[1. Meeting Opening]
[00:00:04]
>> WELCOME EVERYONE. CALL THE MEETING TO ORDER.
PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE.
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
[2. Snapshots of Success]
AND UP FIRST WE HAVE OUR SNAPCHAT FOR SUCCESS.EMILY WILL INTRODUCE OUR GUESTS.
>> TODAY WE HAVE A SENIOR FROM HIGH SCHOOL THAT WE ARE HONORING, ALEX HORAN. IF YOU KNOW ANYTHING ABOUT SCOUTING, YOU REALIZE HOW CHALLENGING IT IS TO BECOME AN EAGLE SCOUT WITH JUST LIKE THE TOP LEVEL IMAGINE ACHIEVING OUT OVER A PANDEMIC. THAT'S EXACTLY WHAT ALEX DID.
HE WAS AWARDED WITH OUTSTANDING EAGLE SCOUT OF THE YEAR DISTINCTION. HIS SCOUTMASTER JEFF WHITE, IS HERE AND ALEX AS WELL. I WILL INVITE BOTH OF THEM UP.
I WAS HOPING MAYBE YOU WILL SPEAK ON HIS BEHALF FOR A LITTLE BIT. I PUT HIM ON THE SPOT
COMPLETELY! >> OKAY, ALEX IS A MEMBER OF TROOP 303. THE FISHERS AMERICAN LEGION ON 126TH STREET. HE HAS BEEN WITH THE TROOP SIX YEARS NOW. AND CAME OVER FROM THE SAME FACT THAT MY SON CAME FROM AND WE ALL SCOUT TOGETHER.
HAD MANY ADVENTURES TOGETHER. THE EAGLE RANK IS VERY DIFFICULT TO GET. ESPECIALLY IN TIMES OF THE PANDEMIC. LESS THAN THREE PERCENT OF ALL SCOUTS, EVEN MAKE IT TO EAGLE RANK.
AND EVEN FEWER MAKE IT, SOME THAT ARE EVEN MAKE IT TO WHAT IS CALLED DOUBLE EAGLE. WHERE THEY, TO GET A MERIT BADGE NOW IS 21 MERIT BADGES TO GET TO EAGLE.
THERE IS AN ADULT MEMBER THAT WAS AT 34 WHEN HE WAS A KID.
BUT SCOUTING IS A UNIQUE ACTIVITY.
ALEX HAS RISEN TO THE OCCASION. REALLY TOOK ON THE CHALLENGES.
IT IS NOT A THING WHERE YOU CAN JUST TAKE A BUNCH OF MERIT BADGES AND GET THEM DONE ALL AT ONCE.
THERE ARE MINUTE LITTLE, NOT EVEN MINUTE, THEIR BIG CHALLENGES! MAJOR PROJECTS THAT YOU HAVE TO DO TO GET A LOT OF MERIT BADGES.
SOME YOU CAN GET IN A SINGLE DAY BUT SOME TAKE MONTHS AND MONTHS IF NOT ONE YEAR OR MORE TO GET.
YOU WANT TO TELL US SOME OF THE MERIT BADGES THAT YOU HAVE AND
WHY YOU TAKEN SOME OF THEM? >> YEAH, FOR SURE.
SOME OF THE MERIT BADGES, THERE ARE TOO MANY TO CHOOSE.
I WILL CHOOSE WAS AT THAT WERE THE MOST EXCITING.
ONE MERIT BADGE WAS VERY IMPORTANT FOR A LIFE SKILL.
BERT BADGES, THEY ARE FUN WAS TO DO AND YOU HAVE ONES THAT ARE LIKE, PREPARE FOR LIFE. HIS COOKING, FINANCING WHICH IS VERY SURPRISING WHEN THAT PEOPLE THINK BECAUSE IT'S OUTDOOR STUFF. THEN THERE ARE SURVIVAL ONES ONE CALLED WILDERNESS SURVIVAL. I DID NOT COMPLETE THAT MERIT BADGE BUT ONE OF THE REQUIREMENTS THAT I HAVE DONE IS THAT YOU HAVE TO BUILD A SHELTER OF THE NATURE. DID A STRUCTURE WHERE YOU GET ONE BIG STICK AGAINST THE TRUNK OF A TREE AND THEN YOU LAY OTHER ITEMS LIKE LEAVES ON TOP FOR SHELTER AND YOU HAVE TO SLEEP IN IT THROUGHOUT THE NIGHT.
YOU CANNOT USE A SLEEPING BAG OR ANYTHING.
SO I HAD A BIT OF LEAVES ON ME SO YOU CAN IMAGINE HOW THAT WAS. LUCKILY, I MANAGED TO PULL OFF THE NIGHT. I HAD A FRIEND THAT DID IT WITH ME SO IT WAS EVEN MORE FUN. BUT IT IS A LOT OF SURVIVAL SKILLS, THERE ARE A LOT OF ADULT SKILLS YOU LEARN WHEN YOU GET OLDER. THERE ARE ALSO FUN WAS LIKE WE DID RIFLE SHOOTING WHICH WAS VERY FUN TO DO.
THERE IS ANOTHER ONE WHERE YOU GET TO DIVE INTO SCIENCE.
THERE WAS SPACE EXPLORATION WHICH I'M INTO SCIENCE AND ALL THAT. SO THAT WAS FUN FOR ME.
AND THEN IT BRANCHES OFF TO OTHER THINGS LIKE GENEALOGY, GEOLOGY AND A BUNCH OF OTHER STUFF TO GET INTO.
>> INTO THE QUESTION I WANT TO ASK ALEX BECAUSE PROBABLY ABOUT A YEAR AGO, I ASKED HIM, ON YOUR PATH TO EAGLE, HOW DOES THAT AFFECT YOUR WORK IN SCHOOL?
[00:05:02]
TELL THEM WHAT YOU TOLD ME. >> GETTING EAGLE SCOUT, OR EVEN THE PATHWAY TO EAGLE SCOUT TAUGHT ME A LOT OF SELF-DISCIPLINE AND TIME MANAGEMENT SKILLS, WHICH ARE VERY CRUCIAL SUCCEEDED THROUGHOUT HIGH SCHOOL AND EVEN SUCCEEDING IN COLLEGE WITH STAYING ON TRACK, STAYING FOCUSED AND MOTIVATED. ANOTHER VERY CRUCIAL THING THAT SCOUTING HAS DONE IS, IT ALSO TEACHES YOU THE RIGHT DECISIONS TO MAKE. A LOT OF PEOPLE ARE INFLUENCED BY FRIENDS. AND IN HIGH SCHOOL YOU THINK I DON'T WANT TO DO THAT BUT ALL MY FRIENDS ARE SO I WILL JUST DO IT ONCE BUT IT TURNS INTO A MILLION AFTER WHICH IS BAD.
BUT SCOUTING TEACHES YOU A LOT OF POSITIVE THINGS TO LEARN LIKE CYBERSECURITY, AND LIKE SAY NO TO DRUGS AND ALCOHOL AND OTHER STUFF WHICH IS VERY IMPORTANT FOR A LOT OF TEENAGERS TO LEARN BEFORE THEY TURN 18.
AND WHEN THEY GRADUATE HIGH SCHOOL.
>> YOU KIND OF TOOK ALL MY TALKING POINTS AWAY! [LAUGHTER] THIS HAS FOUR PERCENT OF KIDS GOING TO SCOUTING MAKE IT EAGLE SCOUT. BUT TO ADD A FEW MINOR THINGS.
EAGLE SCOUTS ARE WELL-ROUNDED INDIVIDUALS.
EAGLE SCOUTS ARE 72 PERCENT MORE LIKELY THAN NON-SCOUTS TO APPRECIATE THE ARTS BY ATTENDING PLAYS, CONCERTS OR LIVE THEATER. 38 PERCENT ARE MORE LIKELY TO PLAY AN INSTRUMENT. EAGLE SCOUTS ARE 39 PERCENT MORE LIKELY TO READ BOOKS RECREATIONALLY.
EAGLE SCOUTS ARE PHYSICALLY HEALTHIER, THEY REPORT DRINKING LESS THAN THEIR COUNTERPARTS LIKE YOU SAID.
THEY SPEND MORE RECREATIONAL TIME OUTDOORS.
39 PERCENT MORE LIKELY TO REPORT BEING VERY CLOSE WITH NEIGHBORS. AN EXTREMELY LIKELY TO REPORT BEING CLOSE WITH FRIENDS AND THEY ARE MORE LIKELY TO GIVE TO CHARITABLE ORGANIZATIONS. TO VOLUNTEER THEIR TIME FOR CHARITABLE ORGANIZATIONS. YOU GET A MORE WELL-ROUNDED SCOUT AND I WILL TELL YOU WHAT, I LEARNED FROM THE SCOUTS TOO! THEY TEACH ME LESSONS AS I LEAD THEM.
YOU KNOW, CAN'T SAY I'M NECESSARILY PHYSICALLY FIT BUT I HAVE BEEN TRYING TO MAKE SURE I GO ALONG AND ALL OF THE HIKES
AND THEY KEEP ME ON MY TOES. >> THAT IS ONE OF THE QUESTIONS BUT YOU DID A GREAT JOB I THINK OF ASKING A LOT OF QUESTIONS THAT I NORMALLY WOULD HAVE. I WANT TO SAY A COUPLE OF THINGS, THANK YOU, I KNOW YOU SPENT A LOT OF YEARS IN SCOUTING AND SHAPING YOUNG FOLKS AND INTO GREAT HUMAN BEINGS. I APPRECIATE ALL OF THE TIME THAT YOU SPEND WHICH I KNOW IS VOLUNTEER.
AND THEN FOR YOU, WHAT IS YOUR NEXT -- WHAT'S NEXT?
>> FOR ME RIGHT NOW I'M GOING TO SENIOR YEAR.
I'M TRYING TO BOOST MY GPA UP. ANOTHER THING I'M TRYING TO WORK ON IS, THINKING ABOUT DOING INTERNSHIP NEXT SEMESTER BECAUSE I DO A FLEX SCHEDULE. I'M THINKING ABOUT GOING TO THE ENGINEERING FIELD OR SUMMER WITH A LOT OF SCIENCE AND THINKING OUTSIDE THE BOX. THAT IS WHAT I LIKE, I LIKE PUZZLES AND ALL THAT STUFF.
>> WE BETTER WORK ON THAT. [LAUGHTER]
>> AND SO I WANT TO GO EITHER TO PURDUE OR -- FOR ENGINEERING. AFTER THAT, MAYBE IN TURN AND THEN GET A JOB IN THE ENGINEERING FIELD.
