[1. Meeting Opening ]
[00:00:05]
>>> GOOD EVENING. SORRY FOR THE DELAY.
I WILL CALL THIS MEETING TO ORDER.
PLEASE STAND OR THE PLEDGE OF ALLEGIANCE.
[2. Consent Agenda ]
CONSENT AGENDA. ARE THERE ANY QUESTIONS OR COMMENTS FROM THE BOARD ABOUT THE CONSENT AGENDA? IF NOT, I WILL ENTERTAIN A MOTION TO APPROVE.>> MOTION TO APPROVE THE CONSENT AGENDA AS PRESENTED.
>> SECOND. >> MOTION BY SARAH, SECONDED BY MICHELLE. ANY OTHER QUESTIONS OR COMMENTS? SEEING THERE ARE NONE I'LL HAVE JULIE CALL FOR THE VOTE.
[3. Public Comments ]
ON OUR AGENDA WE HAVE PUBLIC COMMENTS.I BELIEVE JEFF INFORMED EVERYONE ON HOW THE PUBLIC COMMENTS WILL WORK TONIGHT. JUST WANT TO I ITERATE THE BOARD CONDUCTS IT BUSINESS WITH THE PUBLIC, SO WE WOULD LIKE TO INVITE THOSE WHO SIGNED UP TO SPEAK TONIGHT AND YOU'LL HAVE THREE MINUTES AND YOU WILL HAVE -- HE EXPLAINED THE YELLOW AND THE RED AND BEEPING SO PLEASE AT YELLOW FINISH WHAT YOU CAME TO SPEAK ABOUT AND ALLOW OTHER FOLKS TO HAVE THEIR TURN TO SPEAK. I WILL BE DOING THE -- I WILL BE ALSO PUTTING SPEAKERS WITH THE ITEM THAT THEY SIGNED UP TO SPEAK ON ON THE AGENDA. AND ON OUR CONSENT AGENDA WE JUST APPROVED TWO NEW POSITIONS AND I'LL HAVE DR. KEGLY GIVE AN
INTRO FOR THOSE POSITIONS. >> THANK YOU.
WITH OUR CONSENT AGENDA AS MS. PRITCHETT SAID WE BROUGHT ON TWO FOLKS TO OUR ADMINISTRATIVE TEAM AT THE DISTRICT LEVEL.
THE FIRST I WOULD LIKE TO HIGHLIGHT IS OUR NEW EXECUTIVE DIRECTOR OF SECONDARY EDUCATION, MICHELLE BRITAIN WATTS.
MICHELLE COMES TO US AFTER AN EXTENSIVE CAREER AS A TEACHER AND ADMINISTRATOR IN MIDDLE SCHOOL AND HIGH SCHOOL LEVEL.
SHE'S BEEN A TEACHER OF EXCEPTION EXCEPTIONAL LEARNERS, SHE HAS EXPERIENCES WITH THE INDIANAPOLIS PUBLIC SCHOOLS AND MOST RECENTLY WITH THE MONROE COUNTY SCHOOL CORPORATION AS THE PRINCIPAL OF BLOOMINGTON NORTH HIGH SCHOOL.
MRS. BRITAIN WATTS SERVEDDED A TEACHER, ASSISTANT PRINCIPAL, ATHLETIC DIRECTOR, CURRICULUM COORDINATOR AND BUILDING PRINCIPAL. AND WHEN I HAPPENED TO CALL HER IMMEDIATE SUPERVISOR SHE HAD NOTHING BUT OUTSTANDING THINGS TO SAY ABOUT HER TIME SERVING AS THE PRINCIPAL OF BLOOMINGTON NORTH AND I KNOW THAT THEY ARE GOING TO MISS HER LEADERSHIP IN THAT DISTRICT. SO I WOULD IN IN INVITE MICHELLE FORWARD AND I WOULD INVITE THE BOARD TO ENTERTAIN QUESTIONS YOU
HAVE OF MICHELLE. >> DOES THE BOARD HAVE QUESTIONS
OR COMMENTS? >> I FIND IT INTERESTING THAT YOU'VE BEEN AN ATHLETIC DIRECTOR AS WELL AS AN ADMINISTRATOR.
>> IN MY EARLY DAYS YES I WAS AN ATHLETIC DIRECTOR AND COACHED
MANY THINGS. >> SO YOU PRETTY MUCH KNOW EVERYTHING ABOUT SECONDARY THAT THERE IS TO KNOW.
SECONDARY LEVEL. >> AS OF RIGHT NOW.
>> WELL, WELCOME. >> THANK YOU VERY MUCH.
>> I DON'T HAVE ANY QUESTIONS. I'M JUST EXCITED AND WELCOME AND YOUR CREDENTIALS ARE OUTSTANDING AND WE'RE LUCKY TO HAVE YOU
IT'S AN HONOR TO BE SELECTED TO SERVE THE DISTRICT IN THIS CAPACITY AND I'M LOOKING FORWARD TO GETTING TO WORK.
>> THANK YOU VERY MUCH. >> THANK YOU.
CHIEF FINANCIAL OFFICER, KATIE DOWELING.
KATIE HAS AN SENSITIVE CAREER IN THE THE PUBLIC SECTOR IN WORKING IN FINANCE AREA. SHE'S BEEN IN THE LAKE COUNTY TREASURY OFFICE, DEPUTY CLERK IN HIGH LAND INDIANA AND SINCE 2013 HAS WORKED IN PUBLIC SCHOOLS IN A CFO CAPACITY.
THOSE SCHOOLS HAVE BEEN THE CHICAGO, GRIFFITH AND MOST RECENTLY THE DISTRICT SHE'S LEAVING CROWN POINT COMMUNITY
[00:05:02]
SCHOOLS. A WIDE VARIETY OF EXPERIENCES INCLUDING WORK WITH REFERENDUMS AND RENEWAL OF REFERENDUMS SO I INVITE KATIE FORWARD AND SIN INVITE YOU TO ASK HER ANYQUESTIONSER. >> WELCOME, AND CONGRATULATIONS.
>> THANK YOU VERY MUCH. >> THE BOARD, ANY QUESTIONS OR
COMMENTS? >> WHAT ARE YOU MOST EXCITED
NO. I'M JUST EXCITED TO BE HERE.
IT'S A GREAT OPPORTUNITY, NOT MANY PEOPLE IN MY BUSINESS GET THE OPPORTUNITY TO WORK AT A CORPORATION SUCH AS THIS SO I'M LOOKING FORWARD TO THE CHANNELS, THE REF REFERENDUM RENEWAL AND I'M LOOKING FORWARD TO WORKING WITH THE TEAM.
SO THANK YOU SO MUCH. >> THANK YOU SO MUCH AND CONGRATULATIONS AGAIN.
>> OKAY. NEXT UP WE HAVE FOR INFORMATION TONIGHT, OUR DISTRICT GOAL STATEMENTS.
AND DR. KEGLY WILL WALK YOU THROUGH THOSE.
>> SO THESE ARE FOR INFORMATION ONLY AND CERTAINLY STILL WORK IN PATROL CAR FOR THE BOARD BUT YOU'LL RECALL THAT AFTER THE BOARD RETREAT THAT WE HAD A COUPLE WEEKS AGO, DR. BOURFF CAME BACK AND MET WITH OUR CABINET AND TASKED EACH OF OUR DEPARTMENTS TO DEVELOP SOME ROUGH OUTLINES OF GOALS THAT WE MIGHT PRESENT TO HIM LAST WEEK AND THEN HE PASSED THOSE TO YOU ALL. I'M GOING TO READ EACH OF THOSE GOALS AND THEN YOU CAN HAVE AS MUCH OF A DISCUSSION AS YOU WOULD LIKE, I WOULD REMIND THE BOARD THAT AGAIN THESE ARE ROUGH IN THEIR PROGRESS, AND PROBABLY HAVE SOME MORE WORK AND DISCUSSION AROUND THEM. BUT YOUR GOALS AND YOUR TASK FOR YOUR GOALS SHOULD BE BROAD AND ALL ENCOMPASSING OF THE DISTRICT AND THE ADMINISTRATIVE TEAM HERE WILL WORK TO ESTABLISH METRICS AND OBJECTIVES AND MORES TO HELP STRATEGIZE TO ACHIEVE THOSE GOALS ONCE THEY'VE BEEN FIRMLY ACCEPTED AND ESTABLISHED.
SO FROM AN ACADEMIC SIDE ALL STUDENTS WILL DEMONSTRATE GROWTH IN ACADEMIC ACHIEVEMENT AND PRO-FIXER, FROM AN OPERATIONS ALL DIVISIONS OF HFC OPERATIONS WILL EVIDENCE EFFORTS TO EFFECT SUPPORT FOR ACADEMY SUCCESS. FOR COMMUNICATIONS ACCESS TO HFC INFORMATION BY INTERNAL AND EXTERNAL STAKEHOLDERS AND THOSE EXPLORING HFC WILL BE ASSESSED AND RESTEINED FOR GREATER EASE AND CONSISTENCY, AND THE BOARD GOAL PROFESSIONAL GROWTH AND INTERACTION WILL BE ADVANCED THROUGHOUT THE YEAR.
SO THOSE ARE THE CURRENT ITERATION OF GOAL STATEMENTS FOR YOUR REVIEW AND ANY DISCUSSION IS THAT YOU WOULD LIKE TO HAVE.
>> SO JUST ONE, AS WE READ THROUGH THOSE THE FIRST THREE ARE GOAL THAT THE DISTRICT HAS THAT WILL BE FIGURED OUT HOW TO IMPLEMENT AND MEASURED BY THE DISTRICT.
THE FOURTH ONE IS ONE THAT WE HAVE THAT IS SEPARATE FROM THE
>> OKAY. >> ARE THERE ANY QUESTIONS OR
COMMENTS FROM THE BOARD? >> I JUST LIKE TO MAKE A QUICK COMMENT THAT WE DID WORK AT OUR BOARD LEADERSHIP AND HAD THE OPPORTUNITY TRAVELOGUE IN DEPTH IN THIS AND I'M VERY EXCITED TO SEE THAT WE'VE WORKED HARD ON THESE AND WE'VE PUT THESE TOGETHER FOR OUR COMMUNITY TO SEE.
SO HAVING -- I MEAN, HEARING DR. KEGLY SPEAK I JUST WANT TO REITERATE WE HAVE ACADEMIC GOAL, OPERATIONS GOAL A COMMUNICATIONS GOAL AND THEN A BOARD GOAL. SO TO MAKE SURE THE COMMUNITY UNDERSTANDS THAT WE TAKE A VERY SERIOUSLY TO WORK TOT AND COME UP WITH SOME STRONG GOALS FOR OUR SCHOOL DISTRICT.
>> AND JUST A QUESTION, INFORMATIONALLY NOW THESE WILL BE BACK WITH THE SMART GOALS AND WHEN ARE WE EXPECTED -- IS IT BEFORE SCHOOL STARTS OR SOON AFTER?
>> I THINK THE GOAL WOULD BE THAT WE WOULD HAVE EVERYTHING ESTABLISHED IN & METRICS OUT LINED PRIOR TO START OF SCHOOL.
>> BECAUSE THE BUILDING ADMINISTRATORS USE THAT TO --
>> ESTABLISH GOALS FOR THEMSELVES IN THEIR OWN
>> THAT WHEN THE THEY BECOME PUBLIC FOR EVERYBODY TO SEE?
OR DO THEY NEVER BECOME PUBLIC? >> I WOULD IMAGINE THAT YOU'LL HAVE FURTHER CONVERSATION ABOUT AND DECIDE IF YOU WANT TO LAND ON THE -- AND ONCE THAT'S ESTABLISHED YOU'LL TASK US WITH
[00:10:04]
THAT METRIC PROCESS AND MEASURING AND HOW THAT WILL HAPPEN AND THEN WE'LL COME BACK TO YOU.>> OKAY, THANK YOU VERY MUCH. >> MM-HMM.
>> ANY OTHER QUESTIONS OR COMMENTS?
