TO OUR DEBT SERVICE AND

[00:40:01]

OUR DEBT SERVICE EXEMPT FUND, THIS IS A COMBINE OF ALL OF OUR DEBT FUNDS. IN 2022 OUR BUDGET FOR THIS FUND IS $53.8 MILLION, THIS IS ALL FOR DEALT REIMPEACHMENT SO A BIG CHUNK WOULD BE THE $17 MILLION A LITTLE CHANGE THAT WAS ISSUED LAST YEAR IN GENERAL OBLIGATION BONDS THAT WE'LL REPAY YEAR.

THE REST OF IT IS DEBT THAT WAS ISSUED PREVIOUSLY THAT WE REPAY OVER TEEM. OUR GOAL HERE WHEN WE LOOK IT WOULD CASH BALANCE AND THE BUDGET WERE ALWAYS MAINTAINING THAT .5898 COMBINED OUT RIGHT AND THAT'S WHAT WE HAVE HERE.

HAVING THE CASH IN THAT FUND NUMBER ONE BECAUSE IT'S ANOTHER FUND THAT WE ONLY RECEIVE REVENUE TWICE A YEAR WE TRY TO AVOID HAVING TO BORROW AND HAVE TO PAY INTEREST OUT FOR THAT.

THE FLIP SIDE IS THERE ARE TIMES THAT CASH IS NECESSARY IN ORDER FOR US TO ISSUE BOMBEDS TO BE ABLE TO COMPLETELY PROJECTS THAT ARE NECESSARY WITHOUT NEGATIVELY IMPACTING OR INCREASING IF YOU WILL THE TAX RATE SO THE CASH GIVES US THAT FLEXIBILITY.

KEEP IN MIND THE INDIANA CODE THROUGH THE DEPARTMENT OF LIKELY GOVERNMENT FINANCIALS ALLOWS US TO KEEP A 50 PERCENT CASH BADGES, OTHER IT IS 15 PERCENT SO THAT'S THE MIXTURE OF WHAT YOU'RE SEEING WITH THE TOLD TOTAL UNDER THE AGE SO YOU CAN SEE FOR 2022 WE ARE PROJECTING A SLIGHT INCREASE IN THE TOTAL OVERALL DEBT AND OUR DEBT NUMBER AS YOU KNOW IS GOING UP THAT WE'RE ABLE THE ISSUE AND REPAY IN THE FOLLOWING YEAR.

2019 WOULD BE THE FIRST WE SAW OPERATIONS FUND, AND SO THOSE WERE CHANGED BY THE LEGISLATURE. SO YOU CAN SEE HERE IN 2021, WE ENDED UP WITH FINISHING AT A 14-POINT THAT SEVEN PERCENT CASH BALANCE WITHIN THAT FUND WE'RE PREDICTING THAT TO GO BACK DOWNLOADER TO THAT 9.37 OR A TARGET OF 8.33.

HOW WE ACCOMPLISHED THAT IS WE -- EXCUSE ME IN 2021 WE INCREASED THE TRANSFER AM SO REASON YOU'VE HEARD ME SAY I THINK WE'RE ALMOST THE ONLY SCHOOL IN THE STATE THAT TRANSFERS FROM OWNERS INTO EDUCATION, SO IN 2021 WE INCREASED THE AMOUNT OF THAT TRANSFER TO ADDRESS PART OF THE CASH THAT WAS IN THAT FUND SO WE COULD SUPPORT THE EDUCATION FUND AND GOING INTO 2022 WE DO HAVE SOME ENCUMBRANCES THAT WILL BE PAID OUT THAT WOULD KEEP THAT MORE ALONG THAT 9.37 AND CLOSER TO OUR GOAL. SO WE'RE USING EVERYTHING THAT WE CAN, WE'RE FORTUNATE THAT WE'RE SEEING GROWTH IN OUR ASSESSED VALUE THIS IS TO OUR BENEFIT BECAUSE WE ARE MORE NEED THAN WE HAVE CAPITAL RESOURCES ON HAND.

>>> THE NEXT SLIDE IS A CERTAINLY THE CASH BALANCES BY FUND FOR ALL OF THE FUNDS THAT WE'VE DISCUSSED SO YOU CAN SEE INDIVIDUALLY THE MAKEUP THAT OPERATIONS, REFERENDUM, THE INDIVIDUAL, THE PENSION BOND, RAINY DAY, THE GENERAL EDUCATION FUND AND THEN THE DEBT SERVICE IF YOU HADS MAKE UP THE OVER ALL CASH BALANCE FOR THE TOTAL AMOUNT OF THE BUDGET SO WE'RE APPROVED BY THE BOARD BACK INTO THE FALL.

NEXT AND MAYBE MY FAVORITE SLIDE FOR TODAY YOU CAN SEE OUR OVERALL TACK RATE WAS 1.2376, THAT WAS A DECREASE IN THE OVERALL TAX RATE AND THIS IS THE THIRD YEAR THAT WE HAVE HAD A DECREASE IN OUR TAX RATE FOR OUR COMMUNITY.

WE HAVE ALSO MANAGED TO MAINTAIN THAT COMBINED DEBT RATE OF 5898 WHICH IS OUR GOAL WHEN WE GO THROUGH THIS PROCESS EVERY YEAR AND WHAT'S HOW MUCH WE ISSUE IN DEBT AND HIGHWAY WE REPAY IT THAT'S WHAT DRIVES WHAT WE CAN DO IS BASED ON MAINTAINING THAT.

SO EVEN MAINTAINING THAT RATE, EASTBOUNDING 5 MILLION MORE IN DEBT WE WERE STILL ABLE TO LOWER THE OVERALL TAX RATE.

LAST SLIDE IS WHEN YOU LOOK AT THE COST OF LIVING INCREASES -- BY 1.88 AND OUR INCREASES IN OUR TAX RATE ARE BELOW THAT SO EVEN THOUGH COST OF LIVING IS INCREASING AT A RATE OF 1.88 OUR TACK RATE IS INCREASED BY 1.08 SO I THINK THAT'S IMPORTANT

[00:45:04]

BECAUSE WE'RE NOT BEYOND -- WE'D LOVE TO BE EVEN WITH THAT BUT WHEN YOU THINK ABOUT WHAT A COLA ADJUSTMENT DOES VERSUS THE TAX RATE WE'RE NOT TAKING THAT WITHIN OUR TAX BASE.

THAT CONCLUDES ANY MY REPORT. EVERY YEAR THE BOARD APPROVES OUR BUDGET IN MAJOR CATEGORIES THROUGH THE YEAR ESPECIALLY NOW THAT WE'RE LOX BASED MEANING EVERY LOX HAS IT OWN SETTLE OF BUDGETS BASED ON THE ESSER REPORTING WE HAVE TO DO WITH THE FEDERAL GOVERNMENT. WE HAVE COME BACK TO YOU AND CLOSE THE YEAR WITH ALL THE APPROPRIATING TRANSFERS TO ESSENTIALLY ZERO EVERYTHING OUT TOGETHER SO IF WE WENT OVER SOMEWHERE ELSE OR UNDER ANOTHER CATEGORY THESE ARE MAKING THOSE CHANGINGS TO ESSENTIALLY BALANCE AND CLOSE US OUT FOR THE YEAR AND THEY DO REQUIRE YOUR APPROVAL.

>> THANK YOU. DO WE HAVE ANY QUESTIONS?