>> I LOVE THAT, THANK YOU! ANY OTHER BOARD MEMBERS WITH
QUESTIONS OR COMMENTS? >> I DID WANT TO ASK.
YOUR PARENTS, HAVE THEY HELPED YOU ALONG THE WAY? I'M CERTAIN THE ANSWER IS YES BUT.
>> 100 PERCENT, YES. I PROBABLY WOULD NOT HAVE MADE IT THIS FAR WITHOUT MY DAD PUSHING ME.
>> IS THERE A HISTORY OF EAGLE SCOUTS IN YOUR FAMILY IN THE
PAST? >> IN MY FAMILY THERE ARE NO EAGLE SCOUTS TO SOME MY GRANDPARENTS WENT TO CUB
SCOUTS. >> SO YOU HAVE STARTED A NEW THING IN THE FAMILY.> EVERYWHERE QUESTION FOR YOU.
IF YOU HAVE TO THINK ABOUT ALL THE TIME YOU SPENT, BECAUSE IT SAYS HERE GOT THIS INFORMATION HERE.
YOU HAVE 21 MERIT BADGES. HOW MUCH TIME WOULD YOU SAY ON AVERAGE, THAT YOU HAD TO SPEND IF YOU THOUGHT ABOUT IT, EITHER OVER A WEEK OR MONTH OR A YEAR, HOW MUCH TIME WOULD YOU SAY YOU
SPENT? >> SOME MERIT BADGES I'VE MANAGED TO GET DONE IN A COUPLE OF DAYS OR EVEN A SINGLE DAY.
BUT THERE ARE LIKE TWO EAGLE REQUIRED MERIT BADGES THAT YOU HAVE TO GET IN ORDER TO BE AN EAGLE SCOUT.
TWO OF THEM FOR SURE TOOK A LOT OF TIME, THEY GIVE YOU A SCHEDULE TO HELP YOU FILL OUT PIER 1 WAS CALLED FAMILY LIFE.
IT WAS BUILDING RELATIONSHIPS WITH YOUR FAMILY, HELPING OUT.
[00:10:01]
I BELIEVE THERE IS ONE REQUIREMENT, I'M NOT FOR SURE BECAUSE IT WAS MY FIRST MERIT BADGE.IT WAS A LONG TIME AGO. BUT IT WAS A MONTH OF PLANNING THINGS TO DO. AND THEN SCHEDULING OUT AND THEN YOUR PARENTS WOULD VERIFY EVERYTHING HAPPENED.
AND THEN THERE'S ONE CALLED PERSONAL FINANCE AND MANAGEMENT. I BELIEVE THAT IS LIKE 12 WEEKS OF REPORTING YOUR FINANCING, YOU SPENT SOMETHING OR IF YOU LET'S SAY I MOWED THE LAWN, THAT I GOT $20 FOR IT.
>> WELL DONE, THANK YOU. >> CAN YOU TELL US A LITTLE BIT ABOUT THE DECK THAT YOU BUILT FOR EAGLE SCOUT PROJECT?
>> YES! THE AMERICAN LEGION IS A PLACE TO HOST OUR TROOP MEETINGS WHICH IS NICE BECAUSE THEY DON'T HAVE TO DO THAT. THEY HAVE A MASSIVE DECK YOU CAN HANG OUT NORMALLY HAVE PARTIES AND STUFF LIKE THAT.
WHEN MY EAGLE SCOUT FRIENDS A COUPLE OF FRIENDS BEFORE ME BUILT A BAR AREA AND PUT A GRILL IN.
SO THAT WAS NICE. BUT THE PROBLEM WAS THAT THE BUILDING IS ONLY SINGLE-STORY SO IT DOES NOT PROVIDE ENOUGH SHADE. IN THE SUMMER YOU KNOW HOW INDIANA CAN BE EXTREMELY COLD OR HOT.
AND SO, WHAT I WANTED TO DO WAS TO BUILD A SHADING AREA.
SO I BUILT A PERGOLA. IF YOU DON'T KNOW WHAT IT IS, IT'S LIKE IF YOU GO TO A POOL IT IS A WOODEN STRUCTURE THAT PROVIDES SHADE. WHAT I DID WAS I CONTACTED THE LEGION AND ASKED THEM AND THEY SAID THE SAME THING, THEY WANTED SOME SHADING FOR THE DECK.
SO I SPENT A COUPLE OF MONTHS JUST WRITING A PLAN OUT AND FILLING OUT LIKE DOCUMENTATION AND THEN LIKE DID I HAVE TO GET A BUILDING PERMIT? NO, I DIDN'T GET A BUILDING PERMIT. THERE WAS ONE OF THOSE THINGS THAT THEY ASKED IF I NEEDED ONE AND I WAS LIKE, WHAT IS THAT? SO I FILLED OUT THE DOCUMENTS AND I CHECKED IN WITH MR. TAYLOR, WHO IS OUR DISTRICT -- HE CHECKS ALL THE EAGLE SCOUT STUFF AND CHECKS PROCESS BECAUSE THERE'S THREE STEPS IN IT. I FORGET THE EXACT WORDS BUT IT'S LIKE YOU CAN REQUEST ONE AND THEY CHECK IT OFF.
THEN THE PLANNING AND THEN THE REPORT ON IT, THE AFTER THOUGHTS. WHEN I DID WAS THAT, AFTER I GOT CHECKED OFF I STARTED PLANNING EVERYTHING I CHECKED WITH FINANCING. AND THEN FIGURED OUT STUFF TO BUILD BECAUSE I'M NOT THAT EXPERIENCE WITH BUILDING STUFF.
I WALKED AROUND LOWE'S LOOKING AT DIFFERENT METAL PIECES AND I DIDN'T KNOW WHICH WAS WHICH. LUCKILY MY DAD TAUGHT ME A LITTLE ON THAT. I WENT TO THE FINANCING, I LIST EVERYTHING OFF AND TALK ABOUT SAFETY CONCERNS, WHO WILL BE THERE LIKE FAMILY FRIENDS AND OTHER SCOUTS.
WHO WOULD COME AND HELP. ONCE EVERYONE SHOWED UP, AND THEN ALL MATERIALS WERE DELIVERED IT WAS FRIDAY NIGHT WHEN WE STARTED BREAKING THE DECK UP IN SMALL PARTS.
AND DIGGING HOLES INTO THE GROUND.
AND THEN SOME OF THE ADULTS WERE SO NICE AND ACTUALLY CARRIED THE GIANT 16 FOOT WOODEN POLES INTO THE WHOLE.
WE GOT TWO BY FOURS AND DRILLED THEM IN PLACE SO THEY DON'T FULL OVER. WE PUT GRAVEL AND THEN CEMENT AND WE LET IT DRY OVERNIGHT. WE TRIMMED THE POLLS DOWN SO IT WASN'T TOO TALL AND THEN WE PUT WHAT I CALL THE UPPER LUMBAR WHICH IS THE UPPER FRAME OF IT. REPORT THAT THE TOP THE NEXT DAY AND WHAT WAS SO COOL ABOUT IT WAS THAT I GOT TO MANAGE EVERYTHING AND BE A LEADER. WHICH IS KIND OF WEIRD BECAUSE AT MY AGE IF YOU WORK SOMEWHERE YOU DON'T GET TO DO THAT.
IT'S A VERY GOOD PERSPECTIVE TO LEARN.
SCOUTING TEACHES ON LEADERSHIP SKILLS WHICH I'VE LEARNED AND HEARD THAT A LOT OF JOBS ARE LOOKING OUT FOR THAT.
SO THAT'S REALLY GOOD IF ANYONE WANTS TO JOIN, IT'S GREAT LIFE EXPERIENCE FOR THEM. EVEN IF YOU DON'T REACH EAGLE SCOUT IT DOESN'T MEAN YOU DIDN'T OR COULDN'T TAKE ANYTHING AWAY FROM IT. I KNOW SOME SCOUTS THEY ARE THERE FOR LIKE FIVE YEARS AND UP DROPPING OUT.
BUT THEY CHANGES A PERSON AFTER SCOUTING WHICH WAS REALLY COOL.
AND THEY ARE EXTREMELY NICE, IT'S REALLY HELPFUL AND EXTREMELY EMPATHETIC TOWARDS OTHER PEOPLE, WHICH IS WHAT I THINK IS REALLY IMPORTANT THAT A LOT OF PEOPLE NEED TO HAVE.
AFTER WE DID THE UPPER LUMBAR, WE PUT THE CANVAS UP, WE CLEANED EVERYTHING UP. AND I GOT TO TEACH SOME SCOUTS HOW TO DO SOME FUN STUFF. BECAUSE YOU KNOW KIDS LIKE BREAKING STUFF. I GOT TO TEACH THEM HOW TO USE A CROWBAR ON THE DECK AND THEY LOVE THAT PART THE BEST I THINK. YES, AFTER WE GET EVERYTHING DONE, MY DAD AND I WERE GOING TO STAY IN IT PROBABLY A WEEK LATER BUT THEN WE LEARNED YOU HAVE TO WAIT SIX MONTHS.UT THE PANDEMIC HAPPENED SO WE WAITED A YEAR.
THEN WE STAINED THE PERGOLA. IT'S PRETTY INCREDIBLE AND I KNOW THE LEGION VERY MUCH LOVES IT.
>> IS A SOLUTION ACROSS FROM THE Y?
>> YES. >> I WANT TO GO LOOK AT IT ONE
[00:15:02]
DAY. >> SOMETHING YOU DIDN'T EXPECT IT? WOULD YOU EXPECT THE PANDEMIC TO HAVE ANYTHING IN IT. ONE THING THE LEGION TOLD ME WAS THAT SINCE EVERYONE HAS TWO SOCIAL DISTANCE A LOT OF OLDER PEOPLE, THEY WENT A LOT OF PEOPLE THAT ARE OLDER VETERANS THEY WANTED TO GO, BUT THE PERGOLA WAS THE PERFECT PLACE FOR THEM TO GET TO SOCIAL DISTANCE AND GET TO HAVE FUN THROUGHOUT THE SUMMER WHICH IS NICE.
>> I READ MY BIKE ON THE TRAIL. >> IF YOU CAN GIVE IT ONE PIECE OF ADVICE WHAT WOULD YOU SAY TO PEOPLE?
