[1. Meeting Opening]
[00:00:05]
>>> WELCOME, EVERYONE. I CALL THIS MEETING TO ORDER.
IF YOU'LL PLEASE STAND WITH ME FOR THE PLEDGE OF ALLEGIANCE.
FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE WITH
LIBERTY AND JUSTICE FOR ALL. >>> AND UP FIRST WE EVER OUR
[2. Snapshots of Success]
SNAPSHOT OF SUCCESS AND EMILY WILL TELL US ABOUT THAT.>> GOOD EVENING, SO AS YOU MAY BE FAMILIAR FISHERS HIGH SCHOOL HAS A GREAT REPUTATION WITH THE SUCCESS OF THEIR DANCE MARATHON PROGRAM AND THEY RECENTLY HAVE WON THE CHILDREN'S MIRACLE AWARD SO WITH US TONIGHT IS THE BALANCE MARATHON CLUB SPONSORS.
AND THEN WE VIDEO TWO GRADUATES WHO ARE THE PRESIDENTS LAST YEAR WITH US, JESSICA AND ALEX AND THEY'RE GOING TO TELL YOU ABOUT HOW THEY WON THIS AWARD AND HOW MUCH MONEY THEY'VE BEEN ABLE THE RAISE FOR RILEY CHILDREN'S HOSPITAL.
>> HI. THANK YOU FOR HAVING US THE ONLY: I'M DANIELLE AND THIS AWARD WAS SUPER SPECIAL TO US, WE FOUND OUT THROUGH SOCIAL MEDIA THAT WE WON IT BUT WE'VE BEEN INVOLVED IN THIS, IT STARTED IN 2008 AND IT'S BEEN A CULTURE AND A WAY OF OUR EVERY DAY LIVE THERE AT FISHERS HIGH SCHOOL. IT REALLY BRINGS THE ENTIRE SCHOOL TOGETHER. TONIGHT WE HAVE OUR ALL TREATS NO TRICKS EVENT GOING ON AT THE SCHOOL SO WE'RE GRAD WE GOT TO SNEAK AWAY TO COME DO THIS. BUT WE RAISED OVER 600 THOUSAND DOLLARS SINCE WE STARTED IN ACTUATE 2008 AND I THINK BEFORE COVID HIT OUR BIGGEST TOTAL WAS 114 THOUSAND DOLLARS SO WE ARE REALLY BLESSED TO GET RECOGNIZED FOR THIS.
SO I'LL LET THE GIRLS SAY A LITTLE BIT.
>> HI EVERYONE, I'M JESSIE GORE AND SO I FIRST GOT INTRODUCED TO DANCE MARATHON IN EIGHTH GRADE AND I KNEW I WANTED TO JOIN AS A FRESHMAN AND I DIDN'T KNOW THEN HOW IMPORTANT RILEY WOULD BECOME IN MY LIFE. SO I STARTED AS A COMMITTEE MEMBER MY FRESHMAN AND SOPHOMORE YEAR AND WORKED UP AS A PRESIDENT FOR JUNIOR YEAR, AND IT HAS COMPLETELY CHANGED MY LIFE AND IT'S ALLOWED ME TO BECOME A PART OF SOMETHING BIGGER THAN MYSELF AND TO GIVE BACK, SO I BECAME A RILEY KID THIS 2018 SO I SAW FIRST HAND HOW IMPORTANT OUR WORK SO, SO I'VE GROWN TO LOVE AND BE SO GRATEFUL IF EVER EVERYTHING THAT WE DO. AND THROUGH ALL THE LATE AFTER-SCHOOL MEETINGS E EARLY MORNING MEETINGS, EVENTS, MIRACLE MINUTES, MINI-MARATHONS AND MORE I'M SO THANKFUL FOR HOW WE ARE ABLE TO REPRESENT FISHERS AND ROW LIE HOSPITAL FOR CHILDREN IN THE MOST PERFECT WAY.
>>> HI. I'M AL TEX CRAIG, I WAS ALSO ONE OF THE PRESIDENT LAST YEAR FOR PUSHERS DANCE MARATHON.
I WANTED TO THANK THEM FOR GIVING US THE OPPORTUNITY TO LEAD FISH TERSE DANCE MARATHON. COVID-19 CHANGED HOW WE RAN DANCE MARATHON BUT IT BROUGHT GROWTH AND NEW LEADERSHIP ABILITIES. I FELL IN LOVE THIS YEAR BECAUSE OF THE GROWTH AND COMING TOGETHER OF OUR THE COMMUNITY, FEELING LIKE A FAMILY MORE THAN EVER.
I STARTED DANCE MARATHON MY FRESHMAN YEAR AND FELL IN LOVE WITH THE PASSION FOR THIS ORGANIZATION, ESPECIALLY FOR THE KIDS AT RILEY. I AM CONTINUING MY PASSION FOR THE KIDS AT THE UNIVERSITY OF CINCINNATI DANCE MARATHON AND WE ARE SUCCESSFUL LAST YEAR AT THE DANCE MARATHON BY ONLINE FUND-RAISING WHICH WAS ALMOST OUR ENTIRE TOTAL OF THE YEAR.
HUGE SHOUT-OUT TO THE ENTIRE COMMITTEE FOR SHOWING WE STILL CARE AND WE WANT THEM TO KNOW WE LOVE THEM.
THANK YOU FOR THIS OPPORTUNITY IN HELPING ME GROW AS A LEADER.
>> THANK YOU. I DO HAVE A COUPLE QUESTIONS.
THE BOARD MIGHT HAVE SOME TOO. JUST BECAUSE I'M A PARENT OF HIGH-SCHOOLERS SO I'M VERY FAMILIAR.
TELL US A LITTLE BIT ABOUT HOW YOU PLANNED SUCH A BIG EVENT, AND I KNOW I'VE SEEN SOME VIDEOS OF EVERYONE HAVING FUN LATE INTO THE EVENING SO WHEN YOU'RE TALKING ABOUT A DAMAGES MARATHON YOU'RE TALKING ABOUT HOURS AND IT'S PLEDGES PER HOUR OR CAN YOU WALK US THROUGH THE PROCESS IS THIS.
>> IT GOES ON ALL YEAR, THE FUND-RAISING, WE DO THE MINI-MARATHONS BUT IN TERMS OF THE MARATHON ITSELF YOU KNOW, AT THE COLLEGIATE LEVEL THEY DO 36 HOUR MARATHONS AND A LONG TIME
[00:05:03]
TO STAND BECAUSE YOU CAN'T SIT THE WHOLE TIME BUT OURS HAVE BEEN AROUND SIX HOURS SO THERE'S CONSTANT PUSHES FOR ONLINE DONATIONS BY THE MAJORITY OF IT I WOULD SAY IS RAISED THE WEEK LEADING UP TO THE MARATHON. SO THERE'S DIFFERENT ACTIVITIES THAT PEOPLE CAN DO. LIKE I KNOW SOMETIMES PEOPLE WILL DO A BINGO CARD ON INSTAGRAM TO GET MONEY BROUGHT IN OR THEY'LL E-MAIL ALL THEIR PARENTS AND FRIENDS.BUT YEAH WE GET SOME BILGE DONORS HERE IN THE THE COMMUNITY. SO SEVERAL DIFFERENT WAYS.
>> IT'S AMAZING. AND HOW DO YOU THINK GOING FORWARD -- I KNOW SOME OF YOU HAVE GRADUATED SO HOW DOES THAT IMPACT WHAT YOU DO IN THE FUTURE? LIKE, IS THIS SOMETHING YOU INTEND TO CONTINUE OR DOES THAT CHAIN WHO YOU HELP FUND-RAISE FOR IF I'M A FRESHMAN AND OUR DANCE MARATHON BEGINS ON FRIDAY AND IT'S 36 HOURS SO IT GOES FRIDAY AT EIGHT P.M. UNTIL SUNDAY AT 8:00 A.M.
SO IT WILL BE THE WHOLE WEEKEND THAT WE'RE FUND-RAISING AND I'VE ALREADY RAISES 618 IN THE FIRST THREE MONTHS OF SCHOOL THIS YEAR AND I WILL BE ABLE TO RAISE NEXT YEAR TOO WITH HAVING MORE TIME BUT IT'S COOL TO SEE HOW OUR HIGH SCHOOL SETS SO MUCH
FOR THE COLLEGIATE LEVEL TOO. >> OUR MONEY GOES TOWARDS PURDUE DANCE MARATHON'S TOTAL AT THE END OF THE YEAR.