[5. Action Items ]
OKAY, WE'RE MOVING ON TO ACTION ITEMS AND 5.01 IS CONSTRUCTION CONTRACT OF FISHERS JUNIOR HIGH AND I HAVE -->> GOOD EVENING. I GOT BRAD FOR ANY TECHNICAL QUESTIONS THAT I CAN'T ANSWER, BUT THIS IS PHASE FOUR OF THE RENOVATION, THIS RENOVATION IS GOING TO ADDRESS THE LIGHTING, CARPET AND OTHER FINISHES IN THE CLASSROOMS, ALSO UPDATING THE RESTROOMS, REMODELING THE FAX ROOM AND CREATING A FIT NECESSARY CARDIO LAB, ALSO TOUCHING MANY OF THE OTHER AUXILIARY SPACES BRINGING THEM UP-TO-DATE WITH THE PHASE TWO, THREE AND ONE REMODELS. ON JUNE 16 WE RECEIVED BIDS.
WE HAD FIVE COMPANIES BID ON THE PROJECT.
THE LOWEST RESPONSIVE BIDDER WAS CPM WITH A BASE BID OF $3,369,000 WHICH IS BELOW THE ESTIMATED BUTT THAT WE WERE WORKING WITH. THERE WAS EIGHT ALTERNATIVES OR EIGHT ALTERNATE WITH THE BID. WE'RE SUGGESTING THAT WE ACCEPT SEVEN OF THE EIGHT ALTERNATES. WRINGING THE GRAND TOTAL UP TO 3,859,000-DOLLAR WITH AN ANTICIPATED COMPLETION DATE OF NOVEMBER 2022. THIS IS WITHIN THE TIME FRAME ESTABLISHED AND THIS IS WITHIN BUDGET.
CSL DELIVERED A GREAT PLAN WORKING WITH THE ADMINISTER OF TEAM OVER THERE AND THE TEACH TERSE DELIVERING PRETTY MUCH EVERYTHING THEY ASKED FOR. SO I'M ASKING YOUR PERMISSION TO
APPROVE THE CONTRACT TO CPM. >> IS THERE ANY QUESTIONS OR
COMMENTS FROM THE BOARD? >> JUST FOR THE PUBLIC'S INFORMATION, CAN YOU REMIND US WHAT THE BUDGET WAS?
YOU SAID COMING IN UNDER -- >> SO THE TOTAL BUDGET FOR THE PRICE WAS A LITTLE BIT UNDER 7 MILLION FOR HARD COSTS AND SOFT COSTS. THIS IS FOR THE CONSTRUCTION, WE
ESTIMATED WAS AT FOUR -- >> IT WAS RIGHT AT FIVE.
>> RIGHT AT FIVE. >> THANK YOU.
>> SOME REALLY GOOD NUMBERS. >> AND YOU MIGHT HAVE JUST SAID IT AND IT PROBABLY WENT -- WHEN UNDERSAY THIS IS TO START AND
WHEN IS IT TO BE COMPLETED? >> IF APPROVED TONIGHT THEY'RE GOING TO START JULY SO IN A COUPLE WEEKS S IT WILL GO UNTIL
NOVEMBER OF 2022 TO FINISH IT. >> THANK YOU.
ANY OTHER QUESTIONS OR COMMENT FROM THE BOARD?
>> JUST A QUICK COMMENT, FACTS AND CIRCUMSTANCES FAMILY AND CONSUMER SCIENCE, SO THE KITCHENS AND ALL THAT KIND OF STUFF? OKAY, THANK YOU.
>> ANY OTHER? OKAY, SOING THERE ARE NONE I WILL ENTERTAIN A MOTION TO APPROVE.
>> MOVE TO APPROVE. >> I'LL SECOND.
>> OKAY, MOTION MADE BY JULIE SICKEDDED BY SARAH PARKS-REESE, ANY OTHER QUESTIONS OR COMMENTS? I'LL HAVE JULIE CALL FOR THE VOTE.
>> MOTION PASSES. THANK YOU VERY MUCH.
AND NEXT UP WE HAVE POLICY FOR THE SECOND READING TO THAT'S WHY WE HAVE ACTION ON THIS TODAY. POSSIBLY ACTION TODAY.
AND WE HAVE KIM [INDISCERNIBLE] WITH US.
>> SO BOTH OF THOSE THE POLICIES THAT WE'RE GOING TO BE LOOKING AT THIS EVENING AND AGAIN THANK YOU THE BOARD, DR. KEGLY AND KIM LIP I. I'M PLEASED TO PRESENT THE POLICIES FOR SECOND READING BOARD APPROVAL AND WE HAVE TWO POLICIES FOR YOUR APPROVAL THIS EVENING.
THE FIST IS STUDENT BEHAVIOR AND THAT IS J 05.00.
AND ON THIS PARTICULAR POLICY WE MADE SOME MINOR REVISIONS TO SOME OF THE LANGUAGE HERE. AS YOU CAN SEE IT'S PROJECTED JUST TO POINT OUT TO PARENTS OR STUDENTS HO DISAGREE WITH ANY DISCIPLINARYAS THAT THEY SHOULD REVIEW THE INFORMATION IN THE LINKS BELOW AND THOSE ARE THOSE LINK ARE PRESENTED BELOW SO IT TAKES THE PARENT OR STUDENT THEIR ATTENTION TO THOSE PARTICULAR LINKS. AND ALSO WE WILL BE UPDATING THE SCHOOL WEBSITE WHICH WAS IN CORRECT IN THE POLY.
POLICY. AND OUR SECOND POLICY FOR OUR CONSIDERATION IS BOWLING PROHIBITED WHICH IS J 05.01.01, AND ON THIS PARTICULAR POLICY WE HAVE ADD A LINK AND THAT IS LINK
[00:15:05]
TO THE NONDISCRIMINATION AND ANTI-HARASSMENT PROCEDURE AND ALSO UPDATING THE WEBSITE TO MAKE SURE THAT'S CORRECT.>> DOES THE BOARD HAVE ANY QUESTIONS OR COMMENTS? SEEING THERE ARE NONE I WILL ENTERTAIN A MOTION TO APPROVE.
>>IVELY APPROVE THE POLICY AS LAID OUT.
AS PRESENTED. >> MOTION MADE BY BRAD.
IS THERE A SECOND? >> I'LL SECOND.
>> SECONDED BY SUZANNE, ANY OTHER QUESTIONS OR COMMENTS?
>> I'LL HAVE JULIE CALL FOR THE VOTE.
NEXT UP WE HAVE OUR TRANSITION FROM 401 A AND 401 C PLANS CONSIDER SORRY 457 B, AND WHO'S PRESENTING THAT? I HAVE -- OH. OH THAT'S WEIRD.
5.03 RESEARCH ADOPTION. AND WE HAVE DR. KEGLY.
>> THANKS. I WOULD JUST PRESENT TO THE BOARD THE PROPOSALS FOR EXTENDING CURRICULUM DETERMINE MATERIALS AT BOTH TOOLS. THIS IS THE SAME DOCUMENT I PRESENTED TWO WEEKS AGO AND OFFER THOSE TO YOU FOR APPROVAL.
>> DO WE HAVE ANY QUESTIONS OR COMMENTS FROM THE BOARD? JUST A QUICK COMMENT, JUST FOR CLARITY.
THAT WE ARE REVIEWING THE BOOKS WHICH WE HAVE DONE AND WE ARE VOTING TONIGHT ON USING THESE RESOURCE MATERIALS IN THESE
>> WE DO HAVE A SPEAKER THAT REQUESTED TO SPEAK ON THIS AND SO IF BEN ORR IS IN THE AUDIENCE, WELCOME.
>> I WOULD LIKE TO THANK DR. KEGLY AND THE BOARD FOR THIS OPPORTUNITY TO REVIEW THE RESOURCES THAT WILL BE USED TO TEACH OUR CHILDREN, AWE'VE SEEN OVER THE PAST YEAR A MISTRUST HAS GROWN BETWEEN PARENTS AND ADMINISTRATORS WITH OUR WONDERFUL TEACHERS AND STUDENTS CAUGHT IN THE IMMEDIATELY.
I APPRECIATEDC. STOKES' COMMENTS LAST THE NIGHT ASSURING US THAT CRT WILL NOT IN FILL RATE OUR COMMUNITY.
THIS CONTINUED TRANSPARENCY IS HELPING TO RESTORE TRUST, THANK YOU. MANY OF OUR CHOICES OUT LINE THE RESOURCES DOCUMENT ARE EXCELLENT AND WIDELY ACCEPTED CHOICES, I APPRECIATE THE TRANSPARENCY WITH WHICH YOU PRESENT OTHER AUTHORS WHO MAY NOT BE MY FIRST CHOICE. MY LARGER CONCERN WAS WHAT'S MISSING TEMPERATURE DOCUMENT LEAVES PARENTS GUESSINGABLE GUESSING ON HOW OUR CHILDREN WILL BE UNDERSTANDED IN KEY AREAS. YOU'VE CHOSEN MATERIALS FOR E-CON, PSYCH, SOCIOLOGY, EVEN A CLASSICALLED RAISE IN AMERICA BUT NOT U.S. HISTORY OR GOVERNMENT.
IN MY OPINION THESE ARE SOME OF THE MOST IMPORTANT WHICH ISES OUR CHILDREN WILL TAKE AS THEY BEGIN TO FORM A VISION OF WHAT IT MEANS TO BE AN AMERICAN . . .
>> THIS IS AN ACTION ITEM SO DOES THE BOARD HAVE ANY OTHER
QUESTIONS? >> I HAVE A QUESTION FOR DR. KEGLY. WILL YOU EXPLAIN, I THINK THERE MAY BE MISUNDERSTANDING ON THIS DOCUMENT IS.
I KNOW IT SAYS THE END RATIONALE FOR SENDING ACTIVITIES.
FROM THAT IS STATEMENT I THINK MAYBE THE COMMUNITY DOESN'T UNDERSTAND WHAT THESE MEAN. WOULD YO EXPLAIN MORE ABOUT WHY
[00:20:03]
SOME OF THESE LIKE WE'RE NOT APPROVING MATERIAL?>> CORRECT. SO WE'RE ASKING FOR THE BOARD TO APPROVAL EXTENDED RESOURCES THAT WE ARE.
ING NEW AND THAT WILL BE RENTED AS PART OF TEXTBOOK RENTAL THROUGHOUT THE LIFE OF THESE MATERIALS.
THE OTHER COURSE HIGHLIGHTED ON THE SECOND PAGE ARE COURSES WHERE MOST OF THE MATERIALS THAT TEACHERS WILL USE IN THESE SUBJECTS ARE FREE ONLINE PRIMARY SOURCES AND THEREFORE DO NOT NECESSITATE REQUESTING APPROVAL BECAUSE THERE'S NOT A FEE
ASSOCIATED. >> BUT THOSE ARE STILL -- ARE THOSE STILL DOCUMENTS -- I KNOW IT LISTS A LOT OF PRIMARY SOURCES SO PRESUMABLY THEY'RE USING THE DECLARATION OF INDEPENDENCE AND THE U.S. CONSTITUTION, THOSE ARE STILL RESOURCES THAT ANY PARENT COULD REQUEST A TEACHER TO REVIEW AND SEE WHAT THEY'RE USING AND IT'S NOT THAT WE'RE NOT APPROVING ANYTHING OR HIDING ANYTHING IT'S JUST NOT WHAT WE'RE APPROVING,
IS THAT CORRECT. >> CORRECT AND WHAT MOST OFTEN HAPPENS PARTICULARLY IF OUR HIGH SCHOOL COURSES IS THAT THE TEACHERS HAVE EACH OF THESE COURSES WILL HAVE A SYLLABUS MUCH LIKE YOU MIGHT HAVE AT THE UNIVERSITY LEVEL THAT WILL OUT LINE THE RESOURCES THAT WILL BE USED IN THAT COURSE AND THOSE WILL BE MADE AVAILABLE VIA THAT TEACHER'S CANVAS PAGE FOR THE STUDENT AND PARENTS TO SEE. AND I WOULD GUESS I WOULD HIGHLIGHT THAT THAT THE STATE STANDARDS, I WOULD ENCOURAGE ANYONE THAT HAS TIME AND WOULD LIKE TO REVIEW THE STATE STANDARDS ON THE DOE WEBSITE FOR ANY OF THESE COURSES, THOSE ARE WHAT WE ARE BOUND TO TEACH AND THAT'S WHAT OUR TEACHERS HOLD AS THE PRIMARY STANDARD FOR WHICH THEY TEACH THE CONTENT AND
COURSE. >> THAT'S WHAT I WAS GOING TO ASK AND JUST TO REITERATE IF THIS WAS GOING TO BE ANY ADDED MATERIAL OR ANY OTHER TEXTS COMING UP, THAT WOULD ALSO BE BROUGHT TOE OUR ATTENTION IF ANYTHING WAS TO CHANGE IN THOSE
OTHER CLASSES, CORRECT? >> IF THEY WERE GOING TO BE FROM AN EXTENDED CURRICULAR MATERIAL AND FROM A COST PERSPECTIVE, YES
>> THANK YOU. >> SO WE DID HAVE A GREAT DISCUSSION ABOUT TRANSPARENCY AT OUR BOARD RETREAT, AND ALTHOUGH IT IS GREAT THAT IF YOUR STUDENTS IN THE CLASS YOU CAN SEE THE CURRICULAR MATERIALS FOR THAT, AND I KNOW PART OF OUR BOARD GOOD DEALS IS ACCESS TO HFC INCH BY EXTERNAL AND INTERNAL STAKE HOLDERS AND THOSE EMPLOYING HF WILL BE ACCESSED AND REDESIGNED FOR GREATER EASE AND CRIMINAL NEGLIGENCE, IT WOULD SPEAK TO WHAT THE GENTLEMAN DISCUSSED AND I COMPLETELY AGREE AND IT WOULD BE NICE TO HAVE THAT LISTED ON OUR WEBSITE. AND I KNOW UNDER COURSE -- HIGH SCHOOLS THEY LIST THE COURSE DESCRIPTIONS BUT IT WOULD BE NICE IF WE COULD -- AND I KNOW WE HAVEN'T DONE THIS, THE GOALS -- THE STRATEGIES FOR THESE YET BUT TO LIST THAT AND TO HAVE A LITTLE BIT MORE FRAMEWORK FOR PARENTS TO LOOK
AT. >> AND I WOULD JUST SAY THAT AS DR. STOKES OUTLINES IN OUR RETREAT THAT'S SOMETHING WE WANT TO WORK TOWARDS, AND WE'RE GOING TO WORK WITH THE TEACHERS.