>> I DIDN'T GET A CHANCE TO GO THROUGH THE E-MAIL THAT SENT EARLIER TO DR. STOKES AND KATIE YOU SENT A DETAILED REPLY AND I APPRECIATE IT BUT CAN YOU GIVE -- ONE OF THE I ASKED IS WE HAVE EASIER IF YOU WANTS COME IN, DOES THE SCHOOL HAVE A SPREADSHEET -- BASS I KNOW WE HAVE A REQUIREMENT THAT SAYS HERE WE'RE REQUIRED TO DO IT WHETHER IT'S LEARNING LOSS OR THIS, THIS, BUT DO WE HAVE A BABY DOWN WHERE WHERE WE'RE APPLYING THE FUNDS OTHER THAN THE CATEGORY?

>> DR. KEGLY IS GOING TO ANNAL THAT.

>> YOU'RE SPEAKING ABOUT THE ESSER IN THE --

>>> SO WE JUST POSTED THE GRANT APPLICATION AND THEN AS WE MAKE AMENDMENTS DEPENDING ON -- WHICH WE'RE GONE TO DO, HAVE AN UPDATED AMENDMENT WE WILL NOTE THAT ON THERE.

WE CAN CHOOSE TO DISPLAY THAT HOWEVER WE WANT.

THE STATE IS ALSO IN THE PROCESS THIS WERE ACTUALLY SUPPOSED TO MAYBE THIS LEAVE ON DECEMBER 1 AND THEY'RE NOT THERE YET BUT THEY ARE ACTUALLY GOING TO POST -- WHICH WE THINK CONNECT A LINK TO FROM OUR WEBSITE A SEARCH ENGINE OR DASHBOARD WHERE ANYBODY IN THE STATE CAN PULL UP ANY EDUCATION ENTITY AND SEE HOW

THEIR FUNDS WERE SPEND. >>> SO IF WE HAVE A CATEGORY IT'S NOT GOING TO JUST SAY LEARNING LOSS.

>> NO, WE HAVE TO SAY HOW WE'RE GOING TO SPEND WITHIN THAT

CATEGORY &. >> AND THAT IS PUBLIC?

>> YES. >> EXCELLENT.

THANK YOU. >> YOU'LL NOT ONLY KNOW OURS YOU

BE KNOW OTHER DISTRICTS. >>> CAN I MAKE A MOTION? MOTION TO APPROVE THE YEAR END TRANSFERS AS PRESENTED.

>> I'LL SECOND. >> MOTION BY MICHELLE AND SECOND BY JANET. ANY FURTHER DISCUSSION?

I'LL HAVEET CALL FOR THE VOTE. >> SUZANNE THOMAS.

>> YES. >> SARAH PARKS-REESE.

>> SARAH DONSBACH. >> YES.

>> BRAD BOYER. >> MICHELLE FULLHART.

[6. Board President]

>> YES. >> JULIE CHAMBERS.

>> YES. >> AND I'M A YES.

NEXT UP WE HAVE OUR BOARD PRESIDENT REPORT.

>> THANK YOU. CAN EVERYONE HEAR ME OKAY?

>> YEP. >> I'M SORRY, IT IS A BIT ODD.

THANK YOU SARAH FOR FILLING IN FOR THE COMPUTER TONIGHT.

I WANTED TO GIVE THE BOARD OIL THE BOARD ALREADY HAS THIS INVESTIGATION AND ALSO THE COMMUNITY, JUST UPDATE EVERY YEAR WE REORGANIZE, WE HAD OROFACIAL REORGANIZATION AT OUR LAST MEETING WHICH WAS FOR BOARD OFFICERS AND SOME OTHER STATUTORY POSITIONINGS BUT TRADITIONALLY THE BOARD PRESIDENT WILL ALSO ALSO APPOINT BOARD MEMBERS TO CERTAIN COMMITTEES AND ASSIGNMENTS TO WORK ON LOT THE YEAR AND WE HAVE THAT INFORMATION ON BOARD DOBS BUT THIS YEAR POLICY COMMITTEE WILL BE JANET PRITCHETT, SARAH DONSBACH, THE NOBLESVILLE REDEVELOPMENT ECONOMIES COMMISSION [INDISCERNIBLE] AND SUZANNE THOMAS AND MICHELLE FULLHART WILL SERVE AS APPOINTEE S TO HAMILTON SOUTHEASTERN FOUNDATION, AND EVERYBODY HAS THEIR APPOINTMENT. SARAH SERVES A LEGISLATIVE LIAISON BUT THIS IS A SHORT SAYS FOR THE LEGISLATURE WHICH WILL

[00:50:02]

WRAP UP IN A COUPLE WEEKS IN EARLY MARCH AND THAT ASSIGNMENT WON'T TAKE UP AS MUCH TIME THIS YEAR SO THAT'S WHY SHE'S ALSO SERVING ON POLICY WITH JANET. SHE MAY HAVE A FEW ASSIGNMENTS HERE AND THERE TO KEEP US UPDATED ON LEGISLATION, BUT OTHER THAN THAT THAT'S THE REASON SHE WAS APPOINTED TO TWO.

SO I WANT TO THAN EVERYBODY ON THE BOARD FOR ACCEPTING THE APPOINTMENT. I THINK EVERYBODY WILL HAVE A LOT OF FUN THIS YEAR AND HOPEFULLY BRING BACK GAD UPDATES FOR US AS THE YEAR PROGRESSES. SO THAT'S ALL I HAVE ON THAT AND I APPRECIATE AGAIN EVERYBODY WORKING WITH ME ON SHORT IN THE.

I WILLS TO IT TO DR. STOKES FOR THE SUPERINTENDENT'S REPORT.

>> AND I'VE BEEN FINE THE WHOLE BOARD MEETING AND ALL OF THE SUDDEN I'VE GOT A TICKLE IN MY THROAT.

FORGIVE ME. I WANTED TO GIVE THE BOARD UPDATE ON A COUPLE OF THINGS. I WANTED TO TALK ABOUT THE INFORMATION THAT CAME FROM THE INDIANA DEPARTMENT OF EDUCATION TO CLARIFY SOME INFORMATION AS IT RELATES TO CAUGHT ON CONTACTG AND OUR STUDENTS HAVE TO WEAR MASK IN OUR SCHOOLS.

SO DR. JENNER WHO IS THE SECRETARY FOR EDUCATION SENDS OUT WHAT'S CALLED A FRIDAY UPDATE, SO IN HER FRIDAY UPDATE, THERE WAS SOUTH SECTION CALLED S FROM OUR PARTNERS AND IN THAT SECTION SHE CALL TALKED CONTACT TRAITSING AND SAYING UNDER CERTAIN COMPLAINS WE DO NOT HAVE TO SEND STUDENTS WHO ARE CONSIDERED CLOSE CONTACT TRACING THEY DON'T HAVE TO GO HOME AND IT TALKS ABOUT IN SCHOOLS WHERE THERE ARE MASKS REQUIRED VERSUS SCHOOLS WHERE MASK ARE NOT REQUIRED.

WHAT I WANT TO HAVE TOLL DO IS PULL UP OUR INFORMATION FROM THE WEBSITE AND IF YOU LOOK AT OUR INFORMATION FROM THE WEBSITE ABOUT PROCEDURES WEARING A MASK ARE REQUIRED AND IN SITUATIONS WHERE MASK ARE REQUIRED IT ALSO TALK ABOUT SWAYING SITUATIONS BE WHERE MASK ARE NOT REQUIRED WHAT I WANT TO EMPHASIZE THAT WE ARE ALREADY DOING WHAT THE STATE SET OUT TO A LOT OF THE INFERENCE OF THE OVERLOAD OF CONTACT TRACING, SO WE ARE ALREADY DOING SO THAT WHAT I WANT YOU TO KNOW IS THAT WHILE YOU MAY HAVE HEARD OTHER DISTRIBUTES SHARING INFORMATION THAT MAY HAVE BEEN NEW FOR THEM WE ARE ALREADY DOING THIS AND IF OUR STUDENTS -- IF WE HAVE A STUDENT WHO IS A POSITIVE ONLY THAT STUDENT HAS TO GO HOME RIGHT NOW BECAUSE WE HAVE MASK REQUIRED.