IS LIKE CINCINNATI DAMAGES MARATHON IS BASICALLY THE SAME SIZE SO THAT LEADS FOR MORE GROWTH WHILE I'M AT CINCINNATI AND ALLOWING MORE OPPORTUNITIES TO COME INTO PLAY THAT I CAN USE WHILE IN THE FISHERS DANCE MARATHON.
>> DOCUMENT TO GIVE US A LITTLE BIT WHAT HAPPENS WHILE YOU'RE ALL THERE? IS EVERYONE JUST DAMAGING THE
SOMORE YEAR WAS I BELIEVE THE LAST YEAR LIKE NORMAL DANCE THAT AREATHON WE HAD SO THERE WAS SOMETHING PLANNED EVERY HOUR SO THEY HAVE A DANCE WE WOULD LEARN THROUGHOUT THE NIGHT SO WE WOULD DO 30 MINUTES OF THAT FOR EACH HOUR AND THEN WE WOULD HAVE DINNER AT SOME POINT AND THEN THEY WOULD HAVE BOUNCE HOUSES IN THE CAFETERIAS FOR EVERYONE. AND THEN WE WOULD HAVE RILEY KIDS COME AND TALK ABOUT THEIR STORIES WITH RILEY AND DIFFERENT THINGS LIKE THAT. THAT'S WHAT BASICALLY TOOK UP THOSE SIX HOURS. NOW, LAST YEAR IT WAS ONLY THREE HOURS AND WE WEREN'T ABLE TO HAVE BOUNCE HOUSES OR ANYTHING BIG LIKE THAT BECAUSE OF COVID SO WE MINIMIZED THE TIME WE HAD BUT WE STILL HAD THE DANCE AND FOOD AND HAD RILEY KIDS COME AND
TELL THEIR STORIES. >> I HAVE A FEW QUESTIONS.
SO WHEN IS THE ACTUAL EVENT? >> THIS YEAR IT IS SCHEDULED FOR
MARCH 25. >> AND IS THAT JUST FISHERS OR IS THIS LIKE -- IS H FC DOING THEIR.
>> WE HAVE TO SEPARATE ONES. >> I DON'T KNOW THEIR DATE.
IT'S PROBABLY AROUND THE SAME TIME.
IT'S TYPICALLY WITHIN A HANDFUL OF WEEKS WITHIN EACH OTHER.
>> ANY FRIENDLY COMPETITIONS? (SPEAKING SIMULTANEOUSLY.)
>> MUD SOCK DANCE. AND IF SOMEONE WANTS TO DONATE
HOW CAN THEY DO IT? >> GOOD QUESTION.
SO WE HAVE A BUNCH OF SOCIAL MEDIA PAGES WITH OUR LINK TO OUR DONOR DRIVE IS AWAY USE AS OUR PLATFORM.
SO BASICALLY IF YOU TYPE IN DONOR DRIVE AND GO TO FISHERS HIGH SCHOOL YOU CAN MAKE A DONATION THERE.
>> SO DO YOU HAVE A TWITTER OR INSTAGRAM HANDLE?
>> IT'S@FHS UNDER SCORE DM. >> IS THE INSTAGRAM THAT'S THE MAIN SOCIAL MEDIA PLATFORM THAT WE USE.
>> IF IF YOU KNOW ANY HIGH-SCHOOLERS THAT ARE IN DANCE MARATHON YOU CAN DONATE ON THEIR DONOR DRIVE PAGE OR YOU CAN JUST DONATE TO THE WHOLE HIGH SCHOOL BUT STUDENTS ARE ALSO TRYING TO -- THEY TRY TO HIT THEIR OWN PERSONAL GOALS SO IF YOU KNOW OF A STUDENT YOU CAN DONATE TO THEIR PAGE.
>> AND THERE'S INCENTIVES FOR THE STUDENTS AS THEY RAISE MORE
MONEY. >> THEY GET GIFTS FOR FUND
RAISING TO KEEP THEM GOING. >> AND THE U.C. ONE DOES THAT GO
FOR RILEY OR -- >> [INDISCERNIBLE].
>> THANK YOU. AND ONE MORE THING, THE EVENT HAPPENING TONIGHT ALL TREATS NO TRICKS, WHAT TIME IS THAT OVER?
>> IT ENDS AT 7:30. >> IT'S COOL BECAUSE WE'RE ABLE
[00:10:01]
TO BRING IN OTHER CLUB AND SUPPORTS SO A LEADERSHIP POSITION IS CLUB LIAISON AND WE HAVE A SPORTS LIAISON, SO THEY WERE ABLE TO WORK TOGETHER TO GET A BUNCH OF OUR CLUB AND SPORTS TO HOST TABLES THAT'S GAMES SO ALL THE KIDS THAT CAME TO TRICK-OR-TREATER THEY GOT TO MEET ALL THE DIFFERENT SPORTSAND CLUB THAT WE HAVE TO OFFER. >> THIS MIGHT BE A RHETORICAL QUESTION BUT WHAT IN SPIRED YOU ALL TO DO THIS? WHAT INSPIRED YOU TO WANT TO DO THIS.
>> FOR ME IT WAS MY BROTHER. HE WAS A RILEY KID AND I STARTED WHEN I WAS AT IU MYSELF AND I KNEW COMING TO FISHERS, THIS IS MY TENTH YEAR TEACHING THERE THAT I WANTED TO BE A PART OF IT IN SOME CAPACITY. ONE OF MY GOOD FRIENDS' LITTLE SISTER STARTED THIS IN ACTUATE AND THAT'S WHAT I WANTED TO DO AS MY LEADERSHIP ROLE AT FISHERS.
>> I HAVE SOME SIBLINGS THAT WERE RILEY KIDS AND I WAS ALSO A PART OF IT IN COLLEGE, I WENT TO HOPE COLLEGE AND WHEN I WAS A STUDENT AT FISHERS HIGH SCHOOL IS WHEN IT WAS GOING ON AND WASN'T ABLE TO BE A PART OF IT SO COMING BACK AS A TEACHER
THAT'S WHAT I WANTED TO DO. >> I STARTED BECAUSE MY BEST FRIEND WAS IN A REAL BAD BUS ACCIDENT.
HER GRADE YEAR AND SHE'S TWO YEARS AHEAD OF ME SO SHE WAS AT RILEY FOR WAY TOO LONG. LUCKILY SHE SURVIVED EVERYTHING SO SHE'S THRIVING NOW BUT FOR A WHILE IT WAS PRETTY SCARY.
AND THEN MY BROTHER AND I BOTH BECAME RILEY KIDS WITHIN A YEAR OF EACH OTHER SO IT GAVE ME MORE MOTIVATION TO GIVE BACK TO THEM.
>> WAS THAT ABBY JACKSON? >> YES.
>> SHE WAS HONORED FOR SOMETHING.
>> SHE WAS A 2019 RILEY CHAMPION.
>> AND I WANTED TO JOIN AS PART OF AN ORGANIZATION THAT GAVING BACK TO THE COMMUNITY. I DIDN'T HAVE ANY TIES WITH RILEY AT THE TIME BUT MY BROTHER BECAME A RILEY KID WHEN I WAS A SOPHOMORE SO JUST IMPORTANT TO GIVE BACK TO THE COMMUNITY.
>> THANK YOU. >> WELL, CONGRATULATIONS, THIS IS A REALLY GOOD AWARD.
[3. Consent Agenda]
. >> NEXT UP WE HAVE OR CONSENT AGENDA AND THAT INCLUDES BOARD MINUTES AND STAFF REPORTS.
I'LL ENTERTAIN A MOTION TO APPROVE.
>> I MOVE TO APPROVE THE CONSENT AGENDA AS PRESENT.
>> MOTION MADE BY SARAH. SECONDED BY SARAH PARKS REESE, ARE THERE ANY QUESTIONS OR COMMENTS? SEEING NONE I'LL CALL FOR THE VOTE.
CIRCUMSTANCES-0. NEXT UP WE HAVE PUBLIC COMMENT CAN AND WE WILL HAVE PUBLIC COMMENTS ON THE GENTLED ITEMS AS THEY COME UP. OUR BUZZER IS NOT WORKING SO BE MINDFUL OF THE TIME. YOU HAVE THREE MINUTES.