IT'S A LITTLE MORE TIME CONSUMING AT THE SECONDARY LEVEL BECAUSE OF THE NUMBER OF DIFFERENT COURSES AND BRINGING ALL OF THE TEACHERS OF THOSE COURSES TOGETHER TO DETERMINE WHAT WE WOULD BRING OUT PUBLICLY THAT EVERYONE WOULD SEE AND WE WOULD HAVE THOSE AS JUST LIKE WHAT DR. 11 PRESENTED IN THE RETREAT FOR THE K-6 MATERIALS. THAT'S OUR GOAL IS TO GET TO
THAT SAME PLACE. >> THANK YOU.
>> ANY OTHER QUESTIONS OR COMMENTS? SEEING THERE ARE NONE I'LL ENTERTAIN A MOTION TO APPROVE.
>>IVELY MOVE TO APPROVE THE SOCIAL STUDY RESOURCE ADOPTION
AS PRESENTED. >> MOTION MADE BY BRAD.
IS THERE A SECOND? >> I'LL SECOND.
>> SECOND MADE BY MICHELLE AND I'LL CALL FOR THE VOTE.
WE'RE ON TO STUDENT FEES. AND WE HAVE STEPHANIE HERE TO
TALK TO US ABOUT THAT. >> HELLO.
I'M HERE TO PRESENT THE 2021/22 STUDENT FEES FOR YOUR APPROVAL TONIGHT. AS A LITTLE BIT OF BACKGROUND THERE ARE THREE TYPES OF FEES YOU WILL SEE.
THERE A TEXTBOOK FEE WHICH IS A RESOURCE THAT'S ADOPTED FOR MULTIPLE YEARS, AND THAT'S EITHER PHYSICAL OR DIGITAL TEXTBOOK, THERE'S A CONSUMABLE FEE WHICH IS STUDENT THAT CAN CHANGE EACH YEAR. AND A STUDENT CAN TAKE THAT WITH
[00:25:01]
THEM AT THE END OF A SCHOOL YEAR.THERE'S ALSO MATERIAL OR STUDENT ACTIVITY FEE.
AND THOSE ARE FOR SUPPLEMENTAL SUPPLIES LIKE COOKING PROJECTS, ART SUPPLIES OR SCIENCE EXPERIMENTS.
K-6 CONSUMABLE MATERIAL FEES HAVE BEEN REVISED DUE TO A CHANGE IN PRICING. THERE HAVE BEEN ADDITIONAL MATERIAL PHEESES ADDED FOR AGRIPARK, NATURE FIRST CONNOR PRAYERLY AND HUB AND SPOKE, AT THE YOUR HIGH LEVEL CONSUMABLE FEES HAVE BEEN REVISED EITHER DUE TO A CHANGE IN PRICE OR CHANGE IN RESOURCE SELECTED AND MATERIAL FEES FOR SCIENCE AND FOR FAX, FAMILY CONSUMER SCIENCE HAVE ASSESSED.
EIGHTH GRADE STUDENTS WHO TRANSFERRED FROM HEDGE TO FALL CREEK JUNIOR WILL CONTINUE TO HAVE FEES WAIVED FOR 21/22 SCHOOL YEAR ACCEPT FOR THE IPAD RENTAL FEES.
AT THE HIGH SCHOOL LEVEL CHAINS IN FEES MAY BE DUE TO THE ADDITION OF NEW COURSES OR CHANGES IN THE SELECTION OF PRICING OF CONSUMABLE OR TERMS THERE.
MAY BE A VARIATION TEE THE TWO HIGH SCHOOLS DEPENDING ON THE RESOURCES THAT THEY ARE USING. AND THE CONSUMABLE USED BY K FOUR AND 78 LIFE SKILLS PROGRAM HAS BEEN REVISED DUE TO A CHANGE IN PRICE,, THE 9-12 FUNCTION NAM ACADEMIC PROGRAM THEIR CONSUMABLES HAVE INCREASES DUE TO ADDITION OF RESOURCE ASKS CHANGE IN PRICING, OUR LAPTOP REPLACEMENT PHEESES FOR 9-12 HAVE CHANGED DUE TO A CHANGE IN PRICE.
AND AT THE HIGH SCHOOL LEVEL ONLY COURSES WITH CHANGES HAVE BEEN HIGHLIGHTED UP THERE. AND AS A SIDE NOTE WE DO WORK WITH FAMILIES ON FEE. WE CAN CONTACT THEIR BUILDING TREASURERS OR BOOKSTORE MANAGERS TO MAKE PAYMENT ARRANGEMENTS AND FREE LUNCHES HAVE BEEN EXTENDED FOR NEXT SCHOOL YEAR WHICH IS GREAT NEWS BUT ANYONE REQUESTING TEXTBOOK ASSISTANCE WILL STILL NEED TO APPLY FOR THAT WITH THE APPLICATION PROCESS.
>> THANK YOU. QUESTIONS FROM THE BOARD?
>> AND I DID ASK SOME QUESTIONS PRIOR TO THE MEETING, SO YO MENTIONED BECAUSE I'M ABOUT BUDGETING PERSONALLY AND I KNOW IT'S KIND OF STICKER SHOCK WHEN YOUR KIDS FIRST COME INTO SCHOOL AND YOU THINK IT'S FREE PUBLIC EGG BUT YOU HAVE TO PAY FOR TEXTBOOKS AND I LOOKED UP, 42 SEDATES DON'T CHARGE FOR TEXTBOOK RENTAL. AND TO REITERATE IF -- BECAUSE ESPECIALLY IF YOU'RE PAYING FOR IPAD RENTAL, THAT'S A BIG CHUNK THAT IS DUE -- IS IT IN SEPTEMBER WHEN WE ASK THAT BE
PAID? >> YES, IT ISSTEP AND WE DO WORK
WITH FAMILIES ON THAT. >> SO IF FAMILIES WOULD LIKE TO MAKE PAYMENT ARRANGEMENTS THEY WOULD REACH OUT TO THEIR
SCHOOL -- >> YES TO THEIR BUILDING
WE HAVE TWO FOLKS SEEN UP FOR PUBLIC COMMENT.
SO IF AARON FERRIS IS IN THE AUDIENCE TONIGHT.
WELCOME. >> I'M HERE TONIGHT TO SHARE A FEW COMMENTS REGARDING K-12 STUDENT FEE IT IS RELATING TO TEXTBOOKS, SPECIFICALLY THE SHIFT AWAY FROM ACTUALT BOOKS, YES WE'RE IN A DIGITAL WORD BUT THERE IS SOMETHING ABOUT HAVING BOOKS IN HAND, NOT FOR EVERYTHING BUT I THINK THERE CAN BE A TEMPTATION TO OVERRELY ON VIRTUAL LEARNING.
FOR YEARS PARENTS HAVE BEEN BEING TOLD TO MONITOR THE SCREEN TIME OF THEIR CHILDREN BUT WE'VE MOVED INTO A WORLD WHERE THE BETTER PART OF THEIR SCHOOL DAY IS SPENT ON SCREEN, MANY PARENTS ARE CONCERNED ABOUT THE BALANCE BETWEEN ON SCREEN LEARNING, ACTUAL BOOKS AND HANDS ON LEARNING ALSO THE USE OF BOOKS ASSISTS PARENTS THE OPPORTUNITY TO REVIEW MATERIALS AND BE A PART OF THEIR CHILD'S LEARNING AND ANTICIPATE WHAT MAY BE COMING UP IN CLASS. WE ALL THE LOVE TO HEAR OUR KIDS COMMENT WE JUST LEARNED ABOUT THAT AT SCHOOL.
WHICH HAS BEEN A PART OF OF THE CONVERSATION AT HOME OR A FAMILY EVENT. DURING LAST I HAVE'S VIRTUAL TOWN HAM WITH DOCTOR, STOKES MADE THE COMMENT THAT PARENT ARE THE FIRST TEACHERS. I THINK THAT PARENTS ARE FIRST NOT JUST BECAUSE WE HAVE OUR KIDS IN THE EARLY YEARS BUT THROUGHOUT LIFE. THEIR EDUCATION IS PRIMARILY OUR RESPONSIBILITY. THE SCHOOL PLAYS A PART BUT THIS THE END ARE ONLY A PART OF A CHILD'S EDUCATIONAL JOURNEY IN LIFE AND FROM THAT WE'VE DONE THE MATH.
BUT IT WAS YEARS AGO AND IT CAN BE DIFFICULT TO HELP A CHILD WITH MATH WHEN THEY ARE WORKING OFF SCREEN AND WANT TO HIT ONE
[00:30:01]
OF THE MULTIPLE CHOICE ANSWERS AND MOVE ON.FROM MY EXPERIENCE STUDENTS WILL SOMETIMES TAKE THEIR BEST GUESS RATHER THAN DOING THE WORK KNOWING THEY HAVE ANOTHER SHOT AT MULTIPLE CHOICE. ALSO IN A WORLD WHERE OUR STUDENTS SPEND MUCH OF THEIR TIME ONLINE WE DON'T ALWAYS KNOW WHAT SOURCES THEY ARE BEING DIRECTED TO IN THE CLASSROOM.
WE HAVE HAD VERY GOOD EXPERIENCES WITH OUR TEACHERS AT HF AND MANY SHARE THE RESOURCES THEY WILL BE USING IN THE COMING WEEK. THAT IS NOT OR MAY NOT ALWAYS BE THE CASE IN THE FUTURE. I'M SAYING GO BACK TO TEXTBOOKS BUT I BELIEVE TEXTBOOKS STILL HAVE A PLACE IN THE SCHOOLS AND THAT PARENTS SHOULD HAVE THE ABILITY TO EASILY ACCESS THE MATERIALS THEIR WHICH HE CHILDREN ARE USING.
PARENTS WOULD LIKE TO BE ABLE TO REVIEW ALL RESOURCES USED IN THE CLASS SO THAT WE CAN INTEGRATE THEM AT HOME.
>> ANY QUESTIONS OR COMMENTS. >> DR. KEGLY WHEN A CLASSROOM HAD TYPICALLY SOMETIMES THEY'LL HAVE AN ONLINE RESOURCE, I READ SOMEWHERE, SO I DON'T KNOW WHERE, ISN'T THERE SOMETIMES A TEXTBOOK TOO THEY MIGHT HAVE A MASTER IN THE CLASSROOM SO IF A PARENT WANTS IT THEY CAN CHECK THAT OUT TO LOOK THROUGH IT OR DO THE ONLINE RESOURCES NOT HAVE A TEXTBOOK IS THAT GOES WITH IT?
>> IT REALLY DEPENDS ON THE COMPANY AND WHAT THEY'RE OFFERING WITH THAT PARTICULAR ADOPTION CYCLE.