I DO WANT SHOW YOU ABOUT WHEN THAT WOULD CHANGE, ANY STUDENT WHO IS A CLOSE CONTACT THEY WOULDN'T HAVE TO GO HOME BUT WE WOULD NOTIFY THEIR PREALLOTS THAT THEIR CHILD HAD BEEN OBSERVE POSED TO SOMEONE WHO WAS A COVID POSITIVE AND WE WOULD BE ASKING THE FAMILIES TO JUST MONITOR THEIR CHILDREN.

BUT IF YOU WOULD CAN YOU GO TO OUR METRICS? IF YOU -- CAN YOU BLOW IT UP A LITTLE MORE, TOM? SO IF YOU LOOK AT OUR MET RISK RISK WE SHARED THROUGH A SKY ALERT THAT WHEN THE COUNTY IS IN RED, KIND OF PULL IT UP WHERE WEB SEE THE BOTTOM THERE. IF HAMILTON COUNTY IS IN WHAT WOE CALL RED FOR TWO CONSECUTIVE WEEKS THEN MASKS WILL BE REQUIRED IN OUR SCHOOLS AND WHEN MASKS ARE REQUIRED THEN IT'S KIND OF WHAT THE IDOE IS SAYING ONLY THE STUDENT WHO IS POSITIVE HAS TO BE THE ONE THAT GUESS HOME, EVERYBODY EL ELSE CAN STAY AS LONG THEY'RE ASYMPTOMATIC. IN SITUATIONS WHERE THE COUNTY IS IN YELLOW OR ORANGE FOR TWO CONSECUTIVE WEEKS, WE THEN DEFER TO THE STATUS IN OUR INDIVIDUAL BUILDINGS, WE'RE DOING IT BY BUILDING SO IF A BUILDING HAS LESS THAN FOUR PERCENT OF THE STUDENTS OUT ON QUARANTINE THEN THAT PARTICULAR BUDGET CAN BE MASK OPTIONAL. BUT WHAT I DO NEED YOU TO UNDERSTAND IS THAT WHEN WE BECOME MASKS OPTIONAL IN A PARTICULAR BUILDING EVEN WITH THE INFORM THAT THE INDIANA DEPARTMENT HAS JUST SENT OUT STUDENTS WHO ARE NOT -- STUDENTS WHO ARE POSITIVE OR IN A CLOSE CONTACT SITUATION, THREE FEET IN THE CLASSROOM OR SIX FEET LANE AT LUNCH OR SOMETHING LIKE THAT WOULD STILL HAVE TO GO HOME FOR FIVE DAYS SO WE WANT TO MAKE THAT CLEAR SO THERE'S NOT CONFUSE AUGUST THAT AND WHEN YOU GO UP TO WHEN THE ENTIRE COUNTY IS IN BLUE ACROSS THE DISTRICT

[00:55:05]

EVERYBODY CAN BE MASK OPTIONAL. SO WE WANTED TO BRING LATER TO THAT AND LET PARENTS KNOW WE DIDN'T MESSAGE ANYTHING TO YOU BECAUSE WE ARE ALREADY DOING WHAT THE IDOE SHARED AND THAT'S

A GOOD THING. >>> SO AT THE YELLOW ORANGE, A SPECIFIC BUILDING DOES GO TO MASK OPTIONAL IF THEY CHOSE TO WEAR A MASK BECAUSE IT'S MASK OPTIONAL AND THEY'RE CLOSE CONTACT DO THEY STILL HAVE TO GO EVEN THOUGH THEY WORE MASKS?

>> THAT'S SOMETHING WE INQUIRED ABOUT AND OUR UNDERSTANDING IS YES THEY WILL BE BECAUSE AT THAT POINT THE BUILDING IS NOT MASK REQUIRED, IT BECOMES MASK OPTIONAL AND THE NOT HAVING TO GO HOME FOR PEOPLE WHO ARE QUOTE, UNQUOTE, CLOSE CAUGHT ON CAMERA IS WHEN MASK ARE REQUIRED.

>> BUT THE WEARING OF MASK -- >> I TRAFFIC UPDATE IS THAT BUT YOU HAVE TO UNDERSTAND THEIR LANGUAGE, WHEN MASKS ARE REQUIRED. I'VE ASKED MY NURSE REACH OUT AND SEE IF WE CAN GET MORE INFORMATION BUT AS IT STANDS THE INFORMATION THAT IS DEMEANORRING BACK IS IF IT'S MASK REQUIRED CLOSE DANGS DON'T HAVE TO GO HOME, WE JUST ASK 48 PARENTS TO MONITOR THEM BUT IN SITUATIONS WHY MASK ARE OPTIONAL THAT ARE NOT REQUIRED AND BECAUSE IT'S OPAL IT SAYS THAT STUDENTS THREE FEET OUT CONTACT TRACING IN THE CLASSROOM AND IN PLACES LINE THE CAFETERIA OR MAYBE CHOIR IT WOULD BE SIX FEET

CONTACT TRACING. >>> AND CAN YOU REMIND US IS THAT PER THE INDIANA DEPARTMENT OF HEALTH HAMILTON COUNTY OR THE

CDC. >> THAT IS THE INFORMATION WE GET FROM THE INDIANA DEPARTMENT OF HEALTH.

I THINK THE LAST ONE -- HELP ME I THINK IT CAME OUT ON THE 20TH? WAS THAT THE LAST ONE WE GOT FROM THE INDIANA DEPARTMENT OF

HEALTH? >> I THINK SO AND THERE WILL BE

ANOTHER UPDATE TOMORROW. >> SO PRESIDENT OBAMA THE UPDATE THAT COMES OUT TOMORROW WILL ANSWER THE QUESTIONS WE HAVE

BEEN ASKING. >>> AND I HAVE ONE MORE QUESTION I KNOW THAT ONE OF OUR BOARD MEETINGS, IT MIGHT HAVE BEEN DECEMBER WHEN INCLUDE GAVE A NICE REPORT SAYING THE 60 IS FINALLY GOING TO -- WHAT IS THAT SCHEDULE? IS THIS CONSIDERED ONE OF THAT AND WHEELAGE DEVELOPMENT ANOTHER

ONE IN TWO WEEKS? >> I'M GOING TO HAVE IF YOU WILL DR. KEGLY -- I KNOW JEFF IS NOT HERE TONIGHT AND JEFF IS THE ONE -- THAT TWO WEEK CYCLE, CAN YOU SEE THAT THERE? I KNOW JEFF IS NOT HERE AND HE NORMALLY WOULD ANSWER THAT QUESTION. WHEN WE STARTED THERE WAS THE 18TH OREGON SOMETHING WAS KIND OF THE COUNTY BEING THIS RED FOR

TO WEEKS, WHEN DOES THAT LOOK -. >> THEY UPDATE THE COUNTY METRICS, THE STATE DOES EVERY WEDNESDAY.

SO I HAVEN'T LOOKED AT IT TODAY. I ASSUME IT'S STILL RED SO WE WOULD BE AT LEAST TWO WEEKS FROM THAT MARK FROM TODAY.

>> AND THEN WE'LL RELOOK AT WHERE WE ARE AGAIN TWO WEEKS

TODAY -- >> IT DEPENDS ON WHAT COLOR THEY

CHANGE THE COUNTY. >> SO IF IT'S RED TODAY THEY'RE NOT CHANGING THINK COLORS UNTIL NEXT WENT.