THE LIGHT WILL FLASH AS THIRTY SECONDS AND SHOW THE TIME.
AND YOU CAN SEE IT ACTUALLY IF YOU LOOK ON THE SCREEN YOU SHOULD BE ABLE TO SEE IT AS IT COUNTS DOWN.
SO JUST KEEP THAT IN MIND, SO WE'LL GO ON TO OURA ITEMS AND
[5. Action Items]
THE FIRST YOU BE UP IS ELECTRIC BUS AND WE HAVEING ZACH MCKINNEY HERE TO TALK ABOUT THAT WITH US.>> GOOD EVENING. I DIDN'T PLAN VERY WELL.
I DON'T HAVE MY BEST JACKET ON THIS EVENING.
IT WAS POOR PLANNING ON MY PART SO NEXT TIME I PROMISE.
I'M ACTUALLY WORKING TOO WITH A YOUNG MAN DID THAT JUSTIN'S SHOES. SO ANYHOW I'M HERE THIS EVENING TO BRING TO YOU A PROPOSED ALONG WITH THE STUDENTS HELP TO PROCEED WITH A GRANT FUNDING FOR AN ELECTRIC SCHOOL BUS.
[00:15:02]
WE HAVE FINALLY RECEIVED NOTIFICATION -- TOOK LONGER THAN OUR TIMELINE BUT I'M BRINGING THIS EVENING THE PURCHASE OF THAT BUS. SO INITIALLY WHEN I PROPOSED THIS TO THE BOARD ON JUNE 9 THE CAP WAS 1,315,000-DOLLARS.WE ACTUALLY WERE AWARDS MORE THAN THAT.
WE DID SUBMIT A GRANT FOR TO BUSES.
UNFORTUNATELY WE WERE ONLY AWARDS ONE BUT THEY FUNDED THIS ROUND, THEY FUND MORE FOR PROPANE THIS TIME THAN ELECTRIC, SO THEY FUNDED A LITTLE OVER 2 MILLION TOWARDS PROPANE PROJECTS SO ANYONE PROCEED UP TO A MAX OF SEVEN WERE AWARDED THAT. I THINK THEY WANT TO SEE WHAT THE EMISSIONS ARE GOING TO DO. I PERSONALLY DO NOT THINK A VIABLE OPTION FOR OUR DISTRICT, IT'S VERY DANGEROUS TO PUT COMPRESSED GAS UNDERNEATH A SCHOOL BUS ON THE ROAD WITH CHILDREN ON IT SO I DO NOT FEEL THAT'S THE BEST APPROACH FOR US.
WITH THE AV. SIDE THERE WERE FIVE GRANT SUBMISSIONS: THERE WERE ONLY FOUR THAT WERE AWARDED AND WE WERE ONE OF THOSE FOUR.
MONROE COUNTY ALREADY RECEIVED SEVERAL SO THEY DID NOT GRANT THE REWARD AND ONE OTHER DISTRICT I BELIEVE MAYBE UP NORTH, MUNSTER ASKED FOR ONE. WE GOT ONE AND REN SAILER GOT ONE. WE DID RECEIVE MORE GRANT FUNDING, INITIALLY THE CAP WAS 315,000 AS YOU CAN SEE WE RECEIVED $326,930 TOWARDS THE PURCHASE OF THAT WHICH IS GOING TO DROP OUR COST TO 800 THOUSAND DOLLARS FOR THIS BUS WHICH IS LESS THAN ANY DIESEL BUS THAT WE CAN PURCHASE, EVEN DOWN TO MY SMALLER DIESEL BUSES SO AS FAR AS US GETTING A FEEL OF WHAT THE FUTURE MAY HOLD FOR LENGTH RICK SCHOOL BUSES IN OUR DISTRICT I THINK THIS IS GOING TO GIVE US VALUABLE DATA AND FEEDBACK AS WE PUT THIS ON THE ROUTE AND SEE IT IN ALASKA.
SO MY PROPOSAL IS TO GET APPROVAL THAT WE CAN GO FORWARD AT THE PURCHASE OF THIS. WE WILL SUBMIT THAT.
THE GRANT DEADLINE I HAVE TO HAVE THE BUS DELIVERED BY DECEMBER OF 2022 AND IF WE CAN GET THIS APPROVED THIS EVENING WE SHOULD GET IT MID SUMMER SO HOPEFULLY THAT BUS WILL BE ON ROUTE WHEN WE START THE SCHOOL NEXT YEAR.
>> AND I WILL ASK FOR BOARD EXEMPTS IN JUST A MINUTE BUT I HAVE ONE MEMBER OF THE COMMUNITY WHO WOULD LIKE TO SPEAK, SO I'M GOING TO CALL THEM UP NOW BEFORE THE BOARD HAS COMMENT.
SO THANK YOU MR. MCKINNEY. SO I HAVE RAY MADELINE.
>> GOOD EVENING. I HAD A VERY NICE CONVERSATION WITH ZACH, I HAD A LIST OF QUESTIONS THAT I WAS GOING TO ASK. I'M GOING TO GO REITERATE SOME THINGS I THINK AS AN EXPERIMENT WHICH YOU WANT TO DO IS MAKE SURE YOU GET REAL DATA AND MAKE SURE THAT IF THE ENVIRONMENTAL LAWS CHAIN IT PUSHES YOU TO ELECTRIC YOU UNDERSTAND WHAT THE COSTS ARE AND IMPLICATIONS. SO I WANTED TO -- I WOULD BE INTERESTED IN THE REAL MILEAGE PER CHARGE THAT YOU'RE ABLE THE GET AND BASICALLY PARTICULARLY UNDER WINTER CONDITIONS.
OTHER AV.S EXPERIENCE BATTERY POWER LOSS DURING THE WINTER MONTHS BECAUSE OF THE COLD TEMPERATURES.
IT'S JUST CHEMISTRY INVOLVED. ZACH SAYS THIS BUS IS PRETTY IMMUNE TO THAT. IT WOULD BE GOOD TO PROVE THAT BECAUSE THAT'S IMPORTANT. AND QUESTION IS WILL IT HAVE ENOUGH RAIN FOR FIELD TRIPS. HOW CAN WITHOUT ANY RAIN ANXIETY. SO AGAIN HAVING CERTIFIED INFORMATION IN REAL USE IS IMPORTANT.
ROW LIABILITY SHOULD BE GOOD BECAUSE ELECTRIC VEHICLES ARE MUCH SIMPLER. THAT SHOULD BE GOOD BUT THE IS IT. WE SAW WHAT HAPPENED CHEVROLET AND THE BOLT. WE HAVE A FULL RECALL OF ALL THE BATTERIES BECAUSE OF THE BOOR DESIGN OF THE BATTERY.
BATTERY DEGRADATION OTHER TIME IS ALWAYS AN ISSUE THAT YOU NEED TO TRACK BECAUSE THAT MIGHT LIMIT THE USEFUL LIFETIME EVEN THOUGH THE TIRES, THE AXLES AND THE ENGINES ARE WORKING WELL IF YOUR BATTERY IS DEGRADING FASTER AND YOU'RE NOT GETTING ENOUGH RANGE THAT'S NOT GOOD EITHER SO YOU NEED TO UNDERSTAND HOW PLAYS. AND FINALLY WHEN YOU DO GET TO A POINT OF YOUR DECISION YOU SHOULD DO AN ROAI SO YOU KNOW WHAT INVESTMENT IS, WHAT YOUR PAY BANG BACK TIME AND IN COMPARISON TO EACH OTHER. I THINK THAT'S WHAT A BUSINESS WOULD DO AND I THINK WITH THE FIDUCIARY RESPONSIBILITY OF THE SCHOOL BOARD THAT'S THE RESPONSIBLE THING YOU DO WHEN YOU DO A TRADE ANALYSIS ON THEN VEHICLE YOU PURCHASE.
[00:20:02]
>>> THANK YOU. BOARD MEMBERS, QUESTIONS OR
COMMENTS FOR MR. MCKINNEY? >> JUST A QUICK QUESTION.
I'M SURE YOU'VE PRESENTED THIS BEFORE SEVERAL TIMES BUT WHAT IS THE LIFE OF -- IF WE GET A BUS, IS IT LIKE A SEVEN YEARS BEFORE
YOU HAVE TO CONSIDER A NEW ONE? >> SO ACTUALLY THEY DON'T TRULY KNOW THAT YET BECAUSE THE SCHOOL BUS INDUSTRY IS FAIRLY NEW.