WE HAVE DONE IT BOTH WAYS. WE HAVE ADOPTED TEXTS WHERE THERE'S BEEN AN ONLY A DIGITAL COPY AVAILABLE CAN THERE'S BEEN TEXTS WHEN YOU PURCHASE THE DIGITAL COPY THEY WILL ALSO ASK FOR OUR THEY WILL PROVIDE A CLASSROOM SET THAT WE WILL PUT ON EACH OF THE TEACHERS THAT TEACH THAT COURSE WILL PUT A SET OF BOOKS ON THEIR SHELF IN THE CLASSROOM.
AND SO IT REALLY DIMMEDS ON THE PUBLISHER.
>> SO IF WE HAD JUST AN ONLINE RESOURCE -- I'M NOT -- I DON'T EXCEL IN THE MATH PROBLEM SO WHEN MY SON COMES TO MY WITH A MATH PROBLEM I'M GOOGLING AND RESEARCHING SO MY THE QUESTION IS IS THERE A RESOURCE FOR THE PARENTS TO GO TO FOR HELPING THE STUDENTS WITH THOSE ONLINE COURSES?
>> TYPICALLY ANY OF THE ONLINE RESOURCES THAT WE ADOPT WILL HAVE SOME TYPE OF ASSISTANCE OR OTHER MODULES THAT EITHER PARENTS CAN ASSIST WITH OR THE STUDENT CAN CONSULT IF THEY'RE HAVING DIFFICULTY. AND OF COURSE THE TEACHER WOULD
BE THE FIRST LINE THE ASSIST. >> SO IF THERE'S ONLINE RESOURCES PARENTS HAVE CAPABILITIES OF GETTING TO THAT AND COMMUNICATING WITH THEIR TEACHERS.
>> IF THEY'RE AVAILABLE FROM THAT PUBLISHER, YES.
>> AND ONE OF THE REASONS WE DO ADOPT THE ONLINE VERSE IS
BECAUSE OF COST? >> NOT NECESSARILY.
WHAT THE MANY OF THE PUBLISHERS HAVE COME TO REALIZE OVER THE YEARS IS THAT AS PEOPLE HAVE MOVED AWAY AND THEY'VE IN SOME CASE STOPPED PRODUCTION OF THE PHYSICAL TEXTBOOK THEY STILL CHARGE THE SAME AMOUNT AND I THINK FOR THEM IN A LOT OF WAYS IT IS MORE EFFICIENT FOR THEM AND FOR COST EFFECTIVE TO DO THAT BECAUSE THEY'RE NOT OBVIOUSLY PRODUCING THE PHYSICAL BOOK BUT STILL CHARGING A SIMILAR PRICE.
>> ANY OTHER QUESTIONS OR COMMENTS? SEEING NONE I'LL ENTERTAIN A MOTION TO APPROVE.
>> I MOVE TO APPROVE THE K-12 STUDENT FEES.
>> MOTION MADE BY JULIA. IS THERE A SECOND?
>> I'LL SECOND. >> SECOND MADE BY BRAD.
ANY OTHER QUESTIONS OR COMMENTS? SEEING NONE I'LL HAVE JULIE CALL FOR THE VOTE.
NOW WE ARE INTO THE TRANSITION OF PLANS WITH --
>> FINALLY. I'VE BEEN WAITING FOREVER TO GET TO THIS. SO THIS EVENING WE ARE RECOMMENDING WE TRANSITION OUR 401 A FROM MET LIFE TO BOY YA, SO THESE ACCOUNTS HAVE BEEN USED IN THE PAST TO DEPOSIT FROM OUR TEACHERS AND ADMINISTRATORS SO WE ARE ORIGINALLY USED 401 A ACCOUNTS, FINALLY THE GUIDANCE CHANGED IN FOURSIVITY SEVEN B ACCOUNTS BECAME THE ALLOWABLE ACCOUNT FOR THAT PURPOSE.
[00:35:03]
SO OUR GOAL WOULD BE IF APPROVED THIS HAVE TO HAVE ALL THE 401 A ACCOUNTS MOVED TO BOYA BY THE END OF OCTOBER, THOSE ACCOUNTS ARE OLDER SO THERE'S NO FEES TO MOVE THOSE.457 B ACCOUNTS SOME OF THOSE WOULD IN CUR A FEE TO WE COULD ALLOW THOSE TO STAY AT MET LIFE. THIS WILL REQUIRE US TO MAINTAIN A PLAN WITH MET LIFE WHICH IS NOT A PROBLEM BUT IT IS POSSIBLE IN THE FUTURE AS REGULATIONS CHANGE, WHICH THEY DO EVERY SO OFTEN THAT WE MIGHT HAVE TO BRING DO YOU A PLAN DOCUMENT AT MET LIFE TO HAVE IT REVISED. WE DO THE SAME FOR BOYA IF THAT WERE REQUIRED SO MUCH BY MAKING THE CHANGE IT DOES LOWER THE FEES AND THEY'LL HAVE THE SAME INVESTMENT OPTIONS THAT WE HAVED WITH THE 403(B) SO THERE ARE A LOT OF AGREEMENTS TO BOARD DOCS AND A RESOLUTION. I DIDN'T PLAN TO GO THROUGH ALL OF THEM BUT THE RESOLUTION DOES AUTHORIZE THE STUDENT, THE CFO AND THE DIRECTOR OF BUSINESS TO FINALIZE THE TRANSITION, ALL OF THE AGREEMENTS HAVE BEEN REVIEWED BY CCHA SO JOHN BECKER HAS LOOKED THEM ALL OVER AND WE'VE MADE THE NECESSARY CHANGES. SO THIS IS FOR ACTION THIS EVENING BUT I WOULD BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY
HAVE. >> DOES THE BOARD HAVE ANY QUESTIONS? SEEING THERE ARE NONE I'LL ENTERTAIN A MOTION -- IT WAS A LOT OF DOCUMENTS.
I WILL ENTERTAIN A MOTION TO APPROVE.
>> MOTION TO APPROVE. >> ID SECOND.
>> MOTION MADE BY SARAH, SECONDED BY SUSAN, ANY OTHER QUESTIONS OR COMMENTS? SEEING NONE I'LL HAVE JULIE CALL FOR THE VOTE.
THANK YOU CECILY. OKAY NEXT UP WE HAVE THE RETURN TO IN PERSON INSTRUCTION PLAN WITH DR. KEGLY.
>> THANK YOU. DO YOU HAVE ASSISTANCE WITH YOU
TWO WEEKS AGO DR. BOURFF IN THIS MEETING DISCUSSED A ROLLOUT FROM IN PUT FROM OUR COMMUNITY IN ACCORDANCE WITH THE SR THREE GUIDANCE ESTABLISHED BY THE FEDERAL GOVERNMENT AND PUT INTO OF EGG. THE NEXT DAY WE OPENED A QUESTIONNAIRE FOR OUR COMMUNITY WHICH CLOSED LAST MONDAY EVENING, MONDAY NIGHT. WE RECEIVED OVER 4300 RESPONSES WITH A VARIETY OF IN PUT AND I WOULD JUST LIKE TO THANK YOU FOR AND THANK THE COMMUNITY FOR THEIR IN PUT.
THAT'S A VERY SIZABLE AMOUNT OF RESPONSES AND IN PUT COMPARED TO OTHER THINGS THAT WE PUT OUT TO THE COMMUNITY FOR FEEDBACK ON, SO MUCH APPRECIATED AND MY TEAM RELEVANT ENJOYED DIVIDING UP THE FREE RESPONSE QUESTIONS AND GOING THROUGH AND IS SEEING WHAT EVERYBODY HAD TO SAY. THESE COMMENTS AS I MENTIONEDS WERE REVIEWED BY OUR TEAM AND DR. BOURFF I BELIEVE REFERENCED THIS IN HIS FRIDAY MESSAGE. WE ALSO MET WITH OUR TEACHERS ASSOCIATION LAST THURSDAY AND OUR REGULAR MEETING REVIEWED THE PROCESS AND COMMENTS. THE DRAFT LAST NAME THAT WE HAVE TONIGHT WAS MADE AVAILABLE THIS PAST MONDAY FOR PUBLIC VIEW.
AND I'LL TALK ABOUT SOME HIGHLIGHTS FROM THE PLAN THAT AGAIN HAS BEEN MADE AVAILABLE SINCE MONDAY.
FIRST OF ALL WE'RE PLEASED TO OFFER STUDENTS IN PERSON INSTRUCTION AT 100 PERCENT CAPACITY FIVE DAYS A WEEK FOR NEXT SCHOOL YEAR. WE HAVE NOTED THAT FACE COVERINGS ARE ENCOURAGED BUT NOT REQUIRED.
HOWEVER IN ACCORDANCE WITH FEDERAL REGULATIONS MASK ARE REQUIRED ON SCHOOL BUSES. WE HAVE NOT MADE SPECIFYĆDECEMBS AND WE'RE GOING TO CONTINUE TO WORK ON THIS GUIDANCE AS WE GET CLOSER TO THE FALL. WE HAVE PUT INTO THE PLAN AND ASK THAT SCHOOL INVESTORS AND GUESTS BE REQUIRED TO WEAR A FACE MASK. AND IN FOOD SERVICES OUR MENU CHOICES FOR THE 21/22 SCHOOL YEAR WILL BE EXPANDED AND WILL LOOK MORE LIKE THEY WERE IN THE PRE-COVID TIMES IN TERMS OF CHOICES THAT WILL BE AVAILABLE TO STUDENT ASKS HOW FOOD WILL BE DISTRIBUTED TO STUDENTS. SO THE SERVING AND PURCHASING OF LUNCH WOULD LOOK VERY SIMILAR BUT WE WILL MAINTAIN THE
[00:40:02]
INCREASED CLEANING PROTOCOLS IS THAT WE HAVE HAD IN PLACE WITH COVID. SO THOSE ARE SOME OF -- OH, ALMOST THROUGH THEM ALL. DID WANT TO NOTE THAT STUDENTS WHO ARE VACCINATED OR VACCINATED INDIVIDUALS WITH AN EXPOSURE TO SOMEONE SUSPECTED OR CONFIRMED OF COVID-19 ARE NOT REQUIRED TO QUARANTINE IN THEY MEET THE CRITERIA THAT'S LISTED IN THE PLAN. AND I HAVE SEVERAL MEMBERS OF OUR TEAM HERE TONIGHT INCLUDING OR DIRECTOR OF HEALTH SERVICES AMY HANNA TO ANSWER ANY QUESTIONS THE THE BOARD MAY HAVEABOUT THE PLAN. >> WE HAVE SEVERAL FOLKS SIGNED UP TO SPEAK TONIGHT ON THIS. I ALSO WANT TO JUST TALK TO THE PUBLIC ABOUT -- JUST WANT TO SAY THANK YOU FOR ALL THE E-MAILS THAT WE HAVE RECEIVED CONCERNING THIS.
IT'S OBVIOUSLY A VERY VIGOROUS DISCUSSION SO IF YOU'VE E-MAILED US WITH A STATEMENT OF FORMS OR YOUR OPINION, THANK YOU.
YOU MAY NOT GET AN INDIVIDUALIZED RESPONSE BUT KNOW THAT WE'VE ALL READ THEM. SO I WILL LET THE BOARD HAVE ANY COMMENTS RIGHT NOW OR WOULD YOU PREFER TO WAIT UNTIL AFTER THE -- WE'LL CALL THE SPEAKERS UP AND THEN THE BOARD WILL HAVE DISCUSSION AND POSSIBLE ACTION TONIGHT.
SO FIRST UP TRISTIN ACRES. AND TINA ACRES.
THAT'S -- I AGREE. THAT'S GREAT.
WELCOME TONIGHT. >> THANK YOU.
CAN I START? HFC HAS FAILED MY AS A STUDENT.
FOR ALL THE STRUGGLING KIDS THIS IS FOR YOU.