>> CORRECT. >> BUT IF IT'S YELLOW TOMORROW THE EARLIEST WE WOULD GO MASK OPTIONAL WOULD BE TO WEEKS FROM

TOMORROW. >> BUT THE NEXT COLOR WOULD BE

ORANGE. >> IT COULD BE YELLOW OR ORANGE.

>> ALL RIGHT. THANK YOU FOR THAT CLARITY.

>> AND I HAVE A QUESTION. THE DOCUMENT THAT YOU HAVE UP, WHERE CAN PARENTS OR THE PUBLIC FIND THAT ON OUR WEBSITE?

>> SO TOM, CAN YOU BACK OUT SO THEY CAN SEE -- WALK THEM

THROUGH -- >> IT'S ACCIDENT OCCUR THE HAPPENINGS TAB AND YOU GO TO THE RETURN TO INTRODUCTION PLAN WHERE YOU CAN DOWNLOAD THE LATEST COPY AS A PDF OR IT'S ALL

UNDER THE HEADLINES. >> SO CLING HERE AND THEN IT WOULD DOWNLOAD FOR YOU AND THEN YOU WOULD HAVE.

>> WHAT PAGE IS THAT ON? BECAUSE I HAVE LOOKING LOOKING

THROUGH ITMENT. >> THERE'S A SPECIFY TAB THAT SAYS ISOLATION AND QUARTER QUARANTINE PROCEDURES AND IT

WILL TAKE YOU TO THAT DOCUMENT. >> TOM, CAN YOU SHOW THAT PLEASE SO OUR COMMUNITY CAN KNOW WHERE TO FIND THAT.

>> AND DO WE HAVE A CAN REMEMBER THE UPDATE ON HOW WE'RE DOING

[01:00:01]

REGARDING IF WE HAVE ENOUGH SUNS AND HOW OUR RATES ARE GOING? IS THERE AN ACTUAL DASHBOARD IF I CLICK ON A COLOR THAT I WOULD BE ABLE TO SEE WHAT OUR NUMBERS ARE?

>> SO MS. LIPPY CAN SHARE THAT INFORMATION BUT I CAN TELL YOU THE DOOR ARE OPEN BUT IF YOU WANT THE SHARE ABOUT THAT, I THINK SHE'S TALKING ABOUT A TAB THAT ALLOWS THE COMMUNITY TO SEE SUBBING I'M NOT SURE IF THAT TAB IS OUT THERE FOR THE COMMUNITY.

>> I PUT TWO QUESTIONS TOGETHER, ONE I WANTED TO SEE HOW HOW WE WERE DOING ON THE SUB AND I THINK I RECALL AT SOME POINT WE WERE ABLE TO GO TO THE WEBSITE YOU CAN PUT IN YOUR SCHOOL SO THAT'S THAT BIG RED BUTTON THAT SAYS DASHBOARDMENT THAT'S ALL I

WANTED TO CLARIFY. >> CAN I JUMP IN?

CAN YOU HEAR ME? >> YEP, WE CAN HEAR YOU.

>> I WANTED TO COMMENT, I THINK THE PROGRESS -- SUZANNE, YOUR QUESTION THE REASON THE RULES ARE DIFFERENT IS MASKS ARE REQUIRED AND MASKS ARE OPTIONAL IF MASKS ARE OPTIONAL THERE'S NO WAY TO TRACK WHICH STUDENTS WERE WEARING MASKS IF THEY'RE REQUIRED THROUGH THE THE DAY IN EVERY BUILDING, THEN IT'S PRESUMED THAT ALL ASSUMES ARE WEAR THEM.

SO JUST -- AND THAT'S WHY ONE STUDENT WARRING CAMAS OF COURSE OVER PEOPLE AREN'T THERE'S IN WAY TO TRACK THAT AND CURRENTLY LOOKING IT WOULD STATE DEPARTMENT OF HEALTH WEBSITE EVERY COUNTY IS STILL IN RED SO I WOULD ANTICIPATE -- I KNOW THE NPRS ARE GOING DOWN BUT I WOULD ANTICIPATE THE COMMUNITY MAY BE LOOKING AT COUPLE MORE WEEKS BEFORE THAT CHANGES.

>> AND I KNOW MS. LITERATURE I IS GOING TO SHARE ON THE SUBSTITUTE STATUS, HOWEVER THEY DID UPDATE AND THE COUNTY IS STILL IN RED AND IN FACT ALL COUNTIES ARE STILL IN RED.

>> SO AT THIS TIME WE HAVE 383 GENERAL SUBS IN THE POOL.

OUR SEASON COORDINATOR PROCESSED NINE AND SUB ORIENTATION TRAINING THIS PAST WEEK AND THEN WE'VE HAD QUITE A FEW PEOPLE REACH OUT TO US FROM JUST THE -- GOING OUT AND ASKING PEOPLE TO COME SUB WE'RE RECEIVING A LOT OF INTEREST IN PEOPLE TRYING TO GET PROCESSED TO SUB IN OUR BUILDINGS S ACTUALLY OUR DATA IS INTERNATIONAL BRIDGING IN THE RIGHT DIRECTION SO I'M HOPING THAT WE'RE GOING TO COME OUT OF PRETTY SOON AND WITH WE SO APPRECIATE EVERYONE WHO HAS

REACHED OUT TO US TO SUB. >>> THANK YOU.

DR. STOKES I HAVE ONE MORE QUESTION AND THAT'S FOR OUR TEACHERS, I KNOW ABBY IS NOT HERE BUT I HEAR WHERE WOW, WE'RE OVERWORKED, I WISH I HAD -- CAN YOU SHARE A LITTLE BIT ABOUT HOW

FREE YOU HAVE SOME TILE TIME. >> SO I MADE A DECISION BASED ON IN PUT FROM OUR TEACHERS AND FROM HAVING DISCUSSION WITH OUR ASSOCIATION THAT WE WOULD NOT EXPECT TEACHERS TO BE IN PLCS OR MEETINGS WITH ADMINISTRATORS UNTIL I BELIEVE WE SAID WE WOULD REVISIT ID ET AROUND FEBRUARY 14, SO WE DO LISTEN TO OUR TEACHERS, WE LISTEN TO OUR COMMUNITY, WE LISTEN TO OUR BOARD BUT I UNDERSTAND ALL THE HARD WORK THAT OUR TEACHERS ARE DOING TO HELP US KEEP KIDS IN SCHOOL AND I MAKE IN QUALMS ABOUT IT THAT SIS, STUDENTS IN SCHOOL BUT TO HAVE STUDENTS IN SCHOOL WE HAVE TO HAVE EDUCATORS WHO CAN SUPPORT THEM SO UNTIL THE 14TH WE'VE ALLEVIATED THE PL CONTRACTIONS FOR THEM SO THAT IS

SOMETHING THAT WE WERE HAPPY AD. >>> AND TO CLARIFY THOSE PLCS OR THE PDS ARE BEFORE SCHOOL OR AFTER SCHOOL THEY STILL HAVE TO

BE AT SCHOOL. >> BUT THEY GOAT THE USE THAT TIME TO BREATHE, TO DO THINGS THEY FEEL LIKE THEY NEED FOOD TO BE ABLE TO KEEP THINGS GOING AND OUR CHILDREN SO WE'RE HAPPY THE GIVE THEM THAT TIME, AND WE'LL REVISIT IT ON THE 14TH OF

FEBRUARY. >>> CAN YOU GIVE THE ACRONYM.