THE GOOD THING FOR US IS WE HAVE A GREAT PARTNERSHIP WITH THOMASVILLE BUSES SO IT WILL BE THE FIRST INDUSTRY LEADING TEN YEAR WARRANTEE ON OUR BATTERIES AND THEY HAVEN'T SEEN ON THE PRIVATE SECTOR ANYONE WITH A BATTERY LIFE THAT DOESN'T LAST WITH A LIFE PAST AT THAT. SO YOU ALL HAVE THAT FEAR.
SO WE HAVE A GREAT PARTNERSHIP WITH THOMAS.
>> THANK YOU. >> YOU'RE WELCOME.
>> I BELIEVE YOU SAID WE TALKED ABOUT -- I ASKED A QUESTION PREVIOUSLY ABOUT HOW LONG IT TAKES TO WARM THESE UP AND YOU SAID -- AND CONCERNING MR. MALLEN'S QUESTION ABOUT COLD YESES DIDN'T YOU SAY THERE ARE DISTRICTS IN ALASKA.
>> ACTUALLY I DID VIDEO HAVE A GREAT CONVERSATION PRIOR TO TO THE BOARD MEETING SO THE GENTLEMAN I MET WITH BLOOMINGTON HAS ONE AND HE'S ALWAYS BOASTING IT STARTS ON TIME AND HE SPOKE TO A COLLEAGUE SAC ARC -- ALASKA.
THE RESEARCH THERE WAS OBVIOUSLY TWO MANUFACTURERS WE COULD HAVE GONE WITH AND THREE JUST CAME INTO PLAY BUT THEY'RE REALLY ONLY IN THE WEST COAST AND THEY HAVE NOT EXPERIENCED COLD WEATHER TEMPERATURES SO I WASN'T SOLD ON THEM KNOWING WHAT INDIANA CAN BE LIKE IN FEBRUARY OR MARCH OR APRIL.
SO WITH THAT BEING SAID THE TOM PRO-TERRA HAS SHOWN THAT.
THEY HAVE WATER COOLED AND WATER HEATED COILS THAT GO AROUND THE BATTERIES TO REGULATE THAT TEMPERATURE.
BECAUSE IT'S HEAT TOO THAT CAN HAVE SOME ISSUES SO AS THAT WATER COOLS AROUND THOSE BATTERIES IN HOT TEMPERATURES OR WARMS IN COLD TEMPERATURES IT HELPS KEEP THE LIFE OF THAT HAS BATTERIES INTACT. WE HAVE A TEN YEAR WARP TEE ON THAT ALSO SO THAT SHOULD SEE THE LIFE SPAN OF THAT BUS.
I'M HOPING THIS ELECTRIC BUS WILL BE KIND OF THAT PROTOTYPE MOVING FORWARD THAT WE CAN SEE A LONGER LIFE SPAN.
>> PERFECT. AND YOU MENTIONED WE GOT $327,000 GRANT BUT THEN ADDITIONAL 800,000 SO DOES EACH -- I THOUGHT YOU SAID 800,000.
WHAT UNDERSAY. >> SO WE'LL PAY 100 IT THOUSAND, I'M SORRY, SO ESSENTIALLY THE COST OF THE BUS FOR US IS -- THAT WOULD BE AWESOME. I WAS GOING TO LOOK UP AND SEE IF WE CAN GET ANOTHER ONE BUT 108 THANK YOU WOULD BE OUR COST.
SO WE INITIALLY WERE AT $315,000 CAP BUT WHEN I CAME IN AND DID THEIR PROPOSALS THEY MADE UP FUNDING US MORE FOR OUR PROJECT
THAN WE INITIALLY ASKED FOR. >> AND HOW DOES THAT D THE COST WHICH IS ROUGHLY 430 SOME THOUSAND HOW DOES THAT COMPARE
WHERE A REGULAR BUS? >> A TYPICAL DIESEL, A 73 PASSENGER BUS, DIESEL BUS THAT SIZE WE'RE ANYWHERE FROM 135 TO 137,000 DEPENDING ON OPTIONS AND CURRENT COST SO THAT COST HAS BEEN PRETTY STEADY FOR US BECAUSE OF OUR RELATIONSHIP WITH THOMAS BUILT BUSES. WE'RE GOING TO SEE THAT COST GO UP AS OUR EMISSION STANDARDS CHAIN.
THEY'RE ALL GOING TO START TO RISE A LITTLE BUILT SO THAT'S WHERE HOPEFULLY THIS WILL BE THE NEW WEAVE AND WE'LL BE ABLE TO
GET THOSE EMISSIONS AS WELL. >> AND THE COST FOR A DIESEL BUS IS THE COST OF THE GAS BUT HOW DOES THAT COMPARE WITH COST OF
THE ELECTRICITY? >> SO WE SHOWED IN OUR PRESENTATION ON JUNE 9 IS THAT WE'RE GOING TO SEE ABOUT $2,000 A YEAR. THE GOOD THING IS OBVIOUSLY DATA COLLECTION IS NUMBER ONE, I CAN GO OFF NUMBERS THAT I WAS GIVEN FROM BLOOMINGTON, THEIR ROADS ARE TREMENDOUSLY DIFFERENT THAN OURS, WHAT THEIR BUS IS GOING TO ENCOUNTER WITH HILLS WE WON'T NECESSARILY ENCOUNTER ON OUR RIGHTS.
I DON'T HAVE THE ROUGH TERRAIN THAT HE HAS HIS ROUTE ON SO WE'RE LOOKING AT ABOUT 2,000 ROUGHLY OR MORE SAVINGS PER YEAR ON ONE PARTICULAR ROUTE SO I LOOKED AT FISHERS HIGH SCHOOL THAT ROUTE THAT'S WITH A WE BASS OFF OF.
[00:25:01]
THEY THINK 150 TO 200-MILE RANGE BUT AGAIN IT'S THE DRIVING HABIT S. SO YOU'RE NOT PUSHING THE PEDAL ALL THE WAY DOWN TO THE FLOOR LIKE YOU DO WITH A DIESEL SO THERE'S NOTHING TO SLOW THAT DOWN BY ANY MEANS.SO WE'RE ROUGHLY THINKING -- IF I REMEMBER THE NUMBERS IT WAS $16 A DAY IS WHAT WE'RE SAVING OVER TIME.
>> AND THEN THE NOISE THAT A DIESEL BUS MAKES, AN ELECTRIC --
>> IT WON'T MAKE THAT. IT'S TWOFOLD.
SO A. IN A DIESEL IT'S HARD FOR THE DRIVER TO HEAR STUDENTS, IN AN ELECTRIC THEY HEAR EVERYTHING THEY HAVE TO SAY. BUT WE'RE GOING TO WORK THROUGH THAT AND IT CHANGES THE DYNAMIC AND THAT'S ONE OF THE THINGS THE DRIVER EXEMPTED DOWN THERE IS THE STUDENT MANAGEMENT WAS DRASTICALLY DIFFERENT, SO I'M EXCITED TO SEE IT HAPPEN
OBVIOUSLY. >> OR THE SMELL AS WELL.
THE ONLY NEGATIVE I CAN THINK OF IS WHEN YOU ARE AT YOUR HOUSE AND YOU CAN HEAR THE BUS COMING DOWN THE ROAD.
>> SO WITH THAT YOU WON'T BE ABLE TOE HEAR THE DIESEL RUMBLING BUT WE ASK THAT OUR PARENTS ARE OUT THERE FIVE MINUTES PRIOR TO IN OUR HANDBOOK BUT WITH THAT ALSO AS THE BUS SLOWS DOWN BECAUSE THAT IS A CONCERN OF MINE AS WELL, ARE ASSUMES GOING TO BE PREPARED IT AND MAKES AN AUDIBLE NOISE SIMILAR TO AN ICE CREAM TRUCK, SO THEY THOUGH THE BUS IS
>> I HAVE ONE MORE KING FUN QUESTION.
WILL WITH BE A LOTTERY TO DECIDE WHAT ROUTE?
>> LOTTERY NO, APPLICATION PROCESS YES.