>> MY ADVICE WOULD BE TO STICK WHAT YOU ARE DOING EVEN IF YOU'RE GOING THROUGH A ROUGH TIME ALWAYS PUSH THROUGH BECAUSE YOU DON'T REALIZE HOW THINGS CAN GET ONCE YOU GET OUT OF THE NEGATIVE HEADSPACE AND THEN YOU GO AND ACHIEVE WHAT YOU WANT TO DO. IT DOESN'T HAVE TO BE EAGLE SCOUT IT COULD BE TRYING TO GET A JOB, OR COLLEGE APPLICATION, OR EVEN JUST TRY TO PASS A TEST.
IF YOU WORK HARD IT WILL PAY OFF.
>> PERSEVERANCE. >> THANK YOU AND
CONGRATULATIONS AGAIN! >> THANK YOU SO MUCH FOR
JOINING US. [APPLAUSE] >> OKAY NEXT UP WE
[3. Consent Agenda]
HAVE OUR CONSENT AGENDA. I WILL ENTERTAIN A MOTION TO APPROVE. MOTION TO APPROVE THE CONSENT AGENDA PRESENTED, MOTION MADE BY MICHELLE, DO WE HAVE AQUESTIONS OR COMMENTS? >> CAN WE THANK -- IS THAT HOW YOU SAY? FOR DONATIONS OF THE HAND
SANITIZER. >> YES, WE CAN! ALL RIGHT. ANY OTHER QUESTIONS OR COMMENTS? LET'S CALL FOR A VOTE.
[4. Public Comments]
NEXT WE HAVE PUBLIC COMMENTS BUT AS PER USUAL, WE WILL ATTACH THOSE TO THE AGENDA ITEMS AS THEY COME UP.[5. Information Items]
SO, OUR FIRST INFORMATION ITEM IS INFORMATION ON PLANNING AND REDISTRICTING. WE HAVE KATIE TO PRESENT TO USON THAT. >> GOOD EVENING, HOW IS EVERYBODY? AS YOU KNOW, LAST MONTH WE PRESENTED TO YOU FOR DISCUSSION, POTENTIAL AGREEMENT TO WORK WITH PARTNER STRATEGIES FOR MODIFICATION OR REDISTRICTING PROCESS. WE HAVE A COMMITTEE INTERNALLY AS WE HAVE BEEN WORKING THROUGH DATA INFORMATION.
IT IS QUITE A PROCESS AND I HAVE SOME CONCERNS BASED ON SOME OF THE DEMOGRAPHIC INFORMATION.
SOME OF THE INFORMATION AVAILABLE ONLINE FROM VARIOUS SOURCES, REAL ESTATE THINGS LIKE THAT, EXISTING MARKET BEING IMPACTED IN SUCH A WAY THAT NEW HOME CONSTRUCTION IS BEING DRIVEN HIGH IN AREAS THAT WERE ALREADY AWARE OF LIKE SOUTHEASTERN ELEMENTARY.AND SO, WHAT WE'VE BEGUN TO EXAMINE IS, HOW CAN WE ADDRESS OVERCROWDING? RIGHT? AS WELL AS BUILDINGS THAT MAY NEED TO BE IMPACTED FROM THIS SUCH AS -- OR MANTRA IS PRETTY, POTENTIAL THAT THE BUILDING WILL MOVE INTO DEER CREEK.
CONCERN WE HAVE, I THINK WE TALKED ABOUT THIS TWO WEEKS AGO. IF WE WERE TO DO A COMPLETE REDISTRICT WHAT ARE THE ODDS WE WILL HAVE TO DO IT AGAIN IF THERE'S A STABILIZATION THAT TAKES PLACE IN TWO YEARS? CAN WE OPEN THE BUILDING SUCCESSFULLY BY ONLY ADDRESSING
[00:20:01]
OVERCROWDING SO THAT WE DON'T HAVE TO THEN DISRUPT PEOPLE MORE THAN ONCE? AND SO THAT IS THE VEIN WE ARE UNDER. WE ARE NOT BRINGING ANYTHING TO YOU AT THIS TIME TO APPROVE. BECAUSE WE WANT TO GET IT RIGHT. FOR US, THERE IS A RISK EITHER WAY. I THINK EVERYONE KNOWS YOU EVALUATE THE FACTS AND INFORMATION YOU HAVE.MAKE THE BEST DECISION YOU CAN. THE RISK OF DOING IT CORPORATION WIDE IS THAT IF WE ARE WRONG WE WILL CREATE A LOT OF DISRUPTION AND THAT IS WHAT WE ARE TRYING TO AVOID.
WE ARE LOOKING AT A SAFER ROUTE TO MINIMIZE IMPACT THAT FRANKLY, IF WE ARE WRONG ABOUT THAT IT WON'T IMPACT ANYBODY, OR IT WILL BE VERY MINIMAL. THAT IS WHERE I'M AT RIGHT NOW.
I'M HAPPY TO ANSWER ANY QUESTIONS.
>> SO YOUR THOUGHT IS, IT ALL OF DURBAN WILL BE DEER CREEK?
>> POTENTIALLY. >> THERE ARE 350 Ć400
>> BUT DEER CREEK HAS 700 CAPACITY?
>> 720, YES. >> SO WE WOULD MOVE SOME KIDS FROM SOUTHEASTERN, IS THAT THE THOUGHT? IT WOULD JUST BE THOSE TWO SCHOOLS THAT WOULD BE IMPACTED?
>> I THINK THAT WE WOULD ADDRESS ANYWHERE THERE IS OVERCROWDING IS WHAT I WOULD SAY FIRST.
AND WHAT WE ARE ALSO GATHERING IS THE BUILDING PERMIT INFORMATION FROM THE AREAS IN WAYNE TOWNSHIP THAT ARE IMPACTING A BUILDING LIKE SOUTHEASTERN TO DETERMINE IS THE GROWTH CLOSER TO THIS BUILDING THAN THIS? DO WE PLAN FORWARD? WHERE DO WE LEAVE ROOM? WHAT DO OUR NUMBERS LOOK LIKE AT OTHER BUILDINGS, TO SEE HOW WE CAN DO THAT. I WOULD NOT SAY FOR CERTAIN, I THINK WE WANT TO ADDRESS OVERCROWDING.
CLEARLY, PORTABLES ARE NOT SOMETHING WE WANT TO BE A
REGULAR OCCURRENCE. >> THANK YOU.
IF WE FOCUS ON JUST THAT PART OF IT, WE ARE NOT LOOKING AT THE WHOLE DISTRICT AT THIS TIME.
SO YOU'RE SAYING THIS TYPE OF INFORMATION DOES NOT NEED AN OUTSIDE VENDOR? IS THAT CORRECT?
>> NOT TO THE SCALE THAT ORIGINALLY, THEY PROVIDED.
AND SO WHAT WE HAVE DONE IS CONTACT THEM TO ASK FOR REVISION. BASED ON A LESSER SCOPE THAT WE ARE DISCUSSING, WHICH WOULD OBVIOUSLY PROVIDE A SIGNIFICANTLY LESS COST TO THE CORPORATION.
>> ARE WE LOOKING TO POSSIBLY GET QUOTES FROM ANOTHER ONE OR TWO OTHER VENDORS TO COMPARE QUOTES? OR ARE WE JUST STICKING WITH ONE?
>> I DON'T THINK WE ARE PARTIAL TO ONE.
I THINK WE WANT TO SEE WHAT KIND OF NUMBERS WE ARE TALKING ABOUT VERSUS THE WORK OF THE DISTRICT.
OBVIOUSLY, THE MORE BUILDINGS YOU IMPACT, THE MORE PEOPLE ARE INVOLVED AND THE BIGGER THING IT IS TO MANAGE, RIGHT? BUT THEN IF IT IS SMALLER SCALE, I THINK WE WILL NEED SOME ASSISTANCE AT THIS POINT. WE HAVE CONTACTED SOME OTHER DISTRICTS AGAIN, TO GET OTHER COMPANIES.
AND SO THAT'S PART OF THAT AS WELL BECAUSE IT IS A DIFFERENT SCOPE THAN WHAT WE ORIGINALLY THOUGHT.
>> THANK YOU. >> WHAT IS THE TIMELINE WE ARE LOOKING AT HERE? BECAUSE I KNOW THE TIME I WAS
WE'VE GOT SOME NUMBERS TODAY THAT WE WERE LOOKING AT A LITTLE BIT THAT WE WILL GO THROUGH AGAIN TOMORROW.
TO SEE IF WE NEED, HOW MANY KIDS, WHAT ARE WE LOOKING AT TO SEE WHERE WE NEED TO PIVOT. I THINK ONCE YOU HAVE AN IDEA ON WHAT OUR OPTIONS WILL BE, THAT IS WHEN BUILDING PRINCIPLES THAT ARE POTENTIALLY IMPACTED, THE FAMILIES THAT ARE POTENTIALLY IMPACTED, WILL FORM THOSE COMMITTEES TO WORK THROUGH THE OPTIONS. AS WELL AS DISCUSS, GET PUBLIC INPUT. BUT AGAIN, NOT TRYING TO LIMIT THE INPUT, TRYING TO LIMIT THE IMPACT IS WHAT I WOULD SAY.
AND SO THAT IS WHAT WE WOULD DO.
WE WOULD BE LOOKING AT THE FINAL APPROVAL AT YOUR DECEMBER MEETING. THAT'S WHAT WE ARE LOOKING AT.
AND WE THINK, I KNOW IT SOUNDS, BUT REMEMBER --
>> THAT IS OUR GOAL. >> REMEMBER IS NOT CORPORATION WIDE.
FINAL APPROVAL FROM THE BOARD. WE WILL HAVE MET WITH YOU PRIOR TO THAT I BELIEVE IT IS NOVEMBER WORK SESSION, AND HAVE THE TIME IN FRONT OF ME BUT FINAL -- THE FINAL BOUNDARY.
>> WE WILL KNOW THAT IN DECEMBER.
>> IT IS OUR GOAL IN OF COURSE IF SOMETHING HAPPENS AND WE HAVE TO PUSH IT BACK, WE WILL. BUT WE WANT DECEMBER BECAUSE WE WANT PARENTS TO KNOW WHAT THE TURN OF THE NEW YEAR WHERE THE KIDS ARE GOING. SO THEY CAN HAVE TIME TO PLAN
FOR THAT ACCORDINGLY. >> THANK YOU.
>> AND HISTORICALLY THAT'S HOW WE DONE IT.
LAST TIME WAS DECEMBER 2019. EASTERN WAS OPENING AND 20, IS
NO, IT WAS 19. >> RIGHT BEFORE YOU GOT ON THE
[00:25:03]
BOARD. >> SOUTHEASTERN I THINK OPENED IN 20, RIGHT? BECAUSE THIS IS THE SECOND
YEAR. >> SO YEAH, HISTORICALLY WE'VE DONE IT THAT WAY SO I APPRECIATE YOU KEEPING THAT TIMELINE. HOPEFULLY WE CAN DO THAT.