>> YES, PROFESSIONAL LEARNING COMMUNITIES, YES, I'M SORRY WE

DO GET IN ACRONYM LAND. >> THANK YOU FOR THAT, I

APPRECIATE IT. >> THE OTHER THING I DID WANT TO SHARE, I HAVE A COUPLE THINGS, IF WHAT ARE AARE YOU CAN YOU GIVE US AN UPDATE ABOUT OUR PROJECTS, DEER CREEK, THE DRONE

[01:05:04]

OR WHATEVER WE CALL IT. AND THEN ALSO THE OTHER SCHOOL AS WELL SO THAT THE COMMUNITY CAN SEE WHERE WE ARE WITH SOME

OF THE CONSTRUCTION PROJECTS. >> WE HAVE A COUPLE OF DRONE VIDEOS THAT WE WANTED TO SHARE WITH YOU.

ONE IS FALL CREEK JUNIOR HIGH TO GIVE YOU AN IDEA OF WHAT'S GOING ON OVERTHERE AND THEN WE'LL GO TO DEER CREEK AND.

>> DEER CREEK FIRST. >> DEER CREEK FIRST.

>> Y'ALL RESPECT THE REASON FOR THE POWER OUTAGE, RIGHT?

>> WE DIDN'T CAUSE IT. SO THE DRONE IS GOING TO START IT'S FLYING PARALLEL TO 156TH STREET, THE LANE ON THE RYE SIDE THAT'S GOING TO BE THE ENTRANCE LANE AND IT HAS A LONG LOOP SO YOU CAN STACK PARENT LEAN, SO THE PARENTS CAN DROP PEOPLE OFF.

THE PARKING LOT IN THE BACK THAT IS A SEPARATE BUS LOT SO WE'RE GOING TO KEEP PARENT DROPOFF AND BUS SEPARATE.

MAKE EIGHT LITTLE SAFER. THE SQUARE THAT'S BEEN THE BUS PARKING LOT THAT IS WHERE THE PLAYGROUND IS GOING TO BEMENT PLAYGROUND IS GOING TO BE ASTROTURF.

WE HAVE IN FILL IN THE ASTRO TURF SO THE GROUND WILL STAY COOLER AND THERE IS A KIDNEY SHAPED HILL BEHIND THE PLAYGROUND SO THAT IT'S GOING TO BE A MIXER OF GRASS AND A TURF AREA WITH EQUIPMENT AND HARD SCAPE SO THEY CAN PLAY BASKETBALL, THIS IS SCOOPING AROUND TO THE KNOT SIDE WHERE THE MOUSE IS IS WHERE THE CURRENT TEMPERATURE AND THE MECHANICAL ROOM IS. THE TALL DOUBLE SOUTH CAROLINA THAT IS THE CALF FEAR AND GYMNASIUM AND AS WE COME AROUND FRONT, YOU BE SEE A BANK OF WINDOWS AT THE TOP OF THAT, THERE'S GOING TO BE A LOT OF NATURAL LIGHT COMING INTO THE CAFETERIA, WE ADJUSTED SOME THINGS FROM SOUTHEASTERN AND LEARNED SO IT'S NOT GOING TO BE AS CAVERNOUS AND ECHO.

WE TRIED TO LEARN FROM PROCESS AND NOT BE SO LOUD AND THEN THIS ANGLE YOU CAN SEE THAT THERE'S CORNER PATIOS SO TWO CLASSROOMS ARE GOING TO BE TO COME OUTSIDE AND SHARE A LITTLE PATIO, WE'RE WORKING WITH CSO TO GET SOME EQUIPMENT SO EACH PATIO WILL EITHER HAVE A MUD KITCHEN OR WATER TABLE SO SOME SHARED RESOURCES SO YOU CAN BRING THE EDUCATION OUTSIDE.

AND THAT WAS KIND OF OUR SWOOP AROUND DEER CREEK.

DO YOU HAVE QUESTIONS ABOUT THE VIDEO YOU SAW FOR DEER CREEK?

>> WILL THERE BE A FILM WHERE THEY DO THE INTERIOR?

>> SO I WENT IN SATURDAY AND TOOK A GOPRO AND WALKED THROUGH THE BUILDING AND I GAVE THAT 6:00 EMILY LATE --

>> WHEELCHAIR IT NEXT TIME. >> IT IS INTERESTING TO SEE THE

INSIDE THOUGH. >> THERE'S CASEWORK GOING IN AND YOU YOU CAN SEE THE CLASSROOMS NOW THAT THE WALLS ARE UP. HE'S VIDEO OF FALL CREEK, AS WE COME AROUND THE BUILDING THEY'RE WORKING ON EIGHT CLASSROOMS TO RENOVATE INSIDE BUT WE'RE NOT FLYING THE DRONE INSIDE SEVEN AS YOU COME AROUND THEY'RE DOING SITE WORK WHERE THAT GRAVEL ISER THAT'S GOING TO BE THE NEW ENTRANCE, CURRENTLY YOU BUZZ IN AND YOUR IN A HALLWAY AND AND YOU HAVE TO CROSS THE HALLWAY TO GET TO THE OFFICE SO IT'S NOT A SECURE ENTRANCE, THIS EDITION IS GOING TO ADD THAT SECURE ENTRANCE SO WHEN PEOPLE WALK IN THEY'RE BUSSED INTO THE OFFICE, THEY ARE WE SEPARATE OUR STUDENTS AND PEOPLE COMING INTO THE BUILDING.

PROGRESS IS GOING REALLY WELL. WE ADDED EXTRA SIGNAGE SO PEOPLE CAN SEE WE MIGHT HAVED THE MAIN ENTRANCE DOWN TO DOOR 23.

WE HAVE TEMPORARY INTELLIGENCING SO THE CONSTRUCTION TRAFFIC IS SEPARATED FROM THE PARENT PICKUP AND DROPOFF AND CONTRACTORS ARE DOING A GREAT JOB TO MAKE SURE THEY SCHEDULE THEIR GUYS TO AVOID PARENT PICKUP AND DROPOFF SO WE'RE NOT HAVING ANY TRAFFIC ISSUES. AND THEN ANY QUESTIONS?

>> WILL THOSE CIRCUMSTANCE ALREADY STAIRS REMAIN OR WILL

THEY BE GONE. >> SO THE CIRCUMSTANCE ALREADY STAIRS ARE GOING TO STAY. WHEN WE STARTED THE DESIGN PROCESS WE START LOOKING AND TO CHANGE THE CIRCUMSTANCE ALREADY STAIRS TO PUT A SQUARE STAIR AND A ROUND HOLE OR REDESIGN IT JUST DIDN'T WORK OUT. IT'S KIND OF A QUIRKY BUILDING, IT'S A DIAMOND WITH A DIAMOND TURNED 45 DEGREES AND FOUR CIRCLES SO IT'S A EUGENE CHALLENGE.

[01:10:02]

>> IT'S UNIQUE, UPSTAIRS AND DOWNSTAIRS AND MY KIDS ALL WENT

THROUGH THERE AND THEY SURVIVEED >> MY DAUGHTER WILL BE GOING THERE NEXT YEAR SO IT WILL BE IN RENOVATION.

>>> AND NEXT TIME WE'LL GIVE YOU A TOUR OF THE INSIDE OF DEER

CREEK. >> REAL QUICK, EMILY IF YOU CAN TALK ABOUT REALLIER REMIND OUR BOARD AND COMMUNITY WHAT RAVE STANDS FOR AND WHAT'S GOING ON WITH RAVE.

>> SO IN MID NOVEMBER WE LAUNCHED AN EMPLOYEE MO REEL UPLIFTING PROGRAM CALL RAVE, RECOGNIZING ALL VALUABLE EMPLOYEES AND SO ANYONE CAN RECOGNIZE ONE OUT OF OUR WONDERFUL STAFF SOMEBODIES, THAT I AM GET A WINDOW CLEAN WITH A LITTLE CERTIFICATE AND THEIR NOMINATION FROM THE PUBLIC, SO WE'VE HAD A GREAT RESPONSE, NEARLY 400 PEOPLE HAVE ALREADY NOMINATED STAFF MEMBERS WITH THE HELP OF THE FOUNDATION WE'RE ABLE TO DO A RANDOM DRAWING EACH MONTH FROM THE MONTH OF THE RAVE APPLICANTS SO WE'VE ALREADY GIVEN OUT $800 TO TWO STAFF MEMBERS SO IT'S A NICE WAY TO RECOGNIZE PEOPLE AND GENERATE SOME GOOD FEELINGS AMONG OUR BILLION AND TEACHERS.