SO I WANT TO MAKE SURE I PUT THE MOST APPROPRIATE DRIVER BEHIND THE WHEEL SO I'M GOING TO HAVE MY DRIVERS APPLY ONCE WE KNOW WE'RE MOVING FORWARD WITH THE PROJECT, AND THEY'LL INTERVIEW WITH MYSELF AND MY ASSISTANTS AND WE'LL MAKE THAT DECISION MOVING FORWARD AND FIND THE BEST CANDIDATE.
BECAUSE THERE ARE A LOT PIECES T PUZZLE.
SO MY DRIVER NEEDS TO KNOW THERE'S GOING TO BE A LOT OF BUZZ IF YOU WILL AROUND THIS BUS SO THEY HAVE TO BE AVAILABLE TO
I'LL ENTERTAIN A MOTION TO APPROVE.
>> I WOULD LIKE THE MOTION TO APPROVE THE PURCHASE OF AN ELECTRIC POWERED SCHOOL SCHOOL S SCHOOL SCHOOL
BUS . . . >>> MOTION MADE BY MICHELLE.
DO I HAVE A SECOND? >> INCH SECOND.
>> SECOND BY SARAH. ANY OTHER QUESTIONS OR COMMENT SENTENCE I'LL HAVE JULIE CALL FOR THE VOTE.
>>> MOTION PASSES. NEXT UP WE HAVE OUR BUDGET PLAN WITH MS. KAY DOWLING. GOOD EVENING.
>> GOOD EVENING. >> HOW ARE YOU ALL? BEFORE YOU THIS EVENING OUR RESOLUTIONS TO ADOPT THE APPROPRIATIONS AND TAX RATES FOR THE 2022 BUDGET.
OUR 2022 BUS REPLACEMENT PLAN, CAPITAL PROJECT PLAN THROUGH 2022-24 TRANSFERS AGAIN FROM OPERATIONS TO EDUCATION ANNUALLY IT WILL BE TRANSFERRED MONTHLY. I WANTED TO REVIEW A COUPLE THINGS BASED ON OUR CONVERSATIONS TWO WEEKS AGO AT THE MIGHT BE HEARING. SO OUR ANNUAL BUDGETS AND THE FUNDS THAT ARE SUBJECT TO THIS PROCESS ARE THE REFERENDUM FUND, THE ANNUAL BUTT ADVERTISES 2379:95:35.
THE RAINY DAY FUND IN THE AMOUNT OF 2.5 MILLION.
THE WHO WE CALL REGULAR DEBT SERVICE FUND IN THE AMOUNT OF 41,398,813. OUR PENSION DEBT AT 388,233.
OBSERVERS IT IS FUND BUDGET 36,391,882.
SELF-INSURANCE FUND 1.7 MILLION. REF REMEMBER REFERENDUM DEBT, IS
[00:30:02]
12,456,000 OUR EDUCATION FUND A ALSO KNOWN AS OUR TEACHER FUND 150,192,389. COUPLE OF THIS I WANTED TO REVIR EVERYONE'S B. FIRST THIS PROCESS IS GOVERNED BY INDIANA CODE BY THE STATUTE. WE HAVE TO ADOPT BY NOVEMBER 1 AND WE ALSO HAVE A PUBLIC HEARING THAT'S REQUIRED TO BE ADVERTISED TEN DAYS IN AVERAGES WHICH WE MET THAT REQUIREMENT THROUGH THE INDIANA GATEWAY. ALSO GRANTS ARE NOT A PART OF THIS ANNUAL PROCESS SO I KNOW THERE'S BEEN SOME DISCUSSION ABOUT EASIER GRANTS AND TOTAL GRANT ASKS THEY GO THROUGH THEIR OWN PROCESS WHICH WHICH IS DICTD BY THE STATE AGENCY OR FEDERAL AGENCY THAT MANAGES THOSE. SO FOR THE THE BENEFIT HERE WE'RE ADVERTISING IN THAT RESOLUTION WITH THE LEVIES AND TAX RATES A TOTAL RATE THAT WE KNOW WILL BE HIGHER THAN WHERE WE LAND IN THE END. SO WE'RE ADVERTISING A RATE THAT IS ABOUT A DOLLAR 31, WE ANTICIPATE THAT RATE TO BE JUST ABOUT A DOLLAR 23. I WILL POINT OUT FOR EVERYONE'S BENEFIT SINCE 2018 OUR OVERALL TAX RATE FOR THE SCHOOL CORPORATION ACTUALLY HAS BEEN ON THE DECLINE AND WE'RE PROJECTING TO CONTINUE THAT DECLINE GOING INTO 2022.WE DO ADVERTISE A LITTLE HIGHER TO PROTECT OURSELVES AND THAT'S PRETTY NORMAL BUT WE ANTICIPATE IT BEING LIKE I SAID JUST ABOUT -- IT'S UNDER A DOLLAR 24. A DOLLAR 23 AND CHANGE, SO ALSO REFERENDUM FUND AS A RATE CONTROLLED FUND MEANING THAT AMOUNT THAT .2275 CANNOT GO UP. IT CAN NOT BE INCREASED AND IT IS ACCURATE THAT AS IT INCREASES ADDITIONAL REVENUE IS GENERATED.
AND WE HAVE A LOT OF THINGS THAT HAVE INCREASE OUTSIDE OF OUR CONTROL NAMELY THE BIGGEST ONE WOULD BE PROPERTY TAB GAP ASKS THE IMPACT IS PROJECTED TO BE ABOUT $3.7 MILLION THAT HAS A DIRECT IMPACT INTO OUR OPERATIONS FUNDS SO YES WE LOOK AT THE FUNDS ON AN INDIVIDUAL BASE BUT ALSO LOOKING IT WOULD BREADTH OF THEM AS A WHOLE BECAUSE WE KNOW WHEN WE'RE LOSING FUNDING IN ONE PLACE THERE'S STILL EAVES THAT WE NEED TO PROVIDE. WE STILL NEED TO REPLACE THE AIR-CONDITIONING UNITS IN BUILDINGS WHEN WE WENT THROUGH THE BOOM OF A BUILDINGER YEAR THOSE UNITS STILL HAVE TO BE REPLACED. WE DON'T HAVE ENOUGH MONEY TO REPLACE ALL THE BUSES THAT ARE 12 YEARS OR OLDER SO WE DO THE AS MANY AS WE CAN. ZACH OBTAINED THIS OPPORTUNITY WHICH HELPED US. HE WAS ABLE TO GET AN ELECTRIC BUS AND WE ARE PAYING LESS FOR IT THAN WE WOULD A TRADITIONAL BUS WHICH IS GREAT FOR THE PURPOSES OF BUDGET.
SO AGAIN, THAT ADOPT RATE IS GOING TO BE LOWER IN THE END.
I THINK FOR ME IF THERE ARE QUESTIONS SPECIFIC FROM THE BOARD BASED ON TWO WEEKS AGO AND TONIGHT BUT I INDEPENDENTED TO HIGHLIGHT THOSE BECAUSE I KNOW IT'S BEEN A TOPIC OF DISCUSSION BUT OUR TAX RATE HAS BEEN ON A STEADY DECLINE SINCE 2018.
>>> THANK YOU. QUESTIONS FROM THE BOARD?
>> KATIE JUST IN LAYMANS TERMS BECAUSE I THINK YOU PRETTY MUCH SAID IT. I'M NOT A BIG HUGE BUDGET PERSON, I'M LEARNING. SO WE'VE HEARD ABOUT OTHER GOVERNMENT AGENCIES THAT HAVE DECREASED THEIRS.
SO YOU'RE PROJECTING THAT WE'RE STARTING HIGH BUT --
>> IRE ESTIMATE THAT WE WILL BE LOWER THAN WE WERE LAST YEAR WHICH HAS BEEN OUR PROCESS SINCE 2018.
EVERY YEAR OUR RATE HAS DECREASED SLIGHTLY.
WHAT HAPPENS IN DECEMBER THE DEPARTMENT OF LOCAL GOVERNMENT FINANCIALS WILL CERTIFY US AND THAT'S THE TIME WHERE WE MAKE SURE THAT DEBT RATE STAYS AT THAT 5898 AND WE MAKE ADJUSTMENTS IF WE SEE SOMETHING HIGHER WE MAKE ADJUSTMENTS SO THAT WE ARE REDUCING BUT WE DO PROJECT -- THAT'S BUILT INTO THE PLAN BUT WE'VE GONE DOWN SINCE 2018S.