I DIDN'T MEAN TO TO DO THIS BE SINCE I'M LEAVING HF I WANTED TO BE A VOICE FOR YOU. I HAVE BEEN IN COUNSELING AS LONG AS I CAN REMEMBER BECAUSE I WAS DEVELOPMENTED FROM THE FOSTER CARE AT AGE FOUR. THINGS I HAVE LEARNED ALONG THE WAY -- ARE BEING CHALLENGEED NOW FROM MY SCIENCE AND MATH TEACHERS TRYING TO TEACH ME HOW TO BE EMOTIONALLY [INDISCERNIBLE] TEACHING ME ABOUT SEXUALITY AND HOW TO IDENTIFY. I DON'T WANT TO HEAR ABOUT SEXUALITY DURING CLASS IN FRONT OF OTHER STUDENTS BECAUSE THAT'S A PRIVATE THING. THIS SHOULD BE LEFT IN THE HOMES. THIS HAS BEEN A VERY TRAUMATIC PART OF MY PAST AND THE MORE THE SCHOOL FOCUSES ON SEXUALITY THE MORE IT AFFECTS ME AND MY ANXIETY.
I LIVES CONFUSION AND FRUSTRATION IN MY MIND AND I DON'T KNOW HOW TO DEAL WITH THAT BECAUSE THEY ONLY FOCUS ON CONTENT I FEEL HURT ABOUT. FOR EXAMPLE HOW CAN A CHILD LEARN WHEN ABUSIVE [INDISCERNIBLE] THAT HAS EXPERIENCED ALL FORMS OF ABUSE BE PRINCIPLED? IF YOU FOUND A CHILD OF 15 MONTHS IN A HOME ON THE FLOOR EATING CAT POOP WOULD YOU CONSIDER THEM PRIVILEGED IN JUST ASKING BECAUSE WHEN I WAS TOLD THAT I WAS SO UPSET I CRIED MIDEAST MYSELF TO SLEEP T. WE HAVE TO STOP THE IS STEREOTYPES IN GROUPS BECAUSE IT [INDISCERNIBLE].
THEY ARE TRYING TO DIVIDE US INTO TWO GROUPS INSTEAD OF BRINGING US TOGETHER AS ONE. EVERY DAY I FELT LESS AND LESS VALUED AS A STUDENT. ACADEMICSES ARE NOT IMPORTANT HERE, ONLY HOW WE FEEL AND MAKING SURE WE LEARN ABOUT SEXUALITY AND POLITICAL TOPICS TEACHERS MAY NOT BE ABLE TO HANDLE, ESPECIALLY WITH TRAUMA CHILDREN LIKE MIDEAST.
I'M HAPPY THE MOVE ON AND BEGIN A FRESH START AND HOPE THIS NEXT SCHOOL WILL LOVE ME FOR ME AND CHALLENGE ME TO GROW IN AREAS I'M GOOD AT. ADJUST WANT PEOPLE TO LOVE EACH OTHER AND THE WAY WE ARE DOING IT IS WRONG.
>> JOHN ALLEY. >> CAN I SPEAK ALSO? I DO HAVE SOMETHING I WOULD LIKE TO SAY.
>> YES, YOU CAN. >> PROUD OF HER.
I'M VERY PROUD FOR BEING VOICE FOR SO MANY.
[00:45:04]
MY CONCERNS SINCE HAVING TRISTIN IN HFC SCHOOLS, SO MANY PEOPLE HAVE THOUGHT THAT I'M JUST AN EVIL PARENT FOR SPEAKING UP FOR THE PAST YEAR AND AND A HALF AND IT'S BECAUSE I'VE 1/2ED THIS.I'VE WATCHED OWL THE COUNSELING THAT SHE'S BEEN THROUGH AND ACADEMIC WORK THAT SHE HAS PUT SO RIGOROUSLY INTO, JUST FALL TO THE WAYSIDE. I'VE WATCHED HER SKY AND I'M THE ONE THAT PICK HER UP AND HOLDS HER.
I'VE WATCHED HER PICK HER SKIN UNTIL SHE BLEEDS AS YOU SAW ON HER FOREHEAD. I'VE HAD TO TAKE ADVANTAGE HER TO THREE DIFFERENT COUNSELORS TO HELP HER GET THE HELP SHE NEEDS.
AND I NOW OUR TEACHERS ARE VALUABLE BECAUSE THEY'VE HELPED ME THROUGH THIS. I KNOW MAKE SURE COUNCILORS ARE AWESOME BECAUSE IF NOT FOR THEM SHE PROBABLY WOULD HAVE BEEN DONE WORSE. BUT I DON'T LIKE TELLING MY PRIVACY IN FRONT OF PUBLIC PEOPLE THAT ARE GOING TO JUDGE ME AS SOON AS I WALK OUT THIS DOOR AND NEITHER DOES SHE BUT SHE'S DOING THIS BECAUSE THERE ARE OTHER KIDS THAT ARE HURTING THAT WON'T SPEAK UP. AND I ENCOURAGED HER TO TELL HER STORY BECAUSE SHE SAID IT'S TIME WE TELL THIS BECAUSE I'M LEAVING HFC. SO THAT'S WHY WE'RE HERE.
IT'S BECAUSE WE'RE LEAVING HF AND THERE'S A BUNCH OF OTHER KIDS RIGHT BEHIND US. BECAUSE WE'RE TIRED OF ALL OF THE DRAMA. THIS PLACE IS MORE DIVIDED THAN WHEN I CAME FROM KENTUCKY IN 2010.
WHEN WE CAME HERE IT WAS ABOUT ACADEMIC EXCELLENCE AND I WAS SO EXCITED TO WATCH MY CHILDREN FLOURISH.
AND NOW MY KIDS ARE FAILING. THEY'RE IEP WAS NOT VALUED.
I'M TELLING YOU THAT BECAUSE I WATCHED.
SHE HAS FAILED THE LAST TWO YEARS.
AND MY HEARTBREAKS. IF IT'S ABOUT EQUITY AND TRUE EQUITY IS ABOUT EVERYBODY GETTING SERVED AND GETTING THE SAME CHANCE, THEN WHY DOES SHE NOT HAVE FRIENDS? WHY DOES SHE NOT HAVE A CHANCE TO GET THE THINGS THAT SHE NEEDS TO BE VALUED AND GET A CHANCE TO SUCCEED? SHE DEPARTMENT GET THE QUIET ROOM.
SHE DIDN'T GET TO GO TO SCHOOL WHEN THEY SAID EVERY TIME THAT THE BOARD MEETINGS, THE IEP KIDS ARE IN SCHOOL.
I WOULD SIT HERE AND LAUGH. REALLY BECAUSE ANY KID'S NOT THERE. AND I WOULD BEG AND BEG, AND WE'RE NOT ALLOWING THAT YET AT OUR SCHOOL.
SO I'M BEGGING YOU, STOP. DON'T LIE TO US.
WE KNOW WHAT'S GOING ON. SOMETHING ISN'T RIGHT AND WE NEED TRANSPARENCY AS PARENTS. BECAUSE NOW YOU'RE GOING TO LOSE A LOT MORE THAN WHY LOST LAST YEAR AND I'M BEGGING YOU TO JUST TELL THE TRUTH. BAUD THE TRUTH SETS US ALL FREE.
AND THERE IS NO WAY THAT YOU'RE NOT GOING TO CONTINUE THE DIVISION UNTIL YOU JUST BE HONEST.
THE CHILDREN KNOW. AND THE PARENTS HAVE ALREADY KNOWN. THANK YOU.
JOHN ALLEY. >> SO THAT'S A TOUGH ACT TO FOLLOW. APPRECIATE THE HONESTY THOUGH.
RETURN TO THE IN PERSON DRAFT IT'S BEEN MADE VERY CLEAR THAT THE BOARD HAS SOLE AUTHORITY TO MAKE ADJUSTMENTS AND THE PLAN IS DESIGNED TO MEET CRITERIA REQUIRED BY THE U.S. DEPARTMENT OF EDUCATION AS PART OF ESSER THREE FUNDING.
FIRST AND FOREMOST IN A PARENT'S MIND SHOULD BE THE POLICIES OF THE SCHOOLS WITHIN THEIR DISTRICT, THE ACADEMIC CURRICULUM AND ALL FUNDING MECHANISMS SHAPING THESE POLICIES. UNDERSTANDING THE PURPOSE OF REAL GOOD FAITH DISCUSSION IS TO DISPEL ONE'S IGNORANCE.
WHEN IGNORANCE IS DEEMED SUFFICIENT BENEVER LENS MAY BE ASSUMED. RATHER THAN DISSENTERS PARENTS SHOULD BE APPRECIATED AS KEY STAKEHOLDERS DESERVING OF CLEAR COMMUNICATION BEFORE DECISIONS ARE ENACTED.
WHILE MOST OF US LACK CAPACITY OR TIME TO UNDERSTAND TITLES ONE, 24 CARES, C2 RSA AND GRANTS LIKELILIES AND EASIER ABTELL US OCCASION AND SOPHISTICATED MANEUVERS FUELED BY WORD SALAD AND ALPHABET SOUP DIET DO NOT ENCOURAGE PARENTS INVOLVEMENT AND TRUST NOR DOES RESTRICTING FACILITY ENGAGEMENT AND ACCESS WITH COMMENTARY. IN THE 93 FILM PHILADELPHIA
[00:50:06]
STARRING DENZEL WASHINGTON AN ATTORNEY PROCLAIMS EXPLAIN TO TO ME LIKE A FOUR-YEAR-OLD BECAUSE THERE'S AN ELEMENT I CANNOT GET THROUGH MY THICK HEAD. THE RIPIP AS I'LL CALL IT THE RETURN TO IN PERSON DRAFT DOES NOT ADDRESS YET THE DIFFICULT TASK AHEAD OF ALLOCATING AND EFFECTIVELY UTILIZING 20 PERCENT OF THE EASIER DOLLARS TO ADDRESS UNFINISHED LEARNING AND LEARNING LOSS: IDENTIFYING DIAGNOSTIC AMENDMENT RESOURCES AND VENDORS, TARGET GRADE LEVEL STANDARDS AND PROVIDING EXTENDED LEARNING DAY AND TUTORS ARE LIKELY CONSIDERSES AS WELL.I HOPE THAT PARENTS TAKE HOLDERS REMAIN INVOLVED IN THE REQUISITE POLICY AMENDMENTS, ADDITIONS ET THAT WILL BE INVOLVEED . . .
SURE AND I GUESS WE'LL FIND OUT THE REST AS SO-CALLED NORMAL
>> FIRST OFF I DON'T KNOW WHAT THE SURVEY RESULTS ARE.
HAS THAT BEEN DISSEMINATED? OKAY, I GUESS THE QUESTION ITSELF COULD HAVE BEEN MORE CLEAR.
BUT EVERYONE I'VE SPOKE WITH IS DEFINITELY IN FAVOR OF THE DRAFTED POLICY WITH THE NO MASK REQUIREMENT OPTIONAL.
AND UNDERSTAND THAT WE HAVE TO ABIDE BY THE SCHOOL BUS POLICY SET BY THE STATE. AND SPEAKING OF SET BY THE STATE I HOPE THAT EVERYONE HAS OR WILL HAVE THE OPPORTUNITY TO READ WHAT WAS BROUGHT UP OR WHAT WAS DISSEMINATED TODAY BY OUR INDIANA STATE ATTORNEY GENERAL REGARDING PARENTS BILL OF RIGHTS. I'M NOT GOING TO READ IT TO YOU BUT IT CONVEYS A LOT OF THE SAME THINGS THAT WE'VE BEEN TRYING TO SAY REGARDING TRANSPARENCY, REGARDING PARENT IN PUT, REGARDING AND GOING ALONG WITH WHAT DR. STOKES CONVEYED WITH THE VIDEO, WITH MAYOR FADNESS. WE JUST HOPE THAT THIS BOARD AND ALL OF TEACHERS AND THE ADMINISTRATION LISTENS AND ESPECIALLY TO AFFECTED STUDENTS. WE'RE STARTING WAY TOO YOUNG WITH MOST OF THESE DISCUSSIONS. IT REMINDS ME OF A CARTOON WHERE MAYBE A SECOND GRADE SETTING AND THE TEACHER'S TALKING ABOUT WE'RE GOING TO TALK ABOUT PREFERRED PRONOUNS AND THE SECOND GRADER'S RAISING THEIR HAND SAYING WHAT'S A PRONOUN? BUT I HOPE THAT EVERYONE DOES GET TO READ WHAT THE AG PUT OUT.
WE LOOK FORWARD TO DR. STOKES' LIVING UP TO WHAT SHE CONVEYED TO US AS SOME OF THE VERY POSITIVE RECEIVED BY A LOT OF PEOPLE, BUT THE PROOF WILL BE IN THE FIRST HUNDRED DAYS BECAUSE SHE DOES HAVE SOME CHANGES BUT SINCE I HAVE AN EXTRA 30 SENDS YOU MIGHT WANT THE TAKE A LOOK AND LISTEN TO GOING FORWARD WITH STUDENTS AND THEIR LEARNING CURVES.