>> DO WE HAVE ONE IN THE AUDIENCE?

MRS. P FROM BROOKS SCHOOL. >> YES, SHE WAS A GRAND PRIZE WINNER.

>> SO IS IT OTHER STAFF MEMBERS WHO ARE RECOMMENDING STAFF, LIKE A COPERSON -- CAN IT BE FROM ANY DEPARTMENT OR ANYONE --

>> I MEAN, COWORKERS, I JUST RECOGNIZE AS COWORKER, BOARD MES, FAMILY, STUDENTS SO IT'S REALLY NICE.

>> DO WE AS A SCHOOL DISTRICT WHEN YOU GET THOSE ARE YOU POSTING THOSE, LIKE MRS. SMITH WAS I WOULD LIKE TO RECOMMEND HER BECAUSE BLAH BLAH BLAH, SO THE PUBLIC CAN SEE THE COMMENTS? HAS THERE BEEN TALK ABOUT THAT? IT DOESN'T NECESSARILY HAVE TO SAY WHO IT CAME FROM BUT ARE WE TALKING ABOUT SHARING THOSE?

>> WE ARE SHARING THE BIG WINNERS CAN THE BUILDINGS ARE POSTING THOSE AND WE'RE TRYING TO SHARE OUT AS WEB WE CAN.

>> ALMOST 400. >> ASK YOU'RE LETTING STAFF MEMBER KNOW HEY THIS WAS TURNED IN ABOUT YOU, RIGHT?

>> SO THEY GET YOUR WHOLE WRITEUP WHICH IS REALLY NICE SO THEY GET TO SEE WHO NOMINATED AND AND IF YOU RECOGNIZE THEM AGAIN THEY STILL EVERY TIME THEY'LL GET THEIR NOMINATION

SHEET. >> THANK YOU.

>> EMILY IF A PARENT OR STUDENT WANTED TO RECOGNIZE ONE OF OUR STAFF MEMBERS HOW WOULD THEY GO ABOUT DOING THAT

IS THIS. >> SO THERE'S A LINK ON OUR WEB PAGE AND WE'VE PROMOTED IT A COUPLE TIME ON SOCIAL MEDIA IT'S ON THE FRONT PAGE AND IT SAYS RAVE REVIEWS AND YOU CLUB ON IT

AND FILL OUT THE FORM. >>> THANK YOU.

>> AND LAST BUT DEFINITELY NOT AT LEAST DR. LONG WANTS TO SHARE

SOME INFORMATION. >> HI.

IN THE PAST WE'VE HAD A FALL OPEN HOUSE AT RITCHIE WOODS AND SO EVEN IN OUR PANDEMIC, I'VE PLEASED TO ANNOUNCE THAT WE HAVE 80 FAMILIES THERE WITH OUR FEST FIRST GRADERS LEADING THEIR FAMILIES THROUGH THEIR REGISTER PROGRAM THERE AND NEW THIS YEAR OUR TEACHER THERE AMY RISINGER IS LEADING A HEALTHY HEART HIKE FOR VALENTINE'S DAY. SO IF YOU DON'T HAVE PLANS AND YOU WANT TO GET A WALK ON WITH US WE'LL BE THERE ON THE 12 FROM 12 TO FOUR AT RITCHIE WOODS AND WE'LL HAVE OUR FIRST GRIDDERS SPECIAL INVITE FOR ALL OF OUR FIRST GRADERS AND THEY'RE LEAD

GOING TO LEAD US THROUGH A HIKE. >>> THANK YOU MUCH.

I DON'T THINK I MISSED ANYBODY BUT I DO WANT TO SAY THAT WE ARE GLAD THAT WE'RE ABLE THE KEEP STUDENTS IN IN PERSON LEARNING IN OUR SCHOOLS AND WE APPRECIATE ALL OF THE WONDERFUL HELP THAT MANY OF OUR COMMUNITY MEMBERS HAVINGS PRESSED THAT THEY WANT TO GIVE US THROUGH SUBSTITUTEING SO THAT'S MY UPDATE.

[7. Superintendent's Report]

>>> NOW I NEED TO -- >> NEXT WE HAVE THE DRAFT

AGENDA. >> SO IF YOU CAN PUT THE AGENDA UP, PLEASE. AS ALWAYS I DON'T TYPICALLY LIKE THE READ THE DRAFT GENTLED BUT 'EM TO JUST BRING YOUR ATTENTION TO THE ACTION ITEMS THAT WE TALKED ABOUT TODAY, SOME INFORMATION, BUT WE'RE GOING TO TAKE SOME ACTION SO THE DUKE EASEMENT AGREEMENT WE DIDN'T ACTUALLY HAVE THAT TO TALK ABOUT

[01:15:02]

TODAY BUT WE WILL HAVE ACTION ON THAT 5.01, OF COURSE THE POLICY WILL COME UP, IT SAYS FOR SECOND READING ON HERE AS A POSSIBILITY SO I WOULD ASSUME THESE ARE SOME THINGS THAT WE HAVE HAD HELD OVER. AND THEN 5.03 THE AWARD FAMILIES OF COURSE YOU KNOW DAVID DAY TALKED ABOUT THAT TODAY AND THEN THE REQUEST FOR BIDS TO INSTALL LED LIGHTS AT FIRST NAMERS, SO I DID WANT THE HIGHLIGHT THOSE THINGS.

AND THAT'S ALL FOR OUR NEXT BOARD MEETING WHICH IS FEBRUARY FEBRUARY 9 OKAY. THAT INCLUDES OUR BUSINESS FOR

THE BOARD MEETING. >>> DO WE WANT THE REMIND THE COMMUNITY WE HAVE A WORK SESSION TOMORROW NIGHT?

>> FIVE TO SEVEN. >> FROM FIVE TO SEVEN RIGHT HERE. NOT LIVE-STREAMED.

>> YES, I THINK MAYBE A LITTLE MARCH THOROUGH, WE'RE HAVING A WORK SESSION, A RESTORATIVE PRACTICES FIVE TO, IT IS OPEN TO THE DISCIPLINING BUT IT IS A WORK SESSION AND PEOPLE CAN COME AND LISTEN BUT IT'S NOT BEING RECORDED AND IT'S NOT LIVE

STREAMED. >> CORRECT.

>> THANK YOU. >>> OKAY, I WILL -- ANYTHING

ELSE? >> MOTION TO ADJOURN.

[9. Board of Finance]

>> WE'RE ADJOURNED AND WE HAVE A BOARD OF FINANCE MEETING IMMEDIATELY FOLLOWING SO I WILL CALL THAT BOARD OF FINANCIALS MEETING TO ORDER. AND THE FIRST ITEM ON THE AGENDA IS THE RECOMMENDATION OF OFFICER S.

>> I WOULD MOVE TO APPROVE THE [INDISCERNIBLE] AS PRESENTED.

TYPICALLY THE SAME AS THE BOARD OF TRUSTEE OFFICERS AS WE HAVE DONE IN THE PAST AND WE HAVE TO APPOINT NEW OFFICERS PURSUANT TO

INDIANA CODE. >>> I'LL SECOND.

>> OKAY, WE HAVE A MOTION AND A SECOND.