>> SO WE CAN ALWAYS GO DOWN WE JUST COMPLETED GO UP, IS THAT
RIGHT? >> WE CAN'T GO HIGHER THAN WE ADVERTISED BUT WE USUALLY CERTIFY LOWER THAN WHAT WE
ADVERTISE. >> THANK YOU FOR THAT.
>> YOU'RE WELCOME. >> AND THEN ALSO ON THAT SAME DISCUSSION IF PEOPLE SEE THE PROPERTY TAX RATES GO UP IT MOST LIKELY IS BECAUSE THEIR ASSESSED VALUATION OF THEIR HOME HAS
[00:35:05]
CREASEED SO WHAT WAS ONCE WORTH 200,000 IS WORTH 250,000 THE ASSESSED VALUATION IS MORE SO THEY'RE PAYING THE SAMEPERCENTAGE. >> I'M NOT SURE IN HAMILTON COUNTY IF IT'S YOUR TOWNSHIP ASSESSORS DOING IT BUT THE ASSESSMENTS ARE WHAT IMPACT IT OF THE YES IF YOUR VALUE GOES TEMPORARY RATE CAN BE THE SAME BUT IF YOUR VALUE WENT UP IT'S GOING TO GENERATE ADDITIONAL TAX REVENUE.
THAT'S ABSOLUTELY ACCURATE. >> THANK YOU FOR TRYING THE MAKE THAT UNDERSTANDABLE FOR ALL OF US.
>> ANY OTHER QUESTIONS OR COMMUNITY COMMENTS? I'LL ENTERTAIN A NOTION TO
APPROVE. >> MOVE THE TO APPROVE THE 2022 BUDGET CP.F. REPLACEMENT PLANS AS PRESENTED.
>> I'LL SECOND. >> ANY OTHER QUESTIONS OR COMMENTS BEFORE JULIE CALLS FOR THE VOTE? ALL RIGHT.
>>> MOTION PASSES 6-ZERO. THANK YOU SO MUCH KATIE.
[6. Information Items]
APPRECIATE THAT. NEXT UP WE HAVE INFORMATION ITEM WHICH IS OUR PUBLIC HEARING FOR OUR BARGAINING AGREEMENT BETWEEN HF SCHOOLS AND HAMILTON SOUTHEASTERN EDUCATION ASSOCIATION. AND I HAVE KAY DOWELING AND PLEASE ABBY TAILOR TO PRESENT TO US.>> GOOD EVENING. JUST FOR EVERYBODY'S BENEFIT THE INDIANA CODE LIMITS MATTERS OF BARGAINING TO SALARY AND BENEFITS SO THOSE ARE THE PARAMETERS THAT WE BARGAIN UNDER. THE EDUCATION ASSOCIATION AS WELL AS THE DISTRICT AND THE INDIANA EDUCATION EMPLOYMENT RELATIONS BOARD IS THE OVERSIGHT AGENCY THAT DETERMINES OUR COMPLIANCE. BARGAINING FOR US AT LEAST I THINK WHEN WE SETTLED WE HAVE A TA, WE THINK IT'S PRODUCTIVE.
SOME NEW FACES AT THE TABLE. WE WERE GETTING TO KNOW EACH OTHER A LITTLE BIT AND I THINK TEMP THERE ALWAYS HAS A COMMON GOAL THAT WE WANT TO REMAIN COMPETITIVE SO WE HIRE AND RETAIN HIGHLY QUALIFIED STAFF FOR OUR STUDENTS WHILE STILL MAINTAINING A BALANCED BUDGET. THAT'S ALWAYS FOR ME THE STICKLER. BUT WE ALL KNOW TEACHERS ARE THE HEART AND SOUL OF WITH A WE DO HERE EVERY DAY FOR KIDS SO THIS CONTRACT BRINGS US INTO COMPLIANCE WITH OUR INDIANA EMPLOYMENT EDUCATION RELATIONS BOARD.
WE HAD TO MAIN AN ADJUST. YOU WOULD HAVE SEEN A CHANGE.
WE HAD AN IRB MEETING WITH OUR -- WE HAVE TO HAVE PRECERTIFICATION SO ONE OF THE MAJOR THINGS THEY THEY HAD WAS R COMPETENCE PLAN. WE ITEMIZED OUT FIVE, PART-TIME, JOB SHARE AND THEY CAN NO YOU CAN'T DO THAT, YOU EVER TO ADDRESS AN FT.E. AND THEN YOU CAN USE PRO RATA SO WE'VE MADE SOME ADJUSTMENTS THERE. I KNOW THE TEACHER HAND BOOK WHICH IS THOUGHTS BARGAINED ALSO CLARIFIED THAT FURTHER BECAUSE THE GOAL WAS TO MAKE SURE EVERYONE UNDERSTANDING THE EXPECTATIONS AND IT'S NOT OPAQUE, SO THAT WAS THE BIG CHANGE YOU SAW FROM WHAT WENT LIVE ON FRIDAY TO TODAY.
WE'VE BEFORE EXCHANGING WITH IRB FREQUENTLY 26789 CONTRACT PROVIDES FOR A 3.25 PERCENT BASE SALARY INCREASE AND THEN MAINTAINS THE 2.9 PERCENT INCREASE FOR ADVANCEMENT ON OUR SCHEDULE. WE ALSO MADE SIGNIFICANT CHANGES TO OUR INSURANCE PLAN. THIS INCLUDES A CHAIN FROM A TWO TIER WHICH HAVE JUST EMPLOYEE OR FAMILY TO A FOUR TIER.
SO NOW WE HAVE ADDED EMPLOYEE AND CHILD OR CHILDREN, EMPLOYEE AND SPOUSE. IT ALSO INCLUDES A FIVE PERCENT FUNDING ABOVE EXPECTED TO HELP US GET BACK INTO AND A BALANCED INSURANCE PROGRAM AND THEN IT SHIFTS THE COST INTEREST A SINGLE EMPLOYEE COST PLAN FROM ONE AND A HALF PERCENT TO FIVE PERCENT OF WHAT THE EMPLOYEE IS PAYING AND I WILL POINT OUT HFCA CAME TO THE TABLE UNDERSTANDING THOSE CHALLENGES AND EMBRACING THE FACT WE HAD TO -- THEY UNDERSTOOD WE HAD TO MAKE SOME CHAINS FOR THE HEALTH OF THE PLAN SO THAT IT CAN CONTINUE TO BE SOLVENT BUT OUR GOAL WAS WE DON'T WANT THIS TO BE THE CONVERSATION EVERY YEAR. WE'RE NOT DOING THIS EVERY YEAR BECAUSE IT'S NOT PRODUCTIVE SO WE WOULDN'T HAVE BEEN ABLE TO MAKE PROGRESS WITHOUT THEM IN CERTAINLY IT JUST MADE IT EASIER THAT THEY UNDERSTOOD AND ACCEPTED AS MUCH AS THEY COULD.
AND LIKE ABBY SAID FROM THE BEGINNING WE CAN'T MAKE CHANGES
[00:40:02]
THAT CAUSE PEOPLE TO MAKE LESS MONEY SO THAT WAS WHAT WE WORKED TOWARDS. WE HAD SOME ADJUSTMENT TO THE EXTRACURRICULAR SCHEDULE. NOTHING MAJOR 689 IT.IT IS A ONE YEAR AGREEMENT, NOT A TWO.
AS YOU KNOW WE HAVE SEEN SOME DECLINE IN STUDENTS AND I THINK WE AWE WANTED TO SEE WHAT THAT LOOKED LIKE NEXT YEAR, SO IF WE HAD THE BASE IT ON WHAT WE WERE SEEING WE WANTED TO BE ABLE TO A SUCCESSFUL CONTRACT SO WE FELT LIKE A ONE YEAR WOULD BE BETTER SO WE HOPE NEXT YEAR WE CAN GET BACK ON A TWO YEAR CYCLE.
SO I THINK FOR ME THAT'S ALL I HAVE RELATED TO THE CONTRACT.
AND THIS WILL COME BACK TO YOU IN YOUR NOVEMBER 10 MEETING, THE IN THE CASE MEETING YOU HAVE FOR APPROVAL.