BASICALLY, THIS IS GOING TO BE, IN THE PAST IT SEEMS LIKE ALL OF OUR REDISTRICTING IS AFFECTED.
ELEMENTARY, JUNIOR HIGH, NOT NECESSARILY HIGH SCHOOL.UT THIS IS ONLY GOING TO AFFECT ELEMENTARY BOUNDARIES.
>> AT THIS TIME THAT'S ARTICLE BUT IF IT CHANGES WE WILL CERTAINLY COMMUNICATE THAT BUT WE ARE TRYING TO MAINTAIN THAT.
MINIMIZE THE DISRUPTION BECAUSE WE DON'T WANT TO HAVE TO MOVE THE SAME FOLKS IN TWO MORE YEARS.IT'S ULTIMATELY, WE WANT TO GET AWAY FROM THAT. ESPECIALLY FOR ENROLLMENT.
>> I APPRECIATE THAT, THANK YOU.
NOT AN EASY TASK. >> I HAVE A QUICK QUESTION.
PREVIOUSLY, WE WOULD TALK ABOUT THE POSSIBILITY OF FEEDER SYSTEMS AND THAT CAN A THINKER LOOKS LIKE WE ARE LOOKING AT DELAYING THAT. WE DO EXPECT US TO REVISIT THAT
IN A COUPLE OF YEARS? >> I WOULD EXPECT THAT TO BE UP FOR DISCUSSION. THE COMMITTEE, THESE ARE FOLKS BEEN THROUGH THIS BEFORE. WE ARE AWARE OF THOSE GOALS, WE HAVE ALL THE DOCUMENTS FROM THE PRIOR REDISTRICTING.
I THINK IT IS SOMETHING ALONG WITH A LOT OF OTHER FACTORS THAT WE WILL ADDRESS WHEN WE DO A CORPORATION WIDE.
I THINK PROBABLY POST PANDEMIC BECAUSE ONCE YOU SEE THINGS NORMAL, I'M SURE REAL ESTATE, EXISTING HOMES, THEY ARE SELLING FOR MORE THAN FIVE YEARS AGO.
THAT WILL NORMALIZE AT SOME POINT.
ONCE THAT NORMALIZES, GROWTH IS MORE REFLECTIVE OF ACTUAL AND NOT BEING SKEWED BECAUSE OF INFLATED MARKET, IT WILL LOOK A LITTLE BIT DIFFERENT AND THAT'S WHAT WE ARE REALLY WAITING FOR.
>> THANK YOU. >> THAN YOU, KATIE.
>> THANK YOU, KATIE. LOOK AT THAT! OKAY. I'M GOING TO GO AHEAD WHILE YOU ARE ASSEMBLING, 2019 GENERAL SIMPLY, ENACTING LEGISLATION.
AT INDIANA CODE 20-29-6-1(B) TO DISCUSS ITEMS DESCRIBED IN THE COLLECTIVE BARGAINING LAW, BEFORE ENGAGING IN FORMAL COLLECTIVE BARGAINING THEREFORE SCHOOL AND TEACHERS ASSOCIATION HEREBY CONVENED THIS PUBLIC HEARING IN ACCORDANCE WITH THE SEA 390. GORDON REPRESENTED TO JOIN TODAY BY HAMILTON SOUTHEASTERN EDUCATION ASSOCIATION FOR THE HEARING. THANK YOU FOR BEING HERE.
AS WITH ALL PUBLIC COMMENT BEFORE THE SCHOOL WHERE THE PARTIES REQUEST THAT ALL LIMIT THEIR COMMENTS TO THE SUBJECT AT HAND. AND SPEAK CONCISELY AND CORDIALLY.HEARING IS NOW OPEN FOR PUBLIC COMMENT.
>> THE PRESIDENT STOLE OUR FUNDER FOR THE INTRODUCTION
>> NO, WE BEEN PRE-BROUGHT ME SINCE THE MIDDLE OF JULY I BELIEVE. AS YOU OUTLINED THIS IS THE FORMAL PROCESS WE HAD TO GO THROUGH THE KICKOFF OFFICIALLY COLLECTIVE OFFICIAL BARGAINING AS OF SEPTEMBER 15.
OBVIOUSLY, WE WILL BE COMING BACK TO YOU BECAUSE THERE'S ANOTHER PIECE OF THIS FOR TENTATIVE AGREEMENT THEN FINAL APPROVAL. BUT I THINK WE ARE EXCITED TO GET STARTED AND EXCITED TO FINISH.
>> WE WILL MOVE AWAY SO PUBLIC COMMENT --
>> ABSOLUTELY, THANK YOU. I HAVE TWO SPEAKERS SIGNED UP.
>> THANK YOU. THANK YOU FOR HAVING ME.
SO, I DON'T KNOW IF EVERYONE HAD A NICE LABOR DAY WEEKEND.
ALL CELEBRATE THE RETURN OF COLLEGE FOOTBALL AND LIVE MUSIC. WISCONSIN AND PENN STATE GAME ALL THE STUDENTS, 70,000 JUMPING AROUND, LARGELY WITHOUT MASKS. BUT I THINK THAT HERE WE ARE AND WE ARE GETTING BACK TO SOME SENSE OF NORMALCY.
AT LEAST THAT'S WHAT I THOUGHT UNTIL THE REALITY OF THE WEEK.
WHAT I WANTED TO SPEAK TO TODAY, WAS THE POLICY UNDER CURRICULUM I05.02. THIS ESSENTIALLY --
>> I THINK THIS IS ABOUT POLICY.
IF YOU WANT TO HANG ON, I WILL CALL YOU BACK UP DURING POLICY?
>> THAT'S WHY I WAS CONFUSED. I CLEARLY PUT IT ON THEIR, BUT
[00:30:02]
I FIGURED YOU WERE CHANGING. >> I WILL CALL YOU BACK UP WHEN WE GET TO POLICY. HANK YOU.
THEN I HAVE, I CANNOT READ THE NAME VERY WELL.
[INAUDIBLE] YES, WE WERE NOT EVEN CLOCKING YOU ON THAT ONE.
AINSLEY SNELLING PERHAPS? SORRY.
>> YOU ARE OKAY. >> I'M OKAY, I'M A DR. AND HAVE
HORRIBLE WRITING. >> IF YOU WILL TELL ME YOUR
>> GOTCHA. >> I WAS TALKING ABOUT I05.02.
>> THIS IS THE PUBLIC HEARING FOR PRE-BARGAINING.
>> OKAY SO WAIT. >> NOT POLICY.
>> YES, ABOUT POLICY. WITH I05.02.
THAT IS ON THE AGENDA TONIGHT, RIGHT?
>> YES, POLICY. >> JUST WAIT FOR IT?
>> HANG ON, YES. IS THERE ANYONE THAT WOULD LIKE TO SPEAK ABOUT THE PRE-BARGAINING? ANYONE? OKAY! I WILL NOW CLOSE THE HEARING. THANK YOU VERY MUCH EVERYONE.
I APPRECIATE YOU. NOW WE ARE ON TO POLICY.
>> GOOD EVENING, JEFF, ARE YOU GOING TO NAVIGATE THE POLICY FOR ME? THANK YOU SO MUCH.
DOCTOR STOKES AND BOARD, CAN YOU HEAR ME OKAY? PERFECT. I PRESENT TO YOU TONIGHT, THREE POLICIES, THIS IS FOR THE FIRST READ.
AND AGAIN, AS A REMINDER, ALL OF OUR POLICIES GO THROUGH TWO READINGS. BEFORE APPROVAL.
TONIGHT THE FIRST POLICY THAT WE ARE LOOKING AT IS K02.00.
THIS IS GIFTS/DONATIONS TO SCHOOLS.
AND ON THIS PARTICULAR POLICY, MINIMAL UPDATES.
HAVE BEEN MADE TO THIS. THIS POLICY IS LARGELY WITHIN THE DISCRETION OF THE BOARD. SO ONE OF THE FIRST CHANGES HERE TO HIGHLIGHT WITH THIS PARTICULAR POLICY IS GIFTS OR DONATIONS ESTIMATED AT A VALUE OF WHICH WE PREVIOUS HAD 2500, WE'VE INCREASED IT TO 5000. OR MORE.
REQUIRE OFFICIAL ACTION BY THE SCHOOL BOARD.
SO THAT IS ONE OF THE REVISIONS JUST TO HIGHLIGHT TO YOU FOR THIS PARTICULAR POLICY. THE SECOND POLICY, THE POLICY COMMITTEE REVIEWED IS I05.02. ACCESS TO MATERIALS RELATING TO PERSONAL ANALYSIS. EVALUATION OR SURVEY OF STUDENTS. CONSENT FOR PARTICIPATION.
IN THIS PARTICULAR POLICY, WE RECEIVED SOME LEGAL GUIDANCE.
SO WE HAVE UPDATED INDIANA CODE TO REFLECT THE LAW ON THIS PARTICULAR POLICY. THE LEGAL CITATION INCLUDED PREVIOUSLY WAS OUTDATED AND BASICALLY A COPY AND PASTE A FORM INDIANA CODE. ON THIS POLICY, THE INDIANA CODE WHICH WE'VE UPDATED ALSO ECHOES FEDERAL LAW.
CITED BY THE PROTECTION OF PUPIL RIGHTS.
WHICH IS FOUND IN THE US CODE. AND SO, THE PROTECTION OF PUPIL RIGHTS IS WHERE THE REQUIREMENT FOR SCHOOL DISTRICTS TO HAVE A POLICY ACTUALLY ORIGINATES. SO WE HAVE INCLUDED, THERE ARE MINIMAL CHANGES BUT SOME OF THE LANGUAGE WITHIN THE LIST.
A THROUGH I, THEY ARE JUST MINIMAL CHANGES THAT ARE MADE HERE. FOR EXAMPLE, IN OUR PREVIOUS POLICY UNDER LETTER A, YOU HAVE JUST SEEN POLITICAL AFFILIATIONS. BUT WITH FEDERAL LAW TO BE IN LINE WITH THAT, AND NOW READS POLITICAL AFFILIATIONS OR BELIEFS OF THE STUDENT OR HIS OR HER PARENTS.
THAT IS JUST AN EXAMPLE. ALSO, TO NOTE ON THIS POLICY, THERE IS A CROSS-REFERENCE AT THE BOTTOM.