IS THERE ANY QUESTIONS OR DISCUSSION? I'LL JANET CALL FOR THE VOTE.

>> SUZANNE THOMAS. >> YES.

>> SARAH PARKS-REESE. >> YES.

>> SARAH DONSBACH. >> YES.

>> BRAD BOYER. >> YES.

>> MICHELLE FULLHART. >> YES.

>> JULIE CHAMBERS. >> AND I'M A YES.

>> 7-0. THANK YOU AND NEXT UP WE HAVE OUR REPORT ON INVESTMENTS AND FISSION CALL INDICATOR

INDICATORS MS. MADISON. >> THIS IS PAYROLL IN COMPARISON TO YOUR DRONE VIDEOS SO IT'S NOT NEAR AS EXCITING.

SO THIS FIRST GRAPH ILL EC ILLUSTRATES OUR DAILY CASH BADGES SO YOU'LL SEE SOME SPICE EVERY MONTH AND THAT'S FROM OUR BIB GRANT DISTRIBUTION SKYLIGHT DIP WOULD BE CLAIMS AND PAYROLLS AFTER YOU APPROVE THEM. AND IN MAY AND JUNE YOU SEE SPIKES FROM OUR PROPERTY TAX DRINKSES, YOU WILL ALSO SEE DIPS FROM WHERE WE HAVE MADE SEMIANNUAL LEASE IMPEACHMENTS OUT OF THE DEBT SERVICE SO ONE OF THE ALLOWABLE OPTIONS PER AARP STATUTE FOR SCHOOLS TO INVEST IN IS A THREE MONTH TREASURY BILL SO WE TRY TO TRACK OUR RATE OF RETURN.

AS YOU CAN SEE IN 2021 WE FAIRED MUCH BOATER THAN THE TREASURY BILL. WE EVER OVER THE COURSE OF 2021 WE EARNED 1.46 PERCENT BY JUST LEAVING IT IN OUR CHECKING ACCOUNT AT TCS, SO OUR INTEREST RATE IS BASED ON A TIER SYSTEM USING THE BADGE IN ALL ACCOUNTS INCLUDING THE INDIVIDUAL SCHOOLS, WE'RE CURRENTLY IN THE TOP TIER PLUS 60 BASIS POINTS.

WE DO CONTINUE TO MONITOR RATES AND INVESTMENT OPTIONS AND IF THINGS CHAIN WE WOULD EXPLORE THAT OPTION.

THIS IS JUST A GRAPH SHOWING OUR INTEREST INCOME OVER THE PAST 15 YEARS. YOU CAN SEE WHERE WE WENT INTO THE RECESSION AND WHERE WERE STARTING IT WAS A VERY SLOW RECOVERY EASTBOUND WE WERE STARTING TO RECOVERY AND COVID HIT BUT IN 2021 WE'RE FARING BOATER THAN IN 2020.

THIS IS A LIST OF DEPOSITORIES THAT ARE IN OUR AREA AND ARE APPROVED BETHE INDIANA BOARD OF DEPOSITORIES.

ONE TO HAVEA ITEMS I HAVE FOR YOU TONIGHT IS TO APPROVE THIS LIST THAT WILL ALLOW KATIE OR I TO REACH OUT FOR QUOTES ON

[01:20:02]

STRENGTHS OF DEPOSIT. >> WHERE DOES THAT LET'S COME FROM? IS IT SOMETHING WE BUILD A RELATIONSHIP WITH SO THEY'RE ALWAYS THE SAME ONES.

>> ONLY IF THAT ARE IN OUR AREA AND IF THEY ARE APPROVED BY INDIANA BOARD OF DEPOSITORIES. THERE'S A WEBSITE THAT LISTS THE BANK THAT HAVE BEEN APPROVED OR FINANCIAL INSTITUTIONS AND THEN KATIE IS GOING TO COVER THE FISCAL INDICATORS.

>> SO THE FISCALLENED INDICATOR REPORT OF A FISCAL INDICATORS FOR THOSE THAT PAYMENT HAVE HEARD THIS SPIEL BEFORE THE UNIT APPEALS BOARD IS A STATUTORILY CREATED BODY THAT PUTS FISCAL INDICATORS IN PLACE TO HELP DETERMINE THE FISCAL HEALTH OF TRADITION THAT WILL PUBLIC SCHOOLS, THEY'RE REFERRED TO -- -- [INDISCERNIBLE] I CAN'T SPEAK TO WHAT OTHER PEOPLE MIGHT CALL THEM BUT THE INFORMATION IS DESIGNED TO BE HELPFUL, IT IS LIST ON A SITE YOU CAN LOOK THIS INVESTIGATION UP FOR ANY SCHOOL IN THE STATE OF INDIANA, SO WE ARE REQUIRED TO REVIEW THIS AT THE BOARD OF FINANCE ANNUALLY. GENERALLY SPEAKING NOTHING IN HERE IS A SURPRISE TO US, NUMBER ONE WE HAVE A PLAN THAT WE MONITOR BUT TWODATA WITH THE EXCEPTION OF THE ASHESDM SLIDE THAT'S THE FIRST SLIDE IS AS OF 12/30 OF 2020 SO IT'S A YEAR I HAVE A ON OLD DATA SO JUST TO GIVE YOU THAT SHIFT SINCE WE JUST COVERED 21 AND 22 WE'RE DOING A LITTLE BACK TO THE FUTURE. SO AVERAGE DAILY SOMEBODY SHIP OR OUR ADM, WE RECEIVE THESE ACCOUNTS TO WE TALK ABOUT THEM IN THE FALL AND ASPIRIN OF EACH YEAR AND WHY YOU HAVE HAD HEARD US SAY THIS WE DID SEE A DECLINE IN THE 2021 COULD YOU TELL ME AS COMPARED TO THE 1920 COUNT T. THE NEXT SLIDE ESSENTIALLY IS AWL THE FUND BALANCES OF ALL THE FUNDS THAT WE HAVE.

THIS -- IT HAS A LOT OF INFORMATION AND IT CONTAINS CATEGORIES WHERE LURCH FUNDS TOGETHER, SO IN AGGREGATE THE ORANGE BAR IS CAPITAL, OF COURSE CAPITAL WENT UP BECAUSE WE ISSUED BONDS SO THOSE INNING AGGREGATE IT'S NOT SUPER HELPFUL BUT IF YOU GO TO THE NEXT SLIDE YOU BE BREAK IT DOWN TO GET A DEEPER DIVE SO IN THIS CASE THE EDUCATION FUND, YOU CAN SEE OUR FUND BALANCE DECLINED FROM 2020 AND SO THAT WOULD BE EXPECTED AND YOU ALL MAY RECALL IN 2021 MRS. DUNN -- MRS. NUN WORKED ON A SPENDING REDUCTION PLAN THE DISTRICT PUT INTO PLACE IN THE

ASPIRIN OF 2021. >>> KATIE THE ONE THAT'S REALLY BUSY, AND IT'S JUST BECAUSE I CAN'T SEE THE COLOR WHAT IS THAT REALLY TINY ONE THAT GOES DOWN? IS THAT FEDERAL FUNDS AND WHY WOULD WE HAVE LESS THAN A MILLION FEDERAL FUNDS?

>> SO FEDERAL FUNDS ARE REIMBURSABLE GRANTS SO WE HAVE TO EXPEND THE MUST BE AND THEN WE FILE FOR REIMBURSEMENT SO THERE'S ALWAYS GOING TO BE NEGATIVE AT THE END OF THE MONTH BECAUSE WE HAVEN'T GOTTEN THE MONEY BACK, SO THAT'S NOT

UNUSUAL. >> WE DON'T PICK THE COLORS EITHER SO I THINK I MENTIONED SOME OF THEM HAVE SO CLOSE TOGETHER SOMETIMES I DON'T WHICH FUNDS SO I SAY THIS SLIDE -- YOU KNOW, WE'RE REQUIRED TO TALK YOU THROUGH I IT BUT THE DEEP DIVE IN THE DEET IS MORE HELPFUL BUT IT'S A LOT IN ONE PLACE.