THIS IS THE PUBLIC HEARING TO TAKE COMMENTS FROM THE PUBLIC
AND I'LL LET ABBY ADD -- >> ASK WE HAVE NOT RATIFIED THIS YET UNTIL IRB APPROVES IT. SO THAT'S IMPORTANT TO KNOW THE TEACHERS ARE NOT VOTED ON THIS YET BUTIR B HAS -- WE'RE JUST WAITING FORIRB TO SAY IT'S GOOD TO WE CAN TAKE IT TO OUR
TEACHERS. >> AND IT'S BEEN REVIEWED BY THEIR DIRECTOR OUR ATTORNEY TO MAKE SURE WE AVOID IR B FINDINGS
IN THE FUTURE. >> OKAY, SINCE THIS IS A MIGHT BE HEARINGIVELY OPEN THIS TO THE PUBLIC FOR COMMENT: I HAVE MIKE JAMESON THAT HAS SIGNED UP TO SPEAK SO I'LL INVITE HIM TO THE
PODIUM 678 WELCOME. >> THANK YOU.
THINGS PRETTY MINOR BUT I THINK I HOPE BUT AT THE END IT SAYS ADJUSTMENTS WERE MADE TO THE THE EXTRACURRICULAR ACTIVITIES.
I WAS CURIOUS WHAT THOSE ARE. AND THEN THIS MAY BE RELATED BUT IS HFC A MEMBER OF THE NSBA? JUST HAVE SOME CONCERNS WITH THAT. I WAS JUST CURIOUS IF WE ARE.
THANK YOU. SINCE THIS IS A PUBLIC HEARING THE FLOOR IS OPEN TO ANYONE WHOO WANTS TO COMMENT ABOUT THE BARGAINING AGREEMENT. OKAY, I'LL CLOSE THIS PORTION OF THE OF PUBLIC HEARING AND I'LL OPEN IT TO THE BOARD TO ASK ANY QUESTIONS THEY MAY HAVE ABOUT THE AGREEMENT.
>> I JUST WANT -- QUICK QUESTION.
WHEN YOU SAID IT WENT FROM AN AGREEMENT YOU'RE TALKING ABOUT THE EXTRACURRICULAR SPORTS, ANYTHING A TEACHER DOES OUTSIDE THE EDUCATIONAL REALM OF -- YOU'RE SAYING YEARBOOK, SPORTS THEY HAVE TO COMMIT -- NOT COMMIT BUT THEY'RE APPLYING FOR
A ONE YEAR NOT TWO YEAR? >> NO THE TWO YEAR IS JUST THE TERM OF THE AGREEMENT OR ONE YEAR SO THIS AGREEMENT IS EFFECTIVE JULY 1 OF 2021. THE WAY THE STATUTE WORKS WE CAN'T BEGIN TO BARGAIN FORMALLY PRIOR TO SEPTEMBER 15 AND YOU HAVE TO BE COMPLETED RATIFIED BEFORE NOVEMBER 15.
SO THE ONE YEAR IS JUST THE TERM OF THE AGREEMENT THAT.
MEANS WE'RE GOING TO COME BACK TO THE TABLE TO BARGAIN YOU BE FORMALLY IN THE SUMMER TO THEN WORK TOWARDS ANOTHER ONE YEAR AGREEMENT. IN THE PASSION WE'VE HAD A TWO YEAR AGREEMENT. WE CAN'T GO BEYOND A TWO BECAUSE IT HAS TO BE LINED UP WITH THE STATE BUDGET PROCESS.
>> SO THAT DOESN'T MEAN A COACH OR ADVISER LOSING THEIR POSITION? S.
>> NO. IT JUST MEANS WE WOULD HAVE TO GO TO THE TABLE TO TALK ABOUT INCREASES.
>> AND CAN YOU ELABORATE ON WHAT THE CHANGES WERE -- I KNOW WEDNESDAY, THURSDAY, WE HAVE ONE UNIT IS EQUAL TO $390.
DID THAT CHAIN? >> IT DID NOT.
>> SO IF YOU'RE AN ADVISORY WHO WORK WITH DECA AT OUR HIGH SCHOOLS THE MULTIPLIER OF THAT IS FOUR SO IT WOULD BE FOUR TIMES 390, THAT WOULD BE YOUR STIPEND FOR THAT.
HOW DID IT CHAIN? WAS IT THE MULTIPLIER FOR
DIFFERENT POSITIONS IS IT. >> NO, REFRESH HER RECOLLECTION THERE WAS A POSITION WHERE WE WANTED TO ADD A QUALIFIER THAT FOR EVERY 60 STUDENTS WE NEEDED TO ADD AN ADDITIONAL SPONSOR BUZZ AT A GROWTH AND PROGRAM PARTICIPATION WARRANTED THAT.
UNIFIED SPORTS WAS ANOTHER AREA WE NEEDED TO ALIGN SO WE WORKED THROUGH THAT TO HAVE ALL THE UNIFIED SPORTS ADDED AND COMPENSATED TO THEIR COMPARABLES.
[00:45:02]
>> WE ADDED MONEY TO THE LACROSSE STIPENDS SO WE KNOW IT'S A GROWING SPORT AND A NECESSARY NEED SO WE DID I THAT.
WE ALSO ADDED A POSSIBLE OR IT IS A STIPEND FOR THE DISTRICT ART SHOW. WE KNOW THAT IT'S A GREAT TIME FOR THE THE COMMUNITY TO SEE THE ARTISTS WE HAVE SO WE ADD TO
THAT AS WELL. >> ELEMENTARY TRACK WE NEEDED AT SPONSOR TO COMPENSATE -- TO COORDINATE THAT SO WE ADDED IT.
SO THINGS REALLY -- NOTHING -- WE ADDED A MED CLUB.
>> NOTHING EFFORT SHATTERING. WE ALL KNOW THERE ARE SOME THINGS WE TALKED ABOUT MAYBE WE NEEDED TO IDENTIFY AMOUNTS BUT WE NEEDED TO GET TO A POINT WHERE IT WAS SOLID AND GIVEN THE FOUNDATION FOCUS ON BASE WE WANTED TO GET ANYTHING ADDITIONY SO WE MADE ADJUSTMENTS BUT NOTHING EARTH SHATTERING.
>> WE ADDED CLASS COVERAGE BECAUSE WE WERE HAVING TO DO
THAT MORE FREQUENTLY. >> ADDED LANGUAGE FOR -- AND ADDED THAT IN AS WELL. I WOULD ALSO MENTION MS. CHANDLER WORKED THROUGH TO OBTAIN A GRANT TO ALLOW THE UNION PRESIDENT TO BE 100 PERCENT TO WORKING ON COORDINATING WITH THE -- KNOW THAT'S PATERNAL EXPLAINS BUT IT'S THE BEST I HAVE. BUT IT DIDN'T INCREASE COST TO
US BECAUSE IT HAD A GRANT. >> WHICH IS IMPORTANT WHEN WE'RE TALKING ABOUT THE UNDER THE NUMF TEACHERS WE HAVE IN THE DISTRICT SO THE NEEDS AND BEING AT THE DISPOSAL OF THE BOARD OR THE SUPERINTENDENT, LIKE, THERE'S THINGS THAT NEED TO BE TAKEN CARE OF. SO PRINCIPALS TOO.
>> AND THEN TO CLARIFY IN CASE ANYBODY IS WONDERING THIS DOES NOT DEAL WITH SUBSTITUTES, IAS, ANYBODY THAT'S NOT A CERTIFIED STAFF MEMBER, THIS IS JUST FOR TEACHERS.
SO YOU'RE NOT GOING TO SEE ANY INFORMATION ABOUT SUBSTITUTE PAY AND THAT KIND OF STUFF IN THERE. THANK YOU.
>> CAN IT WILL COME BACK TO YOU FOR FORMAL APPROVAL RATIFICATION
ANY OTHER QUESTIONS BY THE BOARD? ALL RIGHT. THANK YOU VERY MUCH FOR YOUR EXPLANATION. WE APPRECIATE YOU.AND YOU ARE JUST ON THE HOT SEAT TONIGHT, MS. DOWLING.
SO NOW WE'RE GOING TO TALK ABOUT OUR REDRAWING OF THE BOUNDARY LINES AND THANK YOU FOR THE EVENING LAST NIGHT.