WHICH IS A PARENTAL CONSENT FORM.
THE LANGUAGE ON THAT FORM WILL ALSO HAVE TO BE REVISED.
TO ALIGN WITH THE INDIANA CODE AND US CODE.
ON THIS PARTICULAR POLICY, WE ALSO RECEIVED ADDITIONAL INPUT FROM BOARD MEMBERS AS TO SOME SUGGESTED REVISIONS.
[00:35:09]
I DID NOT KNOW IF YOU WANTED TO TALK ABOUT THOSE REVISIONS OR JUST GOING TO THREE AND THEN WE CAN TALK ABOUT ALL THE POLICIES. THE THIRD POLICY IS I05.03.THIS IS RESPONSIBLE USE OF TECHNOLOGY.
AND INTERNET USE POLICY. IN THIS PARTICULAR ONE, WHILE IT IS QUITE LENGTHY, WE HAVE COMBINED G0218 STAFF TECHNOLOGY USAGE AND ALSO TECHNOLOGY USAGE.
I05.03. IT IS QUITE LENGTHY, BUT EVERYTHING RELATED TO TECHNOLOGY IS NOW INCLUDED IN THIS POLICY. SO THE POINT REALLY WAS TO COVER EVERYTHING. TECHNOLOGY RELATED IN ONE POLICY, RATHER THAN HAVE MULTIPLE.
SO THERE ARE SOME HIGHLIGHTS, SOME THINGS WE CHANGED WAS THE ORDER. OF THIS POLICY.
FOR EXAMPLE, INCLUDING THE DEFINITIONS UNDER NUMBER TWO, EARLIER IN THE POLICY TO HELP THE PUBLIC REALLY UNDERSTAND SOME OF THE TERMINOLOGY AS THEY READ THROUGH THIS POLICY.
WE HAVE INCLUDED VIRTUAL LEARNING SO THAT REALLY JUST INCLUDES THE SCOPE OF INSTRUCTION.
TECHNOLOGIES ALSO INCLUDED IN ALL OF THE STUDENT HANDBOOKS.
AND THOSE ARE AVAILABLE ON OUR WEBSITE.
IT DOES GO ON, WITHIN THIS POLICY WE DO INCLUDE INDIANA CODE SO TYPICALLY, YOU WON'T SEE ANOTHER COULD INCLUDE HOWEVER THERE WAS A LEGISLATIVE UPDATE IN 2021.
THAT REQUIRES THIS EXACT WORDING, SO THIS IS ON PAGE NUMBER TWO UNDER LETTER C, NUMBER FIVE, LETTER C. USERS SHALL NOT SEND, RECEIVE, VIEW OR DOWNLOAD MATERIALS THAT ARE HARMFUL TO MINORS. AS DEFINED BY THE INDIANA CODE THAT IS SPELLED OUT. CORPORATION TECHNOLOGY.
SO AGAIN, THIS WAS QUITE LENGTHY AS YOU REVIEW THIS POLICY. AGAIN, JUST REMEMBER IT IS FIRST READ. SO THERE IS QUITE A LOT TO REVIEW ON THIS POLICY. IMPORTANT TO NOTE AS WELL, ONE OF THE CHANGES IS ON NUMBER NINE.
VIOLATIONS ARE RESPONSIBLE USE OF TECHNOLOGY.
WHERE WE HAVE INCLUDED, NUMBER NINE, LETTER A. THE FOLLOWING MEASURES TO ENSURE THE SAFETY AND PRIVACY OF USERS, CEASE AND DESIST COMMUNICATION AND CIVIL OR CRIMINAL CHARGES.
THAT LANGUAGE HAS BEEN ADDED. IT IS REALLY JUST TO ADDRESS PRIVACY. AND RECORDING CONCERNS AND VIRTUAL CLASSROOMS. AND THEN ALSO, SOCIAL MEDIA.
AND NUMBER 10, WE MADE A SLIGHT REVISION HERE.
WITH LANGUAGE USAGE ON 10 B. SOCIAL MEDIA USE SHOULD BE IN A MANNER SENSITIVE TO THE STUDENT CODE OF CONDUCT AND THE EMPLOYER'S PROFESSIONAL RESPONSIBILITIES.
WE WANTED TO INCLUDE THAT, JUST BECAUSE IT PROTECTS FIRST MENDMENT FOR SPEECH. AGAIN, I JUST WANT TO POINT OUT SOME OF THE HIGHLIGHTS. BUT AGAIN, THIS IS VERY LENGTHY. BUT THE PURPOSE OF THIS WAS TO CREATE ONE POLICY WHICH INCLUDES EVERYTHING RELATED TO TECHNOLOGY. AND THAT WAS A LOT!
>> IT IS A LOT. WHAT I WILL DO FIRST, I WILL TAKE PUBLIC COMMENT. THEN WE WILL HAVE BOARD COMMENT AFTER. I WILL START, SO ALL FIVE OF THE FOLKS SIGNED UP WILL BE SPEAKING ABOUT POLICY TONIGHT.
I WILL START THERE. THEN I WILL HAVE YOU COME BACK.
>> YEAH, HAPPY TO ANSWER ANY QUESTIONS.
>> THANK YOU. OKAY SO, I HAVE RAY -- SORRY.
>> GOOD EVENING.> GOOD EVENING.
>> BY THE WAY, THANK YOU FOR DOING THE MARKUPS THIS WAY.
ON THE WEBSITE, IT'S MUCH EASIER TO UNDERSTAND WHAT'S GOING ON. COMMENTS ON TWO OF THE POLICIES, I05.02 AND I05.03. 502,
[00:40:03]
THE TITLE SHOULD INCLUDE THE ADDITIONAL ELEMENT OF THE PROPOSED POLICY. IT JUST SLIPPED IN ONE OF THE PARAGRAPHS. IF YOU MEAN THAT, SHOULD EXTEND ND THE TITLE SO THAT PEOPLE UNDERSTAND THE PLACE TO LOOK FOR THAT SORT OF INFORMATION. THERE ARE SEVERAL OPEN-ENDED STATEMENTS IN THE POLICY THAT NEED TO BE ADDRESSED AND DEFINED. THE SUPERINTENDENT MAY ESTABLISH PROCEDURES. WELL I DON'T THINK IT SHOULD BE SHOULD OR MAY, HE REALLY NEEDS TO BE WILL ESTABLISH A POLICY.THERWISE, IT COULD BECOME A DELAY MECHANISM OR TACTIC TO PREVENT PARENTS FROM GETTING ACCESS.
SINCE THE FIRST EXCUSE WOULD BE THERE IS NO PROCEDURE.
A TEACHER, A PRINCIPAL WILL NOT GO IF YOU DON'T PROVIDE PROCEDURE FOR THEM. WITHOUT SPECIFIC PROCEDURES, THIS COULD BE AN EMPTY PROMISE. THE OTHER ONE, THE OTHER TWO BOTH STATE A REASONABLE PERIOD OF TIME.
THIS MUST BE DEFINED IN BOTH CASES PEER MATERIALS ARE THERE THEY EXIST ELECTRONICALLY AND PHYSICALLY.
POLICY SHOULD BE SET FOR A SPECIFIC TIME.
24 HOURS AFTER REQUEST OR SET AS NOT TO EXCEED.
NO LATER THAN TIME SUCH AS X WORKING DAYS.
BUT IT SHOULD BE FIXED, PART OF THE POLICY.
PARTICULARLY FOR INSTRUCTIONAL MATERIALS PER DELAYS MEANS STUDENTS ARE BEING EXPOSED TO MATERIAL THAT PARENTS MIGHT DEEM NOT APPROPRIATE FOR THE CHILDREN.
THEY WANT TO SEE THESE THINGS QUICKLY.
I WOULD MAKE THOSE TIMES AS SHORT AS POSSIBLE FOR THEM TO BE ABLE TO SEE THE MATERIALS. NOW 503 WILL SERVE INTEREST IN GOING THROUGH THE CODES. THE IC CODE REFERENCE THE ONE UNDER 5C, -- INCLUDING THE WORD MATTER.
AND OTHER WRITTEN MATERIALS, 3549 2-2 REFERENCE UNDER THIS SECTION OF 503, REALLY, AND WHAT THAT PARTICULAR CODE SAYS IS THAT YOU CANNOT HAVE THINGS THAT DESCRIBE OR REPRESENT IN ANY FORM OF NUDITY, SEXUAL CONTEXT, SEXUAL EXCITEMENT OR SADOMASOCHISTIC ABUSE. ALSO BECAUSE OF THE WORD MATTER IN THERE, IT IS ANYTHING THAT IS A BOOK, MATERIAL, ANY HARD COPY, ANYTHING. THIS MEANS YOU HAVE A CODE ALREADY THAT EXISTS THAT SAYS YOU CAN GO THROUGH THE LIBRARIES AND LOOK FOR MATERIALS THAT MAY BE OBJECTIONABLE TO PARENTS BASED ON THESE GROUNDS.
I THINK IF YOU WOULD DO THIS AND USE THE CODE, YOU START TO ADDRESS SOME OF THE ISSUES THAT A BEEN RAISED BY PARENTS ABOUT THE APPROPRIATE BOOKS IN THE LIBRARY.
>> GOOD EVENING. >> YES, THANK YOU VERY MUCH I'M HERE TO SPEAK ON POLICY I05.02 CONCERNING PARENTS RIGHTS TO INSPECT INSTRUCTIONAL MATERIAL WHICH IS THE LAST PARAGRAPH.
THAT WAS JUST POINTED OUT, THAT IS PART OF THE TITLE, PROBABLY A GOOD IDEA -- IT'S ONE TINY LITTLE PARAGRAPH.
MY POINTS ARE TO LOOK AT EXPANDING WHO CAN REQUEST THE MATERIALS THOMAS IS CURRENTLY THE POLICIES AS PARENTS.
IN ANOTHER POLICY HE SAID GUARDIANS, I DIDN'T KNOW IF GRANDPARENTS HAVE BEEN USED AS WELL AS TAXPAYERS.
BUT THE PARENT WAS LIMITED AND I WOULD CONSIDER URGING YOU TO EXPAND THAT WHO ELSE COULD SEE IT BESIDES PARENTS.
THE OTHER POINT WAS AGAIN, THE QUALIFY, WHAT'S A REASONABLE PERIOD. SINCE THIS IS PROBABLY STILL VERY SUBJECTIVE, THAT WOULD HELP HAVE ANY DISCUSSIONS WITH FAMILIES THAT THEY WOULD KNOW EXACTLY WHEN THEY WOULD GET THE MATERIALS. THE THIRD ONE WAS THE STATEMENT TO PROVIDE TO STUDENTS, THAT IS ON LINE NUMBER FOUR OF THE LAST PARAGRAPH. TO MAKE IT TO SAY, ANY MATERIALS USED FOR INSTRUCTIONS.