I NOTED ASSIST TAX FROM MR. HAIR HARRISON TO FIR OUT HOW TO GET INTO POWERPOINT. SO GO ONE MARSH PLEASE, SO STILL TALKING IF YOU THINK THIS IS FUN BADGESES FOR ALL OF OUR FUNDS SO YOU CAN SEE AGAIN WE HAVE A DECLINE IN OVERALL CASH BALANCE AND THE LARGEST WHICH YOU KNOWING IS WHEY WITH TALK ABOUT ALREADY IN THE EDUCATION FUNDS SO NOT A SURPRISE CHANGE.

THE NEXT SLIDE IS OUR ANNUAL DEFICIT SURPLUS SO FOR ALL FUNDS SO IF YOU LOOK AT THIS CLEARLY OUR REVENUE EXCEEDED OUR EXPENDITURE, THAT'S A PLUS AND AN INDICATOR OF THE OVERALL

[01:25:04]

HEALTH OF DISTRICT. THE NEST SLIDE IS WHERE WE BREAK ET DOWN TO SHOW YOU IN THIS CASE ONLY THE EDUCATION FUN AND SO YOU CAN SEE EVERY SO SLIGHTLY THE EXPENDITURES DID EXCEED IF REVENUE AND THEN RECOVERED WHAT THE REDUCTION PLAN THAT TOOK

EFFECT IN 2021, SO AGAIN. >> WHAT IS THE GRAY LINE ON THE VERY BOTTOM? IS THAT WHERE IT STARTED OR THE

ADVANTAGE AVERAGE IS THIS. >> THE GRAY LINE THAT GOES

HORIZONTAL. >> IT'S A MARKER OF -- SO YOU CAN SEE THERE'S YELLOW THERE'S A DEFICIT SURPLUS CAN THAT LINE IS A PER, THIS MEMBER A PERCENT OF CASH BALANCE BUT IT DOESN'T SAY IT ON THE ACTUAL SIDE TO BE TOTALLY HONEST, SO I WILL LOOK IT UP AND LET DR. STOKES KNOW SO SHE CAN IDENTIFY THAT.

>> THANK YOU. >> I THINK IT'S A PERCENT OF TOTAL BALANCES IF I REMEMBER CORRECTLY.

NEXT SLIDE IS GOING TO BE THE FUND BALANCES AS A PERCENT OF OPERATIONAL EBBING EXPENDSTURES AND WHAT IS OUR ABILITY TO MAINTAIN OPERATIONS IF WE HAVE DELAYS IN REVENUE SO YOU'RE LOOKING AT THE TOLD FUND BALANCES AND YOU CAN SEE WE'RE GENERALLY ANYWHERE FROM 16 TO 20 PERCENT WHICH I THINK IS SOLID FOR US TO BE ABLE TO BE COMFORTABLE.

THE NEXT SLIDE A LOT COLORS, NO FRANCHISE AGAIN, TWO BIGGEST REVENUES ARE OUR STATE TWIN CITIES SUPPORT AND PROPERTY TAX, THAT'S PRETTY NORMAL AND CUSTOMARY PSYCHIC THROUGHOUT THE STATE AND YOU CAN SEE REVENUE IS A SMALL PIECE OF SO THAT IS A BREAK DOWN TO SEE HOW DIVERSE OR NOT OUR REVENUE IS.

THE NEXT SLIDE -- I DO LIKE THIS SLIDE SO THIS IS TELLING YOU THAT OUR OPERATING REFERENDUM AS A PERCENT OF OUR TOTAL REVENUE -- THAT'S A LITTLE MISLEADING BECAUSE ALL REVENUE IS NOT NOT USED FOR OPERATIONS SO SO WHAT ID I WOULD QUANTIFY THIS IS THE OPERATING REFERENDUM AS A PERCENT OF OUR OPERATIONAL FUNDS; AND THIS CASE THE REFERENDUM FUND IS 13.5 PERCENT OF OUR EDUCATION AND OPERATION FUND REVENUE OF THE OCEAN FUND ALONE IT'S ALMOST 17 PERCENT, 16.9 PERCENT OF OUR EDUCATION FUND SO I THINK THAT'S A BETTER INDEPENDENT INDICATOR FOR US BECAUSE THOSE ARE OUR WE USE REFERENDUM AS AN OPERATING FUND SO THOSE THREE FUNDS TOGETHER MAKE UP PROBABLY 98 PERCENT OF THE DISTRICT OPERATION. THAT IS MY LAST SLIDE SO

KATIE -- >> IF YOU WILL AND YOU MAY HAVE SHARED AND MAYBE I JUST MISSED IT BUT CAN YOU GO ON RECORD STATING WHERE YOU GOT THESE FILES FROM.

>> WHY, THE SLIDES ARE GENERATE ON THE MIGHT BE WEBSITE FOR ALL CORPORATIONS IN THE STATE. YOU CAN PULL OURS UP AND EXTRAPOLATE THIS INFORMATION WHICH IS WHAT I DID AND PUT I

SLIDE FORM >>> SO IF YOU PUT IN GOOGLE IDOE DOAB IT TAKES YOU THERE. THE FIRST THING THAT COMES UP AND WHAT SHOWS UP IS ADAMS CENTRAL.

>> YOU DO, THE DROP DOWN, YOU CAN PICK ANY SCHOOL IN THE STATE

>>> ARE YOU GOING TO USE THIS VOICE TO --

>> I DON'T HAVE THAT VOICE BUT GIVEN ALL THE FINANCIAL DATA I FIGURED A LITTLE LOONNY TUNES MIGHT BE HELP.

>>> THANK YOU. >> ANY QUESTIONS? NO? ALL RIGHT.

THANK YOU VERY MUCH. >> THANK YOU, VERY THOROUGH,

APPRECIATE IT. >> NEXT UP WE HAVE THE RESOLUTION FOR AUTHORIZATION TO INVEST.

LAST ONE. >> SO THIS IS JUST A RESOLUTION THAT ALLOWS US THE IN VEST IN CONNECTICUTS.

SO THE APPROVAL OF THIS RESOLUTION IS REQUIRED TO IS CDS ARE INSURED BY THE PUBLIC DEPOSIT INSURANCE FUND SO I WOULD NEED ACTION ON THIS IF YOU SO DESIRE AND THEN AS WELL ON THE LIST OF FINANCIAL INSTITUTIONS I PRESENTED EARLIER

[01:30:10]

>>> SO MAKE A MOTION TO APPROVE THE RESOLUTION FOR AUTHORIZATION TO I THINK VEST AS PRESENTED AND THE RECOMMENDATION FOR THE --

>> THE LIST OP FINANCIAL INSTITUTIONS.

>> THE LIST OF FINANCIAL INSTITUTIONS THAT WE CAN USE TO

IN VEST. >> SECOND.

>> WE HAVE A MOTION BY MICHELLE, A SECOND BY BRAD.

>> SUZANNE THOMAS. >> YES.

>> SARAH PARKS-REESE. >> YES, SARAH DONSBACH.

>> BRAD BOYAR. >> YES.

>> MICHELLE FULLHART. >> JULIE CHAMBERS.

>> YES. >> AND I'M A YES.

>> 7-0. THANK YOU VERY MUCH.

THAT CONCLUDES THE BUSINESS OF THE BOARD OF FINANCE, I MOVE TO

ADJOURN. >> WE ARE