>> IT WAS A GOOD TEAM EFFORT. SO LAST NIGHT WE CONDUCTED THE PUBLIC MEETING TO GAIN IN PUT ON THREE POSSIBLE SCENARIOS FOR REDISTRICTING. I BELIEVE EMILY CORRECT ME IF I'M WRONG, THE PRESS IS ON THE WEBSITE AS WELL AS A LINK FOR THE SURVEY FOR PEOPLE TO MAKE SUGGESTIONS.
I WOULD SAY THERE WERE PROBABLY 25, 30 PEOPLE THERE LAST NIGHT.
WE SHARED THREE SCENARIOSES WITH PROS AND CONS AND THENWORKED THROUGH THE THE ROOM, THE GROUP OF FOLKS TO TALK TO THEM, ANSWER QUESTIONS BECAUSE THE REALITY IS WE HAVE A COMMITTEE, WE HAVE A DEMOGRAPHIC STUDY. WE HAVE GOALS THAT DEAL WITH OPEN DEER CREEK AS WELL AS ADDRESSING OVERCROWDING.
BUT UNIQUE PERSPECTIVES COME FROM FOLKS WHO LIVE IN THESE AREAS AND THINGS WE MAY OR MAY NOT SEE SO THOSE SCENARIOS WERE PRESENTED. EVERYONE WAS ASKED TO SHARE THEIR YOU BE PUT. I BELIEVE THERE WERE 55 SOLE REE RESPONSED TO THE SURVEY AND WE ARE WORKING ON ORGANIZING THAT SO WE CAN APPLY THAT INFORMATION BACK TO THE SCENARIOS TO BRING ADDITIONAL INFORMATION TO THE STUDY SESSION THAT WE HAVE ON NOVEMBER 4 TO DISCUSS THIS FURTHER.
SO WE FELT LIKE IT WAS VERY PRODUCTIVE.
THESE ARE ALWAYS HARD THIS IS TO DO BUT EVERYONE DID A GOOD JOB.
WE HAD INFORMATION AND WE HAVE SOME MORE WORK TO DO TO ADDRESS QUESTIONS AND CONCERNS THAT PHONES HAD SO WE'LL COME TO YOU NOVEMBER 4 WITH THAT ADDITIONAL INFORMATION.
AND AGAIN THE SURVEY IS ON THE WEBSITE AND I BELIEVE THAT'S
[00:50:07]
GOING TO BE COMMUNICATED OUT BY SOME OF THE BUILDINGS AND DR. STOKES AS WELL. I KNEW THERE WAS AT PIECE.SO I CAN ANSWER ANY QUESTIONS YOU MIGHT HAVE.
>> YOU'RE TALKING ABOUT OUR MAIN WEB PAGE BECAUSE I DID SEE A POWERPOINT GO THROUGH SOCIAL MEDIA.
>> IT'S UNDER HAPPENINGS. >> AND IS THERE CURRENTLY JUST THE THE THREE MAPS? WE ARE CONSIDERING RIGHT NOW?
JUST THOSE THREE? >> THE THREE SCENARIOS ARE WHAT WE BROUGHT FOR DISCUSSION TO DETERMINE POTENTIAL ADDITIONAL
ADJUSTABILITY -- ADJUSTMENTS. >> ANY OTHER QUESTIONS FOR PLEASE DOWLING? ALL RIGHT.
[7. Superintendent's Report]
THANK YOU VERY MUCH. NEXT UP WE HAVE OUR SUPERINTENDENT'S REPORT, MATERS OF CORPORATION INTEREST.>> WELL I WILL REITERATE WHAT KAY KATIE HAS SHARED.
IT WAS WONDERFUL TO SEE THE COMMUNITY OUT LAST NIGHT AND TO GET INFORMATION ABOUT THE REDRAWING OF THE BOUNDARY LINES TO SUPPORT THE NEW SCHOOL DESCRIBING AND ALLEVIATE THE OVERCROWDING AT SOME OF OUR OTHER LAW SCHOOLS.
THAT BEING SAID I DO WANT TO GO ON RECORD SAYING THAT WE ALWAYS WANT TO HEAR FROM OUR COMMUNITY. I DON'T WANT ANYBODY TO THINK THAT WE DON'T WANT THE HEAR FROM OUR COMMUNITY.
AND WE DO TAKE THE INFORMATION THAT YOU GIVE US AND TRY TO FIT IT INTO THE PLANS, UNDERSTAND THE INFORMATION THAT WE HAVE IN FRONT OF US. SO IT WAS IMPORTANT FOR US TO HEAR FROM CONSTITUENTS AND THAT BEING SAID WE DO HAVE A LINK THAT'S ON OUR WEBSITE AND IF YOU GO TO THAT LINK AND YOU HAVE SOME INTEREST IN SOME OF THE INFORMATION THAT'S BEEN SHARED YOU CAN GIVE YOUR QUESTIONS. I WANTED TO ALSO THANK ABBY AND MS. CHANDLER AND ALL OF THOSE WHO WORKED TO DILIGENTLY, KATIE AND KIM AND RYAN TAILOR AND THE TEACHERS WHO WORKED TO WORK ON THE THE CONTRACT. I KNOW THAT THAT'S A LOT OF WORK BUT I'VE NEVER SEEN A TAME WORK MORE COLLABORATIVELY.
SO I THINK THAT'S IMPORTANT TO KNOW THAT WE HAVE A GREAT RELATIONSHIP WITH OUR TEACH SUCCESSOR THAT'S IMPORTANT.
SO THANK YOU FOR WHAT YOU'VE DONE.
AND AS ALWAYS I WANT TO GIVE KUDOS TO OUR FAMILY.
WE ARE STILL OPEN. WE WILL SOMETIME LATER BE REVISITING MAGSINGS BUT MY GOAL IS SIS, STUDENTS IN SCHOOL SO WE'RE GOING TO DO WHAT IT TAKES TO MAKE SURE WE KEEP THE DOORS OPEN AND KEEP OUR STUDENTS IN SCHOOL.
THANK YOU. I ALSO WANT TO GO TO -- DO WE HAVE IT PULLED UP? OUR DRAFT AGENDA.
AND ZACH WE DON'T HAVE THE ELECTRIC BUS ON THIS THERE TIME.
BUT I DO WANT TO DRAW YOUR ATTENTION TO A COUPLE THINGS HERE. REDRAWING BOUNDARY LINE UPDATE AND I BELIEVE THIS MEETING WILL BE AFTER THE WORK SESSION THAT WE HAVE AT THE BOARD AS WELL AS WE WILL BE SEEKING INFORMATION AGAIN FROM OUR BOARD TO APPROVE OUR AGREEMENT BETWEEN H FCA SCHOOLS AND THE HAMILL SON SOUTHEASTERN EDUCATION ASSOCIATION, I WANTED TO HIGHLIGHT THOSE.
>> WITH ONE MORE THING BEFORE WE WRAP UP.
NOVEMBER 4 THERE'S A WORK SESSION HERE INSIDE BOARDROOM FROM FIVE TO SEVEN THAT IS OPEN TO THE PUBLIC AND THAT WILL BE ABOUT REDRAWING BOUNDARY LINES AND WE HAVE ANOTHER WORK SESSION NOVEMBER 9 WHICH IS A TUESDAY AND THAT WORK SESSION WILL BE REGARDING THE LILY GRANT AND AN UPDATE FROM OUR MENTAL HEALTH COORDINATOR AND COMMUNITY HEALTH PARTNERS.
SO JUST MUTT PUT THAT ON YOUR RADAR.
WITH THAT -- >> FRIDAY NIGHT REMATCH OF MUD
>> ALL SPORTS PASSES DOUGHNUTS WORK, AND EMPLOYEE BADGES DON'T AS WELL SO MAKE SURE TO BUY A TICKET IN ADVANCE.
AND HATE THAT ONE OF THEM HAS TO GO HOME EARLY.
[00:55:01]
>> ENCOURAGE PEOPLE TO GO TALK TO THEIR PRINCIPALS AT THE TWO HIGH SCHOOLS AND GET YOUR TICKETS BECAUSE THEY ARE ALL DONE ONLINE SO YOU CAN'T JUST SHOW UP AND GET YOUR TICKET.
AND THEY'LL PROBABLY SELL OUT. TIGERS VERSUS THE ROYALS AT HFC.
>> THANK YOU. >>> THANK YOU FOR REMINDING US
OF THAT YOU AND -- >> I WONDER IF ZACH WAS WEARING
WHAT WE WORE TONIGHT AS A. >> HEY.
GO TIGERS.