I'VE TALKED TO A LOT OF KIDS INCLUDING MY OWN KIDS THAT GET A LOT MORE OUT OF A TEXT BOOK THAN THEY DO THEIR LAPTOP.
AND WITH ALL OF THE CHEATING APPS THAT ARE OUT THERE IT JUST MAKES IT EASIER TO GO UNDETECTED AND TO WITNESS THAT IN A CLASSROOM SETTING DEFINITELY IS CONCERNING.
>> AM I ON? OKAY, HELLO, THANK YOU FOR ALLOWING ME THIS TIME TO TALK TO YOU.
I'M SPEAKING FOR MANY IN SUPPORT OF THE BACK TO SCHOOL OPENING PLAN THAT INCLUDES A RECOMMENDATION BUT NOT A REQUIREMENT FOR STUDENTS TO WEAR A FACE MASK.
WE'VE SHARED WITH YOU THE LIST OF OVERA THOUSAND NAMES OF PEOPLE WHO SIGNED A PETITION TO SUPPORT THIS RECOMMENDATION.
[00:55:01]
WE APPRECIATE THAT YOU'RE ATTEMPTING TO REPRESNT ALL SIDES OF THIS DISCUSSION. IN MOST SITUATIONS MASKS ARE NO LONGER NECESSARY. CHILDREN AS A GROUP ARE THE HE'S AFFECTED BY COVID-19. THEY ARE RARELY INFECTED.THEY RARELY PASS IT ON. THOSE TEACHERS WISHING TO BE VACCINATED HAVE DONE SO. BASICALLY WHAT WE HAVE HERE IN OUR SCHOOLS IS A MICROCOSM OF SOCIETY.
AND IN THE INTERESTS OF ALL THERE NEEDS TO BE PROTECTIONS FOR THOSE CHILDREN AT HIGH RISK AND THERE NEEDS TO BEK FOR THE MAJORITY WHO ARE NOT HIGH RISK, THERE ARE REASONS FOR A PARENT NOT TO WANT THEIR CHILDREN TO WEAR A MASK.
DISTURBING VIRUSES, BACTERIA, PATHOGENS WERE FOUND IN THE MASKS, MASKS ENABLE BACTERIAL GROWTH BECAUSE THEY'RE WARM AND DAMP. FURTHERMORE ON THE EMOTIONAL SIDE OF THINGS YOUNG CHILDREN ARE NOT LEARNING NORMAL FACIAL RECOGNITION, THIS HAS BEEN QUINNED BY A CHILD PSYCHOLOGIST AT RILEY. SHE BELIEVES WEARS FACE MASKS CAUSES CHILDREN HAVE TROUBLE INTERPRETING EMOTIONAL CUES BECAUSE THEY RELY ON FACIAL EXPRESSIONS TO UNDERSTAND SITUATIONS. SHE BELIEVES CHILDREN WILL BE MORE VULNERABLE TO FEELINGS OF MISTRUST AND CONCERNS ABOUT THEIR SAFETY. WE RESPECT THE WISHES OF PARENTS WHO CHOOSE TO HAVE THEIR CHILDREN WEAR FACE MASKS OR CHOOSE A VIRTUAL OPTION AND WE ASK THE SAME RESPECT BE SHOWN TO THOSE WHO DON'T WISH TO HAVE THEIR CHILDREN WEAR MASK.
THE PARENTS IN THE LATTER CATEGORY FEEL STRONGLY THAT MASKS ARE HURTING CHILDREN RATHER THAN HELPING THEM.
WE WOULD LIKE TO ASK THAT YOU VOTE TO APPROVE AND IMPLEMENT THIS RECOMMENDATION. THANK YOU.
I HAD MORE BUT I DIDN'T KNOW I HAD THREE MINUTES.
>> THANK YOU. JENNIFER METCALF.
TONIGHT I WOULD LIKE THE SHARE A FEW HIGHLIGHTS FROM TESTIMONY I SUBMITTED FROM DR. DAN STOCK ON BEHALF OF PARENTS SINCE HE COULD NOTE BE HERE IN PERSON. HIS PRACTICE IS PURE HEALTH FUNCTIONAL FAMILY MESS HERE IN FISHERS.
I SUBMIT IN DOCUMENT TODAY. REGARDING COVID-19 IN GENERAL THERE IS NO GREATER CHANCE OF MAKING THIS VIRUS GO AWAY THAN THERE IS IN MAKING INFLUENCE GO AWAY . . .
>> THANK YOU. SO I JUST HIT THE BUTTON? OKAY, AWESOME. THANK YOU.
GOOD EVENING. AND THANK YOU FOR TAKING TIME TO LISTEN TO ME AS I KNOW YOU GUYS HAVE A LOT OF DIFFERENT
[01:00:02]
SPEAKERS. I'M SPEAKING TONIGHT IN REGARD TO THE IN PERSON REOPENING PLAN. SPECIFICALLY ON THE ISSUE OF QUARANTINING KIDS THAT DON'T HAVE A VACCINE AND NOT THE ONES THAT DO. EVEN IF YOU HAVE THE VACCINE YOU CAN STILL CONTRACT COVID AND SPREAD IT.IT ONLY LESSENS THE SYMPTOMS IF YOU RECEIVED IT.
THERE'S LITTLE TO NO RICK OF STUDENTS EXPERIENCING SYMPTOMS AND DO NOT RESPOND TO THE VIRUS LIKE DOESN'TS DO.
MY FEAR IS THAT THOSE WHO HAVE CHOSEN NOT TO RECEIVE THE VACCINE WILL BE DISCRIMINATED AGAINST.
THESE ARE HEALTHY KIDS THAT WILL HAVE LITTLE TO NO REACTION TO THE VIRUS AND THEY WILL BE REQUIRED TO QUARANTINE IF THEY ARE AROUND ANOTHER PERSON THAT HAS TESTED POSITIVE.
THIS WILL CREATE A HUGE RIFT AND A PROBLEM BETWEEN STUDENT ASKS TEACHERS AS WE WILL ALL FIND OUT WHO HAS BEEN VACCINATED OR NOT BY THE CURRENT PLAN. HONESTLY IT'S NO ONE'S BUSINESS WHETHER I OR MY FAMILY HAS RECEIVED THE VACCINE.
YOU ARE GOING TO DIVIDE THE STUDENTS EVEN MORE THAN WHAT THEY ALREADY ARE. ALL STUDENTS SHOULD BE TREATED THE SAME. ALSO IF A STUDENT HAS ALREADY HAD IT OR COME IN CONTACT WITH SOMEONE WHO HAD AND THEY ALREADY HAVE THE ANTIBODIES SO THEY'RE ALREADY IMMUNE, THEY DON'T NEED THE VACCINE. MORE THAN LIKELY MY WHOLE FAMILY HAS HAD IT YET MY CHILDREN WILL MISS OUT ON MORE CLASSROOM TIME WHEN THEY ARE ALREADY BEHIND. WITH THE W.H.O. RECOMMENDING CHILDREN NOT TO RECEIVE THE VACCINE UNTIL THEY HAVE MORE RESEARCH AND THE CDC COMING OUT WITH ALARMING STATISTICS TODAY OF THE RISK OF MYOCARD YA TO CHILDREN I WOULD HOPE YOU WOULD NO LONGER . . .
THERE ARE TEN TIMES MORE OF THE AMOUNT OF IO OWE CARD YA CASES WITH THE COVID VACCINE COMPARED TO THE PAST FIVE YEARS OF ALL THE NORMAL VACCINES TOGETHER. THE VACCINATION -- LET ME GO A LIT BIT. MYOCAR DIETS IS AN INFLAMMATION OF THE HEART MUSCLE THAT CAN LEAD TO ARRHYTHMIA AND DEATH.
THERE IS A STUDENT AT NORTHWESTERN THAT RECENTLY DIED DUE TO THE VACCINE AND MORE CASES ARE BEING REPORTED DAILY.
THE VACCINATION CLINIC AT THE HIGH SCHOOL SHOULD BE CANCELED UNTIL MORE INFORMATION IS AVAILABLE.
THE ARTICLES AND EVERYTHING MENTIONED ABOVE FOR YOUR REVIEW AT YOUR OWN TIME THAT I WILL BE ABLE TO E-MAIL YOU.
UNFORTUNATELY MY INTERNET WENT OUT TODAY OF ALL DAYS BUT NOW THAT I -- I GUESS I HAVE A COUPLE OF REALLY QUICK THINGS.
SORRY. I WAS NOT AWARE WE HAD THREE MINUTES. LET'S SEE HERE.
CHILDREN ARE AT VERY LOW RISK OF GETTING COVID DISEASE.
THANK YOU FOR YOUR TIME. >> THANK YOU.
QUESTIONS OR COMMENTS FROM THE BOARD ABOUT THE RETURN TO IN
PERSON INSTRUCTION PLAN? >> I JUST WANTED TO SAY I -- IT'S HARD -- I MEAN, I THINK EVERYBODY KNOWS THAT THIS HAS NOT BEEN AN EASY ISSUE. I HOPE THAT THE COMMUNITY KNOWS THAT EVERY PERSON ON THIS BOARD TAKES THIS VERY SERIOUSLY AND WE DO READ ALL THE OF THE E-MAILS. WE ALL HAVE FIREARM JOBS.
IT'S REALLY HARD TO REPLY TO ALL OF THEM BUT WE DO READ THEM.
SOMETIME MULTIPLE TIMES BECAUSE YOU MAY E-MAIL EACH OF US AND THEN WE FORWARD THEM TO EACH OTHER TO MAKE SURE WE'VE ALL SEEN THIS E-MAIL. SO WE DO READ THEM.
AS ONE OF THE FEW BOARD MEMBERS WITH CHILDREN THAT CAN'T BE VACCINATED YET, IT'S DIFFICULT. I STILL THINK THIS IS A GOOD BALANCE OF A LOT OF DIFFERENT FACTORS.
MY KIDS WILL BE WEARING MASKS AT SCHOOL AND FOR MY KIDS IT'S NOT AN ISSUE, HALF THE TIME THEY GET OFF THE BUS AND IT'S 30 MINUTES LATER AND I TELL MY SIX-YEAR-OLD YOU CAN TAKE YOUR MASK OFF.
SO FOR US IT'S NOT AN ISSUE AND WE'VE ALREADY TALK ABOUT THAT BUT I UNDERSTAND THAT OTHER FAMILIES HAVE DIFFERENT SITUATIONS. I DO APPRECIATE THAT WE'RE STILL REQUIRING MASKS FOR VISITORS BECAUSE THOSE ARE PEOPLE THAT ARE COMING IN FOR A SPECIAL REASON, THEY DON'T HAVE TO BE THERE AND THE STATE HAS TIDE TIED OUR HANDS THAT WE REALLY AREN'T IN A POSITION WHERE WE CAN REQUIRE A VACCINE CARD.
SO I THINK THAT'S ALSO A GOOD BALANCE.
[01:05:02]
WE HAVE NO WAY OF DOCUMENTING THAT.SO I THINK MAKING THAT COMPROMISE IS A GOOD BALANCE TO ALLOW PARENTS TO VOLUNTARY IN THE CLASSROOM AGAIN BECAUSE I DO THINK THAT IS IMPORTANT, BUT JUST MAKING THAT EXCEPTION THAT IF YOU'RE GOING TO DO THAT YOU HAVE TO WEAR A MASK SO EVERYBODY KNOWS THAT THAT VOLUNTEER IS -- AND MAKE OTHER PEOPLE FEEL COMFORTABLE IN THE BUILDING, HAVING ADDITIONAL PEOPLE IN THE
BUILDING. >> IF I CAN ADD TO THAT TOO.
JULIE MAKING THE COMMENT THAT FIRST OF ALL THE ADMINISTRATION'S WORKED VERY HARD TO MAKE A PLAN THAT WORKS FOR ALL OF OUR STUDENTS. THERE'S OPTIONS FOR THEM TO WEAR A MASK OR NOT WEAR A MASK. YOU HAVE THAT CHOICE.
AT FIRST READING IT SAYING THAT OUR VISITORS SHOULD HAVE TO WEAR A MASK IN ANSWERING THAT, I MEAN MY FIRST CHOICE IS I I WOULDN'T WANT TO FEEL THAT THEY WOULD HAVE TO, BUT THAT IS POSSIBLE TO CHANGE LATER ON, THIS IS JUST AT THE START.