THIS ALLOWS FOR ANYTHING THAT IS USED IN THE CLASSROOM, FOR ME, PROVIDE TO THE STUDENTS MEAN THE STUDENTS MAY HAVE TO HAVE SOMETHING PHYSICAL. AND YOU ARE TALKING ABOUT OTHER THINGS BUT ANYTHING THAT IS USING THE CLASSROOMS. SO THAT WOULD EXPAND THAT AS YOU GET INTO THE VISUAL MATERIALS. THE LAST POINT WAS TO ADD TO
[00:45:01]
THE LIST OF MATERIALS, BOOKS AND MATERIALS THAT ARE READ TO THE STUDENTS. I KNOW MANY OF THE CLASSROOMS ARE READING BOOKS OR EXCERPTS AND THOSE ARE NOT GIVEN TO THE STUDENTS, BUT THOSE ARE PART OF THE INSTRUCTION.THE OTHER POINT IS POWERPOINT PRESENTATIONS ARE ALSO BEING USED. THOSE ARE NOT GIVEN TO THE STUDENTS BUT THEY ARE USED. TO BE FULLY TRANSPARENT, IT WOULD BE GOOD TO INCLUDE THESE POINTS.
DAWN LANG. >> GOOD EVENING, HI EVERYONE THANK YOU FOR HAVING US HERE. I SPEAKING SPECIFICALLY ON I05.02 CONSENT ASPECT. I THINK DIANE AND OTHERS TOUCHED ON THE OTHER KEY AREAS OF THIS.
THIS GOES SPECIFICALLY INTO THE CONSENT.
ASPECT FOR PARTICIPATION. AS A PARENT OF THREE CHILDREN, TWO OF WHICH HAVE GONE THROUGH THE SYSTEM, THE OTHER IS 1/4 GRADER. THE ONE PARTICULAR CONSENT THAT IS JUMPING OUT IS THE PANORAMA, THIRD PARTY.
THE USE OF THIRD-PARTY VENDORS FOR USE IN A SPECIFIC WAY WITH SOME OF THE SURVEYS THAT HAVE GONE OUT.
SOME OF WHICH HAVE BEEN IN PLACE SINCE MY OLDER TWO WERE IN THE SCHOOLS. AND US NOT BEING AWARE, MADE AWARE THAT EVEN THOUGH IT MAY BE PUBLICLY POSTED ON A SITE, TO HAVE TO SEARCH AND FIND IT, IT TAKES A GREAT DEAL OF EFFORT. ONE OF THE THINGS I WOULD LIKE TO HAVE THE -- HAVE YOU ALL CONSIDER IS FIRST OF ALL, HAVING NOTIFICATION. WHAT THE SPECIFIC SURVEYS ARE, WHO THE SOURCES, THE THIRD PARTY SOURCE IS OF THE SURVEYS AND WHAT SPECIFICALLY THESE SURVEYS ARE COLLECTING AND WHY.
SECONDLY, HAVE OPT IN VERSUS OPT OUT.
OPT IN SHOULD BE VOLUNTARY NOT MANDATORY.
IT SHOULD BE UP TO THE PARENTS TO GO SEARCH AND FIND IT AUTOMATICALLY OPT OUT OUR KIDS FROM THESE SURVEYS.
ESPECIALLY IF WE ARE NOT MADE AWARE OF WHAT THE SURVEY IS, WE DON'T EVEN KNOW TO BRING IT TO YOUR ATTENTION AND ASK FOR THAT. ALSO, THIRD IS DATA PRIVACY.
HAVING BEEN A FAMILY THAT'S BEEN, HAD THIS ISSUE BEFORE WITH HACKS FROM ANTHEM, EQUIFAX, MY THREE CHILDREN HAVE ARTIE HAD THEIR SOCIAL SECURITY NUMBERS WHEN THEY WERE MINORS, ALREADY OUT IN THE PUBLIC DOMAIN AS WELL AS THEIR MEDICAL DATA AND INFORMATION. SO I'M VERY CONCERNED ABOUT DATA PRIVACY WITH WHAT THE THIRD PARTIES ARE DOOMED TO COLLECT THE DATA, WHO HAD ACCESS TO IT, WHAT KIND OF INFORMATION IS IT COLLECTING? AND THEN WHAT IS THE END GOAL COLLECTING THE DATA? AND THEN IF PARENTS HAVE THE CAPACITY TO VIEW THE INFORMATION AS WELL.
I BELIEVE THAT IS IT. THANK YOU VERY MUCH.
IT'S NOT YOUR TURN. JUST PLAYING!
>> THAT'S FUNNY! THANKS TO THE PREVIOUS SPEAKERS BECAUSE THEY SAVED ME FOUR MINUTES AND 50 SECONDS OF TIME ADDRESSING YOU ALL. I'M ALSO SPEAKING TO I05.02.
AND SPECIFICALLY, AS IT RELATES TO CORPORATION SHALL MAKE AVAILABLE FOR INSPECTION PARENTS OR GUARDIANS, BLAH BLAH BLAH. TEACHER MANUAL, TEXT AND THERE'S A LIST IF YOU CAN READ. CONNECTION WITH PERSONAL ANALYSIS AND EVALUATION OR SURVEY DESCRIBED IN SUBSECTION B. UNDER SUBSECTION B, FIRST AND FOREMOST, ON THE REVISION, POLITICAL AFFILIATIONS ADDING OR BELIEFS OF PARENTS, HIS OR HER PARENTS. SO, I'M GOING TO USE MERRIAM-WEBSTER'S DEFINITIONS HERE.
A SURVEY IS TO ASK MANY PEOPLE A QUESTION OR SERIES OF QUESTIONS IN ORDER TO GATHER INFORMATION ABOUT WHAT MOST PEOPLE THINK ABOUT SOMETHING. A QUIZ ON THE OTHER HAND, SPECIFICALLY, IS A SHORT ORAL OR WRITTEN TEST.
YOU CAN IMAGINE MY DISMAY WHEN I WAS PRESENTED THE FIRST WEEK OF SCHOOL, WITH AN ASSIGNMENT THAT WAS FROM ONE THIRD PARTY SITE, AND IT WAS TO DETERMINE THE IDEOLOGICAL ACCESS OF THE PARTICIPANT AND HOW YOU COMPARE TO OTHER POLITICAL BELIEFS BASED ON DEREGULATION VERSUS REGULATION, SMALL GOVERNMENT, RIGHT-WING VERSUS LEFT-WING, DEMOCRATIC, SOCIALIST VERSUS CAPITALIST TO NAME A FEW. YOU CAN IMAGINE MY CONFUSION BECAUSE THIS WAS LABELED AS A QUIZ AND PART OF A SENIOR-LEVEL GOVERNMENT CLASS. TO BE FAIR, THIS QUIZ WAS ABOUT
[00:50:01]
25 QUESTIONS. BUT I THOUGHT THAT READING JUST A COUPLE OF THEM, PROBABLY GIVES YOU A LITTLE CONTEXT ABOUT WHAT THE QUIZ WAS TRYING TO REVEAL.NUMBER ONE, SHOULD FUNDING FOR LOCAL POLICE DEPARTMENTS BE REDIRECTED TO SOCIAL AND COMMUNITY-BASED PROGRAMS? NOW, WE PROBABLY ALL HAVE A THOUGHT ON THAT BUT WE ARE ADULTS AND FOR US, TO HAVE A BELIEF AND SHARE THAT POLITICALLY AT AMATEUR LEVEL BASED ON INFORMATION.
NOT HIGH SCHOOL STUDENTS. NUMBER TWO, SHOULD THEY WERE MORE RESTRICTIONS ON THE PROCESS OF PURCHASING A GUN? I WILL GO BACK TO NUMBER ONE. SHOULD FOREIGN TERRORIST SUSPECTS BE GIVEN CONSTITUTIONAL RIGHTS? NOW, NUMBER FOUR, SHOULD THE GOVERNMENT REQUIRE CHILDREN TO BE VACCINATED? I DON'T KNOW ANYONE FILLED THE THING IS KIND OF A HOT TOPIC RIGHT NOW.
PROBABLY NOT ONE FOR OUR GOVERNMENT CLASS AS A SENIOR.
AND FINALLY, WE WILL SEE HOW EVERYONE TAKES THIS ONE.
NUMBER FIVE, BECAUSE I BELIEVE IN THE POLICY AFTER THE POLITICAL RELIGIOUS BELIEFS OR PRACTICES -- > YOU'VE HAD
YOUR THREE MINUTES. >> THE FINAL ONE, WHAT IS YOUR STANCE ON ABORTION? I DID HAVE A CONVERSATION WITH THE PRINCIPAL AND VICE PRINCIPAL.
ANYONE IS CONCERNED ABOUT HEARING HOW THAT WENT, IS
WELCOME TO CALL ME OR EMAIL ME. >> THANK YOU.
OKAY, ANTHONY -- YOU ARE UP. >> HI.
SAME TOPIC! I WAS ALSO ON THE WEBSTER'S DEFINITION OF SURVEY WHICH IS WIDE-RANGING AND TOPIC.
PHYSICALLY I'M HERE TO AND CONCERN FOR THE PARENTS OF THE DISTRICT AND STUDENTS THEMSELVES.
I THINK I'M GLAD TO SEE THE MATERIALS ARE BACKED UP BY STATE LAW, AND FEDERAL LAW. SOME OF THE THINGS HAVE GONE THROUGH AS FAR AS SURVEILLANCE GOES BECAUSE OF THE WIDE-RANGING TOPIC. HAVE NOT NECESSARILY DONE THAT.
I JUST HAD A FEW QUESTIONS IF YOU DON'T WANT TO ANSWER THEM YOU DON'T HAVE TO I CAN ANSWER THEM IN ABOUT TWO SECONDS EACH.
OKAY? GENERAL POLICY IS FOR SURVEILLANCE AND EVERYTHING ELSE THAT GOES, WHEN THE BOARD MEETS AND MAKES POLICIES, IS THAT CORRECT? YES. ALL RIGHT.
IF OTHER DEPARTMENTS AND BOARDS MEET, THEY ARE RESPONSIBLE FOR MAKING POLICIES AS WELL, IS THAT CORRECT? IT'S PRETTY MUCH HOW THAT GOES, RIGHT? THEY MAKE POLICIES. ALL RIGHT.
AND OTHER BOARDS AND DEPARTMENTS BE INFLUENCED BY OTHER BOARDS AND DEPARTMENTS MAKING POLICIES FOR THAT DEPARTMENT? YES.
SUCH AS LET'S SAY, HHS, CDC, AND DEPARTMENT OF HEALTH PETER GO WITH THEM AND CHANGE POLICIES BASED ON WHAT THEY SAY. MY QUESTION HERE IS, THOSE ARE POLICIES. THEY CAN BE INFLUENCED BY THE DEPARTMENT POLICIES. WHO MAKES THE LAWS? THAT IS A LEGISLATORS, RIGHT? WHICH IS WHY THIS FORM HERE, I05.02, BACKED UP WITH STATE AND FEDERAL LAW WHICH I APPRECIATE BECAUSE I LOVE THAT. THE OTHER ONES I'VE SEEN HAVE NOT BEEN BACKED UP BY LAW AND I FOUND SOME THAT ARE IN VIOLATION OF CURRENT STANDING LAW.
ABOUT SURVEILLANCE. ONE OF THOSE IS TITLE 21 US CODE 360 BBB3 SURVEILLING KIDS FOR WEARING MASKS AND OTHER STUFF IN VIOLATION. ONE, YOU CANNOT MANDATE ANYTHING. IT IS NOT YOUR JOB DESCRIPTION, IT'S AGAINST THE LAW. IT IS A FEDERAL LAW.
ALSO INTERNATIONAL LAW THIS BEEN ADOPTED IS CALLED THE NUMBER CODE YOU SHOULD READ IT. ACTUALLY SOME MEMBERS OF THIS BOARD I CANNOT MENTION SPECIFICALLY.
>> DOES HAVE TO DO WITH THIS? >> YES BECAUSE IT INTERCONNECTED THE DEFINITION OF SURVEY, SURVEILLANCE SUCH AS A BROAD TREATMENT OF THE SUBJECT, I BROADLY EXPEND THE SUBJECT FOR OTHER FORMS OF SURVEILLANCE BECAUSE YOU SURVEY KIDS WALKING DOWN THE HALLWAYS AND EVERYTHINELSE FOR -- WITH T MASKS ON I DON'T DO THIS, I'M JUST DOING IT SO THAT I CAN APPROACH EACH NIGHT, DOCTOR DONE THE STUDIES ON THIS.
I SENT YOU THIS. THIS IS DOUBLE-SIDED PAPER WITH ALL THE RESEARCH I SENT YOU ABOUT MASKS.
>> THIS IS ABOUT -- >> EXACTLY ABOUT SURVEILLANCE, RIGHT. HOW YOU CAN SURVEY THINGS IN YOUR SCHOOL AND HOW YOU GIVE WRITTEN COPY WHICH IS INFORMED CONSENT. IT'S NO INFORMED CONSENT IS ARE POLICIES HERE AND WE ARE ABLE TO REQUEST THOSE.
IF I'M CORRECT, TEACHERS IN CLASS TEACHES KIDS THAT SHOTS WILL WORK AND MASKS WORK. IT'S PART OF THE CURRICULUM BECAUSE THEY'RE BEING TAUGHT THAT IN SCHOOLS.
I LIKE TO KNOW WHERE THE WRITTEN POLICY IS FOR THESE THINGS AND THE EDUCATION PROVIDED.
IT'S ALL BASED ON THE SAME POLICY.
>> THANK YOU, YOU'VE HAD YOUR THREE MINUTES.
[00:55:05]
BOARD, ANY QUESTIONS OR COMMENTS ABOUT THE POLICIES?>> I HAD SENT SOME OF MY COMMENTS IN BEFORE -- ON I05.02, THROUGHOUT THE DOCUMENT I THINK THAT MISS EATON POINTED THIS OUT BUT THROUGHOUT THE DOCUMENT IT MENTIONS PARENTS.
I THINK IT SHOULD BE CHANGED TO PARENTS OR GUARDIAN AS WELL AS IT HAS HIS AND HER THROUGHOUT THE POLICY.
I THINK IT SHOULD BE CHANGED TO THEIR.
ONE MORE THING IT WAS CONFUSING TO ME WHEN I READ THE OPENING PARAGRAPH BECAUSE IT STARTS WITH, WITHOUT PRIOR WRITTEN CONSENT OF THE STUDENT. IF THE STUDENT IS AN ADULT, OVER 90 PERCENT OF OUR STUDENTS I WOULD SAY ARE NOT ADULTS.
SO I JUST RECOMMENDED THAT IT BE SWITCHED AROUND AND WE START WITH THE UNEMANCIPATED MINORS AND THEIR PARENT OR GUARDIAN.
>> THANK YOU, SARAH. SARAH MADE A COMMENT AT THE END OF THAT TOO THAT IT SAID IT IS A SIDE NOTE, EMANCIPATED NEEDED WITH A SWITCH. I HAVE TO AGREE WITH YOU, I DON'T THINK IT NEEDS TO BE IN THERE IF WE MAKE THAT SWITCH.
>> AT THE GREEK CHANGE WITHOUT PRIOR CONSENT OF THE STUDENT'S PARENT OR GUARDIAN, AND THEN IN PARENTHESES, OR THE STUDENT IF AN ADULT OR EMANCIPATED MINOR. JUST HAVE THAT.
>> RIGHT SO WE DON'T NEED THAT SECOND --
>> THINK WE NEED THAT. >> IN LIGHT OF SOME OF THE OTHER COMMENT, INSTEAD OF JUST SAYING ADDING THE WORD STUDENTS PARENTS, RIGHT? INSTEAD OF ON SOME OF THIS IT WILL SAY LIKE, I'M TRYING TO GIVE AN EXAMPLE FROM WHAT SARAH HAD ON HERE. INSTEAD OF JUST SAYING LIKE YOU SAID, HIS AND HER, MAYBE SAY THE STUDENTS PARENTS, THE
STUDENTSGUARDIAN . >> EITHER WAY.
I THINK THEIR -- >> EITHER WAY.
STUDENTS, THAT'S WHAT WE HAVE IN OUR SCHOOL EVERYONE IS A
>> IT IS JUST FOR FLOW IF IT'S A STUDENTS REPEATING THAT WORD -- SAYING THEIR IS JUST A GENERIC PRONOUN.
I DON'T THINK IT MATTERS EITHER WAY.
>> LIKE STUDENT AND STUDENTS PARENTS.
>> RIGHT. >> BUT WHEN WE COME BACK FOR SECOND WE CAN UPDATE THAT IS A GOOD CASH THAT WE MISSED IN THE POLICY. WE'VE BEEN TRYING TO UPDATE ALL OF THESE TO BE MORE NEUTRAL IN HOW WE REFER TO INDIVIDUALS.
CHANGING HIS OR HER TO NEUTRAL WORDS TO MAKE SURE THAT WE HAVE THE GUARDIANS OR PARENTS. PARENT OR GUARDIAN.
>> I DID FIND SOMETHING AND I JUST RECENTLY FOUND IT.
I DO HAVE A QUESTION FOR BOTH JULIE AND KIM.
WHEN WE DID THIS, WE HAVE THE ORIGINAL.
THE ORIGINAL HAS CD ON THE POLICY.
WE HAVE IT CHANGED TO A REVISED ONE WHICH IS THE REVISED ONE.
BUT ON THE ORIGINAL ONE WE HAVE CD, IS THAT IN THE REVISED VERSION? I'M SORRY ON POLICY I05.02, WE HAVE WHAT WE ARE SUGGESTING FOR THAT POLICY.
AND THEN THE ORIGINAL WARM HAS CD, THE DEPARTMENT AND THE GOVERNING BODY SHOULD GIVES PARENTS A STUDENT'S NOTICE OF RIGHTS UNDER THAT SECTION. DO WE HAVE THAT IN THE REVISED
VERSION? >> WHERE DO YOU SEE THAT? HERE IS OUR CURRENT. IT GOES A, B, C, D.
BUT I DON'T SEE C, D ON HERE. AND I WAS JUST LOOKING AT IT ACTUALLY RIGHT NOW. AND THEN IT STOPS DOWN HERE.
WE DIDN'T SAVE WE DELETED THAT OR NOT.
DO YOU SEE THAT JULIE? >> I'M JUST NOW SEEING THAT AND I THOUGHT I WOULD POINTED OUT. IS THAT IN ORDER REVISED?
>> YES, THANK YOU FOR POINTING THAT OUT.
I WILL DOUBLE CHECK THE WORDING.
>> OKAY. >> I WILL GET BACK TO THE
POLICY COMMITTEE. >> THANK YOU.
>> I THINK WE SHOULD UPDATE THE TITLE.
I DON'T THINK THAT GOT UPDATED. >> TO INCLUDE THE REVIEW OF
INSTRUCTIONAL MATERIAL. >> YEAH.
BECAUSE WE HAD THAT IN BUT DID NOT UPDATE THE TITLE.
[01:00:02]
>> AND TO ADD REVIEW INSTRUCTIONAL MATERIALS.> YEAH, SOMETHING LIKE THAT. SO IT'S CLEAR AT LEAST IN THE
TITLE. >> MY SUGGESTION -- [INAUDIBLE]
>> DO WE NOT HAVE A POLICY, A SEPARATE POLICY ABOUT REVIEWING
INSTRUCTIONAL MATERIAL? >> WE DO, YES.
POLICY AND CURRICULUM. >> THIS IS JUST POLICY PERTAINING TO SURVEY KIND OF THINGS?
RIGHT? >> YES, SO AS SOME FOLKS MENTIONED TONIGHT ABOUT SURVEYS, WE HAVE A CONSENT FORM THAT WILL ALSO REVISE THE LANGUAGE TO MATCH THE US, THE FEDERAL LANGUAGE WHICH WE ARE UPDATING.
AND WE DO, FOR EXAMPLE, WITH PANORAMA SURVEY, THERE IS A SKYLER THAT WHEN I THICKEN MARCH 2020.
THAT DESCRIBED THAT SURVEY AND WHEN IT WOULD BE ADMINISTERED TO STUDENTS. AND THEN WITHIN THAT SKYLER THAT WENT OUT TO THE COMMUNITY, IT ALSO SAID IF YOU WANT TO OPT OUT OF THIS, IT PROVIDED THOSE INSTRUCTIONS.
>> SO WE HAVE BEEN INFORMING PARENTS THIS IS GOING TO HAPPEN IF YOU'D LIKE TO OPT OUT, HERE'S WHAT YOU CAN DO.