WE'RE SAYING THE BEGINNING OF THE YEAR THAT WE WOULD LIKE OUR VISITORS TO WEAR A MASK, CORRECT? SO IT'S OPEN TO CHANGE. AS IS ANY PART OF THE PLAN.
>> THANK YOU. >> I THINK THAT'S A GOOD POINT AND IF OUR VACCINE IN YOUR NUMBS CONTINUE TO RISE.
WE'RE ONE OF THE HIGHEST VACCINATED COMMUNITIES AROUND SO IF THAT CONTINUES TO RISE ONCE KIDS CAN GET VACCINATED MAYBE THAT CHANGES IF WE ALL COME BACK TO SCHOOL AND FOR SOME REASON THINGS GET TERRIBLE AGAIN WE HAVE THE OPTION THE MANGE MANGE CHANGES AS NECESSARY BUT AS A START I THINK IT'S NOT PERFECT FOR ANYBODY. I DON'T CARE, -- BUT I KNOW HOW MUCH WORK YOU ALL PUT INTO THIS ON A DAILY BASIS TRIALING TRYING
TO FIND A GOOD BALANCE. >> I HAD ASKED A QUESTION BEFORE THE MEETING AND I JUST WANT TO ASK IT AGAIN NOW.
DR. KEGLY, CAN YOU EXPLAIN JUST BRIEFLY OR IN DEPTH, WHATEVER, HOW -- I GUESS I HAVE QUESTIONS AND CONCERNS THAT THE CDC IS RECOMMENDING MASK FOR UNVACCINATED WHICH IS K-6, THE DEPARTMENT OF HEALTH IS RECOMMENDING IT.
AS I UNDERSTAND AMY, WHEREVER SHE IS IS ALSO RECOMMENDING IT.
BUT IT'S OPTIONAL IN OUR PLAN AND THAT CONCERNS ME.
>> I WOULD TELL YOU THAT IN CONSIDERING ALL THE ASPECTS OF COMING BACK TO SCHOOL IN PERSON, THAT THE BALANCE OF -- IN FACT THE INDIANA DEPARTMENT OF HEALTH PLAN THAT WE REFERENCED ON OUR WEBSITE FOR PARENTS TO CONSULT BEFORE PROVIDING IN PUT, IN ONE AREA THEY SAY RECOMMEND FOR K-6 AND THEN IN ANOTHER AREA THEY SAY MASKS AT ALL TIME INDUCE FOR UNVACCINATED STUDENTS WHICH WOULD BE OUR K-6 KIDS FOR THE MOST PART.
SO WE JUST TRY TO STRIKE A BALANCE THERE WHICH IS WHY WE WENT THE OPTIONAL BECAUSE I THINK IN OUR EYES THERE WAS A LITTLE BIT OF CONNECTION THERE AND NOT THAT OTHERWISE AND CERTAINLY AMY CAN SPEAK TO HER OPINION ABOUT THAT AS A HEALTH PROFESSIONAL BUT THAT'S KIND OF HOW WE HELPEDAIR ATAIR WITH THE
RECOMMENDATION WE HAVE. >>> DID YOU HAVE SOMETHING ELSE?
>> I HAVE ALL KINDS OF THINGS BUT GO AHEAD.
>> JUST TO FOLLOW UP ON THAT AND MY THOUGHT, IF WE SAID ALL UNVACCINATED HAVE TO VARY MASKS BUT YOU'RE VACCINATED YOU DON'T SO WE WOULD WOULD BE SAYING K-6Y KID WOULD HAVE TO WEAR A MASK BUT WE HAVE NO WAY OF ENFORCING THAT AT THE PURR LEVELS SO I UNDERSTAND THE K-6 AND THAT'S WHY I STRUGGLE BECAUSE MY KIDS ARE THERE TOO. BUT I ALSO THINK TRYING THE BALANCE IT WITH K-12 AND TRYING THE FIGURE OUT HOW WE'RE GOING TO DO WITH FOR FAMILIES THAT HAVE A KID AT THE HIGH SCHOOL AND THEY DON'T HAVE TO BUT ANOTHER KID DOES --
>> I AGREE, I THINK 7-12 IT'S REALLY HARD AND I THINK IT SHOULD BE A CHOICE FOR THEM BECAUSE THE KEY DIFFERENCE IS THEY HAVE ACCESS TO THE VACCINE. THOSE YOUNGER KIDS DON'T HAVE ACCESS SO THEIR PARENTS HAVEN'T HAD AN OPPORTUNITY TO MAKE A
[01:10:03]
CHOICE AND OTHER PEOPLE ARGUE THEY HAVE THE CHOICE OF VIRTUAL BE MAYBE THEY DIDN'T BECAUSE THEY MAY HAVE BEEN LED TO BELIEVE THAT WE ARE GOING TO FOLLOW THE RECOMMENDATIONS WHICH ARE TO WEAR MASKS AND SO THEY MAY NOT HAVE ELECTED TO GO VIRTUAL AND THAT WAS SUPPOSED TO HAVE BEEN DONE A MONTH AGO.SO I KNOW WE REFERENCED THE E-MAILS TOO AND WE HAVE GOTTEN TON OF THEM AND I WOULD SAY WE HAVE NOT GOTTEN MORE THAN THE OTHER AND WE DID GET A COPY OF THE PETITION AND A THOUSAND PEOPLE SOUNDS LIE A LOT BUT IT'S LESS THAN FIVE PERCENT OF OUR STUDENTS. SO I STRUGGLE WITH THAT PART OF
THE PLAN. >> DR. KEGLY WE ARE -- IF FAMILIES SEE THIS AND HAD OPTED FOR IN PERSON, OR HADN'T CHOSEN THE OPTIONAL BUT NOW FEEL LIKE BECAUSE IT'S NOT REQUIRED IS THERE STILL AN OPPORTUNITY FOR THEM TO.
>> WE WOULD NEED TO -- CERTAINLY NOT KNOWING WHERE WE HAD A DEADLINE SO WE COULD ESTABLISH CLASS SIZES THE SHORT ANSWER IS POSSIBLY BUT I THINK WE WOULD NEED AN APPEAL FOR SOME EXTENUATING CIRCUMSTANCES THAT WOULD REQUIRE NOW KNOWING THE GUIDANCE THAT WE HAVE IN FRONT AND THAT WE WOULD HAVE TO DEAL WITH THAT ON A CASE BY CASE BASIS.
>> THERE SHOULDN'T BE THAT MANY BECAUSE --
>> IF YOU'RE ALREADY IN A POSITION WHERE YOU THOUGHT THE ENVIRONMENT WAS SUCH THAT YOU MIGHT NOT WANT TO BE THERE THEN YOU PROBABLY ALREADY OPTED FOR THE VIRTUAL.
>> I DID SEND IN SOME QUESTIONS PRIOR TO THE MEETING AND MOST OF THEM WERE ANSWERED. ONE OF THEM I DID NOT SEND IN.
WAS CONCERNING THE COHORTS AT RECESS.
I'VE GOTTEN SOME FEEDBACK THAT OUTSIDE IS BASICALLY THE SAFEST PLACE TO BE. IS THERE SOME LEEWAY IN THAT COHORTING BY CLASSROOM? I KNOW RECESS IS TIME WHEN YOU GO TO SEE YOUR FRIENDS WHO AREN'T IN THE SAME CLASS AND YOU'RE SAYING YOU HAVE TO PLAY OVER HERE AND THE OTHER CLASS PLAY OVER HERE AND DON'T MIX, IS THERE ANY THOUGHT TO THAT
CHANGING PER TEACHER IN PUT? >> I'M GOING TO ASK AMY TO COME UP HERE. SORRY YOU COULDN'T ESCAPE AND GET HER THOUGHTS ON COHORTING AT RECESS.
I KNOW IF WE'RE GOING TO CONTINUE TO DO THAT IN THE
CLASSROOM THAT EXTENDS BEYOND. >> THE RECOMMENDATION BY THE CDC AND THE STATE IS TO CONTINUE TO COHORT MAINLY FOR THE REASON IT WOULD ALSO MAKE IT EASIER FOR US TO CONTACT TRACE.
KEEPING THEM COHORTED AT LUNCHTIME AND RECESS MEANS THAT LESS KIDS ARE GOING TO BE QUARANTINED FOR THIS.
THAT AND TEACHERS CAN SEE WHO'S PLAYING TOT ON THE PLAYGROUND AND KNOW WHO'S CONSIDERED A CLOSE CONTACT AND WHO'S NOT.
WHEN YOU PUT MULTIPLE CLASSES TOGETHER IT'S GOING TO BE HARD TO DISS CERTAIN WHO'S CONSIDERED A CLOSE CONTACT.
>> SO IT AIDS IN THE CONTRACT TRACING SHOULD WE NEED TO DO THAT FOR SOMEONE WHO'S POSITIVE IF THEY REMAIN IN THEIR COHORTS
AT RECESS. >> AND I WOULD -- MAYBE EXTEND IT LIKE TWO CLASSES CAN PLAY TOGETHER? BECAUSE I'M JUST SAYING THAT IS -- WELL, THESE KIDS ARE PLAYING OUTSIDE IN THEIR NEIGHBORHOODS TOGETHER AND THEN THEY COME TO SCHOOL AND THEY'RE BEING -- APPLAUSE, THIS IS NOT THE PLACE TO DO THAT.
SO THAT'S JUST A THOUGHT, ESPECIALLY WHEN WE FIRST CAN BACK TO SCHOOL. I CAN UNDERSTAND DURING THE WINTER MONTHS AND ONE OF THE QUESTIONS I DID ASK WAS THE DASHBOARD, ARE WE STILL GOING TO CONTINUE THE DASHBOARD SO WE CAN KEEP TRANSPARENCY ON THAT. SO MY OTHER QUESTION SINCE YOU'RE UP HERE MEDICAL PERSON THAT YOU ARE, WE KEEP HEARING KIDS AREN'T AFFECTED AND I KNOW I'VE SEEN THE DATA KIDS AREN'T AFFECTED. THE MYOCAR DIET AND I HAVE SEEN STUDIES, AND MAYBE YOU CAN VERIFY THIS, YES IT'S SHOWING UP IN INDIVIDUALS WHO HAVE BEEN VACCINATED.
IS IT ALSO SHOWING UP IN. >> POSITIVE COVID?
>> YES, AND I THINK IT'S SHOWING UP AT A GREATER RATE THAN THE VACCINATED INDIVIDUALS. ONE MORE THING AND I BROUGHT
[01:15:01]
THIS UP AT A PREVIOUS MEETING, I HAD CHICKENPOX WHEN I WAS YOUNGER, BEING 50 YEARS AND OLDER I'M AT RISK TO GET SHINGLES NOW SO THERE'S A VACCINE FOR THAT.REGARDLESS OF WHETHER OR NOT YOU SHOW SYMPTOMS OF COVID, IF YOU'VE HAD IT DOES THE VIRUS EVER GO AWAY IN YOU OR DOES IT STAY THERE LIKE THE -- I THINK THAT'S THE ONE, THE CHICKENPOX?
>> RIGHT. SO RIGHT NOW THE CDC AND THE STATE ALL THOSE ORGANIZATIONS SAY IF YOU'VE HAD COVID YOU'RE WHAT THEY CONSIDER IMMUNE FOR 90 DAYS OR THREE MONTHS.
BEYOND THAT I DON'T KNOW IF THERE'S -- I'M SURE THERE'S DATA OUT THERE. THEY MAY STILL HAVE ANTIBODIES BUT I THINK THREE MONTHS IS WHAT THEY'RE CONSIDERING AS THE TIME OF IMMUNITY. IF IT GOES BEYOND THAT I DON'T
KNOW >>> AND BECAUSE I FORGOT BIOLOGY, DO VIRUSES EVER COMPLETELY LEAVE YOUR BODY OR DO THEY STAY THERE IN DEFINITELY? LIKE I KNOW THE HIV VIRUS OR -- STAYS IN YOUR BODY AND THEN IT MANIFESTS ITSELF AS AIDS AT SOME
AND I'M NOT A VIROLOGIST BUT I KNOW THERE'S SOME VICES THAT DO
LAY DOOR DORMANT -- >> BUT WE DON'T KNOW YET BECAUSE THIS IS SUCH A NOVEL CORONAVIRUS AND WE CAN'T PREDICT TEN YEARS FROM NOW IF IT'S ANYBODY THAT'S CONTRACTED COVID COULD -- IT COULD COME ROARING BACK AS SOMETHING TO DO WITH THEIR WILL YOU LUNGERS OR HEART.