>> YES, CORRECT. >> THANK YOU.
>> I THINK JUST CLARIFYING THAT TITLE, AND THEN MAYBE, I'M NOT SURE WHERE WE ARE AT AND POLICY.
TO REVIEW THE POLICY UNDER CURRICULUM.
SPECIFICALLY RELATES TO MATERIALS.
>> TO REVIEW CURRICULUM MATERIALS?
>> SO THE POLICY SHOWS PARENTS WHERE TO GO IF THEY WANT TO QUESTION OR LOOK AT OR REVIEW LIBRARY BOOKS OR MATERIAL.
WE DO HAVE THE POLICY? >> YES WE DO I CANNOT NAME IT FOR YOU. IT IS NOT THAT PARTICULAR ONE.
>> WE MAY NEED TO REWORD THIS. I THINK THE CONFUSION IS THE WAYIT'S WORDED RIGHT NOW , THIS POLICY PERTAINS TO SURVEYS, BUT THE WAY WE HAVE WORDED IT MAYBE IS NOT SUPER CLEAR.
>> THERE'S A LITTLE BIT OF CROSSOVER.
>> YET AND I THINK IT'S MAYBE, FROM THE COMMENTS I THINK IT IS NOT REALLY CLEAR. WE KIND OF KNOW BUT THERE MIGHT
BE SOMETHING -- >> MAYBE FOR US TO DO A CROSSWALK BETWEEN THE CURRICULUM REVIEW POLICY AND THIS ONE SO THAT WE CAN SEPARATE THE TWO AND PROVIDE
>> WE MAY DELAY PERHAPS THE SECOND READ.
>> IT MIGHT BE HELPFUL, I THINK IF WE CAN MAYBE DELAY THIS ONE AND BRING THEM TOGETHER AND MAKE SURE THAT LANGUAGE IS CLEAR. JUST HEARING THE COMMENTS WE WANT TO MAKE SURE WE ARE NOT OVERLAPPING.
I KNEW WHAT WE WERE TALKING ABOUT POLICY COMMITTEE BUT --
>> IF WE CAN PROVIDE THAT CLARITY, THAT WOULD BE --
[01:05:04]
AND THEN DISCUSS THINGS WITHIN THE CURRICULUM.THIS IS COVERING US COLLECTING DATA SO PARENTS KNOW THESE ARE QUESTIONS, WE LOOK AT THE DATA HERE'S WHAT WE WILL DO WITH IT.
AS OPPOSED TO HIGH SCHOOL SENIOR TALKING ABOUT POLITICS.
>> THAT MAKES SENSE, THANK YOU. ANY OTHER QUESTIONS OR COMMENTS FOR THE BOARD? OKAY.
THANK YOU VERY MUCH! NEXT UP WE HAVE SUPERINTENDENT
[6. Superintendent's Report]
REPORT. YOU'RE UP, DOCTOR STOKES.>> A COUPLE OF THINGS I WANTED TO SHARE.
ONE IS, I WANT TO TALK A LITTLE ABOUT WHAT IS CALLED THE SUCCESSFUL SCHOOL RETURN PROGRAM.
OUR FOUNDATION WAS GRANTED MONEY LAST MAY FROM THE UNITED WAY OF CENTRAL INDIANA TO PADDRESS MENTAL HEALTH NEEDS OF STUDENTS AS WE RETURNED TO SCHOOL.
PARTNERSHIP WITH TWO PRIVATE MENTAL HEALTH PRACTICES.
OUR INTERNAL TEAM WORKED TO CREATE WHAT IS CALLED A SUCCESSFUL SCHOOL RETURN PROGRAM AGAIN, WITH THE GOAL TO ASSIST STUDENTS AND FAMILIES ARE STRUGGLING TO SUCCESSFULLY RETURN TO IN PERSON INSTRUCTION.
THE PROGRAM IS FREE TO FAMILIES.
AND IT REQUIRES PARENTAL CONSENT, ALL SERVICES ARE COVERED BY THE GRANT FUND FROM THE UNITED WAY.
AND SO SO FAR, WE'VE HAD AROUND 27 STUDENTS THAT HAVE BEEN REFERRED SINCE THE BEGINNING OF THE SCHOOL YEAR.
THE PROGRAM CURRENTLY HAS TWO THERAPISTS WORKING 16 OTHER REFERRAL STUDENTS. THE REFERRED STUDENTS.
SO FAR, THE STUDENT ENROLLMENT IN THE PROGRAM, THEY ARE SEEING REALLY GOOD SUCCESS. SUPPORT IS BEEN PROVIDED THAT IS BENEFICIAL TO OUR STUDENTS AS THEY TRANSITION BACK.
THIS WAS IMPORTANT TO US BECAUSE WE HAD MANY STUDENTS WHO HAD A FEAR OF COMING BACK INTO THE BUILDING OR JUST SOME ISSUES THAT THEY FACE AFTER HAVING BEEN OUT ON VIRTUAL.
SO IT'S BEEN REAL HELPFUL TO US AND IS ACTUALLY CLOSED THE GAP AND FREE TO FAMILIES. PARENTS DON'T HAVE TO PAY FOR IT. I JUST WANTED TO SHARE THAT WE WERE EXCITED ABOUT THAT. THE OTHER THING I WANTED TO SHARE IS THAT, AS YOU MAY OR MAY NOT KNOW, WE HAVE BEEN AWARDED THE SCHOOL SAFETY GRANT FOR $50,000 FROM THE INDIANA DEPARTMENT OF HOMELAND SECURITY.
AND WE ARE APPRECIATIVE OF OUR POLICE DEPARTMENT AND THE SRO 'S THAT SERVE STUDENTS AND STAFF AND COMMUNITY EVERY DAY OF COURSE. AND SO AS WE CONTINUOUSLY FORGE OUR RELATIONSHIPS WITH THE POLICE OFFICERS AND ARE SRO'S AND IS A BUILD RELATIONSHIPS WITH THEIR STUDENTS IN THE CLASSROOM, WE WANT TO GO ON RECORD THANKING THEM.
BECAUSE THEIR CRITICAL ELEMENT IN OUR OVERALL SAFETY AND PREPAREDNESS. ANSWER THIS AWARD WE BEEN GIVEN IS $50,000. IT IS ACTUALLY USED TO OFFSET THE SALARY AND BENEFITS FOR OUR SRO'S.
I WANTED TO THANK OUR SROS AND POLICE DEPARTMENT FOR OUR SUPPORT IN THE SCHOOLS AND WANT TO CONTINUALLY GRIEVE GRANTS SUCH AS THIS TO SUPPORT THAT RELATIONSHIP.
>> OKAY AND THOSE OF THE THINGS I WANT TO SHARE.
OTHER THAN THAT I JUST WANT TO GIVE A SHOUT OUT TO OUR COMMUNITY AND THANK YOU AS ALWAYS FOR TRYING TO WORK WITH US. I'VE ASKED YOU BEFORE TO SHOW US MERCY AND GRACE AS WE WORK THROUGH THIS UGH TIME FOR TRYING TO KEEP OUR STUDENTS IN SCHOOL, WE BEEN ABLE TO BE SUCCESSFUL WITH THAT AS YOU KNOW MANY OF OUR STUDENTS ARE IN LONGER BECAUSE OF SOME OF THE CHANGES THAT E'VE MADE AND WE ARE APPRECIATIVE OF MORE SUPPORT AND I ALWAYS WANT O THANK UR TEACHERS AND OF COURSE, OUR ADMINISTRATORS AND ALL OF OUR SUPPORT STAFF THROUGHOUT THE BUILDINGS.
FOR ALL THE THINGS THAT THEY DO EVERY DAY TO MAKE THIS A GREAT PLACE FOR OUR STUDENTS. I ALSO WANT TO -- ARE YOU READY TO WANT TO THE DRAFT AGENDA? ALL RIGHT.
IF YOU LOOK AT THE DRAFT AGENDA AS ALWAYS, I ALWAYS SAY I DO NOT NEED TO READ IT FOR YOU. BUT I DO WANT TO HIGHLIGHT A COUPLE OF THINGS THAT YOU SEE ON THE DRAFT AGENDA.
IF YOU GO DOWN TO THE INFORMATION ITEMS AS KATIE SHARED EARLIER, WE WILL TALK AGAIN ABOUT PLANNING FOR REDISTRICTING FOR 2022. BUT ALSO WANT TO BRING TO YOUR ATTENTION TENTATIVELY, WE ARE HOPING TO BRING BACK THE ELECTRIC BUS PURCHASE. UNLESS SOMETHING HAPPENS BETWEEN NOW AND OUR NEXT MEETING.
I KNOW WE'VE BEEN TALKING ABOUT THAT.
WE WANT TO BRING THE ELECTRIC BUS PURCHASE BACK.
WE WILL BRING THE POLICIES BACK AGAIN WITH PERHAPS THE EXCEPTION OF THE ONE POLICY THAT WE JUST TALKED ABOUT.
AND THAT IS WHAT I WANTED TO SHARE.
[7. Board Members Reports]
[01:10:03]
>> OKAY. WE DO NOT HAVE BOARD MEMBER REPORTS, NO NEW ONES. I WILL ENTERTAIN --
>> THIS WEEK -- THIS IS MUD SOCK VOLLEYBALL.
THOSE ARE NOT WARY THIS IS THE COMPETITIONS, --
>> THE VERY FIRST MUD SOCK FOOTBALL GAME WHICH I BELIEVE IS SO THAT MAY BE A FEW TICKETS LEFT.
BUT THE FOUNDATION WILL BE THERE, A LOT OF BOARD MEMBER IS WILL BE THERE AND A LOT OF PEOPLE IN THE COMMUNITY.
IT IS THE EVENT TO BE OUT THIS FRIDAY.
>> EVEN THOUGH THERE IS NO PASTA BOWL THERE IS A FOOD DRIVE. STUDENTS ARE, THERE ARE PRIZES AND AWARDS TO BE WON AND INDIVIDUAL SCHOOL BUILDINGS AMONGST GRADE LEVELS AND STUDENTS AND STAFF.
THAT IS TO FEED THE FISHERS COMMUNITY.
>> TO GO WITH THE YOUTH ASSISTANCE PROGRAM, SNACK ATTACK AND I BELIEVE SOME OTHER THINGS.
BUT YEAH, THERE IS PASTA BEING COLLECTED THAT IS HIGH SCHOOL LEVEL. AND THEN OTHER GRADE LEVELS, FOUNDATIONS POST ABOUT I'VE SEEN IN SCHOOL NEWSLETTERS AS