SO I GUESS MY POINT, I WOULD LOVE FOR MY KIDS NOT TO GET COVID. SO I AM SOMEWHAT CONCERNED ABOUT THIS THEM BUT THANK YOU FOR YOUR -- I PUT YOU ON THE SPOT. I'M SORRY.
>> THAT'S OKAY, THAT'S WHAT I'M HERE FOR.
>> I WOULD LIKE TO -- THANK YOU FOR YOUR IN PUT.
I DO WANT TO MAKE A COUPLE COMMENTS THOUGH.
IN LOOKING OTHER THE PLAN, IT WAS -- LIKE I SAID I KNOW IT HAVE HARD WORK FOR OUR ADMINISTRATION TO DO.
I WANT TO POINT OUT SOME THINGS THAT WERE BROUGHT TO MY ATTENTION OR WHAT I WOULD LINING TO SHARE IS RIGHT NOW HERE IN FISHERS WE ARE THE HIGHEST VACCINATED CITIES FOR PEOPLE WHO WANT OR CHOOSE TO GET A VACCINE OF WE HAVE THE HIGHEST CITIZENS ARE 90 PERCENT VACCINATED AND ALL OF FISHERS POPULATION HAS A HIGHER VACCINATION RATE THAN THE REST OF THE STATE SO EVEN IN LESS SAFE AREAS OF THE STATE ARE GOING BACK TO SCHOOL TO MASK OPTIONAL. OUR K-6 TO WEAR MASKS, THESE ARE THE SAME KIDS THAT GO TO THE FISHERS YMCA, TO KROGER, TO ALL THEIR SPORTING EVENTS, OTHER PLACES THAT ARE UNMASKED AND PLAY ON THE PLAYGROUND, AND EVEN IN OUR SCHOOL FOR OUR PLAY TIME I KNOW THAT WE'RE DOING COHORTS BUT I HOPE WE STRONGLY CONCERN LETTING THESE KIDS PLAY TOGETHER AND LETTING IT BE A CHOICE FOR THOSE KIDS. SO IF PARENTS FEEL THEIR KIDS HAVE A MASK THEY HAVE A MASK WHETHER IT'S INSIDE THE SCHOOL OR OUTSIDE THE SCHOOL BUT IT SHOULD BE A CHOICE AND NOT A ONE SIZE FITS ALL FOR EVERYBODY T. I ALSO FEEL TOO THAT MASKING UP OUR KIDS ALL THE TIME, WE JUST WENT THROUGH A YEAR OF THAT WITH A LOT OF KITS WITH ANXIETY, DEPRESSION, STRESS LEVELS AND TO COMPARE THE EXTREME LOW RICK OF ATTRACTING OR HAVING THE AILMENTS FROM COVID-19 AGAINST OUR LITTLES HAVING TO WEAR MASK AND GO THROUGH THAT STRESS AGAIN AND THAT FRUSTRATION, A LOT OF OUR LITTLES DON'T WEAR THE MASK CORRECTLY, LET'S NOT PUNISH OUR KIDS ANYMORE WITH FORCING THEM TO WEAR MASKS.
>> ANY OTHER QUESTIONS OR COMMENTS?
>> I JUST HAVE ONE. ONE THAT WE'VE TALKED ABOUT
BEFORE. >> WE'RE IN THE HOME STRENGTH
HERE STRETCH HERE. >> I DO APPRECIATE DR. KEGLY THE WORK YOU'VE DONE. I KNOW I'M NOT ONE TO SPEAK IN MEETINGS OFF. I LIKE TO DO MY RESEARCH WITH
[01:20:01]
THE DOCUMENTS BUT I WOULD SAY AS WITH MOVE FORWARD TO A MORE NORMAL OPERATION OF OUR SCHOOLS I WOULD REALLY -- I KNOW THAT WE'RE VOTING ON THIS PLAN. HOPEFULLY AS KIND OF THE TAIL END OF ALL OF THE THINGS THAT WE'VE DONE WITH COVID AND I WOULD LIKE TO SEE OUR BOARD GET OUT OF THE BUSINESS OF THE DAILY OPERATION OF OUR SCHOOLS AND THES FOCUS ON SOME OF OUR OTHER GOAL. AND I'M HOPING THIS PLAN WILL BE THE WAY FOR US TO DO THAT. THE AND TO FOCUS MORE ON OURRESPONSIBILITIES GOING FORWARD. >> THANK YOU.
ANY OTHER QUESTIONS OR COMMENTS? >> SORRY.
I JUST WANT TO MAKE SURE THAT THE BOARD'S AWARE THAT PART OF THE REQUIREMENTS FOR THIS RETURNED INSTRUCTION PLAN -- AND I KNOW IT'S BEEN IS THAT CONFUSING FOR OUR COMMUNITY BECAUSE WE WERE MAYBE NOT AS EVERYBODY LIKED IT BUT WE WERE IN PERSON INSTRUCTING IN THE SPRING, AND WHAT CAME FROM THE FEDERAL GOVERNMENT WAS THE KNOWLEDGE THAT THERE ARE PLACES THROUGHOUT OUR COUNTRY WHERE THAT WASN'T HAPPENING AT ALL.
SO I JUST WANTED TO POINT OUT THAT PART OF THE REQUIREMENTS OF THIS PLAN IS IS THAT WE REVISITT AND REVISIT IT WITH THE BOARD I BELIEVE IT'S EVERY SIX MONTHS. SO PROVIDED THERE ARE NO CHAINS NEEDED MOVING INTO THE SCHOOL YEAR WE'LL BE BACK IN DECEMBER
TO TALK MORE. >> I DO THINK THE ONE THING THAT I REALLY THOUGHT WAS GREAT WAS JUST THE -- IT'S A CONSTANT JUST LIKE WE LEARNED LEARNED FROM LAR WE TAKE INTO CONSIDERATION THE INFORMATION WE HAVE AT THE CURRENT TIME AND MAY GO ADJUSTMENTS AS NEEDED AND WE'LL STILL MONITOR CASES, AND I THINK THAT'S WHAT WE CAN DO. IF THERE ARE NO OTHER COMMENTS OR QUESTIONS FROM THE BOARD I WILL ENTERTAIN A MOTION TO
APPROVE. >> I MOVE TO APPROVE THE
INSTRUCTION PLAN. >> I'LL SECOND.
>> MOTION MADE BY SUZANNE, SECONDED BY MICHELLE.
ANY OTHER QUESTIONS OR COMMENTS? I'LL HAVE JULIE CALL FOR THE VOTE.
>> MOTION PASSES 6-1. THANK YOU.
[6. Superintendent's Report ]
NEXT UP IS SUPERINTENDENT'S REPORT.MATTERS OF CORPORATION INTEREST. >> SO I HAVE JUST A FEW THINGS BEFORE WE WRAP UP HERE. FIRST OF ALL CONGRATULATIONS TO THE FISHERS HIGH SCHOOL TIGER BASEBALL TEAM ON THEIR APPEARANCE IN THE STATE FINALS GAME LAST NIGHT.
I KNOW THEY FELL BUT IT'S QUITE AN ACCOMPLISHMENT TO FINISH RUNNER UP IN THE STATE. PARTICULARLY I HAVE SOME IN SIGHT INTO HOW DIFFICULT IT IS TO GET OUT OF OUR SECTIONAL IN BASEBALL IN THIS AREA AND SO IT'S QUITE A ACCOMPLISHMENT TO GET TO THE STATE FINALS AND THEY SHOULD BE VERY PROUD.
I WOULD ALSO LIKE TO POINT OUT A COUPLE OF ASPIRING OLYMPIANS THAT HAVE MADE NEWS RECENTLY. OUR 2020 GRADUATE FROM HFC HIGH SCHOOL NOAH MALONE IS CURRENTLY RUNNING FOR INDIANA IS STATE BUT WE JUST BROKE A RECORD FOR THE 400-METER DASH AT THE U.S.
PARALYMPIC TRIALS. AND I THINK WE'LL FIND OUT AS EARLY AS TOMORROW ABOUT HIS PLACE E-MENT ON THE U.S.
PARALYMPIC TEAM IN TOKYO SO LOOK FORWARD TO THAT.
AND JOJO RAMI FROM FISHERS HIGH SCHOOL MADE THE FINALS OF THE OLYMPIC TRIALS IN THE FINALS OF THE 200 BACK AND I BELIEVE FORKED SEVENTH SO CONGRATULATIONS TO HER.
IT'S QUITE AN ACCOMPLISHMENT FOR THAT YOUNG LADY.
JUST WANT TO REITERATE AGAIN SOMETHING STEPHANIE SAID WHEN SHE WAS UP FOR HER PORTION OF THE MEETING THAT WE WILL HAVE OUR FREE LUNCH PROGRAM BUT WE WANT TO MAKE SURE THAT FAMILIES WHO WOULD NEED ASSISTANCE THROUGH THE FREE AND REDUCED PROGRAM WOULD MAKE SURE TO STILL COMPLETE THOSE FORMS BECAUSE THAT DOES NOT APPLY TO TEXTBOOKS AND WE WANT THE MAKE SURE THAT FAMILIES WHO NEED THAT ASSISTANCE HAVE THAT AVAILABLE.
SO WE'LL CONTINUE TO ADVERTISE THAT BUT WANTED TO BUILD OFF THE COMMENTS THAT STEPHANIE MADE THERE.
YOU MIGHT BE AWARE THAT WE HAD QUITE A FLOOD AT HFC HIGH SCHOOL
[01:25:01]
LAST WEEK, AND I JUST WANT TO GIVE SOME CAN YOU KUDOS TO OUR FACILITIES TEAM. WE HAD AN INCH AND A HALF, TWO INCHES OF WATER IN THE OFFICER.QUITE AN AREA. WE HAD A FIRE SUPPRESSION LINE THAT BUSTED IN THE WALL IN THE MIDDLE OF THE NIGHT SO IT BECAME UNDETECTED UNTIL THERE WAS A LOT OF DAMAGE DONE CAN THOSE FOLKS, BY THE NAME I HAPPENED TO BE OVER THERE WE HAD FOLKS WITH SCHEDULE III -- TRYING TO MAKE THAT READY TO GO AS WE APPROACH AUGUST. SO JUST WANT TO TELL YOU WE'RE MAKING PROGRESS THERE BUT ALSO AN APPRECIATION FOR OUR STAFF THAT'S BEEN WORKING HARD AT THAT.
AND WE'LL HAVE DR. STOKES FULL-TIME ON JULY 1 AND SHE'LL BE IN THIS CHAIR FOR THE JULY 14 MEETING, SO WE'RE CURRENTLY WORKING WITH HER ON SOME THINGS BE SHE'LL BE IN NEXT WEEK FULL-TIME. SO WELCOME HERS.
>> MADAM PRESIDENT CAN I MAKE A COMMENT, KYLE PONSLER IS ALSO PLACED IN THE OLYMPIC TRIALS SO CONGRATULATIONS TO SCALE KYLE
>> AND IF YOU DON'T FALL NOAH MALONE ON TWITTER, DO SO.
DRAFT AGENDA. >> WE WILL BE HIGHLIGHTING A COUPLE OF STAFF MEMBERS IN OUR SNAPSHOTS OF SUCCESS THAT HAVE BEEN RECOGNIZED BY AN OUTSIDE ORGANIZATION, HFC AFRICAN-AMERICAN EX-LEDGES IN EDUCATION WINNERS.
SO LOOK FORWARD TO THAT. WE WILL HAVE 403(B) AND BUT WE M OR LOOK FORWARD TO ACTION ON ELECTRIC BUS PURCHASE.
HOPEFULLY WE'LL HAVE THE GRANT NEEDED BY THAT TIME IN ORDER FOR YAWLED THE MAKE A DECISION THERE.
YOU'VE DONE A GREAT JOB TONIGHT. I APPRECIATE HAVING YOU HERE.
WE DO HAVE BOARD MEMBER REPORT. JUST PUT IT ON BOARD DOCS UNLESS YOU WANT TO SPEAK ABOUT IT. BRAD'S NOTES ARE ON BOARD DOCS.
AND THAT'S IT. SO I WOULD ENTERTAIN A MOTION TO
